Brief of Proceedings:
1. The meeting officially started at 2:20 p.m. with a prayer and opening note led by Engr. Glory Rose
C. Manatad. Called to order by Mr. Reymarr Hijara, the presider. 2. Introduction of attendees 3. The Summit Event Flow – Reymarr Hijara Mr. Hijara explained that the Solid Waste Management has been struggling in the past due to the non-segregation of waste. The eye opener of which, was

super typhoon Odette that caused the creeks and drainages to clog. The whole city was flooded with waste from different areas. He explained the pre-Summit consultative and engagement process from different groups. Mr. Hijara then discussed the flow of the Summit. ● Data Gathering (Pre-Summit Stakeholders Consultative & Engagement Process) ● Draft: SWMS 22 Cebu City War on Waste Declaration (Data Analysis & Synthesis and Framework Development) ● Post SWMS 22 Action Plan (Continuing Stakeholders Engagement- Platforms, Policies, Plans, Programs/Projects and Practices).
4. Speaker: Engr. Glory Rose Manatad – Environmental Head Specialist of CCENRO for the brief information about the problem in the Solid Waste Management in the City.
Common Solid Waste Management Conditions
● No Waste Segregation ● Inayawan Landfill closed in 2019 ● Average Solid Waste Generation in Cebu City in 2019 ● The City does not have the capability to treat solid waste. An expected daily average of garbage produce is around .9 tons per day.
KEY AREAS:
. Enforcement - help in implementing and educating the individuals on the importance of city ordinances on waste management. a. Information and Education – in the basic and proper segregation of waste b. Waste Diversion - sustainability in implementation of the ordinances c. Garbage Collection - consistency in garbage collection and segregation in households. ● Segregation ● Processing Facilities . Garbage Disposal- non-compliant to Article 9003 of MA ● Different Waste Disposal (c/o picture) ● Plan for Disposal

There were questions presented to the participants.
1. Key Questions:
● What do you think is a major specific issue concerning Cebu City’s solid waste management ● What improvements need to be made to overcome these challenges? ● If you were given the opportunity, how would you solve them? ● What are the best practices of solid waste management you think is applicable for Cebu City?
Consultation with the Barangay and other Agencies:
The barangay representatives were divided into 2 groups (Upland and Urban) based on the problems that arose in their barangay by presenting it in the Solid Waste Management Forum:
Upland
● Lack of Garbage trucks ● Collection of Special Waste and Segregation ● Lacking of Garbage Bins for Proper Segregation ● Replacement of Garbage tires
Urban
● Establish Material Recovery Facility (open space) ● Allocation of Fuel ● Food Waste from Restaurants or establishments ● Garbage Trucks
● Segregation of food waste and special waste ● Landfill is far from the City. ● Maintenance of the Garbage trucks (tires, battery, oil etc.) ● NO BEO ● No increase in city share to loader and drivers. ● River cover fence to avoid throwing of garbage in the rivers or creeks. ● Safe and Proper Landfill.
5. Chad B. Fernandez of EMB-7 willing to support or assist and offered information training to the concerned barangay for the re-education that will help the barangay to alleviate violators.
Best Practices of Solid Waste Management;
. Barangay Sambag 2: Practicing recycling and composting (from utanonon esagol sa yuta). a. Barangay Calamba: In order to avoid throwing of garbage in the hotspot of the cemetery we planted trees within the vicinity with the support of Ms.Grace M. Luardo Head of CESET. b. Barangay T.Padilla suggested that creeks should have covers/fence to avoid garbage throwing at the creeks.
