Hats off to 2023 Winneshiek County Fair honorees
By Roz Weis
The people of Winneshiek County have been recognized for their dedication and spirit surrounding the county fair for decades.
Several additional honorees were presented with awards during opening ceremonies at the fair last Tuesday, July 11.
Distinguished Service
The Distinguished Service Award for 2023 was presented to Jerry and Beth Einck of Decorah.
During the presentation to the couple on Tuesday, Fair Board member Gary Sacquitne said, “Fair volunteers are made up of many different people. Some enjoy the limelight and are always center stage, promoting the fair; and some you never know are there. They are workers behind the scenes, making sure everything looks great and runs smoothly.”
For the past 14 years as Fair Auxiliary members, the Eincks can be seen scurrying behind
“They are always there, willing to do any job asked,” Sacquitne said.

The spotted lanternfly is an invasive species related to the aphid, first detected in the U.S. in 2014, from an overseas shipment of rock delivered from China to Pennsylvania. The pest, averaging one and a half inches in size, has been causing havoc as it spreads. Infestations have reached 14 states. The insect feeds on agricultural crops like grapes, apples and hops as well as maple, walnut and willow trees. The spotted lanternfly was first detected – possibly as an egg mass initially - in an overseas shipment of rocks that arrived in Pennsylvania in 2014.
The species, which is native to China, has since spread to 14 other states, including New Jersey, New York, Pennsylvania, Rhode Island, Delaware, Maryland, Connecticut, Ohio, North Carolina and Virginia. Limited infestations have been identified and infested counties quarantined in Michigan, Massachusetts, West Virginia and Indiana. Up to 2020, infestations were found only in Pennsylvania and New York.
Pennsylvania has reported approximately $300 million dollars in economic damages to crops and trees, with SLF’s favorite foods (they drink a plant’s sap) being over 100 spe-
Local program welcomes volunteers Kids Lunch Club ensures access to healthy meals
By Roz Weis
Kids Lunch Club is the stamp of a community-powered organization.
The program, which started in Decorah in summer 2016, provides free lunch for any child every weekday during the summer months.
Local volunteers, faith communities and the City of Decorah have all rallied with the Decorah Community School District to provide the grabn-go, fresh lunch options.

It has been estimated that up to 150 youngsters, just in Decorah, go without access to what would pass for lunch during the summer months.
Volunteers gather at Congregational United Church of Christ in Decorah each week to pack up the lunches, based off of a rotating menu. The meal options are packed into tubs and distributed at three area locations: John Cline School, Freeport Park and at the Freeport Mobile Home Community area near the intersection of Dogwood and Old Stage Road. The third meal distribution site was recently added. Dibble said those families not able to

The Kids Lunch Club partners with the backpack program offered at Decorah UCC.
“On Wednesday evenings (at the church) and on Fridays (at the three distribution sites) we provide bags that families can take home to have food over the weekend,” she said.
Dibble estimates that Kids Lunch Club has crossed the 2,500 mark for lunches served so far this summer, and there have been thousands of breakfast items distributed as well.

Organizers have an ongoing goal of bringing children and families together and building community during the summer months when children/youth are away from the structure of school. Special events/projects are offered at least once each week during the meal distributions. Recently, children and families were invited to pick up a lunch and enjoy designing their own patriot art projects at the John Cline Distribution Site. Another Kids Lunch Club event was story-time with a book giveaway sponsored by Oneota Literary Foundation. This special event is planned three times during the summer with a guest reader and youngsters have an opportunity to select a new book. Other recent programs have included a bike safety program and helmet giveaway, ice cream party, and much more.
Volunteers welcome Dibble reminded that volunteers are always needed to help with the project.
“Our program is 100 percent community involvement,” she stated. “And our goal is to expand through family and community engagement.”
One group of young people held a bake sale, and they donated $1,000 to Kids Lunch Club.
Kids Lunch Club Director Shanna Putnam Dibble, at right, helps with a patriotic art project in the shade of John Cline School.
The organization is entirely powered by community volunteers who help pack lunches, twice a week, and serve on a daily basis. Lunch makers must be 16 years old to volunteer by themselves. Lunch makers younger than age 16 need to have a supervising adult present for packaging the meals. Dibble added that those volunteers under age 16 must be able to focus their attention for a minimum of 30 minutes and be able to follow simple directions.
Local organizations helping recently include the Oneo-
ta Valley literacy Foundation, Decorah’s Sugar Bowl, Rotary Club, 100+ Women Who Care, Upper Explorerland Regional Planning Commission, Driftless Yoga, RSVP (Retired Senior Volunteer Program) and more.

