HOSPICE OF THE VALLEY

ome four decades ago, a small group of local volunteers envisioned a more compassionate way of caring for people nearing the end of their lives. They were deeply moved by a concept called “hospice” that was prevalent in England and longed to bring it to Arizona. The mission was simple: Help patients spend their last moments in their own beds, surrounded by their loved ones. It’s no coincidence the word hospice is a derivative of “hospitality” — making people feel comfortable in their own homes.

This core group, which included the Rev. Gerald Roseberry and nurses Mary Audrey Mellow and Blanche Hopkins, began changing how that final journey would look and feel. In 1977, they formed not-for-profit Valley of the Sun Hospice — later changed to Hospice of the Valley — and began carrying out a mission of “comfort and dignity.”

They cared for patients’ physical, emotional, social and spiritual needs; visiting the terminally ill at home to manage their pain and offer peace and comfort. They also provided support to family members as they struggled to cope with impending loss.

THERE’S NO DOUBTING THE FACT THAT DEER VALLEY IS ON THE RISE. WITH SO MUCH HAPPENING IN THIS ONCE-SLEEPY LITTLE NEIGHBORHOOD, IT’S TRULY BECOMING MORE OF A BEST KEPT SECRET IN THE VALLEY EVERY DAY. And while some local residents may prefer to keep it as just that, a secret, the growth of new business and development is indicative of the fact that Deer Valley really is the next valley hot spot. Following is just a sampling of some of the new businesses and growth that define what’s next in the neighborhood: The addition of a new school is always a good sign of positive development in a community, and in the coming weeks, construction is set to begin on a new K-8 school to join the Deer Valley Unified School District. The school will be centrally located in the USAA Union Park at Norterra neighborhood at 19th Avenue and Happy Valley Road. At time of press, groundbreaking was pending design approval from the City of Phoenix. With an estimated 11-month timeframe for build-out, the school could be open and ready to serve students for the 2020-2021 school year.

At completion, it will be able to accommodate 917 students within the 83,500 square foot facility which will feature an administration building, multipurpose building and two connected twostory buildings to house classrooms. The district may offer an optional partial Spanish-English Immersion program at this school upon opening.

Another positive sign of healthy growth in a neighborhood is the addition of amenities and services. Deer Valley is home to a multitude of these that have recently opened or are set to open soon. A few examples include:

PHOENIX APPROVES NEW PAVEMENT MAINTENANCE PROJECTS PHOENIX CITY COUNCIL HAS APPROVED THE PAVEMENT MAINTENANCE PLANS FOR FISCAL YEARS 2021 THROUGH 2023. The plans include Transportation 2050 and Arizona highway user revenue funded pavement maintenance projects to improve street conditions throughout the city.

The city’s pavement maintenance budget includes $90 million per year through fiscal year 2023, by which time nearly 1,650 street miles will be treated. The City Council’s action to advance funding to accelerate paving projects allows the city to significantly repair more of its most deteriorated streets and extend the lifespan of its aging street network.

“As long as we have cars and roads, we will have potholes.

However, with the approval of new pavement maintenance projects throughout the city, road improvements will happen much faster,” said Phoenix Mayor Kate Gallego. “As the fastest growing city, Phoenix needs safe roads and a strong public transportation system to keep ahead of population growth and today’s vote ensures that we are planning not just for current residents but for future Phoenicians as well.”

The planned projects were identified and prioritized based on street condition assessment data, field evaluations and public input. “The city held more than 75 public meetings across the city to gain extensive community input that helped the city prioritize which streets should be included in the pavement maintenance program,” said Councilwoman Debra Stark, who chairs the Aviation and Transportation Subcommittee. “I am proud that this plan reflects the community’s input, as well as street condition assessments and field evaluations.”

To help the community stay informed and provide an easy way to see progress, the Street Transportation Department launched a dashboard with near real-time information about pavement maintenance projects through 2023. SPECIALTY LICENSE PLATE SALES RAISED RECORD $11.2 MILLION IN FY 2019 FOR CHARITABLE CAUSES SPECIALTY LICENSE PLATES EACH HAVE A UNIQUE LOOK, BUT ONE THING THEY ALL HAVE IN COMMON IS THE ABILITY TO RAISE A RECORD AMOUNT OF MONEY FOR ARIZONA CHARITABLE CAUSES. In Fiscal Year 2019, which concluded June 30, a total of just over $11.2 million were raised for endeavors ranging from support of Arizona veterans’ programs, Special Olympics, organ donation, hunger relief, university scholarships and many other causes.

