The Economic Alliance Houston Port Region, created in 1985, provides professional economic development services for the businesses and communities surrounding the 25-mile Houston Ship Channel. PRESIDENT’S LETTER I love the mission of this organization.

It’s simple, straightforward and easy to understand, and at the same time it allows us the leeway to determine how to accomplish that mission.

Simply put, our mission is to “grow the regional economy.” The primary deliverable for that mission is to add capital investment and jobs by doing everything we can to encourage companies to expand or locate to this region. That growth spurs indirect job creation, housing and retail demand, and adds critical tax base revenues to our cities, county, colleges and school districts, creating an ecosystem of economy and quality of life that is the American dream: good jobs, schools and communities in which to raise our families.

We’re fortunate to have Regina Lindsey leading the economic development efforts. Her experience with petrochemical manufacturing, permitting and all of the local, county and state incentives creates real value for companies looking to locate or expand here. We’re also tremendously effective because of our membership that contains key stakeholders in this region.

Relationships with leaders in all parts of this region help make us more affective in working with and landing potential projects.

Activities supporting that work include everything from real estate searches, state and local incentives, and permitting help, to simply mobilizing key members, allies and partners to ensure a project’s success.

In addition to the core business of economic development, we enhance our chances of winning those projects by working initiatives that strengthen our economic development case. Those include: • Public Policy work at the state and federal level to create an atmosphere conducive to business growth, • Freight Transportation & Infrastructure work to improve the region’s flow of goods and people, • Workforce Development program that ensures we can be competitive when companies determine costs to build, operate and maintain facilities; and finally, • Quality of Life work to support the local cities in their goal of creating great communities for family and fun We test everything we do against that great but simple mission. ECONOMIC GROWTH CONTINUES IN 2020

By Regina Lindsey This year has been a trying year for many of us, both personally and professionally. It is no different in the economic development world where an election and the advent of COVID-19 caused ripples in the minds of investors and businesses. However, we currently have 47 projects with a projected $10B of investment that would create 3,364 jobs, with five new projects entered since November 1st. This amounts to a higher than average amount of inquiries for the end of the year. The Economic Alliance has announced six wins this year that has attracted $900M in investment and created 920 jobs. Of these projects, we’d like to explore two more in-depth.

Horn Technologies and Services, part of a Chilean company that manufactures sodium hypochlorite, has decided to make La Porte home to its next location.

The project brings $200M in investment and creates 38 new jobs. The project is a good example of the breadth of value the Economic Alliance brings to the region.

After initially assisting Horn Technologies and Services with identifying appropriate land that had access to available feedstock, the Economic Alliance continued to help Horn Technologies and Services navigate the development process. First, there was a need for providing a list of transport companies and terminals to support movement of their product to public and private terminals as well as local engineering firms. We are pleased that they selected one of the Economic Alliance’s members. Since exports will be an integral component of their business, a relationship with the Port of Houston is necessary. The Economic Alliance successfully facilitated meetings between the two.

Infrastructure in unincorporated Harris County is always a concern. Working with CenterPoint Energy, Horn Technologies and Services was able to quickly receive the guidelines for determining easement needs and sufficient power and costs. The most recent assistance has been to help provide options for access to potable water.

This year we have also seen a transition in the percentages of industry sectors. The wins and new projects have seen the logistic/ midstream sectors tick up 10%. Some of this is a result of the reaction to over production of oil. However, some of it is the changing dynamics of company business models. An emerging industry in the Houston region is the development of cold storage facilities. Pro Citrus Network is one example. Pro Citrus Network is headquartered in Visalia, California, and specializes in providing high quality citrus around the country. Pro Citrus Network made the decision to expand its import program directly into the Port of Houston. They recently decided to develop a 70K square foot cold storage facility along the Port of Houston and settled on Baytown. The Economic Alliance was able to make introductions to a variety of our members for various services and to the City of Baytown as they navigated the permitting process. Since their imports from Chile are seasonal, they are interested in a partnership for a tenant to utilize their space in their off season, while also having capacity year-round and additional space planned in Phase II. IN THE COMMUNITY: DIDI VOLUNTEERS

