Welcome message

D

ear Friends of European Hospital Pharmacy. It is with great pleasure and with humbling honour that I welcome you all in Vienna, for the 26th EAHP Congress.

The whole EAHP team, the Scientific Committee and the Board of Directors are delighted to offer you this in-person event for which all our efforts have been employed to make this an extraordinary and festive opportunity for all participants.

We know all too well how these unparalleled times have turned our world upside down, but our profession has clearly prevailed and hospital pharmacists have never ceased to proactively adapt to a changing world in order to continuously serve patients.

I firmly believe that Spring this year will not only be the season of awakening, a period when nature applauds Life with colourful diversity, but will also be a perfect symbol for all of us. As a symbol, this gathering provides a perfect setting for cherishing the renewed possibility for us to meet in-person again, as well as allow us to commemorate the losses endured during the pandemic. This new dawn will bring about a different era for the hospital pharmacy profession, as we embrace the ever-changing nature of the world around us and build upon the vast scientific and practical knowledge gained, as well as the increased visibility of our professional activities. All this in order to foster the changing roles of our profession.

I am certain that this shifting landscape has the potential to fundamentally change the way how pharmacy services are delivered. Novel therapeutic areas, combined with our emerging competencies within frontline patient care, go

A Congress scientific programme that will help hospital pharmacists face the new challenges hand-in-hand in order to provide high-tech medicine and technologies through the irreplaceable personal touch of pharmaceutical care.

This Congress will cover the aspects of professional and methodological challenges that healthcare systems all over Europe must face in order to find a solution in order to employ evidence-based decisions and evidence-informed policies within reasonable timelines when available resources are limited and often uncertain. Additionally, this uncertainty, having transpired through multiple dimensions of our society healthcare systems and healthcare professionals, is confronted with unprecedented levels of distrust and disbelief. Patient education and pharmaceutical care have never been in such dire need and yet, ironically, been so hard to deliver. This rather complex issue calls for a deep involvement and input from hospital pharmacists.

What to look out for at the congress

W

elcome to the 26th Congress of the European Association of Hospital Pharmacists!

In addition to the fact that we can all meet-up following two years of COVID-19 regulations and cancelations, this 2022 Congress is also the opportunity for us to celebrate a milestone: the EAHP’s 50th anniversary. And this is a celebration we want to share with you!

This year’s Congress theme will once again endeavour to promote the roles and abilities of the hospital pharmacist, not only by providing advocacy and communication tools, but also engaging with hospital managers and the various departments by putting the spotlight on our adaptive reliability in the face of the unexpected and pulling through: Hospital pharmacists - changing roles in a changing world.

This year’s programme offers a wide range of topics cov-

ering all aspects of the hospital pharmacists’ day-to-day activities: from disaster management to working smarter, from a more patient-centred approach and avoiding the prescription cascades to thinking global but acting local… and without forgetting research publications and the future of this crucial addition to any hospital by creating awareness to what our department entails.

Over the course of the next three days, we will host 3 Keynote speeches, 5 Industry sponsored satellites sessions, Seminars, Interactive Sessions and Workshops, in addition to the Poster Walks, Abstract and Good Practice Initiatives’ Poster Awards (whose Oral presentations will take place today at 10.30 with the Awards handed out during the Closing Ceremony on Friday), the Student Programme and various networking opportunities the EAHP Congress offers, such as the Get Together Reception.

In addition to this exciting programme, this year we will

also inaugurate a new Award recognising an individual who has made outstanding contributions to the European Association of Hospital Pharmacists: the EAHP Board of Directors’ Professional Excellence Award, which will be given during the Opening Ceremony, taking place today at 08.30, in Hall D.

What are we paying for? From productivity to value-based healthcare

I

n this lecture, Prof. Steven Simoens will immerse us in the world of pharmaco-economics with a focus on the current evolution towards value-based healthcare systems. He discusses the differences with the classic pay per acta and the tools to achieve and to assess value-based healthcare.

Steven Simoens is a professor of pharmaco-economics in the unit Clinical Pharmacology and Pharmacotherapy in the Department of Pharmaceutical and Pharmacological Sciences at the Catholic University of Leuven. He obtained the diploma of commercial engineer at the university of Leuven and thereafter specialised as a master in health-economics at the university of York and got his doctoral degree in Economics at the university of Aberdeen.