Monies raised have steadily grown for a number of years. In FY 2015, the total was just over $8.7 million, increasing to nearly $9.4 million in FY 2016. FY 2017 saw more than $9.8 million raised followed by $10.6 million in FY 2018.

STATE BUDGET PROVIDES FUNDING FOR FULL

I-17 WIDENING PROJECT NORTH OF VALLEY WITH PLANNED INTERSTATE 17 FLEX LANES BETWEEN BLACK CANYON CITY AND SUNSET POINT SET FOR CONSTRUCTION STARTING BY 2021, THE STATE BUDGET APPROVED BY STATE LAWMAKERS AND SIGNED BY GOVERNOR DOUG DUCEY PROVIDES THE ADDITIONAL FUNDING NEEDED TO ALSO COMPLETE WIDENING I-17 SOUTH OF WHERE THE FLEX SYSTEM WILL BE BUILT. This $130 million investment to complete new third lanes in both directions of I-17 between Anthem and Black Canyon City is one of many in the budget that will expand and preserve transportation infrastructure across Arizona.

Appropriations from the State General Fund include $10 million for an ADOT study on adding lanes to Interstate 10 between Phoenix and Tucson and $10.5 million for preserving state highways to extend the life of existing pavement.

“As Governor Ducey and members of the legislature recognize, investing in critical transportation infrastructure will drive Arizona’s 21st century economy.

Our leaders are investing today to support Arizona’s future prosperity,” ADOT Director John Halikowski said.

“As we expand critical commerce corridors and safeguard our state’s $22.6 billion investment in our transportation

system, it’s equally important to keep roads in our rural communities safe and reliable.”

In addition to baseline funding for transportation and infrastructure, the budget includes more than $95 million in appropriations from the State General Fund for targeted transportation projects that will improve safety and spur economic development in Greater Arizona. This includes $28 million for expanding US 95 between Yuma and Yuma Proving Ground, that region’s largest employer. There is $20 million to help build two Interstate 40 interchanges needed to accommodate growth in Kingman, with the city providing the remainder of the funding required.

ADOT has been working to advance projects to improve traffic flow and safety along 23 miles of I-17 between Anthem and Sunset Point north of Phoenix. More than $190 million was already committed to building flex lanes north of Black Canyon City as well as adding 7 miles of a third southbound lane directly south of that project.

Investing an additional $130 million over three years will allow ADOT to complete all sections of new third lanes between Anthem and Black Canyon City. Combined with the flex lanes, this

increased capacity will enhance safety and help address traffic flow challenges and backups that occur due to crashes and when many drivers are traveling to or from Arizona’s high country on summer weekends.

The Maricopa Association of Governments is providing $50 million in regional funds to help fund the widening of I-17 between Black Canyon City and Anthem.

The I-17 flex lanes will operate as a separate two-lane roadway carrying one direction of traffic at a time depending on the greatest need along the steep 8 miles between Black Canyon City and Sunset Point. With gates at each end and separated by concrete barrier from the current southbound lanes, the flex lanes will be able to carry heavier northbound traffic on a Friday or southbound traffic on a Sunday. They also can keep traffic moving if there is a closure in that stretch.

Required environmental studies for the I-17 corridor are scheduled to be completed by this summer, with the projects scheduled for completion by 2023.

The budget commits $10 million from the State General Fund to an ADOT study, in collaboration with the Maricopa Association of Governments and

Gila River Indian Community, on adding a lane in each direction and improving interchanges on I-10 between Phoenix and Casa Grande. Completing a design concept report and environmental study will determine needs and costs, and establish how the improvements will be phased. This process is on track to begin this year with an accelerated 18-month timeline.

The $51.1 million in funds, including $10.5 million in additional funding from the State General Fund, will allow ADOT to preserve the road surface along more miles of state highway through treatments known as fog seals and chip seals. These investments are critical to extend the life of existing pavement by sealing road surfaces against the ravages of weather, heavy use and time.

