ARIZONA IN REVIEW: 2019, A YEAR TO REMEMBER

2019 WAS A BANNER YEAR FOR ARIZONA. From breaking through 300,000 new jobs added since 2015, to earning the state’s highest-ever credit rating; coming together to sign historic water legislation; recognizing 60 years of partnership with Sonora, Mexico; blazing the trail as the first state in the nation to provide universal recognition of out-of-state occupational licenses; passing historic tax reform that benefits middle class families; boosting Arizona’s Rainy Day Fund to $1 billion while investing in teachers, students, infrastructure, public safety and more.

KEY HIGHLIGHTS SECURING ARIZONA’S WATER FUTURE: Governor Ducey in January signed legislation ratifying Arizona’s Drought Contingency Plan (DCP), allowing Arizona to sign onto an inter-state water agreement that outlines ways the state will contribute to conserving more water from the Colorado River. Arizona joined six other states and Mexico in the signing. In April, President Trump signed legislation formalizing the DCP, Arizona’s most significant water reforms in four decades.

A FISCALLY CONSERVATIVE, BALANCED BUDGET: Arizona’s balanced budget added $542 million to Arizona’s Rainy Day Fund, bringing it to a record $1 billion and helping better protect Arizona’s investments during the next economic downturn.

PASSING REVENUE-NEUTRAL TAX REFORM: Arizona’s Fiscal Year (FY) 2020 budget built on the tax relief passed as part of President Trump’s Tax Cuts and Jobs Act to make Arizona’s code simpler, flatter and more fair. The revenue neutral tax reforms—the most significant of the past 30 years—prioritized middle and low-income earners, increasing Arizona’s standard deductions to $12,000 for individual filers and $24,000 for married filers. For the first time in Arizona, the state standard deduction matches the federal standard deduction, representing a significant simplification of the tax code.

INVESTING IN STUDENTS AND TEACHERS: The FY 2020 budget added $660 million new dollars to K-12 public schools, bringing the total new dollars added to public education since 2015 to $4.5 billion.

GROWING CAREER AND TECHNICAL EDUCATION: Governor Ducey’s FY 2020 budget invested $10 million to expand Career and Technical Education (CTE) offerings across Arizona. Through a grant program, high schools with CTE programs will receive up to $1,000 for each student who graduates with a certification in specific industries. The budget also invested $20 million to expand Pima Community College’s Aviation Technology Program and $5.8 million to expand Maricopa Community College’s healthcare offerings.

JOBS ON THE RISE: Arizona this year surpassed 300,000 new private-sector jobs added since 2015, with companies such as Infosys, Offerpad, Raytheon, Microsoft, Benchmark Electronics, Lucid Motors and more making major jobs announcements this year.

EXPANDING I-17, INVESTING IN INFRASTRUCTURE: Governor Ducey announced that investments topping $300 million will widen I-17 to three lanes along 15 miles between Anthem and Black Canyon City and build an 8-mile system of flex lanes on the grade between Black Canyon City and Sunset Point. The project is set to begin by spring 2021, with completion of all improvements expected by 2023.

INVESTING IN HEALTHY FAMILIES: Arizona kicked off the year with a plan to invest $56 million to expand Arizona’s childcare subsidy programs, increasing access to childcare for low-income working families and foster parents.

SUPPORTING THOSE WHO KEEP ARIZONA SAFE: This year, Arizona added $74 million dollars to provide raises for over 14,400 public safety personnel employed by the state, totaling roughly 40 percent of the state workforce. Those receiving pay raises

included State Troopers, personnel at the Department of Corrections, the Department of Juvenile Corrections and the Arizona State Hospital and caseworkers at the Department of Child Safety.

SAFER SCHOOLS: Governor Ducey’s executive budget included the first-ever dedicated funding for school counselors. With $20 million added to Arizona’s school safety grant program, in total, 383 school resource officers, counselors and social workers were funded through the program, with more on the way.

EXPANDING SUICIDE AWARENESS IN SCHOOLS: Governor Ducey in September signed the Mitch Warnock Act, expanding suicide prevention and awareness training throughout Arizona schools.

The bill requires school districts and charter schools to provide training in suicide awareness and prevention to school guidance counselors, teachers,

principals and other school personnel who work with students in grades 6 through 12.

NATIONAL RECOGNITION FOR CYBERSECURITY: Recognizing Arizona’s bipartisan leadership in cybersecurity, the National Governors Association (NGA) selected Arizona along with five other states to participate in the NGA’s policy academy on election cybersecurity operations.

Through the program, Arizona receives technical assistance from NGA staff to develop, implement and scale training and best practices throughout the state to improve coordination between election officials and reduce cyber-related risks ahead of the 2020 election.

REFLECTIONS ON 2019 AND INTENTIONS FOR 2020

AS WE LOOK AHEAD TO 2020, IT IS IMPOSSIBLE NOT TO REFLECT ON THE TREMENDOUS GROWTH OF OUR NORTH 32ND COMMUNITY IN 2019. Many new businesses opened their doors to our community last year including Lovecraft, TapHouse, Enchanted Chapters, Dr. Jenna Dye and Dr. Beau Horner, Duo Salon, Zipps, MVP Shoe Repair owned by the owners of Gyro House 32, amongst many others.

We were also lucky that other businesses chose to stay in North 32nd as they have grown or have plans to expand in 2020: 32 Shea (remodel), Black Rock Bouldering Gym (doubled climbing space), Craft Nights (moved to bigger space), and Lovecraft (new roof deck coming).

Plus, businesses like Wright in the Garden made plans to stay for many more years.

2019 also brought the completion of the View 32 apartments, 32 North (single-family homes near Cactus), and Artistan Homes on Cheryl, which brings amazing new residents to support our local businesses. In 2020, the new senior living home on Cheryl will be complete and they have already started the demolition to begin construction on the new apartments on the former Arizona Christian University campus. One of the many strengths of our community is that we have the ability to provide

housing for so many different life stages and socioeconomic statuses.

