Robert E. Lee statue is taken down from Duke Chapel

Duke Chapel’s statue of Confederate Gen. Robert E. Lee has been removed.

President Vincent Price announced the removal Aug. 19 via an email to all students, faculty, staff and alumni.

“After hearing from and consulting with a number of students, faculty, staff, and alumni, and with the strong support of the Board of Trustees, I authorized the removal of the statue of Robert E. Lee from the entrance of Duke Chapel early this morning,” Price said.

“I took this course of action to protect Duke Chapel, to ensure the vital safety of students and community members who worship there, and above all to express the deep and abiding values

of our university.”

The removal comes after the statue of the former Confederate general was vandalized Aug. 17.

Price’s statement on the removal recognized the vandalism.

“Wednesday night’s act of vandalism made clear that the turmoil and turbulence of recent months do not stop at Duke’s gates.

We have a responsibility to come together as a community to determine how we can respond to this unrest in a way that demonstrates our firm commitment to justice, not discrimination; to civil protest, not violence; to authentic dialogue, not rhetoric; and to empathy, not hatred,” he said.

Duke University is among 10 universities nationwide that will host a campus center for racial healing and transformation, the Association of American Colleges and Universities announced Aug. 16.

The Truth, Racial Healing and Transformation (TRHT) Center will host research and engagement efforts between the Duke and Durham communities. It will be led by Charmaine Royal, associate professor of African and African American Studies, biology and community and family medicine.

“The goal of our Duke TRHT Campus Center is to strengthen Duke University’s

position as a catalyst of change in partnership with the City of Durham to help eliminate deeply rooted beliefs and societal structures that perpetuate racism,” said Provost Sally Kornbluth in a Duke Today release.

Royal wrote in an email Aug. 20 that the center will gather empirical evidence from both Duke and Durham to understand people’s knowledge about human variation and the related beliefs and attitudes. Edward Balleisen, vice provost for interdisciplinary studies, said the center will combine biological and social sciences with the arts and humanities.

Dining expands first-year meal plan to ‘amazing’ reactions

“People ran out of our dorm in Pegram and just started screaming outside on the quad,” first-year Jamal Burns said. “They were like, ‘Yes!’” First-year Jabril Wilson said the change is “just amazing.” Wilson said he enjoys that he will no longer need to budget his meals throughout the week.

Burns and Wilson both said the former policy led them to search for free food, often in a group with their friends. They even created a group message and notified each other of free food events on campus. Burns said he also had trouble keeping track of his swipes, so he would skip several days, unsure if he needed to save a swipe for later.

“I never really understood why Duke did that anyway,” Burns said. “This just seems more logical. The meal plan before was super complicated.”

First-year Alina Perez also said planning her meals with seven brunch or dinner swipes was difficult. Although she was able to find free dinners in the first week, it became more difficult as classes started. Duke drops spot in U.S. News Duke helicopter crashes in rankings, falling behind Penn eastern N.C. leaving four dead Staff Reports The Chronicle

Duke dropped to ninth in the U.S. News and World Report annual college rankings after being ranked eighth for the past three years.

The new rankings placed the University of Pennsylvania one spot ahead of Duke at eighth. Other changes in the top 10 list included the Massachusetts Institute of Technology moving up from seventh into a tie for fifth place with Columbia University and Stanford University. Additionally, the California Institute of Technology moved back into tenth place after being displaced by Johns Hopkins University last year.

Michael Schoenfeld, vice president for

public affairs and government relations, said the new rankings were likely due to “small changes in the measurements that produce outsized results,” as Duke has regularly been ranked between eighth and 10th throughout the past decade.

“It’s no coincidence that the same universities have been in the top 10, in roughly the same order, for more than two decades,” he said. “The fact remains that the totality of the Duke experience places us firmly among the best universities in the country, and in the world, by many different measures, something that should be a source of pride and inspiration for all of us.”

A helicopter affiliated with Duke Hospital crashed in eastern North Carolina, killing four, according to a WNCN report.

The crash occurred Sept. 8 at approximately 11:45 a.m. in Perquimans County in eastern North Carolina near the Amazon Wind Farm U.S. East complex. The Daily Advance reports that North Carolina Highway Patrol officials have said there are no survivors and that the Federal Aviation Administration has been notified.

