Ursella Rozum perched in the storefront window of the Green Party’s South Salina Street headquarters, determined to place Howie Hawkins’ newest lawn sign up for display. She surveyed the poster covered walls in search of push pins. The display alternated local Green history—Reverend Larry Ellis for Councilor-at-Large, Millicent Collins for School Board—with Ralph Nader’s several presidential runs, the classic Che, “Let me say, at the risk of seeming ridiculous, that the true revolutionary is guided by great feelings of love,” and a plaque citing Hawkins as Syracuse New Times Best Activist of 2010.

led a small contingent of Hawkins’ supporters from the Greens HQ across the street from the Dunk & Bright showroom north to the corner of Colvin Street for the press conference announcing Hawkins candidacy for the 4th Common Council seat in this November’s election.

The location focused on the issues of an announced closing of the post office straddling Colvin with the abandoned South Presbyterian Church, and the trek to the site documented the city’s Southside contrasts of deterioration with the determination to survive. Across Salina the vital Beachamp Branch Public Library and a still functioning Key Bank held out hope for the neighborhood.

A once proud apartment building in the 2500 block stood broken and boarded up across from the almost pristine Reformed Presbyterian Church. A campaign poster for Hawkins’ opponent, Democrat Khalid Bey (there is no Republican in the race) hung in the window of Suit You Now, one of a revived block of storefronts including the office of the local chapter of the National Association for the Advancement of Colored People.

“Public services are closing down,” Hawkins noted. “The mayor wants to close down a senior citizens center for seniors in the 4th district, named for one of the foremost advocates for the people of this community, Ida Benderson.

Due to state and federal spending cuts, Centro has cut bus routes and raised fares. Over half of the workers here on the Southside use the bus or walk to work. The funding for the salaries of the directors of the Human Rights Commission and the Citizen Review Board have been eliminated.”

Hawkins maintained his first priority if elected would be progressive tax reforms, including a commuter tax on the 62,000 folks who travel to government, hospital and university jobs from outside the city, which he estimates would cover the $12.4 million yearly budget shortfall. He would also serve as the advocate for public power, an issue he believes can achieve success on the Council.

Opinion Maybe it’s in the Water?

We’ve come a long way in the roughly five years since I moved to this far-west outpost near the city’s edge. The freshly painted houses, new windows, added porches and even tiny landscaping projects that has transformed one small city block. We even have our own “private sewer.”

Since the day I moved in, neighbors would lament about the unkempt condition of the block.

Despite efforts of residents to keep the block clean it was common during the summer to have grass and shrubs extend into the street. The privately-owned lot across the street that borders our homes had become an urban junkyard with trailers and tires on display. One of the byproducts of the overgrowth was how the debris magically disappeared beneath a canopy of green and gold by fall.

And every year the city would come along and pick up tires and other debris off this private land and haul it away.

It usually took half a day.

Over the years, we neighbors have come a long way towards cleaning up, painting and fixing to the point that it looks like a new block compared to five years ago. Neighbors were doubtful about having anything change and resigned themselves to the notion that nothing could be done about the slum-like conditions merely an eye shot away.

They also knew that I was a journalist and — separate from that — I had organized and presented a petition on behalf of the residents from around the other corner, which made up our little coalition of 2 blocks.

Over the years city officials have been responsive to my calls and the pictures I’ve sent detailing the problems as they occurred. With the enforcement of codes, the neighbors’ vigilance and presentation of these issues at Tomorrow’s Neighborhoods Today meetings, the block has taken on an entirely new look.

My immediate neighbors stopped calling City Line and began talking with me about their concerns. I would get on the phone and try to get something done, whether it was snow removal or trash pickup. Usually I was successful in getting something done, even though my neighbors had long given up even trying. Perhaps that crossed the line because who was I when I called? Was I a journalist or a concerned homeowner? Can I be both? Sometimes the line can be blurry, especially when your see trash blow by like tumbleweed reminiscent of the old western series, “Gunsmoke.”

There are only four houses here with sewers that run through our tiny back yards. When my corner neighbor called to report a problem with his sewer line he was told, “it’s a private sewer, you’re on your own. We don’t even have this mapped.”

And when he asked me, I told him, “yep, we’re on our own unless it’s something they can find at the street end clogging the system.” Five years ago when I bought the home I was informed prior to closing that the sewer situation was “weird.” However, whenever I called DPW’s sewer number the city tried everything within their reach to help.