Jerry grew up in Festina, working at the family service station. He has since passed the business on to family members.
Both are retired now, and they have three children, Russell, Ryan and Suzanne and they also have many grandchildren.
During the presentation, Sacquitne referred to the Eincks as “the Energizer Bunny and the Dog Whisperer”.
Friends of the Fair
Four individuals were honored with the 2023 “Friends of the Fair Award” this year.
The late Leon Brown was honored posthumously for his dedication to the Fair in the 1930s and beyond, having served as a board member of the Winneshiek County Agricultural Association (Fair Board) in 1933, and as fair secretary (fair manager) in 1940. He maintained that position for 24 years, until 1964.
Sacquitne said Brown was credited with the fair motto “The Biggest Little Fair in Iowa”. Brown reportedly hand-painted the label onto a large billboard on Highway 9 in an ongoing effort to promote the fair.
During his tenure with the fair, he was an entertainer, promoter and all-around showman. Under his leadership, new buildings were added, the fairgrounds was modernized, and an open class barn was constructed to house cattle on the grounds. Brown also was an inductee into the Hall Fame for the Iowa Association of Fairs.

Brown also was known throughout the Driftless area for his animal exhibit attraction - Brown Zoo, which featured exotic wildlife. Many years ago, the proceeds from his zoo went to the Winneshiek County Society for Crippled Children.
A new kiosk celebrating Brown’s dedication and support of the fair has been installed at the entrance to the community building at the fairgrounds in his honor.
Bruce Hanson from Lang’s Dairy Equipment of Decorah was also named as a “Friend of the Fair” honoree for his support of the various awards and trophies awarded to 4-H and FFA exhibitors over the years.
Sacquitne said Lang’s Dairy stepped up with equipment for a milking parlor at the fairgrounds.
Mark Olson of Olson Explosives of Decorah was another recipient of the 2023 Friend of the Fair award.
“Over many years, Olson Explosives has been the first in line to sponsor something at the fair,” Sacquitne said of the

firm’s dedication to the fair.
Olson Explosives is a third-generation business in Decorah.
Ron Franzen of Franzen Sales & Service of Fort Atkinson was the final recipient of the 2023 “Friends of the Fair” honor.
“The Franzens have stepped up and were one of the first sponsors of the fair,” Sacquitne said. “But not only that, for many years they have allowed us to use their equipment (tractors, skid loaders and more) to get ready for the rodeo and tractor pull and to help put things away after the fair.”
The honorees were thanked for their willingness to help in any way over the years of the fair.
VA Mobile Resource Fair in Decorah July 19
The VA Mobile Resource Fair sponsored by Iowa City VA Health Care System will be in Decorah Wednesday, July 19, from 10 a.m. to noon at the Decorah VA Clinic.
Decorah is one of 10 sites for the mobile fair, which is designed to inform the public about additional VA and community resources available to help care for a Veteran.
The Decorah VA Clinic is located at 915 Short St., Decorah.
DECORAH
The Decorah Farmers Market is teaming up with ArtHaus for Art at the Market to show art belongs anywhere. For the next three Wednesdays, July 19, 26 and Aug. 2, enjoy a free ArtHaus-led art experience while shopping locally grown produce and fresh baked goods. Art at the Market will also take place on Saturdays, Aug. 12, Sept. 9, Oct 14 and Oct. 28. Activities range from dyeing a personal market bag, to making cabbage prints, pinecone mobiles and rock painting. Follow the Decorah Farmers Market on Facebook for details, and mark your calendars to ‘get your art on.’ There will be no farmers market on Saturday, July 29 due to Nordic Fest.
The Cresco Wildlife Club announced the third Annual Bob Malli Memorial Trap Shoot will held Sunday, July 23, at noon at Gooder Field, 9843 Valley Ave, Cresco. This fundraiser not only honors an active member of the Cresco Wildlife Club but supports maintenance of the field and club house. Bob Malli was an avid outdoorsman and could be found fishing for trout at Cold Water, or hunting for ducks, pheasants and deer in Northeast Iowa.
Malli was an active member of the Cresco Wildlife Club, where he served as president and board member for several terms over the years. He helped to make Gooder Field and the Cresco Wildlife Club Trap Range a reality.