DREAM IT. DO IT. SOUTHEAST TEXAS VOLUNTEERS CONTINUE STUDENT OUTREACH

By Patti Bell Dream It. Do It. (DIDI) works to raise awareness on the need in our workforce for a multitude of careers in the petrochemical industry. We try to reach as many students, teachers, administrators and underemployed adults as possible by visiting schools, community centers, career fairs, etc. Starting in March 2020, we could no longer visit in person, so we created a video with a lesson plan that would help teachers in the beginning of virtual learning.

In September, presentations picked up with virtual presentation invitations coming from local school districts, Grad Café, community colleges, and Workforce Solutions. Our presentations are enhanced greatly by our industry volunteers and we have had many volunteers this last quarter of 2020. Normally when presenting to a class, there are students in the classroom with the teachers while other students join virtually. Our volunteers adapted gracefully to the new technology even though we did experience some technical glitches along the way.

TASK FORCE UPDATES ECONOMIC DEVELOPMENT TASK FORCE

BUSINESS GROWTH TASK FORCE

The Economic Development Task Force met October 28th virtually. Speakers Shane Williams and Rina Lawrence with Port Houston shared updates on status of legislation on Project 11, impacts of COVID-19 to the Port, and impacts of this year’s hurricanes to the Port. Chair Kristi Claypool and Regina Lindsey will meet in January to plan 2021 speakers and, hopefully tours. If you are interested in hosting a tour or serving as a speaker, please reach out. The next task force meeting will be January 27th at 3 p.m.

The Business Growth Task Force continues to meet on the first Wednesday of each month. The Zoom meetings have included an opportunity for all the committee members to share industry insights and information on how the economy is responding, regardless of whether they are working from home or at the office. Committee members share business updates and successfully network during the virtual meetings. The first “hybrid” committee meeting took place in December with about half in person and half online.

PUBLIC POLICY TASK FORCE The Public Policy committee continues to support and work on the Ship Channel widening project. The U.S. House has passed their version of the WRDA (Water Resources Development Act) Bill. Regional and national partners working together on the project include Port Houston, the American Chemical Council, the Greater Houston Port Bureau, the Greater Houston Partnership and the Oil & Gas Coalition.

The task force met each month virtually and continues to receive updates from our state-level officials, who update the group on current COVID-19 impact and policies and provide insight into the likely issues the region and state will face in the 2021 legislative session. We are looking forward to advocating for our region during our annual trip to D.C. in the first quarter of 2021.

TASK FORCE UPDATES WORKFORCE TASK FORCE Chairman Dr. Allatia Harris, Vice Chancellor for Strategic Initiatives, San Jacinto College, welcomed Zoom participants to the October 15th meeting at 3:00 p.m. We enjoyed a presentation on our economy in 2020 and what it looks like for 2021.

Parker Harvey, Principal Economist for the Gulf Coast Workforce Board/Workforce Solutions was our guest speaker. He shared his annual economic update and expertise on jobs and the economy. Mr. Harvey has been our guest for several years now and is always a favorite for his presentation on where we’ve been and where we are going based on economic facts for our region.

Sixty-four attendees, made up of surrounding school district and business and industry representatives ,joined us. The virtual format has allowed more flexibility and opportunity for many to take advantage of the wonderful speakers we’ve had in 2020.

The Workforce Task Force meets 5 times a year and we are usually in the SBDC Board Room at the Economic Alliance located at 203 Ivy Avenue, Deer Park, unless otherwise noted. Anyone interested is invited to attend.

Dream It. Do It. Southeast Texas is ending 2020 strong with 45 presentations connecting over

5100 students, teachers, administrators and underemployed adults. We work with our industry partners to reach out to these populations in our region to show them career opportunities in petrochem, logistics, transportation, maritime and construction.

