America Gets a Green New Deal

COVID relief law provides additional tax credits to homeowners to pay for solar

J

oe Biden is now the president of the United States and the Democrats now have a majority in both houses of Congress. Giving Americans a Green New Deal was front and center in the platform that the president and Democratic congressional candidates ran on to get elected, and they and the president’s administration are wasting no time in delivering on that promise.

In terms of ambition, the president’s call to address climate change is nothing short of JFK’s “moonshot,” his declaration that America would put a man on the moon by the end of the 1960s.The call to end the use of fossil fuels in the next 15 to 25 years is on par with that goal and perhaps more urgent to humanity.

Immediately following the inauguration, the president recommitted the United States to the Paris Climate Accord, a treaty meant to limit global warming by holding countries mutually responsible for drastically reducing their share of greenhouse-gas emissions. America’s participation in this global effort very likely will add significant costs to oil, gas, and coal. In addition, the Keystone XL Pipeline, a conduit meant to transport oil from Canada, was canceled.These measures will probably increase the price Americans pay for gasoline at the pump and for electricity in their homes.

The government’s plan to transition American homeowners from heating and cooling their homes with fossil fuels to doing so with renewable energy incorporates both carrots and sticks. The new COVID-19 relief bill passed by Congress in early January has significantly increased the federal tax credit that offsets the cost of home solar systems. Without that act of Congress, the federal subsidy for an average size home in the Phoenix area would have been thousands of dollars less this year and zero next year.

The provisions of the law will increase the tax credit homeowners get for solar by thousands of dollars. Most homes in APS’ territory that convert from fossil fuels to solar may receive between $7,000 and $18,000, depending on the size of the home and energy usage. The systems can be designed to reduce APS customers’ annual bill to $0 or even a negative total. The larger the system, the larger the federal government’s subsidy. Hence, the larger the system, the lower the APS bill (or the higher the payment to the homeowner).

The stick is, obviously, the ever increasing cost of fossil-fuel-generated electricity, which will make solar power for homes more and more compelling.

It is basically the same strategy the government used to reduce the number of American tobacco smokers.While the warning label got people’s attention, it was the increase in the price of a pack of cigarettes, from 80 cents to $8 a pack, that really drove people to quit.

A no-money-down, financed home solar system typically incurs a monthly payment that’s $50 to $100 per month less than the amount they’re currently paying the utility company for the same electricity.

City News ADOT Officers Combat Human Trafficking Through Training, Awareness

Fighting the practice is a year-round mission at ports of entry, elsewhere HUMAN TRAFFICKING IS A GROWING WORLDWIDE PROBLEM AND ONE OF THE MOST POWERFUL ENFORCEMENT TOOLS TO COMBAT THIS CRIME IS PART OF THE ESSENTIAL MISSION OF THE ARIZONA DEPARTMENT OF TRANSPORTATION ENFORCEMENT AND COMPLIANCE DIVISION. This division is comprised of certified law enforcement officers, many of whom are assigned to the various ports of entry on the state’s borders. While operations at these ports focus on commercial vehicle safety, collecting fees and enforcing weight limits, it turns out these ports are a vital and strategic line of defense against human trafficking.

Commanders and their staff from the Enforcement and Compliance Division at ADOT’s commercial vehicle ports of entry are trained to identify warning

signs of human trafficking. These can include things such as unusual tattoos, a person’s unwillingness to speak, and carrying large amounts of cash without explanation.

Since 2019, this training, which explains the demand for human trafficking and how this crime is perpetrated, has become part of the standard training for ADOT officers.

The enforcement division is developing online training so ADOT highway workers will also be ready to spot the signs of human trafficking.

“As the state’s transportation agency, ADOT is in a critical position to help stop human trafficking and we take that role very seriously,” says ADOT Director John Halikowski. “ADOT’s commitment to transportation safety includes not only drivers, but the victims of this horrible practice.”

Meanwhile, dozens of vehicles driven by officers with ADOT’s Enforcement and Compliance Division have bumper stickers aimed at directing those who need help or who see signs of trouble to EndSexTrafficking.AZ.gov or 888-373-7888, resources offered through the Governor’s Office of Youth, Faith and Family.

Capt. Dave Curry of ADOT’s Enforcement and Compliance Division is a member of the Arizona Human Trafficking Council created by Governor Doug Ducey to help make Arizona a

leader in combating this crime.