Art in the Park Fine Art Festival celebrates nine years
Enjoy the weekend with art, music, wellness, wine, workshops, kids activities and more
Make your way to the banks of the Turkey River in Historic Elkader for the 9th Annual Art in the Park Fine Art Festival. This year Art in the Park (AITP) is slated for Saturday, Aug. 19, from 10 a.m. to 5 p.m., and Sunday, Aug. 20, from 10 a.m. to 4 p.m., at Founders’ Park in Elkader. AITP is a free community event, with free admission and free parking.
The festival will feature over 50 fine artists from across the region who have been juried into the 2023 event. They will offer a variety of artwork showcasing ceramics, drawing, glass, jewelry, painting, photography, metal, sculpture, wood and more. Artists will be painting and selling in the park, and new this year is a wellness area. Fine art festivals give visitors a chance to purchase, view and enjoy original art and meet the artists who create it.
New art unveiling
Every year there is something new to see at AITP. This year, in collaboration with The Abdelkader Education Project and I am Your Protector Project, AITP will feature the special unveiling of an interactive sculpture that explores the intersection of storytelling, art and activism. The life-size statue of Abdelkader, Elkader’s namesake, was created by Joe Reginella, dubbed the “Banksy of Monuments,” who has recently arrived in Elkader from New York.
Be in the park on Saturday, Aug. 19, at noon to hear from Tamar Miller, current President of I Am Your Protector and for-
mer Director of Leadership Development and Executive Director of the Institute for Social and Economic Policy in the Middle East at Harvard’s Kennedy School.
Music, children’s activities, interactive opportunities
In addition to viewing and purchasing original fine art from the region’s best artists, there will be a musical lineup from local to international artists that includes Skinny and the Shakes, Cup O’Joe, Patsy & The Plum Street Jam, Sophia Landis and Jake Stephens, Jordan Messerole and The Resonant Rogues.
The children’s art activities can be found near the playground pavilion, along with many daily workshops. Those who enjoyed the drumming circle last year, Sally Marshall (with The Left Bank Gallery) will be back Sunday from 1 to 3 p.m., with her drums, all ages are welcome.
The workshop area will once again host demos and interactive sessions from northeast Iowa galleries on both Saturday and Sunday. There will also be yoga in the park on both Saturday and Sunday morning at 8:30 a.m., for a free will donation – bring a yoga mat.
A festival wouldn’t be a festival without yummy food and refreshments. Wine and beer tastings will be featured this year, along with an abundance of delicious food vendors returning to Founders’ Park. Plan ahead to take advantage of all
the festival offers and the surrounding community has to offer by reserving a place to stay at an eclectic bed and breakfast or one of the area’s scenic campgrounds.
One of the event’s founders shared, “Each year the event has grown, and we believe that’s happened due to the enthusiastic support of the volunteers and sponsors who are eager to celebrate and support the arts in our community.”
History
Nine years ago, a group of local artist wanted to bring a fine arts festival to Elkader and Leslie Gibbons, Kris Gover, Julie Carlisle Kane, Jillian Webb Herman and Shannon Durbin (current director of ArtHaus) worked tirelessly to bring their vision to life. With a grant from Iowa Arts Council, many local sponsors and Main Street Elkader, Art in the Park was born. This event is always held in Elkader’s Founders Park the third weekend in August.
AITP has had an impact in Elkader that the original organizers had hoped for.
“A little story to this and a fact that the festival does bring new dreams of art to mind,” stated Main Street Elkader Coordinator Deborah Schmitt. “A woman from Cedar Rapids attended the first AITP and was

