PLANS for 1,025 homes beside Dún Dealgan, better known locally as Cú Chulainn’s Castle, are now before An Coimisiún Pleanála after Louth County Council’s decision to grant permission was appealed.

On 22nd July, the council decided to grant permission for 1,025 homes, 33 fewer than the 1,058 originally proposed and subject to 51 conditions.

An Coimisiún Pleanála told the Dundalk Leader on 20th August that three valid appeals had been confirmed, while others received before the deadline were still being processed. By Monday, 24th August, its public case page

had been updated to show seven party entries, including an entry County Louth Archaeological and Historical Society. Nicola Bishop, who told the Dundalk Leader that she had lodged a separate appeal, was not listed under her own name. The page did not state whether all seven entries represented valid appeals.

According to the Commission, once a planning appeal is made to the Commission the local planning authority decision is considered invalid. The Commission makes a fresh decision on the planning application that can confirm, alter, or reverse the local planning authority decision.

Nicola said her appeal covers the scheme’s scale, infrastructure, traffic, archaeology, heritage and ecology, and getting to this point was significant for her.

“Reaching the appeal stage means a huge amount after everything that has gone into this campaign,” she said. “There has been an enormous amount of work, time and commitment from local people, residents and everyone who has supported the campaign.”

Her objection, she said, is not to housing itself. “I completely understand that we need more housing, particularly with the housing crisis we are in,” she said. “Our concern is that this is not the right place for a development of this size and density.”

Asked what she would like to see happen, Nicola said, “Ideally, there would be as little development on those fields as possible, allowing the site to reach its full potential as an important tour-

“However, if development is going to take place, we believe a much larger buffer around the heritage site and a much smaller, more appropriately scaled development would be a more realistic compromise.

“It is not about being against development.

It is about getting the right development in the right place, while protecting what makes this area so special.”

Nicola said she was also seeking independent archaeological advice. “Our next important step is finding an archaeologist who can prepare a strong, independent report on the archaeological importance of the area,” she said.

Many of the Society’s

concerns overlap with Nicola’s.

In a statement supplied to the Dundalk Leader, the Society said, “We believe the proposals do not adequately protect the monument, its setting or the surrounding historic landscape.

“Our concerns include the lack of proper provision for, and protection of, an exclusion zone during the construction phase. We are also concerned that the proposals for a Heritage Park and for developing its tourism potential lack sufficient detail and substance.”

AS part of an ongoing investigation targeting an organised crime group, Gardaí conducted a number of searches in Dundalk last Friday 21st August 2026.

Searches were conducted at a number of residential premises by members attached to Louth Cavan Monaghan Crime Functional Area with assistance from the Regional Armed Support Unit, the Special Detective Unit and the Army EOD Unit.

A number of items were seized during this operation including firearms and viable improvised explosive devices.

These items have been sent for further technical examination.

Ciara Brady of Cedarwood Park in Dundalk was arrested in connection with this investigation and has since been charged.

The 34 year old appeared before a special sitting of Dundalk District Court on Monday where she was charged with six offences including four charges of possessing firearms and two of possessing ammunition.

Due to the ongoing legal aid strike she appeared in court without a solicitor. She was granted bail and told that she must appear in court again on the 25th of November.

The council planner’s report considered the proposed removal in the context of a planned local centre and land identified for a possible future school. No school forms part of the current application.

“These boundaries are an important part of the area’s heritage and landscape,” the Society said. “We do not believe the destruction of such a historic feature is adequate compensation for providing a site for a school which may not be built for many years, or potentially, decades.”

“Our appeal is about making sure that development takes place

while properly protecting the monument, its setting and the historic character of the area for future generations,” it added.

The council attached archaeological safeguards to its decision, including a 50-metre buffer around Dún Dealgan and a recorded standing stone, archaeological monitoring of all groundworks and a requirement to stop work if archaeological material is found.

Before the decision, the Office of Public Works asked the council to consider significantly reducing the number of buildings closest to the monument.

The Department’s archaeology section, after re v ie w ing additional information, raised no objection to permission being

granted, subject to conditions.

Me anw hi le , An Taisce, which is also listed as a party to the appeal, has asked the Heritage Minister to give Dún Dealgan and its historic landscape special protection. The relevant provisions of the 2023 heritage Act have not yet been brought into force. The Department of Housing, Local Government and Heritage told the Dundalk Leader that the National Monuments Service had received An Taisce’s correspondence and was considering it.

Louth County Council told the Dundalk Leader that it could not comment while the case was before An Coimisiún Pleanála.