ARIZONA STRENGTHENS PROTECTIONS FOR VICTIMS OF CHILD SEXUAL ABUSE GOVERNOR DOUG DUCEY RECENTLY JOINED SURVIVORS OF CHILD SEXUAL ABUSE, VICTIM ADVOCATES AND ARIZONA STATE SENATORS PAUL BOYER AND HEATHER CARTER FOR A CEREMONIAL SIGNING OF H.B. 2466.

The bill, which passed unanimously in the Arizona State Legislature, strengthens protections for victims of child sexual abuse by extending the amount of time victims have to pursue civil action against perpetrators.

“We cannot overstate the pain and trauma suffered by victims of child sexual abuse,” said Governor Ducey. “We know victims need time to process and understand what happened. They deserve the time

to come forward. With this bill, Arizona is taking a stand to hold abusers accountable and provide justice to victims of child sexual abuse. This reform did not come easily, but progress on the really important issues rarely ever does. I want to thank Senator Boyer for his dedication to the children of Arizona.”

H.B. 2466 extends the amount of time victims have to take civil action against perpetrators of child abuse from two years to 12 years, allowing victims to pursue justice up to the age of 30. The bill also allows victims who did not have the opportunity to take civil action for their abuse due to the previous two-year limit to bring a claim against their perpetrator until December 31, 2020. In addition, the bill allows civil action to

be taken against an organization that knew or had notice of the sexual conduct. The bill’s provisions allow victims of child sexual abuse to seek justice and receive relief from a perpetrator.

Before signing the bill, Governor Ducey announced the establishment of the Justice for Victims of Child Sexual Abuse Task Force. The task force will be dedicated to providing recommendations to the state for further reforms to ensure victims are entitled to safety, healing, justice and restitution. Members of the task force will consist of representatives from the law enforcement community, the Arizona House of Representatives, the Arizona Senate and advocates of victims of child sexual abuse. deervalleytimes.com

EXPANDS TO FOUR NEW SCHOOL DISTRICTS

A

s the education conversation in Arizona continues, common themes like teacher retention and professional development dominate. To address these recurring topics, Arizona Science Center, in partnership with the APS Foundation, continues the growth of its Rural Communities Expansion Project, providing teachers from rural areas throughout Arizona the opportunity to receive hands-on professional development within the walls of their own school.

Currently, the Rural Communities Expansion Project operates in the Prescott, Humboldt, Holbrook, Sedona, Winslow, Cottonwood-Oak Creek, Verde Valley, Florence, and Saddle Mountain (Tonopah) school districts. In 2019 the Science Center added four new districts including Deer Valley Unified School District.

Entering its seventh year, the Rural Communities Expansion Project focuses on the professional development of K–8 teachers in STEM subjects by providing them with the tools, resources, and confidence needed to keep up with the ever-changing curricula in STEM subjects, ensuring the same opportunities for success for all students, regardless of geography. The project sends Arizona Science Center staff to schools around the state, where they deliver tailored professional development programs for teachers, training for administrators, and student

programs featuring hands-on STEM programming and STEM Extravaganzas. These events provide teachers and students the opportunity to expand their STEM knowledge through various hands-on science activities.

To date, the program has impacted more than 600 teachers and 14,000 students from 32 schools in 13 districts where opportunities for high-quality STEM professional development were once limited. The Rural Communities Expansion Project was first launched by Arizona Science Center in 2012 with grant funding from the APS Foundation now exceeding $2.4 million.

“As our state continues to see the relocation of many bioscience and tech-focused companies, the need for STEM-literate students, and teachers, has never been more important,” says Jessica Hickey, VP of innovative learning strategies at Arizona Science Center.

“This program instills the confidence needed in these teachers to effectively engage their students and inspire them to connect with science and bridge between fact-based learning and real-world application.”

ack to school already? The summer seemed to fly by and it’s once again time for kids to start back to school. With summer heat and monsoon season in full effect, every bit of advice to make life a little less hectic and eliminate the drama is welcome. We collected some great tips from teachers, parents, doctors, and other education and child experts to find some of the most practical and useful tips for making sure your child is on track and ready to go for the upcoming school year.

