Letter from the Leadership Dear Founders, Donors, Benefactors, and Friends, Thanks to you, 2013 has been a wonderful year for the Eau Claire Community Foundation! The over $790,000 in donations we received helped us be a catalyst for change in the greater Eau Claire area. Thank you for your continued commitment, allowing us to grant much needed support to our non-profit organizations.
We would like to share 2013 highlights: • We awarded more than $310,000 in grants to 58 non-profit organizations. • We received a grant from the Otto Bremer Foundation to revitalize our website. The new site will include space to share donor and partner stories and will facilitate on-line grant applications. Watch for our new website, summer of 2014! • The Eau Claire Public Schools Foundation also had an outstanding year – granting over $39,000 to the Eau Claire Area School District. • 330 guests attended the 12th Annual Children’s Legacy Luncheon in April. Our upcoming luncheon will be April 24, 2014. • The Women’s Giving Circle has grown to 155 members and has 6 Life-time members! The Circle is focused on doubling its membership in 2014 through their new “Friendraising” initiative. We are excited to announce the Board of Trustees approved a 4% distribution policy for 2014. To ensure the most possible dollars are granted to Eau Claire area non-profits, we keep our expenses under 3% of our net assets each year. To do this, we focus on efficient, sustainable practices. We continue to streamline our granting process to reduce paper costs and have adopted a digital records retention policy, which also dramatically reduced the amount of paper we use. Thank you to our generous donors – past, present, and future. Eau Claire Community Foundation 2013 Leadership Award Winner
Betsy Barnes Betsy Barnes was the recipient of the 2013 Leadership Award at the Foundation’s Annual Fall Gathering. Winners of this award have a commitment to philanthropy, which exemplifies the core values of the Eau Claire Community Foundation. Barnes’ history with the Foundation stretches more than a decade. She began serving as a Trustee in 2003 and as Treasurer from 2006 until the end of her Trustee term in 2009. During her tenor she served on the Development Committee, and in 2006 she joined the Investment Committee and is still an active member. When the Women’s Giving Circle, a fund of the Eau Claire Community Foundation, was established in 2007, Barnes served as the Board of Trustee liaison, Circle Advisory Team Chair, and continues to be an active member of the Women’s Giving Circle. Congratulations and thank you to Betsy for her service, which epitomizes this award!
In 2012, the Eau Claire Community Foundation completed recertification of compliance with National Standards for all U.S. community foundations as set by the Council on Foundations. The rigorous peer review process and evaluation focused on five key areas: Mission, Governance, Stewardship and Accountability, Grantmaking, and Donor Services.

Other Initiatives at the Foundation
The Pinehurst Project Among the many exciting developments in 2013 at the Eau Claire Community Foundation was establishing a fund for the Pinehurst Project. This project entails the expansion and rebuilding effort of the ski hill at Pinehurst Park on the north side of Eau Claire. This is a partnership between the Eau Claire Parks Department and a group of community members committed to creating an environment that promotes healthy lifestyle choices through outdoor recreational activity. The Eau Claire Community Foundation has a long connection with the Pinehurst Project. Two of the founders of the Eau Claire Community Foundation were Arnold and Lois Domer, who originally operated the Pinehurst ski hill from 1934 to 1955 before donating the land to this city. This connection and the drive of the community members who have committed themselves to the project, have made this a natural partnership for ECCF.
In the fall of 2013, the project began. The hill had many unsafe terrain obstacles and the land needed to be leveled at the bottom of hill. The volunteers tackled these issues removing trees and stumps. When that was completed, they graded the hill, seeded it and put up erosion control measures. This is just the start of the Pinehurst Project though. In the future the group plans on building opportunities for cross country skiing, summer mountain biking, and they plan on constructing stairs and a rope lift to make climbing the hill much easier. The Pinehurst Project fund at the Eau Claire Community Foundation accepts tax-deductible donations of any size to keep building on the amazing momentum that was started in 2013.
Other Initiatives Alliance for Substance Abuse Prevention Fund Through several programs, such as Reality Check 21 planned and carried out by a network of over 100 volunteers countywide, the Alliance seeks to innovatively reduce youth alcohol use in the community.
Chippewa Valley Regional Computer Forensic Laboratory Fund This is an innovative partnership between the Eau Claire Police Department, Eau Claire County Sheriff’s Department, and the Altoona Police Department. The two main goals of the CVRCFL are to locate and preserve digital evidence from computers and electronic devices, and to locate, identify, and arrest online child sex predators.
Eau Claire Police Department Special Units Fund Since the inception of the K-9 Unit in 1990, the use of a dog has been an important asset to the Eau Claire Police Department. K-9 dogs assist officers with dangerous tasks such as searching for concealed controlled substances, tracking or searching for hidden suspects, and apprehending uncooperative or fleeing suspects. Funding can also be used for other special unit needs.
Flying Eagles Ski Club Hill Improvement Fund The Flying Eagles Ski Club promotes ski jumping, downhill skiing, and cross-country skiing in Eau Claire. The goal of this initiative is to add plastic to the remaining jumps and landing areas, expand the 40 meter Mt. Washington Jump to 60 meters and renovate the 30-year-old clubhouse.
Public Spirit Fund The mission of the Eau Claire Public Spirit Fund is to encourage the expression of a community spirit through monetary donations to projects that benefit people in the community. The first project of the Public Spirit Fund is a handicap accessible fishing dock on Half Moon Lake south of the Carson Park causeway.
Sculpture Tour of Eau Claire Created in 2011, this is an annual exhibit of sculptures located in the downtown area and on the Mayo Clinic Heath System Eau Claire campus. Many sculptures from the tour have subsequently been purchased and can be seen through the greater Eau Claire area. ECCF holds the operations and the endowment fund for Sculpture Tour Eau Claire.

