ecently, the Federal Government announced another loan package of N90 billion for states.

The loan package announced by Minister of Finance, Mrs. Kemi Adeosun, would be accessed through bond only by those states that meet the 22 conditions contained in the fiscal sustainability plans of the government. Parts of the plans include the implementation of a centralised Treasury Single Account (TSA) and the publishing of their audited annual financial statements by December each year.

Nigerians have watched in utter dismay the daily singsong by state governors at the lack of funds to meet the statutory obligations in their respective jurisdictions, especially for the payment of workers’ salaries. These governors have consistently pointed accusing fingers in the direction of the Federal Government as the main culprit in this curious saga. Such outcries by the state chief executives are becoming commonplace, thereby giving the impression that they lack the vision and creativity to generate revenue internally without constantly going caps in hand for bailout. Definitely, Nigerians are wondering why it is becoming a habit for state governors to wait for allocation from Abuja before embarking on any programme or projects.

Expectedly, Nigerians are becoming uncomfortable with the consistent show of public outcry. Of course, the most often quoted reason for the demand is the dwindling allocation to the states from the Federal Government.

We are aware that the country’s constitution gives the central government an overwhelming influence in fiscal matters in comparison with the constituent states. A number of factors account for this, which

include the growing importance of crude oil, the civil war, military incursion into politics, and state creation exercises that reduced the geographical size of the former regions which made them inherently weak and excessively dependent on statutory allocation. In view of this, revenue sharing and allocation between the federal and other tiers of government have become the most contentious issues in Nigeria’s fiscal federalism.

For example, the current revenue formula has the Federal Government getting more than 40 per cent of all revenue; the 36 states receive only 30 per cent, while the 774 local governments get the remaining. However, until a new revenue sharing formula comes into effect, the states must make do with what the constitution entitles them. It is therefore imperative for governors to seek creative ways of bringing more money into their states’ kitty.

It is time like this that Nigerians differentiate those governors who think outside the box from those sitting on their hands and waiting to be spoon fed from Abuja. We have always believed that the difference between one state governor and the other is their individual abilities to see opportunities where others would normally see threats.

On the other hand, we are at a loss knowing why some governors have become spendthrifts in the face of dwindling revenue. Rather than engage in productive ventures to raise revenue for their states many of them still live like modern day Pharaohs. Even at this, Nigerians need a constitutional reform that will launch the federating units into the productive industrial orbit; not one that would reduce them to indolent unproductive beggars that will always be looking forward to monthly subventions.

News Analysis Who is afraid of restructuring Nigeria?

The recent call by former Vice President Atiku Abubarkar for the restructuring of Nigeria appears to have ruffled some feathers, but the question is why the antagonism?

This is because evidence on ground clearly shows that all is not well with the entity called Nigeria as presently constituted. Ever since it got her independence in 1960, and practiced democratic governance for only six years, a fratricidal war broke out that claimed millions of lives especially those of Igbo extraction.

Indeed it has been an unwholesome tussle between various ethnic groups in the country to get power at the centre. The coming to power by the military intermittently escalated the anomie of the fragile peace existing among the ethnic groups that made up Nigeria. Since that incursion by the military to power, the country has only known the peace of the grave yard.

The only attempt made to cement the republic was the 1963 constitution of the First Republic that gave regional powers some level of autonomy until the rascality of some politicians triggered a stalemate in the Western region house of parliament.

Accusations and counter accusations have been the inthing among the ethno chauvinistic elements about the anomalies confronting the country. Ushering of a democratic rule in 1979 was shortlived as a result of massive corruption by the so-called elite after five years of democratic experiment. This gave rise to a long period of military rule but Nigerians hopeful of a successful transition programme under former military ruler, General Ibrahim Babangida, had their hope shattered when Babangida truncated that adjudged freest and peaceful Presidential election of June 12, 1993. The undeclared winner of the election, MKO Abiola, after declaring himself as the President of Nigeria, was hounded into prison where he eventually died.

Nigeria became a pariah country under despotic regime of late Head of State, General

Sani Abacha. It was quite traumatic for Nigerians then, until when finally the military government of General Abdulsalami Abubarkar handed power back to a military man in civilian uniform, Chief Olusegun Obasanjo.

It was therefore a surprise when the recent call by former Vice President Atiku for restructuring the country was greeted with antagonism.

Recall that the clamour for restructuring the country became louder after the annulment of the June 12 Presidential election.

From then till date, the country had been rocked by several crises like the Boko Haram insurgency in the North East; killings by Fulani herdsmen; ethno-religious clashes, militancy in the Niger Delta among others. There have also been agitations by groups hinged on perceived maginalisation in the system like the agitation for resource control by oil producing states, and pro-Biafra agitation which was initially championed by Ralph Uwazurike through Sovereign State of Biafra (MASSOB) but now spearheaded by groups such as the Biafran Independent Movement (BIM) and Indigenous People of Biafra (IPOB). The list is endless.

These crises and agitations are clearly a result of injustice in the system as well as imbalance of the federation and heighten the need for restructuring of the country. There is therefore no doubt that those who are opposed to the call for restructuring of Nigeria do so for selfish reasons. Such persons do not mean well for Nigeria.

Abia State has assured farmers in the state of judicious disbursement of the N1billion Commercial Agricultural Credit Scheme Loan which the state recently obtained from the Central Bank of Nigeria.

Ikpeazu gave the assurance while rendering his one year stewardship in the state to the people of Abia Central Senatorial District, as part of the ongoing town hall meetings in the state.

According to a release by his Chief Press Secretary, Enyinnaya Appolos, Governor Ikpeazu, spoke at Umuahia South and Isiala Ngwa North local government headquarters.

The Governor, who decried the declining federal allocations to the state, assured that his government would ensure that the cur-

Saraki, Ekweremadu and two others, are expected to be arraigned on Monday (today) before a Federal High Court in Abuja, over criminal conspiracy and forgery of the Senate Standing Rules, 2015.

Others expected to be charged along with Saraki and Ekweremadu are the former Clerk of the National Assembly (CNA), Alhaji Salisu Abubakar Maikasuwa and his deputy, Mr. Benedict Efeturi. Maikasuwa was the CNA when the alleged offence was committed.

Reports said the case file against the four accused persons with suit No. CR/219/16 has since been assigned to Justice Yusuf Haliru of the Federal High Court, Abuja be-

An Address by Godwin I. Emefiele, CON Governor, Central Bank of Nigeria At the Unveiling of the Framework for Re-introduction of Managed Float Exchange Rate System Good afternoon ladies and gentlemen and welcome to the Central Bank of Nigeria (CBN). The Management of the Bank has called this Press Conference in response to one of the commitments contained in the Communiqué of the Monetary Policy Committee (MPC) of 24th May 2016. Having consulted widely and prepared carefully, the committee of Governors of the CBN is delighted to unveil to relevant stakeholders and the general public, the broad framework and guidelines of the Flexible Exchange Rate Inter-bank Market, which we alluded to at the end of that MPC Meeting. Before I proceed into the details of this new policy, please permit me to provide you with a brief context.

2. We all know by now that Nigeria has been dealing with the effects of three significant and simultaneous global shocks, which began around the third quarter of 2014. These include: • The over 70 percent drop in the price of crude oil, which contributes the largest share of our Foreign Exchange Reserves; • Global growth slowdown and geopolitical tensions along critical trading routes in the world; and • Normalization of Monetary Policy by the United States’ Federal Reserve.

3. In view of these headwinds, the CBN witnessed a significant decline in our Foreign Exchange Reserves from about US$42.8 billion in January 2014 to about US$26.7 billion as of 10th June 2016. In terms of inflows, the Bank’s foreign exchange earnings have fallen from about US$3.2 billion monthly to current levels of below a billion dollars per month.

4. Despite these outcomes, the demand for foreign exchange has risen significantly. For example, in 2005 when we had oil prices at about US$50 per barrel for an extended period of time, our average import bill was N148.3 billion per month. In stark contrast, our average import bill for 2015 was about N917.6 billion per month. Unfortunately, the interplay between reduced FX Supply and rising FX demand accounted for a substantial reduction in our foreign exchange reserves.

5. In order to avoid further depletion of the reserves, the CBN took a number of countervailing policy actions, anchored on the prioritization of the most critical needs for foreign exchange as well as maintaining stability in the exchange rate. Having allowed two adjustments from August 2014 to February 2015, we decided to manage the Naira-Dollar Exchange Rate at about N197/US$1 over the last 16 months, and then provide the available but highly limited foreign exchange to meet the following needs: • Matured Letters of Credit from Commercial Banks • Importation of Raw Materials, Plants, and Equipment, • Importation of Petroleum Products, and • Payments for School Fees, BTA, PTA, and related expenses 6. Over the intervening period, we are happy to note that these policies have yielded some positive developments. In particular, we have managed to stabilize the exchange rate since February 2015, thereby creating certainty for both household and business decisions, and also underpinning the economic growth we recorded in 2015. We have largely eliminated speculators and rent-seekers from the Foreign Exchange Market. Our Reserves, despite having fallen, is still robust and is able to cover about 5 months of Nigeria’s imports as against the international benchmark of 3 months. Furthermore, the domestic production of items restricted from the FX market is picking up nationwide, thereby creating more jobs for many more Nigerians.

7. Despite these positive outcomes, the Central Bank of Nigeria has always maintained that it would continue to monitor situations on the ground and ensure that the Bank’s policies reflect these facts and developments rather than the sentiments of any groups or sectors. It is in light of this principle that we now believe that the time is right to restore the automatic adjustment mechanism of the exchange rate with the re-introduction of a flexible inter-bank exchange rate market. The workings of this market will be consistent with the Bank’s objectives of enhancing efficiency and facilitating a liquid and transparent Foreign Exchange Market.

8. Although the detailed framework and operational guidelines of the market will be released to the public immediately after this Press Briefing, permit me to highlight its key aspects: a. The market shall operate as a single market structure through the

inter-bank/autonomous window; b. The Exchange Rate would be purely market- driven using the Thomson-Reuters Order Matching System as well as the Conversational Dealing Book; c. The CBN would participate in the Market through periodic interventions to either buy or sell FX as the need arises; d. To improve the dynamics of the market, we will introduce FX Primary Dealers (FXPD) who would be registered by the CBN to deal directly with the Bank for large trade sizes on a two-way quotes basis; e. These Primary Dealers shall operate with other dealers in the Inter-bank market, amongst other obligations that will be stipulated in the Foreign Exchange Primary Dealers (FXPD) Guidelines, which would also be released immediately after this Press Briefing; f. There shall be no predetermined spread on FX spot transactions executed through the CBN intervention with Primary Dealers, while all FX Spot purchased by Authorized Dealers are transferable in the inter-bank FX Market; g. The Forty-One (41) items classified as “Not Valid for Foreign Exchange” as detailed in a previous CBN Circular shall remain inadmissible in the Nigerian FX market; h. To enhance liquidity in the market, the CBN may also offer long-tenored FX Forwards of 6 to 12 months or any tenor to Authorized Dealers; i. Sale of FX Forwards by Authorized Dealers to end-users must be trade-backed, with no predetermined spreads; j. The CBN shall introduce non-deliverable over- the-counter (OTC) Naira-settled Futures, with daily rates on the CBN-approved FMDQ Trading and Reporting System. This is an entirely new product in the Nigerian Foreign Exchange Market, which would help moderate volatility in the exchange rate by moving non-urgent FX demand from the Spot to the Futures market; k. The OTC FX Futures shall be in non- standardized amounts and different fixed tenors, which may be sold on any dates thereby ensuring bespoke maturity dates; l. Proceeds of Foreign Investment Inflows and International Money Transfers shall be purchased by Authorized Dealers at the Daily Inter-Bank Rate; and m. Non-oil exporters are now allowed unfettered access to their FX proceeds, which shall be sold in the Inter-bank market.

