Bonnie Kantor-Burman, Sc.D., is the Director of the Ohio Department of Aging and has been a major architect of quality-based incentive-aspayment plans in her state’s Medicaid system. Sheila Lambowitz, recently retired CMS Director of Institutional Post Acute Care, is a national expert in the design of federal and state long-term care payment and quality monitoring systems. They will provide the audience with an objective understanding of the opportunities and problems associated with quality-based incentives.
