Council talks trees and shrubs By Denise Lana At its bi-monthly meeting Monday, March 21, Decorah City Council held the first reading of an ordinance amendment to Chapter 12.40, Trees and Shrubbery, which passed unanimously. Expansive revisions to the amendment were discussed and recommended by the city’s Tree Board before being presented to council for its first reading. Additionally, as part of the amendment, specifically 12.40.230, an Urban Forest Utility (UFU) will be established for the city and provide for the collection and use of; public tree management fees, tree permit fees and other fees used to maintain trees on city-owned property, and the disposal/ re-use of tree-related materials. The council will set fees for the management of trees under this UFU, which includes initial fees and changes to the fees as deemed necessary by the
council. The proposed changes, deletions and revisions to the City of Decorah Tree and Shrubbery ordinance include: • City Forester has sole discretion to approve or deny planting permits, shall be consulted to determine stump removal specifications. Topping trees is prohibited; • Trees within the public right of way (ROW) or any other public property shall be protected during construction operations, with protective barriers erected around all trees, shrubs, and other plantings, as determined by the City Forester; • Removal of unhealthy trees on private property can be required by City Forester, who will notify property owner by certified mail; removal must be accomplished within 14 days of notification;
Decorah High School was the focus of a “swatting call” Tuesday, March 21. A swatting call is a call made to law enforcement or to schools, businesses, public libraries or other entities where the public gathers in an attempt to trigger the dispatch of emergency services to a particular address. According to an official release from the Decorah Police Department, at 10:20 a.m., the Winneshiek Dispatch Center received an e-mail from Homeland Security in reference to a number of “swatting calls” being reported throughout Iowa. The e-mail detailed everything in reference to the reporting call. Shortly after the e-mail was received, the local dispatch center received one
of those calls. All of the items in the Homeland Security warning e-mail were part of the call and the call was reporting an incident at Decorah High School. Decorah Police responded to the school, and officers worked with school officials in making sure the location was secure. Decorah Community School District (DCSD) Superintendent Tim Cronin and the remaining Decorah Schools were also notified. The information also was passed on to the Winneshiek County Sheriff’s Office to ensure all schools in Winneshiek County were made aware of the incident. According to the news release, “We have since learned that multiple
schools in northeast Iowa were also part of these swatting calls today ... At this time, all students and staff are safe and learning continues as normal at the school buildings. The safety of students and school staff is a top priority.” The release continued, “We are working closely with our schools, Homeland Security and the FBI on this matter.” According to central Iowa news media outlets, schools in Cedar Rapids, North Liberty, Iowa City, Clinton, Davenport, Muscatine, Cerro Gordo County, Story County and Polk County also received the “swatting calls” on Tuesday, and that as many as 30 such calls were reported statewide. No other details were disclosed.

Twenty-four Decorah FFA members participated in the District FFA Convention on Saturday, March 11, at Beckman Catholic High School. The chapter competed in eight leadership development events and three quiz contests. Two members also served as
chapter delegates and two members were balloted for Northeast District FFA office. The four advancing to state competition in Ames include the Treasurer’s Book: Anders Lovstuen, first place, gold rating; Ag Sales: Annika Brynsaas, second place, gold rating; Job Interview: Jeramiah Rediske, second place, gold rating; and Secretary’s

Now in its 21st year, Decorah’s Women’s Weekend Out event showcases the best in small business collaboration and spring retail. The large downtown event takes place Friday, March 31, Saturday, April 1 and Sunday, April 2, and includes more than 40 participating shopping locations and a dozen special events. Gail Bolson Magnuson helped found the event in 2002. She said, “We created this event to highlight our fabulous retail and restaurant businesses. It’s a perfect way to escape March’s cabin fever and enjoy the best that in-store shopping has to offer.” Event organizers said in addition to a diverse and walkable retail experience, traditional and nontraditional events