This means that people of all life’s stages can live close to where they work and thereby support businesses close to their homes.

Our community events continue to be an integral part of the fabric of our community that gathers together to support each other and our local businesses. Whether it is a weekly run club, morning hike, costume party in the park, bike rides to look at holiday lights, or an annual block watch party, we are thrilled to see the engagement of our community in ways that bring us together to continue to grow. We look forward to bringing even more events to North 32nd in 2020.

intended to be a 7-10 year plan that identified key areas where we could create a more sustainable community by both bringing new residents through some higher-density building, as well as bring a wider variety of businesses, including education. Certainly, there has been some attrition as these changes take root, but we are looking forward to a bright 2020 to continue to move up the North 32nd corridor to take in our full community all the way to Union Hills. PHOENIX POLITICIANS APPROVE AIRPORT GROUND TRANSPORTATION CHANGES —

WILL RIDESHARE COMPANIES UBER AND LYFT TAKE OFF? ON WEDNESDAY, DECEMBER 18, 2019, THE PHOENIX CITY COUNCIL APPROVED AN AMENDMENT TO THE CITY CODE WHICH WILL ALLOW PHOENIX SKY HARBOR INTERNATIONAL AIRPORT TO ADJUST FEES FOR GROUND TRANSPORTATION. Phoenix Sky Harbor International Airport does not receive any tax revenue and is supported only by rent and fees paid by those who use its facilities.

Commercial ground transportation businesses have been paying only a fraction of what it costs to operate the ground transportation program at Sky Harbor that supports their operation and are currently being subsidized by other Airport businesses. With the changes approved by City Council, the commercial ground transportation providers will be treated similarly to the other companies doing business at Sky Harbor.

Ridesharing companies like Uber and Lyft have made their stance known if this amendment passed.

Last month, they sent letters expressing that if Phoenix imposes this tax increase, they will leave the airport. If they put their pedal to the metal, this would make Phoenix the first airport in the nation to literally drive out ridesharing companies.

Phoenix City Councilman Sal DiCiccio has been very vocal about his disapproval of this tax increase, and after the approval he released a statement reading, “Despite learning that it is in direct violation of the Arizona constitution, the politicians at City Hall voted once again to pass this horrible new tax on rideshare. This will absolutely be overturned by the courts, and what the politicians did today is just take more money out of your pocket to pay for a futile lawsuit and screw over everyone who uses Uber and Lyft to get to the airport.”

Uber has reiterated their “willingness to work with you and your staff to identify a better solution that does not unfairly target those who rely on ridesharing.”

But also stands firm on their ultimatum: “If the Phoenix City Council approves the ground transportation fee structure currently recommended by PHX, Uber will be forced to cease operations at Phoenix Sky Harbor effective January 2020,” Chris Garcia, Global Airport Partnerships Manager for Uber wrote in a letter addressing City of Phoenix Aviation Department Director Jim Bennett. The letter also calls out the “millions of Arizonans and visitors” that Uber has helped move around the valley since their launch in Phoenix in 2012, during “a period of remarkable economic growth and expansion” and points to the company’s heavy investment in the Phoenix community.

Beginning February 1, 2020, new ground transportation fees will offer two options for rideshare providers: A $2.80 drop-off and pick-up fee at the PHX Sky Train Station or a $4.00 drop-off and pick-up fee for service at the terminal curb. When rideshare operators began in June of 2016, they represented only 9.3 percent of the commercial business. Today they represent 70 percent of the commercial traffic.

While certain regulated providers, like taxis, are not allowed to pass fees onto the drivers or to their customers, other unregulated providers such as rideshare operators can choose whether to pass the fees to their customers or drivers.

The new fee structure will also encourage the use of the 44th Street PHX Sky Train Station, reducing the number of vehicles in the Airport core. The PHX Sky Train was built for and continues to dramatically reduce congestion on airport roadways, allowing for ground transportation businesses to utilize curb space. Incentivizing PHX Sky Train pick-up and drop-off will help ease traffic congestion and improve air quality by reducing the number of idling vehicles at Airport curbs. While many other major airports are forcing rideshare providers off their curbs to remote locations, Phoenix Sky Harbor is continuing to allow premium curbside service while offering a green incentive to use a remote location. The Council also provided for a 40 percent green discount for all commercial ground transportation providers using zero emission vehicles.

Now the keys are in the hands of Uber and Lyft — will they rev the engine on their threats to leave Sky Harbor? At time of press, there had been no statement from either rideshare company on their next move.

PHOENIX’S FAST-TRACK CITIES INITIATIVE TO END AIDS BY 2030 THE CITY OF PHOENIX IS ONE OF 134 CITIES AROUND THE WORLD TO BE KNOWN AS A FAST-TRACK CITY. The Fast-Track Cities Initiative is a global partnership to end AIDS as a public health threat by 2030 by strengthening HIV programs and leveraging programs and resources.

The Fast-Track Cities Initiative is an ambitious goal, but one I believe we can achieve. We will get there because HIV is 100 percent preventable and 100 percent treatable.

Recently, I became a co-chair to the City of Phoenix’s Fast-Track Cities Ad Hoc Committee. The Fast-Track Cities Initiative has clear targets that we aim to achieve: • Zero stigma and discrimination • 90 percent of people living with HIV (PLHIV) knowing their HIV status • 90 percent of PLHIV who know their HIV-positive status on antiretroviral therapy (ART) • 90 percent of PLHIV on ART achieving viral suppression

In order to reduce stigma around HIV/ AIDS, we must increase awareness and education. Plans are already underway to program educational events throughout the year. Last September, city staff held the 1st annual LGBTQ Senior Fair at the Paradise Valley Senior Center, in District 3. We are planning more events like this citywide.

