While demand growth has moderated in certain regions, long-term fundamentals remain strong, particularly as emerging markets continue to industrialize and energy transition efforts drive innovation across our industry. At the same time, feedstock variability, geopolitical influences, and regulatory developments are creating both challenges and opportunities for producers and stakeholders alike.

As the educational affiliate of Associated Builders and Contractors Greater Houston (ABC), CMEF develops the next generation of skilled construction professionals through craft training, leadership development, and workforce education. Founded in 1988 to address Houston’s skilled labor shortage, CMEF provides NCCER-accredited training that strengthens our industry and community. CITY OF LA PORTE The City of La Porte is advancing a major sidewalk improvement initiative to enhance safety, accessibility, and mobility for pedestrians, bicyclists, and transit users.

Funded through a 100% reimbursement agreement with Harris County Housing and Community Development, the project includes new sidewalks, upgraded crosswalks, and ADA-compliant ramps across key corridors. A major component is the widening and upgrading of sidewalks along S. Broadway Street between the Recreation and Fitness Center and Fairmont Parkway. This sidewalk project is part of a broader $1.5 million mobility effort that encompasses 5 similar projects around town.

EXXONMOBIL Start-Up of ExxonMobil’s Third Advanced Recycling Unit: In February, ExxonMobil started up its third advanced recycling unit, bringing total capacity up to approximately 250 million pounds per year at the company’s Baytown facility. Since the start of the first unit in 2022, the company has processed nearly 150 million pounds of plastic waste that might have otherwise been burned or buried.

Advanced recycling is an effective and necessary technology to recycle more plastics. It is a complement to mechanical recycling, focused on harder-torecycle plastics such as e-commerce packaging, artificial turf, and food packaging. Supportive policy frameworks are essential to accelerate a more circular economy. That’s why we’re in support of federal legislation that would officially recognize advanced recycling as recycling and establish clear standards for recycled content claims, providing clarity for both industry and consumers.

Construction Begins on ExxonMobil’s Refinery Reconfiguration Project: In January, ExxonMobil hosted local officials to officially break ground on a major new investment – a refinery reconfiguration project. The project will retool three existing hydrocracker and hydrofining units, shifting some of the site’s gasoline production to higher-value products like diesel fuel and lubricant base stocks. The project will also produce Group III base stocks, making ExxonMobil the sole supplier of Groups I through V base stocks.

INDUSTRIAL SAFETY TRAINING COUNCIL ISTC’s Safety Academy: Driving Growth Through Targeted Training and Measurable Impact For more than 30 years, Industrial Safety Training Council (ISTC) has delivered scalable safety solutions that evolve with industry demand. Today, that commitment is reflected in the rapid growth of ISTC’s Safety Academy, an instructor-led program built around the 12 Life-Saving Rules and designed to address the leading causes of serious injuries and fatalities.

In just eight months, more than 14,000 workers have completed the curriculum, fueling expansion from Beaumont to Baytown and positioning the program for regional replication. SAN JACINTO COLLEGE San Jacinto College expands CDL training. San Jacinto College is expanding access to high-demand workforce training through a new partnership with FleetForce, which will support the delivery of its Commercial Driver’s License truck driving program. The partnership with FleetForce reflects the College’s continued commitment to providing industry-aligned training that leads directly to employment in essential fields across the region. Commercial truck driving plays a critical role in supporting supply chains, infrastructure, and economic growth across the Gulf Coast Region, and San Jacinto College is focused on preparing students with the skills and credentials needed to enter the workforce quickly and successfully. SESCO CEMENT SESCO Cement launched their new driver incentive program in March 2026.

SESCO appreciates that drivers have flexibility to choose where they load cement.

Pricing and product quality matter, but driver experience and convenience are also key factors in deciding where to load.

SESCO seeks to reward drivers who are repeat customers. Each time a driver loads at SESCO, they earn points.

Points may be redeemed for coffee and snacks, gift cards and cash prizes.

To participate, a driver must meet certain criteria such as safety and environmental procedures. By recognizing regular drivers, SESCO will build loyalty and promote safety and compliance.

SESCO Cement is the largest cement importer on the Houston Ship Channel. The Houston terminal operates around the clock, ensuring contractors have uninterrupted access to material whenever the job demands it.

STERLING CRANE USA Sterling Crane USA recently partnered with the Construction Careers Academy to help inspire the next generation of skilled trades professionals. Team members visited the academy to introduce students to real-world career paths in crane operations, rigging, and heavy lifting, providing insight into the critical role cranes play across construction and infrastructure projects.

MEMBERS IN MOTION TALKE Industry Partner of the Year Award: TALKE USA has been named Industry Partner of the Year by the Mont Belvieu Area Chamber of Commerce, recognizing the company’s operational excellence, long‑term partnerships, and active involvement in the local community. The award was selected by a unanimous vote and presented at the Chamber’s Annual Excellence Awards, where TALKE USA was nominated alongside several major companies operating in the region.

This recognition highlights TALKE USA’s role as a trusted logistics partner in Mont Belvieu and acknowledges its support of community initiatives, including the Recycling Support Center as part of the Chambers County Recycling Collaboration. The award reflects TALKE USA’s continued focus on Transformational Growth, strengthening execution, deepening partnerships, and contributing to responsible, sustainable development within the communities it serves.

