Dotson’s Note: In October 1962, our family (my wife, our daughter and I) were living the “great life.” I was in the U. S. Army assigned to the Army Air Defense Center, Ft. Bliss (El Paso), TX. My job was teaching GI’s the secrets of “Nike Hercules,” which were surface to air missiles, designed to intercept and destroy enemy aircraft and missiles many miles before they reached their targets. As far as I was concerned there was no better duty in the military. The job was much like that of a college professor (5 days a week, 6 AM to 3 PM, with no other duties). Most of us working in the Army Defense Command did not believe that the cold war would, or could, escalate into a hot war… little did we know. I was more surprised by that phone call than the one alerting me for Korea twelve years before.

After seizing power in the Caribbean island nation of Cuba in 1959, revolutionary leader Fidel Castro aligned himself with the Soviet Union. Under Castro, Cuba grew dependent on the Soviets for military and economic aid.

During this time, the U.S. and the Soviets (and their respective allies) were engaged in the Cold War, an ongoing series of largely political and economic clashes.

The two superpowers, the USA & the USSR plunged into one of their biggest Cold War confrontations after the pilot of an American U-2 spy plane making a high-altitude pass over Cuba on October 14, 1962, photographed a Soviet SS-4 medium-range ballistic missile being assembled for installation.

“I thought it was the last Saturday I would ever see,” recalled U.S. Secretary of Defense Robert McNamara (1916-2009), as quoted by Martin Walker in “The Cold War.” A similar sense of doom was felt by other key players on both sides.

A Deal Ends the Standoff Despite the enormous tension, Soviet and American leaders found a way out of the impasse.

During the crisis, the Americans and Soviets had exchanged letters and other communications, and on October 26, Khrushchev sent a message to Kennedy in which he offered to remove the Cuban missiles in exchange for a promise by U.S. leaders not to invade Cuba. The following day, the Soviet leader sent a letter proposing that the USSR would dismantle its missiles in Cuba if the Americans removed their missile installations in Turkey.

A New Threat to the U.S.

Officially, the Kennedy administration decided to accept the terms of the first message and ignore the second Khrushchev letter entirely.

Privately, however, American officials also agreed to withdraw their nation’s missiles from Turkey. U.S. Attorney General Robert Kennedy personally delivered the message to the Soviet ambassador in Washington, and on October 28, the crisis drew to a close.

For the American officials, the urgency of the situation stemmed from the fact that the nucleararmed Cuban missiles were being installed so close to the U.S. mainland–just 90 miles south of Florida. From that launch point, they were capable of quickly reaching targets in the eastern U.S. If allowed to become operational, the missiles would fundamentally alter the complexion of the nuclear rivalry between the U.S. and the Union of Soviet Socialist Republics (USSR), which up to that point had been dominated by the Americans.

Both the Americans and Soviets were sobered by the Cuban Missile Crisis. The following year, a direct “hot line” communication link was installed between Washington and Moscow to help defuse similar situations, and the superpowers signed two treaties related to nuclear weapons. The Cold War was far from over, though. In fact, another legacy of the crisis was that it convinced the Soviets to increase their investment in an arsenal of intercontinental ballistic missiles capable of reaching the U.S. from Soviet territory.

Soviet leader Nikita Khrushchev had gambled on sending the missiles to Cuba with the specific goal of increasing his nation’s nuclear strike capability. The Soviets had long felt uneasy about the number of nuclear weapons that were targeted at them from sites in Western Europe and Turkey, and they saw the deployment of missiles in Cuba as a way to level the playing field. Another key factor in the Soviet missile scheme was the hostile relationship between the U.S. and Cuba. The Kennedy administration had already launched one attack on the island– the failed Bay of Pigs invasion in 1961–and Castro and Khrushchev saw the missiles as a means of deterring further U.S. aggression.

*Unknown to most, the US Army Defense Command had been secretly alerted to set up in and near Homestead Air Base in Florida, a number of Nike Hercules systems, which were to be armed and ready. I believe that we could have and would have immediately destroyed every missile soon after it was launched from Cuba.

