01. Why build a new power plant?

The world is constantly in motion, and our electricity needs are also changing.

For several years, the demand for electricity has been steadily rising. In the future, the use of electricity will enable us to drastically reduce our CO2 emissions from industrial and household sources. Additional production capacity is essential to guarantee the security of supply for our country and to meet the demand for electricity generated by electrification. That is why we are constructing a new power plant capable of rapidly producing the required amount of energy when consumers

need it the most. Controllable, flexible with the highest performance available, the new power plant in Seraing is the perfect supplement to renewable energy sources. It will make it possible to ensure the continuity of supply whenever there is not enough wind or sunshine.

02. Why a power plant in Seraing?

History Its history goes back 30 years: the current Seraing power plant was built in 1994. Since then, it has provided electricity to 500,000 households and created over 40 direct jobs. After more than a quarter century of reliable service, the current plant is approaching the end of its lifespan. In addition, Luminus has been committed to industrial continuity by maintaining its local presence and the lasting bond with the town and its inhabitants. The new power station also has the advantage of being a brownfield project, benefiting from the current location and minimising impacts by reusing the existing site in an area that would otherwise remain unaffected.

Commitment to local economic activity Our historical attachment to Seraing is fully in line with the approach adopted by Luminus, from the plant’s construction to its commissioning: the electricity is locally produced, the construction site and its hundreds of workers generate economic activity in the region and local jobs are created in the long run.

03. A future-proof power plant?

That’s right! The new combined cycle power plant in Seraing is one of the most efficient power stations in Europe.

With a capacity of approximately 870 MW, its efficiency is estimated to be 63%. Its CO2 emissions per kWh generated will be 20% less than those of the current power plant.

and its partners AGC and Materia Nova are conducting an industrial study into hydrogen production by means of plasma pyrolysis (hybrid methane pyrolysis). The objective is to evaluate this decarbonisation option for the future plant through the injection of hydrogen.

The new power station has been designed to be future-proof: the technology chosen could in the long run allow us to use green gas, carbon capture and storage (CCS) or alternative energy sources that will further reduce CO2 emissions. Luminus

Thanks to its varied energy mix, Luminus pursues the ambitious decarbonisation objective of the European Union: zero CO2 emissions by 2050.

04. What will happen with the current power plant and cooling tower?

Nothing is lost, everything is transformed! Luminus is committed to achieving real complementarity between the current and new power station, located side by side at the Val industrial park in Seraing. For this reason, Luminus plans to convert the existing plant into peak units, as a

complement to the new power plant.

This conversion into open-cycle turbines with a capacity of 310 MW will allow the gas turbines to function on their own. The cooling tower will be exclusively dedicated to the new power plant, so there will not be a second cooling tower.

05. How does a combined cycle power plant work?

Simply with water and natural gas!

The process consists of four steps.

First, natural gas is burnt in the combustion chamber of the gas turbine. Second, the hot combustion gases drive the turbine which is connected to a generator to produce electricity a first time. The third step takes place at the exhaust of the gas turbine. The combustion gases go to a waste heat recovery boiler. There, water flowing through tubes is heated

and turned into steam. The hot steam drives a steam turbine connected to a generator to produce electricity a second time. Hence the name “combined-cycle gas & steam turbine”.

This process enables gas-fired power plants to perfectly respond to the demand for power: they immediately generate the amount of electricity required by consumers and can be shut off quickly in case of abundant wind or sunshine.

06. What is the planning for the works?

Construction commenced in 2022.

The power plant will be fully operational by 2025.

Site preparation began in April 2022, with development work, the deconstruction of the historic Valfil site and soil decontamination. The worksite then began, taking into account the conclusions of the impact studies in

order to limit the inconvenience for local residents. The foundations are for the buildings, structures and equipment such as the boiler, gas turbine and steam turbine. The plant will be commissioned in 2025 following a test phase.

07. What about mobility?

The construction site of the new power plant can be accessed via the roundabout of Val Saint Lambert on the RN90 road and Rue du Barrage.

This road is suitable for cars, delivery vans and trucks that need to go to the construction site.

Waterway transport up to the Euroports Inland Terminal is prioritised for a maximum number of deliveries, including

components with large dimensions.

To ensure uninterrupted access for the activity of the current power plant, it is accessible via Rue de la Barrière, situated on the other side of the site.

08. How will the construction of the power plant contribute to the local economy?

The objective of Luminus is that a construction site of such a scale contributes to the local economy.

Numerous workers will come to the site and discover the town as well as its shops, services and activities.

Luminus will provide them with useful information about the town’s

commercial centres, encouraging them to make use of local businesses.

Hundreds of people will be needed to complete the construction phase.

What’s more, the new power station will maintain and even increase employment at the Seraing site during its operation.