In a joint letter to Duke students, faculty and staff, President Vincent Price and A. Eugene Washington, chancellor for health affairs and CEO of the Duke University Health System, wrote that they were “deeply

saddened” by the news of the crash.

“The men and women of Duke LifeFlight put themselves at risk every day to save the lives of others, and the colleagues we lost in today’s terrible tragedy embodied Duke’s commitment to service and healing,” they wrote. “Our thoughts are with their families, friends and colleagues. There will be opportunities in the coming days to join together in remembering these Duke colleagues and the lifesaving work they were committed to providing.”

Annya Soucy, communications advisor at the Sentara Albermarle Medical Center in Elizabeth City, N.C., confirmed that the flight had originated there and was en route to Durham with a patient on board. She said that the hospital had been talking with the See HELICOPTER on Page 12

‘I WISH I WAS AT HOME’ Students from Houston area feel helpless as Harvey ravages their hometowns

At 11 a.m. Aug. 30, Alex Cherches was on Facebook when he saw a new post from his mom.

“Water in house,” it read.

Cherches, a junior from Houston, quickly reached his family by phone and learned more details. Everyone was safe as Hurricane Harvey continued to barrage his hometown, but the first floor of the Cherches’ two-story home was flooded and their cars were destroyed from water damage.

His mom, dad and older brother were camped out on the second floor of the house, waiting for the storm to end.

Eventually, Duke students from East Texas began to learn more about the damage Harvey caused to their hometowns. Many students’ houses have been spared—others have not. But of the six students The Chronicle spoke with, all of them said their families were safe.

The hurricane has devastated southeast Texas—turning streets into rivers and lakes, stranding thousands and leaving cities unsure of what the next several years of recovery will be like. As the rainstorm, which is the biggest to ever hit the continental United States, finally began to move out of Texas, officials have begun to take stock of the material damage and human casualties.

The Associated Press has reported that at least 70 people have been confirmed dead, and more than 32,000 were packed into shelters around the state. In Houston, authorities and civilians are beginning to transition from focusing on rescues to managing the recovery.

Houston did not suffer any damage—drains around his house prevented any major flooding and his parents are fine. But seeing pictures of the floodwaters around Houston was shocking for him.

He left Houston to travel back to Durham on Aug. 25—a day earlier than he had originally planned because of the storm. But he never expected Harvey to cause the destruction that he has seen on the internet and on television.

“I’m just seeing these pictures of highways that I drive on, routes that I take to get school or to get to my friends houses, and they’re completely submerged. You can basically see waves of water,” Dave said. “I’m seeing all these pictures that are really beyond anything I could have imagined.”

Dave, whose high school has been turned into a shelter for displaced residents, explained that it was hard for him to understand how his house was spared after seeing so much destruction. He felt powerless knowing that there was little he could do help those affected by the storm.

“Here, all I can do is talk about it,” he said, referring to campus. “If I was there, I could potentially be more helpful because I know my friends and I know the people are out there and doing the work that you need to recover.”

The damage has also been jarring for senior Maria Luisa Frasson-Nori. Her family and home escaped the destruction, but one of her close friends and the friend’s family had to be rescued on a boat after the first floor of their home flooded.

Like Dave, Frasson-Norri thought the storm would just be an inconvenience. In fact, as she was leaving Houston for the start of school, she was most concerned about just avoiding flight delays and making it to Durham.

Uni. announces DACA repeal threatens University’s Dreamers plans for $15 minimum wage by 2019

Duke will increase its minimum wage for employees and contract workers to $15 per hour by 2019.

The increase from the current $13 per hour minimum should affect more than 2,300 workers and will occur in intervals, according to a Duke Today release. The minimum wage for employees will increase to $14 on July 1, 2018 and will then rise to $15 per hour by July 1, 2019.

“Duke has a longstanding commitment to providing a total compensation package that recognizes and rewards the talented people who continue to make this institution a national leader,” President Vincent Price said in the release.

“This starts with pay, which is why we are moving forward with these increases, but it also includes benefits such as health insurance, retirement and paid time away. Our goal always is for Duke to be the best place to work in North Carolina.”

The rise by 2019 will mark a 37 percent increase in Duke’s minimum wage since 2015.