Weighing the Options From the outset of the crisis, Kennedy and ExComm determined that the presence of Soviet missiles in Cuba was unacceptable. The challenge facing them was to orchestrate their removal without initiating a wider conflict–and possibly a nuclear war. In deliberations that stretched on for nearly a week, they came up with a variety of options, including a bombing attack on the missile sites and a full-scale invasion of Cuba. But Kennedy ultimately decided on a more measured approach. First, he would employ the U.S. Navy to establish a blockade, or quarantine, of the island to prevent the Soviets from delivering additional missiles and military equipment. Second, he would deliver an ultimatum that the existing missiles be removed.

In a television broadcast on October 22, 1962, the president notified Americans about the presence of the missiles, explained his decision to enact the blockade and made it clear that the U.S. was prepared to use military force if necessary to neutralize this perceived threat to national security. Following this public declaration, people around the globe nervously waited for the Soviet response. Some Americans, fearing their country was on the brink of nuclear war, hoarded food and gas.

Showdown at Sea A crucial moment in the unfolding crisis arrived on October 24, when Soviet ships bound for Cuba neared the line of U.S. vessels enforcing the blockade. An attempt by the Soviets to breach the blockade would likely have sparked a military confrontation that could have quickly escalated to a nuclear exchange. But the Soviet ships stopped short of the blockade.

Although the events at sea offered a positive sign that war could be averted, they did nothing to address the problem of the missiles already in Cuba. The tense standoff between the superpowers continued through the week, and on October 27, an American reconnaissance plane was shot down over Cuba, and a U.S. invasion force was readied in Florida*. As I recall the exact wording of the call was, “Sarge, you better kiss your wife and daughter goodbye, the Russians’ are getting ready to launch from Cuba and we gotta stop them.” My mind immediately flashed back to that other phone call which had occurred a little more than twelve years before. Did any of you Moon Monkeys see the movie about the Cuban Missile Crisis titled “Thirteen Days”? The movie was released in 2000. The lead actor was Kevin Costner and the movie’s tagline was “You’ll never believe how close we came.” Thanks to the many of you who have responded to my recent articles. STATE November Constitutional Amendments

In the 84th Texas Legislature, the House and Senate referred seven potential policy changes to the people of the State of Texas in the form of constitutional amendments.

Texans can vote on these amendments within the next month – this year, Election Day falls on Tuesday, November 3rd, 2015. The first day of early voting is Monday, October 19th, 2015. If voters pass a proposed constitutional amendment by a majority margin, then that amendment becomes a part of the Texas Constitution. I wanted to provide you with an overview of each constitutional amendment.

The Texas Legislative Council is a nonpartisan organization that provides information, analysis, and assistance in the crafting of legislation. I am including the Council’s summaries of the seven below.

Amendment No. 1 (S.J.R. 1) - The constitutional amendment increasing the amount of the residence homestead exemption from ad valorem taxation for public school purposes from $15,000 to $25,000, providing for a reduction of the limitation on the total amount of ad valorem taxes that may be imposed for those purposes on the homestead of an elderly or disabled person to reflect the increased exemption amount, authorizing the legislature to prohibit a political subdivision that has adopted an optional residence homestead exemption from ad valorem taxation from reducing the amount of or repealing the exemption, and prohibiting the enactment of a law that imposes a transfer tax on a transaction that conveys fee simple title to real property.

Amendment No. 2 (H.J.R. 75) - The constitutional amendment authorizing the legislature to provide for an exemption from ad valorem taxation of all or part of the market

value of the residence homestead of the surviving spouse of a 100 percent or totally disabled veteran who died before the law authorizing a residence homestead exemption for such a veteran took effect.

Amendment No. 3 (S.J.R. 52) - The constitutional amendment repealing the requirement that state officers elected by voters statewide reside in the state capital.

Amendment No. 4 (H.J.R. 73) - The constitutional amendment authorizing the legislature to permit professional sports team charitable foundations to conduct charitable raffles.

Amendment No. 5 (S.J.R. 17) - The constitutional amendment to authorize counties with a population of 7,500 or less to perform private road construction and maintenance.

Amendment No. 6 (S.J.R. 22) - The constitutional amendment recognizing the right of the people to hunt, fish, and harvest wildlife subject to laws that promote wildlife conservation.

Amendment No. 7 (S.J.R. 5) - The constitutional amendment dedicating certain sales and use tax revenue and motor vehicle sales, use, and rental tax revenue to the state highway fund to provide funding for nontolled roads and the reduction of certain transportationrelated debt.