9. In terms of timelines, the Management of the Central Bank has agreed as follows: a. The detailed operational guidelines for the Flexible Foreign Exchange Market will be released immediately after this Press Briefing; b. The guidelines for the selection and operations of FX Primary Dealers would also be released immediately after this Press Briefing; c. Selected FX Primary Dealers would be notified by Friday 17th June 2016. All other non-Primary Dealers would remain valid and eligible to participate in the market; d. Inter-bank trading under the new guidelines will begin on Monday 20th June 2016; and e. The tenors and rates for the OTC Naira-settled FX Futures will be announced on Monday 27th June 2016.

10. In closing, let me note that the Central Bank is strongly determined to make this market as transparent, liquid, and efficient as possible. Therefore, we would neither tolerate unscrupulous behaviour nor hesitate to bring serious sanctions on offenders. The CBN expects all authorized dealers particularly to display the highest level of professionalism. We expect them to understand the spirit and letter of this transition to a market based system.

The CBN will not allow the system to be undermined by speculators and rent-seekers.

Permit me to emphasize that any attempt to breach any aspect of this new framework will be heavily sanctioned by the CBN and this may indeed result in the suspension or withdrawal of the FX dealing license of an offending Authorized dealer.

11. I therefore urge market participants to assist us in ensuring that this new system enables the CBN to pursue its mandate in a more effective and efficient manner, which guarantees preservation of our scarce commonwealth, stability of our financial system, and growth of our economy to the benefit of all Nigerians.

Edo 2016: My victory, a collective one, says winner of APC primaries

Mr Godwin Obaseki, winner of Saturday’s All Progressives Congress (APC) governorship primaries in Edo, said his victory was a collective one for him, his co-contestants and the delegates.

In the result of the primaries announced in the early hours of Sunday at the Samuel Ogbemudia Stadium, Benin, venue of the exercise, Obaseki scored 1,618 votes to clinch victory.

He defeated 11 contestants, including his closest rival, Dr Pius

Odubu, the Deputy Governor of the state, who polled 471 votes.

The result was announced by Gov. Aminu Masari of Katsina state, Chairman of the committee charged with the conduct of the election.

In his acceptance speech after the announcement, Obaseki urged his co-contestants to work with him to achieve victory for APC in the Sept. 10 governorship election in the state, According to him, the primary election was only the first leg

So, you have a too powerful central government that every Nigerian dies to go to because that is where the power lies, that is where the influence is, that is where the money is, that is where you talk about corruption; you find that corruption is more at the central level because there is much more to it. So, in discussing true federalism therefore, we are looking at very serious level of devolution of powers from this powerful centre to the constituent units, the regions, the states, the local governments that have now become so weak that they are like Frank Fanom’s wretched of the earth before a very big godfather at the centre that can afford to beat its chest imperiously, and say c’ etat, c’ etat, c’ mour; I am the state, the way Louis XVI of France was imperiously declared.

We do not expect a person from Maiduguri to go and police the creeks in Gbaramatu Kingdom, you do not expect a person from Isoko to go to Chibok to know the terrain of Gworza as to where to pursue the Boko Haram people? Alhaji Mohammed restated the commitment of the present administration to ensuring good governance, providing adequate security and revamping the economy in order to deliver the change that Nigerians are yearning for.

“It proves once again that this government, each arm of the government, is working in tandem. They recognize security, the economy and good governance as the sole pillars of any government,” he said.

The Minister said upon assumption of office, he adopted creative and pragmatic approach to bridge the communication gap between the government and the people in order to deepen democracy and inspire trust and confidence among the people.

“We realise the importance of information to the deepening and sustenance of democracy and to that extent, we have evolved means to ensure that there is no communication gap between the government and those that are governed. We put people right in the centre of our communication strategy.

We know that the moment that gap exists then you create opportunity for mischief makers, misconception, half truths and downright falsehood”, he said.

Alhaji Mohammed identified town hall meetings as a deliberate strategy adopted by the government to communicate with the people directly to inform them about the policies and programme of the government and at the same time get feedback on their perception of government.

He disclosed that the govern-

ment will soon hold a summit on National Rebirth, Values and Ethics during which the National Re-orientation Campaign, tagged Change Begins with me, will be launched.

In his remarks, Senator Abdullahi said though the challenges confronting the nation are surmountable, there is the need for greater value re-orientation and sought the collaboration of the Minister in the efforts to promote actions that will bring about positive change in Nigeria.

There is no reason why a person accused of an offence in my village should go all the way to Abuja to the Supreme Court to have a matter decided when he could have just stopped in Benin City which is the capital which has a supreme court. We said each state should have a supreme court and that matters that will go to the Supreme Court in Abuja, should only be matters of very high serious constitutional import and matters concerning interpretation of the law at the federal level concerning electoral matters and where there are conflicting judgments of supreme courts of states. We agreed on that. We agreed that by September 30th of every year, a budget must be ready and forwarded to the National Assembly and that the National Assembly must pass this budget within 13 days by November 30 and that by December 30 before a new year that budget must be passed into law and if this does not happen, to show the government that we are serious about it, the government should be shut down during the period the budget is not passed. No responsible government will want it shut down, they would hurry that the budget is ready.

Why Buhari should dust up Confab report, by Ozekhome We said there must be independent candidature for all offices in Nigeria, so that if you do not want to belong to a political party that short changes you and you do not believe in its ideology, and you feel you have enough to contest, you can go and contest elections.

We agreed that there must be separation of powers and offices between the attorney general of the federation and minister of justice. While the minister of justice is a political appointment, the attorney general of the federation is a very technical appointment that faces matters of law and law alone and who will not be a politically inclined person. We also said we must separate the offices of the accountant general of the federation from accountant general of the federal government so that there will be a clear distinction. We said that we were going to create 51 states, why did we say that? The National Conference was not crazy. We discovered that the various minority groups in Nigeria were clamouring for liberation from the iron grip of the more populated, more powerful neighbours under whom they lived and still lived like servants.

That was when I discovered for example that there are more minority ethnic groups in the north than there are in the south.

Professor Otite in his own demographic survey of Nigeria, discovered that there are 374 ethnic groups in Nigeria that speak 350 languages. Etsako where I hail from, is one of the languages; in my local government, Etsako East, there are languages that are spoken and I do not understand them to show how segregated Nigeria is. Akoko Edo local government area for example, has been in existence since 1967, it is the oldest local government area on Nigeria. But, there will be social disequilibrium and injustice when you allow Akoko Edo to remain a local government area and you are making resource allocation according to local government areas when Kano State that formally comprised Kano and Jigawa states is today 44 local governments and Jigawa having 28 local government areas.

Meanwhile, Bayelsa State where the black gold, the oil was first discovered in 1956 in Oloibiri is having only eight local government areas.

Ondo 2016: I’m heads and shoulders above other aspirants– Ajasin’s daughter ‘Tosin Ajuwon, Akure A female governorship aspirant of the opposition All Progressives Congress (APC) in Ondo State, Mrs. Jumoke Ajasin-Anifowoshe, has called for the zoning of the party’s ticket to the Northern part of the state.

According to her, zoning the party’s ticket to the North would help sustain the formula of equity among the three senatorial districts that made up the political equilibrum of the state.

She reiterated this while addressing journalists at her Alagbaka’s office in Akure, the Ondo State capital in her preparation for the governorship election.

The APC female governorship aspirant, who is also the daughter of the late former Governor of Old Ondo State, Pa Micheal Adekunle Ajasin, kicked against the idea of consensus candidate for the party ahead of the November 26th governorship poll.

Ajasin-Anifowoshe buttressed her point with the incumbent Governor Olusegun Mimiko who is from the Central Senatorial District adding that his predecessor, Olusegun Agagu also came from the south while the first governor, her father, Ajasin, under the civilian dispensation was from the north.

She pointed out that: “The next governor must be from the northern zone of the state and when talking of dividends of democracy, there must be equity so that some people will not feel shortchanged.

IYC urges Buhari to constitute national reconciliation committee Mr Bright Ezeocha, the President, Igbo Youth Congress (IYC), on Sunday urged President Muhammadu Buhari-led administration to constitute a national reconciliation committee that would assist it to further foster unity and progress of the country.

Ezeocha made the plea in an interview with the News Agency of Nigeria (NAN) in Lagos while suggesting the way forward in the face of numerous ethnic challenges facing the country.

According to him, no change can be achieved in an atmosphere of disunity, divisions and violence.

“I want to urge the President to, as a matter of urgency, constitute a national reconciliation committee that will see to the reconciliation of various ethnic groups in Nigeria.

“Nigeria had been highly divided after the 2015 elections.

I had expected the President to have taken the steps toward reconciliation after he had won the presidential election.

“As a father, I want to urge Mr President to bring everybody to a round table so that we can all unite and think the same way to move forward as one nation.

“We need to reconcile with one another. What we see around us: violence and militancy and

comments on social media on issues- show sharp divisions in this country.

“We need to work together from the North to the South, from the West to the East- to move the country forward,” the Igbo youth leader said.

According to him, the changemantra of President Buhari can only be achieved if everybody is carried along in the decision makings.

3 shot, vehicles vandalised as police, students clash in Owo ÏÏÏThree

students of the Rufus Giwa Polytechnic, Owo (RUGIPO), Ondo State, were allegedly shot while several others were also injured on Sunday during a clash between the students and men of the state police command in Owo. Also, no fewer than 10 vehicles were vandalised during the fracas, which broke out between the students and men of the Police Force in the ancient town on Sunday morning.

It was gathered that the students went on rampage after a Police Officer who allegedly hit two students of the institution within the town ran away, abandoning the seriously injured students to their fate.

According to an eye witness, some of the students took the injured victims to the nearest hospital for treatment, while others mobilised themselves and headed to the B Division of the Police station at Otapete in Owo, protesting against the treatment against their colleagues by the police officer.

He however said the students were dispersed by the policemen on duty with teargas while three of the students were alleged to have been hit with bullets.

He said: “The police shot sporadically into the air and three of the students were badly hit with the bullets. This angered the students regrouped themselves and started

destroying the vehicles parked within the premises of the station after taken the injured students to the hospital.”

The protesting students, who blocked all the major roads leading to the town, also blocked the Akure/ Owo expressway, causing traffic gridlock on the ever busy road for over three hours and threatened not to vacate the roads until the police command produce the officer who shot the three students.

The eye witness however said it took the intervention of the policemen from the state capital, Akure, to disperse the protesting students and cleared the road to allow easy flow of traffic saying, “the police had to

Confirming the development, the Polytechnic Information Protocol and Public Relations Unit (IPPPR), Olumide Olugosi, said some of the students were shot and injured during the clash, saying no death was recorded during the protest.