Grandspect Limited was also contacted for comment.

Safety concerns raised at Carlingford and Omeath piers

YOUNG people are reportedly moving between boats tied up at Carlingford Pier before jumping into the water, prompting a call for better management of the harbour.

Cllr Fiona Mhic Conchoille (SF) raised the condition of both Carlingford piers and Greer’s Quay in Omeath at the July meeting of Louth County Council, telling the meeting there was broken glass at Carlingford Pier and that lifejackets had been thrown into the sea.

She added that three more boats had also been attached to two large vessels already there, allowing young people to move between vessels to jump into the water, raising health and safety concerns.

“I know there’s a no trespassing sign, but young people are still getting on boats,” she told the meeting.

While pier jumping has long been popular in Carlingford, Cllr Mhic Conchoille said “the presence of multiple unattended vessels, combined with the poor condition of the area raises obvious safety concerns.”

She also asked the council about the “neglect across all three piers” in the area, and its

Cllr Fiona Mhic Conchoille. plans for “some kind of management” there, requesting an update on what management arrangements are in place, planned works and when the issues would be addressed.

Speaking to the Dundalk Leader after the meeting, the councillor also expressed concern about the neighbouring pier on the Carlingford Castle side where she had been made aware that boats, which were reportedly due to be removed and scrapped, remain in place and “are continuing to cause damage to the structure.”

On Greers Quay in Omeath, she said “a growing number of boats were moored while what appeared to be essential maintenance and repair work were

being carried out” but stated clearly, that she had “absolutely no issue with that”. However, she added locals there are concerned about the condition and management of the pier, highlighting broken railings, steps pulling away from the pier wall along with other signs of deterioration.

“A harbour and pier facility are there to support fishermen and boat owners, and goodness knows the life of a fisherman is difficult enough without placing additional obstacles in their way,” she said.

“People carrying out legitimate maintenance on their vessels are not the issue.”

Cllr Mhic Conchaille wants the harbour facilities to be

properly maintained, safely managed and protected for future generations and believes there is now a wider need to review how these facilities are managed.

She now intends to bring a motion forward calling on the council to review the management arrangements at Carlingford Harbour and Greers Quay, “including the consideration of a dedicated Harbour Master or similar authorised officer to improve oversight, public safety, maintenance and enforcement while providing a clear point of contact for harbour users, commercial operators and emergency services.”

“This isn’t about fishermen or legitimate harbour users,” she said. “It’s about the absence of active management of public assets.”

A council official told the July meeting that letters had been sent regarding boats left at Carlingford without permission and owners would be given one month to move them.

Members were also told that repairs to the Carlingford slipway following storm damage were almost complete. It also was explained that the slipway

had been closed as the council waited for granite to be ordered in from a quarry and fitted into the squares damaged by the storm.

A separate update was provided on Gyles Quay, where holes had appeared in the pier following storm damage. The meeting heard a contractor had been lined up to carry out concrete repairs.

“We will fix it and have a plan to fix it,” he said.

Louth County Council stated it was aware of concerns regarding vessels occupying Carlingford Pier and the potential impact on public infrastructure and public safety.

“The Council is actively taking action to address vessels that may be abandoned, derelict, or inappropriately berthed within the harbour area. The Council is identifying vessel owners, engaging directly with them regarding their responsibilities, and seeking the voluntary removal of vessels where appropriate. Where necessary, the Council will take enforcement action to protect public infrastructure and ensure that the pier, slipway, and harbour area remain safe and accessible for legitimate users.

“The condition of the pier

and associated infrastructure is being monitored, and any damage identified will be assessed as part of the Council’s ongoing asset management programme.

“Recently identified damage at Greer’s Quay, Omeath, and to the pier and slipway in Carlingford has been addressed through repair works carried out by Louth County Council.

These completed works reflect the Council’s commitment to maintaining public infrastructure in a safe condition and ensuring continued access to these important coastal facilities.

“Louth County Council recognises the importance of our piers and harbours as both a key public amenities and tourism assets. The Council is committed to safeguarding these facilities and is currently reviewing longer-term management arrangements to prevent the inappropriate occupation or abandonment of vessels within the harbour area. The Council will continue to engage with relevant stakeholders and agencies, as required, to ensure the protection and sustainable management of these important public assets.”

Dundalk Meals on Wheels launches annual appeal as demand expands across North Louth

VOLUNTEERS from Dundalk Meals on Wheels will take to the streets and church gates this month for their vital annual fundraising drive, raising essential funds to support more than 200 older residents across Dundalk and North Louth.