Phoenix approved becoming a FastTrack City in 2016. The Fast-Track Cities Initiative is a global partnership between the city of Paris, Joint United Nations Program on HIV/AIDs, United Nations Settlement Program, and the International Association of Providers of AIDS Care, in collaboration with the local, national, regional, and international partners and stakeholders.

WHAT YOU NEED TO KNOW FROM THE MVD IN 2020 2020 WILL USHER IN A NEW WAY FOR THE ARIZONA DEPARTMENT OF TRANSPORTATION MOTOR VEHICLE DIVISION CUSTOMERS TO GET LICENSE PLATES, REGISTRATION TABS AND MANY DOCUMENTS SUCH AS VEHICLE TITLES. Beginning in January, customers will receive these items through the U.S. Mail and will no longer be able to obtain them at an MVD or Authorized Third Party office. Customers should make sure their address is current and complete with the U.S. Postal Service and MVD. “The MVD needs to be well-positioned for the growth of e-commerce,” said MVD Stakeholder Relations Manager Jennifer Bowser Richards. “Distributing items such as license plates, tabs, title work and other documents allows us to prepare for the growing demand for fulfilling customer orders through the mail as the MVD continues to increase

the number of services available online, anytime.”

All registration documents and license plate tabs, including those issued at MVD self-service kiosks will be mailed. When customers renew, their record is updated instantly and a receipt is proof of registration.

For customers getting a license plate, this change will also mean the plate number will be entered into the customer’s service file and the temporary plate issued at the office will have the same number as the permanent plate being mailed.

Customers who purchase Off-Highway Vehicle decals the same day they plan to use them at a recreational area will not receive the decal at the office, but will get a receipt that should be kept with them to prove the decals have been purchased.

In the future, more vehicle titles will transition to an electronic process.

Currently, a limited number of title transfers such as one-owner to oneowner transfers of Arizona-registered vehicles can already be done entirely online through AZ MVD Now, which is available through ServiceArizona. com.

Another important reminder from the MVD: There are less than 200 business days left until October 1, 2020, and the Arizona Department of Transportation Motor Vehicle Division reminds customers to get the AZ Travel ID to make it through TSA airport checkpoints starting on that date.

MVD Stakeholder Relations Manager Jennifer Bowser Richards said, “We don’t want to see travel plans ruined because flyers don’t have an ID that the TSA will accept.”

In order to get the AZ Travel ID, customers need to bring in a document such as a birth certificate or valid U.S. Passport to prove identity and a second document with their Social Security number.

Finally, two pieces of documentation proving Arizona residency such as a utility bill, bank statement or something similar with a current name and physical address (not a P.O. Box) are also needed.

The AZ Travel ID replaces the current license or ID and re-sets the expiration date. The cost is $25, and under federal law, it is valid for eight years.

Customers should begin the application process at aztravelid.com. They can make an appointment at servicearizona.com to visit an MVD office, or visit an Authorized Third Party office that provides license and ID services.

CARTEL COFFEE LAB FINALLY HEADS NORTH WITH TWO NEW LOCATIONS THE LONGSTANDING TEMPE-BASED COFFEE PURVEYOR, CARTEL COFFEE LAB, KNOWN FOR SOURCING AND ROASTING SOME OF THE BEST COFFEE FROM AROUND THE WORLD IS LAUNCHING TWO NEW LOCATIONS. NEW VENUES, ENHANCED FAN EXPERIENCES SPICE UP 85TH EDITION OF “THE PEOPLE’S OPEN” THE 2020 WASTE MANAGEMENT PHOENIX OPEN IS JUST AROUND THE CORNER, AND THERE IS ALREADY PLENTY OF BUZZ AT TPC SCOTTSDALE TO PREPARE FOR THE 85TH EDITION OF “THE PEOPLE’S OPEN.” Construction began on September 16 and will continue for more than four months leading up to the tournament, which will tee it up January 27 – February 2 in Scottsdale.

“Each and every year we try to improve upon the previous year, and this year is no different,” said Tournament Chairman Tim Woods. “Everyone is

aware of our iconic 16th hole and the various popular hospitality venues throughout the course, but our focus the last couple of years has been to enhance the overall experience for our general admission guests, something we are doing again for 2020.”

One of those new venues open to the public is the Kiva Club, a multi-level general admission venue located next to Bay Club that offers views of holes 10 and 17 and will provide food and beverage options for purchase. Kiva Club will feature a main viewing deck and a second-level platform with tables and seating across the rail, along with a large bar in the middle, making it a prime spot to watch the golf action. “The 17th hole has really grown over the last few years, but the majority of that growth was corporate hospitality,” Woods said. “It’s such a great hole, we wanted to create a venue for the public to be able to experience it in style and comfort as well.”

Another public hospitality venue, while not new, is being expanded for the fourth straight year. The area atop the hill overlooking hole No. 12, No. 6 green and No. 13 tee which started in 2016 as El Rancho will get yet another upgrade for the 2020 tournament.

The extremely popular general-admission viewing area now named The Ridge presented by Taylor Morrison will double in size, providing a nearly 36,000-square-feet viewing platform featuring lounge style furniture as well as food and beverage options, along with drink rails on three sides.

Another major expansion will be found at the finishing 18th hole. Last year the new E18hteen venue was introduced and doubled in size; this year that venue will be matched by the new Scorekeeper suites that will sit directly across from E18hteen on the west side of the 18th Fairway and will feature a double-decker, arcum-style structure that will house 60 additional hospitality suites on the 442-yard, par-4 finishing hole.

Other changes for 2020 include the addition of four new loge suites near the tee box on the south side of the 16th hole that will include Aces Lounge, an exclusive bar for loge patrons aptly named to honor all of the players who have carded a hole-in-one on the famed 16th hole; five new loge suites at the Cove that will offer views of 17 green and 18 tee box; and newly refurbished Greenskeeper Suites.