He explained that one of the injured students has been referred to Obafemi Awolowo University Teaching Hospital, in Ile-Ife, Osun State for treatments and confirmed that the three other students shot during the ugly incident were receiving treatment at Federal Medical Centre (FMC), Owo.

“We want to reassure them that no form of intimidation and onslaught to rubbish him will make him shy away from diligently carrying out the constitutional duties.

“Ekweremadu will not legislate in fear, and he will certainly not fear to legislate,” The statement by Senator Abdullahi on behalf of the Senate reads,

“What the National Assembly needs now are executive bills to build and strengthen institutions to earn revenues, fight corruption and eliminate waste. tion and national interest. We did not follow up the various infractions because we believe there are bigger issues which the government has to attend to in order to ensure that every Nigerian have food on his table and live comfortably in a secure environment. We know that the country is actually in a state of economic emergency and all hands must be on deck.

“This latest plot is directed at forcing a change of leadership in the Senate or, in the extreme case, ground the Red Chamber of the National Assembly. Or how do one interpret a move in which the two presiding officers are being set up to be remanded in Kuje Prison or incapacitated from sitting at plenary through a day-to-day trial on

a matter that is purely an internal affair of the Senate.

“This obviously is a dangerous case of violation of the independence of the legislature, undue and unnecessary interference in the internal affairs of the Senate and blatant abuse of the judicial process.

“The matter now being criminalised was brought to the plenary of the Senate in session, over a year ago. And because it had no support, it was overruled and roundly defeated in chambers. To now take a matter that was resolved on the floor of the Senate to the police and then make it form the subject of a criminal prosecution of freely elected legislators beats all imagination of free thinking men all over the world.

N9b debt: MDAs to lose monthly overheads, says HoS Idu Jude Abuja

Service of the Federation (HoS), Ms. Winifred Ekanem Oyo-Ita, has said that government institutions indebted to the Abuja Environmental Protection Board (AEPB) risk having a chunk of their overhead expenditure deducted from the first line charge, should they fail to settle their outstanding debts to the Board.

The Head of Service gave this assurance when the Chairman, Ministerial Task Team on the recovery of N9 billion owed the Abuja Environmental Protection Board AEPB, Baba Shehu Lawan led members of the Task Team to her office in Abuja, Friday.

According to her, these MDAs have no business owing the AEPB as these expenses ought to have been fully catered for in their annual overhead budgetary expenditures.

Ms. Oyo-Ita, who disclosed that her office has similar understanding with the PHCN or the Abuja Electricity Distribution Company to deduct at first line charge all indebtedness by government institutions to the company, said it would have no option than to write the budget office to authorise this arrangement, should these MDAs fail to defray their indebtedness to the AEPB. Her words: “We want to convey a very strong message to all the MDAs under the office of Head of Service that is the Ministries and various Parastatals that if efforts are not made to clear these debts by the next overhead allocation, we will have no option than to ask the budget office to make deductions at first charge.”

As Gov. Obiano turns Zikist

n Sunday, June 19, 2016 and at the Civic Centre, Victoria Island, Lagos, His Excellency, Dr. (Chief) Willie Obiano, FCA will receive the 2015 Zik Prize for Leadership. This prize belongs to the Good Governance category of the awards named after the great son of Africa.

Administered by the Lagos-based Public Policy Research and Analysis Centre (PPRAC) whose chairman is the former Minister of Petroleum, the former Education Minister, a three-time Senator, Prof. Jubril Aminu, this honour has naturally and necessarily thrown up a lot of questions: What is this prize about? What does it symbolise? Does Obiano deserve it? Is there anything Zikist about Obiano? Is there anything Zikist about the prize? What is the perception of PPRAC? Is it taken seriously by the Nigerian and non-Nigerians.

Truth is that Zik prize belongs to a class of its own. It stands out in several respects: those behind it are serious-minded, respected Nigerians and non-Nigerians. PPRAC’s former chairman, for instance, is Professor Anya O. Anya. He is a household name in Nigeria and the world.

A former chairman of National Merit Award, Prof Anya (NNOM), Hon DSC, FAS, OFR, a distinguished parasitologist is also a chartered biologist, fellow and past vice president of the Nigerian Academy of Science and a former Chief Executive Officer of Nigeria Economic Summit Group.

The current chairman, Prof Jibril Aminu is a rare gem, an exceptional scholar who studied Medicine on Scholarship, distinguished himself in the profession and in university administration. He also carved a niche for himself while he served in the Senate of the Federal Republic of Nigeria.

Such people cited above and others in the PPRAC are definitely not ordinary persions. They are rather quite elevated. They are people of class and refinement – persons who can easily separate the wheat from the chaff. This simply means that those who they chose or have chosen as beneficiaries of the Zik prize are accomplished achievers in their different fields.

Is Governor Willie Maduaburochukwu Obiano an accomplished achiever? The answer is a resounding and resonating yes.

Let us go into his past? While a student at Christ The King College, Onitsha,Obiano won an international essay competition.

He earned a Bachelor’s degree at the University of Lagos in Account-

ing in 1979, bagging the prestigious Second Class Honours (Upper Division). Obiano added an MBA to his kitty from the same university.

He also distinguished himself as the first black Internal Auditor at Texaco. He left an indelible mark at Fidelity Bank Plc, from where he meritoriously retired as Executive Director.

Was it not because of his sterling antecedents that he (‘Akpokuo Global’) was invited to return from his comfort zone in the United States to replicate his “miracles” at Texaco and Fidelity Bank and now Government House, Awka? In two years, has he not acquitted himself, moving Anambra State from good to great?

A firm believer in ‘Thomas Hobbes’, Obiano’s primary task on assumption of office was to fix security and make it watertight, and so it has remained, to his credit and to the glory of God! Worried about the difficulties of really knowing the French Philosopher, Rene Descartes, he suspended all thoughts he had nursed initially and concentrated on discovering the most basic issue of establishing his very existence. This was because,

for him, if he did not exist, then he could not think, among other things.

It was only after he had confirmed (that) cogito ergo sum (“I think; therefore I exist”) that he went further to explore the ramifications of life.

Probably borrowing this Cartesian principle, Gov. Willie Obiano first fixed security apparently because he felt that where there was no security; there could not be governance. The Bible has the same approach: “Seek ye first the Kingdon of God, and every other thing will be added unto you”, it admonishes. We may add: “seek ye first security and every other dividend can be added to governance!”

From Security, Obiano has fixed agriculture, infrastructure, environment, oil and gas, bureaucracy and much more. With Anambra being the only state with a branded rice, he has made it the Agricultural capital of Nigeria. Anambra now exports fish, vegetables and other produce. This boost in agriculture was greatly helped by Obiano’s prior production of a geological map, which identified the competitive agricultural potentials of the different

parts of the state. The result is that specific crops are planted in places they will grow better.

Through the creation of such bodies as Anambra Environmental Protection Agency (ANSEPA), Awka Capital Development Agency (ACDA) and Anambra Small Business Agency (ASBA), the introduction of computer training to teachers and the directive to own computers, Anambra State’s educational landscape has been transformed. The result has been marvelous with different categories of the state’s students and pupils winning national and international awards.

With the advent of the Obiano Administration, Awka’s status as state capital has been quite manifest as fly-overs now dot the city from Aroma through Akwata Junctions to Amawbia by-pass.

To mitigate the dwindling Federal allocation, Obiano has put measures in place, which have raised the state internally generated revenue (IGR) from N500 million to N2 billion.

The governor has restored sanity to the civil service by plugging all loop-holes after a personal audit was done – an exercise that led to the discovery of 500 ghost workers!

Discovering the importance of power supply, Obiano has invested heavily in the development of sub-power stations with a view to enabling artisans, small-scale industrialists and other consumers to leverage on the availability of better electricity supply.

Now, who says ‘Akpoku’o has not turned Zikist? Zik of Africa epitomised, good governance. That was why he was often Fabian in his approach to political issues. It was also, why he believed in building consensus. That was why he teamed up with another political party to form a government of National Unity after he fought and achieved independence for Nigeria along with other compatriots. That was why he did not insist on becoming the Prime Minister, but accepted the position of ceremonial Head of State. Zik preached the eclectic philosophy – one, which incorporates in a single ideology all the salient elements of other world-views. All these qualities characterise Gov. Obiano.

We therefore welcome ‘Akpokuo Global’ to the club of Zikists – the fold of those who, because of their accomplishments, have been found worthy to be associated with the first President of Independent Nigeria and the late Owelle of Onitsha.

Boko Haram and the drug of choice, Viagra

idnapping girls and raping them many times a day is standard practice for the young men recruited to Boko Haram’s ‘holy’ cause, as are the drugs help to keep them going.

Every time the Nigerian military raids Boko Haram hideouts, soldiers report intriguing stockpiles of guns, bombs, machetes, magical amulets, trinkets, and vast quantities of Viagra.

There is a reason for the obsession with erectile function, and it is common to most of the extreme jihadist movements that have pledged allegiance to the so-called “Islamic State”: the promise of sex is a great recruiting tool, and sexual prowess is deemed to have mystical powers.

Thus in Iraq, ISIS has a record of enslaving women and girls deemed “non-believers”. In Nigeria, Boko Haram has made the kidnapping of young women, like almost a trademark of its movement. Such practices, from the jihadist point of view, have a couple of benefits. They sow terror at the same time they attract young men to their ranks.

The jihadists’ enemies are forever claiming they are sex-mad monsters more interested in concubines than the Quran.

“When the military captured their bases and training camps, they never found Quran or other Islamic books,” Nigerian army spokesman Sani Usman said. “What they found were

ammunition, local charms, condoms and all sort of drugs including sex enhancing ones”.

In fact, independent analysts confirm this general picture. The talismans, according to a non-military source, are not in the least Islamic, and they have a special purpose: “When the girls aren’t scared of dy-

ing even with a gun pointed at them, the militants use local charms to hypnotise and lure them,” said Yusuf Mohammed, a respected Arabic scholar. “And because they sleep with so many girls in a day, they are forced to depend on sex enhancing drugs”.

Figures certainly seem to show that Boko Haram militants have a huge ap-

petite for sex. A report by the United Nations Office for the Coordination of Humanitarian Affairs, estimates more than 2,000 girls have been abducted since the jihadist group began its uprising in the northeast six years ago, with the presumption of using them are used as sex slaves.

A number of these girls have become pregnant in captivity and some have contracted sexually transmitted diseases.

Asabe Aliyu was about 23 years of age when she was abducted in 2014 by Boko Haram from Delsak, a village near Chibok. The mother of four children was taken to the jihadist’s stronghold in the remote Sambisa forest where she was sexually assaulted by different men and forced into marrying one of them.

“They turned me into a sex machine. They took turns to sleep with me,” she told Daily Times, a Nigerian newspaper. “Now I am pregnant and I cannot identify the father.”

Some victims said the militants usually discuss among themselves the number of girls they will sleep with in a day. The aim is to impregnate as many girls as possible and bear children who will continue the jihad.

Last year, Borno State Governor Kashim Shettima, said that the urge to bear kids is driven by Boko Haram’s superstitious believe that their children will take after their cause. To fulfill this macho obligation, jihadists turn to performance enhancing medications.

