By Dotson Lewis, dlewis1@stx.rr.com Special to the Island Moon Dotson’s Note: For this issue of The Island Moon, I had planned to write an article about Pearl Harbor from the point of view of a few (very few left) who “Remember Pearl Harbor” 73 years later. But with the latest news regarding the Veterans Administration reforms/ changes, which are ongoing within the second largest Government department of the United States of America, I decided to go with the VA update. In later issues we will dissect the “The Day That Will Live In Infamy.” Following are two articles to update you as to what is going on in the Department of Veterans Affairs.

It is our privilege to serve you, and I have made it clear that as we move forward as a Department, we will judge the success of all our efforts against a single metricthe outcome we provide for Veterans.

The Veterans Access, Choice, and Accountability Act of 2014 (VACAA), enacted less than three months ago, goes a long way toward enabling VA to meet the demand for Veterans health care in the short-term. VA has put considerable focus and attention on ensuring the law is implemented seamlessly, without confusion, and without creating hardships for Veterans. The legislation provides authorities, funding and other tools to better serve Veterans in the short-term. We are appreciative of this temporary measure to improve access while we build capacity within the VA system to better serve those who rely on us for health care.

From June 1 to September 30, 2014, VA completed more than 19 million Veteran appointments in our facilities and made nearly 1.1 million authorizations for Veterans to receive care in the private sector and other nonVA health facilities – a 46.6 percent increase over the same period in 2013. This was all done under existing programs prior to the passage of VACAA, and sets the stage for strengthening existing partnerships between VA and the private sector. We have much we can share with one another to the benefit of Veterans.

VA has signed contracts with two private health care companies to help VA administer the Veterans Choice Program under VACAA. The Choice Program is a new, temporary benefit allowing some Veterans to receive health care in their communities rather than waiting for a VA appointment or traveling to a VA facility. It does not impact your existing VA health care or any other VA benefit you may be receiving. We will begin implementing this benefit on November 5, as required by law. A call center is now operational to answer your questions and verify your eligibility for this program.

As a part of this new program, we are issuing a Veterans Choice Card to every Veteran who is potentially eligible for the new, temporary health benefit. The Choice Card allows Veterans to elect to receive care outside of VA when thy qualify for the new program based on the distance of their residence from a VA care facility, or when wait times for VA health care exceed the standards established in law. The Choice Card does not replace the identification cared you already use to access other VA benefits; please do not throw away that identification card.

The Choice Card will be issued in three phases.

The first group of Choice Cards, along with a letter explaining eligibility for this program is currently being sent to Veterans who may live more than 40 miles from a VA facility. The next group of Choice Cards and letters will be sent

VA Implements Second Phase of Choice Card Program-Cards sent to Veterans waiting more than 30 days for care.

Washington, DC – The Department of Veterans Affairs (VA) today announce that it began mailing Veterans Choice Cards on November 17 to Veterans currently waiting more than 30days from their preferred date or the date that is medically determined by their physician for an appoint at a VA facility.

“VA continues to focus on implementation of this new temporary benefit so that Veterans receive the timely quality care they need in a way that reduces confusion and inefficiencies,” said Secretary Robert A. McDonald, who penned an open letter to Veterans announcing the implementation of the Choice Card program.

To improve service delivery, VA has prioritized efforts to accelerate Veterans off of wait lists and into clinics through the Accelerated Care Initiative begun over the summer. Through this initiative, VA medical centers have increased access to care inside and outside of VA, added more clinic hours and work days, deployed mobile medical units and shared their best practices from VA’s high-performing facilities throughout the organization.

Significant improvements have resulted nationally: • Scheduling more than 1.2 million more appointments in the past four months than in the same period last year. In total, VA medical centers have scheduled over 19 million Veteran appointments from June to October 1, 2014.

Corpus Christi and the vote by ISAC was the last major hurdle for developers barring direct action by the Corpus Christi City Council.

Gaston said based on his experience between 800 and 900 vehicles per lane can travel through a signaled intersection each hour.

The push for the light comes as part of a $30 million development called Packery Pointe planned for the east side of SPID at the location including a 101 room Hampton Inn and retail sites by San Antonio-based Turner Busby Development. Besides the hotel the nine-acre site will contain 50,000 feet of new retail space including a Starbucks coffee shop and a fast food restaurant.

