Συμπληρώνουμε 18 μήνες αδιάκοπης λειτουργίας στα διαδικτυακά δρώμενα της καθημερινής ενημέρωσης για την παγκόσμια Ναυτιλία. Το NAFSGREEN βρήκε τον χώρο του και αγκαλιάστηκε από την ναυτιλιακή κοινότητα στο σύνολό της. Δώσαμε οντότητα πρώτοι, σε κάτι που έλειπε από τα ελληνικά media και νιώθουμε χαρά που ακολούθησαν και άλλοι αυτόν τον δρόμο της ηλεκτρονικής ενημέρωσης. Επενδύουμε στο μέλλον της ηλεκτρονικής ενημέρωσης και σχεδιάζουμε ακόμα περισσότερα για το 2012 που είναι και χρονιά της μεγάλης παγκόσμιας έκθεσης των Ποσειδωνίων. Στην φωτογραφία παραθέτουμε τα αδιαμφησβήτα στοιχεία της GOOGLE ANALYTICS για το www.nafsgreen.gr/magazine για την τελευταία εβδομάδα σε σχέση με την επισκεψιμότητα. Περισσότεροι από 55,000 επισκέψεις σε διάστημα μίας εβδομάδας. Περισσότερες από 250,000 σελίδες αναγνώστηκαν το ίδιο διάστημα, και μόνο ένα ποσοστό 13% εγκατλειψαν την ιστοσελίδα ύστερα από 2,5 λεπτά. Ο μέσος χρόνος παραμονής στην σελίδα είναι 14 λεπτά/χρήστη. Το πιο σημαντικό όμως είναι ότι μόνο το 3% του συνόλου των επισκέψεων αποτελείται από μηχανές αναζήτησης. Το υπόλοιπο 97% είναι πραγματικοί χρήστες, πράγμα το οποίο δείχνει την τεράστια δυναμική της ιστοσελίδας μας. Summary of the Somali piracy situation

Attacks on vessels transiting the Arabian Sea, Indian Ocean and Gulf of Aden are well documented. There isn’t a newspaper, magazine or internet site that hasn’t covered the rise in frequency and severity of attacks on both commercial shipping and other vessels (eg yachts).

The insurance markets have reacted to the situation by defining high risk areas, as most recently covered by the JWLA/018 dated 1 August 2011 (attached as appendix 1). The cost to the shipping industry has been enormous – whether involving risk mitigation (in whatever guise), the purchase of additional insurance cover and the cost of maintaining the range of policies required, or simply paying the cost as an uninsured event.

The assessment of risk to other vessels has resulted in sporting events being cancelled and greater appreciation of a “no-go zone” without suitable anti piracy measures. Ship owners face the prospect that crew will simply not transit high risk areas until appropriate mitigation measures are in place or unless armed guards are placed on particularly vulnerable vessels.

The fourth version of Best Management Practices for protection against Somalia based piracy (BMP4) has recently been published and reiterates guidelines for vessels transiting high risk areas. Notwithstanding these guidelines, there still appears to be a large number of vessels paying scant regard to their implementation.

With the emergence of the modern piracy phenomenon, initially off Somalia and the Horn of Africa but increasingly across a wide area of the Indian Ocean, a consensus has finally been reached that ransom payments and ancillary costs are treatable as General Average (GA) and as such can be shared in proportion by the various interests on board at the time of the taking, according to the principles of GA. GA does not depend upon any particular written instrument, such as an insurance policy, but on a general rule of maritime law which is triggered by the existence of a peril.

There are drawbacks in taking the GA route where piracy is concerned. The ship owner is obliged to fund all of the costs involved, including the eventual payment of the ransom and release of vessel, crew and cargo. Accordingly ship owners are advised to protect their rights to receive payment from the contributing interests in the form General Average security, which should be collected from all interested parties in the voyage.

Some vessels heading east through the IRTC may have dropped armed guards at either end of the IRTC thus making themselves more vulnerable. Nonetheless the figures demonstrate the success of the IRTC and yet the difficulty of providing Naval support throughout this vast expanse of sea – this being most evident in Zone 4 which is the furthest from the Somali coastline.