Three keys to break out of poverty

ne thing I noticed on return to Nigeria few weeks ago is that, there is crushing poverty in the land. So many Nigerians do not have any means of livelihood and you can see people moving aimlessly without doing anything productive.

When I went to my hometown in Ondo State after 20 years, I saw poverty not only on the buildings but also on faces of the villagers. Most of the nice houses in those days have become dilapidated. Most of the old people are dead and their children are not visiting home to rehabilitate their parent’s houses. Even the secondary school I attended at Igbotako has not seen any development in the past 40 years. I met the vice principal who took me on a tour of the school and when I saw the classroom where I stated form one in 1977, I almost wept because there was a big anthill on the wall. My people told me they have not seen electricity in the past two years.

I encouraged them that things will start to change soon because the government is doing its best. Yet, they remain unconvinced. I understand their plight.

Poverty is the worst evil that can befall any nation or person in life.

Poverty is a disease. It brings shame, embarrassment and humiliation and is a curse. The greatest battle to fight is to destroy poverty in your life. In addition, you must fight and win the battle legitimately.

Before I put the three keys you need to defeat the Goliath of poverty in your hands. l The leadership in Abuja, must single-mindedly focus on rapid economic growth to throw up vast economic opportunities for Nigeria.

In fact, someone should go and make a plaque and hang it at the entrance of the President’s and Vice President’s offices to read:” IT IS THE ECONOMY, your excellency”.

Another thing is that if the administration is not careful, it would only be fighting crisis all through the tenure.

What the government need to do is to continue to grow the economy at a rapid rate in order to fight the crisis that is cropping up in the nation every day. Leadership in Abuja should avoid the distractive strategy of the enemies of progress.

Now, let me share with you the three keys to kill poverty.

Firstly, anytime poverty stares you in the face and it seems nothing is working, what you need to do is to raise your voice and hands, and offer GRATITUDE to God. Gratitude is the master key to unlock the storehouse of unimaginable wealth.

Offer gratitude to God thanking him tremendously for God has the power to make you rich. Everyday when you wake up, do not think about the lack of money rather think about things to be grateful to God for. Gratitude is the master key out of poverty. When every other effort fails, gratitude will never fail. This principle may seem simplistic, but that is the secret of all enduring riches.

Secondly, you need to change your

thinking to change your financial status. What is poverty? You are poor when you are hungry and do not have any source of income. If you have, an expensive mobile phone and have no job. You are poor if you do not have a decent house and environment to stay.

If you are sick and not have access to good medical care. In Nigeria, I have observed that the gap between the rich and the poor is too wide. We must do everything to bridge this gap.

Poverty is rooted in the deep recess of your mind. You are poor because your thinking is poor. To switch from poverty to riches, you must stop thinking of lack and start thinking of abundance. You do not need money to become wealthy; you only need to change the way you think.

Thirdly, be productive. For you to break the back of poverty in your life, you must be working with an idea, an initiative. Your wealth is a harvest of your productivity. Think about something you can produce and sell to a large number of people and very soon, you will come out of poverty.

Restructuring, rebranding Nigeria, the Buhari way Sani Adamu (NAN) Unarguably, the task of rebranding the notoriety of the Nigerian image and at the same time rebranding her tattered image have been daunting and challenging for President Muhammadu Buhari since his second coming, this time around, as a democratically elected President and Commander-in-Chief of the Nigerian Armed Forces.

Although successive administrations had made spirited efforts to reverse the ugly trend, such efforts have not yielded the desired results due to a number of factors.

The alleged involvement of some Nigerians in mind-boggling corrupt practices, money laundering, drug trafficking and destruction of national infrastructure, among others, apparently thwarted such efforts.

But one year down the line, foreign affairs analysts believe that the foreign diplomatic trips undertaken by President Muhammadu Buhari have started yielding positive results, as the nation is fast redeeming its hitherto battered external image.

In spite of the criticisms levelled against the President’s foreign trips by opposition figures, they say, the general consensus of opinion is that the trips are gradually repositioning Nigeria as a responsible member of the international community.

Sharing similar sentiments, Prof. Itse Sagay (SAN), the Chairman of the Presidential Advisory Committee on Anti-Corruption, described die-hard critics of Buhari’s foreign trips as unreasonable. ``I think some Nigerians are very shallow; they don’t think deeply before they speak. They said the President’s foreign trips are too frequent. ``That should not be the question they should be asking. They should ask `these trips are frequent, but are they useful? Why did the President embark on such trips? Are they things that will benefit the country?’

``He travelled to Saudi Arabia to consult on how to increase our oil production quota and stabilise the price of oil. Is that not good for Nigeria? With the increase, we will earn more money and be able to do a whole lot of things. ``So, I don’t know why adults should be saying the President travels too much. He was elected for the welfare and security of this country and he has been touring the world, trying to establish that. ``He is trying to revive this country from being comatose, while redeeming us from the bankrupt state that the Jonathanadministration has created for us. ``Do they think the President doesn’t want to stay home and sleep on his bed? Do they think it is easy for him travelling every now and then despite his age? ``I think people should just leave him alone for the sake of the country,’’ Sagay said.

Sharing similar sentiments, Alhaji Maimala Buni, the National Secretary of the All Progressives Congress (APC), said that the President’s foreign trips were particularly aimed at boosting Nigeria’s economy.

Of course, Buhari had to apologise for our previous failures in our agreement made to partly fund four airport projects in Lagos, Kano, Abuja and Port Harcourt as well as the Abuja-Kaduna rail project. The Chinese had provided their agreed part of 85 per cent of the funding but Nigeria failed to honour the remaining 15 per cent during the last administration — Babatunde Fashola ``Nigeria is in dire need of partners with technical expertise to develop its infrastructure.

There is a deliberate effort by the Buhari-administration to build functional infrastructure, develop agriculture, create employment and diversify the economy; so, we need support from countries with the expertise. ``The President has to be there to demonstrate his commitment to wooing investors and assuring them of the enabling environment to invest in the country,’’ he said.

Buni said that all the countries which the President visited had developed agriculture, power supply and vibrant economy, adding

that they were, therefore, in a position to assist Nigeria in its efforts to attain development in all spheres. ``If you look at China, for instance, it has the capacity to support Nigeria to build a functional rail transport and road network; it can also assist us in our efforts to build new refineries, improve our gas and energy sector and develop the manufacturing sector,’’ he said.

Buni, therefore, urged Nigerians to support the Federal Government in its quest to build functional and efficient infrastructure which could impact positively on the lives of the citizens. ``It is noteworthy that President

Buhari got favourable responses from these countries to partner with Nigeria in various sectors that will build our economy. ``This administration is committed to improving the lives of Nigerians and these foreign trips will fast track and enhance infrastructure development, while boosting the economy,’’ he said.

Rationalising the President’s foreign trips, Mr Babatunde Fashola, the Minister of Power, Works and Housing, said that the trips were also meant to repair Nigeria’s reputation which had been severely damaged in recent years.

in the global oil and gas sector had led to the recent stability in crude oil prices. ``This is why PMB (President Muhammadu Buhari) is travelling. The foreign trips are to repair our reputation that was severely damaged by the last government and to assure our partners that Nigeria has changed. ``The trips are also to renegotiate existing funding agreements to complete the critical transport infrastructure,” Fashola said in an article entitled ‘PMB’s Foreign Trips -- My Takeaway’.

He said that Nigeria currently had the support of the world’s seven most powerful countries, attributing this feat to the President’s visit to Germany for the G7 countries summit.

On the gains of the Buhari’s recent visit to China, Fashola said that six collaborative agreements were signed during the visit.

He said that one of the agreements was like a coup by the President because there were prior intelligence reports that some West African countries were attempting to sign a similar agreement with China. ``PMB seized the moment. Of course, he had to apologise for our previous failures in our agreement made to partly fund four airport projects in Lagos, Kano, Abuja and Port Harcourt as well as the Abuja-Kaduna rail project. ``The Chinese had provided their agreed part of 85 per cent of the funding but Nigeria failed to honour the remaining 15 per cent during the last administration. ``Some of the recent revelations about financial scandals, estimated at 2.1 billion dollars in the Office of the National Security Adviser alone during the last administration, suggest how impactful such funds could have been in delivering this critical infrastructure but we all know what happened,” he said.

complex and a 2.5-billion-dollar agreement for the development of the Lagos Metro Rail Transit Red Line project.”

Shehu stressed that other agreements that were signed during the visit included one billion dollars earmarked for the establishment of a Hi-tech industrial park in Ogun-Guangdong Free Trade Zone in Igbesa, Ogun State.

He disclosed that Ogun-Guangdong Free Trade Zone and CNG (Nigeria) Investment Ltd. also signed an agreement valued at 200 million dollars for the construction of two 500MT/day floating gas facilities. ``An agreement valued at 363 million dollars for the establishment of a comprehensive farm and downstream industrial park in Kogi State was also announced at the Nigeria-China Business Forum. ``Other agreements undergoing negotiations include a 500-million-

dollar project for the provision of television broadcast equipment and a 25-million-dollar facility for production of pre-paid smart meters between Mojec International Ltd. and Microstar Company Ltd. ``About 100 Nigerian businesses and 300 Chinese firms participated in the Nigeria-China Business Forum, which took place a day after President Buhari began his visit to China,” Shehu added.

In spite of the perceptible gains of the China visit, President Buhari, however, underscored the need to reduce the trade imbalance existing between Nigeria and China. ``Although the Nigerian and Chinese business communities have recorded tremendous successes in bilateral trade, there is a large trade imbalance in favour of China, as Chinese exports represent some 80 per cent of the total bilateral trade volumes. ``This gap needs to be reduced.

Therefore, I would like to challenge the business communities in both countries to work together to reduce the trade imbalance. ``You must also imbibe the spirit of having a mutually beneficial relationship in your business transactions. ``You must not see Nigeria as a consumer market alone but as an investment destination where goods can be manufactured and consumed locally,’’ Buhari said.

Also justifying the President’s foreign trips, Foreign Affairs Minister Goeffrey Onyeama said the trips were carefully selected, in line with certain priorities and development objectives of the country.

The minister, who spoke in Lagos at a town hall meeting organised on the Federal Government’s activities in the last 11 months, noted that the President was not embarking on the trips just for the fun of it, stressing that some of the journeys were already yielding positive results for the country. ``When the President assumed office, the problem at that time was how to get the confidence of neighbouring countries to support the war on terror. ``So, what the President did was to travel to Chad, Cameroun and other neighbouring countries to seek a coalition and now, we can all see the results the country is recording against Boko Haram,’’ he said.

Besides, Onyeama said the President`s recent trip to China was to attract the much-needed investments in agriculture and solid minerals as well as other important sectors of the economy.

He said in the face of falling oil prices, Nigeria had no other option than to diversify its economy and seek partnerships to strengthen the economy.

He said that the China trip was successful as it elicited several investment commitments from the Chinese government and investors.

He, however, said that the visit should not be viewed as Nigeria’s shift toward the East for friends, adding that in this age of globalisation, Nigeria could look for partners in any part of the world. ``We are in an era of globalisation and that means that we can go to any part of the world to seek opportunities. ``The visit to China does not mean we have gone East, it only means we can seek partnership in any part of the world,’’ he said.

