Wild parsnip a burden

At the July 31 Winneshiek County Board of Supervisors Meeting, resident Kandi Sheffield presented information to the Board of Supervisors regarding county-owned public access property, part of the Emergency Watershed Protection (EWP) program, that was not being maintained.

Sheffield relayed that approximately 80 percent of the almost 34-acre parcel directly across from her home on Clay Hill Road in Decorah was covered in wild parsnip, a toxic plant that can cause injury with direct contact. Sheffield requested the supervisors consider a maintenance plan to eradicate or minimize the wild parsnip to ensure the safety of the local and visiting people attempting to utilize the canoe access or simply access the public land on that property.

“The native plantings are getting choked out by the wild parsnip. I see people going through the property, I can only imagine the pain from wild parsnip exposure they may not realize until too late,” Sheffield reported. “My daughter went in to help a neighbor and was hurt badly by the oils, with scarring from blisters.”

Wild Parsnip can be a hazard for outdoor tourism if the delicate yellow flowers make direct contact with skin. While pretty from a distance, the flower exudes a substance which causes a reaction with sunlight to often cause painful blisters, which can lead to scarring and discolored skin for what can be more than six months. Education Savings Account (ESA)

The Iowa Department of Education recently announced 18,627 Students First Education Savings Accounts (ESAs) have been approved as of Aug 4. Winneshiek County totals indicate 168 approved applications to date.

According to the website of Iowa Governor Kim Reynolds, this year, ESAs will be funded with up to $7,635—the same amount appropriated by the state to support the education of each public-school student during the 2023-2024 academic year. The funds must first be used to pay

tuition and fees; with remaining balances are to be used to cover other “approved” educational expenses or held for subsequent school years.

The new law called for a continued investment of $1,200 per student to the public school districts where students reside; however, Decorah Community School District Superintendent Tim Cronin said that allotment to the district begins next year, based on student counts taken in October 2023.

Non-public schools

The current 2023-24 Department of Education current

listing of Winneshiek County non-public schools includes the following: St. Benedict Catholic School in Decorah; St. Teresa of Calcutta in Ossian and St. Teresa of Calcutta in Spillville. The Allamakee County non-public school is St. Patrick School in Waukon; and the Howard County non-public schools are Notre Dame Elementary School in Cresco and Trinity Catholic School in Protivin.

The St. Benedict Elementary School website lists tuition at $2,950 for the 2023-24 academic year; and the tuition at the St. Teresa of Calcutta Schools of Ossian and Spillville is listed on the

school’s website as $3,800 per child for the 2023-24 school year.

Eligibility for families of children currently enrolled in accredited private schools will be income-based over the first two years. During the 2023-2024 school year, private school students with household incomes at or below 300% of the federal poverty level (FPL), currently $83,250 for a family of four, are eligible.

This year’s application window closed June 30.

ESA funds remain in the state’s possession until a student’s parent or guardian approves payment to the school.

Approved ESA accounts may be funded as soon as July 15. The first payment from an ESA must be used for tuition and fees to an Iowa accredited private school.

The state is paying a New York-based company called Odyssey to operate the new ESA assistance program, including applications, financial transactions, compliance, fraud prevention and customer service. Four companies applied for the contract with the state.

The company will be paid $4.3 million over the first six years, according to the terms of the contract with the state. Odyssey has similar programs in Arizona

and Idaho.

Families in the Driftless region and across the state were encouraged to view a series of webinars on the Odyssey platform about the new program when the application process began earlier this summer.

closures on Iowa 9 bridge near Lansing begin Aug. 22

Those traveling on the Iowa 9/Wisconsin 82 bridge over the Mississippi River near Lansing should be aware of lane closures Aug. 22-24, 8 a.m. to 4:30 p.m., weather permitting, to allow crews to install bridge monitoring equipment. The work is related to the upcoming bridge construction project, but not the start of construction.

While work is underway drivers will be assisted through the work zone with flaggers. A lane-width restriction of 10 feet will be in place while work is taking place.

