YEAR IN REVIEW

In 2025, the Albuquerque Regional Economic Alliance advanced through a pivotal year of AREA 10 with strong momentum, translating years of foundational work into measurable progress for the greater Albuquerque region. The year was defined by landmark project wins in aerospace, defense, and next-generation energy, alongside continued gains in site readiness, workforce alignment, and regional collaboration

Over the year, AREA strengthened partnerships with local governments, higher education, workforce leaders, and the private sector to better align talent pipelines with industry demand, while sharpening a clear, data-driven narrative focused on good jobs, innovation, and long-term competitiveness As the organization moves toward the final year of AREA 1.0 in 2026, 2025 served as a bridge year, reinforcing execution today while intentionally setting the stage for even greater impact in the years ahead.

In 2025, the Albuquerque Regional Economic Alliance continued to advance the priorities of the AREA 10 Strategic Plan with focus and momentum Building on ambitious initiatives launched in prior years, the organization made measurable progress across economic growth enablers including site readiness, downtown revitalization, and talent attraction and retention. These efforts require sustained commitment and coordination, and AREA is meeting that challenge with increasing effectiveness.

I thank AREA’s investors, partners, and staff for their continued leadership and engagement, and I am grateful to our Board of Directors, both returning and new members, for their service

Together, we are positioning the region well as we move forward and prepare for the final year of AREA 1.0.

2. Supporting Existing Business Retention & Expansion

AREA’s BRE program demonstrated a 35% increase of company visits in comparison to 2024. Visited companies covered all six focus industry sectors and sustained consistent engagement throughout the year.

BRE Contributes to Pipeline Growth and Near-Term Expansion - Ten companies visited converted into active pipeline projects, with 42% indicating expansion plans within the next 12 - 24 months.

Workforce and Talent Alignment - Employer feedback drove referral connections with workforce partners specifically targeted to support hiring, training, and retention. Wage analysis requests were provided to multiple employers informing their talent recruitment and retention strategies.

Small Business Capacity Building - AREA expanded small business support through a successful multi-part webinar series, with additional offerings developed in response to demand.

2025 ANNOUNCEMENTS

MANTIS SPACE

In December, Mantis Space, a startup building the first power grid in space, selected Albuquerque for its headquarters and R&D manufacturing hub The project is expected to create over 200 high-wage jobs and generate more than $480 million in economic impact over the next decade The company chose Albuquerque after a competitive national search due to its talent pool, quality of life, proximity to customers, and strong state and local incentives.

PACIFIC FUSION

In September, Pacific Fusion announced a $1 billion research and manufacturing campus at Mesa del Sol in Albuquerque, marking a major clean energy investment in New Mexico The project will create hundreds of jobs, support construction activity, and position the state as a leader in advanced fusion technology.

Backed by $900M+ in private capital and supported by performance-based state incentives, the facility will house the company’s demonstration system aiming for net energy gain by 2030 The initiative builds on New Mexico’s scientific assets and is expected to spur supply chain growth and broader economic benefits, though the ambitious timeline and technical challenges of fusion remain significant

CASTELION

Castelion, a defense technology company, has selected Sandoval County, New Mexico, for Project Ranger a 1,000-acre solid rocket motor manufacturing campus The project will create 300+ high-paying jobs, generate $650M in economic output, and involve over $100M in investment during its first four years

Castelion chose New Mexico for its talent base, infrastructure, and long history of scientific innovation. The facility will support scalable production of advanced long-range and hypersonic systems, strengthening US defense capabilities.

The decision followed strong collaboration among Sandoval County, Rio Rancho, AREA, SEA, and state and federal leaders. Officials at every level praised the project as a major win for New Mexico’s innovation economy, workforce, and national security role

Construction is expected to begin in early 2026.

REDWIRE

In September, Redwire, a global leader in space and defense technology solutions, announced it has opened a new rapid capabilities facility in Albuquerque, New Mexico to advance the development of space-based defense systems

This new 15,000 square-foot facility is Redwire’s latest investment in the Albuquerque region, with the company maintaining a long-standing footprint in the area as a key partner for Air Force Research Laboratory (AFRL). Redwire’s new facility, better known as Firestone Rapid Capabilities Facility (FRCF), will support a wide range of capabilities for space, missile defense, and other emerging warfighting domains.

QUANTINUUM

In 2025, Quantinuum, announced plans to open a new location in New Mexico This site will support ongoing collaborative efforts to advance the photonics technologies critical to furthering Quantinuum’s product development. Photonics, the science and technology of light, is essential to the advancement of Quantinuum’s trapped ion quantum computing technologies, which use light to control and manipulate qubits.

