No, the device does not get affected by external vibrations and noises. Ελληνική ναυτιλία ανασκουμπώνεται για το 2023

Το τελευταίο δίμηνο ξεκίνησε με ιδιαίτερα καλά νέα αφού υπεγράφη συμφωνία εξυγίανσης και μεταβίβασης των ναυπηγείων Ελευσίνας. Πρόκειται για μία υπόσχεση της κυβέρνησης που πήρε σάρκα και οστά, και μπορούμε πλέον να μιλάμε για την επανέναρξη μιας δυνατής Ελληνικής ναυπηγοεπισκευαστικής βιομηχανίας καθώς τα μεγάλα ναυπηγεία στην Σύρο, στην Ελευσίνα και στον Σκαραμαγκά έχουνε βάλει τις μηχανές στο φουλ.

Σε δυνατή τροχιά ανάπτυξης και τα Ελληνικά λιμάνια μας. Σύμφωνα με ανακοίνωση της Eurostat, ο Πειραιάς, τα παλούκια της Σαλαμίνας και το Πέραμα βρίσκονται στα top πέντε λιμάνια της Ευρωπαϊκής Ένωσης.

Επικρατεί βεβαίως ακόμα και θα επικρατεί για πολύ καιρό το θέμα της κλιματικής αλλαγής. Τα περισσότερα πλέον συνέδρια αφιερώνουν περισσότερο χώρο στην μείωση του διοξειδίου του άνθρακα καθώς οι ημερομηνίες είναι ασφυκτικές, οι στόχοι τρέχουν και γενικότερα επικρατεί μία ήρεμη προς το παρόν τρέλα, ίσως να είναι και η ηρεμία πριν την καταιγίδα. Χαρακτηριστική είναι η δήλωση του επίτιμου προέδρου της InterCargo κ. Πλατσιδάκη κατά τις εργασίες του Greener Shipping Summit o οποίος μίλησε για επικοινωνιακό λάθος της ναυτιλιακής κοινότητας και ξεκάθαρα υποστήριξε ότι η ναυτιλία είναι μία περιφερειακή επιχειρηματική οντότητα, άρα και ένας εύκολος στόχος, καθώς δεν έχει ισχυρή πολιτική επιρροή και η ρυθμιστικές αρχές είχαν τη δυνατότητα να την βάλουν στο στόχαστρο παρά το γεγονός ότι γνωρίζουν ελάχιστα και κατανοούν ακόμα λιγότερο την λειτουργία της.

Και εδώ είναι που είναι ναυτιλιακή βιομηχανία ζητά την δέσμευση της Ευρωπαϊκής Ένωσης για το ETS. Οι Ευρωπαίοι εφοπλιστές με 11 ακόμα φορείς του ευρύτερου ναυτιλιακού κλάδου αλλά και οι προμηθευτές καυσίμων, ζητούν δέσμευση για τα έσοδα που θα προέλθουν από την ένταξη της ναυτιλίας στο Ευρωπαϊκό Σύστημα Εμπορίας Καυσίμων.

Τα θέματα της ενέργειας επίσης και του συνεχιζόμενου πολέμου στην Ουκρανία δημιουργούν αστάθειες στις διεθνείς αγορές και αυξάνουν τους πληθωρισμούς των κρατών. Ο πληθωρισμός ήταν ο εφιάλτης αυτών των Χριστουγέννων σύμφωνα με το τελευταίο report της Xclusiv Shipbrokers. Στο Ηνωμένο Βασίλειο εκτινάχθηκε στο 11,1%, ποσοστό το οποίο είχε να εμφανιστεί από το 1981. Πληθωριστικές πιέσεις δέχτηκε και η Ιαπωνία. Η Bimco εξέδωσε τελικά τη ρήτρα CII προκειμένου να βοηθήσει τη ναυτιλιακή βιομηχανία να αντιμετωπίσει τις εμπορικές επιπτώσεις των κανονισμών για τον άνθρακα. Με βάση τη ρήτρα, οι ναυλωτές είναι υπεύθυνοι για τις εκπομπές ενός πλοίου καθώς λαμβάνουν τις αποφάσεις για τον τρόπο λειτουργίας του πλοίου. Αυτό μπορεί να είναι ένα σημείο εκκίνησης για πολλά ερωτήματα σχετικά με το μέλλον της αγοράς του θαλάσσιου εμπορίου.

Και εν μέσω τέτοιων εξελίξεων η Eλληνική ακτοπλοΐα δε βρίσκεται πλέον μεταξύ των 10 μεγαλυτέρων ακτοπλοϊκών στολών της Ευρωπαϊκής Ένωσης. Προς το παρόν στην Μεσόγειο μεγάλο παιχνίδι παίζει ο Ιταλικός στόλος. Μεμονωμένες κινήσεις είναι ευπρόσδεκτες αλλά σίγουρα δεν αποτελούν την λύση στο μεγάλο πρόβλημα της γήρανσης του Ελληνικού ακτοπλοϊκού στόλου του οποίος αντιμετωπίζει όχι μόνο το πρόβλημα της παλαιότητας αλλά και των εναλλακτικών τρόπων κίνησης όπως για παράδειγμα η κίνηση με μπαταρίες.

Στις επόμενες σελίδες ακολουθούν δηλώσεις 40 θεσμικών και επιχειρηματιών της ναυτιλίας που τοποθετούνται στην ερώτηση ποιες είναι οι προοπτικές της ναυτιλίας για το 2023. Στόχος ήταν να αποταθούμε σε όσο το

δυνατόν περισσότερους και σε διαφορετικούς κλάδους προκειμένου να αποτυπωθεί η άποψή τους με την μεγαλύτερη δυνατή συμμετοχή. Φαίνεται πως η ναυτιλία ανασκουμπώνεται και αφήνει πίσω παθογένειες που δημιουργήθηκαν τα τελευταία τρία χρόνια λόγω κυρίως της πανδημίας αλλά και ενός πολέμου με αβέβαιο ορίζοντα τέλους.

Αυτό που σίγουρα χρειάζεται για να μπορέσει να αντιμετωπίσει η ναυτιλία τις προκλήσεις που έρχονται είναι “η ισχύς εν τη ενώσει”. Όπως χαρακτηριστικά τόνισε στην ομιλία του ο Υπουργός Ναυτιλίας Γιάννης Πλακιωτάκης στην Ναυτιλιακή Λέσχη Πειραιά, “χωρίς Ελληνική ναυτιλία δεν υπάρχει παγκόσμια οικονομία”. Κάποιοι θα πρέπει αυτό να το καταλάβουν.

Εἶναι γεγονός ὃτι κάθε ἀναταραχή στόν πλανήτη

εὐνοεῖ κατά κανόνα τήν ἐμπορική ναυτιλία, διότι

μεταφέρει τό 90% τῶν ἐπισιτιστικῶν ἀναγκῶν καί

ἂλλων ἀγαθῶν τῆς ἀνθρωπότητος. Ὃμως στήν

παρούσα κατάσταση τά πράγματα ἐμφανίζονται νά

παίρνουν ἀνεξέλεγκτες ἐξελίξεις. Πολλοί πιστεύουν

ὃτι ὁ πόλεμος τῆς Οὐκρανίας θά τερματισθεῖ

τό καλοκαίρι. Πολλοί ὃμως ἐπίσης λένε ὃτι ἡ κατάσταση θά χειροτερεύσει.

Ναυτιλιακοί κύκλοι τοῦ Πειραιῶς πάντως

ἐξακολουθοῦν νά πιστεύουν ὃτι ἡ παροῦσα

οἰκονομική κρίση καί ὁ πληθωρισμός εἶναι

διαχειρίσιμα καί δέν ἀνησυχοῦν ἰδιαίτερα γιά

ἀρνητικές ἐξελίξεις. Ἐνδεικτικό σημάδι οἰκονομικῆς

σταθερότητος ἀποτελεῖ ἡ ἰσοτιμία δολαρίου καί

εὐρώ. Ἢδη τό εὐρωπαϊκό νόμισμα ἐνισχύθηκε

ἒναντι τοῦ δολαρίου, ἀπό 1 πρός 1 σέ 1,06 πρός 1.

Ὃπως εἶναι γνωστό, ἡ Ἀμερική καί ἂλλες ἰσχυρά

Οἱ

νά εἶναι εὐχαριστημένοι μέ τήν ὑπάρχουσα ναυλαγορά,

ἂν καί μέ μειωμένες τιμές ναύλων σέ σχέση μέ τά περισυνά ἐπίπεδα. Ὡστόσο ἐκφράζουν κι

αὐτοί τίς ἀνησυχίες τους ὡς πρός τίς ἐξελίξεις τῆς

παγκόσμιας οἰκονομίας καί ὑπάρχουν ἀρκετοί πού

πιστεύουν ὃτι μία παγκόσμια οἰκονομική ὓφεση θά

ἐπηρεάσει ἀρνητικά τήν ναυτιλία. Οἱ περισσότεροι

πάντως πιστεύουν ὃτι ἡ καλή ναυλαγορά θά

συνεχισθεῖ καί τό 2023, παρά τίς δυσοίωνες

προβλέψεις. Οἱ ναῦλοι τῶν τάνκερς κυμαίνονται

μεταξύ 30.000 καί 60.000 δολ. ἡμερησίως,

ἀναλόγως μεγέθους πλοίου καί ἀποστάσεως.

ζήτηση γιά τά τάνκερς ἐνισχύθηκε κυρίως ἀπό

τήν ἂρνηση τοῦ Ρώσου προέδρου Πούτιν νά μήν

ἐξάγει πετρέλαιο στίς χῶρες πού ἒχουν ταχθεῖ

ἀναφανδόν κατά τῆς Ρωσίας στό Οὐκρανικό, ὁπότε

τά πετρέλαια φορτώνονται ἀπό μακρυνότερες

ἀποστάσεις.

Τά μπάλκ κάρριερς, πού ἀποτελοῦν τόν μεγαλύτερο

ὂγκο τῆς ἑλληνικῆς καί ἑλληνόκτητης ναυτιλίας, δουλεύουν κατά τήν παρούσα περίοδο μέ μέσον

ὃρο 15.000 δολ. ἡμερησίως, καλύπτοντας τά

ἒξοδά τους. Οἱ πλοιοκτῆτες τους πιστεύουν ὃτι οἱ

ναῦλοι θά βελτιωθοῦν λόγω τῆς ἰσχυρῆς ζητήσεως

γαινθράκων ἀπό τήν Κίνα πρός μείωση τοῦ κόστους

παραγωγῆς ἐνεργείας. Γιά τά πλοῖα κοντέϊνερς οἱ

ναῦλοι ἒχουν πέσει στό μισό ἀπό τά ὑψηλά ἐπίπεδα

τοῦ περασμένου χρόνου καί ἐπί πλέον ἐκφράζονται

φόβοι γιά χειροτέρευση τῆς ναυλαγορᾶς στόν τομέα

αὐτόν ἂν ἐπιβεβαιωθοῦν οἱ φόβοι περί παγκοσμίου

ὑφέσεως, καθώς αὐτή θά ἐπιφέρει μείωση στήν τιμή

τοῦ τελικοῦ προϊόντος.

οἰκονομικές χῶρες δέν ἐπιθυμοῦν νά ἒχουν

ἰσχυρό νόμισμα, διότι αὐτό ἐπηρεάζει ἀρνητικά τίς

ἐξαγωγές τους. Τό δολάριο ἐξακολουθεῖ νά διατηρεῖ

σταθερά τόν ἀποθεματικό του ρόλο παγκοσμίως, παρά τίς ἐνέργειες «ἀποδολαριοποίησης»

ὁρισμένων χωρῶν, ὃπως τῆς Ρωσίας καί τῆς Κίνας. Οι προβλέψεις τοῦ ναυτιλιακοῦ χώρου εἶναι

ὃτι τό δολάριο θα παραμείνει ἰσχυρό. Πάντως ἡ κρατοῦσα γενική ἀντίληψη τοῦ ναυτιλιακοῦ κόσμου

εἶναι ὃτι δέν εἶναι δυνατόν νά προβλεφθοῦν

μετά βεβαιότητος οἱ παγκόσμιες ἐξελίξεις, χωρίς νά ἀποκλείουν ἀκόμη ἓνα τρίτο παγκόσμιο

πόλεμο. Κανείς δέν γνωρίζει πῶς θά ἐξελιχθεῖ τό Οὐκρανικό, παρά τό γεγονός ὃτι ἡ Ρωσία ἐπιθυμεῖ τίς διαπραγματεύσεις, ἀλλά ὑπό τόν ὃρο ὃτι θά διατηρήσει τά ἐδάφη πού κατέλαβε.

Ἡ Ἀμερική ἐξακολουθεῖ νά ἐνισχύει μέ ὁπλισμό τήν Οὐκρανία, ἀλλά ἡ Εὐρώπη ἀρχίζει νά δυσανασχετεῖ, ὁπότε κάθε πρόβλεψη τερματισμοῦ τοῦ πολέμου θεωρεῖται παρακινδυνευμένη. Ὑπάρχουν ἐπίσης

καί ἂλλες ἑστίες πού ἐν δυνάμει θά μπορούσαν νά

ἐξελιχθοῦν σέ αἰτία γενικοτέρου πολέμου, ὃπως

εἶναι ἡ ἑστία Κίνας καί Ταϊβάν, Βόρειας καί Νότιας

Κορέας καί Ἑλλάδος καί Τουρκίας. Ἡ τελευταία

περίπτωση, σύμφωνα μέ ἒγκυρες ἀπόψεις διεθνῶν

διπλωματικῶν παραγόντων, τό Αἰγαῖο θά μποροῦσε

νά προκαλέσει γενικώτερη ἀνάφλεξη, καθώς θά

ἐμπλέκονταν ἡ Γαλλία, τό Πακιστάν ὑπέρ τῶν

Τούρκων καί ἂλλες χῶρες. Πόσο θά μποροῦσαν

νά ἐπηρεάσουν οἱ ἐν δυνάμει αὐτές ἀναταράξεις

τήν ναυτιλία; Μερικοί εἶναι ἀπαισιόδοξοι. Ὃμως

ἡ γενικώτερη πεποίθηση τῶν ναυτιλιακῶν

παραγόντων εἶναι ὃτι οἱ παγκόσμιες ἀναταράξεις

πάντοτε ὠφέλησαν τήν ναυτιλία.

