New COVID-19 Relief Bill has Billions of Dollars for Home Owners to GO SOLAR

T

he new coronavirus (COVID-19) relief bill—the Consolidated Appropriations Act, 2021, which includes the Taxpayer Certainty and Disaster Tax Relief Act of 2020 (the Act)—was signed into law. The Act not only contains tax provisions to provide direct relief to individuals, but also extends renewable energy tax credits.These have been included in a $1.4 trillion federal spending package alongside a $900 billion COVID-19 virus relief spending bill.

The solar investment tax credit (ITC), which was scheduled to be 22% in 2021 has been increased to 26% and will stay at 26% for two more years.

Benefitting homeowners and businesses, the Act extends the sunset or phase down periods of federal tax credits related to the development and operation of certain renewable energy electric generating facilities, and provides new tax credit extension rules.

The Act also provides eligibility extensions for tax benefits applying to other “green” technologies including battery storage and carbon capture systems.

This means that residential solar projects which complete construction in 2021 and 2022 will still be able to receive a tax credit at 26%. All markets will drop to a 22% federal tax credit in 2023, and the residential market will drop to 0% tax credit beginning in 2024.

The extension of the ITC has seen support from many outside the solar industry, including congressional leaders and a group of bipartisan mayors.Various bills have been introduced in the last few years attempting to extend the solar ITC, but until this bill nothing had been passed.

An extension of the ITC was among the policy priorities put forward by the Solar Energy Industries Association (SEIA) following last month’s presidential election. Abigail Ross Hopper, CEO of the trade body, said in a statement.“Over the next few years, we have an opportunity to build a stronger, more reliable and more equitable American energy economy, and the action Congress is taking today is a helpful down payment.”

City News Phoenix Small Business Hiring and Wages Show Pandemic Rebound SMALL COMPANY HIRING IN PHOENIX MOVED INTO POSITIVE TERRITORY WITH MARCH GAINS OVER FEBRUARY 2021, ACCORDING TO THE PAYCHEX IHS MARKIT SMALL BUSINESS WATCH FOR THE THIRD MONTH OF 2021. New jobs posted a 0.61 percent gain in month-over-month dating, placing Greater Phoenix second behind Dallas, Texas.

Job gains in Phoenix, paired with a nearly four percent year-over-year increase in weekly wages, show ongoing economic recovery signs. The average earnings in the Valley grew to $940 per week, placing the metro area tenth among large markets. Riverside, California, topped the list with an eight percent earnings jump. Boston was second with nearly six percent, followed by almost five percent hikes in New York and San Francisco.

In addition to increases in the number of hires, people are working more hours per week. Greater Phoenix landed in the top five metro area rankings for weekly work hours in March 2021, up 0.94 percent over last March. Tempered by the mid-March 2020 pandemic start, the year-ago figure reflects the beginning of the state-ordered lock-down.

Paychex, a national payroll and human resources support company for small businesses, has its western

regional headquarters in Phoenix. The Small Business Employment Watch is its monthly publication assessing economic change among the company’s hundreds of small business clients around the U.S. The gains in March are a continuing show of economic recovery in Greater Phoenix. The March 2021 small business employment numbers come on the heels of the recent Arizona Employment Report, which also shows overall Phoenix area hiring continuing monthover-month growth. The Paychex small company year-over-year data show the small business workforce is 3.3 percent less in March than the same month last year. The Arizona Office of Economic Opportunity’s most current metro area workforce numbers report the Phoenix metro February workforce at 3.6 percent less than the previous year for all companies.

Despite a solid March 2021 earnings gain in the Phoenix metro, the average small company pays its workers $28.08 per hour, about a dollar-an-hour less than the national average. The U.S. Bureau of Economic Analysis reported Arizona shares the nation’s lead for year-overyear 2020 personal income growth with an 8.4 percent increase. According to Paychex, wages and earnings, one component of personal income, are rising more slowly among small companies.

t takes a village to raise a child, but most of us don’t even know our next door neighbors—much less have any idea how to be a part of supporting them in raising their family. Home visitation programs in the Parent Partners Plus network, funded by First Things First, help families every day with the challenges they face, but they cannot do it alone. Social service providers need the whole community involved in supporting the caregivers who are raising the next generation. There are many ways individuals of all ages and stages of life can help create those “villages” in which young children thrive.