“ADOT takes several approaches to do our part to end this heinous practice here in Arizona,” Curry says. “From comprehensive training of officers and employees to raising awareness through bumper stickers on our vehicles, ADOT is serious about stopping human trafficking and saving lives.”

City News Eyes Wide Shut: What to Expect from Drivers Now that Recreational Weed is on the Streets

By Marc Lamber WIDE ACCESS TO RECREATIONAL MARIJUANA IS HERE IN ARIZONA, CREATING NEW CONCERNS FROM MOTORISTS ON OUR ROADWAYS. Arizona law prohibits driving while impaired by marijuana to the slightest degree.

According to the National Highway Traffic Safety Administration (NHTSA), several studies have shown that marijuana use can impair a number of cognitive processes that are important for safe driving, such as reaction time and responses to road emergencies, motor coordination, road tracking, and completing complex tasks that require divided attention. In neighboring Colorado, since recreational marijuana was legalized seven years ago, traffic deaths involving positive marijuana toxicology have increased 151% while all Colorado traffic deaths have only increased 35%. Also sobering is that the AAA’s 2019 Traffic Safety Culture Index reveals that only 70% of respondents consider driving shortly after using marijuana to be very or extremely dangerous.

There is no breathalyzer in use to detect tetrahydrocannabinol (THC), the psychoactive ingredient in marijuana. However, that technology

is on the horizon. Some law enforcement agencies outside of Arizona are experimenting with technology that detects THC following a swab of the cheek. For instance, the Indiana Criminal Justice Institute recently provided 52 Indiana law enforcement agencies with a handheld analyzer that uses an oral fluid swab to detect the presence of six kinds of drugs, including cannabis.

Arizona’s law prohibits the operation of a motor vehicle when a person is impaired to the slightest degree, but the presence of marijuana in a person’s body alone does not make them guilty of DUI. There is no objective standard in Arizona that defines impairment. Impairment is a subjective determination by the police officer based on the totality of circumstances leading up to and surrounding the stop like the driver’s observed behavior, the officer’s detection of marijuana odor, the driver’s responses to questions, and the driver’s performance on standard field sobriety tests.

electronically obtain blood draw search warrants through on-call judges and those same officers may be certified phlebotomists capable of drawing blood at the scene. THC in the blood and other evidence of impairment can lead to DUI conviction, significant fines and jail time.

If an officer has reasonable grounds to believe a driver was driving impaired, then Arizona law creates “implied consent” to a blood test. If the driver declines, their license will be confiscated and suspended.

Community-led Group Prioritizes Mental Health in North Phoenix

By Jenna-Lee Neff ACCORDING TO THE CENTERS FOR DISEASE CONTROL AND PREVENTION, THE PUBLIC HEALTH ACTIONS NECESSARY TO REDUCE THE SPREAD OF COVID-19 CAN ALSO CONTRIBUTE TO INCREASED FEELINGS OF ISOLATION, LONELINESS, AND INCREASED STRESS AND ANXIETY. One community initiative in North Phoenix is taking the topic head on, coming together via social media and the Internet to increase coping

mechanisms and understanding among locals.

“We hope to take part in improving the lives of community members through education, connection building, reducing stigma, resource building, and giving people hope,” says licensed clinical social worker Jamie Born.

The North Phoenix Community Mental Wellness Group is a community-led safe space for individuals to come and find support

and resources to meet their mental health needs in addressing the things they are struggling with. “The hope is to bring together the community’s experiences and carrying levels of knowledge in the mental health arena to come up with ideas and ways to better the lives in our community,” Born shares.

According to the National Institute of Mental Health, nearly one in five U.S. adults live with a mental illness that present with ranging degrees of severity from mild to moderate to severe. According to Born, people in the North Phoenix community are struggling to find timely access to resources of any type.

“There have been multiple mental health tragedies that have occurred over the past few years in our community,” she says. “This, combined with the political atmosphere and the pandemic, people are struggling and are disconnected and disillusioned.”

People already involved in the project come from all walks of life, from a mom of two teens who has seen the devastation of un-checked mental health needs first-hand to school counselors, addiction treatment specialists, and a child psychologist.

One member of the group knows the

needs in the mental health community through her own personal struggles.

Cassidy Lundgren was diagnosed with depression after her freshman year of college and has spent the past 20 years learning the ins and outs of her illness, as well as how to manage it.