Steven is involved in research and teaching of pharmaco-economic aspects of medicines. His research interests focuses on policy and regulation of the pharmaceutical sector. He has worked extensively in the area of pricing, re-

imbursement and distribution of orphan medicines and of generic medicines in Europe and was involved as an expert in drafting the original guidelines for pharmaco-economic evaluations in Belgium. He has an exceptional record of publications and is a member of the Editorial Board of multiple journals.

The view on healthcare systems in Europe is moving from a productivity paradigm, which focuses on the amount of healthcare services provided, to a value-based healthcare paradigm, which focuses on patient health outcomes. In this paradigm shift, the healthcare system is rejecting a systemic “one-size-fits-all” approach, in order to apply a more patient-centered approach. Traditionally, patient treatments were based on guidelines and other evidence-based treatment tools. In value-based healthcare, patient preferences in medical treatment are now fundamental to the way value is defined. Value is no longer pro-

duced simply by delivering medical technology and medicines, in a value-based healthcare paradigm, instead, value emerges when the perspectives of the healthcare system and patients fuse resulting in optimal patient experience as well as strong clinical outcomes. Factors such as new technology, availability of information and communication between patients and healthcare professionals enable the fusion. To measure value-based healthcare, tools such as Quality Adjusted Life Years and Patient Reported Outcome, may be implemented in the healthcare systems to support value-based practice within limited healthcare budgets.

This transition from productivity to value-based healthcare requires hospital pharmacies to reconsider their strategic thinking to remain a key player within healthcare.

Meeting the needs of patients – EAHP’s views on access to medicines

A

ccess to medicines plays a major role in the implementation of the European Commission’s Pharmaceutical Strategy and the discussions on the revision of the general pharmaceutical legislation. Given that growing healthcare expenditure has become a problem for many European countries that also affects patients who are increasingly faced with avoidable accessibility and affordability issues, EAHP has chosen to focus its Position Paper on Access to Medicines on the barriers to access and enablers that could help improve it. The position paper was approved by EAHP’s General Assembly at their last meeting in June 2021.

Lack of purposeful procurement practices, national pricing and reimbursement policy choices jeopardising patients’ adequate access, medicine shortages and the unavailability in certain markets that are leading to inequity between Member States are the main barriers identified in the position paper. For the provision of affordable medicines of good quality that are given in a timely manner to patients, EAHP advocates for breaking down these barriers to treatment access and calls for uptake of enablers that promote and safeguard the access of patients to both new life-saving medicines and older, essential medicines must be increased. Enablers mentioned refer to health technology assessments (HTAs), including common reports at EU level, collaboration and best practice sharing on pricing and reimbursement, increasing the use of prevention measures

and fostering innovation and research. To achieve an equilibrium between the barriers and the enablers to treatment access, the following has been put forward by EAHP: • Recommendation to leverage and utilise the expertise of the hospital pharmacist in pharmacoeconomics and the assessment of drug effectiveness within value-based evaluation approaches. Additionally, the implementation of the forthcoming HTA Regulation should be used for the expansion of healthcare professional input in HTAs at both European and national level.

• Support for EURIPID and the suggestion that the tool developed by this collaboration should not only be applied on its own but in conjunction with other policy measures, including transparency.

• Collaboration between hospital managers and hospital pharmacists to increase the uptake of risk assessments in hospitals.

• Investments to support the development of innovative proposals and the encouragement of practice-based research projects to investigate new fields of infectious disease control such as immunotherapy and to optimise the cost-effectiveness of systems for surveillance on antibiotic use and resistance.

to working together with the European institutions and other stakeholders by giving a voice to access issues that otherwise might be forgotten. Throughout 2021 and in the first months of 2022, EAHP interacted with European stakeholders via different consultations on the revision of the general pharmaceutical strategy, the structured dialogue on security of medicines supply and the European Integrated Price Information Database (EURIPID) initiative.

Also, a webinar series on affordability was organised together with Affordable Medicines Europe and the European Public Health Alliance (EPHA) in January 2022 during which EAHP’s contribution reflected on procurement policies and their potential for addressing accessibility issues.

Providing equal access for all patients to medicines together with securing EU level action on the pan-European health threat of medicines shortages will remain one of the key policy priorities for EAHP throughout 2022. This will entail the continuation of the engagement in the activities linked to the implementation of the European Commission’s Pharmaceutical Strategy and the revision of the general pharmaceutical legislation.