GET BACK INTO A ROUTINE One of the most important things you can do to get your kids on the right track for school is to set a routine and schedule for the school year.

This is the time to reset sleeping patterns, establish a wake up time, and set the guidelines for meals, chores, homework and activities. Make sure that you, your significant other, and your kids are on the same page with the schedule to make it easier for the whole family. Some of the items to build into your routine include: • Bed time and sleep schedule • Wake up time • Breakfast and dinner • Homework schedule • Extra activities Getting enough sleep is one of the most critical factors in making sure that a child does well in school. Children who do not get enough sleep have a hard time concentrating and learning to their full potential. Insufficient sleep is also associated with lower academic achievement for older kids, in addition to higher rates of absenteeism and tardiness.

Experts agree that having a consistent bedtime routine and wake up time for your child is one of the best ways to make sure they get the right amount of sleep. They suggest starting to reset sleeping patterns about seven to 10 days before the first day of school. Make sure your kids get into a routine of going to bed and waking up with plenty of rest every day, so you can avoid this being a factor during the first week of school.

ESTABLISH HEALTHY EATING HABITS Another critically important factor in ensuring your kids are at their best during school is making sure that they eat right, especially at breakfast. Studies show that kids who eat a healthy, nutritious breakfast have better concentration and more energy for school. Make sure their breakfast contains some protein and enough calories to get them through to lunchtime. Plan ahead to make sure you either sign you child up for the hot lunch program, or have healthy choices available to include when packing lunch, so your kiddo doesn’t get hungry before the end of the day.

And don’t forget the after-school snack! My kid is always so hungry when I pick her up from school that she inhales any snack I give her.

Give your kid some healthy, but filling, options to keep them going all day long and give them the energy for homework and any activities they have after school is out.

SET THE STAGE FOR HOMEWORK AND STUDY So how do you bring it all together to help your student be a better learner? Experts recommend

setting academic goals as a first step. Work with your kid to help them think about their goals and grades, and how they plan to reach those goals, before they head into the school year. Help them plan ahead and establish good study habits, and let them know it’s okay to ask for help if they stumble over a subject during the school year.

Work with their teacher to help them understand any challenges or problems your child may have, and keep in touch throughout the school year to make sure you keep up with how they are doing in the classroom and whether you have concerns about assignments.

It’s also important to set aside a distraction-free space that can be used for doing homework.

Whether it’s in their bedroom or another quiet room in the house, make sure they have room to study with no TV, devices, or other attentiongrabbing distractions. Be sure to schedule time for homework into your child’s daily routine, and make the timeframe consistent.

Going back to school is a hectic time for kids and parents. You can take charge of the school year by planning ahead and setting the stage to make sure your child has the basic essentials available for being a successful student. Set the foundation with a regular routine, enough sleep, healthy food, good prioritization, and a quiet space to study – you kid will handle the rest in the classroom!

ne of our favorite places to visit this time of year is Arizona’s original State Capital, Prescott. Only about 90 minutes north of Phoenix, Prescott has a cooler climate in the summer and plenty of small-town adventure for the whole family. The Prescott National Forest surrounds this historic western town, with beautiful forestland and gorgeous mountain views, perfect for hiking, camping and fishing. Prescott is a great place to visit for a day trip, or a weekend road trip. Here are some of our favorite spots to see when we visit the home of the World’s Oldest Rodeo.

WHISKEY ROW AND COURTHOUSE PLAZA One of the most well-known, and somewhat notorious, places to see in Prescott is the heart of downtown known as Whiskey Row. Once home to as many as 40 saloons on one block, Whiskey Row embodies the wild west history of Prescott and is a fun place to find everything from art galleries, boutiques and shops, to ice cream parlors and restaurants.

You can visit the oldest frontier saloon in Arizona, The Palace, which once hosted the likes of Wyatt Earp, Virgil Earp, and Doc Holliday. Then walk across the street to the historic

SHARLOT HALL MUSEUM The Sharlot Hall Museum is a fascinating place to visit, and just a short walk from the Courthouse Plaza and Whiskey Row. The museum lets visitors walk through a historic collection of buildings and displays that represent the history and heritage of Arizona during Territorial times.