Με την ευκαιρία της έκδοσης του βιβλίου «Made in South Korea –Fifty Years of Greek Shipbuilding Activity in the Land of the Morning Calm» του ιστορικού ερευνητή και συγγραφέα Γιώργου Μ. Φουστάνου που δημοσιοποιεί για πρώτη φορά σημαντικές παραμέτρους της δημιουργικής συνεργασίας μεταξύ Ελλήνων πλοιοκτητών και ναυπηγείων της Νότιας Κορέας εδώ και μισό αιώνα, η διοίκηση του Propeller Club, Πειραιά ανέλαβε την πρωτοβουλία να τιμήσει και να προβάλλει αυτή την ξεχωριστή διαδρομή πενήντα ετών με τη διοργάνωση ειδικής εκδήλωσης τη Δευτέρα 28 Νοεμβρίου στη Ναυτιλιακή Λέσχη Πειραιά, την οποία τίμησε με την παρουσία του ο Εξοχότατος Πρέσβης της Δημοκρατίας της Νότιας Κορέας στην

Ελλάδα Jung Il Lee.

Κατά τον χαιρετισμό του, ο Κωστής Φραγκούλης, Πρόεδρος του Propeller Club, Πειραιά και Αντιπρόεδρος του International Propeller Club of the United States, αναφέρθηκε στη μακροχρόνια σχέση και την ευρεία ναυτιλιακή συνεργασία Ελλάδας – Νότιας Κορέας, επισημαίνοντας τον κομβικό ρόλο δύο σπουδαίων ανδρών: «Του Chung, Ju Yung, ιδρυτή του Ομίλου Hyundai, καθώς και του Γιώργου Σ. Λιβανού, επικεφαλής της Sun Enterprises, για το όραμα και το θάρρος τους να πρωτοστατήσουν με την κατασκευή δύο VLCC’s που άνοιξαν το δρόμο ώστε η Νότια Κορέα να γίνει ένας από τους 3 γίγαντες της ναυπηγικής βιομηχανίας στον κόσμο», όπως ανέφερε χαρακτηριστικά.

Επιπροσθέτως, ο κ. Φραγκούλης εξέφρασε τον θαυμασμό του για την τεράστια ανάπτυξη της ναυπηγικής βιομηχανίας της Χώρας της Πρωϊνής Γαλήνης, δηλώνοντας: «Ως Πρόεδρος της Franman, έχω ζήσει πολλές επιτυχίες με τους Κορεάτες συνεργάτες μου και νιώθω μεγάλο θαυμασμό για την τεράστια ανάπτυξη και τα επιτεύγματα των ναυπηγείων της Νότιας Κορέας τα τελευταία 25 χρόνια και κατ΄επέκταση για τον λαό της μεγάλης αυτής χώρας».

Από την πλευρά του, ο Πρέσβης της Δημοκρατίας της Νότιας Κορέας στην Ελλάδα, Jung Il Lee, εξέφρασε την ευγνωμοσύνη του στο Ελληνικό Έθνος, λέγοντας: «Η Κορέα δεν ξεχνά και δεν πρόκειται να ξεχάσει ούτε την παραμικρή σταγόνα από δάκρυ και αίμα των γενναίων Ελλήνων στρατιωτών», αναφερόμενος στον πόλεμο της Κορέας το 1950, στη διάρκεια του οποίου 186 Έλληνες στρατιώτες έχασαν τη ζωή τους, υπερασπιζόμενοι την ελευθερία του λαού

της Νότιας Κορέας». Παράλληλα, επεσήμανε πως: «Η ναυπηγική βιομηχανία της Κορέας αναβαθμίστηκε ριζικά μετά την πρώτη παραγγελία από την Ελλάδα το 1971. Στατιστικά περίπου το 70% των ετήσιων παραγγελιών για ελληνικά πλοία ανατίθεται σε Κορεάτες ναυπηγούς.»

Ο Σταύρος Χατζηγρηγόρης, Τεχνικός Διευθυντής της Zodiac Maritime, με ευρεία παγκόσμια αναγνώριση στον τομέα των νέων κατασκευών, αναφέρθηκε στην 35χρονη εμπειρία του στην Κορέα, στις καινοτόμες κατασκευές, καθώς και στα 178 projects τα οποία έχει διαχειριστεί και επιβλέψει στα Ναυπηγεία της Ν. Κορέας. Ανέπτυξε τα πλεονεκτήματα της ναυπηγικής βιομηχανίας της Νότιας Κορέας, ενώ αναφέρθηκε και στα θέματα που αντιμετωπίζουν τα κορεατικά ναυπηγεία στις σύγχρονες αγορές, όπως η αύξηση του κόστους υλικών, η μείωση των μισθών και κατ’ επέκταση του εργατικού δυναμικού κ.ά. Ανέφερε τέλος χαρακτηριστικά ότι η Ελλάδα είναι η πρώτη σε παραγγελίες χώρα των Κορεατικών Ναυπηγείων με μερίδιο αγοράς 20%, ακολουθούμενη από την Ιαπωνία με περίπου 16% και τη Νορβηγία με 12%.

Τέλος, ο συγγραφέας του βιβλίου, Γιώργος Μ. Φουστάνος, ανέπτυξε στην ομιλία του το χρονικό της εξέλιξης των γεγονότων που σφυρηλάτησαν τη μακροχρόνια γόνιμη σχέση των δύο χωρών Ελλάδας και Νότιας Κορέας καταλήγοντας χαρακτηριστικά «Η ελληνική συμβολή στη συνεχή ενίσχυση της νοτιοκορεατικής οικονομίας, μέσω της ανάθεσης παραγγελιών νέων κατασκευών στα ναυπηγεία της είναι κάτι παραπάνω από ανεκτίμητη. Από την άλλη, είναι αυτονόητο ότι οι Έλληνες πρέπει να είναι ευγνώμονες στους ναυπηγούς της Νότιας Κορέας για την έγκαιρη παράδοση πλοίων υψηλών προδιαγραφών, δίνοντάς τους τη δυνατότητα να προσφέρουν τις καλύτερες δυνατές υπηρεσίες στις παγκόσμιες θαλάσσιες μεταφορές. Αυτά αποτελούν ακόμη ένα εξαιρετικό παράδειγμα της ικανότητας της ναυτιλιακής βιομηχανίας να δημιουργεί ισχυρούς δεσμούς μεταξύ των εθνών εξαλείφοντας κάθε γεωγραφική απόσταση, πολιτικές πεποιθήσεις ή θρησκευτικές διαφορές. Αυτή είναι τελικά η δύναμη της θάλασσας, δίνοντας το παράδειγμα το πώς μπορούμε όλοι να ζούμε και να ευημερούμε ειρηνικά».

Η κρουαζιέρα αφήνει πίσω της τα προβλήματα της πανδημίας και συνεχίζει δυναμικά ανοίγοντας πανιά για το 2023. Η εμπιστοσύνη

των τουριστών μεγαλώνει, καθώς η επιθυμία

για κρουαζιέρα επανέρχεται στα επίπεδα

του 2019. Τα κρουαζιερόπλοια, μελών της

Διεθνούς Ένωσης Εταιρειών Κρουαζιέρας

(CLIA) που έκαναν homeport στα Ελληνικά

λιμάνια το 2022 ανήλθαν στα 47.

Η κρουαζιέρα κινείται με φουλ τις μηχανές

προς τον στόχο για μηδενικό άνθρακα, καθώς

το 79% των κρουαζιεροπλοίων παγκοσμίως

χρησιμοποιεί scrubbers και αυτή τη στιγμή

χτίζονται 78 νέα πλοία αξίας 47 δισ. ευρώ

πολλά από τα οποία θα κινούνται με LNG.

Σήμερα έχουμε 11 πλοια LNG και αναμένουμε

ακόμα 23.

Περισσότεροι από 1.170.000 άνθρωποι

δραστηριοποιούνται αυτή τη στιγμή στην κρουαζιέρα. Το μεγάλο στοίχημα της βιομηχανίας είναι η αυξημένη χωρητικότητα.

Για αυτά κι άλλα πολλά μας μιλά σε αυτή την συνέντευξη η κα. Μαρία Δεληγιάννη Γενική Διευθύντρια Ανατολικής Ευρώπης, της Διεθνούς Ένωσης Εταιρειών Κρουαζιέρας (CLIA).

Όλα δείχνουν πως παρά το γεγονός ότι η βιομηχανία της κρουαζιέρας υπέστη σημαντική ζημιά κατά τη διάρκεια της πανδημίας, η κρουαζιέρα έχει βάλει μπροστά τις μηχανές της και πλέει πια σε πολύ πιο ασφαλή νερά. Θα θέλαμε να μας κάνετε μία αποτίμηση για την κρουαζιέρα σε παγκόσμιο επίπεδο με τα μέχρι τώρα στοιχεία που υπάρχουν για το 2022 αλλά και μία πρόβλεψη για την πορεία του κλάδου το 2023.

Αναφορικά με το 2022 μπορώ να πω ότι στο σύνολό της η χρονιά αυτή ήταν χρονιά επανάκαμψης. Όλα τα πλοία είναι σε λειτουργία και οι χωρητικότητες κατά μέσο όρο το 2022 κυμάνθηκαν μεταξύ 60%-85%, με μικρές εξαιρέσεις. Υπήρχαν και περιπτώσεις που η πληρότητα άγγιξε το 100% σε περιοχές όπως η Ελλάδα. Το 2022 θα κλείσει με περίπου 18 έως 19 εκατομμύρια τουρίστες οι οποίοι πραγματοποίησαν κρουαζιέρα, αριθμός που αντιστοιχεί στο 65% των επιβατών κρουαζιέρας του 2019. Οι εταιρείες, λοιπόν, θεωρούν ότι το 2022 ήταν μια καλή χρονιά, αλλά δεδομένης της ζημιάς που υπέστησαν τα τελευταία δύο χρόνια προσδοκούν να δουν καλύτερες και πιο υψηλές χωρητικότητες από φέτος. Θεωρούμε ότι το 2023 μπορούμε να φτάσουμε στο επίπεδο του 2019 και μάλιστα σε μερικές περιοχές του κόσμου όπως είναι Ελλάδα προσδοκούμε ότι θα ξεπεράσουμε τα προπανδημικά επίπεδα. Και αυτό είναι ιδιαίτερα θετικό και αισιόδοξο. Αξίζει εδώ να αναφέρω ότι σύμφωνα με μία έρευνα της CLIA για την ικανοποίηση επιβατών, η επιθυμία για διακοπές κρουαζιέρας είναι πάνω από το επίπεδο του 2019. Έχει αυξηθεί, δηλαδή, η δημοφιλία του κλάδου μας ως επιλογή διακοπών μετά τον κορονοϊό.

Διαβάζουμε στον τύπο ότι το homeporting στην Ελλάδα προσεγγίζει πλέον τα

επίπεδα ετών πριν την πανδημία όπως για παράδειγμα το 2019. Ποια είναι τα

στοιχεία που έχουμε ειδικά για τη χώρα μας και τι προβλέψεις μπορούμε να κάνουμε για το 2023;

Αρχικά να αναφέρω ότι το home port στην Ελλάδα άργησε να αναπτυχθεί και

αυτό οφείλεται κυρίως στο καμποτάζ, το οποίο άρθηκε μόλις το 2010. Τα τελευταία

δύο χρόνια, η δυναμική στάση που επέδειξε η Ελλάδα στην ασφαλή και άμεση επανεκκίνηση της κρουαζιέρας στον απόηχο της πανδημίας σίγουρα της έδωσε ένα προβάδισμα έναντι άλλων χωρών. Έτσι δημιουργήθηκε μια ευκαιρία στην Ελλάδα να βελτιστοποιήσει τη θέση της στο χάρτη της κρουαζιέρας και να αυξηθούν οι

ήδη η Αμερική και από το Νοέμβριο του 2023 θα εφαρμοστεί στην κρουαζιέρα. Αυτό που μας προβληματίζει ιδιαίτερα είναι το σύστημα εισόδου - εξόδου για καταγραφή ταξιδιωτών από τρίτες χώρες. Ο σκοπός αυτού του συστήματος είναι η αποτροπή της παράνομης μετανάστευσης και ο παράλληλος εντοπισμός των περιπτώσεων όπου ο υπήκοος μίας τρίτης χώρας έχει υπερβεί την μέγιστη διάρκεια παραμονής στην επικράτεια των κρατών-μελών. Στην κρουαζιέρα εφαρμόζονται ήδη πολύ αυστηροί έλεγχοι. Η CLIA υποστηρίζει αυτόν το στόχο της Ευρωπαϊκής Ένωσης, που είναι στόχος ασφαλείας. Θεωρούμε όμως ότι αυτά τα συστήματα θα πρέπει να προσαρμοστούν στα δεδομένα της κρουαζιέρας, λαμβάνοντας υπόψη τις ιδιαιτερότητες του κλάδου μας. Είμαστε σε συζήτηση με την Ευρωπαϊκή Επιτροπή προκειμένου να δείξει ευελιξία και κατανόηση για το θέμα αυτό και διαπραγματευόμαστε την εξαίρεση της κρουαζιέρας από το σύστημα σε συγκεκριμένες περιπτώσεις.

Όλοι αυτοί οι έλεγχοι ενδέχεται να δημιουργήσουν πρόσθετη

συμφόρηση στα λιμάνια της Ευρωπαϊκής Ένωσης. Ο στόχος μας είναι να διαφυλάξουμε την εμπειρία του επιβάτη κρουαζιέρας.

