Chairman’s Message 2020 is the fifth anniversary of the GOV Design Awards. We started this program to recognise leadership, excellence and courageous, design-lead projects in the public and community sectors. Each of the 2020 awarded projects took a different path in searching for the unmet needs of the stakeholders and users, but they are all undeniably made for people. 2020 has been a year that has rocked the foundations of normal. The beginning of the year showed us what the early signs of climate change look like, and then by March we had all learnt a new term: ‘lockdown’ and our vocabulary expanded to sound like we’d been to an epidemiology conference - COVID, flattening the curve, second wave, transmission, mortality rates, incubation. Importantly we understood that normal had been put on hold. We have all had to strap in for the abnormal ride that has seen the least expected candidates pivot, adjust, flex, and reconfigure how they tackle the everyday. Unfortunately to date, over half a million have lost their life and over the coming years that number will multiply many times.

Our challenge is in how we accelerate to accomodate these new pressing needs, and later how we re-image the future. So many aspects of life weren’t perfect before COVID - I encourage you to work tirelessly to make sure the shape of the government and community sectors post COVID are more aligned to the needs of the community, free from bias, and provide for equitable existence of all people, regardless of race, creed or economic stature. Making systemic change in the government and community sectors is possible, but it takes time. The first horizon is what can be done inside existing rules & budgets. The next horizon is what can be done with a small change via a ministerial brief - ministers have a large capacity to reframe the department’s operations and policy. The third horizon is what needs to change in legislation to unlock gains in budget leverage, stakeholder outcomes and optics - when all three are available it is like Moses’ parting of the Red Sea, opening up a path to a better future.

At DRIVENxDESIGN we too are evolving. This is our 11th year of award programs, and with a new decade comes a new focus. Over the last ten years we have pushed as hard as possible to build the world’s largest network of award programs - along the journey there has been a range of supporting tools and programs that have evolved. They were creating some clutter, so we’ve been busy doing a re-org - anything to do with the Award Programs stays under the DRIVENxDESIGN banner, everything else moves under the ‘Design Exec Club’ or ‘Better Future’ banners. The Design Exec Club is based on a dinner club I started in 2014 when touring through global design capitals. What began as an informal dinner conversation showed there was a glass ceiling for design conversations - it wasn’t punching through to the boardroom. Over the last 6 years, many of those dinner guests have been promoted to C-Suite positions and it proved high time to welcome in other C-Suite types to explore how design accelerates their organisational goals.

The Better Future banner is our future impact project - how do we ensure we are creating the best future for our grandchildren’s grandchildren? Yes, that’s right, five generations. Thought leadership that is going to create an equitable, environmentally and economically thriving model, needs to be long-term focused with short-term gains. That’s a Better Future. Over the coming year we will be rolling out more improvements to the DRIVENxDESIGN Portal to make it even easier for Award Managers to nominate and celebrate awarded projects and enhance the awards showcase. Again, congratulations, and keep maintaining your courageous stance.

Town Halls Across four markets in AUS, ASIA, EUK and USA, the Town Halls are a monthly catch-up with leaders to discuss how they are reacting, rebounding and reimagining the dynamic problem-filled world. We kicked-off in March 2020 with a focus on #BeyondCOVID and have since expanded to include #BLM. The Town Halls are a sharp expert forum prepared to say “I don’t know” and then work the problem until knowledge and solutions are shared. Better Future Podcast We are in the midst of a surge in boardrooms leveraging design as a strategic tool. In past decades, we have seen design as an operational and artefact-creating tool, today however it is leading strategic growth and accelerating positive transformation. Since February 2015, the fastest growing companies - that is those most valued by market cap, have all been driven by design. Despite the importance of this strategic advantage, it has been flying under the radar with the conversation remaining

almost silent. That is why I created the Design in the Boardroom - Better Future podcast series. I have reached out to my network of design leaders, asking them to share their thoughts without giving away the strategic plans of their organisations. The launch series features 40 design leaders talking about how design is being managed up, down and across their organisations.