“I have been so thankful that I have been able to help guide [my kids] through their issues because of my own experiences with mental illness,” Lundgren shares. “Struggle leads to empathy and strength. And hopefully as we become more open and aware of these diseases, we can not only help our children, but those around us.”

City News Planning on Attending Spring Training Games? Here’s What You Should Know

By Regina Burgess Photos Alina Nelson BATTER UP. MASK UP. Despite an offseason that suggested a delay to the start of spring training, Major League Baseball pitchers and catchers kicked off games on February 27.

Arizona is home to 10 stadiums where 15 Cactus League teams prepare for the regular season each year. Last month, MLB’s Players Association rejected a proposal by the league to postpone the start of spring ball because of COVID-19 concerns.

Major League Baseball did not announce a blanket policy because many of the decisions are determined by individual municipalities. Due to the ongoing COVID-19 pandemic, all of the Major League Baseball spring training stadiums will operate at significantly reduced capacities with a reduced number of fans at each game. Although, as of press time, few teams released specific details of attendance plans, most are expected to follow guidelines similar to the ones the City of Tempe announced recently.

Tempe Diablo Stadium, spring home of the Los Angeles Angels, will open at 25% capacity. This would allow 1,800 to 2,000 guests to attend the games.

On February 19, the City of Peoria also shared their plans for the Peoria Sports Complex, home to the San Diego Padres and Seattle Mariners.

“While health and safety are clearly at the top of the list of the most important aspects of our lives, baseball is a close second,” says Peoria Mayor Cathy Carlat.

“We are excited to welcome the Mariners and the Padres back to their spring training home and I am proud to see that we have developed a plan that allows fans to safely enjoy America’s favorite pastime at the Peoria Sports Complex.”

The Peoria Sports Complex will host 1,960 fans, 16% of the total stadium capacity. To ensure MLB safety protocols, a seating pod system will be employed in the stadium that encourages physical distancing to allow households and immediate family members to sit together.

seating will be sold in pods of two, four or six tickets. Locations for the pods will be clearly marked and physically distanced from other pods. Fans who would like to attend a game can expect the following changes at Peoria Sports Complex (and likely other sports venues, too): • Facial masks will be required for everyone two years old and older throughout the stadium except when actively eating and drinking in their designated seats.

• Practices and Autograph Alley will be closed to the public.

• Hand-sanitizing stations throughout the ballpark.

• No season and group tickets available.

• The stadium will be a cashless facility, using credit or debit payments only at the ticket office and concession stands.

• Parking will be complimentary and tailgating will be prohibited.

• Employees will complete COVID-19 symptom screenings prior to their shifts.

• Some games may be shortened from the typical nine innings to seven or five innings, upon mutual agreement of both managers.

In addition to these changes, the Peoria Sports Complex will offer an engaging virtual fan experience for all spring training fans. Other venues are expected to do the same.

As of press time, The San Francisco Giants said in a statement that it will sell between 750-1,000 tickets for each game played at Scottsdale Stadium, which has a capacity of 12,000 fans. Meanwhile, the Chicago Cubs say they have received the OK from the City of Mesa, Maricopa County and the state to operate at 25% capacity for all games to be held at Sloan Park.

Players and team personnel are required to adhere to new rules set by MLB, which released its health and safety protocols for the 2021 season. Players will be required to wear face coverings at all times, with the only exception for players on the field or during pregame warmups. Additionally, mandatory fiveday at-home quarantine before reporting to spring training was expected, and players and other on-field personnel will continue to be tested at least every other day throughout the spring.

The Commemorative Air Force, Airbase Arizona is bringing three of the most iconic planes from World War II to visit Phoenix Deer Valley Airport, March 19-21.

The B-17 Flying Fortress Sentimental Journey is one of only five currently flying in the world out of over 12,000 manufactured for combat during WWII – and is the leading exhibition warbird in The Flying Legends of Victory Tour conducted by CAF Airbase Arizona, a nonprofit flying museum. The Boeing B-17 was most famous for operations in Europe but was used in every theater of war from 1941-1945. B-17 cruise speed was about 160 miles per hour; maximum altitude was 36,000 ft. At high bombing altitudes in this unheated aircraft, extreme temperatures subjected many crew members to frostbite.

Sentimental Journey was originally manufactured and delivered to the U.S. Army Air Forces for war service in 1944 – too late for European service but flew missions in the Pacific Theater.