Τα στοιχεία της ‘Ενωσης Λιμένων Ελλάδος για την κρουαζιέρα αποτυπώνουν συγκλονιστικά νούμερα. Για παράδειγμα το

2020 ο αριθμός αφίξεων τον κρουαζιερόπλοιων ήταν μόλις 76

ενώ το 2021 ήταν 379. Επίσης οι επιβάτες που προσέγγισαν Ελληνικά λιμάνια το 2020 ήταν 16.000 ενώ το 2021, 303.000 επιβάτες. Θεωρείτε ότι θα υπάρχει περαιτέρω αύξηση πλοίων και επιβατών το 2023 και τα Ελληνικά λιμάνια είναι σε θέση να υποδεχθούν ακόμα περισσότερους επιβάτες και πλοία; Είναι δεδομένο ότι πρόκειται να αυξηθούν περαιτέρω. Το 2020 και το 2021 αποτέλεσαν μία παρένθεση στη συνολική ανοδική πορεία της Ελλάδας στον κλάδο της κρουαζιέρας. Δεν είναι αντιπροσωπευτικές χρονιές. Το 2022 είδαμε ήδη στην Ελλάδα αύξηση κατά 25% στις προσεγγίσεις κρουαζιερόπλοιων συγκριτικά με το 2019, φτάνοντας συνολικά τις 5.000 προσεγγίσεις. Η αύξηση αυτή είναι τεράστια. Και πιστεύουμε ότι αυτή η τάση θα συνεχιστεί. Θα ήθελα να επισημάνω

ότι σε επίπεδο λιμανιών θα πρέπει να υπάρξει και η κατάλληλη προσαρμογή προκειμένου να ξεκλειδώσει η μεγάλη δυνατότητα που έχει η Ελλάδα με πολλούς προορισμούς κρουαζιέρας. Συνεπώς, πρέπει να βελτιωθούν οι λιμενικές υποδομές. Η κρουαζιέρα, όμως, δεν είναι μόνο η άφιξη των κρουαζιερόπλοιων στο λιμάνι. Είναι και η διάχυση του κόσμου στους προορισμούς. Και αυτό είναι ιδιαίτερα σημαντικό. Θα πρέπει και οι προορισμοί να ανταποκριθούν αντίστοιχα. Θα πρέπει η διάχυση των επιβατών να γίνεται με έναν έξυπνο τρόπο για να αποφύγουμε την συμφόρηση. Οι ίδιοι οι προορισμοί θα πρέπει - κι εμείς τους ενθαρρύνουμε να το κάνουν - να αναπτύξουν ένα πλάνο διαχείρισης τουρισμού συνολικά και όχι μόνο για την διαχείριση της κρουαζιέρας. Τέλος, ενθαρρύνουμε τις εταιρείες μέλη μας να κοιτούν και εναλλακτικές δράσεις στους προορισμούς αλλά και το άνοιγμα νέων προορισμών.

Κλείνοντας την συνέντευξη αυτή θα θέλαμε να σας ρωτήσουμε ποια είναι τα πέντε πιο σημαντικά πλεονεκτήματα που θα πρέπει να λάβει υπόψη ένας υποψήφιος ταξιδιώτης για να επιλέξει την κρουαζιέρα για τις διακοπές του;

Η κρουαζιέρα είναι ένας μοναδικός τρόπος να ανακαλύψεις πολλές και διαφορετικές χώρες, ακόμα και διαφορετικές ηπείρους, μέσα σε λίγες ημέρες. Άρα ο επιβάτης βιώνει πολλές διαφορετικές εμπειρίες και βλέπει πολλές διαφορετικές κουλτούρες και διαφορετικούς προορισμούς και πολιτισμούς. Αυτό είναι και το πρώτο πλεονέκτημα. Το δεύτερο πλεονέκτημα είναι ότι η κρουαζιέρα είναι η τέλεια εμπειρία γευσιγνωσίας προορισμών. Τρίτον, είναι πολύ καλός τρόπος αυτή τη στιγμή να επισκεφτεί κάποιος απόμερα μέρη. Τέταρτον, ένα κρουαζιερόπλοιο προσφέρει αμέτρητες δραστηριότητες και επιλογές εν πλω για όλες τις ηλικίες και όλα τα γούστα. Επίσης, η κρουαζιέρα είναι για όλα τα πορτοφόλια, με πολλές επιλογές σε δρομολόγια και διαφορετικούς τύπους πλοίων. Τέλος, πλεονέκτημα είναι και η επαφή με τη θάλασσα, που απλά σε ηρεμεί. Είναι μία συγκλονιστική και μοναδική εμπειρία, την οποία πρέπει όλοι να ζήσουν τουλάχιστον μια φορά στη ζωή τους.

“GREEN FINANCE” Adopt ‘PP’ Or Encounter Survival Business Risk

The term ‘Green Finance’, came to my attention about two years ago, that caught me by surprise. At the time, I couldn’t realise, what it was all about exactly, what was behind of it, what was aiming at. Today, after some research on the jargon, I can understand that ‘Green Finance’ is interlinked with the Poseidon Principles (PP) adopted by the banks, and the insurance companies, to reflect the environmental impact which will be measurable as of this year through the CII requirements (Carbon Intensity Indicator) and will apply to all shipping companies. Managing risks is part of MARASCO’s every day role in Marine Insurance business. Shipping community is again called to confront new challenges. Shipping is a capital intensive business and ‘Green Finance’ could critically affect borrowers banking eligibility and their insurability. In short, capital markets, leasing companies and banks will seriously consider the ‘green rate’ an applicant shipping company has been given, according to its ‘green footprint’ and to its CII rating, as per Poseidon Principles for Banks. PP reporting as a tool, to evaluate corporations and determine future financial performance is a possible scenario, from what we can deduce. Borrowing companies with poor decarbonization rate might encounter difficulties in the near future to access debt finance, or funding from financial institutions and consequently, might have troubles to expand, renew their fleet and eventually, as banking and insurance go hand in hand, might face some unpleasant reactions in terms and premium rates from Hull and P&I underwriters, who have adopted the Poseidon principles for Marine Insurance. Charterers, are also getting aligned to the same direction and adopt the Sea Cargo Charter for reporting environmental pollutants. A new mindset in shipping industry is gaining slowly but surely momentum. Both, Greek and Cypriot shipping communities, have to acknowledge the coming changes, new regulations, new technologies and

new challenges, if one wanted to be still competitive, not left behind, or still, to survive. PP, part of Corporate Sustainability, is not just a new trend but a necessity to comply with for any company to remain antagonistic. It could be a key element to get access to better finance, to get charterers and insurers preference – expressed in better hire and better premium - or possibly, their approval. Shipowners/Ship managers with poor green footprint rate might be viewed as substandard companies by Charterers, Banks, Insurance companies and P&I Clubs. PP mainly is used by a company for measuring the sustainability and ethical impact of an investment on a business, according to Market Business News (MBN). The market accelerates in favor of those companies who adopt Sustainability and ESG, grapple with decarbonization of shipping early, however on the other hand, all those who cannot adopt themselves to the new, will eventually get set aside and will be extinct, as we have witnessed several times in the past. Big players and companies listed in NYSE already are in alignment with the new tendencies of the market, they follow through, but the small, medium size owner / ship manager, will possibly encounter difficulties in their efforts to adjust in many areas, including human resourcing. Sustainability, ESG (Environmental Risk, Social Risk and Governance Risk) and PP as everything else have their effects and side effects to shipowners and ship managers. The clock is ticking and we should be proactive, be open to new co operations and face challenges and threats through strategic alliances which would add value to our companies and ourselves. Η έρευνα και η διάσωση στη θάλασσα, αποτελούσε ανέκαθεν μία πρόκληση για τη χώρα μας, η οποία έχει λάβει αναμφισβήτητα άλλες διαστάσεις τα τελευταία χρόνια, με την αύξηση των προσφυγικών και μεταναστευτικών ροών στο Αιγαίο αλλά και με την ραγδαία ενίσχυση του ρόλου της χώρας μας ως διεθνής εμπορευματικός και τουριστικός κόμβος.

Η ‘Ένωση Πλοιοκτητών Ρυμουλκών, Ναυαγοσωστικών, Αντιρρυπαντικών και Πλοίων Υποστήριξης Υπεράκτιων Εγκαταστάσεων, έχει εκφράσει επανειλημμένως τις

θέσεις της στα αρμόδια υπουργεία και υπηρεσίες, για την ανάγκη αναβάθμισης της ποιότητας των υπηρεσιών που προσφέρουν τα πληρώματα των σκαφών του κλάδου.

Αναφέρουμε ενδεικτικά ότι στο χρονικό διάστημα 2000-2020 σημειώθηκαν συνολικά 243 προσαράξεις στο Αιγαίο και το Ιόνιο πέλαγος. Από αυτές, οι 84, σημειώθηκαν ανατολικά του 25ου μεσημβρινού.

Η σημερινή κατάσταση ενδέχεται να λειτουργήσει μεσομακροπρόθεσμα σε βάρος της ανθρώπινης ζωής, της ασφάλειας της ναυσιπλοΐας, της προστασίας του θαλάσσιου περιβάλλοντος και συνολικά, σε βάρος του εθνικού και δημόσιου συμφέροντος. Την ίδια ώρα, η προσπάθεια εργαλειοποίησης των προσφυγικών και μεταναστευτικών ροών αλλά και οι διαρκείς προκλήσεις από την πλευρά της Τουρκίας , με στόχο τη δημιουργία

γκρίζων ζωνών στο Αιγαίο και την αμφισβήτηση των ελληνικών κυριαρχικών

δικαιωμάτων στα θαλάσσια σύνορα, αποτελούν μία διαρκώς εντεινόμενη εθνική απειλή. Τα οφέλη από την ύπαρξη πλοίων με ναυαγοσωστικές δυνατότητες, αφορούν στην

ενίσχυση της ναυτικής ασφάλειας, στην περιβαλλοντική προστασία, στη θαλάσσια εθνική κυριαρχία και στο αποτελεσματικό SAR.

Η αναγκαιότητα ύπαρξης τέτοιων πλοίων εδράζεται και σε τρεις επιπλέον παραμέτρους:

Α) Τα ελληνικά χωρικά ύδατα παρουσιάζουν ιδιαιτερότητα χωροταξικής διαμόρφωσης

με πληθώρα νησιών, βραχονησίδων και υφάλων.

Β) Επικρατούν πολύ συχνά δυσμενείς καιρικές συνθήκες ,οι οποίες έχουν απότομη μεταβολή.

Γ) Σε συνδυασμό με την αυξημένη κυκλοφοριακή πυκνότητα και τα μεγάλα μεγέθη των νέων πλοίων, τα ατυχήματα στα ελληνικά χωρικά ύδατα, αποτελούν σύνηθες φαινόμενο.

διεθνώς και υπονομεύουν τον τουρισμό, τη «βαριά βιομηχανία της χώρας» όπως τον αποκαλούν όλες οι κυβερνήσεις. Αφενός, γιατί φαλκιδεύουν το αίσθημα ασφάλειας για τη ναυσιπλοΐα στις ελληνικές θάλασσες και αφετέρου διότι τα κουφάρια των πλοίων που μένουν επί χρόνια να σαπίζουν στη θάλασσα με ευθύνη των ελληνικών αρχών, συνιστούν εστίες θαλάσσιας ρύπανσης.

Παρά το γεγονός ότι οι εμπεριστατωμένες και δοκιμασμένες προτάσεις μας, και με τη συμβολή εξειδικευμένων μελετών του ΕΜΠ, για τον εκσυγχρονισμό των ναυαγοσωστικών πλοίων δεν έτυχαν της αποδοχής του Υπουργείου Ανάπτυξης, η ‘Ενωσή μας, τα μέλη της και τα πληρώματα των πλοίων μας, δεν κάνουν καμία έκπτωση στην αποστολή τους για τη διάσωση της ανθρώπινης ζωής, την ασφαλή ναυσιπλοία, την προστασία του θαλάσσιου περιβάλλοντος και τη συμβολή τους για την ανάπτυξη της ελληνικής οικονομίας.

Υπό αυτές τις συνθήκες και παρά τη διακηρυγμένη και αποδεδειγμένη συμβολή της

‘Ενωσής και των μελών της στη διάσωση της ανθρώπινης ζωής και της ασφαλούς ναυσιπλοΐας, η άμεση αναβάθμιση του θεσμικού πλαισίου αλλά και η στήριξη του εκσυγχρονισμού του στόλου για υπηρεσίες υψηλού επιπέδου, ισοδύναμες με την κορυφαία ελληνική ναυτική βιομηχανία, είναι πιο επιτακτική από ποτέ. Ευελπιστούμε ότι θα ολοκληρωθεί σύντομα το σχετικό Προεδρικό Διάταγμα που επεξεργάζεται το Υπουργείο Ναυτιλίας και Νησιωτικής Πολιτικής για την αναβάθμιση των υπηρεσιών επιθαλάσσιας αρωγής εντός ενός συγκεκριμένου πλαισίου υγιούς ανταγωνισμού, με ίσες ευκαιρίες και ευθύνες σε όλους τους επιχειρηματίες του κλάδου μας.

You are the head of UK Ship Register in the Piraeus Office for the last couple of months. What were the reasons that led you make that choice and what are the expectations for 2023 as far as this local office is concerned?

Being a representative of a unique organization in Greece, my home country, and Cyprus is about connecting and creating awareness of its valuable mission.

Combining the scope of the role with the tremendous importance of the shipping industry in both Greece and Cyprus, I instantly had a crush with the contributions this role can bring for the UK Ship Register while thinking of the impact this role can have for both the UKSR and the economic welfare of the local communities. It’s also a unique career learning opportunity allowing me the opportunity to leverage my previous background and individual strengths while expanding my breadth of experience in a new and complex territory

Our priorities for this year are straightforward and revolve around the biggest asset, people. First one being to increase awareness of the UKSR activities and portfolio in the domestic sector. Secondly, to become the voice of customers and empower our mutual growth. Last but not least to continue our presence at key events, connecting with local operators ensuring we are approachable open to business.

Your moto is that “Selection of Flag State is a critical strategic decision” What do you mean by that? What are the reasons UK flag should be included in the Greek shipowner’s flags of choice?

The decision on flag state has an impact across many areas, such as ship financing, purchasing and newbuild delivery, which is why it’s such a strategic decision. The UK Flag prides itself in becoming a partner of its customer, an extension of their global operations. We have a full team of technical and regulatory experts and customer support that can be part of those strategic decisions from the very beginning.

Lately the shipping industry has been focusing on addressing the top issue of zero carbon emission. How does UK Ship Register deal with all these rules and regulations about d ecarbonization?