The main street collection takes place across Dundalk on Friday, September 4th and 11th, followed by the annual church gate collection on Friday, September 18th. Every donation directly funds hot meal preparations, deliveries and vital community outreach initiatives.

A Vital Lifeline for our local older people “Our dedicated team of over 100 volunteers continues to prepare and deliver 110 hot, nutritious dinners throughout Dundalk every Monday, Wednesday, and Saturday,” said

“For many of our clients, that regular visit is far more than just a hot dinner—it is a vital lifeline, offering a warm chat and a regular check-in three times a week.”

Planned increases in fuel excise duty will not go ahead THE planned reversal of excise duty fuel cuts in September and October will not go ahead, the Government has confirmed.

The government had previously announced an extension of the temporary reductions to fuel excise and the National Oil Reserves Agency Levy (NORA) and had planned to gradually restore rates starting on September 1st. However, a statement released by the government on Thursday evening confirmed that they would pause that plan due to ‘a change in the global situation and as a consequence the cost of petrol and diesel for consumers’.

“As a Government, we have said since the conflict in the Middle East began that we would monitor the situation closely and reserve the right to adjust our response as required with nothing ruled out.

“This step-by-step, phaseby-phase approach has ensured that we have made one of the largest fiscal interventions of

any EU member state this year when it comes to responding to the impacts of the crisis helping to reduce the cost burden at the petrol pump, support those most at risk of energy poverty, and assisted key sectors that are critical to keeping our economy moving.

“These interventions have kept inflation under control and provided relief at the pumps.

“In June the Government announced an extension of the temporary reductions to fuel excise and the National Oil Reserves Agency Levy (NORA) and to avoid any cliff edge removal of supports, it set out a pathway to gradually restore rates to prereduction levels, starting from September 1.

“However, it is clear that in the intervening period there has

been a change in the global situation and as a consequence the cost of petrol and diesel for consumers.

“The Taoiseach, Tánaiste and Minister of State Seán Canney have kept in close contact in recent days and weeks and this morning agreed that the planned increases on September 1 and October 1 will not now go ahead.

“The Government will agree the next steps next week.

“Ultimately the greatest economic intervention we can see is de-escalation in the Middle East - and that is still the case.

“We will continue to be agile and rule nothing out.

“Work is also ongoing in relation to the Budget on October 6.

The Government has been clear there will be decisive interventions in the Budget that will be framed around assisting people with the cost of living including to reward work, reduce costs, and protect the economy,” read the statement.

35th Fatima Open 2026 Results

THE 35th Fatima Open which included the Gerry Gallagher Memorial and the Kevin Mathews Memorial Prizes took place at Ballymac Golf Club on Saturday 6th August.

The weather was good on the day and a great crowd of golfers attended for the always popular event. The golf course was in excellent condition, which made for good scoring on the day.

This year’s overall winner of the 35th Fatima Open was Conor Macken who scored 40 points which included a 22 on the back 9. Brian Keogh was the winner of the senior prize while Paul Paddy ‘The Caddy’ Murtagh (Committee), Conor Macken Mathews won the Gerry Gallagher Prize. More than a dozen families left with no school transport to Bush PP School A ‘SIGNIFICANT number’ of families in Dundalk have no school transport for their children who have been enrolled in Bush PP school this term, Sinn Féin TD Ruairí Ó Murchú has said.

The Dundalk TD said he is currently working with more than a dozen families who have been told that they do not qualify for Bus Éireann school transport and they are left wondering how their children will get to the Cooley Peninsula and back each day when school starts later this month.

Deputy Ó Murchú said that school transport is ‘an annual disaster’ and while the location changes every year, the stress for parents and families doesn’t.

He said he was aware of WhatsApp groups containing up to 35 parents mostly from Dundalk who are trying to get transport to the Bush School and while a private bus service may be an option, it means additional costs for families.

There was, he said, a particular issue this year where many of those affected had been turned down for placements at Dundalk secondary schools because they were over-subscribed and many of the students are first years, while some have siblings already in the Bush.

He said he has been in touch with the minister responsible and Bus Éireann School Transport about the problem which is affecting a large number of students and he has also been in touch with private bus operators and Bus Éireann an effort to find a resolution to the problem.

Deputy Ó Murchú said there is also a problem with the school transport appeal mechanism for these students which is based on the fact that the students are not travelling to their nearest school ‘because most have applied to schools in Dundalk and have been turned down because of oversubscription’. The appeals system is ‘overly onerous’, he said.

He said there may be an alternative public transport service available but ‘the times are very tight every day’.