Within days of the announcement, Duke students are already feeling the impact of President Donald Trump’s decision to end the Deferred Action for Childhood Arrivals program.

DACA was put into action in 2012 through an executive order by then President Barack Obama. Its goal was to protect undocumented immigrants who had come to the United States as children, allowing them to apply for work permits, get social security numbers and receive other federal benefits without fear of deportation.

About 800,000 immigrants between the ages of 15 and 36 have benefitted from the program. Most of them have lived in the United States longer than the country they emigrated from, and are often referred to as “Dreamers.”

The Duke community includes both students and faculty who are affected—both directly and indirectly—by DACA’s repeal.

The University’s administration was quick to respond to Trump’s announcement.

“In light of the decision to end DACA, Duke University restates its firm commitment to protecting the right of all students to learn and discover here, regardless of their background or immigration status,” President Vincent Price wrote in a statement Sept. 6.

demonstrating its support of immigrants, undocumented or otherwise. Last December, the University promised to meet 100 percent of the demonstrated financial need of undocumented undergraduates, beginning with the class of 2021. In February, Duke filed an amicus brief alongside 16 universities opposing Trump’s order to ban immigration from seven Muslim-majority countries. The week before Trump’s decision to end DACA, Price sent Trump a letter imploring him to do

just the opposite.

Bagley III reclassifies to 2017, joins Duke’s loaded freshman class

In the last 17 seasons, Duke head coach Mike Krzyzewski has had his fair share of young teams. But for the first time since 1999-2000, the Blue Devils’ roster will feature seven freshmen, capped by a key last-minute addition on Aug. 14.

Marvin Bagley III, the top-ranked player in the Class of 2018, announced on ESPN’s SportsCenter that he will reclassify to the Class of 2017 and join Duke this season.

The 6-foot-11 power forward opted for the Blue Devils ahead of Southern California and UCLA, becoming another piece of a young frontcourt in Durham that already includes sophomores Marques Bolden and Javin DeLaurier as well as fellow freshman Wendell Carter.

Bagley said on SportsCenter that Danny Ferry has allowed him to wear the retired No. 35 at Duke. After the reclassification announcement, he immediately became the top player in the 2017 class and gave the Blue Devils the top-ranked recruiting class ahead of Kentucky.

“The brotherhood there, that’s what Coach K preached to me and my family,” Bagley said during his announcement. “You have to be special to go to a place like that.”

Bagley is completing his coursework at Sierra Canyon School in Los Angeles this month, and the NCAA will review his transcript and decide whether to clear him to play this year. The first day of class at Duke is Aug. 28, and ESPN’s Jonathan Givony reported that the NCAA’s ruling will likely come within days or weeks.

Another projected one-and-done, Bagley participated in the star-studded Drew League earlier this summer in Los Angeles, playing alongside a pair of NBA stars in James Harden and Chris Paul. He had a highlight-reel moment in one of those games, shutting down NBA champion JaVale McGee. It had already been a good last few days for Krzyzewski, who underwent successful right knee replacement surgery Aug. 13 and then added a key piece for his 2018 recruiting class in Tre Jones. Now, Bagley can be an immediate weapon for the 70-year-old coach and his inexperienced Duke team this season.

“Marvin is a special basketball talent and a tremendous young man,” Krzyzewski said in a program press release Aug. 15. “He is completely dedicated to his improvement as both a player and student and, given his family’s deep history in this area, he is fully aware of what it means to be part of Duke University. We’re thrilled to add Marvin to our program.”

The Phoenix native has the size to be a consistent rebounder for the Blue Devils, averaging a double-double as a junior at Sierra Canyon, yet his soft shooting stroke and innate ball-handling skills make Bagley a unique talent. He will likely fill a multidimensional role on both ends of the floor and make Duke, despite its youth, potentially as dangerous as any team in college basketball.

The Blue Devils could sense the energy as it became clear in the second half that they were finally going to win, and win big, against Northwestern.

There was T.J. Rahming stomping his feet in celebration after picking up a critical third-down conversion off yet another crisp pass from Daniel Jones.

Then there was true freshman Drew Jordan getting up with a spring in his step after sacking Northwestern quarterback Clayton Thorson, the fourth time Duke took down the Wildcat redshirt junior well behind the line of scrimmage.