The UK’s aim is to be the best performing flag, port and coastal State in the world and as an IMO Member State and IMO Council Member, the UK is committed to influencing and enhancing maritime safety and protecting the maritime environment in collaboration with the international community.

This year decarbonisation remains top of the agenda with EEXI regulations coming into force internationally. We are already working closely with operators as more LNG, battery and hydrogen powered newbuilds come into service and in 2023 we expect exploration and regulation of other alternative fuels to develop. We have dedicated teams at the MCA who are looking at the impact of these fuels, but also what operators can do now to reduce their energy usage such as wing technologies and hull optimisation. The event was designed to provide insights on the technology available now to help ship owners and operators reduce energy usage, and in turn reduce their operating costs and emissions. We’re here to bring the maritime community together and provide opportunities to UK Flag bearers for responsible and sustainable development. The Greek and Cypriot shipping market is one of the largest and most influential in the world, with over 30% of operators globally being based in and around the region and with many operators investing in new tonnage. Opening our first overseas office in Greece was a crucial to ensure this community was able to access the advantages of the UK Flag conveniently.

As a dynamic woman in shipping, what is your opinion about the diversity of genders in the industry?

Diversity, equity and inclusion are important topics to me. In essence diversity helps us acknowledge the strengths of every individual and allow them to fulfil their potential in a safe environment. It helps us bring different new ideas to the table and scale our growth via peer-to-peer learning and best practice exchange. The customer and work force base of the shipping industry is diverse deeply in its roots including nationalities, background, gender, race, ethnicity, religion. Having a diverse workforce in the UK Ship Register Offices helps us better understand our customers and serve them by offering impactful and meaningful solutions. I am proud for supporting an organisation that looks into not only gender diversity, but also the wider equity and inclusion

It’s not foreign to me operating in a male-dominant industry and admittedly the shipping may be even holding the reins in that regard. The world of work is though evolving towards inclusion and gender diversity and I am optimistic seeing even more women active and thriving in it and let alone in a leading role. That said, being one of the women in the industry myself I am extra keen to contribute to this mission.

In your opinion, what are the prospects of the Maritime Industry for 2023 from the UK Registry Perspective?

The UK Flag team at the Maritime and Coastguard Agency, supported UK’s Department for Transport and His Majesty’s government are continually making improvements to the UK Flag offering, making it a valuable partner for shipping operators.

We expect conversations around decarbonisation to continue with some convergence starting to happen. The UK will continue its work influencing the decarbonisation agenda at IMO, as well as in other forums such as the Maritime Technology Forum. We’ll also be working closely alongside our customers to ensure they can implement new technologies onboard their vessels safely and keep up with the latest innovations. Part of this includes a programme of events for customers centred around decarbonisation, as we look at different fuels options sector by sector.

The safety of our seafarers will continue to be a high priority for the UK Flag. This means preparing crews for the future of shipping as new technologies and fuels come into play. The maritime industry in the UK is working collaboratively to modernise and improve the training of future seafarers. Our teams can also work one-on-one with UK Flag operators to develop new training plans where technologies move ahead of international regulation.

2023 also marks the tenth anniversary of London International Shipping Week (LISW). We’re looking forward to welcoming and meeting with ship owners from across the Greek and Cypriot region, whom we hope will come and see what talent and opportunity the UK has to offer them.

The prospects of the Maritime Industry for 2023

It is with great pleasure that I participate in this initiative of NAFS magazine giving my views on Greek shipping, its challenges and its future for the prospects of the Maritime Industry for 2023.

The pandemic has shown us in a clear and unambiguous way how sensitive and how important the transport sectors are to ensure resilient supply chains, as well as to create reliable and robust mechanisms for the smooth and safe operation of ships around the world.

The most recent crisis in Ukraine has revealed even more the importance of shipping in particular in maintaining global energy and food security, especially for the most vulnerable parts of our world. This is important to understand because shipping needs the public recognition it justly deserves.

Shipping has always been part of the solution, not the problem, and this is true in relation to a number of the UN’s Sustainable Development Goals, including of course decarbonisation, but also fighting poverty through security of supply and quality of employment.

When it comes to decarbonisation, which concerns all human activities on planet earth – as you know shipping is no exception.

However, I would like to underline that we need regulations that promote the energy transition in a way that enables and includes all citizens, without jeopardizing the dominance of EU shipping and the resilience of our economies, especially growth prospects and welfare of the most vulnerable citizens, such as islanders and the less affluent.

Moreover, it is known that one of the biggest challenges for shipping will be to ensure the global availability of safe alternative fuels with low and zero carbon dioxide emissions and the related infrastructure. This should happen as soon as possible because we are still a long way from such a new reality.

Dear friends in closing this short note I would like to point out that shipping, like any other economic activity, is affected by new challenges, priorities and developmentstechnological, political, economic and others and adaptability to the new conditions that arise from time to time was always the key element for its success. That is where we must put our weight and effort.

A realistic and sustainable plan that will be characterized by adaptability and reliability will be the demand in the years to come.

The shipping industry is at a crossroads. No other point in time can be compared with the current state of affairs, except perhaps the change from sail to steam. This is due to both the complexity and the magnitude but also the speed at which change takes place.

Geopolitical crises, a continuous pandemic, economic and political turmoil and supply chain disruptions have all weighed upon the shipping industry in 2022, despite the positive results for some segments experiencing record high rates. Difficulties are here to stay and 2023 is expected to be a particularly demanding year for our industry.

The greatest perhaps challenges facing our sector is the need to tackle climate change, regulatory developments and the pace at which technology and people will adapt to these developments. We are entering a new era of energy propulsion of ships but we are still in unchartered waters.

The shipping industry cannot decarbonise on its own. Its full decarbonisation is dependent upon the vital contribution of out-of-sector stakeholders. Energy producers and suppliers, marine engine manufacuters, yards, among others, must provide the required alterative fuels and technologies.

Greek shipowners have always been and will continue to be among the first to embrace new technological advancements. However, we will always have safety as our underlying principle.

Shipping continues to be the most efficient and environmentally friendly mode of transport. This is an additional asset to its crucial role in sustaining the global transport and economic system.

In this critical era, our industry provides reliability, security and stability, carrying 90% of the international trade as a consistent, trusted and strategic partner of major economies serving effectively the whole world.

Over the decades, Greek shipping, as a major pillar of the international shipping industry, has proven that it possesses both the will and the expertise to successfully respond to rapid changes and to deal with complex challenges. I am confident that this will be the case for 2023, too.

The historic adaptability of Greek shipping to new circumstances is firmly based on the human factor; it is based on the people of shipping, who have a vast shipping know-how and experience and a remarkable passion and dedication to their mission. We will spare no effort to safeguard and enhance the well-known Greek seamanship. The Greek shipping community will continue to be proactively engaged in the efforts to fight climate change by taking leading initiatives for an even greener shipping. We will not overlook, though, our aim to maintain our competitiveness at global and European level, enhancing the leadership of Greek shipping. This is our strong commitment.

The Hellenic maritime tradition and legacy is our first and foremost guiding principle. As a maritime nation, we will pursue to honor and safeguard our history, our seamanship – our national pride.

Τhe Covid-19 pandemic, followed by the was in Ukraine, has had a considerable and ongoing impact on the global shipping industry. For 2023, it is clear that world trade growth will continue to lose momentum, compounded by current and future trade restrictions.

The shipping industry, was already facing uncertainty stemming from the green and digital transition, and geopolitical tensions are now exacerbating this. Considering shipping’s global nature, it’s important that regulators work to fully understand the specificities of the sector, and how it will be affected by measures such as sanctions.

At the same time, the shipping sector is facing the persisting challenges of the rapid technological change and the need for decarbonization, with societal pressure to move from ambition to action expected to increase further during 2023. Towards this direction, the industry should concentrate efforts to meet its obligations through technical and operational efficiencies related to fleet consumption and vessels performance.

To cope effectively with the environmental sustainability challenges the shipping sector will require unprecedented levels of collaboration. Regulators and industry should work together in this decarbonization journey in order ensure that the regulatory framework is fit for purpose and to explore effectively the potential of short-term action to reduce emissions.

Sustainability should also address the human element and more specifically the shortage of seafarers as well as the upskilling of workforce, both ashore and onboard.

Making the maritime industry more attractive by investing in education, training and better communication of the role of the maritime industry whilst improving diversity and inclusion, is pivotal in ensuring a brighter future for shipping.

Cyprus is well aware of the needs and specificities of the sector and has taken a number of initiatives at global and EU level as well as concrete actions at national level to support the industry and to effectively respond to crises and challenges.

We look forward to continuing our work to proactively, and collaboratively, drive positive change in global shipping while safeguarding the sector’s competitiveness, especially in light of current geopolitical challenges.

The prospects of the Maritime Industry for 2023

The global economy is going through a challenging period after the COVID-19 pandemic and the ongoing war in Ukraine and the associated sanctions imposed on Russia.

The shipping sector already addresses environmental challenges, such as the climate crisis, and actively contributes to designing the energy transition of the sector.

Meanwhile, based on the Initial IMO Strategy on Reduction of GHG Emissions, as of the 1st of January 2023, all ships shall calculate their attained Energy Efficiency Existing Ship Index (EEXI) and make all necessary retrofits to meet the EEDI Phase 2 requirements. The regulation, which provides for the mandatory collection of data for the reporting of their annual Carbon Intensity Indicator (CII) as an Annual Emissions Ratio (AER), is already criticised as not being the most appropriate way to report on DWT-miles instead of tonne-miles.

Stable access to ship financing, maintaining the EU’s free trade agenda, digitalisation, and maritime safety will remain important challenges in the new year. In 2023, the EU will wrap up the new ‘Fit for 55’ climate package, while the IMO is stepping up to the plate. Maintaining a regulatory level playing field between EU and international regulations will be key for safeguarding the competitiveness of European shipping.

Fostering the production and the use of lower-, and eventually, zero-emission fuels is and will be a great challenge. It requires the contribution of all actors in the maritime value chain. Importantly, it requires that the fuel producers, suppliers, and ports contribute to the uptake of clean energy sources. However, we expect that the engine manufacturers should provide the new technologies for burning the alternative fuels, tested, and with all operational and safety challenges solved. We need all hands on deck.

The shipping industry has kept global markets connected and has supplied the world with essential goods and passenger transport services. This would not have been possible if too many barriers had been in place and hampered free trade and open markets.

The EU – and all other international players – should not turn to protectionism, but continue on a path of open, rules-based and multilateral trade framework, which was already challenged prior to the pandemic.

Going through past reports on the prospects of the Maritime Industry, may be quite amusing since after the passing of time you realise how wrong people have been in attempting to forecast the future of our industry.

‘Prospect’ is defined as anticipation i.e. expectation or prediction, in other words wishful thinking. It is also defined as vision, which leads us to theoretical expectations.

We all know where the industry stands today:

- The climate issue for which we are recipients of lectures and preaching by qualified and unqualified experts together with public figures that have jumped on the band wagon, which remind me of the stereotype answer in beauty pageants – “World peace”. The fact is that the maritime industry is navigating through uncharted waters since the technology to achieve the level of ambition, is not yet available.

- The geopolitical uncertainty which no one appears to have predicted prior to February last. Will there be more turmoil in other corners of our planet? Where and when?

- Is globalisation back tracking? The importance of maritime transport is highlighted during the current crisis and can be described as the life blood of international commerce.

- The lack of sufficient and qualified sea personnel continues to be a major issue.

- CII, energy crisis in Europe, trade sanctions, how will these issues affect maritime transport?

Since many question-marks remain combined with perilous uncertainty prevailing today, I feel that it is unwise to make plans or prophecies.

A more pragmatic definition of “prospect” is “possibility”. In shipping prudency and preparedness is the safest course to tackle the unexpected possibilities that lie ahead.

Shipping proved its flexibility in the past, managing to adapt to geopolitical challenges such as piracy, sanctions and regulations. However, the coming year will be a “difficult year” for all fields in shipping industry as they deal with the “giant wave” they are creating, the rapid slowdown in growth in Europe’s strongest economies within a climate of high inflation and soaring prices in electricity, but also some pessimistic assessments by rating agencies regarding the prospects for global economic growth.

The possibility of a further decline in purchasing power is sure to affect the shipping market and, thus, the profitability levels of shipping companies and, especially, the container transport sector which, based on the data, has accumulated extremely high profits in relation to and compared to the past.

The newly-built tonnage that will “drop into the water” is sure to reshape the “landscape” as international trade attempts to assess the levels at which transit rates will fluctuate as they are known to influence the formation of prices that the final consumer is asked to pay.

Focusing on the container sector, the “expansion” of companies in logistics constitutes a challenge for the level of services provided as land logistics does not seem to have “clipped” with sea in terms of handling times and digitization.

A challenge that will have to be answered, as port congestion and delays continue to be a problem affecting import and export trade in an extremely difficult period in which, realignments on the “map” of globalization are evolving with whatever this may imply.

In a changeable and stormy environment, the centuries-old maritime tradition of our country, the impressively successful course recorded by Greek shipping in the last six decades and the additional dynamics it has developed in the last three years prove that the “foundations” of the sector are strong and indicate that the prospects are auspicious for him.

The prospects of the Maritime Industry for 2023

The European Union’s strategic policy was unfolded in 2019 and since then the maritime industry has been facing new challenges, making great efforts to become even more sustainable, accommodating the upcoming Regulations.

However, the discussed measures are not applicable at present time, due to lack of alternative fuels; Maritime sector is not yet ready to use them. Despite the improvement in technologies for the production of greener fuels, they are still under consideration, testing, development and creation of associated infrastructure is still on-going and they are not yet readily available.

Therefore, 2023 will be another year of uncertainty considering the technologies that could be adopted in shipbuilding.

Moreover, for the first time in more than 80 years, we are facing a war in our territory. Maritime transport infrastructure and services are under pressure due to the need for alternative trade routes for Ukrainian goods. The tone of the global trading and shipping environment has been characterised by uncertainty as a result. As long as there is an ongoing war in Ukraine the risk for all vessels will remain high and higher risks unfortunately lead to additional uncertainty for carriers.