BBB offers advice to consumers seeking to participate in Breast Cancer Awareness Month

By Kelly Trevino, Regional Director, Better Business Bureau serving Central, Coastal, Southwest Texas and the Permian Basin October is Breast Cancer Awareness Month, an annual campaign to increase awareness about this disease. For businesses and consumers, it is an opportunity to give or support a cause that affects those fighting the disease, family, friends, communities and survivors.

According to the Breast Cancer Research Foundation, a woman in the U.S. is diagnosed with breast cancer every two minutes. Breast Cancer Awareness Month is a great time to research and take action. Whether you are donating to the breast cancer awareness cause, shopping for “pink ribbon” merchandise or signing up to volunteer or participate in a walk or run, Better Business Bureau serving Central, Coastal, Southwest Texas and the Permian Basin encourages you to “think pink” this month.

Before you get involved, BBB recommends following these tips: • Shop smart. Beware of false or misleading marketing and advertising. When you’re shopping online or in stores for “pink ribbon” products that state the proceeds go to fund breast cancer research, take caution.

Even if a portion of a business’s sales goes toward breast cancer research or treatment, it might still keep a majority of the sales.

So, it might be more effective to give money directly to a breast cancer-related charity (or fundraiser) versus purchasing a “pink” product from a retailer that only donates a small percentage of the cost. Remember to read the fine print. BBB wants consumers to make sure that any pink ribbon product you buy this month actually backs the message it’s sending – and reaches those who need it most.

• Check with BBB. Your BBB is a great resource to use if you’re looking for a trustworthy business or charity that may be supporting or donating to the breast cancer cause. Also, BBB’s Wise Giving Alliance provides Charity Reports to show consumers how charities will use donations. For more information, visit give.org.

Apple season is here.

What’s your favorite apple? Hard to choose sometimes. Well… let’s rewind! Part of enjoying the fall season, is the bounty we get from fall fruits and vegetables harvested, this time of year. We have access to various types of squash, sweet potatoes, pumpkins, various pears, and yes… a large selection of apples. Whether bobbing for apples on Halloween, eating one or cooking with many, we have a large selection from which to choose. Depending on our taste , or our cooking needs, we can pick a tart granny smith, a sweet juicy honey crisp, a mackintosh, or even a lightly sweet, red crispy, Washington apple, just to name a few.

This Week’s Recipe: Taffy Apple Crostata: Yields 4-6 Individual Crostatas Crust: 10 Tbsp. butter cut into pieces 2 C All Purpose flour ½ Tsp. Salt ½ C + 4 Tbsp. Sugar 1 Egg Yolk ½ Cup Sour Cream 1 Egg (whipped for egg wash) Raw Sugar for Topping Crostata Flour for dusting Directions: Place flour in a bowl and add butter. With your hands, rub the butter in between the flour, until crumbly. Add the salt and sugar, and then the egg yolk and sour cream. ***Note: Egg Yolks vary in size… if dough is a bit dry… add 1 to 2 Tbsp. heavy cream or a little extra sour cream Mix until a dough ball forms and let rest for 30 minutes, covered in saran wrap, in refrigerator.

Preheat Oven to 350 degrees.

Many of us have a favorite, or a favorite way of eating one. One of my favorite ways to eat an apple, is one that is dipped in lots of caramel and slathered in nuts! Did someone say…Taffy Apples? Bingo! I can bypass a lot of desserts, but I find it difficult to bypass taffy apples. They are sweet, salty and tangy!

Unfortunately, taffy apples, can’t take the place of a warm piece of apple pie. Apple pie often calls for a delicious cup of coffee, or a cup of hot apple cider. But no worries… I took the concept of an apple pie crust, filled with sweet and tart apples, sautéed in creamy butter, then tossed in brown sugar and deglazed with a splash of bourbon. I then nestled them in a crispy, buttery crust and topped it with almonds.

Once baked, I drizzled it, all over with hot, homemade caramel! Voila! I can now have the best of both worlds! A Taffy Apple Crostata.

I don’t call it a pie, because a pie is meant to be cut from a whole into single servings.

However, since I don’t share my Taffy Apple, (just kidding) I decided to make my crostata (an individual sized tart) and make single serve portions, like you would get from a taffy apple.