Drivers are reminded to drive with caution, obey the posted speed limit and other signs in the work area and be aware that traffic fines for moving viola-

‘They Stole the Show’ Steve Story Honorary Concert Aug. 27

Highway 24 accident results in fatality

The Winneshiek County Sheriff’s Office received multiple 911 calls at approximately 5:40 p.m., Wednesday, Aug. 16, regarding a semi that drove off a bridge over Goddard Creek southwest of Fort Atkinson on Highway 24.

The semi overturned and caught fire. The accident resulted in fatal injuries to the driver, Kyle McNeil, age 33, of Waterloo.

Multiple emergency responders and emergency response agencies from the area, along with the help of several private individuals and businesses, responded and assisted the Winneshiek County Sheriff’s Office, Fort Atkinson Fire and Winneshiek County Emergency Management at the scene.

Highway 24 was closed temporarily due to the accident investigation, but has since reopened.

Personnel remained on the scene for several hours attempting to remove the wreckage. Additional cleanup efforts continued throughout the day Thursday, Aug. 17.

The accident remains under investigation by the Winneshiek County Sheriff’s Office.

To accomplish this, simply pitch the jighead into shallow water and allow it to pendulum back to a vertical position at the edge of the boat. The easiest way to accomplish this is with a long pole. One of the most predictable and productive fishing patterns on the immortal Mississippi River is catching “bull” bluegills relating to rocky structures on the river mainstem the last couple weeks of August. Exact timing for this aggressive bite is driven by nature rather than the Gregorian calendar. Exact location bluegill catching instead of fishing is driven by river level, which results in subtle changes in current.
There are 77 man-made rocky structures, called wingdams and closing dams, on Pool 9. Closing dams run parallel to the main channel. Wingdams are perpendicular, often with three to five of these stony fingers spread along a quarter mile of shoreline to coax the river into maintaining a nine-foot-deep navigational channel where the U.S. Army Corps of Engineers thinks the channel ought to be.
More often, schools of these feisty panfish will be holding in slightly deeper water on the upstream or channel side of the rocks. Allowing the boat to track along the eight-to-ninefoot current breakline while pitching a 1/32-ounce light wire jighead can result in fish-a-minute action once you have the critical depth dialed in.

RIGHT- This 1940 custom truck was a sight to behold, part Frankenstein construction, part glitter rat with large metal flake in the vibrant paint. This modified truck/semi, custom and hot rod all rolled into a rolling symbol of personal expression. Loud, unique and definitely hard to miss, this entry of Bruce Stockman’s took People’s Choice awards at Ossian Fest last weekend.

LEFT- Although not a winner of the car show, Karl Schroeder of Ossian had a lot of fun showing his 1948 Cheverolet Stylemaster. Repainted, chromed and upholstered to original colors and conditions, with almost all original parts still intact, Schroeder shared this gem with the crowd. Originally owned by a local bachelor who worked for Riley’s, Schroeder recalled seeing the car parked just across the street from where it was sitting Saturday many times as a youth. After the previous owner’s death in the 1960s, he purchased the car. He drove it to Decorah and back every day for work for years until the floorboards wore a bit thin. “When I saw the pavement through the floorboards, it was time to put it away.” Schroeder kept it in storage for 25-30 years before he had it painstakingly restored locally. The car was originally built in Janesville, Wis. Even the dash was repainted just like the original woodgrain on the metal interior. The visor and spotlight were added accessories when ordered from the factory. This is one of five classic cars Schroeder has in his garage.

Winn. Co. bridge closure

Replacement of Bridge #26 along 295th Ave., south of Highway 24 in Winneshiek County, is now complete. The road is open to all traffic. Starting Aug. 17, the county has closed 500 feet of North Bear Road in northern Winneshiek County for replacement of Bridge #373. The bridge is located approximately 200 feet south of 380th St. Construction is expected to last through Oct. 20.

around $107.4 million on the initiative. However, as 18,000plus applications were accepted, it is estimated that the State could be more than $30 million over budget after calculations are projected on the actual numbers.

More than 3,000 applications came from Polk County alone, totaling up to $24 million for Iowa’s most populous county.

Area totals included Winneshiek County with 168 approved applications; nearby Allamakee County with 113 approved applications; and Howard County’s with a total of 87 applicants.

Other area county applications totals include: Clayton, 25; Chickasaw, 46; and Fayette, 37. Eligibility is as outlined on the Iowa Department of Education website:

Year 1: School 2023-24

• All entering kindergarten students.