In this fourth quarter, we’ve had presentations with Grad Café, Goose Creek CISD, La Porte ISD, Houston ISD, and Channelview ISD. Our audiences have included 8th graders preparing for choosing an endorsement for high school prior to scheduling their classes, juniors and seniors in high school planning life after graduation, and young adults looking for a career.

We have had great participation from our volunteers. I’d like to thank BASF, LyondellBasell, ExxonMobil, Turner Industries, Pure Salt, Ref-Chem, and PCL for volunteering to speak with the students and teachers.

We have three videos on YouTube for easy access to students and teachers. The first video launched on March 25 with explanations on how to use the website www.petrochemworks.com, and two others were added throughout the year. Volunteers have a big impact, because they bring a sense of reality to the careers we talk about. Year to date, we’ve had 44 events with 28 volunteers from 14 companies. Thank you to all who have volunteered.

We anticipate that through the end of the 2020-2021 school year that our events will continue to be virtual.

SAN JACINTO COLLEGE SBDC UPDATE SAN JACINTO COLLEGE SMALL BUSINESS DEVELOPMENT CENTER San Jacinto College Small Business Development Centers (SBDC) provides free assistance to small businesses to access capital, develop and exchange new technologies, improve business planning, strategy, operations, financial management, personnel administration, marketing, export assistance, sales and in other areas required for small business growth and expansion, management improvement, increased productivity and innovation.

While this past year has been filled with unexpected difficulties for all businesses, San Jacinto College’s SBDC has assisted 336 clients, creating 191 new jobs, 22 new business starts and $11.2 million dollars in new capital.

SAN JACINTO MUSEUM TOUR October 8, 2020

Chad and Caelan attended the Pasadena Rotary Club luncheon, where Chad presented an overview of the Economic Alliance’s mission and activities to grow the region. The discussion also included an update and summary of the Houston Ship Channel Widening Project.

The Economic Alliance staff received a tour of the San Jacinto Museum’s new exhibit which highlights the construction and opening of the tallest monument in the U.S., the San Jacinto Monument. It was built to honor the battle that won Texas its independence from Mexico.

EHCMA COMMUNICATIONS COMMITTEE MEETING October 5, 2020 Chad attended the EHCMA Communication Committee meeting to review the crisis communications handbook with EHCMA member companies and share some examples from PIOs on how they have implemented a communications strategy during a crisis. The committee also discussed the Workshop Planning Subcommittee in preparation for a one-day crisis communications workshop to be held in April of 2021.

TEXAS ECONOMIC DEVELOPMENT COUNCIL October 5, 2020 Regina and Chad attended the Texas Economic Development Council’s (TEDC) annual conference and Regina attended International Economic Development Council’s (IEDC) annual conference, both of which were held virtually. IEDC is the professional development organization that oversees certification for the economic development field.

Chad is serving his second term on the TEDC Board.

INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL October 12, 2020 Regina Lindsey serves on IEDC’s board of directors and also attended the virtual board meeting held at the conclusion of the annual IEDC conference.

Regina attended the October Harris County Regional Economic Development Association to hear updates about the regional economy.

LA PORTE PLANT MANAGERS BREAKFAST October 15, 2020 Chad and Regina attended the EHCMA La Porte Plant Managers Breakfast and made a presentation to the group. They discussed all of the ways that the Economic Alliance can assist companies with expansion projects. They also detailed the ongoing support initiatives of Public Policy, Infrastructure,

Workforce Development and Quality of Life committees that support the economic development work in the region.

ECONOMIC ALLIANCE BOARD & MEMBERSHIP MEETING October 21, 2020 The Economic Alliance hosted a board and membership meeting via zoom. Members heard reports from committee chairs on activities and how the organization has adapted and overcome the COVID-19 crisis.