He said: “At the end of the day, this is a failure of the school transport service which is affecting these families and causing incredible additional stress”.

Cllr Fisher calls for progress on shared municipal facilities in Dundalk INDEPENDENT councillor Ciarán Fisher is calling for progress on shared municipal sports facilities in Dundalk, prioritising additional sports fields and a vision to create a parkland 5km route.

Cllr Fisher said that the soon to be opened Athletics Track and County Stadium were examples that show what can be achieved.

And that a number of local clubs are now efCllr Ciarán Fisher. fectively landlocked and struggling to cope with growing membership. “St Dominics, Rock Celtic, Dundalk Gaels, Dundalk Young Islanders and Sean O’Mahony’s, Quay Celtic, Dundalk FC academy . . . the list goes on and on of clubs in the same boat – no room to expand and facilities stretched to the limit.

These clubs are bursting at the seams, especially with youth and girls’ teams. We need proper municipal pitches that can be shared and used by the whole community. This is in the context of clubs that are doing everything right, being inclusive, branching out into their communities, but running out of road and room” He said the recently adopted Louth Local Sports and Physical Activity Plan 2026–2031 already recognises that most public facilities are at capacity and that Dundalk’s growing population needs new outdoor provision. The Plan itself tells us the facilities are full and that more multi-use pitches and outdoor recreation routes are needed.

“What’s needed now is action on the ground – I think shared sporting pitches would be a start, realistically in our climate, the town needs another astroturf facility. I know I’ve mentioned previously that the old dump site could be an ideal location for this, and I understand that is being considered, but there are other locations too.

As Dundalk grows, so must the facilities to match. This is to enable everyone who wants to participate to do so, and to ensure that we can develop talented young athletes here in Dundalk and Louth.

Cllr Fisher added that he thought the council should be “ambitious and purchase land, perhaps down the coast side of the Red Barns road, to create a proper off-road 5km running loop in parkland, that walkers, runners and families can use safely.”

Cllr Fisher is inviting clubs, running groups and interested residents to get involved. “I think it would be beneficial to form a working group of people with backgrounds in different disciplines, to work with the council on this: To document the extent of concerns and to hold the plan accountable to deliver. If you’re from a club that’s under pressure or you just want to see better facilities in Dundalk, get in touch with me and we’ll get the ball rolling.”

Sailing Into Wellness Programme Supports Recovery at Sea PARTICIPANTS from The Red Door Project in Drogheda and Turas in Dundalk are taking part in Sailing Into Wellness, a fourweek programme based at Carlingford Marina and funded through the Sláintecare Healthy Communities Programme, which is delivered

by Louth County Council.

The Sláintecare Healthy Communities Programme is a Healthy Ireland initiative that brings together local authorities, the HSE and community partners to fund and support community-based initiatives.

Drogheda and Dundalk are designated areas under the Sláintecare Healthy Communities Programme, which was developed to improve health and wellbeing outcomes in communities where health inequalities are most evident.

Sailing Into Wellness uses sailing and outdoor activities to support personal development, wellbeing and recovery. Participants from The Red Door Project and Turas will learn how to sail a keelboat while also building confidence, resilience and teamwork.

Developed in response to identified local needs, the Sailing Into Wellness programme combines practical sailing activities with personal and social development, offering an alternative, non-clinical approach to recovery support.

Through time on the water, participants are encouraged to set goals, work together and overcome

Dundalk Comhaltas celebrate their All-Ireland Champions MANY members of the Dundalk branch of Comhaltas (Comhaltas Craobh Dhún Dealgan) made the short journey to the recent Fleadh Cheoil na hÉireann in Belfast. For five of them it was a Fleadh they will remember fondly for years to come because they returned home as 2026 All Ireland Champions.

The victorious five were Rachel Dooley, Senior Harp, Kayla Martin, Harp 12-15, Ryan Martin, Harp 15-18, Jaymee Martin, Harp Slow Airs 15-18 and Fionn Marron, Mandolin 15-18. Four of the five winners, Rachel Dooley and the Martin siblings come

from Dromiskin while Fionn Marron is from Co. Monaghan. well be their first time to see or hold a concertina, a banjo, a harp etc., instruments that may well play a significant part of their future lives.

Over 2,500 students in Louth receive Leaving Cert results

STUDENTS from across the country received their Leaving Certificate results last Thursday with many opting to read the results online at home before heading into their respective schools to collect the results in paper form.

