Early childhood experience largely lays the foundation, for course and outcome of subsequent human development, greatly influencing lasting and fundamental traits such as mental health, resilience, empathy and cognition. In particular, the quality of the earliest caretaking is the first and single greatest support for a child’s developing brain. Child maltreatment of all kinds, on the other hand, places a child at increased risk for aggression, drug use and antisocial behaviors.

The most telling but not the only example of this is the role that maltreatment plays in the development of delinquency. The prevention of maltreatment, along with the management and care of children and adolescents who have already suffered it, constitutes the greatest task of social and psychological services for children. This presentation outlines the role that early childhood experience plays in subsequent development and the principles of early and later interventions.

Dr. Davis is a ChildTrauma Academy Fellow and Director of Psychiatry at the New Mexico Department for Children, Youth and Families.

His primary areas of interest and expertise are delinquency as an outcome of early neglect and abuse; extreme behavioural disorders in young children; psychopharmacology and systems of care for severely disabled and underserved populations.

8:15 - 10 A.M.

This session defines pornography and child pornography in ways that differentiate both from the general category of ‘sexually explicit materials.’ This training highlights numerous studies that show the impact of pornography on children, youth and culture.

It outlines ways the impact has escalated with changing content and through the reach of technology. Several different strategies to combat the harm are also identified. The training answers why addressing pornography is important in efforts to prevent child sexual abuse and exploitation as well as all sexual violence. It explains various ways pornography and the pornified culture hurt sexual and relational health, rather than helping.

For over 40 years, Anderson has worked to prevent harm and promote healthy development. In 1992, she founded Sensibilities Prevention Consultation based in Minneapolis where she works with a wide variety of organizations. Anderson has counseled sex offenders, survivors, prostituted women and families of missing and murdered children and conducted over 2,500 presentations internationally.

The keynote presentations and Awards Luncheon will be held in the Sunflower Ballroom. Workshop locations will be offered in a variety of rooms in the Maner Conference Center and the Capitol Plaza Hotel.

Room assignments are determined by expected attendance figures for each workshop and to accommodate presenter requests. The workshops you chose on your registration forms are indicated on the schedule in your packet. You may feel free to make alternate choices, however space may be limited. We ask that you abide by the room capacity limits for your safety and out of respect to the presenters.

NAMETAGS Your nametag can be found in your information packet. During the conference, we ask that you wear your nametag to be easily recognizable.

LUNCH On Thursday, lunch is available. Pre-registration is required and is indicated on your nametag. If you did not register for lunch on your conference registration but would like to join us at the Awards Luncheon, please let the staff at the registration table know by Thursday, November 2 at 10:30 a.m.

EXHIBITORS Agency and vendor exhibits are located in the Sunflower Ballroom. Please take time to visit the exhibit areas. We will be holding a drawing with prizes donated by exhibitors. The drawing entry boxes are located at the information booth and the registration area. Participants must sign up prior to 10:30 a.m. Thursday morning. Winners will be announced at the Awards Luncheon on Thursday.

CEU INSTRUCTIONS Social Workers; Psychologists; Marriage and Family Therapists; Counselors; and Professional Alcohol/Drug Counselors: Behavioral Sciences Regulatory Board (BSRB) no longer pre-approves continuing education programs. Each professional is responsible for maintaining his or her own records of attendance at the various conference activities.

Those who plan to use conference participation for Continuing Education Unit (CEU) credit must sign in (license number must be included) at the CEU registration table each day of the conference. This registration is for purposes of accountability by the conference planners in the event that BSRB audits any participants.

A certificate suitable for CEU verification is in the conference packet and is for use for all breakout sessions of the conference. The workshop monitor must validate the certificate before you leave each workshop. Separate certificates will be given out at the end of the keynote sessions. Those seeking CEU credit from BSRB should keep copies of their conference programs or use other means to record the workshop topic, speaker(s), etc. for each activity attended in order to complete the necessary paperwork for license renewal.

Nursing: The Kansas State Nurses Association does not pre-approve the Governor’s Conference. If you are seeking CNE credit and need additional session information, please contact Pamela Noble, pnoble@ kcsl.org.

Law Enforcement: Use the certificate provided in your packet to report the number of hours of workshops/activities attended. In-service credit hours up to 15.0 are available for the conference.