Suspected herdsmen kill three in Ogun community ÏÏÏAt

least, three persons were reportedly killed last weekend by gunmen suspected to be Fulani herdsmen who invaded Ilewo-Orile community in the Abeokuta North Local Government Area of Ogun state.

The suspected herdsmen also carted away huge sums of money and other valuables after hacking to death, two siblings identified as Amosun Ogunronbi and Owolabi Ogunronbi.

A source at Ilewo-Orile, who craved for anonymity said that the third victim, simply known as Philip, was hacked to death on Friday night but his corpse was discovered the following

Saturday morning.

He further stated that Philip was killed on Friday night after suspected herdsmen accosted him and snatched his motorcycle, mobile phone and some money.

“Philip is an Egun man. He went to work on Friday but didn’t return. When his wife was going to the market in Ibara-Orile on Saturday morning, she saw the dead body of her husband by the road side”, the source said.

The source further added that Ilewo-Orile community had in the past come under similar attacks by rampaging Fulani

herdsmen, alleging that nothing tangible had been done to curb the criminal activities of herdsmen in the area despite the repeated complaints to the police and relevant authorities.

It was further gathered that the matter was said to have been promptly reported at the Lafenwa Police Station, Abeokuta and later at the state police headquarters, Eleweran, Abeokuta.

It was learnt that the victim’s family requested that they be allowed to bury their dead, which the police did not object to.

The source, who stated that the murder of Ogunronbis occurred prior to the Friday inci-

dent, disclosed that the suspects carted away the victims’ motorcycle and cash sums.

The cash sums were said to include daily thrift savings, otherwise known as ‘Ajo’.

“Amosun went to collect some thrift savings in Ishaga-Orile and he asked his brother (Owolabi) to convey him there with his motorcycle. When they were coming back, Fulani herdsmen attacked them at about 8:30pm.

They hacked them to death” he said.

It was gathered that the corpses were deposited at the morgue of the State Hospital, Ijaiye, Abeokuta.

former senior manager of the defunct All State Trust Bank Mr. Adonyi Roberts has told the High Court of the Federal Capital Territory sitting in Gudu district of Abuja that a Central Bank of Nigeria (CBN) cheque of N1.161billion payable to the Plateau State government came into All State Trust Bank during Joshua Dariye’s tenure as governor of the state.

The sum was cleared into a “suspense account” that belonged to the bank, Roberts said.

Led in evidence by defence counsel, Garba Pwul (SAN), Roberts said that he knew Dariye and that the ex-governor operated a private account with the All State Trust Bank before it became defunct.

State Governor, Mr. Ayodele Fayose, has raised the alarm that operatives of the Economic and Financial Crimes Commission (EFCC) are perfecting plans to implicate him over the June 21, 2014 governorship election in the state.

Fayose raised the alarm at a press conference on Sunday in Abuja.

He equally alleged further that some politicians from Ekiti State, including a human rights activist from the state and agents

of the Federal Government are planning to bring down his administration.

The alarm by the Governor is coming on the heel of the recent action of the military high command in which some army generals were retired over their alleged involvement in the conduct of the 2014 election.

Fayose said: “Activities of these elements that are obviously afraid of facing another electoral defeat in 2018 are being coordinated through the office of the Secretary to the Government of the Federation (SGF), Mr. Babachir Lawal and the Attorney General of the

Federation.

“Certain top functionaries of the Ekiti State government and some important members of the Peoples Democratic Party (PDP) in Ekiti State, and some associates of mine, have now been pencilled down for arrest and indefinite detention by the EFCC under the guise of investigating the funds spent by the PDP on the June 21, 2014 governorship election and the Presidential election,” he said.

The game plan, according to him, is to make those to be arrested get detained indefinitely, force them to make statements incriminating him,

while at the same time feeding the public with orchestrated fake reports, using their usual media organs.

This move, he pointed out, was coming after “their failure to use the Department of State Services (DSS) to coerce members of the state House of Assembly” to buy into the impeachment plot against him with a view to silencing him as major voice of the opposition.

The governor stressed further that the plot was to arrest and detain indefinitely his Chief of Staff, Chief Dipo Anisulowo and four members of the state House of Assembly for treason.

In other to assist unemployed graduates from his Senatorial District, the Senator representing Ogun Central, Dr. Lanre Tejuoso, has initiated an information and communication technology (ICT) aid programme for applicants in the 500,000 teachers scheme of the Federal Government.

Speaking to some Journalists at his Constituency Office in Isabo, Abeokuta, the Coordinator of the Information and Communication Technology, ICT department, Mr. Segun Shennaike, said the training which will run for two weeks is absolutely free and its targets are unemployed graduates.

Shennaike, who spoke on behalf of the Senator opined that no fewer than 1,500 applicants have registered since the portal opened last Monday.

It would be recalled that President Muhammadu Buhari launched the initiative, nicknamed N-Power Teach, to provide two-year paid employment for job seekers.

Revenue diversification: Jos dry port to boost economy, employment Chijioke Kingsley Jos

The effort to boost internally generated revenue in the face of dwindling oil proceeds that has adversely affected the country’s economy, the Jos Dry Inland Port with the mandate of the Shippers Council of Nigeria, is set to boost the country’s economy with its current robust corporation from the Plateau State government.

The Inland port, if completed, will generate income for the state as well as employ over 1,000 workers from its immediate

host community, according to Dr. Godfry B. Shitgurum, MD/ CEO, Duncan Group of Company, managers of Jos Dry Inland Port.

Said he: “If the immediate past governor of Plateau State, Jonah Jang, had not interrupted us for reason only known to him, by now we would have commenced operations.”

Recall that the federal government through the Nigeria Shippers Council had taken steps to establish Inland Container Deports (ICDs), otherwise known as ‘Dry Ports’, in the six geographical zones of the country, with the aim of taking

shipping services to the door steps of importers and exporters.

Speaking exclusively with our correspondent, Shitgurum, said that “with Inland Container Deports, Nigerian businessmen can stay in any part of the country and carry out international trade in terms of export and import services.

Already, an approval has been granted to the Jos Dry Port with the status of the Port of Origin, which means that shippers in the zone can use the port for both import and export services. It also means that shippers in the area do not have to go to Lagos

seaports to take delivery of such consignments at the seaport. It also means that shippers in the area can expect their goods to come to the dry port from where they can take delivery.”

Also speaking with Daily Times, the Chairman, Duncan Group of Companies, in-charge of the Dry Inland Container, Air Vice Marshal Umaru Abbas, described the benefits of the project as having multiplier effects on the national economy.

He said that the project will address the problem of hinterland shippers’ inadequate access to the seaports and frequent congestion at the ports. With the Inland Port, he said, such problems as loss of cargo on transit, carnage and accident on the land mode will be addressed.

Delta community shuts down AGIP flow station, chases away workers ÏÏÏAggrieved

women and youths of Irri community, Isoko South Local Government Area of Delta State numbering about 500 over the weekend shut down the Agip oil company flow station in the community and chased away workers over non implementation of the Memorandum of Understand (MoU) reached with the community.

The protesters also barricaded the road leading to the flow station, accusing the oil company of refusal to give employment to indigenes especially youths of the community among others.

According to the protesters, the oil company has refusal to implement the MoU it had with the community since 2013 which was reviewed in 2016, lamenting that the activities of the oil

company has affected their farmlands and rivers negatively thereby creating hardship and poverty among the people.

Speaking on the issue, the regent of Irri community, Michael Oghogho Oviese expressed displeasure over the negligence and inhuman attitude of the oil company and called on the state and Federal Government to prevail on Agip oil company exploring oil in the community to fulfil the terms of the Memorandum of Understand (MoU) entered into by both parties to avoid any total breakdown of law and order in the area.

According to the regent, the community is ready for a dialogue and have always maintained a cordial working relationship with the Agip oil

company right from time.

“They have been taking oil and gas from the kingdom in the last twenty five years without any meaningful development in the land. A number of abandoned projects in the kingdom which includes roads, cottage hospital and my palace and so many other things are just lying fallow in the kingdom,” the regent lamented.

Also speaking, President General of Irri kingdom, Mr. Raphael Okelezo described the company as wicked and warned the Agip Company and its management against any plan of drafting soldiers into the kingdom, an attitude which the company was known for whenever there are misunderstanding between it and the host community.

company and its management to be careful and not to take laws into their hands by drafting soldiers to the community to harass the law abiding people of the kingdom who are fighting for their rights. Nigerian Air Force (NAF) has increased the tempo of air strikes on Boko Haram Terrorists (BHTs) targets in the north east in a renewed operation codenamed ‘Operation Gama Aiki,’ Group Captain Ayodele Famuyiwa, Director of Public Relations and Information said in a statement on Sunday.

The statement said that since commencement of the operation some days ago, NAF had intensified air operations in the northeast. “As usual, the NAF is undertaking both independent and coordinated offensive air operations including Air Interdiction, Closed Air Support and Armed Reconnaissance

to shape the battle space and provide safe environment for Surface Forces to operate.

“Other operations undertaking by the NAF include combat air support missions comprising Intelligence, Surveillance and Reconnaissance, Logistics Resupply, Medical Evacuation and liaison missions within the theatre of operation.

The overall objective of the ongoing air campaign is to make Nigeria a safe place again.”

Ebele the flutist out with Dream Come True Nicholas Okeugo

Ebelechukwu Ezeamakam is the first notable female musician playing her gospel music with a wind instrument. She goes by the stage name, Ebele the flutist. In spite of her initial hiccups, she is waxing stronger in her musical career.

In an exclusive interview recently, the flutist, recounts how she has fared so far playing gospel music, attesting that it has been wonderful, what God has been doing for her ever since she started her musical career.

“As the first female flutist in Nigeria, it has been quite hectic. I am called Ebele the Flutist because I play the flute,” acknowledging that apart from her educational background, the lure to do music especially with flute is a gift from God that she will not toy with. “Though, I am from Anambra State, I read Accounting as my First Degree and Business Administration as my Second Degree. But music is a passion for me which I have. I started playing the flute at 14.”

Baring her mind on her musical works attuning it to divine inspiration even with her latest release which is quite marvelous according to her, it boils down to being focused, infusing it with dexterity. “Talking about the latest right now, it has been actually wonderful. I have a latest song now titled: Dream Come True. I must say that the previous songs I had were classic, jazz, but this time, I chose something different. I moved from jazz and classic because these are known genres. I have entered the mainstream where different people can get acquainted with me. And the beautiful thing about me is that I sing very well. I don’t play only the flute. So, this song titled: Dream Come True is produced by famous producer, Cobhams Asuquo. It is an urbane song. I sang more than playing the flute. It is a song people can play in a party even anywhere.”

Going farther in her music innovation is the setting up of a musical training online, which has been embraced by lovers of her music genre, stating that it is a new thing many may not know about her as it were presently.

“I have started a musical training online using it to motivate a lot of people as they are interested learning to play the flute. People go to my Fan page on Facebook to get music and flute tips. As a matter of fact, I have also introduced a new website, where I train people live. People can watch me live and play as I teach them as well.”

On the cards also is her concert album launch still in the making. According to her, “I am planning my concert album launch. Ebele’s World is a new company that I will unveil when I host my album launch. By the special grace of God, I am going to unveil Ebele’s World this year.”

