The Houston Port Region continues to be one of the world’s most powerful engines of economic growth. Over the past 15 years, the region has secured 87 projects, creating 4,725 jobs and generating more than $19.5 billion in capital investment.

While growth has moderated market softening, inflation pressures, and policy uncertainty, the overall trajectory remains positive. Few regions in the nation match the Houston Port Region’s economic vitality, and the Economic Alliance is proud to champion a community that drives both Texas’s economy and America’s industrial strength.

Although petrochemical investment is currently paused, activity is expected to resume by late next year. In the meantime, a strong project pipeline is emerging for 2026, fueled by bio-based manufacturing, carbon capture and storage, rising energy demand supported by natural gas generation, and continued expansion at Port Houston.

More than impressive statistics, the Houston Port Region is where innovation meets infrastructure—powered by a resilient workforce, world-class training institutions, and strategic investments that position the region for sustained global competitiveness.

ECONOMIC ACTIVITY IN THE HOUSTON PORT REGION

The Houston Port region’s make up is so unique that there is not a blueprint of how to strategize to improve our economic development activities/assets, transportation infrastructure, workforce development entities and investment protections. For this reason, Economic Alliance has established itself as the convening entity in identifying, prioritizing, and promoting issues of Houston Port region significance.

Economic Alliance’s efforts in economic development and advocacy continue to eliminate unnecessary procedures so that representatives, government agencies, associations, residents, and our members/businesses can work together seamlessly. Our strategic approach directly impacts the growth and maintenance of the most sought-after region in the world for petrochemical, manufacturing, maritime and logistics operations.

The economic engine that is the Houston Port region is not only unique to this region but also the state and national economies. We are within one of, if not the largest, growth engines of economic opportunity of anywhere in the world! The ship channel is our priority based on the economic impact and the unique needs that come along with sustaining investment activity.

As mentioned, Economic Alliance exists with your support to market and grow a vibrant regional economy through Economic Development activities.

How have we been doing this? Interacting with members, working closely with ED allies and fielding requests from brokers, site selectors and the Governor’s Office.

Our 87 economic development wins are proof that we provide a professional relationship to navigate the multiple facets of the expansion process in the Houston Port region, including the facilitation to our economic development support/ solutions network.

These services may include:

• Conducting real estate searches of existing and greenfield locations for expansion/relocation

• Participation and coordination of site-selection trips/briefings and orientations of the Houston Port region/Harris County

• Facilitate access to data (via partners) on key business factors that highlight the Houston Port region as a destination for investment and job creation

• Provide guidance in evaluating and applying for State and Local incentive and workforce programs

• Advocacy for projects on issues pertaining to permitting and regulation with State and Local entities

• Mobilization of our key board members, allies, partners to ensure project success

Economic Alliance is a viable resource/solutions provider to Houston Port region businesses, members, economic development allies and partners.

In 2025, Economic Alliance supported 3 companies that comprise the most influential energy and trade corridors in the world to create livable wage jobs and secure asset investments

These 3 “wins”: consisted of - $325M in capital investment, 31 direct jobs. The industry make-up of the wins was as no surprise being petrochemical and support operations.

WHY TÜRKIYE MATTERS FOR HOUSTON PORT REGION COMPANIES

Türkiye has emerged as a resilient, fast-growing economy that combines investor-friendly policies, deep technical talent, and exceptional market access at the nexus of Europe, Asia, and Africa. For companies in the Houston Port Region—particularly in energy, petrochemicals, logistics, and advanced manufacturing—Türkiye represents not just a transit point, but a strategic platform for production, distribution, and innovation.

Over the past two decades, sustained reforms and infrastructure investment have driven strong results. Since 2003, Türkiye has attracted more than USD 280 billion in foreign direct investment, and today over 87,000 international companies operate across the country. CITY OF LA PORTE

The City of La Porte’s newly created Keep La Porte Beautiful Committee (KLPB) has quickly begun enhancing the City’s public spaces and visual appeal. Since its first meeting in July 2025, the 15-member volunteer committee has delivered a formal landscaping budget recommendation for the City’s 2026 fiscal year, advised on priority beautification improvements at City-owned properties, and issued a formal recommendation for a sound wall with integrated landscaping in a local neighborhood.