According to the plan described by Busby the current medians in SPID at the intersection will be removed and two lanes added on each side of SPID; one to allow cars to cross SPID, the other turn lanes for turns onto SPID. The project includes a loop which will allow motorists who turn left on Aquarius into the new development to go south and re-enter SPID just north of the existing Best Western Motel.

Gilmer Gaston, a traffic engineer hired

by Turner Busby told the packed room at the ISAC meeting that according to a traffic study he conducted last November an average of 17,000 cars per day pass by the intersection, with 23,000 the daily average for the year.

Peak daily traffic in summer months, he said, is 32,000 vehicles per day.

Gaston said the light will work in 120-second cycles; 70 seconds of a green light for SPID traffic, 15 seconds for left turns into the new development and 20 seconds for turns from Aquarius onto northbound SPID. It will also include a pedestrian crossing with buttons to control the light.

Gaston told the group that the Aquarius light would be a “cue cutter” which would break up traffic that currently backs up at the Commodores/SPID intersection.

Walter Busby, Managing Partner with Turner Busby told ISAC members Tuesday night the company will spend $425,000 to pay for the light, to modify the intersection, and to install a monitoring system that will regulate the cycle of the light to keep traffic from backing up to the top of the JFK Causeway.

“It is .9 of a mile from the top of the bridge to the intersection,” Gaston said. “Warning lights will tell people there is a light ahead.”

ISAC Chairperson Gabi Hilpold said the ISAC approval is based on two conditions.

“We want to make sure that the city adds the two traffic lanes on SPID and that if the light causes a traffic problem we can turn it off completely,” Hilpold said. “We have been assured by the city that both of these conditions will be met.”

Once the light is in place its control will be in the hands of the city. ISAC member Greg Smith, who was one of the four votes against the light, said that at peak traffic hours the light will stop SPID traffic as much as 40% of the time.

“We saw last summer what happened when one lane was closed down for construction on a Saturday,” Smith said, “it backed traffic up all the way to Flour Bluff. If the light stops traffic 40% of the time at that intersection during a peak traffic time like that, we will have that backup every Saturday in the summertime.”

To mitigate the problem ISAC members approved the resolution, proposed by ISAC member William Goldston, which “supports the addition of the light along with the design of an advance warning system and in conjunction with the lengthening of the turn lanes” on both sides of the southbound side of SPID. According to Busby the city has agreed to pay $550,000 for improvements at the intersection, but so far no design or permitting has been initiated by the city.

The move to put a light at the intersection is the latest of several attempts over the years with the most prominent attempt being that of former Island businessman Clyde Smith who wanted a light at the intersection in order to build a grocery store at the site of the current development but failed to get the permitting through the city.

Smith said based on conversations with state and city planners he believes a third lane on the southbound side of SPID is needed before a light is installed.

“There are 1200-1400 cars per hour coming from Port Aransas through the Commodores/ SPID intersection during the summer months,” Smith said. “And there are 30 cars per minute leaving The Island during that time. They all have to go through that intersection.”

Busby said Tuesday his company is prepared to begin work on the project “as soon as possible.”

“If we get approval from the city by the end of December for the changes to the intersection and the installation of the light, we could have the light in place by June,” Busby said.

The roadway belongs to the state as part of the highway system, however, approval for changes at the intersection are at the discretion of the city. It is unclear who would pay for any expense or alterations to the roadway and/or for additional safety notification systems over and above the $425,000 provided by developers.

Prior to the Tuesday ISAC meeting a group of Islanders had begun a petition signing in support of the light, after the Tuesday approval several Islanders stated their intention to launch a petition signing effort against the light to take the matter to the city council.

The addition of the light is part of a bigger and ongoing discussion by ISAC members and city and state planners to reduce the speed of traffic coming off the JFK Causeway and entering SPID. The opening of the Schlitterbahn water park could bring an additional 3000 cars per day over the bridge and onto The Island, however, traffic studies have indicated that additional traffic will have limited impact on Island traffic patterns since the heaviest traffic to and from the park would be at off-peak hours.

• Reducing the national new patient Primary Care wait time by 18 percent.

• Completing 98 percent of appointments within 30 days of the Veterans’ preferred date, or the date determined to be medically necessary by a physician; • Authorizing 1.1 million non-VA care authorizations, a 47-percent increase over the same period last year; and • Increasing the amount of time providers could deliver care to Veterans by increasing the amount of clinic hours in primary and specialty care and through adding weekend evening clinics at our medical centers.