PETROCHEMICAL ADVISORY COUNCIL MEETING: SAN JACINTO COLLEGE CENTER FOR PETROCHEMICAL, ENERGY, AND TECHNOLOGY November 20, 2020 Chad attended the Petrochemical Advisory Council Meeting − San Jacinto College Center for Petrochemical, Energy, and Technology. QUALITY OF LIFE: SAN JACINTO TEXAS HISTORIC DISTRICT GRANTS SAN JACINTO TEXAS HISTORIC DISTRICT AWARDS GRANTS TO FOUR ENTITIES DURING A PANDEMIC YEAR Despite the COVID-19 pandemic and the challenges it brought, the San Jacinto Texas Historic District (SJTHD) proudly awarded multiple grants to entities across Harris County Precinct 2 this year. Those projects included: Imelda Assistance Fund, Dolly Parton Imagination Library, City of Morgan’s Point Elevated Storage Tank Painting and The Bridge for Kids.

The Imelda Assistance Fund was established by Houston Mayor Sylvester Turner and Harris County Judge Lina Hidalgo in an effort to meet the needs of those who have suffered damage during Tropical Storm Imelda and the flooding that followed. The Imelda Assistance Fund will disperse $10,000 of grant money to nonprofit organizations that provide services to individuals impacted by the tropical storm. This grant will help efforts related to cleanup, repairing, rebuilding, and other recovery efforts.

The City of Morgan’s Point received one $5,000 matching grant for the placement of their city logo on the water tower located between Wilson Street and Blackwell Street, just south of Main Street.

Harris County Precinct2gether received four $5,000 matching grants – for a grand total of $20,000 – for continued participation in the Dolly Parton Imagination Library/Read2gether programs. The initiative gifts free books to children in participating communities from birth through five years, regardless of their income, and the grant funds awarded will cover direct costs for books and postage for enrolled children.

Specifically, the four grants cover 30 different elementary schools in the SJTHD footprint, including Jacinto City, Northshore, and East End. The program has already made great strides towards promoting literacy in our region and the world. The program is available in the United States, Canada, the United Kingdom, the Republic of Ireland, and Australia and reached a milestone of one hundred million distributed books in 2019.

The final grant awarded this year benefited the women’s shelter of The Bridge Over Trouble Waters. Their capital campaign to expand their facility and create “The Bridge for Kids” center will help support hundreds of kids impacted by family violence and homelessness. The $5,000 grant will go towards the campaign for the new facility, which will double their current capacity and allow the organization to expand their impact.

The San Jacinto Texas Historic District is a collaborative entity that brings together the port region communities of East Harris County (Precinct Two). Our mission, carried out in partnership with the Economic Alliance Quality of Life Task Force, is to continue the tradition of showcasing the history and beauty of the communities in our district. IN THE COMMUNITY: HARRIS COUNTY PRECINCT 2 REACHES DITCH MAINTENANCE MILESTONE Harris County Precinct 2 Commissioner Adrian Garcia’s office recently celebrated a huge milestone as they dug their one millionth linear-foot of roadside ditch! Roadside ditch and drainage maintenance improves water conveyance to drainage outfalls, which helps in the reduction of potential flooding for residents and businesses. Without proper maintenance, standing water can also penetrate and seep under road surfaces causing deterioration, which in turn requires more frequent and costly road repairs.

As a comparison, in 2017 Precinct 2 completed just over 200,000 linear feet of drainage maintenance. In 2019, Commissioner Garcia’s first year in office, the Public Works team completed over 500,000 LF of ditching.

And this year, despite the pandemic and having one of the busiest hurricane seasons, the team accomplished the goal of 1,000,000 linear feet two months ahead of schedule.

