ONONDAGA COUNTY In accordance with the Eminent Domain Procedure Law (EDPL), the following is a synopsis of the determination and findings that have been made regarding the proposed project to improve a section of Interstate 81 (I-81) in the City of Syracuse. These determination and findings have been made in consideration of statements submitted by the public both during and after the public hearing held for this project. This project will proceed toward multiple contract lettings, with the first being scheduled for the Fall of 2022. Acquisition of the right-of-way required is scheduled to begin in June of 2022. The basic design of this project has not been changed, consisting of a Community Grid solution to accommodate the replacement of the viaduct system carrying I-81 through portions of the city of Syracuse. Features of the project consist of: The conversion of I-81 between the junctions of I-481 to BL 81and the redesignation of I-481 to I-81. The existing Viaduct system between the New York Susquehanna & Western Railway (NYS&W) bridge near Renwick Avenue and the I-81/I-690 interchange would be demolished and traffic along this section of BL 81 would travel along a 30-mph city street between Van Buren and Pearl Streets. BL 81 would remain a limited access highway north and south of this section until it meets back up with I-81 (currently I-481). Lengthening of the westbound I-690 onramp from Bear Street. New interchanges constructed from I-690 at Crouse Avenue and Irving Avenue, new entrance and exit ramps to/from BL 81 connecting with East Willow Street, James Street, and Erie Boulevard. A new exit ramp from BL 81 to Colvin Street. North Clinton Street would be reconstructed and extended. Improvement to local streets and intersections. 1.7 miles of new or reconstructed shared vehicle and bicycle lanes. 2.0 miles of new or reconstructed shared use paths. 1.0 miles of a new cycle track 12.5 miles of new or reconstructed sidewalk Improved transit amenities. This design alternative was selected based on a balanced consideration of the need for safe and efficient transportation; the social, economic, and environmental effects of the Project; and national, state, and local environmental protection goals. Project benefits include improved traffic flow and mobility, modernizing of aging infrastructure and eliminating non-standard and non-conforming highway features, support for long-term planning efforts, improved pedestrian and bicycle facilities, improved transit amenities, and improved access and connectivity to major activity centers in the City of Syracuse. Under the Community Grid alternative traffic flow and mobility for vehicles, pedestrians, and bicyclists would generally improve as would safety. Land use conditions are expected to remain unchanged while elderly individuals and individuals with disabilities would benefit from new and improved facilities. The project is expected to be constructed over the course of 6 years under multiple contracts. Construction provisions, work phasing, and special provisions will be in place to minimize the disturbance to those traveling through the project corridor as well as the people living and working in this corridor. Access to homes and businesses will be maintained during construction. Copies of this determination and findings will be forwarded upon written request without cost. Those property owners who may wish to challenge condemnation of their property via judicial review may do so only on the basis of issues, facts, and objections raised at the hearing (§ 202 (C) (2) of Article 2, EDPL). Each individual assessment record billing owner (“property owner”) or his or her attorney of record whose property may be acquired shall note that, under § 207 (A), a petition to seek judicial review of the condemnor's determination and findings must be filed within 30 days after the condemnor's completion of its publication of its determination and findings. Further, the exclusive venue for judicial review of the condemnor's determination and findings is the appellate division of the supreme court in the judicial department where any part of the property to be condemned is located (§ 207 (B), § 208). The following month brought with it appointments and reappointments of legislature members to various boards, such as the soil and water conservation district board, the county’s tobacco asset securitization corporation, and the fish and wildlife management board.

At that February assembly, it was also decided that the Onondaga County Legislature would put to use available surplus room occupancy funding built up by area visitors’ hotel stays.

To support the tourist information center Visit Syracuse, $250,000 has been disbursed from that fund, while sums of $15,000 and $125,000 were set aside respectively for this year’s hosting of the Special Olympics New York Winter Games in Syracuse and the planned return of the Syracuse Jazz Fest.

The legislature further authorized the acceptance of $250,000 in state grant funding for renovations and upgrades to the Oneida Shores Park boat launch, the expenditure of $300,000 for improvements to the community plaza outside of the Everson Museum of Art, the doling out of $1.5 million for the construction of a community space at the Petit Branch Library, and the allocation of $2 million for roof and mechanical system replacements at the Rosamond Gifford Zoo.

Additionally, $30 million has been reserved for intended upgrades to the Oak Orchard Wastewater Treatment Plant.

In March, the legislature approved the appropriation of Federal Emergency Management Agency (FEMA) funds for COVID-19 relief efforts within the county.

Moving into April and beyond, Olson said he aims to continue learning the “ins and outs” of county government. Later appointed as a lay justice, a role that entailed middle-of-the-night arraignments and the signing of warrants for everything up to a felony, Brazill referred to the experience as “intimidating at first” but also eye-opening to the underbelly of a small village and the troubles faced by residents behind closed doors.

He would remain in that judicial seat for a full decade, a tenure that he said was helpful in making him a better listener capable of making firmer, more well-reasoned decisions.

Encouraged to switch it up and run for the village board by former Mayor John Regan, Brazill ended up taking the place of resigning trustee Dan Cunningham in 2002. “I guess the rest is history,” Brazill said. Named a fire commissioner right off the bat, he went on to serve two years under Regan before the latter’s retirement. Once Dick Donovan moved up to the mayor’s chair, Brazill was selected to be his deputy mayor. In the ensuing dozen years, Donovan would become a go-to mentor, so much so that Brazill felt fully prepared for his own move to the role of mayor in 2016. “It was a seamless transition because I knew what to expect,” Brazill said. “I equate it to driving a Cadillac—he had everything in place and I just took over the driver’s seat...a lot of my success is because of him.” As mayor, Brazill said he’s learned to have “tough skin” after realizing that not every resident or even every member of the board would be happy with all of his approaches and decisions. Knowing that, he began the “Pizza with the Mayor” events to allow for an exchange of ideas with the public and to hear the community’s concerns. Reflecting on his 30 years spent as a Village of Minoa official, Brazill points to a placard on his desk displaying a Ralph Waldo Emerson quote. “There is no limit to what a man can do or where he can go if he doesn’t mind who gets the credit,” Brazill says, reading the words of the sign. He adds that he wouldn’t have been able to get where he is without the work ethic instilled in him by his father, the dedication of his fellow village board members, the help of the women in the clerk’s office, and the love from his two sons and his wife of 41 years, Cyndee.

Brazill l From page 1 “I have just a great support staff, from family to friends to professionals,” Brazill said. “I feel very fortunate to have the people I have around me and the others who have been in my life to make me the person I am.” The last three decades have also seen Brazill serve as a member of the board of managers for the East Area Family YMCA, the National Fire Protection Association, the Town of Manlius Critical Response Committee and various volunteer organizations, including ESM Youth Sports and the ESM Sports Booster Club. With two years remaining in his current term, Brazill said he intends to retire from his United Rentals salesman job in September so he can devote more time to his mayoral duties.

Prescription Drug Take Back Event