PROJECT UPDATE

Review of the European Statements of Hospital Pharmacy: a commented version

T

he European Statements of Hospital Pharmacy were adopted back in 2014 and were formulated following an 18-month review process, which included two rounds of online Delphi consultations with EAHP’s member associations and more than 30 healthcare associations including patients, nurses and doctors. The primary purpose of the statements is to provide safer and more effective care where medicines are used in European hospitals. The Statements can also be used as a guide for safer and more effective use of medical devices as well, with the responsibility for medical devices being with Hospital Pharmacies in several of our member countries The European Statements reflect the importance of the hospital pharmacist as a key stakeholder within the hospital teams for providing optimal and safe patient care.

The adoption of the European Statements was followed by the set-up of an implementation team that developed a strategy that included tools that enable a quantifiable meas-urement of progress with the two main initiatives being the development of an online self-assessment tool and a training programme (currently put on hold due to the COVID-19 pandemic).

New this year

L

ike every year, EAHP has a few novelties to report on that we would like to share with you. These include our Special Interest Groups, new membership opportunities and the results of our Survey on the future potential of electronic product information.

SPECIAL INTEREST GROUPS In February 2021, EAHP opened a new chapter of hospital pharmacy engagement by setting up Special Interest Groups (SIGs). EAHP’s SIGs gather and evaluate the evidence in specific, innovative and novel fields of hospital pharmacy practice with the aim to address patient needs and to advance the profession. There currently are six special interest groups. The activities of EAHP’s first SIG focused on Hazardous Medicinal Products came to a close in early 2022. This SIG was tasked with working on better understanding the classification landscape for hazardous medicinal products in Europe. The outcome of its work will be presented tonight at 17.15 in Room -2.31. Join the session “Hazardous Medicinal Products: the European classification landscape” to learn more about the findings of our first SIG and to celebrate the successful conclusion of the work with some of its members.

INTERNATIONAL MEMBERSHIP EAHP opened its membership to prospective international

services. As the profession is continuously evolving the EAHP Board decided to review the European Statements in 2020. A review was conducted to assess the continued relevance of the Statements and that they effectively covered emerging issues. It was found that the document has remained remarkably resilient and a decision was made that the wording of the statements would not be changed, thereby staying true to the scientific principles used to degreen-turquoise velop and finalise them. What was agreed though, is that a small number of Statements would benefit from the addition of comments to further clarify their meaning.

A commented version of the European Statements was then presented to all EAHP national associations and was approved during the last EAHP General Assembly in June 2021. EAHP believes that through the European Statements, and through this commented version, the hospital pharmacy profession can achieve a higher level of preparedness for future challenges and crises in order to support society, while also improving the safety and efficacy whenever medicines and medical devices are used to help as- sure the best outcome for patients.

Specifically, they for managing shortages, using medicines outside of their marketing authorisations and conducting clinical trials.

COVID-19 has also highlighted the importance of the hospital pharmacy profession in ensuring a rapid response to patient needs and evidence-based approach to medicinal therapy management.

We are stronger when working together and we believe that the Statements are a good example of this.

The Statements are more relevant now than ever. While, in theory, the scientific community was aware of the risks and the possibilities of a worldwide pandemic, COVID-19 still found the world largely unprepared. Reflecting now, on

Associate members are national or regional organisations located outside the European Region, representing the interests of hospital pharmacists and the hospital pharmacy profession within their respective countries with the ultimate goal of improving patients’ care and outcome.

Becoming an associate member will allow you to be part of a large network of associations willing to improve the hospital pharmacy profession worldwide and to enjoy different benefits.Our first associate member – the Egyptian Foundation of Clinical Pharmacy – joined EAHP in June 2021. EAHP SURVEY ON THE FUTURE POTENTIAL OF ELECTRONIC PRODUCT INFORMATION With the digital transformation of healthcare in Europe in full swing, EAHP decided in 2021 to analyse the use of (electronic) patient leaflets and the future potential of electronic product information (ePI) with the help of a survey.

The results of this survey highlighted that in the majority of the cases an electronic/digital version of the package leaflet was already used by the healthcare professionals in the hospital setting.

However, it is also reported that the majority of patients

do not currently receive patient leaflets in the hospital setting. A large group of the respondents saw the potential of the future ePI to facilitate easier and faster access to the product information for both healthcare professionals and patients.

At the same time, however, it was noted that the implementation should take into account the current inadequate IT infrastructure in hospitals, as well as the very broad structural preconditions of hospitals in Europe regarding the technical equipment to use ePI in daily practice. he second Keynote of Congress will be presented by Dr Sam Finnikin and Sam Barnett-Cormack from the UK. They will outline the importance of shared decision making (SDM), a process in which clinicians and patients work together to make decisions on treatments jointly, and the important role pharmacists can play in this.