The committee also marked its public debut with a Texas Arbor Day tree-planting event that added 19 new trees to a community park. Working closely with City staff, KLPB is already strengthening La Porte’s long-term planning, environmental goals, and public space investments.

CHEVRON PHILLIPS CHEMICAL

Stronger communities, brighter futures: CPChem makes positive local impact in 2025 In

2025, CPChem’s Cedar Bayou and Pasadena Plastics facilities continued to demonstrate the power of people coming together to help strengthen local communities. From volunteering to supporting local charities and nonprofits, CPChem’s employees worked hard towards making a positive impact that extends far beyond the fence line.

Cedar Bayou and Pasadena Plastics Complex local impact for 2025:

• 135 employees volunteered across both sites

• Roughly 2,279 volunteer hours recorded at an estimated economic value of $76,324 in volunteer labor

• Support for 15 charities provided throughout the Baytown area and Pasadena

• $276,445 in charitable dollars donated directly to local non-profits

ECONOMIC ALLIANCE HOUSTON PORT REGION

is a nonprofit business-led organization whose mission for over 40 years has been to grow a vibrant regional economy through economic development. This effort is supported by public policy, workforce development, transportation/infrastructure, quality of life and thought leadership initiatives.

DIAMONDBACK WORKS

Diamondback Works continues to support the growth of renewable natural gas (RNG) infrastructure across the United States, delivering full turnkey construction services from site preparation through mechanical completion and commissioning support. The company self-performs 95% of construction scopes, providing clients with a single, accountable partner throughout the life of each project.

Recent RNG work includes the delivery of five RNG facilities over the past year, all constructed from the ground up. Three of these facilities are fully operational with gas currently flowing, while two additional projects are underway in the early phases of construction. In addition to new builds, Diamondback Works continues to provide ongoing maintenance services at multiple RNG sites. By self-performing civil, structural, mechanical, electrical, and specialty scopes, Diamondback Works maintains direct control over safety, quality, and schedule while reducing coordination risk for project owners.

Supporting this turnkey delivery model is Diamondback Work’s apprentice program, which continues to grow skilled craft professionals across multiple trades. Over the past year, the program supported over eighty apprentices, contributing more than 40,000 hours of on-the-job training on RNG projects nationwide. The program strengthens workforce continuity while developing the next generation of skilled tradespeople to support long-term industrial and energy infrastructure needs.

Unlike traditional contractor models that rely heavily on subcontracting, Diamondback Works self-performs the majority of work required to deliver RNG facilities from the ground up. This integrated approach allows for tighter coordination between disciplines, faster decision-making in the field, and consistent execution standards across projects nationwide. As demand for RNG infrastructure continues to expand, Diamondback Works remain focused on delivering safe, efficient, and fully integrated construction solutions that support client objectives and long-term facility performance.

SAN JACINTO COLLEGE

Named among top 200 colleges in the nation!

The Aspen Institute has named San Jacinto College as one of 200 community colleges nationwide eligible to compete for the 2027 Aspen Prize for Community College Excellence – the nation’s top recognition for two-year institutions. Colleges were selected based on strong student outcomes, including retention, completion, and transfer rates.

The designation highlights San Jacinto College’s continued focus on student success, workforce readiness, and economic mobility for the region it serves. The selected institutions represent the full diversity of the community college sector, spanning urban, suburban, and rural areas across the country.

The rigorous Aspen Prize review process will continue through 2027, with semifinalists, finalists, and the $1 million prize winner announced in stages, culminating in spring 2027.

TALKE USA has opened a 150,000 sq. ft. warehouse in Baytown, Texas, strategically located within Cedar Port Industrial Park. This facility is forseen to handle hazardous and non-hazardous materials safely and efficiently. TALKE USA: Hydrogen (H2) Trucks

TALKE USA is advancing its sustainability strategy with the introduction of hydrogen-powered Class-8 trucks into its fleet. Through a partnership with Symbio and support from the THIVE grant program, two Freightliner Cascadia tractors will be retrofitted with fuel cell systems designed to deliver zeroemission performance.