Councillors call for re-think of Louth to decide whether Navvy Bank campervan plan property tax rate will change SEVEN Dundalk councillors have called for a rethink of plans to put 23 serviced campervan bays on the Navvy Bank pitch-and-putt course, saying Point Road is the wrong location and that the proposal should do more for the local community.

The councillors are from Fianna Fáil, Sinn Féin, Fine Gael and the Green Party and make up more than half of the 13-member Dundalk Municipal District. Their reasons differ, but the campervan section is the part of the plan on which they agree. Much of the wider redevelopment has been welcomed.

Louth County Council wants to turn the site into a year-round urban recreational park with a playground, minigolf, toilets, kiosks, open green space and 38 new public parking spaces, saying the development would support its aim of establishing three serviced campervan locations in Louth by 2030. A bus lay-by, pedestrian crossing, traffic-calming measures and improved access to the Navvy Bank walkway are also proposed and each campervan bay would have access to electricity and water, with a foul-waste disposal point provided beside the proposed toilet buildings.

Fianna Fáil’s Cllr Seán Kelly said there was plenty in the proposal that he supported, but he did not believe an overnight campervan facility belonged beside an established residential community.

“While I support elements of the proposal, including additional green space, a playground, improved public amenities and extra parking, I do not believe a campervan facility is appropriate for this location,” Cllr Kelly said.

He was also concerned about Point Road, which was “already heavily used by pedestrians, cyclists, walkers and local traffic”.

“Larger vehicles would add further pressure to a road that is not ideally suited to them,” he said.

Cllr Kelly also raised concerns about possible noise, vehicle movements and activity at unsociable hours, as well as illegal parking, extended stays, waste and wastewater disposal and pressure on local services. Council documents state foul waste would be discharged through a dedicated facility, while roadsafety and environmental screenings were carried out as part of the proposal.

Dundalk Bay was an important natural asset, he added, and any development must protect its environment and peaceful character.

“I believe a better use of the site would be a floodlit, all-weather sports pitch with CCTV, managed by Louth County Council,” Cllr Kelly said. “It could serve local clubs such as Seán O’Mahony’s GFC and Quay Celtic AFC, as well as schools and community groups.”

Fine Gael’s Cllr John Reilly agrees that Point Road is “not the right location for camper vans” adding the site was in

a densely populated area where residents needed more recreational space.

He thinks the land is “more suitable for a play pitch” that could be shared by the two local clubs, which have “very limited space for playing or training”.

His Fine Gael colleague, Cllr Robert Nash, welcomed the proposed playground, additional parking, bus stop and road-safety measures, but said he had “huge reservations regarding the proposed camper van site”.

Cllr Nash has begun advocating for communal playing pitches on behalf of Seán O’Mahony’s and Quay Celtic and described the existing site as “an integral part of the Quay community” saying “many people including myself have great memories of long hours spent down there in our younger days”.

“We must not and I will not support any development which will diminish the character of such an important part of our heritage,” Cllr Nash added.

Fianna Fáil’s Cllr Shane McGuinness previously called for the land to be used for all-weather pitches or better community facilities, arguing that these could be used throughout the year at a time when local clubs were struggling to find suitable winter training space.

“We have to be smarter at using the sites we have,” Cllr McGuinness said.

“Just because we own sites doesn’t make it right to do something like that on it.”

Sinn Féin’s Cllr Kevin Meenan takes a similar view and while he supports “the vast majority” of the redevelopment, he believes Point Road is “probably not the right location” for the campervan bays.

Basing his view partly on his experience of living in Annagassan, where campervans regularly visit and park at the harbour, Cllr Meenan pointed out it could be busy on good weekends but was used much less by campervans during the week and outside the main tourist season. “You could probably make better value of that land, that space down there,” he added.

Cllr Meenan also felt here were “good aspects” to the proposal, but the campervan section needed to be looked at again.

Sinn Féin’s Cllr Sionainn McCann also believes campervan parking “isn’t suitable in that location”, although she welcomed the wider redevelopment.

“The Quay is a densely populated area that has been overlooked as it has grown over the years, particularly when

it comes to youth amenities,” she said.

Cllr McCann welcomed the proposed playground, although she described it as “pretty small”.

She also believes the plans should have included something similar to a community centre. At present, she said, “there is no community centre in the area” where people could gather or run classes and activities.

“Although the pitch and putt will be missed, if the land is to be redeveloped it should be for the betterment of the local community,” Cllr McCann said.

Green Party Cllr Marianne Butler believes the council “jumped the gun on this one” by bringing forward the plan without first holding an informal consultation with the community, adding that she would not support the development in its current form.

