Activity Instructions We want you to tell us about a problem you think your neighborhood is currently suffering from and how you would like to combat/solve it.

Guidelines & Directions You can talk about your own neighbourhood or about something you might have seen somewhere else. E.g. Kids under the block like to play football. PART 1: P FOR POLICY

What is a policy? A policy is a system of guidelines set by your debate team. It can also be referred to as implementing a procedure by a governing body to reach the particular goal of the debate. It is the way you intend to execute the planned proposal.

Example: THBT all students have to volunteer for community service. The expectation from a policy would be to show: What type of community service is included How many hours will students be required to give Is it graded or just a pass/fail mark Are there punishments for students who skip them What other considerations should be part of the policy?

Lets try this with another example: THW ban plastic surgery [e.g. making their eyes bigger or nose smaller] A policy would be to show how exactly you want to carry out the ban the punishments that would be handed out (if anyone were to perform or undergo the procedure secretly!)

How to construct a policy Construction of a policy is very simple if you are clear on what you want to achieve by the end of the debate. There are a few guidelines to consider when constructing a policy:

Goal What do you want to achieve by this policy?

Stakeholders Who are the important stakeholders in this policy and how do we manage them?

What do you want to achieve by this policy? We want to give communities the ability to decide how police officers should act in their area.

Members of the community: We will ask them to vote in community hall elections. They should select “Yes” or “No” How do they ‘decide’?

How do we execute this policy? We execute it by showing the cases in which guns came in handy and how police officers would handle the situations if they didn’t carry a gun. We will also host community debates so that people on both sides can discuss the pros and cons. MODULE BY

Are there any exceptions to this policy?

It applies to everyone who is above the legal voting age of 18, however it is not mandatory to vote. Police officers cannot vote.

What do you want to achieve by this policy? We want to stop people from being hurt when they get plastic surgery done.

How are you going to execute this policy? Hospitals and doctors will not be allowed to offer cosmetic surgeries.

Let's do another sample motion using the guidelines: THW ban plastic cosmetic surgery How do we execute this policy? We execute it with strict monitoring by police and health officials. Anyone breaking this law will be fined and doctors may lose their license. Patients will also be fined.

You should also use a policy in situations where you feel the opposition may come up with questions to hurt your arguments. For example, it is likely your opposition will ask that some people need cosmetic surgery as a life-saving procedure. You make those victims an exception in your policy even before they get to ask you about it.

Government and opposition policies have Equal Capital / Resources When both sides are arguing about passing different policies or solutions to the same problem, debaters and judges should assume that both teams will have the same amount of resources (e.g. money, time, and effort by people) to make their policy happen. E.g. If you can pay villagers to move out, you can use the same money to buy another plot of land for the airport. E.g. If you can close the beach on Sundays, you can also close the beach on other days and other times.

Community Service and Personal Growth Community service does not help the community alone but also helps us grow as human beings when we participate in them.

Increased empathy and understanding Working within a community exposes us to individuals with diverse backgrounds, experiences and challenges. This exposure helps us understand the struggles faced by different individuals and be more compassionate towards them.

Building Leadership skills While working within the community there will be times when you will have to take initiative, organize events and coordinate projects to help people. This will help you develop leadership qualities over time.

Activity Instructions There has been news that a new cement factory will be built in your area. Even though it will bring in employment, you and the leaders of the community are worried that the factory will destroy the environment and the beauty around the neighborhood. There are also valid concerns about the health of community members as the factory will be releasing toxic smoke while operating. You have taken up the responsibility to stop this factory from being built at any cost. Your job is to create a policy or a course of action as to how you and the community members can organize protests and pressurize the government to stop this factory from being built. In your speech, outline the policy and cover the following information: 1. How many people do you want in the protest? 2. How do you plan to let people know about the protest? 3. What accessories do you want to bring to the protest ? (oxygen masks, placard etc) 4. How do you plan to protest? (marching, human chain. Here’s a recap of what we learned today: 1. A policy is a procedure through which you can show how you will execute the changes mentioned in the topic. 2. Policy is usually required in a motion wanting to pass a new law and topic starting with “This house would” usually requires a policy. 3. In every motion, the Government has fiat, which means the government is allowed to assume that the motion will be approved by the parliament. 4. Government and Opposition have equal/capital resources in all debates. Hence the policy/solution each side proposes also has to match the resources they have. 5.