simply blown away with what she saw. So much so that a few years ago they moved into a house they’d been restoring and opened G’s Closet and Gallery.
The idea was to give Iowa artists a year-round venue to sell their work.”
That seed planted grew, and in 2021 these artists and more came together to form The Collective-Art Gallery in the same space. The Collective is a shared art cooperative that has many different artisans and their pieces. They even offer Pilates and Yoga and art classes of all kinds. Another boon is every first Friday of each month, when the gallery is open late from 5 to 8 p.m. First Fridays in June 2022 saw a collaborative effort between Elkader Area Chamber, Main Street Elkader,
The Collective-Art Gallery and Elkader Merchants to “Light Up the Night” on Main Street. The community had so much fun it’s now being planned as an annual event.
Art is engrained in the town, with many murals that artists from all over contributing to many locations throughout the downtown areas. The natural progression and growth of the AITP fine art festival is one the community is happy to share with the Driftless region.
Art in the Park is an event of Main Street Elkader and supported by the community and volunteers that make it possible. Find more information and a sneak peek at this year’s artists online at www.ArtintheParkElkader.com and Facebook. com/ArtintheParkElkader.

POW returns home 50 years ago
Prisoner-of-War
Mike Kjome of Decorah, pictured at right, was welcomed home to Decorah back in March of 1973. More than 1,000 people turned out for a public open house for Kjome, who was Iowa’s only civilian POW in Vietnam. The celebration was held in the Decorah High School gymnasium. Kjome, who was a POW for five years, was the son of Mr. and Mrs. George Kjome. His parents received word via telegram in January of 1973 that Mike was alive, and he was being held prisoner in a North Vietnamese prison camp. He first spoke to his parents by telephone in February of 1973, prior to his return to the United States. The story made headlines for months in the Decorah Newspapers. Civil suit against State Farm Insurance dismissed
A civil suit against State Farm Insurance filed by Mindy Jones of Waterloo was dismissed Friday, July 7, by the Allamakee County Court. Jones filed the civil suit for claim of non-payment in February of this year against the insurer of her building housing her Tin, Rust and Harmony business that burned, along with a neighboring business, in a devastating fire Feb. 13, 2022. Jones was charged with Arson first degree, a B felony, and animal abuse on March 11.
After Jones’ lawyer in the civil suit withdrew as counsel Feb. 21, Jones failed to e-register to continue the case in April, and State Farm Insurance
initiated a motion for summary judgement in the case on June 14. This summary judgement was supported by documentation from authorities, a statement of undisputed facts from the arson charge, and an affidavit from Patrick Yates, Special Investigation Unit Claim Specialist at State Farm Insurance. The arson charge was initiated when investigators determined the fire was intentionally set at two different locations also led to the death of a dog in the building. Jones has entered a not guilty plea. Jones’ trial in Allamakee County for the Arson first degree charge, et al, is scheduled for Oct. 4.

