GOV Design Awards 2018

Government, Community and Public Sector

Leaders across design, innovation, tech, finance, engineering, government and community sectors all share a common goal; a Better Future. The issue is that we each have a different idea of what a Better Future looks like and inevitably these ideas will collide. Here we see an opportunity - an opportunity to instead share, discuss and collaborate on weaving our better futures together.

Welcome to our expedition to a Better Future.

Chairman’s Message

Attitude Amazing projects have empowered and courageous clients, working with masterful designers using the best materials, methods and suppliers. Insight Back in 2007, I observed a skew in the design market that saw more than 90% of the conversations around design coming from practices, with very little being heard from the demand side - the commissioners. What were the needs of commissioners and how did they think about design?

4

Vision DRIVENxDESIGN was founded to engage with both sides - supply and demand - to celebrate the driving dynamic between the courage to commission a project and the courage to propose a solution. Methods Awards were our first channel to assist that goal, later adding design summits, project films and design executive dinners. After 10 short years, we have created a global movement for a new era of design, an era bedded in the boardroom, driving economic and cultural returns.

Executive Design The rise of executive design took hold in 2014. To use a tech-industry term, we saw a pivot, seeing scores of companies placing design as a key strategic driver, resulting in eight out of the ten most valuable companies by market cap being driven by design. The Experience Economy These industry leaders know that their market value is based in the experience of their customers. Technology is the enabler, experience is the value driver.

Respect Thanks to the 6,000+ brands and 2,500+ studio collaborators, and the millions of design-inspired that we’ve reached. Future Welcome to those just joining us on growing the impact of human centred design. The next 10 years will be exciting, exhilarating and rewarding. Most importantly they’ll be driven by design.

DRIVENxDESIGN Executives Club

Welcome to our loyalty program – recognising significant community contributions. The Design Executives Club is a global network of likeminded design leaders, all working to grow the sophistication and excellence of design in their organisations. The club’s goal is to help address design executives’ needs through providing utility beyond the awards/recognition programs. Throughout the year, club members are invited to exclusive dinners, events and forums to collaborate and share insights, providing peer on peer networking on a global scale. DRIVENxDESIGN.com/DEC

DRIVENxDESIGN Executive Briefings We have been providing strategy/ insight briefings to major brands and studios across the globe for 10 years. The awards engine sees over 7,000 design projects per year, providing unique insights into the macro trends and innovations in the design industry. Since launching the NOW Awards, we have rolled our insights into a quarterly global briefing program across eight markets. DRIVENxDESIGN Executive Tours Since beginning our regular global tours we have noticed a trend – people want to join in. This began with the Design Summits, initially attracting people from across the globe, some travelling to one city, others turning up repeatedly. Being the hospitable people we are, we wanted to turn this coincidence into a definite thing. This year we have five tours before year end, so join us and your fellow design executive peers. The Jury

The NOW Awards

The design award juries are formed from a global panel of over 200 design leaders sourced from Melbourne, Sydney, Hong Kong, Berlin, London, Reykjavik, New York, Chicago and San Francisco.

NOW is a global, monthly, curated design awards program that seeks out and recognises extraordinary design projects.

2018 sees a new phase where all programs are being judged by out of town jury members, minimising potential conflicts and expanding our global view for the projects.

The awards provide timely recognition and industry insights across the global market. Nominations are sourced through recommendations from our 200+ global panel and nominated projects. The nominations deadline is the 10th of each month.

This also gives us the opportunity to promote 40 local design leaders into global markets – another way to extend Melbourne design to the global stage.

Winners are announced on the first Thursday of every month, alongside a podcast discussing the GOLD winners.

Hindmarsh Shire Council Offices Project Commissioner Hindmarsh Shire Council Creator k20 Architecture SILVER AWARD

Team Theodore Kerlidis

Hindmarsh Shire Council Offices is a technologically advanced, sustainably focused new Civic and Administration Centre located in the rural setting of Nhill, Victoria. The precinct re-uses the existing 1960’s building and encapsulates it within its new contemporary built form. Although double the size of the building it replaces, the facility uses 60 per cent less electricity. The building was inspired by the town’s identity as a hub of wheat production with steel storage silos and agricultural sheds dotting the landscape. The new centre’s form and restrained material palette of timber, steel and glass gives subtle references to the local agricultural context; utilising the craftsmanship of the folded metal inherent in the silos in the form of locally sourced steel and zinc finishes along the building’s exterior.