My job was to sterilize and purify lab equipment for various radiation experiments. The pay was outer worldly, but the job ended when I showed up for work only to discover that there had been a meltdown.

PHOENIX RANKS AMONG TOP 10 ON INC.’S 2020 SURGE CITY LIST

hoenix has made it into the top 10 on Inc.’s 2020 Surge City list.

Phoenix climbed two slots into the top 10 on the Inc. 2020 Surge Cities list which was released December 12, moving up to number 9 on the 2020 list from 11 in 2019.

The prestigious ranking for the 50 best cities for startups ranked the city second in the nation for net business creation and ninth for job creation. Inc. credited Arizona’s startup-friendly business environment and the robust talent pool from area universities.

In the two years that Inc. magazine has ranked its Surge Cities, Phoenix has been among the top markets for startups, entrepreneurs, and tech companies, said Mayor Kate Gallego.

“The city has been a strong supporter of startups across industry sectors. We are proud that this robust partnership with incubators, accelerators, and the startup ecosystem is nationally recognized.”

The Inc. market analysis for Phoenix included a quote from Startup AZ Foundation co-founder Brandon Clarke.

“Geography doesn’t have a monopoly on great ideas or people”, said Clarke.

“We see a lot of serial entrepreneurs here by choice. They’re at their third or fourth-time at-bat.” Citing other Phoenix assets, Inc., noted the city’s accessibility to other markets via Phoenix Sky Harbor International Airport.

“The city’s pioneering spirit is visible today in the way our legacy companies are helping new businesses form and grow.”

In determining the list of 50, Inc. partner, Startup Genome, looked at publicly available data to assess seven essential

indicators. Phoenix scored well in areas like early-stage funding and ranked second for job creation. These strengths helped boost the city into the top tier for Inc.’s 2020 list. Startup Genome developed its scoring system based on three traits that determine a surge city: growth, opportunity, and innovation.

Phoenix and the metro area have consistently ranked as strong contenders for startups, technology companies and manufacturing. BBC News recently featured Phoenix, citing its nationtopping hiring in the financial services market.

GIRL SCOUT TAKES CENTER STAGE,

EARNS PRESTIGIOUS GOLD AWARD

S

ara Curry dreamed of being a Girl Scout for as long as she can remember.

“I’ve always wanted to be a Girl Scout: when I was younger, I couldn’t wait to finally be old enough to join Daisies (grades K-1)!” says Curry. “When we couldn’t find any troops nearby to join, my mom formed Troop 19 and became our Troop Leader.”

When Curry joined the Girl Scouts-Arizona CactusPine Council (GSACPC), she quickly set her sights on a new dream: to earn the prestigious Gold Award.

Now, 13 years later, that dream has become a reality.

“The Gold Award is the most prestigious award in the world for girls,” says Curry. “The goal is to create a sustainable solution to a problem girls have identified in their communities, and requires a project minimum of 80 hours.”

Curry’s Gold Award project took a staggering eight months to complete and was inspired by her first

experience working with the costumes in her high school’s theater program.

“I’ve been involved in theater for a few years and last fall I was head of costumes for Paradise Valley High School Theatre Company’s show ‘Arsenic and Old Lace’,” recalls Curry. “It was my first time working with the costume department and it was hard because the costume closet was so unorganized and impossible to search through.”

Curry decided to make a change and dedicated her project to improve the theater program’s costume closet, subsequently spending the next eight months organizing the closet and creating an online database for locating items – with photos of each garb included. Overall, Curry organized and photographed 1,000 costumes.

“My project took a big hit when I lost my phone halfway through – including the 500 photos I had on there,” says Curry. “I basically had to start over and, with the help of my friends, finished my project this past August – after graduating in May.” Curry’s outstanding commitment to Girl Scouting also shows in her successful Girl Scout Cookie season this past year.

“In the past few years I was able to sell 1,000 Girl Scouts Cookies and won an 11-day trip to Europe last July!” says Curry. “It was an amazing opportunity for my first time abroad, and I was even able to visit two of the World Girl Scouts Centers in London and Adelboden, Switzerland.”

But her Girl Scouts experience has given her more than just a trip abroad.

“There’s so much more to Girl Scouts than most people realize – it’s not just cookies and summer camp!” says Curry. “It taught me money management and sales, helped me develop leadership skills and gave me an appreciation for nature – which inspired me to go to Arizona State University to study environmental engineering.”

For Curry, this is not the end of her Girl Scouts journey.

“I’m thrilled to have become a lifetime member so I can continue to be involved with the organization that means so much to me,” says Curry. “One day, I hope to continue the legacy and be a Troop Leader to my own children.”

Taking your kids to

A PROFESSIONAL HOCKEY GAME

I

t’s hockey season! With the regular season being in full swing from October through April, and post-season lasting until early June, going to a hockey game is a great way to get your kids out of the house and have a fun sports experience for the whole family. We love going to see the Arizona Coyotes whenever we get the chance, but we’ve learned a few lessons about taking kids to hockey games along the way. Here are some tips to help you and your kids appreciate the noise, excitement, and frozen fun of attending a professional hockey game.

TICKETS Like all professional sporting events, there is a range of pricing for tickets to hockey matches. Prices will fluctuate based on demand for each game, seat location, and time purchased, so take time to plan ahead to maximize your enjoyment of the event.

Scope out your options and buy tickets for seats in a location that works best for your family. Upper level or club level seating can be a bit quieter and is less expensive, while sitting closer to the ice lets you see more action.

DRESS APPROPRIATELY Hockey games are cold. Really cold. Here in the desert, it’s important to remember that you need to bring sweaters or jackets with you to the game, or you and your kids will get uncomfortable very quickly. Wear long pants, leave the flip flops at home, and dress for very low temperatures.

PARKING Plan ahead to know where to park and the directions for getting into the parking lot and then the hockey rink. Take time to know where you are allowed to park and, if possible, purchase passes in advance to make getting to and from the arena easier for everyone.

