Eastern Shawnee Keel’s Landing JV (ESKLJV) is a strategic partnership between Eastern Shawnee Professional Services and Keel’s Landing, leveraging tribal 8(a) advantages with decades of engineering experience with Department of Defense (DoD) clients including the U.S. Army Corps of Engineers (USACE).
Staffed by U.S. Navy Veterans with a combined 65 years of Naval service, our leadership includes a retired Civil Engineer Corps (CEC) Officer with experience as a Resident Officer in Charge of Construction (ROICC), along with accomplished senior managers including a Naval Aviator, a Submarine Warfare Officer, and a Surface Warfare Officer. Our expertise in consulting engineering focuses on MEP design, commissioning, water safety consulting engineering, and on-site support services supported by advanced AutoCAD drafting and Building Information Modeling (BIM) capabilities. Our team is licensed in multiple states and boasts decades of experience.

Experience & Past Performance
Walter Reed Army Institute of Research, Fort Detrick – Forest Glen Annex, Silver Spring, Maryland: Served as Designer of Record (DOR) and Commissioning Authority (CxA) at Building 503, a medical research facility, for a USACE project replacing three steam-fired heating hot water heat exchangers and one air separator, along with piping, valves, condensate return, and building automation system updates.
NIH Research and Administrative On-Site Support Services (Staffing): Provided support for critical projects, including the Eliminate the Humidifier Clean Steam Generators / Provide Hospital-Wide Humidification and Control Using Central Plant Steam project at Building 10C, the clinical research center. Our services include DOR, Construction Quality Management (CQM), and Commissioning (Cx).