LAVA with partner ASPECT Studio won the international competition to design the 16 hectare Central Park in Ho Chi Minh City, Vietnam, with construction due to start in 2020. Gently elevated curving pedestrian walkways are patterned on the original 19th century railway tracks built by the French. Sunken gardens provide performance and play spaces and connect to an underground shopping area linking to the new Ben Thanh Metro Station. Artificial trees complement the existing greenery and provide shelter and harvest water and energy.

Three core sections gather under the serpentine roof, whose rise and fall reflects the different volumes of interior space: offices, courtyard, community room, and main hall, working simultaneously at different scales for distinct groups. Woodcroft Neighbourhood Centre is a civic building to galvanise the culturally diverse Western Sydney community. This multi-purpose community centre reflects the client, Blacktown City Council, and their ambition for an inclusive and iconic centre where life-along learning, health and well-being, recreation and culture can be shared. 17

Reviving the West District at the Historical North Gate. Mitsui Plaza has been the nexus of economy and traffic since the Japanese period. The convenience of traffic becomes the fabric of the city. As people become more aware of a walkable city, the historical coexistence of people and nature thus serves as the blueprint for future development. The West District is the origin of the Taipei City. With the demolition of the access ramp of Zhongxiao Bridge, the historical Norte Gate and Railway Museum are desegregated. The potential development of Special District E1 and E2 means the significance of linearity along Beiping West Road. The verandas of the old town Taipei will echo the tree-lined boulevard of the Mitsui Plaza. The pedestrians will find themselves walking on a historical trail. The new gateway threads together the Railway Station, Taipei Travel Plaza, and Mitsui Plaza, creating an outdoor living room for Taipei. 19

Designed by SHoP Architects with Ken Smith Workshop, the new eco-park at Pier 35 will anchor the northern boundary of the East River esplanade project, providing much-needed outdoor space for the local community along the waterfront and acting as an innovative habitat restoration park. The pier features an accordion-like design, creating the sense of a “folded” terrain. A series of landscaped lawns and dunes create a walkway, while an inclined, plant-covered folded screen wall acts as a “green” billboard to the city. Rising to a height of 35 feet and stretching over 300 feet in length, the screen wall also effectively camouflages the adjacent Sanitation Department shed at Pier 36. A raised porch with custom swings provides a place to relax and take in the views of the Brooklyn and Manhattan Bridges, and Brooklyn Bridge Park.

James Simon Galerie Project Commissioner Staatliche Museen zu Berlin Creator David Chipperfield Architects

The James Simon Galerie is a new visitor centre between the reconstructed Neues Museum and the Kupfergraben arm of the Spree river on Museum Island, in Berlin. The architectural language of the James Simon Galerie adopts existing elements of the Museum Island, primarily from the external architecture, such as built topography, colonnades and outdoor staircases, making reference to Schinkel, Stßler and the other architects involved in the creation of Museum Island. The materiality of the building in reconstituted stone with natural stone aggregate blends in with the rich material palette of the Museum Island with its limestone, sandstone and rendered façades, while smooth in-situ concrete dominates the interior spaces.

Ernst Busch University of Performing Arts Project Commissioner Senate Department for Urban Development and Housing Creator O&O Baukunst

In close collaboration with the Ernst Busch University of Performing Arts, a place has been created that clearly shows how theatre functions. Standing parallel to Zinnowitzer Strasse, the main wing of the the University is formed out of the old theatre workshop - a large 1950’s building with a perforated facade - which has remained mostly untouched during refurbishment, save for some minor reorganisation in order to make sense in the updated design. Besides the original structure, two brand new elements are included in design, breathing new life into the site, and the university itself.