Uncertainty is always the enemy of investment; therefore if the war doesn’t end during 2023 the industry will continue facing higher freight rates, disruption of regional logistics, halted port operations in Ukraine, the destruction of infrastructure, trade restrictions, increased insurance costs and higher fuel prices as causes of issues within the Black Sea region.

However, we shouldn’t overlook that the maritime sector is already embracing innovation and will definitely manage to align with all new regulations; diverting challenges to opportunities, taking into consideration that even within the existing uncertainty, many new vessels have already adopted new technologies using dual fuels.

It is an exciting time and one of much opportunity for the maritime sector, while the industry is going to be able to apply current and future technologies and achieve environmentally acceptable and commercially sustainable outcomes.

2023 is going to be a very challenging and demanding year for the maritime industry, as shipping will have to continue and even intensify its efforts to rapidly decarbonize, enhance the energy efficiency of the global fleet, speed up the digital transition of operations, and all that, while operating safely and with respect to the environment in a highly unstable geopolitical environment.

From 1st January 2023, it will be mandatory for all ships to calculate their attained Energy Efficiency Existing Ship Index (EEXI) to measure their energy efficiency and to initiate the collection of data for the reporting of their annual operational carbon intensity indicator (CII) and rating. In the same context, we must start preparing for regional measures such as the EU Emissions Trading System (ETS) regime, and the upcoming designation of the Mediterranean Sea as an ECA area, with stricter SOx emissions limitations.

In parallel, we will be increasingly seeing the implementation of more digital applications in our vessels and offices, taking advantage of the latest technology, such as AI, Big Data Analytics and Remote Diagnostics, which will allow us to enhance safety, efficiency, and control on board vessels.

A promising aspect is the enhanced commitment of the industry to ESG principals and sustainability, with an increasing number of shipping companies including ESG reporting in their operations.

Another very crucial challenge for the long-term future of the industry has to do with our human element. Besides finding ways to attract specialized and well-trained personnel to address the deficit in merchant marine officers, we will have to constantly upgrade our training procedures, to reskill and upskill between 450 and 800 thousand existing seafarers by mid-2030. Finally, as we are experiencing a transitional phase as an industry, it is of high importance to be able to make the right choices and approaches for the future of our companies, having available limited information and dealing with many variables, with low certainty parameters.

HELMEPA intends to continue assisting its members, shipping companies and seafarers, address some of these challenges, acting as a dynamic and interactive platform, offering multi-topic training seminars and relevant information, and sharing experience and best practices between our members.

It is with certainty that we can say, the maritime industry will face further challenges in 2023. The shipping markets, both the demand and supply  - across the entire sector,  in general,  have seen immense volatility -  in particular since the covid pandemic and this will be further exasperated by the war in Ukraine.  On a more positive note, although the general consensus of opinion is that this war will be lengthy, I personally take the view, in ‘reading between the lines’, that somehow these geo-political hostilities will cease sooner rather than later.

An additional matter of high concern is China’s relations with the West.   We will probably see further issues related to the devastating corona virus outbreak in China  - the situation has taken on horrific dimensions amid the covid surge and we are concerned about the implications it will have on shipping in general ; but most importantly, our concern is for our seamen who are the backbone of our sector.  We hope that the current covid surge will not have the same impact on our crews as in the past.

Inflation will continue to have a real impact on shipping ;  furthermore, financial and capital markets are expected to continue to be turbulent.  As mentioned by a senior banker, ‘the era of cheap money is over’ and ‘the hawks have taken over’.  One way or the other, we are all about to pay the price of money!

Global regulations and the environment will continue to play a dominant / pivotal role in maritime agendas,  board rooms and decision making.   Frankly and I presume there will be those readers who may share my view,  I am somewhat frustrated by the degree of hypocrisy prevailing with regard to the alternative fuels.    You cannot build Rome overnight – this is an undisputed fact.  We all tend to agree that the ultimate fuel in the future will be hydrogen and nuclear energy.  However,  it will take years to implement in order for such alternative fuels to be user friendly and cost efficient.   Again time is of the essence.

In the meantime, shipping will need to continue to work and lead both innovation and provide practical expertise to ensure our sector takes on a leadership role,  to make the difference in 2023 for our planet in crisis.   Shipping has been targeted for years as being the culprit - but  let us not forget that shipping is one of the least of offenders – responsible for 2.5 % of global greenhouse gas emissions . For the cruise industry, 2022 was a transitional year emerging from the pandemic and progressively returning to normality. All CLIA cruise lines have successfully returned to operation in 100 cruise markets around the world, and we anticipate 2023 to be the year when we will be able to surpass the 2019 cruise ship passenger volumes. CLIA’s latest consumer sentiment data show that the appetite for cruise travel is now greater than in 2019 and this is also thanks to the sector’s responsible return to service as well as commitment to sustainability –both in terms of the environment and responsible tourism– as crucial part of the future of the maritime sector.

CLIA members have committed to pursue net zero carbon cruising by 2050 and, to reach this goal, they make significant investments in new, technologically updated and more energy efficient vessels. Renewable and low-carbon fuels are also a critical element to the maritime industry decarbonization strategy. CLIA is therefore calling for a more consistent approach on the measures proposed throughout the EU Fit for 55 package - which will continue to be debated in 2023 in Brussels - to support the production, distribution, and use of renewable fuels. The decarbonization of the maritime sector is a cooperative effort and we rely on the support of the EU MS to achieve our goal.

At the same time, cruising is an integral part of sustainable tourism, and we are committed to support further sustainable cruise tourism management practices. In 2023, we plan on continuing our engagement with key ports and destinations around the world to improve the impact of cruising in the local communities and help them map out a plan for a future of sustainable tourism. We will also continue contributing to the unlocking of the great potential that certain cruise destinations have, such as Greece and the broader Eastern Mediterranean region.

For Greece, 2023 will be a record year both in terms of cruise ship calls and homeporting activities, as well as cruise passenger volumes. The dynamics were shown already from this year, with 87 CLIA cruise ships operating in Greece, out of the 279 ones in the CLIA fleet, and noting a 25% increase in cruise ship calls compared to 2019 national levels. We remain committed in working jointly with Greek destinations to manage tourism responsibly so that they remain great places to live and visit.

Greece’s role as a cruise destination will be upgraded further in 2023 along with the increased popularity of Turkey, Israel, and Cyprus in the Eastern Mediterranean region.

During 2022, WISTA International continued to take steps towards improving diversity and inclusion in the maritime and shipping sectors, working with several partners to address the current gender imbalance across the industry and create more opportunities for everyone.

WISTA International is committed to driving change and this momentum will not slow in the year ahead. 2023 will be another year of action and the results from the first IMO-WISTA Women in Maritime Survey have provided us with the much-needed benchmark to build from. The report revealed that women make up only 29% of the overall workforce and highlighted the areas where more work is needed as female representation in certain professions is particularly low, such as in the seafaring and search and rescue professions.

Collaboration will also remain a key theme for 2023: I’d like to see more collaboration between organisations and other industries. I truly believe that this is crucial for addressing many of the challenges the shipping industry faces such as decarbonisation, digitalisation, attracting the next generation of talent and improving diversity.

Finally, the growing importance of ESG criteria will put the spotlight on the social considerations organisations must address, which take in the policies they have in place to protect the environment and support diversity and inclusion. Our industry must embrace accountability, and this will require organisations to be more transparent to ensure we continue to move in the right direction.

Shipping has proven its resilience and, I believe, also its adaptability, over the past few years. While we can count on disruption occurring due to several factors, I feel that our industry will meet and overcome any challenges arising.

From an operational perspective I see more efforts in building partnerships across the maritime value chains as, particularly large corporations seek pathways into the coming decades. This means work by shipping companies, cargo owners, class societies and technology groups on new vessel types, new fuel infrastructure and the global trial of green hubs and corridors.

From a communication perspective, we can anticipate some balances shifting as the introduction of new connectivity solutions will enable a much closer connection between vessels and shore either for crew welfare or business purposes.

This is timely, as over the coming year shipping sees the introduction of new rules on vessel performance data come in, both at an IMO and EU level, which will be one of the thrusts to ensure vessel voyage data is properly collected. These rules also put pressure on owners to ensure vessels are operated efficiently so data analysis will increase with performance software now ubiquitous.

I am also really pleased to see growing awareness and more frequent focused initiatives towards the diversification of workforce and job roles within our industry. The rapid changes will require of shipping to be open to new ideas and new business models. Most importantly, it is encouraging to see that at a time when technology and data are a necessary priority for shipping, in parallel, we see great focus on understanding and further improving onboard conditions. This is needed if we are to see more young people embracing a career onboard.

There is no easy way to predict whether maritime trade will be better or worse in 2023 than it was in 2022.

The dry cargo market will mainly be affected by how China moves. Almost half of the world’s maritime trade in dry cargo is conducted by China. As the Covid containment framework is loosened in China and extreme lockdowns are lifted, the market for dry cargo will certainly benefit from the continued gradual opening of its markets. In addition, the Chinese government’s continuous measures to strengthen the real estate and construction market will result in an increase in the demand for raw materials (such as iron ore, coal, steel) and stimulate the demand for sea transportation as a consequence. It is also important to note that since 2021 many countries have announced infrastructure projects and their construction will positively affect the dry cargo market - the US, for example, has announced one of the most expensive infrastructure programs in history. Another key factor is how the Russian invasion of Ukraine will progress, as when it ends, Ukraine will begin to rebuild, something that will require a lot of raw materials to be transported.

The wet market may present a bit of a challenge. As the Ukrainian war continues, sanctions against Russian oil will likely not be lifted when the war ends, creating a crossword puzzle for those with strong problem-solving skills. Some countries have reduced their oil imports because of high prices, and Chinese demand for oil is still quite reduced - there were 1,800 international flights per week before COVID, but now they are only 1,000 – despite the easing of the covid policies. In contrast, the increased ton miles due to Russian oil’s replacement by other suppliers, the stockpiling of diesel from European countries, and the increased exports of refined products from third countries such as India have contributed to the increase in rates, particularly for product tankers.

The LNG carrier market is probably the most predictable market based on current conditions. As Europe attempts to become independent from Russian pipeline gas, the vessel demand is increasing, and the order book has grown quite large compared to the recent past. Currently, American, Canadian, Qatari and Nigerian imports can only meet the rising demand, so a key factor supporting 2023 rates is the growth of US, Qatari, and Nigerian exports to Europe.

Last but not least, we left the container market, which has gradually returned to November 2020 levels after a prolonged period of extremely high rates and profits. Because of high inflationary pressures plaguing almost every economy, port congestion has been eliminated, trade flows have returned to normal, and consumer goods demand has been reduced. Additionally, the supply of container ships has started to increase due to the large order book created during the pandemic. Its noteworthy that during December, Asian owners have driven about 15 container ships to be scrapped, making it the first time a large wave of Container demolition has occurred.

2023 is expected to be another year of intense challenges for the shipping industry. The uncertainty around future marine fuels will continue next year, while at the same time two new regulations are coming into force which will “test” the system’s endurance.

I am referring to the Energy Efficiency eXisting Ship Index (EEXI), but also to the new Carbon Intensity Indicator (CII). While both regulations were created with greater sustainability in mind, they operate independently of each other and there is strong evidence to suggest that CII has inherent weaknesses that can negatively affect the efficiency of even a state-ofthe-art ship.

If we add shifting geopolitical tensions, fast-moving armed conflicts and the retention by China of a zero COVID-19 policy, what emerges is a mosaic with missing pieces rather than a full picture on which to base predictions.

However, despite these challenges, there are also some very positive factors. For example, Greece will continue to manage the largest fleet in the world and to be a pioneer at all levels. The power of the Greek-owned fleet gives our country not only economic benefits, but also diplomatic power.

As far as Greece as a nation is concerned, in 2023 we expect the country’s two largest shipyards - Skaramanga and Elefsina – to reopen. If the two shipyards operate as planned - the first under the Greek shipowner Giorgos Prokopiou and the second under the ONEX Group of Panos Xenokostas - the whole supporting industry of the wider Piraeus-Elefsina area will come back to life and create new opportunities. This development - combined with the very close collaboration we have with MARTECMA to design and manufacture the most advanced maritime equipment to meet shipping’s evolving needs – is extremely encouraging for HEMEXPO.

Groundbreaking innovations backed up by cutting-edge technologies are set to transform shipping as the race towards the digitisation of the marine sector is well underway in a market which experts estimate to be worth $345bn by 2030.

WIMA, by utilizing its industry knowledge and in order to create added value for both the Association and its Members and the country itself, has proceeded to the design and development of an emblematic project called “ELECTRIC DREAM”. The project incorporates the new trends, prospects, and challenges posed by the digital transformation as well as the need to align with the global regulatory standards (mainly reducing carbon emissions) to lead to a more “Green Shipping”.

Iwish the new year 2023 to be a Peaceful, Creative and full of new developments. The forecasts are moderately optimistic. We are going through a critical period of geopolitical, economic, energy, and humanitarian tensions especially in our region, but also all over the world.

The War in Ukraine will, I believe, might end in the new year by diplomatic means, and its termination will bring an increase in the freight rates needed for the reconstruction of Ukraine.

The Greek merchant fleet will have a pivotal role in this phase of reconstruction of Ukraine and the supremacy of Greek-owned fleet will be important because it is the most reliable transport force of global trade .

The price of oil due to international events (China’s Covid cases – sanctions on Russia) will remain at high levels all through 2023 with the price above US$100/barrel especially in the summer months with increased fuel demand.

The global relaxation of Covid 19 protection measures is worrying , especially with the public transport (trains, ships, planes) but also in gatherings. Masks and diagnostic tests have disappeared. It has been proven that the recommendations of the authorities are not enough. Stricter measures, masks everywhere and diagnostic tests are needed until the effects of the pandemic and its mutations on the human body are medically controlled.

The Global Shipping industry will continue to be concerned in 2023 by the lack of Officers from the cargo ships.

The campaign to attract young people to the maritime profession with coordinated initiatives, the establishment of a special course in schools on shipping and the maritime profession, as well as the search for new countries with large populations for the development of maritime schools with adequate and continuous training of human resources, will alleviate the problem of the lack of Officers and Crews which has appeared in recent years causing operational problems in shipping companies.