Crostatas are fun and versatile, just like a pie crust is. You can add cheese to the crust or herbs as well as fill them with other fruits, berries, dried fruits and nuts as well as savory fillings.

One example is, roasted cherry tomatoes and savory goat cheese, drizzled with extra virgin olive oil, or how about smearing the crust in a cilantro and garlic pesto, and adding sautéed chorizo, caramelized onions, and top it with crumbled queso fresco (soft, fresh Mexican cheese) Crostata’s are quite tasty and allow for you to be creative and have fun making them, whether you’re serving yourself, or making a batch to serve others.

Tip of the week: You can make any sweet crostata extra special by serving it ala mode by adding vanilla bean ice cream first and then drizzling the caramel sauce. If the caramel sauce is a bit hardened, you may use a microwave to heat it back up, so it’s easier to drizzle over the dessert! And lastly… you can make one big crostata also and serve the whole family instead of making multiple individual servings… I won’t tell! Dust counter with flour, and with a rolling pin, roll out dough to about ¼ inch thickness and cut into a circle using a knife by cutting around a saucer. Fill the circles with a pinwheel of sliced apples and top with nuts or dried fruit of choice and drizzle with any brown sugar sauce from making the apples. You can top with butter pats if you wish to add richness to the tart as well as a shiny sheen. With a brush, egg wash each crostata and add the raw sugar and bake at 350 degrees for 25-30 minutes until golden brown. Once cooled and ready to serve, you may drizzle with caramel sauce.

Filling: 1 lemon Juiced in a bowl of cold water 6 Granny Smith or Washington Apples, cored and sliced, placed in lemon water (drain before sautéing) 1 Tsp. Cinnamon 2 Tbsp. Butter 2 Tbsp. Honey Bourbon 1 C Sliced Almonds or any nut of choice Melt butter and add apples with cinnamon and stir. After filling the crostata with apples, leave an inch of dough. Starting from one end lift the dough up and pinch it all the way around, forming a seal, to keep apples in center. Add the brown sugar and once melted, add the bourbon and step back, it may flambé (A flame will form if using a gas stove). Stir and cook, until the alcohol burns off (2 minutes) and a light sauce forms. Remove from heat and set aside.

Caramel Sauce: 1 C Granulated Sugar 6 Tbsp. salted butter cut up into 6 pieces ½ C Heavy Cream 1 Tsp. Salt ***Note be super careful not to touch the caramel sauce while cooking it. Sugar is a very serious burn hazard. If unsure, using a store bought caramel is forgivable.

• Heat granulated sugar in medium saucepan, stirring constantly with a heat resistant spatula, or wooden spoon • As the sugar heats, the clumps will disappear and the color of the sugar will turn into amber colored liquid • The pan will be hot, therefore, the sugar will continue to caramelize and get dark.

So, to avoid this, when it gets golden, be prepared to remove off heat, in order not to burn it. You can put back on the heat in order to add butter and cream • Once sugar is completely melted, about 2-3 minutes add the butter. It will melt into the caramel sauce • From the edge of the pan, add the heavy cream and continue stirring. Since the heavy cream is cold, the caramel sauce will begin to bubble rapidly, allow the mixture time to consolidate, by slowly stirring the sauce and incorporating the cream.

• Remove from the heat and add the salt and stir.

Hydrant pulls out in front of vehicle

In the dark hours early Saturday morning beach campers were surprised when a boat pulled up onto the beach at Padre Island National Seashore and was met on the shore by two SUVs. Two men got out of each and began offloading the “Square Grouper” you see here; in reality it was bundles of what turned out to be 350 pounds of marijuana.

October 14 11:10 p.m. 14200 Commodores Drive Driving While Intoxicated A Corpus Christi Police were dispatched to a one car crash with a truck and a fire hydrant in front of Schlitterbahn Waterpark. Officers arrived and found a 2012 GMC Sierra truck stuck in the mud with water running from under the truck. The truck appeared to of driven off the roadway and crashed into a fire hydrant and several irrigation lines to the parks sprinkler system Officers contacted the 25 year-old driver and after an investigation they determined he was intoxicated. After being treated at Spohn Shoreline Hospital, he was arrested for driving while intoxicated. Damage to the fire hydrant and park irrigation lines was estimated to be $4,000.

The campers contacted law enforcement as the SUVs headed north up the beach with their newly acquired product where the alerted law enforcement personnel fell in behind them and turned on their bar lights.