Section B – West Africa In this section we consider the situation on the west coast of Africa – in particular the Gulf of Guinea. The data is not as plentiful for this region, which is developing as an area of high risk. Nonetheless we have drawn conclusions from 89 recorded attacks on vessels off west Africa.

The reality is that the coast of Nigeria has been unsettled for some time. Fishermen have historically used dynamite to stun fish around the natural reefs that have grown up around offshore oil installations. MEND (Movement for the Emancipation of the Niger Delta) has consistently kidnapped crew members from vessels approaching the Delta region or the port area in and around Port Harcourt. Robbery from vessels, either at anchor or in port, is widespread. Recently however the areas around the coastline of Benin, Guinea, Cameroon and Congo have seen an increase in crime including the seizure of vessels, the boarding of vessels, the kidnap of crew as well as general attacks and the usual robbery. We are inclined to believe that the west African problem is inspired by the activity on the east coast. The political climate and relative stability in countries on the west coast does however make it difficult for pirates to find safe anchorages from which ransom demands and negotiations can be conducted.

The attacks can be categorized by those that take place at anchorage or port and those that occur offshore. The data shows a general increase from 2009/10 to 2010/11.

By category of incident, it is notable to see the emergence of a new threat in 2010/11 – being piracy predominantly off the coast of Benin. Levels of other crime remain relatively consistent.

Of the vessels pirated, four were taken whilst at anchorage and five were taken offshore. Vessels offshore were on average twenty one miles from shore.

There are some interesting points to note from the above statistics: ■ Of the nine seizures, three of them started and finished on the same day.

■ The average duration of the nine seizures was four days ■ Seven of the nine seizures were off Benin with one off Nigeria and one off Guinea ■ Eight of the nine seizures have taken place in the last four months ■ All the vessels concerned were product tankers We conclude that there is an issue off the coast of Benin and a trend towards an increased number of seizures of vessels. Notwithstanding, there is evidence to suggest that once the west coast pirates have seized the vessels, they don’t know what to do with them. We believe that whilst the threat of piracy exists off the west coast, it is as likely that criminals will travel from the west coast to the east coast to join the Somali based activity and that other forms of crime will continue to plague the area.

Piracy Quick Reference Guide Released by ABS Tool helps onboard personnel implement the industry’s Best Management Practices against Somali Based Piracy In support of the maritime community’s efforts to protect seafarers against acts of piracy, ABS has prepared a quick reference guide (QRG) to assist ships’ crews in implementing the industry’s “Best Management Practices for the Protection of Seafarers from Somali Based Piracy,” commonly referred to as BMPs. Designed specifically for onboard use, the QRG summarizes the recently published version 4 of the BMPs in a user-friendly format that can assist the Master and the Ship Security Officer in preparing the vessel for transit through a high-risk area. It also identifies actions to take should the vessel and its crew be attacked.

χωρίς ποτέ να αναφερθεί στο σοβαρό αυτό μνημείο

του καθηγητού η πινακίδα κατεστράφη λόγω της

Ελλάδος, επικεντρώνεται στη μακροχρόνια σιωπή

που ανεκάλυψε η ανασκαφή στον αρχαίο λιμναίο

ευρείας χρήσεως «ειδικών λαδιών συντήρησης

του αρμόδιου αρχαιολόγου κ. Γ. Χουρμουζιάδη, ο

οικισμό και συγκεκριμένα αν πρόκειται περί γραφής

αρχαιοτήτων», που αλλοιώνουν, διαβρώνουν και,

οποίος αφού για πρώτη φορά προ 15ετίας απεφάνθη

και αν μπορεί να αποκρυπτογραφηθεί. Ο γράφων

εν τέλει, φθείρουν ή καταστρέφουν το εύρημα.