Located at the founding place of the Weimar State Bauhaus, the new Bauhaus-Museum Weimar will evoke the early Weimar phase of the most important school of art and design of the 20th century. The Bauhaus Museum Weimar is creating a modern meeting-space in an open environment conducive to discussions. Bauhaus-Archiv / Museum für Gestaltung, Berlin Project Commissioner Senate Administration for Urban Development and the Environment Creator Staab Architekten

To coincide with the Bauhaus anniversary, the Bauhaus-Archiv / Museum für Gestaltung in Berlin is to be given the spatial facilities it needs to meet the requirements of running a museum and archive in the 21st century. The Bauhaus-Archiv/Museum für Gestaltung holds the world’s most extensive collection of materials on the history of the Bauhaus. The building, opened in 1979, has now become too small and is no longer able to do justice to the increased demands on a museum that also serves as an archive. The existing building, designed by Bauhaus founder Walter Gropius, is to be renovated in accordance with historic monument requirements and will be extended with the addition of a new building.

University of Chicago Center in Paris will create a new hub for scholarship and cultural exchange in Paris’ rapidly-developing 13th arrondissement. Comprising an academic center for the University of Chicago and a mixed-use residential building, the project will bring vitality to its neighborhood with biodiverse green spaces and an architecture that weaves the block—both physically and intellectually—into the fabric of the city.

The venue was originally the teaching building of the Art School of Suzhou Industrial and Technical College, and the homogeneous space created by the frame structure of equal span. Reconstruction does not mean that we must break the original space order and invest more cost to create a complicated space. Design tends to create a space that seems simple, but the reality is far more than that – that is the interesting drama that comes with simplification.

The construction of the North Rhine-Westphalia Textile Academy creates a new seat of learning for the textile and clothing industry in the Germanspeaking world. The structure’s architecture projects the Academy’s teaching programme beyond its walls, providing a public showcase for the many and varied uses of textiles. The three-storey building is cloaked in a textile façade, a shimmering silver fabric that envelops the angular concrete cube like a wave. Slightly transparent and suggestive of movement, this skin comes in stark contrast to the strong geometry of the cube behind it. Inside, the building houses modular teaching rooms, a central atrium, an auditorium and the Academy’s administrative offices.

Illustrator and artist Christoph Niemann has completed two colourful 40-metre tile murals in Berlin’s Wannsee station, utilising 18700 10 x 10cm tiles to depict Wannsee’s past and present. The medium for this project was inspired by Niemann’s children and their love for New York’s subway system, so much so the artist was inspired to create a subway map in their bathroom with 10 x 10cm tiles - bringing a certain sense of abstraction to the map in the process.

‘An Enquiring Mind: Manolo Blahnik at the Wallace Collection’ is a temporary exhibition displaying the most famous shoes from the legendary footwear designer’s archive amongst the world-renowned paintings and objects of the collection’s 18th century rooms.

Rail Projects Victoria (RPV) are delivering Victorians a landmark new rail system by diverting three of our busiest lines through a new 9km twin tunnel under the Melbourne CBD. The multi billion dollar project, currently under construction, will free up the existing City Loop, connecting more Victorians to and from Melbourne’s suburbs through the CBD by providing more trains, more often.

Smart Challenge Project Commissioner The Government of the Hong Kong Special Administrative Region Creator HKTC - Exhibition Services

Smart Challenge is an exhibition held in Hong Kong International ICT Expo. As the client’s request, they had five zones in one booth and each of them represented different department. During the fair, they showed innovative technology and system applied in public facilities and system. Moreover, they provided interactive section for the visitor to try out their new technology. The design element mainly used in a linear pattern and bright color to symbolize the innovation and new era. Also, bright color provided an open-minded image for the government.

Hong Kong plays a key role in Belt & Road Initiative as a super-connector. Modern infrastructure shaping the future, which is like planting. Have a good seed, sowing and watering. Hong Kong Infrastructure and real estate – related services (HKIRES) participated in lots of fundamental projects, that is professional and full of experience as an advantage. Same as planting, nutrition and water is required. Under B&R development, Hong Kong can get infinite opportunities especially economic benefit, which helps future development; as such, planting concept was the central design focus.