Contact hours available are Wednesday PreConference Institutes 6.0 hours; Thursday 6.0; and Friday 3.0. Separate certificates will also be available at the conclusion of all keynote sessions.

Physicians: Physicians may self-designate this conference for Category II credits if they feel that the conference meets the definitions of CME and fulfills the ethical requirements for Category II. Attorneys: Continuing Legal Education (CLE) credit was requested for the following session: N-3 Human Trafficking-Legal and Policy Issues. Attorneys attending this session must return a signed affidavit (handed out by the moderator following the session) to the registration table or the moderator. The conference coordinator will forward them to the CLE Commission.

CLE credit for additional workshops may be available via individual application to the CLE Commission. The commission will consider any workshop for guardians ad litem (GAL). Lawyers should review the workshop/institute description with an administrative judge and self-submit an application for GAL/CLE. Affidavits are not provided for guardians ad litem this year. CERTIFICATES OF ATTENDANCE Included in your conference packet is a certificate of attendance. Certificates for both keynote presentations will be handed out at the close of each session.

DESCRIPTION Employee health and resilience are important factors in achieving positive client outcomes. Learn ways to incorporate trauma-informed supervision into your organization to increase resiliency and positively impact staff retention, secondary traumatic stress/burnout and effective client services.

This institute will provide participants the strategies necessary to effectively address domestic violence in child welfare cases. Participants will be provided tools to assess batterer dangerousness, parenting capacity as well as, child and adult victim safety. Case planning strategies that promote victim safety and perpetrator accountability will also be provided. This session is geared especially to those who work in the field of child welfare.

This six hour CLE approved training regarding human trafficking will provide a broad spectrum of legal and policy issues that are presented when a child is subjected to an act of human trafficking.

These victims are all children in need of care and their identification, rescue and recovery rely on all facets of the legal system working together. The morning session includes insights from a nationally recognized judicial expert about handling child trafficking victims, a summary of relevant and recently amended KS laws on human trafficking and a summary of DCF updated programs, policies and processes aimed at responding to runaway and trafficked children. The afternoon session includes panel discussions by foster care providers who handle trafficking victims and law enforcement officers who handle missing and runaway children and concludes with a discussion of ethical issues presented in a variety of trafficking situations. Panelists include Ed Klumpp, Sheriffs, Police Chiefs & Peace Officers Associations; Senior Special Agent Angie Jones, KBI; Det. Derrick Wilczek, Overland Park PD; Debbie Kennedy, Wichita Children’s Home; Vickie McArthur, St. Francis Community Services; Kelly Young, KVC Kansas.

This presentation will introduce participants to the major tenants of attachment theory and how a variety of diagnosis within the DSM-5 can be better understood within an attachment lens. We will also look at common attachment related disorders, causes of attachment disorders and treatment.

A recorded video session will be used to demonstrate a common approach to working with adults with attachment issues.

As the practice of mindfulness has gained recognition within the public, its beneficial effects for healing trauma and promoting healthy development have been validated in multiple studies.

This institute will present a basic understanding of mindfulness and selected mind-body skills as effective resources for both consumer and provider within family services and mental health systems. This will be experiential and educational.

This session is intended to acquaint the audience with a basic knowledge of the different categories of drugs that impair along with some highlighted observable signs and symptoms. New drugs and trends will also be reviewed,along with a discussion of paraphernalia, which is commonly associated with the various drugs of abuse. The intended takeaway from this session is for the audience to be able to detect possible drug use when interacting with clients. This will not make the audience drug experts but should provide some basic knowledge from which to document observations and possibly contact #GovConf2017 15 additional authorities.

This workshop offers innovative best practices to help mitigate the negative effects experienced by children’s exposure to trauma and highlights a promising initiative, "Handle With Care," between schools, law enforcement and treatment providers. “Handle With Care” provides the school with a 'heads up' when a child has been identified by law enforcement at the scene of a traumatic event. Schools are responding with interventions to help mitigate the trauma and mental health providers are co-locating at the school to provide services. This program promote safe and supportive homes, schools and communities that protect children and help traumatized children heal and thrive.

This presentation provides strategies, guidance and a proven plan for surviving an active shooter event. Topics include the history and prevalence of active shooter events, civilian response options, law enforcement response and considerations when dealing with an active threat. The intent of this comprehensive training program is to assist public safety and emergency management professionals in their efforts to educate citizens on response options for active shooter situations. The goal of the course is to develop the participant’s basic knowledge and understanding to a proficient level enabling the participant to immediately make a decision when faced with an active threat.