McKenzie Street Aged Services Centre Project Commissioner Melton Shire Council Creator k20 Architecture Team Anthony U

As the City of Melton is rapidly expanding, so too is its aging population. Without adequate facilities for the elderly, they can become disconnected from their communities. k20 Architecture was initially employed to design a new building, but with the support of Council, k20 were able to retain the existing structure, reworking it to become a part of the bigger scheme. With 150 staff using the centre, the amenities had to be generous with breakout spaces serving as both crucial meeting points, and expandable spaces for large numbers of people at one time. k20 Architecture worked with the Council to develop a design that allowed the existing building to be retained with focuses on improving access to mechanical and electrical services and minimizing maintenance on the entire building.

The brief given to Heatherwick Studio was to reimagine the Grain Silo Complex at the V&A Waterfront with an architectural intervention inspired by its own historic character. The project called for a solution that would be unique to Africa and create the highest possible quality of exhibition space for the work displayed inside. The V&A Waterfront’s challenge to repurpose what was once the tallest building on the Cape Town skyline caught the imagination of internationally acclaimed designer Thomas Heatherwick and his innovative team of architects. This was a chance to do more than just appropriate a former industrial building to display art, but to imagine a new kind of museum in an African context.

Williamstown Town Hall Project Commissioner Hobson’s Bay City Council Creator k20 Architecture SiILVER AWARD

Team Theodore Kerlidis Daniel Bright

The project is a restoration and conservation of the Williamstown Town Hall building that was originally constructed in 1918. Over the years, the building has been re-purposed and refurbished and the “veneer” of the building had become concealed over time. It was not originally intended that this Town Hall would be remodelled in the way it has been. The brief began with the smaller task of a roof replacement in one section, but the building had reached its technical life end. As time went by, the building was falling apart and over eight years k20 Architecture was required to become more involved. The purpose was to restore and conserve the building, so that its life would be extended for another 100 years. There were three major stages where the administration building was improved initially, then work on the grand hall commenced, with the supper room being the last to become updated.

Team Anthony U Pasquale Di IorioIndia Mitchell Anthony Gigli - Grove Group Jayden Hardy - Grove Group Stephen Grove - Grove Group

The Department of Education and Training (DET) have initiated a series of projects for modular school buildings to provide modern, comfortable learning spaces in Victorian Schools. k20 Architecture was fortunate to team up with Grove Group to design and deliver Southmoor Primary School with an innovative, modern prefabricated school building. Southmoor Primary School required two prefabricated buildings to replace the outdated existing ones. The main building is the more traditional classroom suite with four classrooms and an office area for teachers. This building is very modular in its plan as the classrooms are mirrored across a central, large, light-filled corridor. The second structure is the art room which was required to be an extremely flexible space so that its function could adapt. This project was on a very short timeline so part of the brief was to get it done quickly to minimise disruption to the school’s running.

South Melbourne Primary School Project Commissioner Victorian School Building Authority Creator Hayball Team Hayball Department of Education & Training, Victoria

South Melbourne Primary School is Victoria’s first high-rise state school and now caters for 160 students, although the sixlevel building will eventually accommodate 525 primary school students and 44 early learning students, supplemented by various integrated community services and facilities. SMPS is an exemplar of a contemporary 21st-century learning environment developed within the context of inner urban regeneration and focusing on the needs of today’s students and also the wider community. It is a beautiful learning environment that adequately inspires and supports the enthusiastic crew of young minds who represent the next generation of Victoria’s urban youth.

Project Re:form Project Commissioner Michigan Department of Health and Human Services (MDHHS) Creator Civilla GOLD AWARD

Team Lena Selzer - Design Director Michael Brennan - CEO Gaby Dorantes - Business Director Sam Brennan - Design Research Lead Adam Selzer - COO The Civilla Family

Millions of Americans struggle to access critical government services each year, leading to billions of dollars of allocated benefits left unclaimed. For residents, navigating complex bureaucracies feels overwhelming and dehumanizing. For government agencies, these services are highly inefficient to operate and often fail to deliver desired outcomes. Detroit-based design studio Civilla is on a mission to improve America’s government service delivery, starting with the public benefit system their home state of Michigan. Re:form is a new, human-centered process of delivering vital government services to millions of residents. In partnership with the MDHHS, Civilla worked with users to redesign the state’s public benefit application process from the ground up. The result is a drastically more efficient, humane experience for residents and millions of dollars in savings for the State of Michigan.