• All students enrolled in a public school who are switching out of public school in grades 1-12 or entering kindergarten.

• A student enrolled in an accredited nonpublic school with a household income at or below 300% of the 2023 Federal Poverty Guidelines.

Year 2: School Year 2024-25

• All entering kindergarten students.

• All students enrolled in a public school who switch out of public schools in grades 1-12.

• A student enrolled in an accredited nonpublic school with a household income at or below 400% of the 2024 Federal Poverty Guidelines that will be updated January 2024.

Year 3: School Year 2025-26

• All K-12 students in Iowa regardless of income.

Review process

Less than 1,000 applications remain in review in the state, while parents or guardians provide additional information or documentation to confirm eligibility.

Parents who choose to enroll their eligible children in an accredited nonpublic school will receive an amount up to the per pupil funding allocated to public school districts for the same budget school year. Funds will be deposited into an education savings account (ESA) to be used for tuition, fees and other qualified education expenses as specified in the legislation. When parents or guardians approve the payment, funds are transferred from the ESA account to the school to pay tuition and fees. The ESA funds remain in the state’s possession until approved for payment to the school.

In addition to applying and being approved for an ESA, families must separately apply to the accredited private school of their choice and, if accepted, their ESA account will be funded.

ESAs can be used for online non-public schools, but those schools must be accredited through the Iowa Department of Education and the student must be enrolled full time.

Students have been approved for ESAs in 96 of Iowa’s 99 counties. Iowa’s most populous counties primarily account for the highest number of approved student applications. Also as of Aug. 4, the top 10 counties include: Polk, with 3,144 applications; Linn, 1,318; Scott, 1,306; Sioux, 1,183; Black Hawk, 942;

Woodbury, 916; Dubuque, 882; Johnson, 572; Dallas, 505; and Carroll, 427.

If an approved ESA student does not attend an accredited non-public school by Sept. 30, the ESA account will be closed for the school year. The funds remain with the state and are returned to the general fund.

The application process must be completed annually.

Additional information regarding the final number of approved applicants will be available after Sept. 30. Details about ESA program participants will be available when certified school enrollment numbers are finalized later this fall.

Among the local and statewide concerns expressed over the new ESA program are the impact on Iowa public schools due to the loss of funding, the lack of transparency on how funding is used, and the concern that private schools do not have to accept all students, including those with disabilities.

Christens celebrate 65 years

Elliott and Bev Christen are celebrating their 65th wedding anniversary. They were married Aug. 30, 1958, at First Lutheran Church in Decorah. They have two children: Kyle (Laura) of Cedar Rapids and Jana (Kevin) Albers of Decorah; one grandson, Carson; one step-granddaughter, Jenny (Shannon) Welton of Palo; and two step-grandchildren Brooklyn and Maddux.

Learn how drought and smoke have impacted crops during field day Aug. 31

The annual fall field day at Iowa State University’s Northeast Research and Demonstration Farm will highlight how drought and smoke have impacted crops, corn rootworm and short stature corn. The event will be held Thursday, Aug. 31, beginning with a complimentary meal at noon and run until 4:30 p.m.

The field day is free and open to the public. The event will begin at the Borlaug Learning Center Headquarters, on the research farm at 3327 290th Street near Nashua. Certified

SW netters eager to showcase talents

Competition will be tough for the South Winn volleyball team this season as the Warriors work to put a line-up back together after graduating nine seniors.

Despite the loss, fifth-year Head Coach Alex Smith has six returning letter winners and several other athletes vying for a starting nod.

“We have a lot of excitement within our program and a lot of depth to work with having 36 players out for volleyball in grades 9-12,” said Coach Smith.

“We should have a number of options to consider at all positions in the varsity line-up,

and we have great competition amongst our players in practice.”

Hardworking

The Warriors of 2022 featured five returning letter winners and a host of athletes ready to step up to make it on varsity.

The Warriors went through phases of wins and losses throughout the season, ultimately going 6-2 in the Upper Iowa Conference and finishing third.

The first round of the playoffs started against Postville, with the Warriors winning 3-0 (2515, 25-11 and 27-25). The sea-

son continued for the Red and White with a battle versus No. 5 Denver, falling in three sets (12-25, 8-25 and 10-25) in the regional quarterfinals.