During the IEEE Quantum Conference, Quantinuum hosted an open house, showcasing their new center of excellence in quantum computing

2025 BIO INTERNATIONAL

The Albuquerque Regional Economic Alliance (AREA) led New Mexico’s statewide delegation at the 2025 BIO International Convention in Boston from June 16-19, 2025, making over 470 strategic connections with bioscience companies, venture capital firms, and innovation partners. The team identified eight qualified leads for potential bioscience investment and expansion opportunities in New Mexico. This effort was supported by key partners including the New Mexico Economic Development Department, the New Mexico Bioscience Authority, the University of New Mexico Health Sciences Center and many others, demonstrating the strength of New Mexico’s collaborative bioscience ecosystem

$11M JTIP Awards to AREA Companies 67% SocialMediaEngagement Impressions

1. Promote the Region to Attract & Retain Talent

In 2025, we launched 8 targeted Linked In Ad campaigns spanning various sectors. Location with the most clicks on ads was the California Metro Area; the average CTR was .56% and the top industry that clicked the most was Technology, Information and Internet.

In collaboration with New Mexio Economic Development Department, AREA produced 8 testimonials from employees who had relocated to the region for work. Employees were named by each company via the JTIP program. See an example above. These testimonials have been shared on social media and will be used in future targeted marketing campaigns.

2. Identity Gaps & Forecast Needs

In 2025, AREA enhanced its role as a regional intelligence hub by implementing a coordinated, data-driven strategy to identify workforce gaps and forecast talent needs. The Talent Insights Advisory Council aligned education, workforce, and economic development partners on data priorities and industry demand. AREA provided labor market presentations and collaborated with United Way and Albuquerque Public Schools to inform the Academies of Albuquerque model, aligning career pathways with employer needs. Additional efforts included talent pipeline analyses, employer mapping, and an alumni retention study, improving workforce visibility and supporting responsive education and training strategies for long-term competitiveness.

3. Support Regional Talent Development

In 2025, AREA enhanced regional talent development by connecting employers, education providers, and workforce partners, securing over $11 million in training awards through collaboration with the New Mexico Economic Development Department. AREA engaged in employer meetings, education committees, and youth initiatives to align training resources with real-world skills and raise awareness of career opportunities, ensuring workforce development investments matched employer demand and supported regional competitiveness.

CBRE/ AREA TALENT PROFILE & NAI SUNVISTA INDUSTRY REPORT

AREA released its 2025 Greater Albuquerque Talent & Industry Profile (with CBRE) and the Industrial Market Profile (with NAI SunVista), two annual reports highlighting the region’s workforce, sites, and economic competitiveness. The CBRE report showcases talent, education, incentives, cost of living, quality of life, and growth industries, and includes testimonial videos from companies like Pajarito Powder and Sandia National Labs. It has earned multiple national and state excellence awards. Key findings show a young, diverse, and highly educated workforce; a bilingual population twice the national average; rising college enrollment; strong concentrations in R&D, semiconductors, and electrical equipment manufacturing; low costs of living and doing business; and increasing homeownership.

The NAI SunVista Industrial Market Profile analyzes commercial real estate trends and benchmarks operational costs against peer metros, highlighting growth in semiconductors, clean energy, aerospace, and advanced manufacturing. The report projects more than 10% job growth over the next decade, a 287% increase in warehousing and storage over five years, and significant gains in semiconductor, industrial machinery, and aerospace manufacturing jobs. Together, the reports position Greater Albuquerque as a competitive, affordable, and strategically located hub for advanced industries and future growth.

CELEBRATING65YEARS

Our Annual Dinner & 505 Awards event proved to be one of our best ever! We had an unforgettable evening celebrating 65 years of economic development and looking ahead to the bright future of greater Albuquerque. We also honored this year’s extraordinary 505 Award recipients and reflected on how it all started with the Founder of AREA : Gene Hinkle. Formerly known as Albuquerque Industrial Development Service, Inc. (AIDS), then Albuquerque Economic Development, Inc. (AED), Albuquerque Regional Economic Alliance (AREA) has been a key player in the greater Albuquerque business community since 1960.

Founded by Gene Hinkle and local business leaders, it was created as a standalone economic development organization to focus fully on attracting and growing business to the region. Early funding included $75,000 annual pledges for five years and a successful capital campaign raising $1.3 million from 1967–1970.

Land donations and strategic real estate transactions further contributed to AREA's financial stability and growth. This would not have happened without Gene!

AREA will work to bring together the regional network of economic development professionals for the benefit of the region, promote the expansion of infrastructure, and support solutions to challenges affecting the business climate.