One driver pulled over and the two men inside were arrested; the second driver took off and probably realized about this time that the plan to smuggle the nefarious weed onto a beach with only one road off was something that should have been thought of beforehand.

A high-speed chase ensued until spike strips to puncture tires were set up in Park Road 22 and this vehicle was disabled, the two men inside arrested. The boat made its escape.

Low speed chase Meanwhile, back in Flour Bluff this fellow dug out of his yard and led residents on a low speed chase until he was returned to his yard without further ado.

Loud Bass Puts Man to Sleep October 15 2:55 a.m. 2200 Crosstown Access Road North Driving While Intoxicated A Corpus Christi Police Officer on patrol found a man passed out behind the wheel of his truck at a traffic light in the 2200 block of Crosstown Access Road. The Officer observed a 2015 Dodge Ram truck with its brake lights activated and the engine on. As the Officer walked up to the truck to investigate, he heard loud bass coming from the vehicle. He saw a man asleep in the driver`s seat and the vehicle was still in drive with the drivers foot on the brake pedal.

After several attempts of banging on the window of the truck, Officers were able to wake the driver. After an investigation, the 25 year-old driver was determined to be intoxicated. He was arrested for driving while intoxicated, and his truck was impounded, his choice of music went unaddressed

Fulton Mansion State Historic Site Grand Re-Opening October 24 A two-year project culminates Saturday, October 24 at 3 p.m., as the Fulton Mansion State Historic Site, one of the Texas Historical Commission’s (THC) 20 historic sites, celebrates the grand reopening of the mansion that has been meticulously preserved and restored.

Rising above the Aransas Bay, Fulton Mansion appears as incredible now as it did when it was first constructed in 1877. Called “Oakhurst” for the majestic windswept oaks that surrounded the property, it was built by East Coast entrepreneur and engineer George W. Fulton for his bride, Harriet Smith, the daughter of Republic-era-politician Henry Smith.

Fulton transformed Harriet’s coastal bend land inheritance into a ranching empire as part of the Coleman-Fulton pasture company, building a private fortune in the 1870s. The company shipped cattle and cattle products between Rockport-Fulton, New Orleans, Cuba and even as far away as England. Married in 1840, the couple spent 16 of their 50-year marriage living in this classic French Second Empire style house that boasts unique construction methods, advanced mechanical systems, and modern conveniences such as gas lighting, central

heating, and indoor plumbing with hot and cold running water – rarities for homes in this region at the time.

The two-year restoration has meticulously preserved and restored the mansion. The project included restoration of its slate roof, gutter, and lightening protection systems, and significant repairs to the original wood windows, doors, and siding. The building was repainted, damaged stucco replaced, and improvements made to the porch that enhance its ability to withstand coastal storms. The project also included removal and reinstallation of tile floors to replace degraded wood, iron beam, and shellcrete structural elements, improvements to electrical and mechanical systems, addition of sump pumps, and repair of interior finishes.

The Fulton Mansion is located at 317 Fulton Beach Road, Rockport, Texas.

Island Strategic Action Committee. Is a 14-member committee which meets at 5:30 p.m. on the first Tuesday of each month at the Comfort Suites on Windward Drive. The committee’s purpose is to advise the Corpus Christi City Council on matters pertaining to The Island. All meetings are open to the public and the public is invited to address the committee during the public comment period.

Padre Island Business Association. The association is a not-for-profit organization whose primary purpose is to advertise and promote Padre/Mustang Islands, Flour Bluff and Corpus Christi while advancing the interests of the business community. It is managed by a 9-member board of directors.

A membership luncheon is held on the 2nd Thursday of each month at Holiday InnPadre Island starting at noon. Mixers are held on the 3rd Tuesday of the month. The association annually has two fundraising events – Taste of the Island in the fall and a Wine Tasting in the spring.

P.I.E. Padre Island Enrichment Club, Inc, P.I.E. strives to enrich the lives of Padre Island women through social activities and community involvement. Full membership luncheon meetings are held the second Friday of each month at the Holiday Inn. ARK – Animal Rehabilitation Keep.