Late Celestine Ukwu was a renowned guitarist and vocalist who was on the verge of national breakthrough with his band the Music Royals when the Nigerian civil war brought touring and recording to a virtual standstill. He re-emerged in 1970 with Philospher’s Stone, playing a relaxed and sensuous form of highlife which, incongruously but effectively, used pedal steel guitar in its arrangements . His biggest hit was the single Money Palaver in 1976, from Igede Fantasia. Ukwu’s untimely death later that year was a shock to many of his fans.

Rio 2016:Siasia undecided

igeria U-23 coach Samson Siasia is mulling replacing injured Segun Oduduwa with either Super Eagles star Godfrey Oboabona or Kenneth Omeruo for the Rio Olympics.

Oduduwa has been ruled out of the Olympics in August after he

dislocated his knee in training and he will be out after surgery for as long as a year.

“The choice of a replacement for Oduduwa has narrowed to between Oboabona and Omeruo,” an official said.

“Such a replacement is allowed because Oduduwa has been certified injured.”

The AFCON 2013 top scorer further stated he is a professional who has a running contract with Fenerbahce and that he is currently enjoying his holidays, while getting set for pre-season.

There was a report coming out of Turkey last week that former El Jaish club manager Sabri Lamouchi had asked the owners of the club to sign Emenike.

The striker lampooned the report.

“There’s no iota of truth in the news that I am moving to El Jaish. In fact, right now I am not negotiating with any club because I already know where I am playing next season,” he said.

“It’s just a shame to the person who fabricated the news for any reason known to them.

“I have read a number of news about me which are not true, some guys just want to put my name on the cover of their newspaper or their site just to get traffic and make money, which shouldn’t be.”

He added: “I am a professional to the core and I am under a contract with Fenerbahce, this is just one of the many mischievous stories on me.

The COPA football players were in Ibadan, Oyo State to represent their various states at the COPA Coca-Cola Regional group stage after emerging champions from Ondo, Ekiti, Lagos and Ogun State respectively. On seeing Adepoju, the kids showed so much excitement, and were encouraged by his motivational talk. Tunde Popoola, Secretary General of the Nigeria Olympic Committee has opened up on Team Nigeria’s chances at the upcoming Rio 2016 Olympics, saying that the athletes will not return empty-handed as witnessed at London 2012 Olympics. In this exclusive interview with ANDREW EKEJIUBA, he speaks on the problems bedeviling sports development in the country and the way forward.

an you give us an insight into Team Nigeria’s preparations for the Rio Olympic Games coming up in August?

The latest happening is that most of the athletes we are going to feature at the Rio Olympic Games are in camp as I speak. Some are in training camps abroad like our track and field athletes are training in the United States of America. Our basketballers are also in the US training seriously for the Rio event because it is the biggest sporting event on earth.

Back home, we have our boxers camping and training in Lagos alongside our table tennis players or ping-pongers who will represent Nigeria at the Rio Olympics.

In Bayelsa our wrestlers are in camp there and training under the watchful eyes of Daniel Igali who doubles as the President of Nigeria Wrestling Federation.

For the preparations generally, we are trying to utilize effectively the little funds at our disposal in bringing the best out of our athletes that will fly the flag of Nigeria in Rio. We in the Nigeria Olympic Committee are grateful to the Minister of Sports, Barr. Solomon Dalung for the little funds he made available to Team Nigeria’s preparation.

Federal Government is to kindly come to our aid by releasing funds meant for our preparations for the Rio 2016 Olympics. Training of athletes for the Olympics cannot wait and I want to also appeal to corporate bodies and well-meaning individuals to come to our rescue with funds. Our athletes are good to go in this regard!

How many sporting events is Team Nigeria going to feature in at the Olympics in Rio and what’s our medal chances?

Team Nigeria is going to feature in nine sports; they are Football, Track and Field, Boxing, Basketball, Rowing and Yachting, Wrestling, Weightlifting, Table Tennis and Para-athletics and Para-Powerlifting.

In all these events, I’m sure Team Nigeria cannot return empty handed as we saw at the London 2012 Olympics.

Frankly, we lost time in our preparations because of maladministration, but I’m happy that our athletes are committed to exceling at the Rio Olympics. I’m sure we can win one or two medals, but I cannot stick out my neck on the likely colour of the medal or medals.

Can you please throw more light on plans by NOC for a successful outing of Team Nigeria in Rio? NOC are trying in terms of doing a campaign to reach out to the listening audience to come forward and support Team Nigeria with funds.

Also, in terms of preparation and registration of our qualified athletes for their various sporting events in Rio, we are on top of it!

I want to assure sports-loving Nigerians that Team Nigeria will never have issues with our athletes camping and registration for the tournament.

What are the major challenges facing the NOC as regards the Rio Olympics preparation?

The major challenge we have is that of funding. If we can overcome this, our athletes are good to go! We can see the enthusiasm written on the faces of our athletes in camp to make this country proud in Rio. A little support through funding will see many of them excelling tremendously at the Olympics proper.

We frankly need support from corporate bodies and well-meaning individuals in this regard because government alone cannot be left to support sports.

London 2012 Olympics was a disaster for Team Nigeria

because we could not win a single medal at the end of hostilities, how are you sure that we are not going to see a repeat of same scenario in Rio? London 2012 was truly a disaster for Nigerian sports because we saw it coming before it eventually happened. As an administrator I knew that such a thing will happen in London.

I was just new in office then as the NOC Secretary General, but I blame our previous administrators for their poor foresight. We never had a succession programme for our athletes in all sports.

For example, you can see how long it took before Mary Onyeali-Omagbemi was succeeded by Blessing Okagbare in the track and field and you begin to ask about what happened to school sports where future athletes are discovered at the grassroots. Other tournaments like Principals Cup in various states were abandoned which is bad!

Therefore, we need to lay emphasis on grassroots sports development in order to

On NOC’s plans in seeing Team Nigeria excelling at Rio 2016, I want to state that we learnt a lot of lessons following our athletes’ poor outing at London 2012. After London 2012 we made internal amendments by galvanizing our athletes to do well in Rio 2016.

The aftermath of our plans have seen our athletes in camp now and even in the face of adversity our athletes are doing well in camp.

That’s why I’m optimistic that we cannot return empty-handed like we saw at London 2012.

Finally, it beats the imagination of sports enthusiasts in the country that we are not exploiting the medal prospects in multi-medal winning sports like Gymnastics or Swimming at the Olympics and we tend to concentrate more on a sport like football that attracts just a medal to it. Why is it so and what is the problem?

We lack professionals at the helm of our various sporting federations. We have so many selfish individuals who want to perpetuate themselves in office as Presidents of sporting federations, and they are not ready to go the extra mile in making sure our athletes are trained to be world beaters in their various sports. That is the problem!

He even made mention of swimming because we have talented swimmers in the Niger Delta region, and we went to work after his advice. Today, we have renovated the swimming pools at the National Stadium in Lagos and our swimmers training seriously to actualize the President’s dream of seeing Nigeria come tops at major international sporting events. The same could also be applied for other sports and before you know it, we can rule Africa!

Meanwhile, the industry was thrown into pandemonium last week by report from Shell’s global CEO, Ben Van Beurden, that the company would be selling off its onshore assets in the North Sea. On Monday, June 13, Beurden, laid out the company’s strategic plan for the rest of the decade, telling shareholders the group plans to vacate between five and fifteen “mature oil regions”.

Shell said it is preparing to retreat from high-cost oil operations in the North Sea after 45 years as it attunes its global operations to the new reality of low oil prices.

The company has already cut hundreds of jobs from its UK workforce. It is the clearest sign yet that Britain’s biggest company could turn its back on the “super mature” North Sea. The Manufacturers Association of Nigeria (MAN), Ogun State branch on Friday commended the Central Bank of Nigeria on the implementation of its new flexible exchange rate policy, describing it as a positive development.

Dr Wale Adegbite, Chairman of MAN, who disclosed this in Ota noted that the CBN’s decision was commendable.

It could recalled that Dr Godwin Emefiele, the CBN Governor, had on June 14 announced the new policy is scheduled to be effective from June 20., as a flexible exchange rate system is a monetary system that allows the exchange rate to be determined by the market forces of supply and demand.

According to Emefiele, it is difficult for some of the manufacturers before the introduction of the new exchange regime to access dollar to import raw materials into the country. ‘’This development has forced most manufacturers to operate their factories at below 50 per cent capacity which is not good enough for the economy,’’ he said.

However, Adegbite explained that the new exchange policy would give manufacturers easy access to dollars and facilitate importation of raw materials. ‘’This will encourage domestic production in Nigeria through increase in capacity utilisation and make imported finished goods expensive under the new regime,’’ he noted.

at 13.5 percent, compared with the secondary market which is currently trading at 10.81 percent, in order to curb speculation.

The excess liquidity prompted the central bank to sell 205.9 billion naira ($1.03 billion) worth of oneyear bills on Friday at 13.5 percent, compared with the secondary market rate of 10.81 percent, traders said. The bank had offered 78 bil-

lion naira in bills on Thursday.

It mopped up 205.9 billion naira ($1.03 billion) worth of one-year bills at a price yielding 15.6 percent, the same level as inflation, which was running above a six-year high as of May. Secondary market bills were trading at 10.81 percent on Friday, traders said.

“Foreign investors will need to

be convinced that the new FX regime is sustainable in the mediumterm and will likely also require higher yields before resuming the purchase of local debt,” said Samir Gadio, head of Africa strategy at Standard Chartered Bank.

The central bank has said it would start a new foreign exchange trading regime on Monday, abandoning its 16-month peg and setting

the stage for the naira to fall sharply. ($1 = 199 naira).

“The success of the new exchange rate regime will ultimately depend on how effective it is in attracting more foreign investment and getting pockets of dollars hoarded on the domestic front back into the market place,” said Cobus de Hart, economist at NKC Economists.

FEC relaxes MTN fine to encourage foreign investments – Minister Mr Adebayo Shittu, Minister of Communications, had said that the $5.2billion fine slammed on telecommunication giant, MTN, was reduced to encourage foreign investments into the country.

Shittu said this on Sunday in Ibadan at an award ceremony in honour Chief Lekan Balogun, the Otun Olubadan of Ibadanland.

He said that the Federal Executive Council (FEC) decided to reduce the penalty against the telecommunications giant after realising the negative impact the burden could have on the nation, its people and the economy.

It could be recalled that the Nigerian Communications Commission (NCC) had slammed a $5. 2 billion fine on MTN for violating the directive of the regulatory body in Nigeria.

The NCC had directed all telecom providers in the country to register subscribers and disconnect erring subscribers but which MTN could not meet.

As a result, MTN, having failed was fined $1,000 per each of its 5.2 million affected subscribers, totaling $5.2 billion.

He said that there were pressures on FEC from different quarters, which later agreed to reduce the fine imposed on MTN to N330 billion to be paid within a period of three years.

“As far as we are concerned, the MTN issue is a closed matter.

“Nigeria as a country must move on. We must not do anything to drive away foreign investors. Foreign investments are potent means of bringing about development and wealth creation,” he said.

Shittu said that the people must not forget that there were less than 500,000 telephone lines before the telecom operators came on board.

According to him, “Nigeria now has more than 152 million lines and MTN is the dominant operator in the field. It controls almost 50 per cent of the lines.