Blue Heart Sunshine Coast Project Commissioner/Creator Sunshine Coast Council Blue Heart Sunshine Coast is a flag-ship project. This is the first time a local council, a state government and a utility have come together to protect and enhance a dedicated area for conservation, flood preservation and recreation purposes. The Blue Heart is an area of more than 5000 hectares within the Maroochy River floodplain that contains important environmental features and acts as a critical flood storage area to protect the catchment from flood impacts.

The annual Horizon Festival, delivered by Sunshine Coast Council, was launched in 2016 and has become the Sunshine Coast’s premier multi-art arts festival. Over 10 days and nights, Horizon Festival stages inspiring artworks and events in the unique places and spaces of the Sunshine Coast, from the beach to the hinterland and everywhere in between. The festival’s brand and visual identity was developed in-house and has evolved since its creation in 2016. The objective for the 2019 festival was to build on the significant brand equity developed over the Festival’s first three years and further develop and deliver a significant destinational campaign increasing brand awareness both locally and within Australia whilst extending the marketing reach and appeal of the festival.

NSW Health Western Sydney Local Health District (WSLHD) is located in NSW, Australia and is a leader in clinical services, research and education providing a diverse range of public healthcare to more than 946,000 residents in Sydney’s west as well as services to those outside our catchment from specialty statewide centres of expertise. Handle Branding was engaged by the Western Sydney Local Health District (WSLHD) to create their Year in Review. The Year in Review highlights the past year and the plans for the future of healthcare in Western Sydney. With a theme of Positive Change for 2019 we built a theme around ‘Shaping futures, Changing Lives’. This document is produced as apart of their annual reporting and further doubles as community report which is realeased publicly.

Asia Future is a compendium to Singapore’s illustrious design scene. Commissioned by the DesignSingapore Council, it serves as a concise overview of the cultural, market and strategic factors that shape Singapore Design. Conceived for an international audience, the compendium is a window into the perspective and practice of design in Singapore. The publication cover highlights the weave, a craft technique that threads through many cultures in the world and is relevant to product design, as a metaphor for how Singapore is tightly interwoven with the global fabric, and shapes who we are alongside our unique brand of creativity. This unique format has legs to expand to future editions that will be useful for our Design Ambassador to followup and keep in touch with dignitaries.

Adventure Sunshine Coast: An interactive online guide showcasing over 150 free trails in the region. The project is aimed at enabling people of all ages and abilities to get out and active to the beautiful natural environment of the Sunshine Coast region. The guide caters for multiple activities and includes maps and imagery of actual locations. It encourages participant feedback to continually build the information within the guide ensuring it is relevant and up-to-date. The project required a branded experience that would be highly visible and engage the audience through a cohesive marketing campaign.

In response to the outbreak of the Coronavirus, the Australia China Business Council launched a national campaign in The Australian newspaper. Australia and China have both experienced a tragic start to the new year. We have been overwhelmed by the amount of Australian and Chinese companies offering donations and support to both countries. “It’s a great testimony to the strong bonds between our two countries.” said ACBC National CEO, Helen Sawczak. The campaign was projected at Australian landmarks such as Federation Square and Melbourne Airport and posted on Australian and Chinese social media platforms.

WorkSafe Health and Safety Month (HSM) is the flagship event in WorkSafe’s OHS calendar. The objective is to create active engagement with the Victorian community informing and educating employers, workers and the community to assist in meeting their obligations. In conjunction with WorkSafe, Immediacy devised a creative strategy for the 2019 event to provide an immersive and comprehensive experience across multiple events designed to educate and influence behaviour. The visual tactical implementation included a new design that conveyed the key messages and incorporated the existing WorkSafe Victoria branding to work effectively across all facets of the event.