FOOD Anticipate mealtimes and plan food purchases and locations before you go. There are food options in the arena, but when you attend a Coyotes game, Westgate also has tons of great options for places to eat. Plan mealtimes and venues to make sure your kids stay on schedule and avoid the crankiness.

SAFETY Plan your safety and exit strategies. Discuss where to meet if someone gets lost, know where your seats are, know how to keep track of your children, and agree on deciding when to bail on watching the match.

PARTICIPATE IN THE KIDS CLUB Howler’s Kids Club is open to kids 14 and under, and is a great way to help your kids get excited about hockey and attending a game. Kids Club memberships range from free to special exclusive pricing, and some of the benefits include discounted tickets to certain games, special IDs and wristbands, autograph events, and participation in the Kids Post Game Slapshot.

BE PREPARED FOR NOISE AND HOOPLA Remember that a hockey game and the crowd attending it will be very loud and at times can become really rowdy. Most hockey fans are pretty well behaved, but if you are concerned about rowdy behavior be sure to check out the stadium layout in advance to find places to take your kid to get out of the crowd. Many parents also bring headphones and a mobile device with movies, music or games to help smaller children avoid the noise. My advice is that you know your kid best. Think about how they will react to big, noisy crowds and the loud sounds of hockey players crashing into the glass. Some kids absolutely love hockey, but others not so much.

The most important thing is to have fun and enjoy cheering for your team. Hockey is a game, and games are all about having fun. Going to a hockey game should be an adventure with your kids and a great memory for your whole family. WINTER INDOOR SWIM LESSONS

ven though it’s January and the weather outside is cold, inside at the Hubbard Family Swim School in Phoenix, the temperature of the heated, indoor swimming pools is 90 degrees all winter long.

showed that children’s fine motor skills and overall coordination were more developed as a result of taking swim lessons and it showed that children who start lessons early were more socially and emotionally ready to start school.

“The winter and spring months are a great time to enroll children in swim lessons because it gets them prepared and ready for safer swimming this summer, when they’ll want to spend a lot of time swimming outdoors with their family and friends,” says Bob Hubbard, co-owner of the Hubbard Family Swim School. “Swim lessons during the winter are not only terrific exercise and a lot of fun, but we also want to make sure that children learn how to swim and are always safe around water.

Our basic philosophy is this: Children everywhere must learn how to swim.

Learning to swim should not be an option.”

In 2019, the American Academy of Pediatrics formally stated that they now recommend that children as young as 1 year old get enrolled in formal swim lessons.

Children who learn how to swim also demonstrate more advanced cognitive and physical abilities than other children, according to world-leading research led by Griffith University in Australia. Their 2013 findings of a four-year study indicate that swimming children have an advantage when starting school. Swimming children scored significantly better than the normal population on a number of measures that are really important for their transition to school - their cognitive development, language development, and their physical development. The study

Hubbard Family Swim School offers lessons to children 8 weeks to 12 years of age. There are even FREE “baby splash” swim classes for babies 8 weeks to 5 months of age. Parent participation in the water is required.

Enchanted Chapters:

PROVIDING COMFORT FOR YOUNG READERS

nchanted Chapters bookstore at 10880 North 32nd Street has only been open for a few months but it has been a dream of owner Andrea Montepagano’s that grew out of a need and a desire to create something that really didn’t exist — a bookstore designed and geared toward children with autism and specific sensory needs.

“As a mom of two kids with autism, I didn’t really have a lot of options for places to take them that were sensory friendly, where they could go and just hang out and feel comfortable,” she says, admitting that while many locations offer sensory-friendly days or events, she felt there needed to be a place specifically designed to meet these needs. So she made one.

Montepagano says they added on a specific area in the bookstore that serves as the sensory room. “We designed this room to be a place of relief for kids when they are feeling overstimulated or just have a place to relax,” she says. “There is not a lot of stimuli in there, no noise, the walls are bare and there is not a lot of bright color. It’s fairly muted, offers dim lighting and there are just a few curated toys that are educational and engaging. We want kids to know they can go in there anytime, stay as long as they want and just have a place where they feel comfortable.”

Part of this grew out of her own experience with her children when out at mainstream bookstores or shops. “For many kids, they end up feeling trapped in a store, and in most cases there is no respite from the overstimulation for those with sensory issues,” she says. “We just wanted to give these kids an inclusive opportunity, where they feel equal.”

Montepagano chose the location for Enchanted Chapters after moving to the 32nd Street and Shea area. Within a month of moving there, she started looking for a nearby location for the bookstore. “Our life is centered in this community,” she explains. “Our kids go to school here, and it just felt right. We like that we’re centrally located in the valley and there are a lot of other independently owned stores around us too. We didn’t want to be next to a Walmart. We like to support the local community and we enjoy getting to know our customers.”

Only open for a short time, she says they already have repeat customers and she is happy to offer them so much more than just a shopping experience.

“We offer something they wouldn’t get at a big box store. There is no interaction there, there are no relationships there,” she adds. “I think people are starting to realize the effects of shopping at big box stores and becoming more aware of the toll that not supporting local businesses directly has on the community. I think it’s getting better… but it could still be better.”

Outside of owning and operating Enchanted Chapters, Montepagano says she works at a regular job where 99 percent of her clients are independently owned businesses. “To me, it is so important to sustain that by shopping local and independent and putting money directly back into our community for the people that live and work here.”

Nerds and Words: A weekly group event for teens, Nerds and Words offers time for teens to discuss new releases, classic favorites, and everything in between — including gaming, manga, graphic novels, and comics.

In addition to offering books and a variety of educational and parenting tools for those on the spectrum, Enchanted Chapters also offers a variety of story times for kids of all ages, family trivia nights, homeschoolcentric social groups and more that are inclusive to readers of all ages.

The store offers events geared towards those with special needs as well as the whole family.