Stories by Motolani Oseni Following the Central Bank of Nigeria (CBN) currency reforms, the national currency, Naira firmed to N355 per dollar, lower than N365 on the black market a day after the release of the modalities for the new foreign exchange regime, traders said over the weekend.

The CBN said it will let the market set the exchange rate freely as from today, abandoning a 16-month policy of pegging the currency at N197 to the dollar, harming investment and causing

the economy to contract.

The appreciation of the local currency against the dollar on the parallel market took place last Friday, up 2.8 percent from the previous day after the apex bank introduced reforms designed to re-launch interbank currency trading and attract foreign investors.

Last week’s market was opened with naira quoted at N369 to a dollar on the parallel market, and slightly appreciated by N1 on Tuesday the following day at N368, and depreciated to N370 on Wednesday in a build up to the

release of the highlights of the much awaited flexible foreign exchange market policy.

The naira traded at a volume of $1 million at the pegged rate of 197 naira on the official interbank market on Friday, traders say, adding it was carryover trades from previous deals.

However, the interbank overnight rate fell 250 basis points to 1.5 percent on Friday from a week ago, driven by excess liquidity, prompting the central bank to mop up the naira at higher rates to support its new currency regime.

Sterling Bank concludes IT Upgrade for better service delivery Sterling Bank has announced the conclusion of the upgrade of its information technology infrastructure, which is in line with its mandate to enrich the lives of its customers through efficient and prompt delivery of quality banking services.

The bank had earlier commenced the upgrade of its core and subsidiary systems, transiting to more robust, agile and flexible platforms 24 month ago.

In a statement, the lender said the decision to upgrade the Bank’s IT infrastructure was informed by the need to improve the service delivery of the one-customer bank adding that the upgrades would see the Bank improving customer experience.

It also stated that the upgrade was in line with the Bank’s mission to enhance stakeholders’ value as a financial institution of choice, stated that the upgrade, which gained traction two weeks ago, had become necessary in view of the need to meet customers’ expectations.

Banking system credit opened at 1.06 trillion naira ($5.3 billion) on Friday, compared with 401.72 billion naira last week, traders said.

CIS applauds new flexible exchange policy The Chartered Institute of Stockbrokers (CIS) on Sunday said that the new foreign exchange policy announced by the Central Bank of Nigeria (CBN) would bolster investor confidence in the Nigerian Stock Exchange (NSE).

This is contained in a statement issued by Mr Oluwaseyi Abe, CIS President and Chairman of the Council, and made available to the News Agency of Nigeria (NAN) in Lagos.

Abe stated that the new foreign exchange policy would also trigger in-flow of foreign portfolio investments and boost the velocity of the stock market.

He explained that foreign inflows into the capital market dropped by 32 per cent in 2015,

while the benchmark equity index fall by 17 per cent this year.

Abe commended the apex bank for the re-introduction and re-modelling of the floating single foreign exchange policy. ``It is a bold and positive initiative which attests to the dynamism of the apex bank in policy evolution for the greater benefit of the economy. ``The operating dynamics of the new framework as stipulated by CBN is in accordance with the tenets of democratic capitalism of which the highlights are, market-driven systems, free participation within individual limitations and the invisible hand’’,” he said.

Abe added that the policy would hedge volatility in the

foreign exchange market noting that the licensing of foreign exchange primary dealers were well commended innovations that would deepen the market. ``Barring systemic malfunction, CIS believes that the implementation of the new frame-

work will boost dollar supply; and with clarity, define the exact exchange rate,” Abe said.

He stated further that the policy would ease the challenges of businesses across the board and return the economy to the path of growth.

The National Pension Commission (PenCom) has revealed that the continuous delay in the implementation of the 2016 federal budget has served as the major constraint to initiated the moves to develop a database of eligible employers in the country to check level of compliance to Pension Reform Act (PRA) 2014.

The Daily Times recently gathered that the National Bureau for Statistics (NBS) and PenCom constituted a technical committee for developing a data base of eligible employers which would assist the Commission in its compliance efforts.

It was gathered that the NBS is to assist the Commission to enumerate all private sector employers in the country with a view to identifying all organisations that must comply with the PRA 2014.

A source in PenCom told our reporter that the exercise has not commenced due to budgetary constraint.

The commission also said there are ongoing efforts to collaborate with the Federal Inland Revenue Service (FIRS) and the Internal Revenue Service Departments at the state level to access their database on employers, adding that these agencies have reliable data on employers that would help in expanding its coverage.

According to PenCom, about 7million employees working with

public/private sector employers have registered with PFAs for the management of their pension contributions. It noted that the number of companies whose employees have so far registered is 73,403, adding that of this number, 43,918 employers with more than three employees have largely complied with the provisions of the PRA. PenCom said the remaining 29,485 with less than three employees are mostly the non-compliant organizations, stressing that this category of employers are usually more of portfolio companies and in some cases are companies that had either been liquidated or ceased to exist.

In the same vein, the pension

regulatory body accused Government’s Ministries, Departments and Agencies (MDAs) of acceptance spurious evidence of compliance from contractors and being reluctant in ensuring that companies bidding for works fulfilled their obligations relating to pensions as enunciated in the Public Procurement Act 2007.

The National Pension Commission at the National Assembly mentioned that in 2015, 3,620 employers were issued Compliance Certificates and that the low number of requests was due to the reluctance of MDAs to ensure contractors seeking government’s jobs complied with the law as enunciated in the Public Procurement Act 2007.

Muslims faithful in Nigeria have been urged to embrace insurance and use it to secure their lives and property.

Chief Imam, Oluyole Estate Extension Ibadan, M.A. Bada, make the plea on Thursday at the Chartered Insurance Institute of Nigeria (CIIN) 2016 Ramadan Tafsir in Lagos.

The Chief Imam noted that Prophet Mohammed practiced insurance inform of charity, adding that Islam did not negate insurance practice.

He noted that since Insurance is a form of risk mitigating tool, it has a place in Islamic religion.

“Islam did not negate insurance, since it is a form of protection against future loss. Prophet, during his life time, practiced a form of insurance, although he did this as charity, because he never collect any form of money for rendering such service.

“The difference between then and now is that insurance operators have decided to operate insurance as an entity or a company, where managers get paid for providing insurance services.

“In fact, in Saudi Arabia, if you are not insured, there are certain privileges you would not enjoy,” he posited.

He therefore called on Muslims to shun greed and high quest for money, stressing that God has promised to bless those who fear Him. The Imam called on insurers and the public to esteem utmost good faith in all they do, adding that doing so, would make the world a better abode for human.

Director-General Chartered Insurance Institute of Nigeria, Richard Borokini, urged Muslims to imbibe the teachings of God and ensure that they practice all they have learnt during the fasting.

Market Cap hits N10 trillion, as ASI records highest week increase of 7.40% Afolabi Adesola Equities on the Nigerian Stock Exchange soared following the release of the much anticipated guidelines on the Forex Policy by the Central Bank of Nigeria last Wednesday.

Investors in the Nigerian equities market gained a total of N760.13 billion in three days shooting market capitalisation to a N10 trillion mark, a feat last achieved in the fourth quarter of 2015.

The NSE All-Share Index and Market Capitalization appreciated by 7.40 percent to close the

week at 29,247.27 and N10.045 trillion respectively. Similarly, all other Indices finished higher during the week, with the exception of the NSE ASeM Index, that declined by 0.17 percent.

Forty-four (44) equities appreciated in price during the week, higher than twenty-seven (27) equities of the previous week.

Twenty-four (24) equities depreciated in price, lower than fortyone (41) equities of the previous week, while one hundred and twelve (112) equities remained unchanged equal to that of the previous week.

Trading in the Top Three Equities namely – United Bank For Africa Plc, FBN Holdings Plc and Zenith International Bank Plc. (measured by volume) accounted for 1.001 billion shares worth N6.778 billion in 7,153 deals, contributing 46.37 percent and 33.23 percent to the total equity turnover volume and value respectively.

A turnover of 2.158 billion shares worth N20.394 billion in 24,369 deals were traded last week by investors on the floor of the Exchange in contrast to a total of 959.917 million shares valued

at N7.871 billion that exchanged hands previous week in 17,561 deals.

The Financial Services Industry (measured by volume) led the activity chart with 1.939 billion shares valued at N12.393 billion traded in 16,023 deals; thus contributing 89.85 percent and 60.77 percent to the total equity turnover volume and value respectively. The Consumer Goods Industry followed with 77.415 million shares worth N4.747 billion in 3,489 deals. The third place was occupied by the Conglomerates Industry with a turnover

of 74.437 million shares worth N412.717 million in 1,018 deals.

Also traded during the week were a total of 519,199 units of Exchange Traded Products (ETPs) valued at N6.582 million executed in 42 deals, compared with a total of 78,666 units valued at N866,656.30 transacted previous week in 25 deals.

Economy without buffer must experience shocks – Don A Senior Lecturer and Coordinator of Postgraduate Programmes with the Department of Economics & Development Studies, at Covenant University, Ota, Ogun State, Nigeria, Evans Osabuohien, PhD, in this brief chat with Daily Times Correspondent AFOLABI ADESOLA discusses trending economic issues and suggests way out of impending economic recession.

Considering the current state of the Nigerian Economy, what in your opinion would you say brought us to this position?

First, I’d like to appreciate the privilege given to me to share my little knowledge on this platform.

Let me make efforts to provide responses to your questions as follows.

You are asking a complex question in a simple way. The ‘current economy hardship’ is not a product of one day; though it occurred almost sporadically. First, an economy that does not have buffer (i.e. savings) to fall upon in the face of eventualities, should expect the aftermath of shocks, just as we are currently witnessing. In the days when there was excess oil revenue, the Federal Government (FG) during the era of President Olusegun Obasanjo made effort to create Sovereign National Fund; but it was kicked against (by the state governors etc.). So when the current rainy day came, there was nothing to fall back upon other than to be at the mercy of the current tide.

Secondly, an economy that is standing on only one leg (mainly the oil sector for bulk of the government revenue), will stagger when there is a change in tide.

This becomes more problematic as the movement of the said one leg is not even controlled by the internal fundamentals but external forces that are beyond our control as a country. Thus, when there was unfavourable turn in the oil price at the global market (resulting from United States’ alternative to crude oil, among others), it affects the demand of Nigeria’s crude oil as well as the fall in price. This became double tragedy as Nigeria exports majorly crude oil and imports refined product; hence, her economy is doubly wounded.

How can the current situation be salvaged?

Complex problems do not necessarily require complex approaches, often times, they require simple approaches in different bits. The salvaging of the economy lies in tackling the above issues raised, among others. I do know that many scholars and experts have written volumes on some of these issues; the earlier we started taking practical steps, the better for us. For goodness sake, I do not un-

derstand both as an economist and as a Nigerian, why the country will still be importing refined petroleum products after decades of oil discovery in commercial quantity! In effect, refining the petroleum products domestically will reduce the burden on our external dependency. It will also create jobs along the value chain and offer the platforms for forward and backward multiplier effects on other sectors of the economy. The involvement of the private sector in this regard is a good step just like the refinery currently being built by the Dangote Group. Some have raised some concerns about it but it is good to start from somewhere.

The other suggestion is diversification of the Nigerian economy. I will stress this in responding to the next question.