was established in 2013, by Dr. Katherine Schneider, with a clear vision in mind – the full inclusion of people with disabilities in non-profit leadership, programing, and services. Dr. Schneider has been a vocal supporter of accessibility issues giving talks about this and living as a blind woman in Eau Claire. Dr. Schneider says, “I’ve lived in Eau Claire over twenty years. That whole time I’ve found most people to be friendly and willing to accommodate my needs once we talk about them. Because of the Americans with Disabilities Act, the Help America Vote Act, and other legislation, I’ve seen access for the one out of seven people who has a disability increase greatly in my lifetime.” Dr. Schneider still sees areas for improvement in accessibility in the Eau Claire Community. She says, “I’d like to see local nonprofits ask people with a variety of disabilities to be partners in assessing the accessibility of the staff, programs, facilities, and services. Then goals can be set for improvement where needed and full participation celebrated where it exists.” “The non-profit organizations, care about accessibility, but sometimes accessibility costs a little bit extra. It takes some thinking and it takes some extra funding.” continues Dr. Schneider.

The types of programs Dr. Schneider envisions the Access Eau Claire Fund granting to include staff training on disability access issues, inclusive materials like adapted equipment, and special program initiatives to reach out to people with disabilities. The Access Eau Claire Fund is always accepting tax-exempt donations of all sizes. Dr. Schneider says, “Contributing to the Access Eau Claire Fund will help friends, neighbors, family members, and donors themselves enjoy full involvement in all the great opportunities we have here in Eau Claire. When all are included, community life is richer. Each of us can help make that happen whether we have a disability or don’t yet have any.”

We think Eau Claire is the best place to live for many reasons; it’s a great place to raise kids, the business climate is good, the University brings a lot of benefit and culture to the community, and life is very easy here.

A generous 2013 grant from the Eau Claire Community Foundation enabled Eau Claire’s newest community garden to purchase compost, garden hoses, and temporary fencing materials. ECCF support was crucial to the garden’s first-year success. In its inaugural growing season, the fourteen garden plots along Half Moon Lake were home to salad greens, eggplants, cherry tomatoes, squash, watermelons, and much more! The garden provides an opportunity for Eau Claire residents of all ages and gardening abilities to cultivate community, self-sufficiency, and sustainability.

Eau Claire Robotics Club “3...2...1...Go!” Six robots come to life in the arena--lighting up, driving around, and shooting balls into goals 7 feet high off the ground! Fans of high school students and adult mentors cheer loudly from the stands for their robot team to win! This excitement is the sight at the annual FIRST Robotics Competition (FRC). The Eau Claire Robotics Club participates annually in the FRC competition. They are a group of high school students interested in science, technology, and, of course, building robots! Nicknamed “Team Tobor” (robot spelled backwards), the 20-25 students, guided by adult mentors, build a robot for the competition. They gain real-world experience in engineering, design, technology, and computer programming which can launch them into college and career paths in these fields. Team Tobor is very grateful for the grant from the Eau Claire Community Foundation which is used for the competition registration fee and robot parts, and allows the students to have this inspiring, hands-on experience! Sculpture Tour Eau Claire Support from Eau Claire Community Foundation is integral to Sculpture Tour Eau Claire. Foundation grants helped fund the granite bases upon which our internationally acclaimed sculptures are mounted. The Foundation was instrumental in the coordination of funding for purchases of multiple sculptures, including “Jack’s Storytime”. That sculpture now sits playfully in the children’s section of the L.E. Phillips Memorial Library, and Bringing on the Heat, which is located at the Eau Claire Soccer Park. Investing and Saving for the Future
Hope Gospel Mission The Ruth House women’s shelter received a program grant to help fund the programs that provide for the adult, single women in their care. The programs address physical needs, mental health, addictions, basic education, computer skills, hands-on job training, work readiness skills, training in personal finances, and more. The goal is to transition the women from dependency and poverty to being equipped to have the skills to be fully employed, have stable housing, and be self-supporting. The Ruth House works in conjunction with the Bargain Center and the Solomon Learning Center to achieve these goals. An asset grant from the ECCF also helped fund building an addition to the Bargain Center store. This addition will enable the store to receive and process more used household items that individuals and businesses donate to the store. Residents staying at the Ruth House and Men’s Shelter, at risk youth, and seniors receive valuable job training in the store. Profits from the Bargain Center provide the majority of the funding for the two shelters and the Solomon Learning Center that Hope Gospel Mission operates. John Ailie Hope Gospel Mission