“The current proposal does not fully meet the needs of either the local community or many camper van users,” she said.

Cllr Butler supports several parts of the scheme, including the road-safety improvements, bus stop, additional parking, park, playground and better access to the Navvy Bank. However, she believes the campervan park is “poorly thought out”, both in terms of its location and how it would operate.

“The Council should have done a non-statutory consultation with the community to understand how they wanted the site to be developed,” she said, adding that she has called for better campervan facilities for several years and believes this form of tourism presents a real opportunity for Dundalk.

She added council ownership of the former Bord na Móna site, the proposed transfer of Dundalk Port to Louth County Council and ongoing greenway plans should all be considered when planning for campervan tourism in the wider Quay area.

“We should be looking at how to cater to them in the context of the wider development of the Quay,” Cllr Butler said.

“But this proposal doesn’t.”

The proposal is going through the council’s Part 8 process, which provides for statutory public consultation on developments being undertaken by a local authority.

Once the consultation has closed, a report taking account of the submissions received will be prepared for elected members. They can allow the development to proceed, modify it or decide that it should not go ahead.

Submissions can be made through the National Part 8 Planning Portal or in writing to Louth County Council before 5pm on Tuesday, 25 August.

“Local residents must have a meaningful opportunity to shape the future of this important community site,” Cllr Kelly concluded.

HOUSEHOLDERS whose Local Property Tax bills went up this year should not be asked to pay more again in 2027, some Dundalk councillors have said ahead of a decision on the rate next month.

Although it is called Local Property Tax, the council does not set the basic charge. The Government sets the valuation bands and the amount payable in each one, while councillors decide whether to apply a local increase or reduction.

Louth currently applies no local adjustment. However, the national basic charges increased this year following the revaluation, meaning some homeowners are already paying more. Any increase agreed

by Louth councillors for 2027 would be added on top.

In September, councillors can reduce it by up to 15%, leave it unchanged or increase it by as much as 25%.

Green Party councillor Marianne Butler said she did not see herself supporting an increase, particularly after homes were revalued last November.

“My own sense at this point in time is that I don’t see myself supporting any increase in Local Property Tax,” she told the Dundalk Leader.

“With rising property prices, many homeowners in Louth found themselves moving up a band or indeed by two bands. So, they are now already paying more in property tax.”

The valuations submitted for 1st November 2025 will be used to calculate bills until 2030.

Nationally, the Department of Finance estimated that 96%

of properties would remain in the same numbered band after the bands were widened.

Even so, most owners of homes valued at €525,000 or less were expected to pay between €5 and €25 more a year at the basic rate.

Cllr Butler also pointed to the number of homes being built in the county, arguing that more properties were now liable for LPT. With people still worried about food, fuel and other household costs, she felt a further increase could not be justified.

“In an environment with so much uncertainty about fuel prices, and we are told to expect even higher food prices because of poor growing conditions this summer, I am not supporting adding more to people’s worries about the cost of living,” she added.

Independent Ciarán Fisher wants the rate left as it is, arguing that the central government should fund councils properly rather than expecting householders to make up the difference.

“I am not in favour of raising the local adjustment factor,” he explained. “The main reason is simple, in the present economic climate it would be wrong to ask householders in Louth to pay more when central government is guilty of recent boasts about how strong the public finances are.”

He accepted that raising the rate would give councillors more freedom to deliver local works without relying as heavily on government grants carrying conditions set in Dublin.

Cllr Fisher cited proposed

traffic-calming measures and a pedestrian crossing at Navvy Bank, along with calls for a crossing near the Spirit Store, as examples of projects which could benefit from greater local funding.

However, he argued that asking householders for more would allow central government to continue leaving local authorities short of money.

“The council should not be reaching further into residents’ pockets while the Government claims there is surplus capacity at national level,” he said.

Nor does he favour a reduction, warning that it would leave less money available for public-realm and safety improvements.

“In short: keep the rate as it is.”

All 23 councillors present for last year’s vote supported leaving the rate unchanged for 2026.

The council’s adopted budget records a Local Property Tax allocation of €11,966,198 this year, just under €12 million. Its June management report states that all additional income raised through a local increase would be available for the council’s own use, while a reduction would lead to lower LPT funding.

A public consultation on the 2027 rate closed on Friday, 21st August. Cllr Butler said councillors were due to hold a budget workshop at the end of August, with the formal decision to follow at a council meeting in September.

Louth County Council has been contacted for comment.