1. Collaborate with Regional Partners

In 2025, AREA strengthened regional collaboration by convening public, private, and nonprofit partners around shared priorities that impact long-term competitiveness. AREA facilitated regular engagement through advisory councils, governance meetings, and on-site convenings that connected local governments, utilities, workforce partners, and industry leaders around infrastructure readiness, talent alignment, and economic development strategy. Notably, AREA expanded its regional footprint by welcoming new public-sector partners and hosting cross-jurisdictional meetings in collaboration with county and municipal leaders, reinforcing a truly regional approach to economic growth. These efforts improved coordination across agencies, elevated shared understanding of site selection and infrastructure requirements, and positioned the region to respond more effectively to complex investment opportunities that span multiple communities.

2. Foster A Strong Business Climate

In 2025, Albuquerque Regional Economic Alliance played an active role in strengthening the regional business climate by advancing policies, partnerships, and education that reduce barriers to investment and expansion. AREA provided data, analysis, and subject-matter expertise to inform state and local decision-making on critical issues including site readiness, utility infrastructure, financing tools, and regulatory alignment. The organization engaged regularly with elected officials, utilities, and economic development partners to elevate the importance of development-ready sites, grid preparedness, and coordinated infrastructure planning. Through testimony, advisory participation, and direct engagement with policymakers and business leaders, AREA helped foster a more predictable, competitive environment that supports business confidence and long-term economic growth across the region.

3. Drive Development of

Needed Commercial Space

In 2025, AREA advanced the development of needed commercial and industrial space by championing site readiness as a core strategy for economic competitiveness. AREA worked closely with developers, brokers, landowners, utilities, and local governments to coordinate site evaluations, standardize technical data, and prepare properties to meet national site selector expectations. Through participation in the Global Location Strategy Site Readiness initiative, AREA helped position multiple regional sites for greater national visibility and identified infrastructure gaps in power, water, transportation, and land use. These efforts strengthened local capacity and improved coordination across jurisdictions, and laid the groundwork for future pad-ready and speculative development. As a result, the region is better prepared to compete for large-scale investment opportunities as they arise.

More than 36 US states and regions now have site readiness programs that invest in land analysis, infrastructure, and predevelopment, reflecting a growing national emphasis on development-ready sites In fact, 82% of site selectors rank site readiness as the top location driver for industrial projects in 2024 In response, AREA’s Competitiveness Advisory Council, in partnership with New Mexico IDEA and the New Mexico Economic Development Department, convened an August stakeholder session where public, private, and regulatory leaders underscored the importance of proactive site preparation to strengthen New Mexico’s competitiveness, support job creation, and enable long-term economic growth

Sites Completed in for the Site Readiness Program

In 2025, Governor Michelle Lujan Grisham has signed four impactful pieces of legislation - aligned with significant funding appropriation - to support economic development in New Mexico:

Senate Bill 169 – Strategic Economic Development Site Readiness which creates a dedicated funding mechanism and a structured process for identifying and preparing strategic economic development sites across New Mexico.

Senate Bill 170 – NMFA Definitions, Funds & Rates which enables the New Mexico Finance Authority to offer low-interest loans to rural electric cooperatives for infrastructure deployment and streamlines regulatory processes for utilities to pre-deploy infrastructure to certified sites.

House Bill 19 – Trade Ports Development Act establishes trade port districts and create the Trade Ports Advisory Committee. It facilitates public-private partnerships to develop trade ports and creates the Trade Ports Development Fund to provide grants and loans supporting infrastructure and economic expansion.

House Bill 20 – Technology & Innovation Division creates the technology and innovation division within the economic development department and enacts a related funding act, providing for match funding for certain projects and creating the technology innovation prize.

AREA hosted two key events advancing downtown Albuquerque revitalization: the March 2023 kickoff that brought regional partners, civic leaders, and business stakeholders together to launch a collaborative effort to reimagine downtown, and the April 3, 2025 Spring Quarterly Investors Luncheon, which built on that momentum The 2025 event focused on next steps for revitalization, featuring a keynote from Brad Segal of Progressive Urban Management Associates on the potential formation and benefits of a downtown Business Improvement District, along with insights from Mayor Tim Keller, AREA leadership, city council, and design partners Together, the events underscored sustained public-private collaboration, shared vision, and strategic investment as drivers of downtown’s long-term economic and social growth

ANNUAL RETREAT FOR AREA’S ED PROS

On August 28, 2025, AREA’s Economic Development Professional Retreat convened regional partners for a collaborative discussion on aligning economic development strategies across counties Representatives from NM EDD, Valencia and Sandoval Counties, AREA staff, and community partners shared updates and initiatives, with special thanks to the Los Lunas Fire Department, Victoria Archuleta, and Meta for their support and facility tours

FAM TOURS

In 2025, AREA hosted both spring and fall multi-day site consultant familiarization tours, welcoming nine national site selection consultants to experience greater Albuquerque firsthand. The visits showcased key development sites, advanced industries, infrastructure, and talent assets, while facilitating direct engagement with business, education, and civic leaders. Feedback from consultants highlighted the region’s strong momentum and competitiveness in sectors such as aerospace and defense, renewable energy, and technology, reinforcing greater Albuquerque’s positive outlook heading into 2026