In particular, international organizations should recognize the strategic and decisive role of shipping in international trade and their proposed measures ( Environmental regulations , biofuels , Cll impacts on shipping markets ) to be realistic and in line with the viability of the sector.

Maritime Industry is always a field full of challenges that could be turned into opportunities. 2023 shall not be an exception. According to recent reports and predictions, Human Element, Technology, Sustainability, ESG and Maritime Logistics will continue to beissues that will dramatically concern us probably for decades... Obviously, those were already the main issues discussed by both Ship owning/management Companies and Shipping services Companies in NAVIGATOR FORUM since 2018.

Personally, dedicated to the Maritime Industry for more than 20 years, this is undeniable that we have overcome many turbulences. However, the “secret” of the Greek Shipping Miracle is “tradition, trust, cooperation and human relations”. We a continuity and transmit those values to the young generation that will be called to run the first shipping power globally.

YES FORUM, the open dialogue platform among young generation and shipping Executives, was established back in 2013, when our country was in the middle of the economic crisis. These past years more than 400 volunteers have participated in YES FORUM team and events, and the majority of them are now already executives in shipping companies representing the whole spectrum of maritime cluster. Ten years later everything is different.

Following our participation in career days and presentations in schools and universities we are happy to realize that the perceptions of the young generation about shipping have changed. The majority is now informed about the opportunities offered by our sector and the Companies are more open to embrace them and to give them work opportunities.

Concluding and wishing all of you a happy and prosperous 2023, I would like to underline that we are blessed to live in the Capital of the World of Shipping and we should all work for its further development and recognition. Moreover, although we are listening to the winds of change, we should not forget that technology will remain the tool and human element is the brain. The one cannot and should not replace the other! 2023, a year of implementation and strategic decisions. 2023 will go down in history as the first year of the CII era. From now on, vessels will be judged not only on their commercial performance, but also on their environmental credentials. The worst performers (those that are rated E or D for three consecutive years) will have to submit an improvement plan, and owners of highly-rated ships (A or B) will hope that their good environmental performance will influence chartering decisions in their favour. How regulation and markets will interact to shape the new playing field for shipping is still an open question and one that will remain on everyone’s minds, in 2023 and well beyond.

For many shipowners, much energy in 2022 was focussed on getting their plans approved ahead of the 1st January. But now that CII requirements are into force, the journey is only beginning. This next chapter will be about using the right tools to ensure compliance for every ship, but also to measure and report results.

Owners have a great deal of options available to make their ships less carbon intensive ships. 2023 will see a continued development in the maturity of these technologies. Meanwhile, owners will want to cement their decisions on what digital technology and energy efficiency devices will be right for their fleets. This will be true for newbuilds as well as retrofits.

In this context, a central question will be “to build or not to build”. The future fuels markets are uncertain, as they rely on the availability and price of multiple energy sources. For owners, this brings a dilemma between investing now in dual fuel newbuilds or sticking with conventional designs and convert later when the landscape is more certain. Another option would be to de-risk investment by building conversion-ready vessels with space allocated for future installations or key steel construction elements included. In other words, industry players must determine what level of readiness makes economic sense for them.

Finally, 2023 is shaping up to be a year when projects such as green corridors will demonstrate how technology and collaboration can help decarbonise specific routes and bring together industry pioneers in new partnerships for the greater good.

It is evident that shipping has faced long-term challenges in making itself decarbonized and ensuring new forms of transportation required in a decarbonized society.

Implementation of CII in 2023, which will be strengthened in following years, will not just be a compliance issue, but a substantial step for shipping companies to plan and manage GHG emissions from their fleet as it would directly impact corporate competitiveness and sustainability. The perspective of GHG emissions management should be incorporated into a pursuit for efficiency and gain significance this year.

Digital technology can help to grasp the situation and provide insights for realizing optimization tailored to individual ships, and the choice and utilization of the best effective solution will play a pivotal role for upcoming ship management operations. In terms of technology, the key to achieving shipping decarbonization is the development of lower and zero-emission fuels and power systems.

Though clear pathway has not been indicated yet, various initiatives are being undertaken and taking shape gradually. We saw not a few concrete actions for zero-emission shipping in 2022, from increasing interest in methanol fuel to a timeline announcement for the expected world-first 2-stroke ammonia-fueled engine.

I hope such forward-looking steps follow in 2023 as well, and both regulatory and private frameworks to encourage decarbonization are materialized in practical manners. Meanwhile, those trends may pose further complex challenges to the business of individual shipping players.

Looking ahead to 2023, we hope that it is not going to be as unpredictable as 2022. New regulatory pressures, geopolitical upheaval and energy insecurity were among the daily headlines in the year which is about to end.

The sustainability goal dovetails as never before, and these uniquely challenging times call for enhanced collaboration. As the clock for the energy transition of maritime sector is ticking, the stronger collaboration of the entire supply chain, from fuel suppliers to port operators, spotlight the next frontier. Partnerships, like the Castor initiative, are of vital importance as they help accelerate the zero-emission shipping taking into account all angles and parties involved in the energy transition challenge.

At the same time, it is without doubt that we must keep proceeding with caution, with safety remaining at the top of the agenda, investing on studies, which will support the industry’s understanding and provide greater clarity about safety and operational challenges and related risks with regards to various transition pathways. The capabilities and resilience of the crew and shore personnel should always remain at the center of our considerations within a strategic management of maritime human resources.

Finally, bridging the long with short term objectives, we must not lose focus on what can be practically implemented today on the world’s existing fleet. Greece, as the home of the largest fleet and the dominant supplier of tramp trade, is perfectly placed to lead on this focus and scale the practical steps that can be taken to further improve the energy efficiency of existing ships.

In 2023 we will see the start of the implementation of the Carbon Intensity Indicator (CII) and Energy Efficiency Existing Ship Index (EEXI) regulations, but more than anything it will be a year where the marine industry needs to better understand what these regulations mean.

For most vessels, owners have already made efficiency calculations and taken steps, such as reducing speed (slow steaming), to ensure they are within regulatory limits. However, the impact of the regulations will not really be seen until 2024, when figures for 2023 are submitted.

During 2023, vessels will gather data for submission the following year. The need to understand how these figures fit with regulations makes digital fleet management tools more important than ever. Afterall, the choices made during the coming year will define ships’ ratings in 2024. To this end, the shipping industry must digest, properly manage, and better understand the impact of the regulations in the coming year.

There will certainly be areas where the regulations will need to be adapted as we learn about their effectiveness and the resulting emission levels, and we should not expect to see the improvements in emissions we may expect until some gaps are filled.

Questions such as the difference between a fully loaded vessel that is adding value to the economy and one that is carrying ballast, and the differences between vessels in anchorage and those that are drifting, accumulating miles. Addressing issues such as these will better ‘level the playing field’ for shipowners and add value to the regulations. Other open questions that will affect the direction of the industry include how the EU Emissions Trading Scheme (ETS) will expand into shipping.

Undoubtedly the biggest challenge facing the maritime industry is how to comply with the increasingly more stringent emission regulations both for the existing fleet and for newbuilding orders. Although dual fuel vessels offer advantages and as per Clarkson’s research 61% of all newbuilding orders have such features, this alone is not sufficient for compliance especially post 2030. There remain enormous technological challenges in main engine design and efficiency as well as for other energy saving devices. Moreover, it is not known how the associated higher vessel cost will be shared between owners and charterers nor what subsidies, incentives and state support there might be in the future. As a result, newbuilding orders have slowed down to record low levels offering much needed support for the industry across all sectors.

Turning to more immediate issues, the global economy and shipping faced massive challenges in 2022 and have been massively impacted by high energy prices, high inflation, risks of recession, a slowdown of international trade, the slowdown of China, increased sanctions, the disruption of trade routes and patterns of trade, geopolitical issues arising from the Ukrainian war, huge rises in interest rates, lingering Covid problems, low scrapping and reduced port congestion.

“However, it is anticipated that some of the above adverse factors will dissipate in 2023 with international trade growth expected to pick up, China to accelerate its growth, scrapping to increase, interest rates to peak and overall demand for shipping to outstrip supply. The IMF forecasts global growth at 2.7% in 2023”.

The above toxic cocktail mix has depressed all main sectors with the exception of tankers which are benefiting from the effects of sanctions and the rush by Europe to import as much LNG, coal and oil as possible to offset the disruption of Russian supplies.

However, it is anticipated that some of the above adverse factors will dissipate in 2023 with international trade growth expected to pick up, China to accelerate its growth, scrapping to increase, interest rates to peak and overall demand for shipping to outstrip supply. The IMF forecasts global growth at 2.7% in 2023.

The implications for Greek shipping and the Greek fleet in 2023 are that its upward trend in market share is expected to slow and the gap with China, the second largest fleet, to narrow.

The year 2023 will be pivotal for the port industry in Greece. A number of ports namely Igoumenitsa, Kavala, Heraklion and Volos are, currently, at different stages of a privatization process, as developed by the Hellenic Republic Asset Development Fund (HRADF) within the framework of its strategy for the development of the country’s port infrastructure held in its portfolio.

Multiple investors and consortia are bidding for these strategically important assets, attracting investment and creating multiplier value for people and the economy.

Furthermore, international investors already invested in the Ports of Piraeus and Thessaloniki are implementing significant investment plans aiming to upgrade existing infrastructure and enhance service for both commercial cargo and passengers.

Collaboration with the Hellenic State Authorities and the competent Ministries, including the Ministry of Maritime Affairs and Insular Policy is efficient and fruitful. In this framework, connectivity projects with airports, railways and road networks, both planned and underway, related to many Greek ports, secure increased access and connectivity to passengers and cargo in Greece, the Mediterranean and Southeast Europe.

At the same time, Greek Ports are in a phase of dynamic transition, addressing the main challenges they face, namely green and digital transition. Coming from the world of marine insurance, I cannot but reflect on the prospects as they relate to the risk assessment side of shipping.

As a third-party liability insurer, the Club has unique insight to issues of maritime risk that can affect the insurance sector, but which affect shipping overall, as the International Group of P&I Clubs insures over 90% of the world’s ocean going fleet. What we have seen, that we believe is here to stay in 2023, is a “new risk landscape”.

The last 10 years has experienced a steadily changing risk environment. One major trend is a phenomenon termed social inflation, the rising cost of claims over and above economic inflation with maritime people claims reaching a 50% increase across the board for all countries.

This is just one factor of this new risk landscape, which includes the crew competency crisis (technology and regulation outpacing training), seafarer shortage, general economic inflation, narrowing reinsurance appetite, ESG business and regulatory adaptation, rising cost of increasing compliance specialization, geo-political conflict, growing nationalistic policies, conflicting sanctions regimes, the global energy transition, cyber threat, and of course, major investment volatility.

This slow yet steady bombardment of disruption over the past decade was then compounded by the greatest disruption ever seen in recent history – the pandemic –an event never contemplated before by most, yet completely shut the world down.

In 2023, we will need to come to terms with this new risk landscape, as a world of constant disruption is here to stay, but we will do so with confidence as the maritime industry has proven itself resilient to facing change, able to adapt and thrive, and the insurance sector, especially that of P&I, right along with it.

Decarbonization is the current regulatory issue that is most affecting shipping now, and it will shape the course of the industry for generations to come. As the industry looks at the implementation of new technologies, new fuel sources, and changing operational methods to meet the IMO’s goals on emissions, the Liberian Registry is working closely with shipowners/operators, engine manufactures, shipyards and designers to assist in meeting these new requirements.

The IMO adopted the amendments to Annex VI of MARPOL, which made new requirements for Energy Efficiency Existing Ships (EEXI), Carbon Intensity Indicator (CII) and Enhanced Ship Energy Efficiency Management Plan (SEEMP) Part III which recently went into effect. The EEXI requirement is a technical measure for existing ships similar to the EEDI requirements for new builds that have been in force since 2013, whereas the new CII requirement is an operational measure that will get stricter and stricter each year from 2023 to 2030.

In addition, last year and carrying over to this and perhaps beyond, we have experienced so much of the unexpected and have had to adjust to this adversity along with the entire industry. This includes COVID-19, IMO regulations, commodity and equity volatility, supply/demand uncertainty and some extremely high chartered rates on the dry and container sectors as well as high tanker chartering rates due to the recent Russia-Ukraine military operations. These issues are likely to affect shipping over the next two years.

As shipping is an industry of partnership and not a one-way street, it is time that all stakeholders cooperate for the best and most advantageous outcome in technology utilization and new developments to improve existing and new systems for ships to operate efficiently, safely and environmentally friendly. This should be a continuous effort forward and Liberia is committed on this continuous effort moving towards systems, procedures and processes that will improve not only shipping but the community at large and this is a commitment, more than ever, now.

Global uncertainty due to conflict, inflation, energy costs, and supply chain questions: 2022 will likely lead to a challenging 2023. These are uncertain times thanks to global events. However, they come after a decade of disruption, so we are more accustomed to it now than in 2012, when we were still reeling from the aftermath of the global downturn.

As it always does, the global maritime industry will still function, being a necessity for trade and commerce. But it will be a more modern industry built around today’s challenges. The coming year will see a more realistic belief and use of digital tools for many reasons, including compliance, competitive advantage, and convenience.

We see how our workforce benefits from the ease of digital tools and increased connectivity and how the available solutions will become more dominant. Legislation has already mandated elements of data collection and accurate monitoring and reporting, with increased environmental legislation being the bedrock of this change.

We also know that crew welfare has become a keen focus and will continue to do so. The efforts to ensure crews are treated well and given the connectivity they want and need will be significant. The lingering reminder of our industry’s treatment of crews during the worst of the pandemic response tells us that we need to do better, otherwise we will suffer a severe crewing problem.

2023 will be a year of increased and more reliable connectivity, greater realisation of the ease of digitalisation and full awareness that these are not trends but permanent changes.

Palau International Ship Registry (PISR) continues to grow following the development of our innovative in-house systems and digital services for ship registration, making us the leading digital ship registry. The number of vessels in the registry is growing yearly and we have an excellent retention rate. This is because we are constantly talking and listening to ship owners, actively engaging with them to understand and address their concerns and responding to them.