Workers over housing income limit ‘being crucified’ WORKERS are being left in a housing no-man’s-land because they earn too much to get on the council list but cannot afford private rents, Cllr Kevin Meenan (SF) has warned. At the July Louth County Council meeting, he asked the local authority to provide figures at the next meeting in September showing how many applicants had been refused social housing support because their income was above the limit. reveal the full extent of the problem, he told the meeting, as many people know they will not qualify and do not submit an application.

“There’s a huge amount of people coming to our office who are earning too much and don’t have enough to rent,” he said, describing the gap as a trench that was getting “wider and wider” and “deeper and deeper”, leaving those caught in it feeling penalised for working.

“These people are really

crucified, for want of a better word,” he added. “They can’t get on the housing list.”

He stressed that council staff had not drawn up the rules they were required to apply, and said he felt “sorry” for the staff in that regard.

In response, a housing official pointed to cost-rental schemes being rolled out in Drogheda and Dundalk, which it was hoped would help people unable to qualify for social housing or manage private rents.

Archaeologists uncover medieval Call for ‘bad landlords’ mystery at Ardee Castle ARCHAEOLOGISTS working at Ardee Castle say they are finding something new almost every hour, including one large medieval structure whose purpose remains a mystery.

Sharing the discoveries during National Heritage Week which ran from 15th-23rd August, Louth County Council said the archaeological excavation being carried out as part of enabling works at the site has uncovered evidence of life in Ardee during the 12th and 13th centuries, before the castle itself was built in the 14th or 15th century.

Offering new insights into medieval Ardee, the dig at one of the county’s most significant heritage landmarks is taking place as part of the project to conserve and regenerate the historic tower house.

The project includes structural conservation works, refurbishment of the castle, bridewell building and courtyard, improved public access to all four floors of the castle and the integration of the site into the wider 2040 regeneration vision.

Louth County Council signed a contract with Francis Haughey Construction back in January this year to deliver the regeneration project, which will preserve the structure while enhancing the visitor experience and securing the long-term future of the site.

Franc Myles of Archaeology and Built Heritage Ltd, who is directing the excavation, said the findings are helping to build a clearer picture of everyday life in medieval Ardee.

“As an archaeologist, this is a particularly interesting site because there’s quite a lot happening,” he said.

“Every day, almost every hour, in fact, we come across something new.

“It’s a very dynamic site, and that reflects the amount of activity that took place over time in what is a relatively small area.”

The earliest discovery so far is a medieval refuse pit which was cut into the ground before the castle was constructed, according to Mr Myles.

Inside it, archaeologists found butchered bones from cows and pigs, medieval pottery and stone chippings, including fragments of mortar and slate. This he said “may indicate that we might be at a very early level in the town’s history.

Beside the refuse pit, a large medieval circular kiln was also found, described as “probably the most interesting feature of the excavation”. Mr Myles now hopes it will shed some more light on the construction of the castle.

“When we first came across it, we thought it might be a well, but as we dug into it, we found two flues. We’re not in a position yet to say exactly what it was used for.

My own feeling is that it was used to make lime mortar, but, literally, we have yet to get to the bottom of it,” he said.

“We are hoping that it might provide us with evidence of how the castle itself was built.”

The largest feature uncovered is a substantial stone-built cesspit beneath the castle’s south-eastern tower.

“It would have contained all of the human cess, which would have come down a huge chute in the wall of the castle,” said Mr Myles.

“We have evidence to suggest it was originally a smaller structure, but they had to replace it with something a lot bigger. It cuts through everything on site, so we can identify which is early and which is late.”

Most of the findings were uncovered under the Judges’ Chambers, an early 19th-century house right beside the castle, which was used by judges to robe and disrobe before and after court cases.

“An extension was built onto the Judges’ Chambers in the early 20th century, and it was only when we took the floor of the extension off and started digging underneath it that we began to uncover the features that we are excavating,” said Mr Myles. “It gives us a nice picture of what sort of activities were going on.

“The more you can see in archaeology, the better,” he added.

“When you open things up, a lot more becomes evident. A lot of things happened here over time, and when we are finished the excavation, our job is to go back over our paperwork, our photos, our findings and create a story and narrative of the site and what it would have looked like.”

Commenting on the findings, Cllr Dolores Minogue, Cathaoirleach of Louth County Council, said, “As an Ardee native, it is particularly exciting to see these discoveries coming to light as work progresses on the regeneration of Ardee Castle.

“Ardee is one of Ireland’s oldest towns and has a rich history that continues to shape its identity today. The archaeological findings are helping us to better understand the lives of those who lived and worked here centuries ago and are adding another fascinating chapter to the story of our town.