Από το κάμπτω στο... jambon! Τι σχέση μπορεί να έχει η γωνία με το... ζαμπόν; Και οι δύο λέξεις έχουν κοινή ομηρική καταγωγή. Οι πρώτοι Έλληνες γλωσσοπλάστες κατάλαβαν πρώτοι ότι η γωνία συνδέεται άμεσα με λειτουργικές ενέργειες του ανθρωπίνου σώματος. Τα χέρια κάμπτονται στον αγκώνα και στους ώμους. Τα πόδια κάμπτονται στα γόνατα και στο ισχύον. Υπάρχει μια κινητικότητα με την γωνιακή κάμψη χεριών και ποδιών. Δεν είναι λοιπόν τυχαίο ότι το ίδιο γράμμα γάμα συμβολίζει μια Γ-ωνία. Έτσι δημιουργείται η ρίζα ΓΝ ή ΚΝ που δείχνει την κάμψη δια της κινήσεως. Η σταθερή άνω ΓΝ-άθος με την κινούμενη κάτω γνάθο, δηλαδή την Γ-έννυν, δημιοθργούν Γ-ωνία. Έτσι, το ρήμα ΓΝ-άμπτω σημαίνει κάμπτω, κυρτώνω, λυγίζω. Την ίδια έννοια σημαίνει το ΚΝ-άμπτω. Ο γναμπτός είναι στην ομηρική γλώσσα ο κναμπτός και ο γαμψός, λέξη που υποδηλώνει την κυρτότητα, την αγκύλη. Η αναπόσπαστη σύνδεση του ΓΝ και ΚΝ με τον σχηματισμό γωνίας δια της κινήσεως επιβεβαιώνεται με την λέξη Γ-όνυ, που επιτρέπει την κάμψη της ΚΝ-ήμης κατά την σύνδεση με τον μηρό. Το πίσω μέρος του γόνατος, πίσω ακριβώς από την επιγονατίδα, ο Όμηρος ονομάζει ιΓΝύη και ιΓΝύς. Η σύγχρονη ιατρική ονομάζει την αρτηρία που διέρχεται πλησίον της ιγνύος, ιΓΝυακή. Και ιγνύς δεν είναι παρά μια άλλη λεκτική παραλλαγή της λέξης Γ-όνυ. Ο γναμπτός ή ο κναμπτός (εν τέλει καμπτός) δίνει το όνομα στην ΚΝ-ήμη επειδή κάμπτεται. Η λέξη γίνεται διεθνής μέσω της λατινικής genou = γόνυ. Οι Άγγλοι λένε jumb = πηδώ, ενώ οι Γάλλοι λένε genoux τα γόνατα και την κνήμη, jambe. Εμείς πάλι οι Έλληνες εκ παλιννοστήσεως λέμε την κνήμη και την γάμπα. Έτσι από το jambe δημιουργείται το jambon, ήτοι καπνιστό κρέας χοίρου που προέρχεται από τα πόδια του. Δηλαδή jambon σημαίνει κναμπτόν, ευλύγιστο, που κάμπτεται. Καθώς η γλωσσοπλασία συνεχίζεται για την διατύπωση και άλλων εννοιών, η ρίζα ΚΝ ή ΓΝ μετασχηματίζεται σε ΑΓΚ. Έτσι ο ΑΓΚ-ών ονομάζεται έτσι επειδή κάμπτεται. Στην συνέχεια δημιουργούνται νέες λέξεις που γίνονται και διεθνείς, όπως αγκάλη, αγκύλος, άγκιστρον, άγκυρα. Εκ του ομηρικού αγκύλου οι Γάλλοι δημιουργούν πολλές λέξεις όπως aigu = οξύς, μυτερός, angulaire = γωνιαίος, angle = γωνία, triangle = τρίγωνο, aiguille = κλειδί σιδηροδρομικής γραμμής (λόγω της κάμψεως που φέρει στο άκρο ο μοχλός) κ.α. Αλλά και οι Άγγλοι λένε angle = γωνία, αγκιστρέυω, angleworm = σκουλίκι για ψάρεμα επειδή το ζωντανό δόλωμα συσπάται και κάμπτεται πάνω στο αγκίστρι, angular = γωνιώδης κ.α. Όμως και οι Νεοέλληνες δημιουργούν λέξεις από την ομηρική γλώσσα, όπως π.χ. μαγκούρα επειδή κάμπτεται στο άνω άκρο της.