AREA AND SPACEPORT SIGN MOU

The Albuquerque Regional Economic Alliance (AREA) and Spaceport America signed a Memorandum of Understanding on June 13, 2025, establishing a strategic partnership to boost New Mexico’s leadership in the commercial space industry This collaboration aims to drive job creation, capital investment, and economic development in the greater Albuquerque region and beyond. By combining AREA’s economic expertise with Spaceport America’s unique infrastructure and success in aerospace innovation, the alliance will support growth in research, development, manufacturing, and high-tech services Joint efforts will focus on marketing, business development, and supportive policy to expand the region’s role in the rapidly growing space sector.

ADVANCING ADVISORY COUNCILS

As a key component of the AREA 1.0 Strategic Plan, AREA’s Advisory Councils help to guide its strategic initiatives through guidance and advocacy related to specific industry clusters and regional government entities.

Created in 2022, these advisories are designed to offer guidance to AREA on strategic initiatives, and act as advocates for industry and subject matter experts, driving new initiatives for the organization Participants include government leaders, AREA investors, and community partners

ECONOMIC DEVELOPMENT PROFESSIONALS ADVISORY COUNCIL

The Albuquerque Regional Economic Alliance’s Economic Development Professionals Advisory Council is a collaborative group of economic development professionals representing communities within and adjacent to the greater Albuquerque metro area The Chair of the Economic Development Professionals Advisory Council will be elected by its members annually and submitted for recommendation to the AREA Board of Directors for a oneyear appointment to the AREA Board

COMPETITIVENESS ADVISORY COUNCIL

Focusing on key site selection issues such as access to talent cost of labor, and availability of commercial property and site readiness Made up of regional leaders with unique expertise for delivering competitiveness recommendations, but also the drive and capacity needed to put them into action

TALENT INSIGHTS ADVISORY COUNCIL

Focusing on new innovation industries and utilizing data from the strategic plan, this council will serve as a regional convenor to unify and empower the regional workforce development ecosystem by fostering collaboration between education, industry, and government. Informed by data and energized by inclusion, the advisory is committed to identifying cross-sector partnerships and utilize complex data sets with the intent to build a resilient and adaptable workforce that meets the demands of today and designing it to serve the needs and challenges of tomorrow.

BIOSCIENCES & HEALTHCARE ADVISORY COUNCIL

Focusing on bioscience cluster industries, this council will work to identify top potential firms for attraction and growth for the market, coordinate with regional and state entities for out of market promotion at key trade shows, and address obstacles such as talent pipeline and other industry needs.

PUBLIC SECTOR ADVISORY COUNCIL

The Albuquerque Regional Economic Alliance’s Public Sector Advisory Council is a collaborative group of highest level local government elected leaders or their designees representing communities within and adjacent to the greater Albuquerque metro area The Chair of the Public Sector Advisory Council will be elected by its members annually and submitted for recommendation to the AREA Board of Directors for a one-year appointment to the AREA Board

RECOGNITION, CERTIFICATIONS & HONORS

CHAD MATHESON NAMED ECONOMIC DEVELOPER OF THE YEAR

At the NM IDEA Winter Meeting on February 10, 2025, Chad was recognized for his leadership in securing Ebon Solar’s $900+ million investment and 900-job solar manufacturing facility in greater Albuquerque. Matheson led AREA’s business development efforts throughout the competitive, nationwide site selection process. The honor reflects both his individual leadership and the collaborative work of regional and state economic development partners.

CHAD MATHESON EARNS CECD CERTIFICATION

Chad Matheson, Interim President & CEO of AREA, earned the Certified Economic Developer (CEcD) credential from the International Economic Development Council, a prestigious designation recognizing excellence and expertise in the field. Since joining AREA in 2022, Matheson has played a key role in advancing the organization’s strategic initiatives, with the CEcD credential underscoring his leadership, technical knowledge, and commitment to driving meaningful economic progress

The event will feature an insightful panel discussion on philanthropy in New Mexico, followed by lunch and the recognition of the Garrett Thornburg Philanthropist of the Year, along with our 2025 Philanthropy honorees

AREA WINS AWARD AT GOVERNOR’S CONFERENCE

AREA and its partners were honored with the New Mexico IDEA Marketing Program Award for the collaborative Comcast NM video “The Evolution and Future Path of Albuquerque’s Economy,” recognized at the Governor’s Conference in September The award celebrates impactful marketing efforts that promote local and regional economic development, with thanks to Comcast’s Creative Services team, partners, and AREA staff who brought the project to life.