However you decide to help in your community, think LEAN – Listening.

Empathy. Affirmation. Non-judgment.

Parents have a hard job and they are doing the best they can. Listen to their story and normalize asking for help by sharing times when you have needed

help. Honor the work parents do and be on the lookout for small ways you can cheer them on.

CHECKING IN WITH NEIGHBORS Offering to pick up groceries or run to the store for them. Getting out of the house can be a challenge for any parents with young children. Now with COVID-19 precautions, simply going to the grocery store can seem like a Herculean task for parents. Next time you are going to the store, offer to pick up some supplies or a ready-made meal for your neighbor – it could make their day!

PICKING UP GARBAGE IN YOUR COMMUNITY OR LOCAL PARK As you enjoy the outdoors, dispose of your own garbage and safely pick up some extra pieces of trash on the ground

It will take some work, but through our everyday actions, we can move our communities closer to the proverbial “village” environment needed to help the next generation grow and flourish.

t is that time of year again. The Arizona weather is amazing. The trees and flowers are blooming, and the pollen is circulating in the air. You don’t have to be miserable. There are some simple, natural ways to reduce your allergen exposure and conquer spring.

REDUCE YOUR IN-HOME ALLERGENS We are exposed to many allergens in our home. I recommend purchasing a good quality HEPA air purifier and running it 24/7 during allergy season (I run mine year-round). Allergen exposure is especially high when we are sleeping so having it in the bedroom is beneficial. Just make sure to change the filters regularly.

If you have carpet in your home, vacuum at least twice per week to help decrease your exposure. If allergies are severe and you have pets, you may want to consider an alternative flooring. Don’t forget to clean your windowsills, blinds and ceiling fans. They love to collect dust and we often forget about them. You can also eliminate dust mites by placing your pillows, comforters and blankets in the dryer on high heat for 10 minutes just once per week.

ANTI-INFLAMMATORY LIFESTYLE Allergy symptoms originate from underlying inflammation and overreaction in the body. Any additional factors that cause inflammation in the body may worsen symptoms. he DVUSD Governing Board recently recognized the 2019-20 Deer Valley Education Foundation (DVEF) Teachers and Rookies of the Year. Each year, DVEF holds an extensive nomination, application, and interview process to identify the Teachers of the Year. The recipients are honored and receive a check for $500 and a trophy. Kids’ Corner SUMMER WATER SAFETY: STAY COOL AND SAFE WITH THESE HELPFUL TIPS

ummer is fast approaching and, unfortunately for the Valley of the Sun, so is accidental drowning season.

City resources, state agencies, and first responders come out in droves this time of year cautioning parents to “Watch Your Kids Around Water.” Sadly, drowning is one of the leading causes of death for children under age four in Arizona. While most children drown in their own pools, other water sources can also be dangerous, including lakes, canals, buckets, toilets, bathtubs, and ponds. Anyone who cares for children should be aware of the potential dangers and possible tragedies of drowning.

Here are some safety tips to help you keep your kids safe around water as the weather warms up and pools become more attractive to children everywhere.

PREVENTING DROWNING In addition to teaching kids how to swim, the best way to prevent drowning is to watch kids when they are in or around water – without distractions. Put the cell phone or the iPad down and be sure to always keep children within reach of an adult. Never leave a child alone around a water source. It only takes two inches of water and a few seconds to drown.

OTHER WAYS TO PREVENT DROWNING: • Use an approved barrier to separate the pool from the house.

• Keep large objects that kids can climb on, like tables, chairs, large toys, or ladders away from pool fences.

• Teach your children to always ask for permission to go near the water so they develop quality water safety habits at an early age.

• Don’t allow kids to play in the pool area and don’t store toys near the pool.

• Don’t allow anyone to swim alone - always swim with a buddy.

• Drink plenty of water, even if you aren’t thirsty, and avoid alcohol to prevent dehydration.

• Keep life-saving devices like hooks, poles, or flotation devices near the pool and readily available.

• Always have a designated child watcher whenever kids are near a pool or water source and take the kids with you when you leave the area.

• If a child is missing, check the water first because every second counts to prevent drowning.

• Make sure everyone in your family, children and adults, learn to swim.

• Don’t forget the non-pool areas, too. Be sure to empty all tubs, buckets, containers, and kiddie pools immediately after you use them. Store containers upside down so they don’t collect water, and keep toilet lids shut and doors to bathrooms and laundry rooms closed.