Deployment is scheduled for early 2026 in the Houston area, marking a significant milestone in TALKE USA’s efforts to decarbonize logistics operations. This initiative is part of TALKE USA’s broader commitment to Crafting Responsible Logistics, integrating innovative technologies that reduce environmental impact while maintaining operational excellence. The hydrogen-powered vehicles will provide extended range and rapid refueling capabilities, offering a practical alternative to conventional diesel-powered transport. By investing in advanced solutions, TALKE USA continues to lead the way in creating sustainable practices for the chemical logistics industry.

CITY OF SEABROOK

Seabrook’s Growth Fueled by Diversifying Its Economy.

The City of Seabrook is strategically positioning itself for growth by diversifying its economic base. It has attracted industrial development, such as The Freezer and Quiet Warehouses with a combined $22 million investment. Both projects recently broke ground and will contribute substantially to Seabrook’s economy.

The Edge at Seabrook Town Center is another largescale project consisting of multifamily, upscale apartments with over 300 units along the SH 146 corridor. It will also feature 37,000 square feet of retail, restaurants, and office space, which will bolster Seabrook’s economy.

Another key aspect of diversifying Seabrook’s economic base is to revitalize the Old Seabrook District and The Point District, which are both historic and part of Seabrook’s identity. “By preserving, revitalizing, and showcasing Seabrook’s historic districts nestled along the scenic Bay, Seabrook will maintain its character and distinctiveness, which will attract and promote tourism,” says Rick Guerrero, Director of the Seabrook Economic Development Corporation.

WOMEN IN ALLIANCE COMMITTEE

The Women in Alliance Committee is dedicated to showcasing female leaders across our industries and fostering empowering conversations around their achievements and impact.

Through signature events like the Women’s Leadership Luncheon, we provide meaningful platforms to highlight exceptional women, share their stories, and celebrate their leadership. These initiatives are designed to inspire, uplift, and connect women throughout the Houston Port Region—strengthening both personal growth and the collective success of our community.

This quarter, the committee planned and executed the last Women’s Leadership Luncheon of the year. With a sold-out crowd Julia Morales, sports anchor and reporter for Space City Home Network as well as the Houston Astros’ sideline reporter, pregame and post-game talk show star joined us in a fire side chat with Adam Winkler, Director of Media Strategy and Storytelling for Winkler Public Relations. Julia shared her journey and obstacles that led her to her career. Julia hung around to meet and greet our attendees, sold items from her pop-up shop “Baseball Ya’ll” and shared her book “Her Day at the Park” this Children’s book is a heartwarming and inspiring story about a young girl named Ruthie who visits the ballpark and discovers a world of exciting possibilities.

In November we enjoyed a Galsgiving event, where women brought an item that they thought every woman must have to exchange at the end of the event. We celebrated victories from 2025, enjoyed food and drinks, dancing and lots of networking activities.

BUSINESS GROWTH TASK FORCE

The Business Growth Task Force mission is to engage and serve the broad range of contractors and smaller companies that serve the owners and operators of the major operators that make up this important economic engine along and surrounding the Houston Ship Channel.

The Committee meets monthly—on the first Wednesday of every month at 9 a.m. in the Economic Alliance Board Room. These gatherings offer an open and collaborative space for members to share updates, discuss ongoing projects, and celebrate recent successes. Each meeting also includes a “Member Highlight,” giving attendees the opportunity to learn more about one of our valued member companies.

This last quarter we hosted our last Industrial Procurement Forum of the year. This forum included 2 panels moderated by Jeremy Osterberger, President & COO of BIC Alliance.

The Procurement & Project Managers Panel included:

WORKFORCE DEVELOPMENT

Mia Young, Workforce Development Director at Economic Alliance spent the day at Blanson CTE High School in Aldine ISD doing classroom presentations to Mr. Bingham’s students who are in the Logistics Pathway. This was the first WFD presentation of the year.

Jessica Moreno of Turner Industries and Mia participated in Channelview ISD’s Career Day.  They spoke to multiple Construction classes about the opportunities and the skills necessary to gain employment in the Petrochem, Construction, Logistics, and Maritime industry.

November 14, 2025 Mia attended Sheldon ISD’s Career Fair and promoted jobs in the Petrochem, Construction, Logistics, and Maritime Industries to CTE students in a variety of pathways.

Mia attended Santa Fe ISD’s Career Fair and promoted jobs in the Petrochem, Construction, Logistics, and Maritime Industries to students in 6th-12th grades.