Located in Port Aransas the ARK is affiliate with the University of Texas at Austin Marine Science Center. They handle the rehabilitation of most species of wildlife in the area with an emphasis on marine animals. They care for about 1300 animals each year, including about 300 sea turtles and more than 100 species of birds. Island’s PIPPs Chapter of Corpus Christi Red Hat Society. In 2004 a group of Island ladies got together under a Palapa and founded the Padre Island Palapa Pals (PIPPs). Our only rule is that there are no rules! We are all about fun and friendship.

We meet once a month for lunch and various fun outings from cupcake making to CPR. Padre Island Social Club is a group of fun loving people that enjoy experiencing the area. We get together for social and cultural events like Sunday Funday at the beach, diner or a night on the town. If you are interested in meeting new people, politics, fashion, all types of musical genres, pop culture, books, theatre, art, movies, museums, wine, beer, food, traveling and more then this is the place for you. By Ronnie Narmour ronnienarmour@gmail.com What a busy, crazy, fun weekend. It started on Friday with Buddy Trevino at Shorty’s. Buddy is an up and comer in the Corpus songwriter’s circle. He brought a couple

just as Matt Hole and the Hot Rod Gang had worked the massive crowd into a bonified frenzy. Everyone on that little porch had their hair on fire and that’s no exaggeration. Matt Hole is one fired up entertainer. He was born to rock. And that drummer of his, James Griffis, is hell bent for leather. That is one fired up dude. He’s great. And their upright bass player, Micky Allen, ain’t no slouch. By the end of the night, he was riding his bass like a surf board. Fair warning, they will be at Giggity’s again this Saturday. Trust me, you don’t want to miss that. By Sunday I was pooped, but my buddy Preecher Williams wanted to go see his pal Dave Ward play mandolin with the South Texas Grass Roots Band at Island Italian down on Padre. I’d never been there so I sucked it up for one more show. It was a really pleasant setting full of families dining and the band playing at a nice quiet volume. Preecher’s buddy Dave wasn’t with them that night but the other four fellows did a fine job. By the way, the food was great. I’ll definitely go back there.

The Rankins Dale and Jan and I ran over to the park to see the wooden boat display. Jan found her coffin boat and had to try it out. Then it was back to Shorty’s where Ruben Limas and the Rolling J’s contributed a rousing set which took us to sundown. There was plenty of smoked pig to eat

This coming weekend is another biggern.

The Harvest Moon Regatta will take out from Pleasure Pier in Galveston at 2:00 PM today, Thursday the 22nd. The faster boats should start showing up in Port A as early as Friday morning. The race is officially over at 1:00 PM Saturday and the rum party, bar-b-que banquet and awards ceremony will start around 5:00 PM. at the City Marina Pavilion in Roberts Point Park. And then on Sunday morning (7:30-9:30 AM) they throw a Bloody Rum send off back to Galveston. You will probably see a lot of sailors walking around Port A this weekend. There are as many as 250 competing yachts descending on City Marina so stop and give them a ride in your golf cart. I must mention that as of this mid-week writing, there’s a chance that this event could be cancelled due to high seas.

I gotta say, those folks at Cinnamon Shore had it going on too. Their grand lawn had activity going on everywhere you looked. This event is sponsored by the Port Aransas Art Center and the Port A Chamber of Commerce.

I always try to make it by the Felder Gallery where San Diego artist Wade Koniakowsky will be painting on site, plus proprietor Robby Felder always has the best selection of refreshments. Also, a stop by Brenda Barnett’s Potter on Cotter and Sheri Hargrove’s Port A Glass Studio is always a must. And don’t forget Amy Sullivans’s amazing ceramics studio.

There really is a wealth of talented artists in Port A.

And as for music this weekend, today, Thursday the 22nd, Aaron Watson and Jason Cassidy will play another installment of Brewster Street’s “Texas Music Series” and Clarissa Serna will play Rockit’s. On Friday Americana star, Pat Green, will play Brewster Street, trop rocker Jerry Diaz and Hanna’s Reef (Port Arthur, TX) will play the Back Porch and blues jumper Mike Milligan and Texiana Blues (Austin, TX) will undoubtedly blow the roof off of Giggity’s. On Saturday psychobilly rocker Matt Hole and the Hot Rod Gang pick up pieces from Milligan’s show at Giggity’s the night before and destroy it again. And over at the Back Porch on Saturday, Grammy nominee Randy McAllister will play the blues, the blues and nothing but the blues.