CITY OF SEABROOK KICKS OFF LIVABLE CENTER STUDY The City of Seabrook and the Economic Development Corporation (SEDC) have officially kicked off their Livable Center Study thanks to a grant provided by the Houston-Galveston Area Council (H-GAC). H-GAC awarded Seabrook $153,950.64 for the study and the SEDC provided $40,049.36. Freese and Nichols have been awarded the project and presented their timeline to Seabrook City Council at the December 1, 2020, Council meeting. The plan will focus around the Old Seabrook District and include input from the community and area stakeholders. MEMBERS IN MOTION TEXAS MUTUAL SUPPORTS HURRICANES LAURA AND DELTA RECOVERIES Texas Mutual Insurance Company, the state’s leading provider of workers’ compensation, is committed to the resiliency of Texans and their businesses. In fall 2020, Hurricanes Laura and Delta devastated Orange County, Texas, leaving many without power while already facing the effects of the COVID-19 pandemic.

In response, Texas Mutual donated $50,000 to the Orange County Disaster Rebuild and worked with its agent partners to identify policyholders whose businesses were affected. They identified 19 policyholders and delivered $95,000 in grants to help them with their recovery. Texas Mutual has also delivered $4 million across the state for COVID-19 resiliency and economic growth, including $425,000 to organizations in the gulf coast region. The Bridge Over Troubled Waters, an Economic Alliance member, was among recipients.

CORE TRUCKING COMPANY OF TEXAS OPENS NEW FACILITY FOR THE PORT OF HOUSTON AREA CORE Trucking Company of Texas opened a new transload facility on November 30th servicing the Port of Houston.

Located at 1200 McCabe in La Porte, just off Highway 146. The facility is conveniently located a few miles from both the Barbours Cut and Bayport Container Terminals. The new facility is a 2 story 2400 square foot Corporate office with a 12 door, 12,000 square foot cross dock facility sitting on 7 3/4 acres. 4/ 1/2 acres are paved for terminal operations. Designed for 24-hour cross docking operations. 2 3/4 acres are undeveloped and will be used to construct a future Automated Storage and Retrieval (ASRS) warehouse.

MEMBERS IN MOTION SHELL DEER PARK Shell to Provide Over One Million Pieces of PPE to U.S. Communities in Need As the number of COVID-19 cases surges across the country, Shell Oil Company (Shell) has announced it will contribute more than one million pieces of PPE to communities and medical care facilities from coast to coast. Face shields, non-medical masks and nitrile gloves are now arriving in some of the hardest hit areas of the country.

To date, Shell has donated more than $4.4 million to help communities across the U.S. respond to the pandemic. The contribution total is mostly made up of in-kind contributions of PPE, meals, fuel, and hand sanitizer to front-line responders, medical and educational institutions. The cash contributions include donations to community relief organizations, food banks, mental health services and, through a national employee match program, more than 175 local organizations across 24 states.

Shell Deer Park helps keep Hands Clean in local ISDs At the start of the pandemic, Shell converted several of its plants to produce liquid hand sanitizer. The company has so far donated more than 5,900 gallons to offices of emergency management, medical and elder care facilities, local community school districts and universities. Additionally, Shell donated 132,000 gallons of isopropyl alcohol for use in the production of surgical grade disinfectant wipes and in the preparation of COVID-19 test and vaccine research.

With donations going out to the Deer Park, Pasadena and La Porte Offices of Emergency Management earlier this year, Shell Deer Park has recently reached out to local ISDs with a donation of 400 gallons of hand sanitizer going to Deer Park ISD, Pasadena ISD, and San Jacinto College.

SJC wins national award for outstanding STEM education The Aspen Institute College Excellence Program and the Siemens Foundation have awarded San Jacinto College with the Excellence and Equity in Community College STEM Award for the College’s associate degree nursing and process technology programs.

Eight winning programs from seven community colleges across the country are receiving this award for providing outstanding preparation for highdemand jobs in advanced manufacturing, energy, health care, and information technology. Additionally, these community college programs are also being nationally recognized for their intentional outreach and support of diverse populations that typically are underrepresented in science, technology, engineering, and math (STEM) careers. San Jacinto College is the only institution to receive the award for two programs.

Each winning program will receive $50,000, with half of the funds allocated for program development and the other half allocated as scholarships for outstanding students, known as Siemens Technical Scholars.