REGULAR EVENTS INCLUDE: Children’s Book Club: Meeting twice a month, this book club is geared for children in first grade through third grade. Enchanted Chapters choses popular and newly released titles along

Sensitive Story Time: This 45-minute event begins with a story board explaining the events throughout the session as well as a story, a sensory friendly craft, bubbles, and free play! Taking place before the store opens to the public, children are free to get up, play with the sensory toys available and leave the room/come back as many times as needed.

Middle School Book Club: This club offers a space designed for children aged 9 to 13 to get together and discuss the monthly book pick. This is safe space for children who would like to share opinions, alternate endings, suggestions and more.

Wednesday Home School Connection: Home School Connection is a social group hosted by Enchanted Chapters every Wednesday at 1:00 p.m. that offers homeschooling families an opportunity to meet and socialize with other homeschoolers and parents.

Early Reader Saturdays: Each Saturday morning, this early reader book club brings together children ages five to eight years old for story time featuring a new book and craft every week.

Family Trivia Night: On the third Friday of each month, families are invited to join in on family game night with prizes.

There are also multiple Toddler Time story times each week that offer a story reading, craft, open play/social groups, and more.

Of these events (and more), Montepagano says they try to keep it interesting, and to engage all age groups. Enchanted Chapters also hosts special events and are hoping to introduce a summer reading program, as well as sessions where parents can drop off their children to read, do crafts and more. “Maintaining reading comprehension over the summer is crucial — there are statistics that show students lose reading ability from May to August when they haven’t done any reading in between.” She hopes to help students retain their reading levels with fun summer programs.

Montepagano has so many wonderful goals for her store, but ultimately, she says, “I want to encourage inclusivity of everyone! My goal is to bring awareness to autism, educate people about what it really is, and encourage other stores to be more aware of people that are different. And as a parent, it would be nice to have more stores where children can go and not be inundated with sensory overload.” Enchanted Chapters is certainly setting the example.

But digging deeper into that “why” will make the difference between being successful and having the resolution fall by the wayside. Why do you want to keep up with your grandchildren? Perhaps to avoid being left on the park bench or at home when the family goes off to do some fun activity. The “why” for staying healthy and living a long life? Perhaps it’s to be there to support your children in their journey through life. Looking good? Maybe you want to find your true love, start a family and have a happily ever after.

1. It gives you peace of mind! If you’ve read my articles before, you know you need to put some kind of plan in place. When you have done so, it will be a big load off your mind.

2. It shows your family that you love them. Your family loves you.

When you die, it will be a huge loss for them. You can show them that you love them by making sure you don’t leave a mess behind. It’s agonizing for your child or other heirs to deal with all the pieces of your life and estate without proper planning.

3. It helps maintain family harmony.

If you’ve set out your wishes in a proper plan, the chances of family arguments or drama are greatly diminished. Knowing what your wishes are helps to eliminate fights.

uying second-hand jewelry requires close examination and analysis. It’s important to consider the type and quality of all the gems, metals and manufacturing processes to determine value.

Second-hand jewelry shoppers may select those that they like, but if they are truly looking for value when it comes to second-hand shopping, it’s always best to get the professional opinion of a jeweler who has all the proper equipment to make the most accurate appraisal.

Stones must be identified and

metal type determined. Identifying stones requires visual examination using a 10x loupe or microscope and sometimes even the use of a refractometer, polariscope, dichroscope, spectrometer and/ or specific gravity liquids. Some specialized equipment exists to help discriminate natural and man-made diamonds, and simulants such as cubic zirconia, moissanite, and even synthetic white sapphires.

There are hundreds if not thousands of materials that can be used in jewelry, and the value of a gem material depends upon material type, color, inclusions in transparent

material and the quality of cutting and polishing. Metals used in jewelry are typically alloys, which are are combinations of different types of metal that affect purity, alter appearance and improve workability.

The acid test is a classic technique that uses different types of acids to test the reaction of a tiny bit of metal scratched onto a black stone.

Each alloy reacts differently to the various liquids used during testing.

Modern metal testing methods include devices that test thermal or electrical conductivity. Generally, Karat gold and sterling silver are used for fine jewelry and base metals or even plastics are used for costume jewelry.

The type and quality of manufacturing is also an important element of value. Some of the finest pieces are entirely hand fabricated and completely unique or even one-of-a-kind.

However, most jewelry is fabricated on a larger scale. With the casting technique, a master model is made, a mold is created and then wax is used to create models that are cast in the desired metal.

In the stamping technique, a design is carved into steel. Metal placed into this type of mold is shaped using very high pressure to push the metal into the impression. Both of these methods allow the replication of the same image. Different amounts of hand finishing are required to set stones and polish the final product.

These elements of stone and metal types along with manufacturing processes all play into the evaluation of worth and value of a piece of jewelry.

1. Have a roof inspection. In fact, it might be a good idea to have more than one to weed out the unnecessary work. Roof inspections are free because this is how roofers get work.

Once you have knowledge of your roof’s condition, you can make a decision on what to do, or you might wait to get your Realtor’s opinion. At least when you ask your Realtor, they will have this knowledge as well. An agent knows from experience what a buyer might ask for once you’re sold and in escrow. A good way to judge would be to ask yourself if you were the buyer – what would you feel about a new or repaired roof versus a bad roof? If the roof is bad, you can always wait and face it later when the buyer has had their inspection and then negotiate. Or, you can have the work done and use the new roof as a selling point

to justify your price. Either way, get that inspection done now so that you know what you are dealing with.

2. Have your air conditioning and heating units serviced. These systems are vulnerable to the smallest items shutting everything down. The last thing you want is for something small to make the air conditioner not work when the buyer’s inspector measures the temperature split. When this happens, the buyers often ask for new units, costing thousands of dollars.

While you’re at it, change all the filters. It’s just good psychology when that inspector is poking around your home. It sends a message of good maintenance rather than deferred maintenance.