One day my neighbor a few houses away said, “Ken, I want you to see something.” As I made my way to the scene I could see a hump had risen between the two houses and I was told that waste wasn’t leaving the house. My response was “call a plumber.” He’d already tried that and they could not help; they told him to call the city. When I returned later in the day I noticed that he’d dug up all the asphalt almost to the street.

“Ken, the guy on the truck told me to dig to the street and the city might run a line.”

I chuckled and said, “the sewer is 10 feet to the south of the pipe that exits your house, you’ve dug 20 feet in the opposite direction.”

After several hours a group from the block had dug up and located our “private” line. The sewer was exactly where I told him it would be. Now the entire driveway is torn up, but during the excavation it was discovered that the pipe was not connected to the sewer, perhaps for years. Raw waste has been running into the water table and dispersing into the ground below.

In the meantime, I have a leak in the basement and when it rains hard it looks like my walls are crying… I wonder what’s in that ground water? I hope it’s not the sewer, but that’s private.

Howie Hawkins: Perennial Power to the people It was a hot summer day, a day when most people are trying to get in from the 90 degree plus temperatures Howie Hawkins was speaking with people in front of the now shuttered Valley Plaza P&C grocery store about something called the Green Party. This was the beginning of the process of obtaining a line on the ballot for The Green Party which means they have the same status of the established political parties; democrats and republicans, independence party, etc. to place their own candidates on a ballot without going through the uphill battle of gaining the approval of a “major” political party.

These activities occurred over a decade ago as Howie Hawkins was working to convince people at the grass roots level to sign his petition to gain a line on the ballot. He started working in grass roots politics, and over the years he’s never stopped or waivered.

Howie doesn’t just run for office appearing like an autumn Pumpkin on cue in season. And depending on how he defines himself perhaps it’s better to select a political perennial over not knowing what will germinate out of the political ground.

Hawkins’ activism knows no season; don’t look at him as perennial foliage but as a Green infused politician empowered with a boundless bouquet of ideas that continuously bloom regardless of season.

He’s a long-time advocate of public power where benefits aren’t just extended to businesses but real public ownership, control and power to the people. He’s worked with Senior Citizens as they organized and learned how to address their concerns to the Mayor.

With Howie, don’t expect a snazzy suit with matching tie, appointments by the elected-powers-that-be to select commissions, authorities or committees.

What you get with Howie is someone you know is committed to the people of this city and will be just as committed to the needs of the 4th Council District. Unlike our usual candidates Hawkins is not the selection nor by-product of the two party system that forces you to select between tweedle dee and tweedle dumber. He channels the spirit of Shirley Chisholm, the late congresswoman and first black woman elected to congress in 1968; captured in 1972’s documentary film, Unbought and Unbossed.

The election of Howie Hawkins will send a message to both parties that the people ultimately have the power. Power is then transferred from the ballot box to our cities elected officials and on to influencing legislation and the enforcement and/or removal of policies and procedures.

If Howie Hawkins loses the election you’ll see him the next day at the Green Party office on South Salina Street in the heart of the black community pushing forward interests of the people. If he were a true political perennial he’d wait, like everybody else, for the next election growing season.

Can Republicans connect to communities of color?

A Q&A with Congressperson Ann Marie Buerkle

By Walt Shepperd Congressperson Ann Marie Buerkle stood in the main room of the Wilson Park Community Center, surrounded by almost 50 youth, mostly 12 and under. It was a hot July afternoon and she had a plane to catch for an unexpected reconvening of the House.

But she had stopped by the Center—which provides summer programming for youth from Pioneer Homes and Central Village, with some bussed in from other neighborhoods—to watch a performance of the Media Unit’s Angles with Broken Wings: Taking the First Step, an original music theater production promoting alternatives to the street violence, based on stories written by members of turf crews and women who had lost a family member to the ongoing conflicts.

A Republican, Buerkle is aware of the overwhelming hold the Democratic Party has maintained on the local communities of color as it does nationwide. But she believes those communities have sold themselves short by an unquestioned allegiance, which has not seemed to deliver any long-range tangible benefits. She is hoping to initiate dialogues in those communities, much as she has in a series of town hall meetings throughout the 25th District. She spoke to the youth that day about keeping a positive direction in their lives.

An adult in the crowd called out that he could feel the presence of a future Congressperson in the room, but just couldn’t tell who. The young folks looked at each other and wondered.

Does a New Deal style Public Works Program to reconstruct the crumbling infrastructure make sense to create jobs for our communities of color?

I don’t think it does. Since the time President Johnson declared the War on Poverty and the Great Society, where have we come?