After the war, she flew for training, testing, and air-sea rescue missions and was eventually sold for surplus and used as a fire bomber. In 1978 the aircraft was purchased by a Commemorative Air Force (CAF) member and donated to the newly formed Arizona unit of the worldfamous CAF. She was meticulously restored and is today maintained in tip-top condition and operated by all-volunteer crews from the membership of CAF Airbase Arizona.

The C-47, called Old Number 30, had a distinguished combat history in World War II. It dropped British paratroopers and glider troops into Sicily and Greece. The aircraft participated in Special Operations missions in Yugoslavia helping Partisans to defeat the German occupation force. This plane evacuated Allied personnel from near the battlefield to hospitals in the rear as well as moving wounded Partisans out of Yugoslavia. The C-47 is a modified version of the Douglas DC-3 passenger airliner and was used as a corporate plane after WWII. She was then purchased by the “Wings of Flight Foundation” before arriving at Arizona CAF Museum.

The US Navy N2S-3 Stearman bi-plane, also known as a Kaydet, served as a primary military trainer in the 1930s and 1940s. A total of 8,584 were built in the United States and is one of the most recognized trainers of all time. The majority of pilots learned to fly in a Kaydet and were required to solo in this aircraft before receiving pilot wings.

The exhibition of Sentimental Journey, Old Number 30 and the Stearman, as part of the Flying Legends of Victory Tour, is hosted/ sponsored by Cutter Aviation. CAF Airbase Arizona is a non-profit 501(c)3 corporation and is one of over 80 worldwide units of the Commemorative Air Force.

Community A Small Business Makes a Big Impact in Keeping the Community Clean

A

trip down any highway in Arizona makes one thing obvious: litter in the state is becoming a major element of the scenery. In fact, the Arizona Department of Transportation says that it cost taxpayers more than $4 million each year just to clean up discarded trash along the highways. But one local business takes trash removal seriously, and they have put out a call-to-action to the community to step up and keep Arizona beautiful.

North Valley Custom Hauling is a family-owned junk removal service located in Desert Hills. When Dustin Holm and his team noticed the increasing litter, they did what no one else was doing—they picked it up.

“We started picking up mattresses and debris we saw on the side of the road during our workday as a way to pay back the community,” Holm says. He adds that what started as giving back to the community grew into a volunteer-led effort now known as Don’t Dump in Our Desert.

“We had the equipment to haul away stuff, but not the manpower to do large cleanups,” he shares. “We created events and took to social media.”

Now, the initiative has grown into a group of local business owners and residents who set aside one Saturday a month to take on cleanup projects.

According to Holm, the cleanups average between 30 and 50 volunteers, depending on the size.

Since the North Valley Custom Hauling team took to social to spread the word, Holm says they have done five larger cleanups and dozens of smaller ones. In the past year, he estimates that they have been able to remove 25,000-35,000 pounds of trash from the desert in North Phoenix. They show no signs of slowing down. According to a recent Facebook post by the group, the February cleanup broke the record for the amount of trash they removed in a single cleanup, picking up and hauling away 6,380 pounds.

Those interested in getting involved with Don’t Dump in Our Desert can join the group on Facebook at “Don’t Dump in Our Desert – North Valley” or through groups in the Nextdoor app in the Anthem, Carefree, Cave Creek, New River, North Scottsdale, and Vistancia neighborhoods.

According to Holm, they plan to continue doing at least one clean up per month as long as the weather in the Valley permits. “Anybody that has a few hours on a Saturday morning can get involved,” he says.

A Deer Valley Teen Serves His Community and Becomes an Eagle Scout

or most teenage boys, the COVID-19 pandemic was a great excuse to stay inside and play videogames all day. But that wasn’t the case for one motivated Deer Valley Boy Scout.

Braeden Ferman, a high school senior, used the pandemic as an opportunity to help the community and earn his prestigious Eagle Scout ranking.

“Becoming an Eagle Scout represents an honorable, courageous and kind lifestyle,” says Braeden. “This demonstrates all my hard work and service to my community.

I am proud to have dedicated myself to a journey that takes many years. I am grateful for the skills I have learned and the people I met as a Boy Scout. Not many others my age have this unique experience and the life long memories that come with it.”

tended numerous camps, volunteered in the community, and built his Eagle Scout Project. In order to receive the Eagle Scout ranking, each candidate is required to earn 21 merit badges, serve six months as a Life Scout, and complete a leadership community service project. This is no easy task and only 4% of Boy Scouts earn the title of Eagle Scout.