Our in-house Deficiency Prevention System (DPS) which has demonstrated its importance in ensuring a vessel’s compliance with international conventions, rules and regulations. It is part of PISR’s Quality System and is certified under our ISO 9001:2015 standards and our Anti-Bribery Quality System ISO 37001 standard. This is an invaluable tool for ship owners and will continue to be a vital element in the registry to further elevate PISR to the Paris and Tokyo MoU lists.

Another essential step in our technological development is that PISR is in the process of being certified with ISO/IEC 27001:2013 (also known as ISO27001), the international standard for information security. This sets out the specification for an information security management system (ISMS) by addressing people, processes and technology. Reflecting on the last 12 months, it seems that 2022 is closing on a positive note for the shipping sector, despite the challenges we are still facing today, specifically the Energy Crisis, the Russia – Ukraine War and the Decarbonization.

The prospects for 2023 remain positive for the Greek Shipping companies, even though the above-mentioned challenges continue, along with anticipated increase of the D/D cost, mostly due to increase of energy, raw material & labour cost & operational cost of the shipyards worldwide.

During 2023 a large number of ships will require slots to perform BWTS retrofits that will keep shipyards very busy along with the ships that will carry out their special surveys; it can be inferred that the shipyards’ order books are expected to be full very early in the year.

Predictions are always risky but overall I am optimistic that 2023 will be a good shipping year. We have two contrasting forces.

One is the world’s contracting economies but, on the other hand, a tight supply of ships. So lets say these two will equalize each other.

Then we have the new IMO regulations coming into effect, EEXI and CII, which will lead to slower speeds (thus tighter supply) but not immediately; maybe after the first half of the year.

Finally, we just saw the opening of China which of course is positive for shipping. When the Ukraine war ends it will be more positive news at least for sentiment which is also important.

So in a nutshell I see the first half being steady but good with the second half improving and perhaps even touching recent historic high rates toward the end of the year.

This year which is coming to its end was a very challenging year for the world and the shipping industry. The War in Ukraine with its consequences and the “Zero Covid “policy consistently imposed by the Chinese Government has created a lot of problems and new barriers on the shipping community.

Nevertheless, new opportunities also come up and the Greek Shipping companies have managed to overcome the obstacles and sustain their leading position and growth in the world market.

Even though the many challenges for the running year seemed to be in many cases catastrophic, we witnessed in the shipping markets an unpredictable “well-being” situation, where the tankers’ sector reached a record high after almost 2 years being on the very low; container freights remained on the high side while the dry sector is generating good returns as well. In addition, the LNG carriers’ rates are at the highest level, as all countries, especially in Europe, are looking for alternative ways of purchasing/transporting/storing Gas to cover their citizens’ and industries’ energy needs.

The New Year is coming with a lot of uncertainties still in place for the global economy; the Ukraine-Russia War being still active and seems without a close ending, global energy crisis which results in high inflation rates and subsequently on high fuel/commodities costs are a few of them.

The Shipping industry in such conditions has also to cope with new reduced emissions’ regulations, new trade patterns and the necessity of adopting new technologies on board vessels like digitalization, and artificial intelligence platforms in a way to achieve better environmental footprint for  vessels.

As a result of the aforementioned the training of the seafarers to the new technologies is a “must do” action as well. However, as happened in the past, the Greek Shipping Community will find ways to overcome all the difficulties and maintain its leading position on the Global Shipping Industry.

Over the years, Greek shipping has always adapted to global requirements and now we are seeing the Greek market in the forefront of the industry in terms of complying with greener shipping standards and rising to the challenges of maintaining the global supply chain. Although, new types of financing have been introduced and generally there are many different entities offering finance today, banks have always been the backbone of the shipping finance. The four Greek systemic banks have become very important providers of capital and are now ranked in the list of the 10 largest financiers of Greek shipping, playing an important role in the global players of ship financing.

The Banks face growing calls to play their part in addressing today’s environmental and social concerns. Although most lenders’ risk assessment models and credit teams are not yet ready to make the most of the opportunities of green banking, banks are acting now to integrate ESG data into their credit risk models and reskill their lending practice employees. The Borrowers on the other hand, have to provide solid reporting with quality and reliable ESG information in order to achieve performing scores in the banks’ risk assessment models. Inevitably there is need for advisory and consulting activities in order to achieve the target.

Although the shipping industry always needed specialized executives, the new challenges require greater specialization and a change in mindset. The ship management diversification in different types of ships requires a corresponding expertise from the financial executives.

In 2003, the “Association of Banking & Financial Executives of Hellenic Shipping” was founded in Greece, whose members are financial executives working in shipping banks, financial institutions, shipping companies and stock exchanges. It is the only Association that consists exclusively of members of the maritime finance industry, regardless of specialty. The purpose of the Association is the activation of its members and the promotion of the shipping financial profession, while its field of action extends to its continuous contribution to the maritime cluster for jointly addressing the risks and continuous changes of the maritime industry.

During 2022, the shipping industry dealt with the fallout of the Covid-19 pandemic and serious geopolitical tensions. Nowadays, topics such as Environment, Energy Efficiency, Decarbonization & alternative fuels, ESG, Cyber Risks, Digitalization, Quality Assurance, DryBMS, TMSA & Rightship, Human Element & Mental Health, Training &Soft Skills, develop a new highly competitive business environment for the maritime community.

There is constant pressure, which will increase into the future, to reduce the carbon footprint of the world’s shipping fleet. The IMO’s goal is to reduce the carbon intensity of all ship by 40% by 2030 and 70% by 2050, has shown the road to all companies, to increase their efforts towards this goal achievement and to comply with the international regulations, that become stricter, every day. Additionally, EU guidelines encourage the use of more sustainable (either renewable or lower carbon) fuels by mitigating market barriers and technological uncertainty. A progressive reduction of greenhouse gas emissions from 2025 onwards, is required.

On the other hand, rapid digital transformation provides a competitive advantage and enables shipping companies to be more efficient. As the business ecosystem expands, a shipping company must shift its efforts to increase its resilience against cyber threats and protect computers, networks, programs, and data against unauthorized access.

These are just some of the trends that are making marine technology such an exciting and challenging field to be working in at present. As the maritime world is getting increasingly complicated and the need for niche, expert consulting in a wide range of issues, is becoming increasingly obvious.

Numerous prospects can be mentioned, related to various aspects of the maritime industry: technological and environmental, economic and financial, managerial and operational. Among them, themes related to Green -and clean- Shipping through the use of alternative energy sources, digitalization and automation, the human element and ESG factors should be highly positioned in the list of prospects.

I assume that the aforementioned topics are further presented by other authors in the frame of the present edition. Therefore, I would opt to focus on a few other topics, perhaps less discussed, but crucial for the Greek shipping sector.

Prospects are related to Short Sea Shipping opportunities in Greece, the Mediterranean and Black Sea regions. The port system of the wider region is able to support new Short Sea connections and services between continental ports, as an alternative solution to inland transport. This modal shift is expected to contribute to the decongestion of road corridors and distribute more rationally freight traffic between modes, promoting Intermodality. According to recent research findings, it offers important business opportunities for the Greek shipping sector.

There are also prospects for the achievement of a “new normal “in the Supply Chain, considering lessons from the COVID pandemic period and the exacerbation just-intime delivery. A process of further upgrade of maritime logistics’ concepts and practices should be investigated, related to advanced flexibility in hinterland strategies and dynamic approaches for port choices.

At the national level, perspectives for the capitalization of the spectacular traffic increase at the Piraeus Container Terminal (PCT) should be noted. PCT mainly operates as a transshipment hub with ship-to-ship operations for approximately 85% of the traffic! Business opportunities arise for the Greek logistics industry to develop complementary cargo handling and logistics added value services, with significant expected impact for the Greek economy.

Finally, particular reference should be made on the theme of advanced scientific know-how in shipping and academic maritime studies in Greece and internationally. The ideal combination of solid theoretical background with interdisciplinary applied scientific knowledge is necessary for acquiring abilities to analyze complex situations and make decisions. To achieve this, key success factors are: academic extroversion, international cooperation and interaction between academia and industry. The relatively new “MBA in Shipping” of the University of the Aegean could be considered as a “best practice” of the above since:

a) it established and capitalizes a continuous process of institutional dialogue and interaction between academia and industry and

b) it combines English language with distance learning education methods.

Το Σύστημα AMVER (Automated Mutual Assistance Vessel Rescue) παρακολουθεί τις πορείες των πλοίων, εντοπίζει πιθανά προβλήματα και ενημερώνει άλλα σκάφη που βρίσκονται στην περιοχή να προσεγγίσουν και να παράσχουν βοήθεια. Η ιδέα για

αυτό το Σύστημα έγινε πραγματικότητα επίσημα στις 15 Απριλίου 1958, με τις προσπάθειες της ακτοφυλακής των Ηνωμένων Πολιτειών και ορισμένων εκπροσώπων της εμπορικής ναυτιλίας. Πάνω από 7.000 ζωές έχουν σωθεί από τα πλοία που συμμετέχουν στο Σύστημα AMVER από το 2000 έως σήμερα και πολλές από αυτές τις διασώσεις οφείλονται στις ανιδιοτελείς και αλτρουιστικές προσπάθειες ναυτικών και σκαφών ελληνικών συμφερόντων. Περισσότερα από 11.000 διεθνή πλοία συμμετέχουν στο Σύστημα AMVER και κατά μέσο όρο 6.300 πλοία προστίθενται στο δίκτυο AMVER κάθε μέρα. Αξίζει να σημειωθεί ότι ο υπολογιστής του AMVER Center λαμβάνει καθημερινά πάνω από 40.000 μηνύματα AMVER.

Η εκδήλωση άνοιξε με ανάκρουση των εθνικών ύμνων των Ηνωμένων Πολιτειών και της Ελλάδας και ακολούθησε ο χαιρετισμός του Κωστή Φραγκούλη, Προέδρου του Propeller Club Πειραιά και Αντιπροέδρου του International Propeller Club of the United States.

«Απόψε είναι μια πολύ ξεχωριστή βραδιά, αφού φέτος η εκδήλωση των Βραβείων AMVER συμπληρώνει 30 χρόνια στην Ελλάδα. Αυτή είναι μια ιδιαίτερα σημαντική επέτειος για την Ελληνική Ναυτιλία», σημείωσε ο κ. Φραγκούλης, μπροστά σε 950 καλεσμένους που είχαν την ευκαιρία να δικτυωθούν και να απολαύσουν μια βραδιά γεμάτη διασκέδαση αλλά και έμπνευση.

«Όπως κάθε χρόνο, απόψε τιμούμε τους ήρωες ναυτικούς μας που με αυτοθυσία και αυταπάρνηση σπεύδουν να σώσουν ζωές στις θάλασσες του κόσμου, αψηφώντας κάθε κίνδυνο. Τιμούμε τα πλοία και τις διαχειρίστριες εταιρείες τους. Τιμούμε όλους εσάς που βρίσκεστε στο τιμόνι των αποφάσεων και στηρίζετε αυτό το πολύ σπουδαίο πρόγραμμα της Αμερικανικής Ακτοφυλακής, που ξεκίνησε το 1958 στον Βόρειο Ατλαντικό και επεκτάθηκε παγκοσμίως από το 1971. Ένα πρόγραμμα που από το 2000 έχει συμβάλει στο να σωθούν 7.000 ανθρώπινες ζωές», πρόσθεσε ο κ. Φραγκούλης. Εκπροσωπώντας την Ελληνική Κυβέρνηση, ο Υφυπουργός Ναυτιλίας και Νησιωτικής Πολιτικής Κώστας Κατσαφάδος τόνισε: «Όπως γνωρίζετε Ελλάδα και Ναυτιλία είναι έννοιες ταυτόσημες. Αυτός είναι ο λόγος που η ελληνική Ναυτιλία παραμένει σταθερά ως ηγέτιδα δύναμη στην Παγκόσμια Ναυτιλία. Ειδικότερα, ελέγχει το 32% του παγκόσμιου στόλου δεξαμενοπλοίων, το 25% των πλοίων μεταφοράς χύδην ξηρού φορτίου και το 22% του στόλου πλοίων μεταφοράς υγροποιημένου φυσικού αερίου (LNG). Οι Έλληνες πλοιοκτήτες κατέχουν το 59% της χωρητικότητας της ΕΕ. Περισσότερο από το ένα τρίτο του ελληνόκτητου στόλου ή 1.706 πλοία, φέρουν σημαία κράτους μέλους της ΕΕ, την ίδια στιγμή που συνεχίζουν να επενδύουν σε νεότευκτα πλοία.

«Αναφέρω αριθμούς, αλλά πίσω από τους αριθμούς βρίσκονται άνθρωποι. Και το ανθρώπινο δυναμικό της ναυτιλίας μας, αποτελεί το ισχυρό χαρτί της χώρας μας. Γι’ αυτό και θεωρώ ότι συστήματα όπως το AMVER, που τα τελευταία 22 χρόνια έχει βοηθήσει να σωθούν πάνω από 7000 ζωές δείχνουν την χρησιμότητά του.

Αλλά επιβεβαιώνουν και κάτι άλλο: Τη δυναμική μιας λέξης που δεν υπάρχει σε άλλα λεξιλόγια. Και αυτή είναι το φιλότιμο. Και οι Έλληνες ναυτικοί και οι εταιρείες που είναι πίσω τους και τους οποίους τιμούμε σήμερα έχουν κάνει πράξη το φιλότιμο συμμετέχοντας με τα πλοία τους στις προσπάθειες να σωθούν ζωές.».

Η Mary Olson, Επιτετραμμένη στην Πρεσβεία των ΗΠΑ στην Ελλάδα, εκφώνησε ομιλία εκ μέρους του Εξοχότατου George James Tsunis, Πρέσβη των ΗΠΑ στην Ελλάδα και επίτιμου μέλους του Propeller Club Πειραιά. Η κα Olson επανέλαβε τη σπουδαιότητα των

Βραβείων AMVER και τόνισε τη σημασία της σχέσης Ελλάδας-ΗΠΑ.