This educational and cultural center was named after its founder, Sharlot Mabridth Hall, who was a wellknown poet, activist, and politician, as well as Arizona’s first territorial historian. In the early 19th century, Sharlot Hall began to collect both Native American and pioneer artifacts to create a historical museum to preserve the heritage and culture of Arizona.

HASSAYAMPA INN The Hassayampa Inn is a beautiful, historic hotel in downtown Prescott, and a favorite place for visitors to stay. Opened in 1927, the Hassayampa Inn was one of the first large hotels in town and preserves its heritage with an ornately decorated lobby, bar and restaurant. The old-fashioned elevator is original and must be operated by hotel staff. It also happens to

be the location of quite a few different reported ghost sightings and one of Prescott’s most notorious hauntings.

If you are in the mood for a slice of history and a good ghost story, the Hassayampa Inn is worth a weekend visit.

camping, hiking and boating. The trail is perfect for short hikes with kids, a two-mile trail that leads all the way around the lake and is wheelchair and stroller accessible on one side. There are also picnic tables and grills, as well as boat rentals in the summer.

HERITAGE PARK ZOO The Heritage Park Zoological Society is located on about ten acres just north of Prescott, overlooking Willow Lake.

This is a great zoo to visit with kids and it lives up to its motto of “Conservation through Education.” As well as offering sanctuary to many endangered species like the Mexican Gray Wolf, a tiger, tarantulas, and various reptiles, it also hosts animals rescued

by Arizona Game and Fish, such as a gray fox, mountain lion, and black bear. It provides visitors with a fantastic children’s playground, covered picnic pavilion, and interactive animal experiences.

WATSON LAKE Another one of our favorite outdoor spots in Prescott is Watson Lake, located just a few miles from downtown Prescott. This beautiful lake is surrounded by large granite boulders, which makes it great for hiking, fishing and boating. Watson Lake has picnic tables, campgrounds, and playground areas for kids, and hosts many local events and group activities. The hiking trail is longer and more challenging than Lynx Lake, but the path through the rocky terrain showcases it’s best feature, the stunning lakeside views from every angle.

LYNX LAKE We love to visit Prescott in the summer months, because it has perfect hiking weather! One of our favorite spots to hike is the lovely Lynx Lake, located just 15 minutes Southeast of Prescott. Very close and easy to reach through the Prescott National Forest, this lake is a great place for fishing,

SELLING YOUR HOME TO PURCHASE A NEW ONE

T

his is a common scenario we have seen over the past two years. This may arise with someone looking for a bigger home due to a growing family, or maybe someone who is now an empty-nester and looking to downsize. Either way, the owner is looking to transfer the equity in their current home to a new home. Unfortunately, this means that the current home must be sold before closing on a new home. There are a couple ways this can happen, each with pros and cons: SIMULTANEOUS CLOSING: This is where someone sells their current home and buys a new one at the same time. As long as prior arrangements are made, this is a great way to purchase the new home and doesn’t involve moving twice. However, this means that an Owner realistically can’t make an offer on a new home until their current home is under contract - most sellers won’t take this contingent offer in a strong market. The big negative here is that the owner might have a limited timeframe to find/purchase a new home, to time it with the closing of their current home.

SELL AND RENT: This method gives the owner the most control but is the least convenient. Unless the owner finds a buyer that will allow a leaseback, the owner will have to vacate the home at closing and find a temporary living situation while they look and close on a new home. The benefit here is that the now-buyer can take their time looking at homes and move when they find the right one. The downside is that they could be locked into a rental agreement, and/or living in a rental home that could be expensive each month.

BUY AND SELL: This is the most convenient way by far but also carries the most risk. By purchasing a home first, moving into it, and then putting the original home on the market, the owner can sell a vacant home (not having to show the home while living there) but will have to carry the cost of both homes. This could work out to benefit in the sales price and allows ample time to find a new home, but it could also be on the market too long if not marketed and priced properly. In the event of market fluctuation, it might be more difficult to sell their previous home as well.

new purchase and sell the old home, with various legal consequences, effects on pricing and times all varying. Many have chosen to use the fix-n-flip companies around town, which is certainly an option, but this has a fair amount of hit on the equity in most cases. This is certainly a more complicated transaction than average, so it is best to get advice and hire an agent with experience with these types of moves.