For Braeden’s Eagle Scout project, he chose to help the endangered pronghorns that migrate through Arizona’s desert valley. He worked closely with Arizona Game and Fish and the Bureau of Land Management to remove barbed wire fencing in order to protect the pronghorns during their migration.

Due to COVID-19, Braedon had to complete this project with only nine volunteers instead of the typical 15 or more, to ensure the safety of all participants.

However, with social distancing and

mask-wearing precautions, this project was completed and helped the wildlife in the Sonoran Desert.

When he isn’t spending his time protecting the endangered pronghorns, Braeden helps his younger siblings in their scouting careers. At just 14-years old, Braeden became a Senior Patrol Leader for his younger brother’s troop. Here he helps 86 boys learn the ways of the Boy Scouts.

Community Outlets at Anthem Commissions Student-Created Mural to Spread Love, Kindness

F

or most people in the Valley, 2020 wasn’t exactly the year they hoped for. But as history has shown, adversity often leads to bursts of inspiration and creativity. That was the case for a local teen who was chosen to paint a one-of-a-kind Love Wall mural at the Outlets at Anthem.

Chloe Merriweather, a senior at Mountain Ridge High School, is passionate about art. For years she has been honing her artistic talent, working on everything from sketches and paintings to photography. When she learned she was chosen by Outlets at Anthem to create the Love Wall, Merriweather was grateful to design something that would bring joy to so many people in Phoenix.

“Now more than ever the world is hungry for connection and love in this very chaotic time,” says JoAnn Truax, Director of Real Estate Operations and Marketing at the Outlets at Anthem.

“We were motivated to have the custom

mural and selfie wall installation created as a way to inspire people to examine what’s important right now – love, kindness and connectivity.”

Merriweather was tasked with designing artwork to exemplify good vibes, love and community spirit in a time when people feel especially disconnected because of the global pandemic. The special mural is roughly 40 feet wide by 30 feet tall with a multicolored heart as the centerpiece. The radiating heart measures about 10 feet tall and is painted in various shades of red, pink and white for a trendy, monochromatic look.

Surrounding the heart, shoppers will see colorful Xs and Os. The artwork took two days to complete and Merriweather’s mother assisted her on the enormous undertaking.

“I’ve never created such a large piece. That was a big challenge and I was excited to take it on,” says

Merriweather. “I hope my artwork inspires more people to capture their own moments of fun, love and laughter with friends and family. It may seem like a simple thing, but the memories will last a lifetime. Ideally, I want this art to remind people that we need to reevaluate what’s important in life - to not sweat the small stuff and to choose happiness and love as our guide.”

Now that it is complete, people from

across the state are encouraged to visit Outlets at Anthem and use the artwork as a social media backdrop to help spread the love and kindness message.

Kids’ Corner HELPING STUDENTS THRIVE DURING TRYING TIMES LEADERSHIP SOCIETY OF ARIZONA OFFERS A SUMMER PROGRAM FOR TODAY’S TWEENS AND TEENS

S

eventh through twelfth grades are years of big changes where young students go from tweens learning to juggle multiple classes to seniors making decisions on what to do post-graduation. During these formative years, while learning core academic subjects is important, learning soft skills such as leadership, teamwork, time management, and more, is also vital. Whether your student has been learning online this past year or in the classroom, chances are that they could benefit from some one-onone guidance and tips on how to thrive during even the most challenging times. This is why the Leadership Society of Arizona (LSA) was created.

Dr. Jacob Kashiwagi is the chairman of LSA. He shares that the LSA’s leadership model is based on 28 years of business management research, which commenced at Arizona State University (ASU).

His father, Dr. Dean Kashiwagi, and he taught skills originally intended for businesses and organizations to students at ASU.

“We taught honors courses at ASU that took the business model of running an organization more efficiently and helped students to use those skills in their own lives,” Dr. Kashiwagi says.

“These skills included deductive logic and leadership and the students loved it. Classes were always full and often students’ grades and lives improved.”

This leadership model (known as “The Best Value Approach” business model by Dr. Dean Kashiwagi) has been developed through 2,000+ global projects valued at over $6.6 billion. LSA has adjusted this model for teens, parents, and teachers. They have supported over 2,300 students in seven years, according to the organization.

While teaching this model at ASU, two then-students, Jake Gunnoe, PhD, and Alfredo O. Rivera, PhD, received funding to take these same principles and create a way for them to help high school students from all different backgrounds. Through this new team, LSA was born.

