OUR HISTORY
1938
HANH is founded to “create and uplift public housing in the Greater New Haven area.” With funding from the City of New Haven, we establish our original office in Yale University’s Hendrie Hall.
1940

HANH develops Elm Haven, one of the nation’s first public housing projects. Quinnipiac Terrace and Farnam Courts are built in response to the World War II housing crisis, and moderate-income developments like McConaughy Terrace, Brookside Estates and Eastview Terrace follow.

1970s

High-rises and garden apartment complexes are built in virtually every neighborhood to serve the growing senior population — including one of our most experimental projects, Westville Manor.
A stable home offers a platform from which families can begin their journey to all other things. Unfortunately, U.S. housing policy has a history of discriminatory and racist actions, and we live today within the structures built by that system. Addressing housing policy, segregation, discrimination and more are foundational to creating equity and truly thriving communities.”

2001
The U.S. Department of Housing and Urban Development names HANH one of the nation’s 39 Moving to Work (MTW) agencies. With these funds, we create communities of choice, make capital improvements, launch social service programs and introduce student success initiatives.
2009
HANH becomes Elm City Communities to better capture the essence of our mission: creating safe, stable and affordable neighborhoods full of opportunity.
2018
We celebrated our 80th anniversary!
Today, ECC serves more than 6,200 families — nearly 13% of New Haven’s population. We continue to find new ways to innovate, close opportunity gaps and meet our residents’ ever-growing needs.