The Warriors ended the year 11-19 overall. In 78 sets, they had 581 kills and 1,935attempts. As a team, they served 1,213for-1,402 for an 86.5 percent serve efficiency with 194 aces. They had 465 assists, 1,008 digs and 80 total blocks (40 solos, 40 assists).

Graduating at the end of the season were Ali Heying, Morgan Kleve, Anna Grace Holthaus, Gabby Becker, Josie Hageman, Morgan Kriener, Josie Hemesath, Giselle Flores and Hailey Riehle.

Big 6 back

Six returning letter winners will look to blend with several potential newcomers jumping into the mix, which gives the Warriors a lot of combinations to consider.

At the top of the list is senior outside hitter Katrina Hageman, who hammered down 181 kills and had six blocks. The first team All-UIC honoree went 178-for-223 with 42 ace serves and came up with 232 digs.

Joining Hageman in the front row is Abby Wagner, who will be attacking the net from the middle hitter position after garnering 106 kills, 29 blocks and 160 digs a year ago. Wagner also served 247-for-275 with 42 aces and earned a second team All-UIC nod.

After being sidelined much of last season with a back injury, outside hitter Avery Humpal is also back on the court with 19 kills in just 18 sets played.

Ivey Franzen had a successful sophomore campaign a year ago with 71 kills, 4 blocks and 23 digs as one of the Warriors’ middle hitters.

Also returning with a letter is Kiara Bullerman, who had 10 kills, 7 blocks and 2 digs a year ago as a right side hitter.

Season outlook

Smith has several other athletes on the varsity roster to pull from. Among those are Rachel Meyer (defensive specialist), Allison Hageman (libero), Bailee Frana (right-side hitter), Britney Hageman (right-side hitter), Adrienne Winings (middle hitter), Ella Theis (setter) and Addison Timp (right-side hitter)

“With graduating nine seniors from last year, with a number of them being key contributors on varsity, we will be putting a line-up back together, moving

some of our returners into new positions,” said Smith. “I look for us to play several different line-ups to start the season to find the right combination as we gear up for conference play.”

Prior to the opening contest of the season, the head coach sees a great deal of competitive balance in the Upper Iowa Conference. Based upon the teams who were at the top of the league last year with returning players, Coach Smith anticipates Clayton Ridge and Turkey Valley being in the mix and believes the Warriors can be put into that conversation as well.

“It will be difficult for any team to run through the schedule undefeated, so a team who can handle adversity and rebound by winning their next match after a tough loss will put themselves in a good position,” concluded Coach Smith.

The Decorah girls swim and dive team graduated a large group of seniors — 14 to be exact. Of those, the five state qualifiers have all graduated, leaving second-year head coach Loran Storts and assistant coach Maddy Putnam looking at the letter winners and newcomers to step up.

It was a great day at the conference meet when the Vikes claimed five race titles and took the North Central Swim Conference title for the third year in a row. Julia Alberts was the first to win gold in the 200-yard freestyle in 2:01.11. Paige Werner also earned an individual title in the 500-yard freestyle, touching the wall in 5:42.35. Then it was the 200-yard free relay’s turn to win in 1:42.31. Members of the team were Alberts, Maeley Nefzger, Katerina Kovarik and Werner. That same quartet won the 400-yard free relay in 3:47.86. Nefzger won her third gold of the meet in the 100-yard backstroke in 1:04.84.

Two weeks later at the regional meet, the Vikes came in second with 312 points and qualified six events for the state meet. Moving on were Brinley Krivachek in diving, Werner in the 50-yard freestyle and 100yard freestyle, Julia Alberts in the 100-yard freestyle, the 200-yard freestyle relay and the 400-yard freestyle relay.

The season ended on a strong note in Marshalltown. The Vikes best finish came in the 200-yard relay. The combination of Werner, Nefzger, Kovarik and Alberts posted a time of 1:41.76, earning 14th overall. The same quartet finished the 400-yard relay in 3:47.64,

“We will definitely need to focus on every individual contributing this year,” said Coach Storts. “We have a lot of new swimmers, and swimmers returning to the pool after a few years away. We will get better every meet as our experience and confidence grows.”