VA is America’s largest integrated health care system with over 1,700 sites of care, serving approximately 9 million Veterans enrolled in health care service. The Choice Program is part of the Veterans Access, Choice, and Accountability Act of 2014 (VACAA), enacted nearly three months ago, to enable VA to meet the demand for Veterans’ health care om the short-term.

Taking pictures has always been her passion.

It may just be in her genes since her father loved photography and had a dark room in her childhood home. White Pelicans are how it all got started. About three years ago, she started taking group pictures of them hanging out on the jetties in Fulton. Her goal was not only to capture their physical beauty, but also to capture the essence of what she loved about life. To her, they symbolized adventure, togetherness, friendship, and the courage it takes to fly away and experience new horizons.

Presenters on Sunday, Jan. 18 will be Dan and Michelle Parker. On Sunday, Feb. 8, it will be Donald Hatch.

We’re Having Fun Tuesday, Dec. 9, will be the only We’re Having Fun activity in December. WHF will resume weekly, every Tuesday, beginning Jan. 6 and continuing through Tuesday, March 10.

The December WHF will be making Dictionary Necklaces. WHF is always an activity where we learn how-to or how-not-to make or do something, because sometimes it works and sometimes it doesn’t. But we always have fun.

Flint Hills Refinery Expands for Eagle Ford Flint Hills Resources Corpus Christi has begun the construction phase of a project that will enable its West refinery to process more domestic crude into transportation fuels. This project, named Project Eagle Ford, is expected to cost around $600 million, require around 2,000 contractors and be completed in 36 months.

In May, Flint Hills Resources received permits for the project from the U.S. Environmental Protection Agency and the Texas Commission on Environmental Quality. Internal board approval was received in September.

“We are excited to begin this phase of the project,” said Valerie Pompa, vice president for Flint Hills Resources Corpus Christi, LLC. “In addition to being able to process more domestic crude this project will also enable us to reduce our criteria air emissions by using best available control technologies and other emission reduction strategies. It’s an exciting time here in Corpus Christi and we are proud to be a part of the continued growth.”

Current capacity of the West refinery is about 230,000 barrels per day. After the project is complete, it will have the capability to process 100 percent domestic crude.

Flint Hills Resources has been a part of Coastal Bend since 1980. It owns and operates two refineries in Corpus Christi (East & West refineries) with a combined total capacity of around 300,000 barrels per day, and a crude oil terminal in Ingleside.

About the West Refinery A subsidiary of Koch Industries, Inc. purchased the West refinery from Sun Oil

Company in 1981, and it has been owned and operated by Koch affiliates since that time. The plant has operated under the name of Flint Hills Resources since 2002. Today, the West refinery has a capacity of about 230,000 barrels per day of crude oil and supplies fuels for major Texas markets such as San Antonio, Austin and the Dallas-Ft. Worth area. In addition, the plant produces various commodity chemicals that are important building blocks for a variety of household products. Community Leaders 2015-2020 Three Academic Goals

By Guy Watts, 1988-2020 Del Mar Regent attyguywatts@ hotmail.com Bright anglo, hispanic, black, asian, and muslim high school graduates immigrant or not that are truly prepared for college need be recruited by Del Mar College to attend the planned Southside Academic Campus with focus on STEM, Ph.D faculty, and only ‘prepared students’ (no Remedial or GED) to get them ready for TAMUCC as an Emerging Research University with considerably more doctoral, professional, and post-graduate research programs. Maximizing their collegiate education is vitally important because they need become quality future leaders of our community’s businesses, industries, government, education, and civic organizations.

To achieve that objective, community leaders need focus in 2015-2020 on three essential goals:

(1) Del Mar’s Southside Academic Campus To be located at Yorktown and Rodd Field Road at the heart of developing southside, Del Mar’s southside campus need be an ‘academic campus’ with the objective of educating truly ‘prepared students’ principally in Padre Island, Four Bluff, and Southside’s District Four and Five and part of Two with FB High School, King High School, and Veteran Memorial High School as well as those from other schools. The Administration need actively recruit ‘prepared students’ for the Southside Academic Campus just as it has recruited over the past several years sixteen hundred ‘unprepared students’ because we have to ‘cultivate a new crop of talent’ as the basis for building our future with the southside campus as the beginning point.