Spotted Lanternfly
produces copious amounts of frass (bug poop) that is initially liquid and incredibly sticky – affectionately called honeydew. “We were called out to the street on which the SLF was reported. I remember thinking it was raining, but there were so many SLF in the trees above, it was just their sticky honeydew frass falling. I will always remember that, and that was a defining moment in my interest in invasion ecology,” reported Schumm.
Not only is the honeydew difficult to clean, it can block sunlight from getting to plants, attracts wasps, flies and other sweet insect feeders and encourages growth of sooty mold, covering plants, twigs, branches or leaves in a grimy, black soot which also blocks sunlight and photosynthesis, stunting growth and possibly prohibiting fruiting or flowering.
“I will say, it is one of the coolest pests I’ve had experience with, as it’s brightly marked with the spots on the wings so it’s showy, and it’s so big, much bigger than most pests I have experience with. And they fly, they jump, they lay egg clusters in out of the way locations which are easily transported, they eat everything and they are utterly destructive. It doesn’t look like anything else we have here - it’s actually helpful that they are large and showy as they are easier to identify. The piercing and sucking feeding mechanism damages nutrient flow to plants.”
“Even if there is no active infestation in a particular location, there can be hitchhikers that arrive on shipments of nursery stock or on long-haul trucks from infested regions. Kill them when you can and report all available details – location, numbers, signs of honeydew, scout for egg masses coated in a waxy substance that may look like dried mud from October through June and immediately report to your local ISU extension office or to the Iowa Department of Agriculture and Land Stewardship (IDALS) so
The raffle started in 2016, with drawings held each May and focused solely on K9 support for the first four years. Raffle founders reported, “As we were preparing for the next year, we were approached by the Sheriff’s Office. They stated they were in a good place with funds for the K9 at that time. The Sheriff told us any help is appreciated, but if you have others to help, feel free to use some of the money raised
They noted the funds raised still support the K9 program, but also have supported St. Jude’s, American Legion Operation Comfort Warrior, Thunder Rode, Hospice and Operation Christmas to name a few. “This year’s funds from the raffle will be divided four ways: American Legion Operation Comfort Warrior, local hospices, Thunder Rode and the Winneshiek County Sheriff’s Office K9 support.”
“The American Legion Riders Post #135, along with all the people, businesses and organizations working together on raising funds, have raised over $45,000 since 2016. Working together is what makes this a huge success. We will continue to hold the Mega Raffle as long as we are able.”
we can keep tabs on where they are found and prevent future infestations.”
Schumm noted they are attracted to the Tree of Heaven for feeding and reproduction, as a sentinel host. This tree in on the Minnesota noxious weed list, and is most likely to be found in southeastern Minnesota. This tree is invasive in the U.S. According to the Pennsylvania State Extension website, “Treeof-heaven (Ailanthus altissima), or ailanthus, is a rapidly growing deciduous tree native to both northeast and central China, as well as Taiwan. It was first introduced into the United States in the Philadelphia area in the late 1700s. Immigrants later introduced tree-of-heaven to the West Coast in the 1850s.”
“The tree was initially valued as a unique, fast-growing ornamental shade tree with the ability to grow in a wide range of site conditions, tolerating poor soils and air quality. It was widely planted from New York City to Washington, D.C. By the early 1900s the tree began losing popularity due to its “weedy” nature, prolific root sprouting and foul odor. Tree-of-heaven has spread and become a common invasive plant in urban, agricultural and forested areas. This tree is not common to find in Iowa, which Schumm notes as a positive in keeping the SLF from taking hold.”
That doesn’t mean Iowa won’t be likely to be affected by the pretty little disaster SLF, “it will come, it’s just when that remains to be seen,” Schumm noted. “How much of a problem it will be for Iowa remains to be seen. They prefer fruits and trees over corn and soybean, which Pennsylvania has more of than Iowa.”
Schumm reported one sighting in Dallas County in southern Iowa, but since no further activity has been spotted since the two insects reported to ISU and investigated last fall, Schumm assumes them to have been simply hitchhikers on interstate shipping. “Preventing them from establishing a population is huge,” Schumm added. “Our biggest goal is to train Iowans to be able to identify them and report them if they see them.” And kill them - kill them all.
Schumm encourages Driftless residents to “think like an insect and eliminate areas where they or their egg clusters can hide or where they may be transported. Insects run the world. The more we learn and study them, the more we can help support sustainable human communities.”
Report
a specimen to your local ISU extension office, be sure to freeze sample for 24 hours prior to bringing it in if not already dead.
If you think you have found a spotted lanternfly, please call the Entomology and Plant Science Bureau at 515-725-1470 or e-mail Entomology@IowaAgriculture.gov. The Minnesota State Department of Agriculture keeps track of where invasive species have been spotted.
If you suspect that you’ve seen a spotted lanternfly, report it to the state via email at Arrest.the. Pest@state.mn.us or by phone at 1-888-545-6684, or use the MDA’s online form.
Report online and submit photos at https://www. eddmaps.org/reportform/test. cfm?formid=206
Or contact your local ISU extension office to submit information to the Plant and Insect Diagnostic Clinic.
Prevent the spread of SLF
Before travelling to a far-off destination, or before returning home from any potentially infested territory, inspect any vehicles, trucks, RVs, boats, trailers or car toppers for signs of insects or egg clusters.
Egg clusters can be scraped off and smashed to kill future nymphs.