EMERALD II 1-7 Gaining a New Perspective: An Experiential Child Welfare Simulation

Professional photos and strong narratives are important pieces to creating a public profile that will compel families to want to learn more about children in Kansas who are in need of a 'no matter what' family.

Recruitment efforts can also be stressful and triggering for these same children.

This workshop will provide an overview of national best practices in recruitment standards as well as the Adopt Kansas Kids program. Participants will learn different strategies for 'unpacking the no' that many youth and teens use to reject permanency recruitment. We will also discuss ways to prepare children for recruitment and achieve buy-in. Participants will learn new approaches to gathering positive information needed to create strong narratives and find families for the children they serve.

This workshop will also provide information about how domestic violence affects the health and safety of victims through reproductive coercion, best practice strategies for engaging batterers as parents, domestic violence screening, referrals and enhancing safety.

HOMESTEAD 2-3 DCF Implementation of the Comprehensive Addiction & Recovery Act Susan Gile, LBSW, & Lynnea Kaufman, LBSW, Kansas Dept. for Children and Families

This presentation will discuss DCF's implementation of the Comprehensive Addiction and Recovery Act (CARA); provide an overview of the Child Abuse Prevention and Treatment Act prior to the amendments of CARA legislation; and learn how CARA has changed state’s responsibilities to address the problem of opioid addiction and the effects of substance abuse on infants, children and families with the intent of early identification and intervention to support families affected by opioid use disorders.

The discussion will explore how a plan of safe care provides a method of identifying the needs of the infant and family and the services to meet those needs. Participants will learn to recognize how a plan of safe care is different from a safety plan and is a long-term plan, which can continue with community service providers beyond DCF involvement.

This presentation offers a practical exploration of ethical issues associated with modern technology and professional practice in social work, human services and other helping professions. The training also explores important emerging ethical principles related to utilization of email, social networking and other social media with particular emphasis placed on riskmanagement.

During this session, the Kansas Department of Health and Environment will share its new 2014/2015 Kansas Adverse Childhood Experiences data. Then, Wichita State University will share the results of the Centers for Disease Control and Prevention’s Social Norms Survey for Kansas and compare state results to national estimates. These two presentations regarding Kansas data will provide insight into the prevalence of ACEs, the association between ACEs and selected mental health/chronic disease conditions and the attitudes of Kansans that may help or hurt efforts to address ACEs.

Children from hard places have learned defensive strategies to avoid (not connect), to defend (not cooperate) and to harm (not heal). These methods often translate into behaviors such as lying, stealing and manipulating others. Traditional parenting methods are often ineffective and leave both families and workers frustrated and overwhelmed. Trust Based Relational Interventions (TBRI®) helps give both families and workers insight into these behaviors, as well as give children strategies for self-regulation and skills for getting their needs met. Though certainly not a 'magic bullet,' this high-investment parenting approach creates an environment that is child-centered, helps create connections, teaches cooperation and encourages healing.

PIONEER 2-9 Brain Development: What Every Professional Needs to Know

This presentation covers six basic principles of brain development. Each principle contributes to the understanding of the sequence and process in childhood brain development. The successful completion of each of these developmental processes is predictive of the child’s physical, behavioral, emotional and cognitive development lasting well into adulthood. Further, this knowledge equips the parent, teacher or therapist to promote health development of children and design helpful intervention strategies.

KYAC Officers

Who better to explain and help others understand what youth really need when transitioning out of care than the youth themselves? Panel members from the KYAC will share what they and other youth need to successfully transition to adulthood. In addition, panel members will give an honest account about experiences they had with child welfare services in Kansas and share tasks as identified on their workplan.

SHAWNEE B/C 3-3 Responding vs Reacting: Helping Students Understand the Importance of Self-Regulation Begins with You

In this session, the presenters will discuss their journey to become a trauma-informed school and how teaching students the process of self-regulation is the premise of it all. After watching Paper Tigers, Derby Hills staff reached out to Jim Sporleder, the trauma sensitive leader spotlighted in the film. With Sporleder’s help, Derby Hills became one of four schools nationwide to pilot his approach. The most important element they discovered in implementing a trauma-informed school was selfregulation. Interventions and best practices to address self-regulation for both students and educators will be shared in this presentation.