What policies should the government formulate and implement to accelerate progress of the economy?

Personally, I do not think we need new policies presently; we have gamut of laudable policies. What is required is their implementation. For instance, the immediate past administration came up with Agricultural Transformation Agenda (ATA) geared towards giving business approach to agriculture; creating jobs by encouraging more participation in agriculture, and so on. I think the ATA need to be driven with all seriousness by the current administration.

This is because with agriculture, the country in her compartments (Northern, Western, Eastern and Mid-western regions) was able to live prosperously, provided free education, was net exporter of major agricultural products, and so on. One will ask this rhetoric question: what happened (or what is happening) to our cocoa, groundnut, oil palm, rubber, cashew, and so on. The country has huge comparative advantage in agriculture with unlimited potentials to create wealth along the value chain right from the farmgate to the export market. We need to explore such potentials. This is important as a country that cannot feed her citizens is courting big troubles because depending on food import with all the resources that we have is a misnomer! What is your take on the Nigerian Stock Exchange?

I do not have much to say about this. The stock exchange (as the name implies ‘exchanging stock’) is to create avenue for exchanging values that have been created and/or to be created within the socio-economic system. Some argue that it can garner external funds to drive the economy; however, a number of evidences have shown otherwise.

be stipulated and not totally leaving it to the forces of demand and supply. This is because our economy depends largely on imported products which exert pressure on the forex.

I will say YES. Apart from being an optimist regarding the Nigerian project, which has made me to resist the alluring temptations of working and live permanently abroad, necessity they say is the mother of invention. Think for a moment, if all the oil wells in Nigeria dry up today, will the entire economy in Nigeria collapse. No. A wise man said ‘when your mission becomes a task, all your senses will come alive’ to get it done. The long and short is that every segment of the Nigerian economy as well as the tiers of the government should start looking inward.

Before now, photography was condemned by many and parents often discouraged their children from going into it as a profession saying it’s a pauper’s profession and is not lucrative. But now, photography has been warmly embraced as we now have parents who are enrolling their children in photography academies, film school and many more and even go as far as providing them with all the necessary equipment’s.

We also have a lot of student entrepreneurs who are mainly focused on photography and these brands are striving very well and is serving as a source of livelihood and employment for many people. Photography has also been able to bring about unity and cooperation between many aspects of the entertainment world or industry such as fashion, make up artistry, events, modelling and many more. The beautiful aspect of photography is that there is a lot of diversity that at the end of the day blends together and gives an amazing and very beautiful outcome. It is also very inspiring and it provokes the creative mind of individuals. In photography, there are different streams. There are photographers who only do landscape shots, inanimate shots, wildlife shots, wedding shots, fashion and modelling shots and many more. Some of these photographers are also known as multi-talented individuals so some of them also function as film directors, editors, producers and many other things as long as a camera is involved. There are also some very passionate photographers whose passion has driven them to create photography /film schools and academies for young people to come and learn and possibly make a living out of photography.

Sugar is delicious. Anyone who denies that is lying. But because life is unfair, sugar, especially in excessive amounts, is really bad for your health. In fact, once you learn about all the ways it impacts your body, it’s difficult to look at it the same way (despite knowing how heavenly it tastes).

So how do you know if you’re eating too much? Here are eight red flags your body is sending you that it’s time to cut back on the sweet stuff.

1. You constantly crave sugary things.

The more sugar you eat, the more you’ll crave it. “More cravings then equal consuming more sugar—it becomes a vicious and addictive cycle, This isn’t just because your taste buds have adapted and left you needing more and more to get that same taste, but also because of how sugar gives you a high followed by a crash, just like an actual drug. “By eating a high sugar diet, you cause a hormonal response in your body that’s like a wave, it brings you up and then you crash down and it triggers your body to want more sugar.”

2. You feel sluggish throughout the day What goes up must come down. After sugar causes an initial spike of insulin and that “high” feeling, it causes an inevitable crash. “Energy is most stable when blood sugar is stable, so when you’re consuming too much sugar, the highs and lows of your blood sugar lead to highs and lows of energy,” Alpert says. Eating a lot of sugar also means it’s likely you’re not eating enough protein and fiber, both important nutrients for sustained energy

3. Your skin won’t stop breaking out “Some people are sensitive to getting a spike in insulin from sugar intake, which can set off a hormonal cascade that can lead to a breakout like acne or rosacea. A sugar binge can show up on your face in just a few days. If your skin’s unruly, it is highly recommended that you reassess-

ing your diet, otherwise “you may be treating skin for other issues without getting to the bottom of what’s really going on.”

4. You’re way moodier than usual The blood sugar crash that happens when you’re coming off a sugar high can cause mood swings and leave you feeling crabby. Not to mention, if your energy is also tanking, that just contributes to a bad attitude.

5. You’ve been putting on some weight Excess sugar is excess calories, and since it has no protein or fiber, it doesn’t fill you up (so you just keep eating it). It also triggers the release of insulin, a hormone that plays a big role in weight gain. When we eat sugar, the pancreas releases insulin, which carries sugar to our organs so it can be

used for energy. When you load up on sugar, your body’s told to produce more insulin—over time, that excessive output can lead to insulin resistance. Insulin resistance means our bodies can’t respond to normal amounts of insulin properly and therefore can’t use sugar the right way. The initial weight gain from simply eating too many calories from sugar is being compounded by the disruption to your normal insulin response (there’s a link between insulin resistance and obesity). What’s more, when the pancreas works in overdrive for too long you can develop diabetes.

6. You’ve been getting more cavities When bacteria chow down on food particles in between the teeth, acid is produced, which causes tooth decay.

tains a healthy balance of bacteria on its own, but eating sugar can impact the pH and throw off the natural ecosystem. This gives the bacteria a chance to thrive and multiply, leading to cavities.

7. Your brain tends to get foggy, especially after a meal This fog is a common symptom of low blood sugar. When you eat a lot of sugar, your blood sugar levels rapidly rise and fall instead of gradually doing so. Poor blood sugar control is a major risk for cognitive issues and impairment.

This sugar overkill causes your taste bud sugar tolerance to go up, so you need more and more sugar to satisfy that sweet craving.” When your taste buds need lots of sugar to feel like something is sweet enough, it can be tough to lower your base level.

However, it you cut back and suffer through it in the beginning, you’ll eventually lower your tolerance again and be content with minimal sugar. You might even start to feel like things are too sweet for you and be happier consuming sugar in moderation.

Tinea Pedis is also known as ‘athlete’s foot’ or ‘ring worm’ is common skin infection, especially during the raining season. Tinea Pedis occur mostly at the foot, older children and young adult are the ones that fall victims of this infection. Tinea Pedis is common here in Nigeria, and it has a local name people call it “jomijomi” in Yoruba language; it’s affect the males more than the female. This athlete’s foot is caused by fungus, it may infect any part of the foot but mostly often grow between the toes. This same fungus may also grow on the heels, palm and between your fingers. Tinea Pedis has afflicted humanity for centuries, so it is perhaps surprising that the condition was not described until Pellizzari did so in 1888. The first report of Tinea Pedis was in 1908 by Whitfield, who, with Sabouraud, believed that Tinea Pedis was a very rare infection caused by the same organisms that produce Tinea capitis.

The first reported case of Tinea Pedis in the United States was noted in Birmingham, Alabama, in the 1920s. World War I troops returning from battle may have transported rub rum to the United States. However, if conditions are right they can invade the skin, multiply, and cause infection.

There are so many things that can cause Tinea Pedis, keeping your feet wet for a long period. Wearing of closed shoes especially when they are plasticlined. Develop a minor injury on the nail and when you sweat a lot. All this can make you have Tinea Pedis.

Symptoms of athlete’s foot · Itchiness and redness between your toes. · Growing of scalp under your foot. · Burning or stinging pain. · Blisters that ooze or get crusty If the fungus spreads to your nails, they can become discolored, thick, and even crumble.

The complications of Tinea Pedis As the disease progresses, the skin may crack, leading to bacterial skin infection and inflammation of the lymphatic vessels. If allowed to grow for too long, athlete’s foot fungus may spread to infect the toenails, feeding on the keratin in them, a condition called onychomycosis. Because athlete’s foot may itch, it may also elicit the scratch reflex, causing the host to scratch the infected area before he or she realizes it. Scratching can further damage the skin and worsen the condition by allowing the fungus to more easily spread and thrive. Scratching infected areas may also spread the fungus to the fingers and under the fingernails. If not washed away soon enough, it can infect the fingers and fingernails, growing in the skin and in the nails (not just underneath). After scratching, it can be spread to wherever the person touches, including other parts of the body and to one’s environment. Scratching also causes infested skin scales to fall off into one’s environment,

leading to further possible spread. When athlete’s foot fungus or infested skin particles spread to one’s environment (such as to clothes, shoes, bathroom, etc.) whether through scratching, falling, or rubbing off, not only can they infect other people, they can also reinfect (or further infect) the host they came from. For example, infected feet infest one’s socks and shoes which further expose the feet to the fungus and its spores when worn again.

The ease with which the fungus spreads to other areas of the body (on one’s fingers) poses another complication. When the fungus is spread to other parts of the body, it can easily be spread back to the feet after the feet have been treated. And because the condition is called something else in each place it takes hold (e.g., Tinea corporis (ringworm) or Tinea cruris (jock itch)), persons infected may not be aware it is the same disease.

Ways to prevent Tinea Pedis • Wash your feet daily, and dry the skin between your toes thoroughly after washing. This is perhaps the most important point. It is tempting to put socks on when your feet are not quite dry. The soggy skin between the toes is then ideal for fungi to grow.

• Do not share towels in communal

changing rooms. Wash towels frequently.

• Change your socks daily. Fungi may multiply in flakes of skin in unwashed socks.

Cotton socks and leather footwear are probably better than nylon socks and plastic footwear, which increase sweating.

• Ideally, alternate between different shoes every 2-3 days to allow each pair to dry out fully after being worn.

• Ideally, wear flip-flops or plastic sandals in communal changing rooms and showers. This prevents the soles of your feet coming into contact with the ground, which may contain flakes of skin from other people.

• Ideally, when at home, leave your shoes and socks off as much as possible to let the air get to your feet. However, this may not be practical for some people.

• If athlete’s foot keeps coming back, you may be able to prevent this by using one of the antifungal sprays or creams regularly as a precaution. For example, Mycota can be used daily as a preventative measure. (e.g., Tinea corporis (ringworm) or Tinea cruris (jock itch)), persons infected may not be aware it is the same disease.

(e.g. terbinafine) and undecenoic acid. · All three broad categories of drug are efficacious. · Whilst ally amines are slightly more efficacious at resolving infections than azoles they are more expensive. · Whitfield’s ointment, comprising benzoic acid and salicylic acid in a white soft paraffin base, is a cheap alternative to the branded antifungal preparations. Treatment is longer (up to 1 month) · It is particularly helpful on dry Tinea Pedis. · If nails are involved or there is extensive plantar scaling oral therapy with terbinafine or itraconazole is preferred. Griseofulvin can be used but is less effective.

How to treat Tinea Pedis · A number of topical antifungals will be effective if used correctly for the right amount of time. These include azoles (e.g. ketoconazole, amorolfine and miconazole nitrate), allylamines