3. The third big worry buyers have that you should alleviate is water problems. Fix any leaks. Clean any rust or calcium stains. If you have a pool, make sure the cleaning and filter systems are working. A pretty blue pool is one of your big selling points and when a buyer sees problems, they want them fixed. Don’t forget the sprinklers and bubblers. If they are messing up the windows every time they go off, potential buyers will have misgivings about the stains on the glass.

This list is by no means everything to consider when selling your home, but it is a good start. Just be sure to seek good advice. A real estate professional can make or save you thousands of dollars in the sale of your home.

hase One of Luna Azul opened in October of last year, but this beautiful utopian pocket neighborhood is one man’s dream 10 years in the making. Mark Roth, founder and project developer of Luna Azul, and his wife initially began dreaming of a future home for their daughter, who has a rare disability.

“We looked at the choices that existed and realized that there really weren’t any that provided what we wanted for our daughter. From the planning, security, construction, technology… it just didn’t exist.” So Roth decided to create it.

Roth says that he chose the location because it was central to all areas around the valley as well as in proximity to many of the vocational services, volunteer opportunities, social activities and entertainment that are so important to this community.

Luna Azul is called a ‘pocket neighborhood’ which is defined by their cottage-size homes, large front porch/patios and homes that are built around a central area — such as a common green space — and that face one another. “This type of neighborhood is built to encourage a sense of responsibility for the community’s shared spaces and to encourage socialization among residents.”

Another important element of this 30home pocket neighborhood is that it allows residents to live independently, with a family member or caregiver and to be in charge of their own caring services. “With most group housing scenarios, the care is bundled.

“The primary force was to create an environment where our daughter could develop friendships and have a social life. I want her to be included in activities and life in a place where people know her, where people are looking out for one another and where disability is expected.”

The 4.5-acre development has its own Community Association, which provides heightened attention through 24/7 on-site monitoring by a team of Community Coordinators who also organize a full calendar of social activities for residents and their guests — and encourage residents to come and join the fun.

Luna Azul’s first phase of 14 cottagestyle homes are available and on-track to sell-out by year-end. Construction of the second phase of 16 new homes is expected to begin in early 2020, with completion of the full development slated for fall 2020.

UNITED WAY’S IMPACT: PROGRAMS & INVESTMENTS AID MORE THAN 725,000 IN 2019

ore than 725,000 residents of Maricopa County saw help and hope in 2019 thanks to a broad spectrum of programs helping Valley families.

Valley of the Sun United Way is helping Maricopa County address breaking the cycle of poverty, with hundreds of thousands of individuals and families gaining access to healthy foods, educational and vocational opportunities and a range of other critical resources in 2019.

Valley of the Sun United Way reports the impact of its donors and how their donated dollars go to work helping local citizens and communities — and this year’s report details just how many individuals and families those funds helped in 2019.

HIGHLIGHTS OF THE ORGANIZATION’S IMPACT IN 2019 INCLUDED: • Supplying more than 635,000 emergency meals for those in need this year • Providing more than 70,000 students with Breakfast in the Classroom • 3,766 individuals in workforce development programs found gainful employment in 2019

• 5,579 individuals received financial coaching assistance • 8,000 local families received school readiness kits that help parents encourage everyday learning • 1,113 permanent supportive housing residents received support services to help them get back on their feet • 2,046 people received services to help prevent homelessness at Project Connect events

ne Step Beyond aims to provide “dynamic programs and services” to those with intellectual disabilities to allow then to achieve their goals and become fully participating members of their communities.

The organization was founded in 2003 and inspired by one families desire to provide a post-high school program for their daughter, Dylan, as well as her peers, that would offer opportunities to develop skills, personal relationships and inclusion within the community.

ust a short drive north and west of Phoenix, you’ll find the oldest Arizona town north of Tucson, and the Dude Ranch capital of the state. Wickenburg is a thriving small town full of Old West, Arizona Territory traditions. Whether you are planning a horseback riding vacation, on your way to Las Vegas, headed for Havasu, or just looking for a quick day trip out of town, Wickenburg is a quaint, local slice of western charm that you simply must stop to visit.

Here are some of our favorite spots to see when we visit the birthplace of the Bola Tie (the official neck wear of the State of Arizona).

HASSAYAMPA RIVER PRESERVE The Hassayampa River Preserve stretches for five miles along the Hassayampa River, along highway 60 as you head into Wickenburg from Phoenix. Originally established by the Nature Conservancy to protect more than 290 species of birds on 70,000 acres of riparian forestland, the preserve is now managed by the Maricopa County Park System. The preserve provides self-guided trails along the lush river bottoms and floodplain, and through cottonwood-willow forests and dense mesquite bosques, where you can view a wide variety of wildlife species, including the endangered Southwestern Will Flycatcher, the rare Arizona Red-Shouldered Hawk, and the largest concentration 30 • January 2020 • NORTH 32ND NEWS

DESERT CABALLEROS WESTERN MUSEUM Known as “Arizona’s Most Western Museum,” the Desert Caballeros Western Museum is a state of the art museum open to visitors year round. The museum displays a collection of more than 400 works of art about the American West by artists such as Frederick Remington, Charles Russell, and Joe Beeler. It also showcases historical exhibits depicting turn-of-thecentury Wickenburg, and has special features for kids, like the “Out on the Ranch” exhibit. An affiliate of the Smithsonian Institute, the Desert Caballeros Western Museum is definitely worth visiting.

FRONTIER STREET AND HISTORIC WALKING TOUR The town of Wickenburg is full of Western history. To celebrate this, their Chamber of Commerce developed a self-guided tour of historic buildings, plus about two dozen bronze sculptures and works of art placed throughout the downtown, to showcase the town’s roots. One of the most famous highlights is the Jail Tree, one of Arizona’s Centennial Witness Trees, which acted as a “jail” for shackling prisoners and

drunks for over 20 years before the jailhouse building was put up in 1890. The tour also includes six large bronze sculptures and 16 linking pieces, all uniquely colored to appear realistic. Each of the large sculptures includes a button with a narrative from Arizona State Historian Marshall Trimble describing the history of Wickenburg.