The Blue Devils were having fun in the second half—and for good reason—as they coasted to a 41-17 victory at Wallace Wade Stadium. Everything that went wrong the last two years against the Wildcats went right on the afternoon of Sept. 9, as Northwestern was never within single digits for the last 43 minutes of the game.

Duke was a home underdog but dominated the Wildcats in every statistical category and outgained them 538-191.

“Thursday night when I walked out of the team meeting out here, I expected us to win,” Blue Devil head coach David Cutcliffe said. “I don’t play a down, so what I expect really doesn’t make a hill of beans, but I knew exactly what they thought, and they flat verbalized what they had to do win.”

Jones had a coming-out party in the first test of his second season as a starter, throwing for 305 yards and running for 108 more as he accounted for Duke’s first four touchdowns. He connected with Rahming, his top target, 12 times for 127 yards, with several of those catches moving the chains to demoralize the Wildcats’ defense. The Blue Devils converted 15 of 22 third-down opportunities.

one pass from Jones, who made most of his throws right on target.

“I’m just trying to make the best plays for our team. That’s what we need—our receivers stepping up,” Rahming said. “We just trusted Daniel, trusted the process and trusted the play-calling.”

When the redshirt sophomore was not dropping back to pass, he also repeatedly made plays with his legs, keeping the ball himself to move the chains on several option plays and clawing his way into the end zone twice on the ground. It was only the second time in program history a player threw for more than 300 yards and rushed for more than 100—Brandon Connette did it in a 5855 loss to Pittsburgh in 2013.

“We’ve definitely felt that energy and felt that new-year feeling,” Jones said.

“Being able to prove it to everyone else and in a game was fun to see. We have a confidence and a comfort about us that is probably new.”

On the defensive side of the ball, Duke (2-0) pressured Thorson all afternoon.

After throwing for 320 yards and three touchdowns last year, the redshirt junior could only muster an 11-of-29 performance with 120 passing yards and two interceptions, both to cornerback Mark Gilbert. The Blue Devils did an even more impressive job of shutting down the Wildcats’ run game, holding them to just 1.0 yards per carry.

Jones’ streak of 202 straight passes without an interception—the longest active streak in the nation—came to an end in the first quarter, but the game swung on a critical targeting call against Northwestern cornerback Jared McGee that negated a second interception in the red zone. With a second chance to score, Jones trotted 11 yards into the end zone to give Duke a 7-3 lead.

“In the red zone, we can’t afford to risk something like that and turn it over,” Jones said. “That was an unnecessary risk and

a poor decision on my part. We got lucky there and saved ourselves.”

The Blue Devils turned on the jets from there, stifling the Wildcats (1-1) for five empty drives in a row in the first and second quarters as they scored touchdowns on three consecutive possessions to pull away. Jones found Chris Taylor wide open down the field for a 52-yard touchdown for Duke’s second score and then battled his way to the end zone on a third-and-goal run on the next drive.

Northwestern took advantage of a Brittain Brown fumble with a late touchdown drive to trim the deficit to 21-10 and take a glimmer of hope into the halftime locker room, but the Wildcats did not score again until a meaningless touchdown pass in the closing minutes.

“It was a tough circumstance right there at the end of the half to have a turnover, a touchdown, and [radio sideline reporter] John Roth caught me coming off the field, and he said, ‘What about the second half?’”

Cutcliffe said. “I said, ‘We better have the best half we’ve had since we’ve been at Duke.’ And we weren’t all that far from it.

After a quick three-and-out to start the second half, the Blue Devils scored points on four straight drives to the delight of their admittedly sparse home crowd. Redshirt sophomore Austin Parker made both of his field-goal attempts, Jones connected with tight end Davis Koppenhaver on a one-yard touchdown and Shaun Wilson picked up his lone touchdown of the day on the ground.

“The first two times we played [Northwestern], we didn’t click,” senior safety Alonzo Saxton II said. “This is the first game we all clicked. Offense, defense, special teams—everyone did what they had to do. We have a lot of weapons, so to do that and to know that you can trust the rest of your teammates as long as you do your job makes it easy.”

Duke will get back in action Saturday at home against Baylor at 12:30 p.m.