Dr Sam Finnikin is a General Practitioner (Family Physician) based near Birmingham in England with an academic interest in SDM. His research and education centres on improving decision making in clinical practice, particularly around the use of statins in cardiovascular disease. Sam is also National Clinical Specialist Advisor in Personalised Care with NHS England and is passionate about ensuring healthcare is equitable and effective for people seeing SDM and personalised care as the way to achieve this.

Sam Barnett-Cormack is a much-diagnosed person based in Lancaster, England, who cares about good healthcare for the most selfish of reasons, as well as it being a mat-

ter of principle. He has represented the views of patients, service users and chronically ill people in a range of circumstances and for various purposes, including as a lay member of the NICE guideline development group on adults with multiple long-term conditions. He has worked or volunteered in a number of health-related roles, and draws on both his own experience and that of other chronically ill and disabled people with whom he has worked, or that he has represented. His academic background includes mathematics, social sciences and computer science.

This keynote will explore what SDM is and what it means to clinicians and the public and the impact it can have on medicines optimisation. Dr Sam Finnikin will provide an overview of the recently published NICE guideline on SDM, with a focus on how to apply this practically to our everyday practice. By emphasising useful tools such as the ‘three-talk model’ where a choice talk, an options talk and a decision talk can help provide a structure to conversations with people about their medicines choices. EAHP has opened its Associate Membership!

he European association of Hospital pharmacists has opened its international Associate Membership to organisations representing hospital pharmacists from outside the Council of Europe. EAHP already represents more than 23.000 hospital pharmacists in 35 European countries.

The associate international membership is open now for regional or national associations representing the interests of Hospital Pharmacists within their country or region.

By partnering with other associations, we will be able to collaborate and work together for the hospital pharmacy profession with the ultimate goal of improving patient outcomes when delivering hospital pharmacy services.

Becoming an international associate member of EAHP has countless benefits and will open the doors and provide better access to new members to our educational events (with membership discounts) and will allow international members to be part of different initiatives and projects. Associate members will also have access to educational publications like the European Journal of Hospital Pharmacy.

Shaping the future of the hospital pharmacy profession

P

harmacy students are vital for the future of the profession. Consequently, EAHP is closely interacting with students and young professionals and their representation through the European Pharmaceutical Students’ Association (EPSA). The partnership between EAHP and EPSA exists for quite some time and has further manifested itself in the connection of professionals with future hospital pharmacists through the EAHP-EPSA Internship Platform and the fostering of research activities by students with the help of the EAHP-EPSA Students Science Award.

EAHP-EPSA STUDENTS SCIENCE AWARD The EAHP-EPSA Students Science Award was created to encourage students to conduct research linked to hospital and clinical pharmacy. The winner of the award is not only provided with the opportunity to explore the different facets of the hospital pharmacy profession through conducting research but she/he also has the chance to interact with professionals from around the globe when attending the EAHP’s annual congress. So far, six students received this award.

To offer more guidance, the structure of the EAHP-EPSA Students Science Award was slightly adjusted to include a

webinar on: “How to write an abstract?”. In addition, EAHP’s Board members responsible for student affairs agreed to give feedback to students throughout the drafting process of their submissions. The additional support was very much welcomed by students and many engaged in the support possibilities for the 2022 edition of the award.

Testimonials of past participants and winners show how much the award engagement has boosted their research skills and their curiosity about the hospital pharmacy profession. If you want to follow in the footsteps of this year’s winner – who will be announced on Friday during the closing ceremony – you should regularly check EAHP’s website and social media accounts for the announcement of the next edition of the EAHP-EPSA Students Science Award 2023.

EAHP-EPSA INTERNSHIP PLATFORM For the past 10 years, the EAHP-EPSA Internship Platform has matched students interested in gathering experience in a hospital pharmacy with hospitals willing to share their knowledge. Despite the difficulties during the pandemic, the Platform has continued to provide students with the opportunity to intern in a hospital pharmacy in 2021.

Those that managed to go abroad were very thankful for the opportunity to expand their clinical knowledge and to improve their language skills. Last year’s interns were for instance able to shadow their supervisors in all hospital pharmacy areas, helped with providing clinical pharmacy services on the ward, participated in the production of sterile and non-sterile medicines, learned about quality control of pharmaceutical raw materials and practised medication review.

Due to the high interest of students, the EAHP-EPSA Internship Platform constantly feels the need to increase the number of hospitals and countries available to offer this experience to as many future pharmacists as possible.