VULTURE CITY AND VULTURE MINE TOURS The Vulture mine just outside of Wickenburg opened in 1863 when Henry Wickenburg, a prospector during the California Gold Rush, discovered a quartz outcropping containing gold. Shortly after the mine was established, the small mining town of Vulture City was developed. At one point, the town had a population of several thousand citizens with amenities including a brothel, mess hall, and post office. Today, visitors can take a guided tour through the beautifully restored buildings of Vulture City and get a first-hand glimpse of life in an Old West mining town.

Winter is a great time of year to visit Wickenburg whether for a day trip or a weekend stay, with many fun places to see and experience. magine seeing your favorite Arizona state park or trail before you head out, giving you the chance to perfectly plan your hike or view your campsite.

Arizona State Parks and Trails partnered with Google in early 2019 to make that happen.

Arizona State Parks and Trails staff used the Google R7 Trekker Camera to capture 360 views of all state parks and more than 175 miles of trails in and connecting to the state parks across Arizona. The data is now live on Google Earth and Google Maps, enabling visitors to see trail conditions and plan the perfect hiking adventure or preview the beauty of a park before planning a weekend adventure. Use of the camera was free after Parks submitted a request and detailed information about which trails would be documented.

Over six weeks, staff hiked more than 200 miles carrying the Trekker, which weighs 45 pounds and includes 15 individual lenses to capture a 360-degree view of each trail and park. The data will help visitors understand the difficulty of trails, topography, and what to expect to see along the route, as well as

the accessibility of the trail and the layout of the park.

The project also had the added value of identifying any trails in need of maintenance or repair in the park system.

Google has now processed and uploaded this park data to the existing Earth and Maps databases for free use by the public. The information can also afford people the opportunity to take a virtual tour of a trail without having to physically climb or travel.

ack when famed local chef Aaron May open the first Over Easy location in Arcadia more than a decade ago, breakfast joints were much less common than they are today. A pioneer of the trend, Over Easy has changed ownership and expanded across the valley with partners Ryan and Jason Field and Troy and Trace Richards splitting operations of the valley locations.

Speaking of “old school,” Over Easy encompasses a seamless blend of retro style and modern simplicity. “Initially the menu started with May’s Midwest background as the inspiration for the dishes,” says Ryan, who heads up Tatum and Shea location with Jason. “The breakfast concept really took off and we’re continuing to expand. Let’s not forget a daytime cocktail to wash it down such as a mimosa flight (Strawberry Rosemary or Grapefruit Elderflower, anyone?), Morning Mule, Irish Chai or a “Bloody Good” Bloody Mary.

Beyond breakfast, Over Easy is becoming increasingly popular for its lunch menu. Featuring a selection of Avocado Toasts, Salads, Classic Sandwiches and a Build Your Own Burger, guests can dive into a hearty nooner anytime.

With such a variety of menu items, a full bar and specialty brews made with Press Coffee on tap, it’s no wonder Over Easy has accumulated a dedicated regular crowd. “Some people come in every single day,” Ryan admits, adding, “Breakfast has that vibe that encourages regulars.

But we also have a lot of families that come in on the weekends and retirees that come in anytime.” As we sat and talked, many people were also scattered around the restaurant working on their laptops as they enjoyed a bite, and with such a wide selection of breakfast and lunch favorites as well as full bar and inspired morning cocktails, it should come as no surprise that Over Easy became my new favorite brunch spot.

KNIVES OUT

Knives Out is not your every day, run-ofthe-mill murder mystery. This film makes the normal macabre subject matter feel playful, without losing that “what will happen next” feeling you expect from the genre. At its core, this is a rich story about greed and how it destroys families and those around them. An incredible cast is brought to life in the memorable Thornbery family, with Daniel Craig and Ana De Armas as the outsiders looking in. With its balance of humor and tension, Rian Johnson made one of 2019’s most entertaining films.

THE IRISHMAN

Martin Scorsese has never been better than here. The Irishman delivers all the great traits of traditional mob films, while still managing to bring something new to the table. It delves deep into how crime can kill our family relationships, and the fear of growing old, death and simply being alone. De Niro, Pacino and Pesci are extraordinary, the latter delivering probably his most human performance ever.

Scorsese still showcases his “larger than life” style, but with a new vision leaning towards a dour look in production design and cinematography. By the end, you may not like these characters, but you do feel sorry for them.

DOCTOR SLEEP

Mike Flanagan manages to combine Stanley Kubrick’s otherworldly horror with the strangeness of Stephen King’s

writing without losing his own vision. The creepy designs, camerawork, and music complement each other making this film truly Flanagan’s, while still respecting what has come before. Danny, Abra and Rose are all brought to life by amazing performances. The careful balance of gore without becoming exploitative is impressive. Most movies of this genre fall heavily to one side of the blood and guts line or the other. An interesting exploration of addiction is also very nuanced and thought-provoking. Without a doubt, Doctor Sleep is a worthy successor to an iconic film.

A BEAUTIFUL DAY IN THE NEIGHBORHOOD

The Last Full Measure

Let me start by saying that Tom Hanks does a great job in a role that he was obviously born to play. Unfortunately, for me, the film just does not work. Fred Rogers seems to be portrayed as a god of “nice guys.” While we all agree that his message of understanding was and is important, it’s one that has already been told. What was needed here was a dive into the real Rogers and what it took to maintain the magic that was “Mr. Rogers.” Yes, this was a film about his interaction with Vogel, but it missed so much going from point A to point B. No one does a 180 that easily.

The real Rogers must have opened himself up so much more, exposing his own flaws to help Vogel - that is what we need to see today. Heroes are not born, they are made through hard work.