“In college, I felt unprepared for the real world. I was stressed and lacked direction,” says Gunnoe.

“I co-founded LSA to help students find stability, direction, and confidence before they get to college.”

LSA is comprised of researchers, educators, and consultants. Since 2013, they have been developing tools and processes to improve the delivery of educational services. They use an industry-proven professional development model to support students, parents, teachers, and professional organizations. This summer, local students have the chance to learn these tools through LSA’s one-of-a-kind online summer program.

“We have found that stability, happiness, and success come from understanding leadership and social skills,” according to the organization. “But you cannot force teenagers to learn these principles. Students must learn how to apply them in their own lives and at their own pace.”

In this program, which uses Dr. Kashiwagi’s NoInfluence Method mentoring program, students meet four days a week for three weeks for fun and interactive activities that relate to their interests. Students work one-on-one with a certified life coach to set goals, form successful habits, and plan for their futures.

“The online summer program is very individual based; the instructor to student ratio is as high as 1:3,” says Dr. Kashiwagi. “This allows for more interaction time. The program is activity-based and flexible, and it’s perfect for students who, because of this, can practice socializing.”

SOME OF THE ONLINE SUMMER PROGRAM’S HIGHLIGHTS INCLUDE: • Objective: Have fun and teach students principles of success that lead them to live happier lives.

• Timeline: 3 weeks, 4 days per week, 1 hour classes • Platform: They use a highly interactive online platform called Remo. It allows students to work in smaller groups. This allows for more activities, networking, and discussion.

• Individual Coaching: Each student works one-onone with a life coach every week.

• Additional Resources: Access to a library of 20 hours of additional lessons and material.

“Every day, students will meet in a virtual class to complete activities and team building. Each week, courses will focus on a specific topic proven to make professionals more successful,” according to LSA. “During one-on-one coaching calls, coaches will get to know their students and help them with what they want (e.g. develop hobbies, create routines, strengthen relationships with family, and overcome personal challenges).”

This course is for students ages 12 on up (junior high through high school) and, to help families during the pandemic, is available at a significantly lower rate than in years prior. For families who need the help, Dr. Kashiwagi shares that scholarships and financial help is available.

In addition to the summer program, LSA also offers workshops, free classes, an active YouTube channel, and even a free parents course online. They do this all while maintaining a zero operating budget as a nonprofit.

id you know there is state funding for disabled individuals after high school to continue a productive daily program?

To qualify for the state reimbursement, your loved one must meet the following criteria for the Division of Developmental Disabilities (DDD): a person or guardian must voluntarily apply; be an Arizona resident; be diagnosed with a developmental disability which arose before the age of 18 and is likely to continue indefinitely; and there must be significant limitations in daily life skills related to the disability. Qualifying diagnoses include: cerebral palsy, epilepsy, intellectual/cognitive disability, down syndrome, and autism spectrum disorder.

The state-funded programs have a list of qualified vendors and will submit your application through the state server for the contracted qualified vendors to view. This allows the vendors to contact you. Doing your own research via social media or your local chamber of commerce is also a great start. In addition, most Valley high schools have a transition counselor that can refer you to a productive daily program serving your area.

It is crucial to choose a program that provides an education to meets your loved one’s needs. Make sure the academy you choose is not just a daycare and the aid assigned speaks the native tongue of your student to ensure appropriate communication. It is important to be cautious during your search because there are many programs that place all students at the same level. This only provides a holding place without the interaction and high-level learning that can help a student reach their full potential and accomplish their adult goals.

Another aspect to look for is an intimate setting. It is beneficial when the program offers no more than a four to one ratio. This maximizes the attention to each individual’s needs and provides extra precautions with current pandemic concerns. Also, many qualified programs provide transportation services to help families that are concerned with travel restrictions.

Transportation services also open up your search options to find a better fitting program without the concern of travel constraints.

DVUSD Recognizes Teachers and Rookies of the Year

he DVUSD Governing Board recently began recognizing the 2019-20 Teachers and Rookies of the Year and will honor additional teachers during future Board Meetings. Deer Valley Education Foundation (DVEF) Board President Charly Filipek presented the honorees.

Each year, the Deer Valley Education Foundation holds an extensive nomination, application, and interview process to identify the DVUSD Teachers of the Year. The recipients are awarded with a check for $500 and a trophy. The program is sponsored by: Discover Financial, McCarthy Building Companies, Valley Schools, Chasse Building Team, Gary and Diana Feldman on behalf of Jonah Feldman, DKG, and Grad Photography. The remaining DVEF Teachers of the Year will be honored at upcoming DVUSD Governing Board Meetings.