What have we accomplished? Are our minority populations any better off? It’s time to figure out a way we can be successful making sure that every American has an opportunity for the American Dream. We’re not doing a good job of that.

The American Dream seems to have shifted from what it was to “I’m going to win the lottery.” What was it, and how can it be restructured so that people can reach it?

I always bring up my grandparents, who came to this country from Italy and couldn’t speak a word of English. My parents were first generation Americans. To take a nickel from the government was a sign of failure. It wasn’t what this country was about. What has happened in two generations is now we have this mentality where, “I’m going to rely on the government. I need the government.” It’s due in part to the programs that have been set up. They make people rely on the government. There’s no personal responsibility. There’s an erosion of personal responsibility and it’s the government creating this dependent population.

That generation you’re talking about who couldn’t speak English went to night school and learned. The system worked for them. Now the education system doesn’t seem to be working for at least half the school population.

Can the federal government play a role in finding a solution?

Part of the problem with education is that it is not a federal issue. It is a state and local issue, and I have talked about the Department of Education, and its role, and how it sucks money out of the localities, and it goes down to Washington and feeds this big bureaucratic beast down there. Well Washington doesn’t know what’s best for Syracuse. Washington doesn’t have a clue. So in true government fashion, with cookie cutter approaches, we set these standards for everybody.

But local governments know what’s best for their communities. This country is failing our youth. We have a moral obligation to make our kids competitive in the global market. A 50 percent drop out rate goes back to personal responsibility, goes back to challenging these kids, goes back to setting high standards and saying to them, “Regardless of the situation that you were born into, you can get out of that situation and you can do better, we’re going to give you the tools to do it.”

I don’t think our education system is do-

ing that.

Do you have a vision of what could do it?

Public education right now is hurting. I don’t want to use a broad brush and I want to be real careful. We’re not holding our kids to a high enough standard. We’re underestimating. Just because a child comes from a broken family or a parent who has a substance abuse problem or has a criminal record, that doesn’t mean that child is any less capable. He needs to be challenged. He needs to be encouraged.

He needs to be understood as an individual.

The system, as it’s set up right now, can only do the big picture. They can’t deal with the kids.

They don’t challenge them enough. It has to do with the problems with the unions, with the teachers, not being able to look at performance, not holding the teachers to a high enough standard, looking at seniority rather than who does the best job with the kids.

The system is broken. We need more school choice, encouraging charter schools and private schools. If there’s a family in the middle of Syracuse that wants to send their child to a private school, they should have that choice. If we encourage the use of charter schools and private schools, that makes public schools better, because now they’ve got competition.

Who pays for that?

We should talk about tax credits. If you’ve got a business that’s willing to underwrite scholarships, they should get tax credits. And there’s the voucher program.

Do you consider Social Security and Medicare as fostering the dependency on government you say is eroding personal responsibility, or are they elements that government should legitimately be responsible for?

It’s a little bit of both. When Social Security was first instituted, I don’t think it was ever meant to be the check that seniors were going to live on. It was meant to be a supplement to their retirement. Back then it was just incumbent on the person to save their money and to understand that at some point they were going to stop working and they needed

something to live on. That goes to personal responsibility. But we got the Social Security and Medicare systems into place, and seniors have become reliant on them.

I think Medicare was really a very good program. But the population has changed. The situation has changed. When Social Security first began there were 16 workers for every recipient. Now we have three workers for every recipient, and soon it will be two. You don’t have to be a math genius to understand what the problems are. It’s really important to tell our seniors, “Look, we’re not going to yank the rug out from underneath you. You paid into Medicare and Social Security. You have an expectation.

The rules are going to remain the same for you.”

But if we’re going to be honest with people, we’ve got to begin the discussion of what changes are we going to make, what tweaks are necessary to make these programs work.

Can the local Republican Party make real inroads into the communities of color?

I know we can make inroads in the communities of color. The reason is not because I’m a certain party, but because I think we’ve constantly underestimated communities of color. We have treated them with disrespect.

We’ve talked down to them, and the message has been, “My God, you can’t survive without the government. You need the government.”

The message to those communities is that this is the United States or America, and what made this country great is that it’s the land of opportunity. These programs, in a very perverse way, limit the sense of opportunity. The definition of insanity is to keep throwing money at the same things that aren’t working.

It’s time to give the minority communities the respect that they deserve and say, “Let’s figure out way out of this mess. Let’s do it together, and let’s not make it about political party, let’s make it about what works.