Richard Heath’s Re-Election: Richard Heath, President & CEO of TALKE USA, has been re‑elected to the Board of the Baytown–West Chambers County Economic Development Foundation, continuing his role in supporting regional economic development initiatives. The Foundation’s board helps guide efforts to attract new businesses, support industry growth, strengthen infrastructure, and develop the local workforce.

Through this role, Heath contributes to initiatives that promote long‑term economic resilience and responsible development across the region where TALKE USA operates. His continued service reflects TALKE USA’s commitment to active community engagement and reinforces the company’s involvement in shaping a strong, sustainable regional economy.

TOTAL TENT SOLUTIONS 1.5 Million Square Feet Supporting Houston Port Region Projects: Capital investment across the Houston Port Region continues to drive demand for engineered clear-span structures.

Total Tent Solutions is currently supporting that activity with more than 1.5 million square feet of deployed structure space across 290 active and completed project sites.

These structures support a wide range of industrial and commercial needs, including refinery turnarounds, climate-controlled equipment storage, temporary warehouse space, and facility expansions. By providing dependable swing space where and when it is needed, clear-span structures help companies maintain continuity, improve site efficiency, and keep critical work moving.

VIZION CRANE Vizion Crane Expands Footprint in Houston Port Region: Vizion Crane & Industrial Support, LLC continues to scale its presence in the Houston Port Region, marking a strong start to 2026. The company recently acquired a 4.3-acre headquarters site, positioning Vizion for expanded operations, equipment storage, and future growth initiatives. This investment reflects ongoing demand for reliable lifting and industrial support services across infrastructure, energy, and commercial sectors.

In addition to its physical expansion, Vizion has grown its team to 17 employees, strengthening its operational capacity and project delivery capabilities. As regional development accelerates, Vizion Crane remains committed to supporting critical projects with safe, efficient, and responsive lifting solutions—contributing to the continued growth and resilience of the Gulf Coast industrial market.

D.C FEDERAL PRIORITIES TRIP A leadership team organized by the Economic Alliance traveled to Washington DC and was led by over 50 members including Local Elected Officials, Business Organizations & Associations, Port Houston and Maritime Advocates, Educational Partners and their students, and the Private Sector. Over 3 days the Economic Alliance Leadership Team conducted over 40 meetings with Senate, Congressional, and Association representatives, along with an Orientation Dinner, and a Congressional Reception to discuss the Houston Port region’s Federal Policy Priorities. The goal of the advocacy trip is to communicate the region’s legislative priorities clearly, seek federal support and funding for local projects, and advocate for legislation or policy changes that will benefit the Houston Port region.

Chad Burke and Greater Houston Freight Committee Co-Chair, Callie Barnes met with Veronica Chapa Gorczinski to discuss and strategize ways to fund the redevelopment of SH 225.

Chad Burke spoke at the American Fuel & Petrochemical Manufacturers (AFPM) International Petrochemical Conference.

He joined industry leaders for the panel, “Supply Chains Under Stress: How Leaders are Crafting the New Reality.” The discussion featured Jennifer Jewson, Chief Procurement Officer at LyondellBasell, and Claudia Moshiri, Director of Logistics & Trade Compliance at Brenntag, with Victoria King Meyer, host of The Chemical Show Podcast, serving as moderator.

PORT HOUSTON ADVOCACY PRIORITIES Chad participated in the Port Houston Advocacy Priorities meeting with key regional leaders. Discussed path forward to fund and construct transportation priorities for the port region.

D.C. ADVOCACY TRIP As part of more than 40 meetings in Washington, D.C., this group had the opportunity to meet with Congressman Morgan Luttrell’s office to discuss the Houston Port Region’s top priorities.

EXXONMOBIL BAYTOWN VISIT Chad Carson recently attended a behind-the-scenes tour and groundbreaking ceremony for the ExxonMobil Baytown Area Refinery Reconfiguration Project.

The project will help ExxonMobil shift production toward higher-value products, including high-quality Group III base stocks used in lubricants and dieselrelated fuels, while supporting long-term economic growth and local construction jobs in the Baytown area.

The event included project updates from ExxonMobil leadership and was attended by representatives from local and state government, community leaders, and media.

The tasting gave attendees the opportunity to preview menu selections while continuing conversations around leadership, collaboration, and creating meaningful experiences for future luncheon guests. The Women in Alliance Task Force looks forward to another great year of connecting and empowering women across the region.

ECONOMIC DEVELOPMENT TASK FORCE Launched the first Economic Development Task force industry tour, The Process, initiating a series designed to strengthen stakeholder understanding of the petrochemical manufacturing process.

The first tour stop included 30+ Economic Alliance members at the LyondellBasell Center for Petrochemical, Energy & Technology, highlighting workforce training capabilities and industry collaboration.

The Women in Alliance Committee is dedicated to showcasing female leaders across our industries and fostering empowering conversations around their achievements and impact.

Through signature events like the Women’s Leadership Luncheon, we provide meaningful platforms to highlight exceptional women, share their stories, and celebrate their leadership. These initiatives are designed to inspire, uplift, and connect women throughout the Houston Port Region—strengthening both personal growth and the collective success of our community.