«Το Σύστημα AMVER έχει σώσει χιλιάδες ζωές στη θάλασσα. Ενώ

ξεκίνησε ως πρωτοβουλία της Ακτοφυλακής των ΗΠΑ, η ολόθερμη

ανταπόκριση από τον κλάδο της εμπορικής ναυτιλίας σε όλο τον

κόσμο έκανε το πρόγραμμα παγκόσμια επιτυχία».

«Θέλω να εξάρω το σύνολο της ελληνικής ναυτιλιακής κοινότητας

για τη φιλία σας. Και αναγνωρίζω ότι η συμμετοχή σας στο

Πρόγραμμα AMVER είναι μόνο μια πτυχή των μακροχρόνιων και βαθύτατων δεσμών της ελληνικής ναυτιλίας με την Αμερική. Την περασμένη εβδομάδα, μια ομάδα από την International Development Finance Corporation των ΗΠΑ επισκέφθηκε την Ελλάδα για να συνεχίσει τις συνομιλίες με την αμερικανική εταιρεία ONEX σχετικά με την υποστήριξη της κυβέρνησης των ΗΠΑ για την ανακαίνιση του Ναυπηγείου Ελευσίνας. Μια επιτυχημένη επένδυση στο Ναυπηγείο Ελευσίνας θα αποτελέσει πλεονέκτημα όχι μόνο για την ελληνική ναυτιλιακή κοινότητα, αλλά και για την εμπορική και επενδυτική

σχέση ΗΠΑ-Ελλάδας», κατέληξε η κα Olson μεταφέροντας το μήνυμα του κ. Tsunis. Στη συνέχεια, προβλήθηκε βίντεο με όλες τις ελληνικές εταιρείες που τιμήθηκαν με τα φετινά Βραβεία AMVER. Πριν το χαιρετισμό της, η Αντιναύαρχος Laura M. Dickey τίμησε το Propeller Club Πειραιά για την επιτυχή προώθηση του Προγράμματος AMVER και για την ετήσια διοργάνωση απονομής των Βραβείων στην Ελλάδα επί 30 χρόνια.

Στη συνέχεια κατά την ομιλία της, τόνισε: «Είμαι εντυπωσιασμένη με το έργο που κάνετε για την προώθηση της ναυτιλίας. Η φετινή χρονιά σηματοδοτεί την 30ή επέτειο των Βραβείων AMVER στην Ελλάδα. Και με την πλούσια ιστορία της Ελλάδας ως πρωταγωνιστή στο Πρόγραμμα AMVER, δεν μπορώ να σκεφτώ καλύτερο μέρος από το να βρίσκομαι απόψε εδώ για να τιμήσω εκείνα τα σκάφη που συμμετέχουν συστηματικά στο Σύστημα AMVER. Οι Έλληνες πλοιοκτήτες κατέχουν σχεδόν το 21% της παγκόσμιας

χωρητικότητας. Δεν κυριαρχείτε μόνο στον κόσμο ως η νούμερο ένα ναυτική χώρα, αλλά πρωτοπορείτε και σε ετοιμότητα να σώσετε ζωές στη θάλασσα και αυτό αποτελεί απόδειξη της σταθερής αφοσίωσης της Ελλάδας στην ασφάλεια στη θάλασσα και στους ναυτικούς».

Στο τέλος του χαιρετισμού της η Laura M. Dickey έλαβε βραβείο από την Δανάη Μπεζαντάκου, Γενική Γραμματέα του Propeller Club Πειραιά, για την προσφορά της στο Σύστημα AMVER. Εκπρόσωποι του Propeller Club και της ελληνικής ναυτιλιακής κοινότητας μοιράστηκαν τις απόψεις και τις εντυπώσεις τους για το Propeller Club κατά τη διάρκεια ενός βίντεο που έκανε αναδρομή στα πρώτα βήματα της διοργάνωσης απονομής των βραβείων και παρουσίασε προσωπικές ιστορίες από την πορεία των AMVER Awards, ξεκινώντας από τα πρώτα Βραβεία AMVER κατά τη διάρκεια των Ποσειδωνίων, στις αρχές της δεκαετίας του ‘90, καταγράφοντας την αύξηση των βραβευθέντων Ελλήνων από 45 το 1992 στο φετινό ρεκόρ των 247, αλλά και αναδεικνύοντας τις αξίες αυτής της πρωτοβουλίας για θάρρος, φιλότιμο και ανθρωπιά, καθώς και πραγματικές ιστορίες διάσωσης, όπως τα περίπου 120 άτομα που σώθηκαν κοντά στις ακτές της Λιβύης από ελληνικό σκάφος. Το βίντεο παρουσίασε τις σκέψεις των Στέφανου Κωστόπουλου,

Γρηγόρη Τιμαγένη, Κώστα Κωνσταντίνου, Γιώργου Ξηραδάκη, Νίκι Παπαδάκη, Μάρκου Φόρου, Βλάσση Κατράντζου, Αντώνη Φαράκλα, Κώστα Ρόκκου, Μάριου Κυριακού, Θεόδωρου Κόντε, Νίκου Τσαβλίρη, Δημήτρη Φαφαλιού, Κωστή Φραγκούλη.

Η εκδήλωση συνεχίστηκε με την τελετή απονομής των βραβείων. Ο Υφυπουργός Ναυτιλίας και Νησιωτικής Πολιτικής Κώστας Κατσαφάδος, η Επιτετραμμένη στην Πρεσβεία των ΗΠΑ στην Ελλάδα Mary Olson, η Υφυπουργός Εργασίας και Κοινωνικών Υποθέσεων Δόμνα Μιχαηλίδου, ο Προέδρος του Propeller Club Πειραιά και Αντιπροέδρος του International Propeller Club of the United States Κωστής Φραγκούλης και ο Α’ Αντιπρόεδρος του Propeller Club Πειραιά Χρήστος Τιμαγένης απένειμαν τα Top Ten Companies Award στις εταιρείες: The Angelicoussis Group (114 πλοία), TMS Group (97 πλοία), Technomar Shipping Inc (80 πλοία), Capital Shipmanagement Corp (75 πλοία), Tsakos Group of Companies (74 πλοία), Star Bulk (70 πλοία), Thenamaris (Ships Management) Inc (62 πλοία), Danaos Shipping Co Ltd (62 πλοία), V Ships Greece Ltd (61 πλοία) και Euronav Ship Management (Hellas) Ltd (50 πλοία). Οι τρεις πρώτες εταιρείες έλαβαν επίσης τα Fidelity Awards, τα οποία απονέμονται σε εταιρείες με τα περισσότερα πλοία στο Σύστημα AMVER την τελευταία δεκαετία. Ο Όμιλος Αγγελικούση (1.010 πλοία) κέρδισε το Χρυσό Βραβείο, το Ασημένιο ο Όμιλος Εταιρειών Τσάκος (672 πλοία) και η Thenamaris (Ships Management) Inc κέρδισε το Χάλκινο στην ίδια κατηγορία (614 πλοία). Τα Fidelity Awards απένειμαν ο Α’ Υπαρχηγός Λιμενικού ΣώματοςΕλληνικής Ακτοφυλακής, Αντιναύαρχος Ιωάννης Αργυράκης, ο Β’ Αντιπρόεδρος του Propeller Club Πειραιά Γιάννης Μπελούσης, ο Διοικητής Διοικήσεως Ναυτικής Εκπαίδευσης του Πολεμικού Ναυτικού, Υποναύαρχος Δημήτριος Κατάρας, και η Πρόεδρος της Επιτροπής Δωρεών και Υποτροφιών του Propeller Club Πειραιά Κατερίνα Σταθοπούλου.

Τα Rescue Awards απονεμήθηκαν στους: Seamar Management S.A. (για την επιχείρηση διάσωσης του M/V Pnagea), V Ships Greece Ltd (δύο βραβεία διάσωσης, M/V Methoni και M/V York), Eastern Mediterranean Maritime (για το M/V Agioi Fanendes), Polembros Shipping Limited (για το M/V Resilient Warrior), Star Bulk (τρία βραβεία, για τα M/V Star Marianne, M/V Star Pauline και M/V Star Dorado), Euronav Ship Management (Hellas) Ltd (τρία βραβεία, για τα M/V Quebec, M/V Antigoni, M/V Cedar), Latsco Shipping Ltd (για το M/V Fos Athens), Meadway Bulkers Ltd (για το M/V Integrale), Arcadia Shipmanagement Co Ltd (για το M/V Aegean Dream), Sun Enterprises (για το M/V Christina), Navarone S.A. (για το M/V Seapearl), Balthellas Chartering S.A. (για το M/V St Dimitrios) και Bulkseas Marine Management S.A. (για το M/V Arcturus). Συνολικά, δεκαοκτώ από τα σκάφη αυτών των εταιρειών συμμετείχαν σε αποστολές διάσωσης τους τελευταίους 12 μήνες και έσωσαν συνολικά 410 άτομα. Τα Rescue Awards απένειμαν η Αντιναύαρχος Laura M. Dickey, ο Β’ Υπαρχηγός Λιμενικού Σώματος - Ελληνικής Ακτοφυλακής, Αντιναύαρχος Αλέξανδρος Τσελίκης, ο Ταμίας του Propeller Club Πειραιά Δημήτρης Βασιλάκος και ο Πρόεδρος της Ναυτιλιακής Επιτροπής του Club Γιώργος Καλλιάνης.

Η Θωμαΐς Απέργη και οι Locomondo διασκέδασαν τους καλεσμένους με την μουσική τους, σε μια βραδιά που έφερε κοντά την ελληνική ναυτική κοινότητα για να γιορτάσει τη συμβολή της στην ασφάλεια στις θάλασσες του κόσμου.

Η εκδήλωση AMVER Awards 2022 πραγματοποιήθηκε με την υποστήριξη του Υπουργείου Ναυτιλίας και Νησιωτικής Πολιτικής, της Ένωσης Ελλήνων Εφοπλιστών και του Ναυτιλιακού Επιμελητηρίου Ελλάδος.

οι Έλληνες εφοπλιστές για την εξέλιξη του EU ETS

Η Ένωσις Ελλήνων Εφοπλιστών (ΕΕΕ) αναγνωρίζει τα θετικά στοιχεία στην τελική έκβαση των διαπραγματεύσεων μεταξύ των ευρωπαϊκών θεσμών σχετικά με την ένταξη της ναυτιλίας στο Σύστημα Εμπορίας Δικαιωμάτων Εκπομπών της Ευρωπαϊκής Ένωσης (European Union Emissions Trading System – EU ETS). Η συμφωνία αντανακλά σε σημαντικό βαθμό τις θέσεις που έχει εκφράσει ο ευρωπαϊκός εφοπλισμός. Ειδικότερα, αναφέρεται η αναγνώριση της αρχής «ο ρυπαίνων πληρώνει» - που συνεπάγεται τη μετακύλιση του κόστους συμμόρφωσης στον φορέα εμπορικής εκμετάλλευσης του πλοίου (“commercial operator”) - καθώς και η δέσμευση μέρους των εσόδων από τη διεθνή ναυτιλία για την απανθρακοποίηση του κλάδου. Τις θέσεις αυτές υποστηρίζει σταθερά η ΕΕΕ από τον Απρίλιο του 2021. «Αντιμετωπίζουμε θετικά αρκετές πτυχές της προσωρινής συμφωνίας για το ευρωπαϊκό ETS, χωρίς να ξεχνάμε ότι αποτελεί ένα περιφερειακό μέτρο. Δεδομένου όμως ότι πολλές σημαντικές παράμετροι για την εφαρμογή της εκκρεμούν, απαιτείται προσοχή για να διασφαλιστεί η καταλληλότητά τους για το ναυτιλιακό κλάδο», δήλωσε η Πρόεδρος της ΕΕΕ, κα. Μ. Τραυλού. Η ΕΕΕ είναι σταθερά προσηλωμένη στον στόχο για την απανθρακοποίηση της ναυτιλιακής βιομηχανίας. Προς την επίτευξη αυτού του σκοπού, η ΕΕΕ επαναλαμβάνει τη σημασία της δέσμευσης όλων των σχετικών εμπλεκόμενων φορέων εκτός της ναυτιλίας, σε αυτό το δύσκολο εγχείρημα. Η υιοθέτηση αποτελεσματικών υποχρεωτικών μέτρων και για τα υπόλοιπα

εμπλεκόμενα μέρη, όπως οι παραγωγοί και προμηθευτές καυσίμων, είναι αναγκαία. «Η ναυτιλία προσφέρει μια αναντικατάστατη υπηρεσία για την ευημερία των πολιτών του κόσμου. Η στρατηγική σημασία της ναυτιλίας γίνεται πιο εμφανής ιδιαίτερα σε εποχές γεωπολιτικών αναταράξεων ή παγκόσμιων κρίσεων. Στο πλαίσιο αυτό, η ναυτιλία θα αποτελέσει και έναν από τους βασικούς παράγοντες διευκόλυνσης της διαδικασίας απεξάρτησης του πλανήτη από τον άνθρακα, αφού θα μεταφέρει σε παγκόσμια κλίμακα το μεγαλύτερο μέρος των νέων εναλλακτικών καυσίμων», προσέθεσε η κα. Τραυλού. Σήμερα, με την έναρξη ενός νέου γύρου συζητήσεων για την απανθρακοποίηση της ναυτιλίας στον Διεθνή Ναυτιλιακό Οργανισμό (International Maritime Organisation - ΙΜΟ), τα Κράτη Μέλη του πρέπει να αδράξουν την ευκαιρία και να καταλήξουν σε συμφωνία. Η ΕΕΕ υποστηρίζει σθεναρά τις προτάσεις του Διεθνούς Ναυτικού Επιμελητηρίου (International Chamber of Shipping – ICS) για ένα μέτρο που θα βασίζεται σε μια προκαθορισμένη εισφορά ανά τόνο εκπομπών διοξειδίου του άνθρακα από τον παγκόσμιο στόλο, καθώς και για την αναθεώρηση των συμφωνημένων στόχων για την απανθρακοποίηση της ναυτιλίας.

«Προσδοκούμε ο IMO να λάβει καθοριστικές αποφάσεις που θα επιτυγχάνουν πραγματικά περιβαλλοντικά οφέλη», σημείωσε καταληκτικά η κα. Τραυλού.
