The Foreign Investment Review Board (FIRB) policy is that foreign non-residents (excluding New Zealand citizens) or short-term visa holders can only purchase new dwellings or vacant land for residential development.

Buying your first home is both exciting and nerve-wracking. It is a major decision that takes planning and research, and careful budgeting. Here are some tips to help you get started.

Are you ready to buy? You are ready to become a homeowner if you have the following things in place: • A substantial deposit – The bigger the better when you’re saving for a home. A deposit of 20 per cent of the purchase price plus enough to cover costs is a good goal.

• A regular savings habit – A history of regular savings in your bank account and a solid track record of employment will make it easier for you to get a home loan.

• Pre-approval for a loan – Compare a few different loans before you decide. Ask your lender for a key facts sheet on each home loan so you can compare more easily. Once you choose the loan and have been pre-approved you’ll know what the repayments will be and how much you can afford to spend on a property.

The purchase of a rural property that is used for primary production purposes does not need approval; however, there are strict rules about what is classified as primary production – such as the farming business must be substantial and have a commercial purpose or character.

From 1 December 2015 there will be harsher penalties for breaches of the rules and anyone who knowingly assisted foreign investors to break the rules may also be penalised.

How much can you afford?

A good way to find out how much you can afford to spend on a property is to review your household budget:

• Include all the costs that come with home ownership: up-front costs like stamp duty and legal fees and lender’s mortgage insurance, as well as ongoing costs like land and water rates, house and contents insurance, and repairs.

• Take what you’re currently saving toward a deposit and add in what you pay in rent to work out how much you can afford to repay.

One of the bigger upfront costs you may have to pay is stamp

duty or transfer duty on your property. If you are a first-home buyer, check what stamp duty concessions you are entitled to.

Remember, keep to your budget, put some money aside for emergencies, and take your time to find a place that feels like home.