Real Estate Is This a Bubble?

Cautious homeowners with long memories are viewing the surge in home values with an understandable measure of concern. The real estate crisis of 2008 left so many people nursing their financial wounds that any hint of a downturn in today’s housing market brings back feelings of panic from 13 years ago. In other words, people are wondering if we’re getting ready for a repeat of the dreaded real estate bubble.

According to the experts, the answer is NO. Here are three reasons why: 1. Many of the problems of 2008 stemmed from bad lending practices such as stated income loans. America’s big mistake during the housing bubble was “… the rush to lend money to homebuyers without regard for their ability to repay,” says Susan Wachter, a real estate professor at the Wharton School of Business.

That same freewheeling approach to lending does not exist today.

2. Lenders have clamped down on investor mischief. Unlike the typical homeowner who is motivated to meet his/her mortgage obligations, many investors in years past bought multiple homes with no downside risk. If the market were to collapse, they could simply walk away from that second or third home without worrying. And that’s exactly what happened. Banks are now properly vetting the credit worthiness of borrowers, ensuring there is more protection in the event of a loan default.

3. The current frenzy of homebuying activity has been tempered by low inventory and rising values of homes. Cash offers are commonplace, eliminating risks associated with loan default. And in the event a homeowner is unable to meet his/her financial obligations, that home can still be sold at a premium.

During the bubble these houses would have otherwise gone to foreclosure, further contributing to the problem.

During the bubble, declining home values fell even faster and further as waves of foreclosed properties hit the market. Local lending professional Josh Heape of Canopy Mortgage explains what homeowners experienced in the 2008 real estate crisis: “Imagine sitting in a boat that was already sinking… and then someone drops a piano into your boat. Or five pianos. That’s what it felt like for people watching their home values decline. Thankfully, the potential for that type of downward pressure has now been minimized through changes made by lending institutions.”

While the current rise in home values may seem a little fast for some people’s comfort zones, the experts at Fannie Mae, Freddie Mac, and the Mortgage Bankers Association are predicting overall home appreciation in the area of 2-3% for this year. The market may cool off a bit this year. But a “bubble?” Not even close.

Censor: Censor reminded me a lot of the Swedish film Evil Ed, and that’s not a bad thing. While it may lean a bit too hard into the ambiguous nature, the lead performance by Niamh Algar makes you buy into the unnerving feeling emanating from the world created by the story. Of the films I previewed at the festival, Censor is one of the most impressive in terms of its technique, especially with the production design and editing. The film almost perfectly recaptures the style and look of old 70s and 80s horror films that it tributes. It could have gone a bit further with how it handles the feelings of guilt and the line between fiction and reality, but those shortcomings don’t in any way ruin the film for me.

On The Count Of Three: This film could have easily gone sideways with such a tricky subject matter.

Fortunately, Jerrod Carmichael, one of the festival’s major actor-to-director debuts, handles it masterfully. He treats the subject of mental illness and depression with the care they deserve while also bolstering the script’s clever usage of dark comedy. Carmichael and his co-star Christopher Abbott show us believable performances and demonstrate what truly great chemistry can do for a film. On The Count of Three all comes together for a sincere and brutally honest story that works.

Mass: For nearly two hours, director Fran Kranz makes a conversation between two couples feel more intense than most action movies.

The lead actors of Mass (Jason Isaacs, Martha Plimpton, Ann Downd and Reed Birney) demand your attention throughout the film by conveying uncomfortable feelings and grief in ways that make you feel as if you are part of the group. Kranz continues to reel us in by showing off his behind the camera talents, bringing you in and giving you your own seat at the table.

This film keeps a steady pace, and the writing has some truly devastating dialogue. Mass is a wonderful example of a one-location set film using all of its limits to their fullest potential.

The Sparks Brothers: If you’re a fan of both Sparks and Edgar Wright, you’ll more than likely enjoy this latest collaboration, The Sparks Brothers.

Creating a story that is far more entertaining to watch than your usual talking heads documentary, the duo’s stories are likable, and their creative process keeps you entranced throughout the film. If there is one issue, it’s that the documentary doesn’t have much in terms of conflict. The Sparks Brothers is a mellow and overall good film for newcomers or longtime fans.