(2) Graduate/Professional School Foundation

(3) Emerging Research University President Flavius Killebrew’s announced on September 10, 2014 the goal of TAMU-CC becoming an Emerging Research University with more doctoral, professional, and postgraduate research programs. And just as occurred seventy years ago when community leaders in Lubbock joined with education leaders to convert Texas Technological College into Texas Tech University with its now medical, law, engineering, law schools and seventy-two plus doctoral programs, the Southside Business Council, PIBA, FBBA and NWBA adopted in June, 2011 the Higher Education Resolution calling for a Del Mar Southside Academic Campus and for more TAMU-CC doctoral, professional, and post-graduate research programs. Crucial now is that industrial, business, government, education, and civic organization community leaders encourage analysis and determination of ‘appropriate’ doctoral, professional, post-graduate research programs that will benefit area students and be the key to growth of the Coastal Bend economy and submit recommendations to the TAMUCC’s President (6300 Ocean Drive 78412) for ‘approval presentation’ to the Texas A&M University Chancellor and to the Texas Higher Education Coordinating Board /Commissioner who await our academic proposals.

Wreaths Across America

This month marks the 23rd anniversary of the Wreaths Across America Program, which was started in 1992 with the donation and laying of 5,000 Christmas wreaths in the Arlington National Cemetery by Morrill Worcester. Though the program initially began as the Arlington Wreath Program, recent years have seen it develop into a nationwide project.

The Wreaths Across America story began over twenty years ago when the Worcester Wreath Company from Harrington, Maine initiated a tradition of donating and placing wreaths on the headstones of our nation’s fallen heroes at Arlington National Cemetery. Recognition of the service and sacrifice of our veterans—and their families—is especially important during the traditional holiday season.

This year the program has set a goal of providing wreaths to over 900 veteran cemeteries across the United States. Of those 900-plus cemeteries, they hope to place more than 540,000 wreaths on gravestones and will count on the assistance of hundreds of thousands of volunteers. The wreath-laying officially takes place on the second Saturday in December, which falls on the 13th this year.

An extremely important part of the Wreaths Across America project is to reach out to kids across the country each year and to stress the importance of ‘Remembering, Honoring and Teaching’ about the fallen servicemen and women who have served their country so faithfully. The themes are: Remember the fallen, Honor those who serve including their families who sacrifice, and Teach our children the cost of the freedoms we enjoy each day.

Through their webpage, Wreaths Across America provides a number of educational programs directed at middle school students.

One of the programs is the Million Memories Project, which aims to preserve the memory of veterans as a way to remember their lives and teach future generations the value and cost of the freedoms that they enjoy. This Holiday Season You Can Save a Life One of the greatest gifts you can give this holiday season is to save a life. During the winter holidays, blood centers often experience a decline in blood donations and thereby a shortage in blood supply. In order to maintain the blood supply for the Coastal Bend, the Coastal Bend Blood Center requires over 120 donors a day to donate blood. Each year, over 4 million people nationwide would die without the lifesaving blood transfusions made possible by generous donors. A single blood donation made this holiday season can be used to save up to three lives.

District 32 is serviced by two blood donation centers, which include the Coastal Bend Blood Center and the South Texas Blood and Tissue Center. The Coastal Bend Blood Center provides services to fifteen medical centers in its ten-county service area of Aransas, Bee, Brooks, Duval, Jim Wells, Kleberg, Live Oak, Nueces, Refugio and San Patricio. The South Texas Blood and Tissue Center provides blood, plasma, platelets and other blood components to hospitals and clinics in forty three South Texas counties, including the Victoria/Calhoun area. A good week for death…

It’s been a good week for death. He got a couple of the good ones. An old friend of mine, Nelson Allen, met his maker on Thanksgiving Day. Nelson had been in poor health since suffering a stroke a couple of years ago. I met him in Austin way back in 1976 through his (then) wife, Carolyn who was a DJ at the storied KOKEFM in Austin… she went by Kandy Kicker back then. They used to come in a little bar I worked at called the Texas Chili Parlour. Those were the heydays of the “cosmic cowboy” scene in the aspiring music community of Austin. The Chili Parlour was a regular watering hole for many up and comers of the day. It was right next door to one of the premier listening rooms that pioneered the “live music capital of the world”, Castle Creek. People like Jerry Jeff Walker, Guy Clark, Joe Ely, Townes Van Zant, Steve Fromholtz, Mance Lipscomb and Lightning Hopkins, etc played there frequently. On any given night you could find a good number of the