This session will discuss sleep-related infant death, national and state data trends and the barriers to implementing safe sleep recommendations. Participants will explore the American Academy of Pediatrics safe sleep guidelines and implementation strategies to reduce sleep-related deaths within settings such as hospitals, child care, foster care, family preservation, health clinics and the wider community.

WHEAT 3-7 Kansas Implementation of the Every Student Succeeds Act (ESSA)

There are several key provisions in the new Every Student Succeeds Act (ESSA) federal regulations important to children in foster care including clarification on the obligations related to transportation of children in foster care to maintain educational stability and immediate enrollment of a child in foster care. These regulations went into effect January 30, 2017, however, the provisions relating to school stability went into effect on December 10, 2016.

Kansas is fully implementing the Act in

NOTES school year 2017/2018. This will be a panel discussion with presenters from various agencies providing information about the federal regulations and Kansas specific implementation.

EMERALD IV/V 3-8 Exploring Elements of a Successful Adoption

Though there is not one surefire formula to create a successful adoption, there are elements of practice which can be utilized in an effort to make the process go smoother and create a lasting family bond. This session will explore preparing a family by helping a potential adoptive family understand the basics of infant/ child attachment and examine their own attachment style. From there, participants will utilize this attachment lens in combination with the Prediction Path to better understand what is needed to make a smooth transition for a child into an adoptive home. Finally, a brief overview of the TBRIÂŽ Connection principles will be introduced as concrete methods for adoptive families to create attachment and bonds with children who come from hard places. As part of this, participants will have firsthand experience of being a part of a nurture group, which is one method of building bonds and promoting healing for a child who has experienced trauma.

PIONEER 3-9 Using Brain Mapping to Understand & Promote Healthy Development in Children

Understanding brain development and brain function can assist adults in supporting children’s growth and development. This same information, in turn, offers helpful concepts in the development of remedial activities for children suffering the ill effects of social and emotional trauma. This presentation will use case histories to develop a conceptual brain map of the child. This map in turn will be used to identify functional problems and conceptualize supportive activities to promote remedial development.

HOMESTEAD 4-5 Safe Haven

Safe Haven for Newborns laws provide a legal option to birth parents who are not ready to raise a child and feel their only option is to abandon the baby.

Relinquishing a newborn to someone on duty at a Safe Haven location ensures the baby is left in a safe place with those who can provide the immediate care needed for their safety and well-being and protects the parent from prosecution for abandonment.

All states have Safe Haven laws that allow parents to surrender newborns, but few mothers who abandon or kill their babies know that. Missouri’s Safe Haven law has been on the books since 2002 and Kansas passed Safe Haven legislation in 2006, but sadly, not many citizens know about these life-saving laws. This session will share the history, struggles, challenges and successes of the Kansas City Metro Safe Haven for Newborns Coalition.

Bikers Against Child Abuse (BACA) exists with the intent to create a safer environment for abused children. We exist as a body of bikers to empower children not to feel afraid of the world in which they live. We desire to send a clear message to all involved with the abused child that this child is part of our organization, and that we are prepared to lend our physical and emotional support to them by affiliation and our physical presence. We stand at the ready to shield these children from further abuse. EMERALD III/IV/V 5-1 Resilience, The Biology of Stress & The Science of Hope MOVIE SCREENING & FOLLOW UP DISCUSSION As the new documentary Resilience reveals, toxic stress can trigger hormones that wreak havoc on the brains and bodies of children putting them at a greater risk for disease, homelessness, prison time and early death. While the broader impacts of poverty worsen the risk, no segment of society is immune. Resilience, however, also chronicles the dawn of a movement that is determined to fight back. Trailblazers in pediatrics, education and social welfare are using cutting-edge science and fieldtested therapies to protect children from the insidious effects of toxic stress—and the dark legacy of a childhood that no child would choose.

Adoption day is the end of a long road and the beginning of an even longer one. This workshop will explore the challenges and opportunities that 'no matter what' families have as they raise children adopted from hard places. Participants will review key strategies for helping kids heal, learn to give care and receive care, be autonomous, and get their most important needs met.

This workshop will explore the importance of hearing the voice of adopted children and youth and helping safely maintain the connections that are meaningful to them.