We should be thinking proactively about what we can do to help this community be its very best. So as president, what I would like to do is engage with faculty, students and staff across campus and foster a climate that respects open expression and fosters a deep sense of mutual respect.

TC: How do you balance wanting to have free expression with the proliferation of ideas that are racist or hurtful to students?

VP: I think the best way to counter reprehensible speech is with more speech and to have our voices heard. And to weigh in on these debates. I think the best time to do this is on a routine basis as we identify issues and dig into them and build robust relationships and a sense of trust. So I think we need to invent stronger and better ways to talk as a democracy, and I’d like to see Duke as an exemplar of that kind of conversation.

TC: There’s been discussion about splits in the student body based on race, class or status in Greek organizations. What do you think is

Every year, the price of attending Duke gets higher and higher. Where do you think we go from here?

VP: This is a central challenge for Duke and universities like Duke. We’ve long been committed to having a need-blind admissions policy so that we admit students without regard to their ability to pay and we work very hard to meet the demonstrated financial need of students who enroll here, so that’s a significant commitment. It cost the University more than $140 million last year. It is only possible with the continued support of donors, so I will continued working aggressively to raise funds for financial aid.

At the same time, I want to take a close look at our aid policy to make sure we’re addressing the needs of—for example—middle income families who are struggling because they’re not on full-assistance programs, and to monitor the loan burden on students. So we’ll be looking more at those practices. Officials with Duke Health released the following statement: “With deep sorrow we can confirm that a Duke LifeFlight helicopter crashed early this afternoon near Belvedere, North Carolina. We are in the process of directly confirming information related to this incident and will share more information as it becomes available.”

According to its website, Duke LifeFlight flies more than 800 missions each year, and each aircraft is staffed with a pilot and two health care providers. Its fleet of helicopters operates from a base at the Duke University Medical Center and from a base in Johnston County.

Life Flight pilots all have military experience and an average of more than 6,000 flight hours each. LifeFlight has ceased operations until further notice, WTVD reports.

The Chronicle TC: What has surprised you about the job so far?

VP: I haven’t been surprised by anything new or startling at Duke that I didn’t come to know during the transition. Most of what’s happened is that my extraordinarily positive views of Duke have been confirmed by everything since. I’m a little surprised by just how dog friendly the community is and how much people love dogs.

And it’s getting to the point where I think maybe in the search process Crickett and Scout were the main targets.

TC: What’s on your agenda for your first year?

VP: It’s still early days, it’s too early to start outlining specific goals, although they’re the focus of my thinking at this point in time. I would like to start with the right tone by getting out and getting to know students. I will be meeting with the faculty of all of our schools, I’m looking forward to opportunities to meet with different organizations. And I’d like to set the tone as president for fruitful and engaging conversation and the kinds of issues that you raised earlier with me. There’s no question that we’ll have more specific objectives. I do want to maintain the momentum coming out of the Duke Forward campaign and continue to generate the resources needed to improve the already outstanding work of the University.

However, first-years Natalie Wilkinson and Daniel Kingsbury said though they like the change, they feel the meal plan could still be improved by including more options— particularly on West Campus—for using their equivalency.

Students who miss breakfast can only apply a breakfast equivalency of $4.55 at the Skillet on West or lunch equivalency at Marketplace. If they miss dinner, they can apply a dinner equivalency of $8.75 on the same day at Trinity Cafe. Even these are limited to specific times that students may find difficult to work into their schedules.

“We will continue to monitor plans H and I moving forward,” Coffey wrote, in reference to the first-year meal plans. “Our goal is to provide options for students that desire a meal plan to cover all meals, a plan that provides more flexibility.”

Earlier that week, several hundred alumni signed a petition calling for the statue’s removal.

In his statement, Price added that he is creating a commission of students, faculty, staff, alumni and members of the Durham community to review other buildings and sculptures on campus that memorialize people.

It will create a set of guiding principles “to guide us when questions arise.”

The administration will also use the next year to explore various aspects of Duke’s history, he said. There will be a conversation about controversy and injustice in Duke’s history as well as a forum to explore academic freedom, freedom of speech and freedom of assembly. The University also announced that it had been selected to host one of ten centers focused on racial healing and transformation nationwide.