Looking to lead the rebuild of the Viking team will be returning letter winners Annika Becker, Bridget Bentley, Kendra Elsbernd, Jorja Folkedahl, Lauren Holthaus, Annie Ondrashek, Brenna Parker, Isabella Sailor, Autumn Schmitt, Faith Starrett and Joey Vobr.

Among the hopefuls are Liz Bucksa, Avalea Burns, Serenity Easler, Aubree Gesing, Margaret Hahn, Naomi Kutz, Reagan Lubahn, Naomi Simon, Chloe Sheffield, Isis Timm, Sydney Thompson and McKenzie Tollefson.

“We have a lot of young swimmers with not a lot of experience. Some may view this as a negative, but I view this as a positive thing as swimmers will get to swim a lot of events at a lot of meets. Confidence grows through repetitions,” added Coach Storts. “We have a mantra ‘progress, not perfection.’ One practice at a time, one meet at a time. If we focus on our effort in practice, the results will be there when they are needed.”

Vesterheim ‘Embellishment’ Exhibit awards announced

Vesterheim recently announced the winners of the “Best of Show Award” and “Jurors Choice” Awards for “Embellishment,” a show that focused on the importance of detail in folk art.

The Best of Show Award went to Liz Bucheit, of Lanesboro, Minn., for “Fiddlehead Bridal” Headpiece. The piece is inspired by Scandinavian bridal crown traditions and created using fine silver filigree techniques unique to traditional regional Norwegian bunad (national costume) silver. “The fiddlehead fern shape is a beautiful form found in nature and I seek to honor its elements by elevating its status to a more permanent jewel,” Bucheit said.

Sheffield noted eroding banks at the canoe access creating a sheer drop-off to the river, and steep banks littered with wild parsnip from the road to the river. Sheffield and Emily Rocksvold also shared several grant programs through NCRS, Iowa DNR and Fish and Wildlife available to fund EWP areas and public access property rehabilitation and other suggestions for maintenance.

“We’ve presented some great options to maintain this property at no cost to the county and hope you will consider this as a priority for the safety of the people in the county,” Sheffield concluded.

Toxicity to cell systems

Wild parsnip toxicity to skin comes from a substance found in flowers, leaves and stems called “psoralen,” which causes painful blisters if in contact with skin, and the skin is then exposed to sunlight. Exposure to wild parsnip and sunlight can cause a severe burn within 2448 hours, so those exposed during an outdoors adventure may not realize it until much later. Reactions can range from a mild rash to blisters, skin discoloration and even burning pain. Blisters can cause scarring from the reaction that can last many months.

So why isn’t wild parsnip considered a noxious weed?

It is considered a naturalized plant, found in every county in Iowa as early as 1926. County Roadside Management programs to establish native habitat less prone to weedy species, but primarily focuses on Iowa’s listed noxious weeds, which does not include wild parsnip. Wild parsnip flowers mainly from May-July, producing a large amount of seed and spreading rapidly. Mowing after July 15 on roadsides may not be as effective at controlling the spread of the plant, as mowing prior to flowering, at least by June, is recommended to kill a majority of mature plants and reduce seed production. Monitoring for several weeks following a mow can help catch any so-called late bloomers, with another mowing pass to help eliminate seed production from late bloomers.

Efforts to prevent the spread of wild parsnip can be labor-intensive when trying to dig out the root crown of each plant; some herbicides are effective in control of the weed and are best applied early spring or late fall. Several years of monitoring an affected area is required to catch the plant early and prevent additional seed production. Seeds can remain viable for up to four years once in the soil.

Prevent injury

Learn how to identify wild parsnip in outdoor spaces and protect yourself from those you may not see, especially when visiting the area’s rivers, trails and parks. When working in or around wild parsnip, always wear proper clothing and gloves that protect the skin from contact with the toxic plant sap. As the plant can grow four to six feet tall, covering your feet, ankles, legs, torso, arms and hands when walking through tall grass at a public area can help prevent direct skin contact.

Those who suspect they may have psoralen on their clothing or gloves is encouraged to treat their clothing with care, as the substance may yet transfer to skin. Even washing off immediately after exposure may not prevent injury. Keep in mind pets may also be affected by the psoralen.