HELPING SOMEONE IN DANGER Do you know what to do in an emergency? By definition accidents are unexpected, which is why it is always a good idea to learn CPR and basic water rescue skills.

You never know when you may need to step in and save someone’s life, whether a child or an adult.

The main steps to remember if you find someone in trouble in a water emergency are: 1. Yell for help and pull the person out of the water.

2. Call 9-1-1 immediately and stay on the line with the operator for instructions.

3. Begin CPR, if you know it.

4. If you are not trained, follow the instructions from the 9-1-1 operator until help arrives.

Plan ahead and prepare yourself to know what to do in an emergency, because learning CPR and basic water rescue skills may help you save a life.

LEARNING TO SWIM One of the most important things you can do to keep your kids safe around water is to teach them to swim. Swimming lessons not only teach kids how to swim when they are in the water, they also teach kids to respect the potential dangers of the water and the rules for being safe around a

pool. Get your kids familiar with water, comfortable with the rules for a swimming pool, and respectful of the dangers that come with drowning.

“As a parent, it’s imperative to remember that there’s no substitute for active adult supervision of your kids around water, even when it comes to the bath or anywhere with as little as an inch of water,” explains Kathy Hubbard, co-owner of Hubbard Family Swim School.

“But an important line of defense for your children is having the ability to swim on their own. If your kids are not already enrolled in swim class, there’s no better time than the present to get them started.”

“And if they have any reservations or concerns about swimming, ask them to share those with you,” Hubbard adds. “It’s best to keep an open dialogue going with your little ones so you can help them get comfortable in the pool, and ultimately learn water safety and potentially life-saving swim skills.”

There are many different options for swimming lessons and a huge range of prices, times, and locations. You can sign them up for private or group swimming lessons at one of the many swim schools in town or go to a city pool or nonprofit community center. To start, search online for swimming lessons near you, ask friends who they have worked with before, or visit your city’s parks and recreation website.

Summer is the perfect time to enjoy our almost yearround sunshine by the swimming pool, lake, or pond.

Water is a great way to cool off and have fun, but take steps to be safe and prevent accidents or drowning while you splash around.

Strategies to Consider While Waiting For Your New Build Home to Be Finished

T

he shortage of homes for sale in Phoenix has been reported ad nauseum. Too many buyers, not enough homes. That means if you sell your current home right now, you might have no place to go. And while the market may correct itself before too long, this shortage has kept many sellers out of the real estate game for the past year – which contributes to the shortage of houses for sale. Vicious circle. For all these reasons, we’re seeing more people looking at new build homes. Unlike existing homes, these have a more stable price point that isn’t subject to a weekend bidding war with California investors. Once you’ve signed the papers and put down your

deposit, you’re on a direct path to home ownership – but you might have to wait several months until construction is complete. If that’s the case, here are four strategies you can leverage to buy yourself some time while your new home is being built.

LEASE BACK THE HOME YOU’RE SELLING The lease-back is a situation whereby after the closing date, the seller no longer owns the home but still gets to live there for a set period of time at a set price. In other words, the sellers pay rent to keep living in the home they just sold. This can be a win-win for buyers and sellers, giving everyone time to get their affairs in order before moving in or moving out.

STRETCH OUT YOUR CLOSING DATE A typical closing can take up to two months, and longer closes can be negotiated. Long closes, however, have built-in risks. They give the buyer more time to keep shopping for a different home and try to wiggle out of the deal you have in place.

FIND AN APARTMENT Leasing an apartment can be a smart way to bridge the gap while waiting for your new build. Keep in mind that this option requires you to move twice and pay for storage for everything that won’t fit inside your apartment.

EXTENDED STAY HOTELS In an extended stay hotel, the ease of hotel living is combined with the

comfort of a fully furnished apartment.

Most offer suites with separate bedroom/living areas, full kitchens, and nightly dinner service. There will be little room for anything aside from your clothes, but the amenities help make up for any inconveniences.

One last recommendation: If you ultimately decide to purchase a new home, I strongly recommend bringing a Realtor with you the first time you visit the community. It costs you absolutely nothing to have a Realtor in your corner, and he/she can guide you in the negotiations, upgrades, paperwork, and financing.