No one is sure right now, Mayer said, since the language behind the Trump administration’s decision has left some room for ambiguity. In the repeal’s current form, the government will phase out DACA such that it will no longer accept new applications for DACA work permits, but will allow existing permits to remain valid for up to two years from the date of Trump’s announcement. For those whose permits have already expired or are set to expire soon, enforcement of DACA’s repeal will not take into effect for another six months from Monday, the date the repeal was announced.

Until then, Duke students with DACA status are not at risk of deportation.

Trump has also urged Congress to replace DACA with legislation before the six-month deadline that would continue protecting the Dreamers. Public pressure on legislators nationwide following Trump’s announcement could prove effective in doing so.

“Every Dreamer has a story, and those stories are compelling,” Mayer said. “My hope is that the public can sustain its focus on this issue, sufficient to force Congress to vote.”

She added that the University has provided her with some reassurances in case she faces trouble.

“The University is very supportive of undocumented students,” she said. “If I have to fly home and do biometrics for the DACA application process, [Duke is] willing to help me financially. Duke is working to make sure we have peace of mind.”

When asked what her worst fear was, she answered without hesitation.

“Being deported,” she said. “Being separated from my family. If they’re deported and I’m not. Now the government has their information too, and they don’t have any documentation. But I do, because I’m a student.”

Mayer and the student also agreed on another point—that the Dreamers feel betrayed by the decision.

“When Obama came out with DACA, we put our trust in the government,” the student said. “We gave our information in order to receive work permits and be able to live our lives normally. Now they’ve taken it away, and the government now has a list of everyone who is DACA.” decided to stay behind, leaving Cherches to drive the entire 19 hours himself.

Two days later, his house was filling with water. “[I’m] grateful that my dad did make that decision to stay with my family instead of coming with me,” he said. “[Seeing the pictures]—it was crazy.”

Cherches said the flooding has since receded, and his family has been updating him about the water damage at their home.

But he said the stress has persisted. He wants to do more to help.

“I wish I was at home,” he said.

The announcement comes on the heels of controversy surrounding the statue of Confederate Gen. Robert E. Lee in front of the Duke Chapel, which was removed Aug. 19.

In his email to Duke students, faculty and staff announcing the statue’s removal, President Vincent Price wrote that Duke administration will explore “explore various aspects of Duke’s history” this year.

He also wrote that Duke will form a committee “to advise on next steps and to assist us in navigating the role of memory and history at Duke.” He added there would be a library exhibition and forum to explore academic freedom and freedom of speech at Duke, with details to be announced later.

In the release announcing the new center, AAC&U President Lynn Pasquerella said the initiative is especially important after last month’s events in Charlottesville, Va. to help “transform words into action.”

“The selection of Duke as one of these centers could not be more timely,” Kornbluth said. “Duke, our country and our world have much work to do and the national TRHT initiative will play a significant role in facilitating social change.”

MINIMUM WAGE FROM PAGE 8 The University, the largest employer in Durham, raised its minimum wage from $10.91 to $12 per hour in 2015 and then up to $13 per hour in 2017. The state and federal minimum wage is $7.25.

The latest increase will cover all regular University and Health System staff that work at least 20 hours per week and 36 weeks per year.

It will also apply to outside contractors that employ people who work on Duke’s campus.

Quintin Young, one such contracted employee who works at Il Forno in West Union, said the increase would help him a lot.

“More money equals better living,” Young said. “In any circumstance, something like that is nice, especially if you feel like you’re worth it.”

Corin King—a manager and sous-chef at JB’s Roast and Chops and the Skillet—also applauded the increase. King is a Durham resident and currently earns $14 per hour. He said the wage raise would be great for Duke’s reputation as an employer.

“That would be at least 20 to 30 people here that would be making $15,” he said in reference to employees at JB’s and the Skillet. “It will really make the people of Durham flock to this area to get jobs because not too many people around here are hired for $15 per hour.”

Still, King is concerned about the possible impact of the wage increases on staffing. He said the higher wages could force the University to cut some of its employees’ hours.

But Kyle Cavanaugh, vice president for administration, said he does not expect staffing cuts. He said the rollout of the raise increase will give “all of our units sufficient time to plan from a budgetary perspective.”