Feed My People, Inc
Fruit for Children - $5,000
The purpose of Club Tech Digital Arts suite is to instill in youth a true enjoyment of digital arts that will stay with them throughout their lives and broaden their opportunities for future career options.
Since 2006, Feed My People has been providing food to an ever-increasing number of children in the Eau Claire Area School District. Fresh fruit has become an important component of this program. This grant provides fruit for weekend lunches to area students.

Boots for Special Souls is an expansion of an existing program, Soles for Special Souls, run by Trinity Lutheran Church’s food pantry, provides disadvantaged children with winter boots.
Joshua’s Camp provides a four day retreat style program for families who have a child being treated for cancer or has been out of treatment for less than 3 years. The grant funds single mothers and their children to attend the camp.

The Children’s Legacy Luncheon is an annual event which honors individuals who have made a positive and long-lasting contribution to the lives of children in the Chippewa Valley through innovative work, leadership or philanthropy. The 2013 Honorees, pictured at Florian Gardens, are people who exemplify selfless service for local children and families. The Honorees receive the “Outstanding Achievement Award” at the Children’s Legacy Luncheon. The Honorees are invited to recommend a $500 grant from the Eau Claire Community Foundation to a non-profit of their choice. The 2013 Children’s Legacy Luncheon recipients were Boys & Girls Club of the Greater Chippewa Valley, Chippewa Falls Area Unified School District, Junior League of Eau Claire, Literacy Volunteers-Chippewa Valley, School District of Altoona, and Special Olympics Wisconsin Area 3. The Luncheon also raises money for the Children’s Legacy Endowment Fund at the Eau Claire Community Foundation, which supports programs that serve children. The 2013 grant recipient from the Endowment Fund was the Eau Claire Children’s Theater.

How a charitable fund works The Eau Claire Community Foundation holds more than 140 funds ranging in size from $10,000 to more than $1 million. Each fund is as unique as the donor who creates it. When an individual, family or organization creates a fund they give it a name and choose its purpose. The Foundation invests these funds in one of our three investment pools. Annually, a portion of each fund is used for making grants, according to the wishes of the donor. Acorn Funds are seed funds that build in size until they can begin distributing grants to the community. Donors can invest as little as $500 up front and build the fund with tax deductible donations for
approximately 5 years. Once the Acorn Fund has gathered enough funds to begin granting, we say it is “fully funded�, though that does not mean the fund cannot accept any more donations. Many funds, which have once been Acorn funds, have become the wide variety of family funds we have at the Foundation. If you prefer not to create a fund, we welcome donations to our Community Fund which serves the greatest needs of the Community and to our Operations fund which helps support the operations of the Foundation.
Foundation fees Fees support fund and grant management, investment oversight, an annual independent audit, and the general operations of the Foundation. Depending on the type of fund, annual administrative fees range from 1.5% to 5%. Investment fees range from 0.5% to 1.1%. For more information regarding fee structure, please contact the Foundation.

Eau Claire Public Schools Foundation Supporting Organization
Dear Friends of Education,
Eau Claire Public Schools Foundation (ECPSF) is proud to be a supporting organization of the Eau Claire Community Foundation. As an independent non-profit we are dedicated to promoting learning opportunities for students in Eau Claire Public Schools by: fostering a collaborative relationship with the school district, its alumni, and the community; securing funds to provide learning opportunities; and awarding grants for innovative value added projects. 2013 was a wonderful year thanks to the generous contribution from individuals, businesses, the High School Booster Clubs, and friends of education. The ECPSF Fund For Today, Endowed Fund For The Future, and various pass through funds and named endowments received more than $250,000. Grants supported a range of value added Eau Claire Area School District projects and programs that allowed schools to meet a range of greatest needs including: purchase of musical instruments; equipment and teaching materials; field trips; wellness and fitness programs at both high schools; and post-secondary scholarships for deserving students in a variety of areas. Three endowed scholarship funds, two for North High School and one for Memorial High School were established by donors to honor and remember loved ones, an acorn fund was established by a reunion class in tribute for the education they received, and the Greatest Needs pass-through funds have targeted specific student needs and programs. Endowed Funds for the Future
Funds for Today
The Endowed Fund for the Future safeguards the principal of all gifts and funds in perpetuity, while the income from the funds is available on an annual basis for school programs, special projects, and to assist students.
The Fund For Today is used to meet current needs of students. Gifts to this fund can be directed by the donor to individual schools or programs. Gifts not directed by the donor will be pooled and used for greatest needs that are approved by the Foundation Board of Trustees.