His list of recording credits is staggering: Joe Cocker, George Harrison, Ringo Starr, B.B. King, Barbara Streisand, Chuck Berry, Delaney and Bonnie, Donovan, Dr. John, Eric Clapton, Warren Zevon, Joe Ely, John Hiatt, Lynyrd Skynyrd, John Lennon, The Who, Marvin Gay, Sheryl Crow, Graham Nash and more. His musical roots actually go back as far as Buddy Holly and the Dick Clark Caravan of Stars Tours. I met him through my close friend, Ted Newman Jones, an Austin guitar maker that toured with the Stones for many years and was Keith Richard’s guitartech. They worked together in the Stone’s camp for many years and both lived in Austin. Bobby was always around town and graciously sat in with many local bands. I loved to hear him play with Joe Ely the most. We used to hang at Hut’s Hamburgers and the Raw Deal. People from Lubbock seem to gravitate together. Rolling Stone Magazine did an excellent article on his life and accomplishments and is available online. RIP Bobby Keys. Man, they’re dropping like flies.

The weekend in review…

Nelson Allen passed away this week day’s literary and entertainment personalities, not to mention an assortment of reprobates and politicos ready to challenge the world at the TCP….Big Al Ragel, John Muir, Joe Gracie, Gary “Jap” Cartwright, Billie Lee Brammer, Hunter Thompson, Joe Nick Potaski … and Nelson Allen. Nelson was always the best writer I ever knew. He had a kind of “Hemingway meets Nietzsche” sway about him and was definitely “gonzo” before gonzo was cool. He moved on to San Antonio before I did, but I caught back up with him there around 1983 when he was feature writing for the San Antonio Express-News. He had just been named the Texas AP Feature Writer of the Year. At the time he was writing a column called “Behind Bars” and I used to run the streets of S.A. with him at a full gallop. Nelson was actually the man that introduced me to two of my very best friends in this life: Rockin’ Dale Rankin and Jim Beal. I hope Rockin’ talks about him some… he and Nelson were great friends and worked together at the Express-News for many moons. RIP Nelson Allen. I miss you already.

Saxophonist Bobby Keys dead at 70…

Also Lubbock native, Bobby Keys passed away this week at the age of 70. Keys was a true rock and roll saxophonist that most notably played with the Rolling Stones. He played on every Stone’s album from 1969 until 1974 and from 1980 to present, and has performed on all Stones tours since 1970. Keys has played on hundreds of recordings, many uncredited, including Dion’s The Wanderer.

Most of the people didn’t advance because the turkey was so mushy and wet that it barely rolled. It just basically stopped with a definitive thud where ever it hit the ground. They really needed a sanitation station out there. But a good time was had by all. Nobody got hurt and nobody got arrested.

The bad news is, the Porch is now closed until next March.

Mike Milligan and the Altar Boys will be going through some changes Coast that weekend, showed up to cheer their favorite soundman, Ray Summy, on. Speaking of Selfie, they have taken over the Monday night jam at Giggity’s and man, is it ever a blast. Ton’s of local musicians have been showing up and playing and I think they really have something now. I also caught the Mike Milligan and the Altar Boys (Austin, TX) show at Giggity’s on Saturday. Milligan tells me that there will be some personnel changes in the near future and the band will soon be called Michael Milligan and Texian Bluez.

The annual Turkey Bowl at the Back Porch was a hoot. There were even more people signed up this year… something like 90. For some reason, the powers that be only bought two frozen turkeys this year and the end result was not pretty. At one point, the poor pulverized fowl was so beaten up that it escaped the tattered

Mandy Rowden will play Shorty’s this Saturday.

Next weekend, Selfie will be back at Shorty’s on Friday… that’s a good thing and a guaranteed crazy time. And guitar goddess with an attitude Mandy Rowden (Austin, TX) will be there on Saturday. Mandy hasn’t played Port A in a while and I’m sure she’ll have some excuses why not. We love us some Mandy Rowden around here. Also on Friday, a San Antonio blues legend, Southside Jimmy Spacek will play Giggity’s. Jimmy has been playing the blues in S.A. since the 70’s and is a household name there. He’s played with all the big boys and it’s a real treat to have him here on the island. And also on Saturday night, Americana big shots Jason Boland and Charlie Robison will play Brewster Street.