YourCase: A better justice experience for family violence victim-survivors Project Commissioner/Creator Portable

Victim-survivors of family violence are some of the most vulnerable users of our court systems. We wanted to improve their experience of the court system. We co-designed, developed and launched YourCase in February 2020. YourCase is a digital tool that helps to create a better experience for victim-survivors who are attending court whilst they are going through the process of applying for a family violence intervention order. YourCase provides clear and accessible information about every stage of the court journey. It’s simple, secure and free to use. As a team, we keenly observed recommendations coming out of the Victorian Royal Commission into Family Violence, particularly those relating to technology and the court experience for victim-survivors. We then worked closely with family violence victimsurvivors to understand their needs and co-design a tool that would provide the necessary support before, during, and after their day at court.

COVIDSafe app Project Commissioner Australian Department of Health Creator Digital Transformation Agency

The COVIDSafe app helps find close contacts of COVID-19 cases. The app helps state and territory health officials to quickly contact people who may have been exposed to COVID-19. The COVIDSafe app is part of our work to slow the spread of COVID-19. Having confidence we can find and contain outbreaks quickly will mean governments can ease restrictions while still keeping Australians safe. The new COVIDSafe app is completely voluntary. Downloading the app is something you can do to protect you, your family and friends and save the lives of other Australians. The more Australians connect to the COVIDSafe app, the quicker we can find the virus.

JFK Moonshot is a first-of-its-kind augmented reality documentary app experience central to the year-long celebration marking the 50th anniversary of the Apollo 11 moon landing. As creator of the concept and idea, Digitas tapped its diverse team of experts across capabilities of creative, data, media, strategy and tech to reconnect today’s generation with a pivotal and historic moment through the medium of AR, a medium that was just as unthinkable when JFK announced his Moonshot vision.

Over two million journeys are taken on Victoria’s trains, trams, and buses each day. Whether facilitating journeys to work, school, moving people through their local area or connecting them with the rest of the state - Public Transport is central to social wellbeing by providing access to opportunities and supporting liveable communities. Chronos, Victorian Department of Transport’s (DoT) Timetable API developed by Tigerspike, powers real-time service information for all modes of public transport - putting accurate travel information in the hands and minds of passengers and staff. By processing a complex network of internal systems and upstream vendor data such as timetables, real time departure, disruption and arrival information, Chronos is fundamental to providing the public with a frictionless experience when navigating Victoria’s public transport network.

The Opal Travel Application (OTA) has over three million downloads and is used by over 175k NSW citizens on a daily basis to plan over seven million trips a month. With over 6 million user sessions a month OTA represents a crucial tool for citizens of NSW to access real-time public transport data and confidently perform trip planning along with multiple other transport management services. Ensuring this crucial government service is highly usable and accessible by all citizens is essential. The OTA Redesign focused on taking the user experience of the application for users both with and without disabilities to new levels and push accessibility boundaries.

The Department of Foreign Affairs (DFAT) Smartraveller website is for Australians planning to travel, or already travelling or living, overseas. The purpose is to help Australians travel overseas safely, reduce their risks and avoid problems.

In collaboration between EY and DFAT, the new Smartraveller website delivers a simplified user experience that allows users coming to the website to access information easily and quickly.

The website also offers a free subscription service where users can opt-in to email to receive travel advice. Users can also subscribe for critical updates to travel advisories by providing the phone number of the mobile you are travelling with. These will be sent when DFAT considers there is a major incident or crisis that might impact many Australians.

National Relay Service Project Commissioner National Relay Service Creator Tigerspike

The National Relay Service (NRS) is an Australian Government initiative to empower people that are deaf, hard of hearing and/or have a speech impairment to make and receive phone calls with the assistance of a trained relayer. For many, this service has a direct impact on everyday life and enables independence of call making in a range of contexts - including work, personal admin, social and emergency-based scenarios. The redevelopment of the iOS and Android apps was an opportunity to upgrade the NRS mobile calling experience. Providing cost-effective delivery of service, the project focused on a native implementation of the most frequently used relay experience, which is chat-based. Users text their side of the conversation to a relay officer who speaks on their behalf, and types the responses of the other person back to the caller. The apps additionally act as a hub to educate and connect people with other call types and services.
