The City of Irvine made the formal decision to establish its first municipally operated library system in July 2024. From that moment forward, the work required a true hit-the-ground-running approach. In late November 2024, I was hired as the first City Librarian and charged with leading the transition and opening the first City-run libraries by August 2025.
Completing a new library system—from the ground up—in less than a year was both extraordinarily challenging and deeply rewarding, and it is a rarity within our profession. Determining where to begin and how to proceed in the most efficient and effective way to meet an aggressive deadline required careful planning, critical decision-making, and more than a little caffeine.
Irvine is a city known for innovation, education, and strong community engagement. As the City continued to grow and evolve, it became clear that the existing library model was no longer meeting the needs or expectations of the community.
Since their establishment, Irvine’s libraries have been operated by the County of Orange. While this model provided quality library services, it limited the City’s direct and immediate ability to shape programs, collections, hours, staffing, and facilities around local priorities. Decisions affecting Irvine’s libraries were made by an external government entity, making it difficult to respond quickly to community feedback or plan strategically for the future.
By creating a fully municipal library system, Irvine gained the opportunity to design a modern, community-centered library system from the ground up— one shaped directly by residents, staff, and stakeholders. A City-run library system allows Irvine to:
• Align library services with local goals and community priorities
• Plan proactively for future growth and changing needs
• Expand programs, services, and spaces
• Ensure equitable, inclusive, and accessible services
The decision to create Irvine Public Library was driven by a clear goal: to build a library system that reflects who Irvine is today and who it aspires to be in the future. This new system provides flexibility, local accountability, and long-term vision needed to serve the community for generations to come.
Establishing a new public library system required several early leadership decisions to ensure stability, clarity, and long-term success. These decisions set the framework for how Irvine Public Library would operate, grow, and serve the community.
Among the first priorities was determining staffing needs and the leadership structure. This included identifying key roles and fostering a culture rooted in collaboration, service, and adaptability. Building strong internal capacity early was essential to creating a resilient organization.

=Ensuring continuity of service was an immediate and critical priority. Leadership focused on minimizing disruptions for residents while planning for future enhancements. This required careful coordination and phased implementation. Early engagement with library vendors was essential, including establishing an Integrated Library System and working with collection vendors. In addition, staff-led “Library Without Walls” programs helped engage the community, build trust, and create opportunities to actively listen to community needs through direct outreach— establishing strong relationships from the outset.
Leadership made an early and ongoing commitment to inclusive community engagement. A series of public meetings regarding the transition, combined with direct communication with stakeholders, ensured that community voices informed planning, service design, and long-term priorities.
Another critical early decision was establishing a governance model that ensured local accountability. This included clarifying the City’s role in oversight, defining leadership responsibilities, and creating decision-making processes that supported responsiveness and alignment with City priorities.
Within a month of reopening library services, leadership initiated a Strategic Planning initiative. This effort focuses on developing a shared community vision centered on local needs, lifelong learning, and innovation—guided by data, community input, and professional best practices rather than inherited structures.
While immediate operational needs were pressing, leadership also prioritized long-range planning. This included the most recent initiation of a comprehensive Library Master Plan to guide facilities, services, staffing, and technology over the next 20 years.
Together, these early leadership decisions laid the foundation for a modern, locally responsive, and communitycentered library system—one designed not just to open its doors, but to grow with Irvine for decades to come.
Reflecting on this experience, I can confidently say that I have learned and grown more professionally over the past year than in my nearly 20 years as a librarian. For library professionals considering or managing transitions of this scale, several lessons stand out:
• Practice patience—with yourself, your staff, and community expectations. Compressed timelines require extraordinary flexibility. Transitions rarely follow linear paths; facility handoffs, vendor onboarding, and staffing decisions often happen simultaneously rather than sequentially.
• Support staff through uncertainty. Change is never easy. Clear communication, defined roles, and realistic expectations were critical to maintaining morale.
• Use the opportunity to question legacy practices. Starting a new system allows leaders to distinguish between practices that must be retained for continuity and those that can be intentionally redesigned to better meet modern professional standards and community needs.
• Integrate collections, programming, and technology early. Coordinated planning across these domains supported cohesive service delivery and reduced the need for later course corrections.
• Accept that perfection is not the goal. Early operations will be iterative. Establishing clear evaluation and adjustment processes is more effective than striving for perfection during the initial phase.
• Balance engagement with professional expertise. While community input and data are essential, professional judgment remains critical. Library leaders must synthesize public feedback, operational realities, and professional standards into actionable decisions.
The Irvine experience demonstrates that while large-scale transitions are complex and demanding, they also offer rare opportunities for intentional design, professional growth, and long-term impact.