Public comment sought on cultural resources protection project
The U.S. Army Corps of Engineers, St. Paul District, is seeking comment on a bank stabilization study at the Sny Magill unit of Effigy Mounds National Monument, near Harpers Ferry.
The purpose of this project is to stabilize the shoreline of the Sny Magill unit and reduce damage to the integrity of the Native American burial and ceremonial mounds at Effigy Mounds National Monument (Park). Opportunities to improve aquatic and floodplain forest habitat are also being investigated. This study will inform future management of areas within the Mississippi River.
The mounds preserved within the park are a unique and significant cultural resource considered sacred by many Americans, especially the culturally-associated tribal nations. Shoreline erosion caused by more frequent and prolonged high-water events uniquely threaten the Sny Magill unit’s mounds. The Sny Magill unit is located within the floodplain of Pool 10 of the Upper Mississippi River National Wildlife and Fish Refuge along Johnson’s Slough.
Sny Magill is owned and managed by the National Park Service and study partners include the National Park Service, U.S. Fish and Wildlife Service, Iowa Department of Natural Resources and Wisconsin Department of Natural Resources. Tribal consultation and coordination with tribal nations is ongoing.
Comments, questions, or additional information may be submitted by email to NESP. ECOS.STP@usace.army.mil by Aug. 11, 2023.
Effigy Mounds National Monument is located in the Driftless Area of Northeast Iowa. It preserves outstanding representative examples of significant phases of precontact Native American moundbuilding cultures in the American Midwest; protects wildlife and natural values within the monument; and provides for scientific study and appreciation of its features for the benefit of this and future generations.

Practice good pasture management
By Tanner Marquardt University of Minnesota Extension
With the grazing season here, there are best practices for good pasture management. Check all fencing to ensure it is in good condition with no openings or down fences for animals to escape.
Check for things like broken or missing posts, broken boards for wooden fences or loose wire on
the barb or high tensile fences. Take the time to walk the pasture and look for debris, like trash that has blown in, trees and branches that have fallen.
It is also important to remove toxic weeds that have sprouted. Ingesting or touching some weeds can be harmful to people and livestock. If using herbicide always read and follow the label, grazing restrictions are
especially important to note in pasture settings.
Mowing your pastures can help promote new growth, and puts nitrogen back into the soil. Mowing at the right time can prevent weeds from seeding.
After mowing, livestock should be kept off the pasture until the grass reaches a height of 4-6 inches.
Soil tests can help identify a
need to spread manure or fertilizer on the pasture to restore potassium and phosphorus that was grazed off the previous year. In dry conditions and during a period of drought, avoid overgrazing and over mowing. It is best to keep the pasture at a minimum of three inches height to lower the chance of distress. Rotating through pasture areas is best to allow sufficient regrowth to about
eight inches in dry weather before regrazing the pasture. Avoid excessive hoof traffic and overcrowding, which can damage dry pastures even further.
For those who want to learn more about pasture management, Fillmore County Extension office will be conducting a pasture management field day in August, and the University
of Minnesota and University of Iowa Websites each have drought-affected grazing resources for farmers.
If you have questions about this or any other agriculture, horticulture or natural resources topic please reach out to the Fillmore or Houston County Extension office at 507-765-3896 or 507-725-5807, or your local Iowa County Extension Office.
