APPENDIX A. Shortcomings Around Census Tracts with Prisons.

This map divides the CalEnviroScreen into quintiles with the darker red areas showing a higher score meaning more burdened by climate change, pollution, poverty and other indicators.

The bright green indicates census tracts that have California State Prisons, but those census tracts have CalEnviroScreen scores of 0 or lower because the entire tract is made up of incarcerated people.

These tracts are surrounded by dark red as seen in the inset map which would suggest that these prisons face a similar pollution burden. Thus CalEnviroScreen is not a sufficient indicator for climate risk in California state prisons and we must look to other methods.

Environmental Justice communities are those “disproportionately burdened by multiple sources of pollution and social vulnerabilities.”