I

nvesting in commercial real estate is hard enough, without us further complicating things with our specialized lingo. This is the time of year, just when the kids are heading back to school, that I think about educating those nonlicensed real estate users all about the language of commercial real estate. For example: Do you know if you’re the Lessee or Lessor when leasing? Are you the Buyer or Seller if you’re the Purchaser? Are you getting a net lease, a gross lease or maybe even a modified gross lease? It can be very confusing to anyone new to investing in real estate.

So let me use this space to give some simple definitions to help simplify the commercial real estate world.

• Seller is almost always called the Seller • Buyer may be called the Buyer or Purchaser or even on a rare occasion the customer • Lessor is the landlord or owner • Lessee is the tenant or renter When leasing commercial property there are multiple leasing variations you may encounter: Modified Gross Lease, Triple Net Lease, Absolute Net Lease, Full Service Lease, Standard Industrial Single Tenant gross lease, Standard Industrial Multi Tenant gross lease, Standard Industrial Single Tenant NNN lease, Standard Industrial Multi Tenant NNN lease, Guaranty of Lease It is vitally important for tenants to fully understand what kind of lease they are signing and what expenses they will be expected to pay prior to committing.

In our business we have all seen tenants that thought they were signing a gross lease only to find out later that they’re responsible for all the NNN charges as well, which often times means an increase in rent of 20 percent or more.

Gross Lease or Modified Gross Lease generally means that all the property expenses (except utilities) are included in the quoted rental rate. Modified usually means you’ll pay your prorata share of any increases in property expenses after year one.

HVAC and Heating systems are almost a whole separate issue in leases and should be clearly understood before ever signing any lease as those items can often create large unexpected expenses. FRUSTRATED WITH AUTOMATED PHONE MESSAGES?

f you have a phone, even a land line, you’ve been robocalled.

Maybe the number popped up as your own, which is always a bit creepy. Perhaps you answered because the caller ID showed a phone number with a local area code. But instead of a neighbor’s voice, you heard a recording of a woman explaining how she can help with all that money you allegedly owe the IRS (the woman is always remarkably chipper given the bad news she delivers). Occasionally, people are told a court has ordered them to pay money to resolve litigation, an especially odd call for those who have never sued or been sued.

Phone scams go all the way back to 1888 when the phone was such cutting-edge tech that only the wealthiest people had one. And as the phone technology evolved, so did the scams,

until eventually we ended up with the robocall. Today, it’s the Internet that enables robocalls to exist because that’s how most calls are now connected.

But how did robots get your phone number?

There are different kinds of robocalls but the basic technology that enables them is the same. An automated system, often overseas, gets phone numbers from marketing lists, data leaks (like when a hotel’s records are hacked) or public records. The system, run by just one or a few individuals, calls up to millions of people every day. And although the vast majority of people receiving these calls hang up, don’t answer or block the call, enough people pay the alleged “debt” that robocalling is obscenely profitable for scammers.

There have been attempts to thwart the insidious, automated evil that buzzes your phone throughout the day.

Robocalls are one of the few things Congress agrees on so they have closed a loophole scammers used by updating some language in existing laws. Lawmakers are also flirting with the idea of levying fines on robocallers and passing laws that would make cooperating with other countries to stop robocalling operations easier. In the past two months, significant new legislation is in the forefront for carriers to provide relief.

The FCC is mostly on board, too. Taking a James Bond approach, the FCC worked with telecom companies to develop a way to authenticate phone numbers using what’s known as the SHAKEN/STIR protocols and encourages phone companies to adopt them.

Meanwhile, there are some things you can do to protect yourself. AT&T, Verizon and T-Mobile all have an app for that and usually it’s already turned on for you. Check with your carrier.

But if calls are still getting through or you want more customization, other apps like Robokiller are available for both Android and iPhone users. There’s a “National Do Not Call Registry,” although be warned that it is not as robust an action as it used to be. You can follow the guidelines in a list from the FCC, which you can find at www. fcc.gov/consumers/guides and search for robocall help guides. Finally, no matter how tempting, don’t engage with robocallers!