“National Heritage Week is an ideal opportunity to share these discoveries with the public and to reflect on the importance of protecting and celebrating our built heritage. Projects such as the regeneration of Ardee Castle ensure that these priceless connections to our past are preserved and made more accessible for future generations.

“The regeneration of Ardee Castle will breathe new life into one of Ardee’s most important historic buildings, creating opportunities for residents and visitors alike to engage with the town’s rich heritage.”

LANDLORDS who receive the Housing Assistance Payment (HAP) but fail to maintain their properties or meet their responsibilities to tenants should face consequences, a Dundalk councillor has said.

Sinn Féin’s Cllr Sionainn McCann raised the issue at the July meeting of Louth County Council as councillors discussed how the council deals with tenants who breach tenancy rules.

“When we talk about how we deal with bad tenants, I’d like us to deal with how we deal with bad landlords,” she said.

The councillor told the meeting many people were relying on private rented accommodation because there were not enough council homes available, yet some of their landlords, who she claimed were “paid properly for the houses they’re renting out” were not abiding by their responsibilities such as maintenance.

“People come to me when they’ve been given notices of termination and all sorts of things,” she told the meeting, adding she was aware that it was the Residential Tenancies Board and Threshold “who ultimately have to deal with those issues”.

However, she argued that the council should have a clear way of holding landlords to account when public money was involved.

She said she wanted to see a mechanism whereby “If you are not upholding your responsi-

“There should be consequences for not abiding by the rules, which is what happens to tenants when they don’t abide by the rules,” she told the meeting.

While Fine Gael Cllr Rachel Kerley acknowledged there were some good landlords and didn’t want to give all landlords a “bad name”, she also agreed with Cllr McCann saying some people were “being left living in some seriously poor conditions”.

“There has to be some type of consideration between us as council paying that money,” she said, adding she hopes the council could look into it further.

Responding, a council representative said landlords were required to maintain rented homes to the required standard and that Louth County Council

was carrying out around 2,000 private rental inspections each year and engaging with landlords where problems were identified. There are procedures in place, he said, and where properties are not fit for purpose, prohibition notices are issued.

According to the Department of Housing, where breaches are not addressed, a local authority can issue an improvement notice and later a prohibition notice preventing the property from being re-let until the necessary work has been completed. Enforcement is the responsibility of the council.

Under existing HAP terms, all HAP payments will stop if an inspection finds that a property does not meet the required standards and the landlord fails to fix the problems by the deadline given.

The council’s most recently published figures showed that 913 inspections had been completed by 23rd June this year.

Fifteen improvement notices and three prohibition notices had been issued, while 87 properties had been brought into compliance.

The council representative described notices of termination as an “ongoing issue” but said officials worked with people facing loss of their tenancy to try to find alternative accommodation and pointed to new social housing developments coming on stream, which could provide further housing opportunities.

The application also provides for a new road within the site, parking, an electricity substation and a well. An on-site wastewater treatment system is proposed, with treated effluent carried by pipeline to an outfall at the Flurry River near Flurry Bridge.

The same company previously sought permission for two warehouses at Carrickcarnan under a separate application, which was refused by An Bord Pleanála on 22nd June 2023.

The council received the latest application, accompanied by a Natura Impact Statement, on 12th August this year.

Conservation Order lifted for Louth

UISCE Éireann has confirmed that the Water Conservation Order that was issued for Louth on the 24th July will be lifted today (Wednesday 26th August at 23:59) following increased rainfall and an improvement in water supply availability.

Uisce Eireann issued the Water Conservation Order following a prolonged period of warm weather and low rainfall last month. A number of water supply schemes across the country were experiencing water

shortages and reduced pressure where there are low raw water sources or reservoir levels.

Margaret Attridge, Head of Water Operations with Uisce Éireann, thanked the public for the positive way they have responded to the Water Conservation Order. “We have received great support from the public for our water conservation appeal, which has helped reduce demand significantly in many areas. The collective efforts of communities to reduce

unnecessary water use have made a real difference in protecting our essential supplies.

“The improvement in conditions means we can now lift the Order across many counties. That is a positive outcome and reflects the real difference people and businesses have made by reducing unnecessary water use.

“At the same time, supplies in parts of the east and south remain under pressure, and water sources in these

areas will need more time to recover.

For that reason, the Order will remain in place in 13 counties.

“We are asking customers in these areas to continue using only the water they need and to avoid non-essential use. We recognise the effort that people have already made, and we appreciate their continued support. Every drop saved will help us protect local supplies and keep water available for essential daily needs.”