When Spike Lee screamed his critique of Perry from the rooftops, I didn’t agree with him. Lee went out of his way to say that Perry has been engaging in “coonery” in order to sell tickets. Lee was over the top in his remarks about Perry, and Spike seemed unwilling to give Tyler credit for his achievements. Additionally, some have been critical of Spike’s treatment of black actors, including actor Clifton Powell, who said he would love to “whoop Spike’s ass” for the way he treats his employees.

With that being said, it is important for us to view Perry movies with an eye of balance. Perry’s southern roots may lead him to believe that it’s not so bad to have a chicken and grits eatin Aunt Jemima character dancing for white folks, as long you’re making money

No black actors or actresses were on the list, showing that production and business models reign supreme. If there is any lesson for aspiring young actors, actresses, athletes and entertainers to learn, its that you gain wealth and power by owning things, and not by working for other people.

Perry’s obvious financial success leads some to wonder just how far a man should go in order to find his way to riches. Perry’s films have been criticized as being stereotypical, degrading and emasculating. At the same time, there are those who believe that Perry is “playing the game” in a way that has created jobs for hundreds of previously out-of-work actors, actresses, producers, directors, and

while you’re doing it. But the truth is that money cannot and should not be the trump card justification for behavior that undermines the dignity of your people. So, those who see Perry’s financial success as a big “I told you so” in the face of Spike Lee are dead wrong.

Tyler Perry comes off as a man with tremendous compassion, an everlasting love of black folks and a productive sense of humor.

While America laughs at the man in a dress, there is a smarter man behind the scenes working to produce a positive and empowering message. In nearly every Perry film, there are a slew of conscientious and inspiring black characters who project all dimensions of the black experience; these characters help to water down those images that might be better fit for a minstrel show. This balance is what gives Perry a license to make us all laugh by putting on a dress.

The point is that black people have every right to be as silly and ridiculous as any white man we might see on the MTV show, “Jackass.” The problem with predominantly white media is that these are typically the only images provided to us, which puts us into a discriminatory box. Films like “The Help,” and shows like “Basketball Wives” might provide popular and profitable entertainment, but the broader concern is that Hollywood has a troubling history of casting African Americans in subservient and humiliating ways. A man like Perry can tell the story of the black maid, because it would likely be fused with that of the black police officer, attorney, astronaut and prostitute. Perry does a reasonably good job of mixing it up and provides a message of love, family and faith at the end. You can’t get too mad at that.

While I am quick to defend Perry, I caution him to use his power responsibly. After reading the Forbes article, there are thousands of young black film makers who are tempted to put on a dress and Aunt Jemima costume in order to make their first million. The point that must be kept in mind is that there are things more important than money, and having “a grip” of cash in your bank account does not excuse all forms of ridiculous behavior. In fact, you can’t put a price on your self-respect.

But I’m sure Perry knows this already. Well, perhaps I should call him Mr. Perry, since he’s officially the biggest baller in Hollywood.

Shepperd, Media Unit win Champions of Diversity award

PEACE, Inc. has announced that at the 10th anniversary Champions of Diversity Dinner Urban CNY Senior Editor Walt Shepperd and the Media Unit will receive a Lifetime Achievement Award, Thursday, October 20, at 6 p.m. at Oncenter, 800 South State Street. “Author, activist and professor, Walt Shepperd has always put the betterment of his community and others first,� the group’s award committee report noted. “Through his work with the Media Unit, Walt empowers teens to overcome obstacles and focus on future goals in television and stage performance and production.�

Other award winners for this year’s dinner include: Grandma Lula Donald as Volunteer of the Year, PEACE, Inc. Department of Energy and Housing Services & Ray Yehle for Community Service, and a Corporate Commitment Award to Rural/Metro Medical Services.

Since Shepperd founded it in 1976, almost 80 percent of Media Unit alums have achieved careers in stage, television and

related industries. The national award winning teen troupe now produces an average of 60 original music theater performances on topics of teen concern in schools, community centers, Syracuse Stage, the Justice Center, the BeVard and Carrier Theaters and the Great New York State Fair. The group also produces Rough Times Live, a weekly television program broadcast on Time Warner cable channel 98, Tuesdays at 8 p.m., as well as cable channels in Binghamton and New York City.

At the dinner Media Unit members will perform excerpts from a seven year summer tour collaboration with the Syracuse Department of Parks, Recreation and Youth Programs, Angels with Broken Wings, based on stories produced by writing workshops conducted in the Justice Center with gang members and women who have lost a family member to the street violence. Tickets are $125 each, with tables available at $1,250.
