Advancing Detroit Through Partnerships, Planning, and Placemaking

Thank you for your interest in the Downtown Detroit Partnership and our 2025 Impact Report: Advancing Detroit through Partnerships, Planning, and Placemaking.
For more than a century, the DDP has been a trusted steward, convener, and implementer focused on Detroit’s economic vitality, public realm excellence, and quality of life. Our partnerships extend across all sectors, including the City of Detroit, Wayne County and the State of Michigan, philanthropy, business leaders, and community organizations to achieve outcomes no single entity could accomplish alone.
Today, DDP is one of Detroit’s most sophisticated and scalable civic platforms, combining economic development, urban innovation, place management, safety, mobility, data analytics, small-business support, and large-scale event execution.
During the 2025 program year, the DDP further demonstrated the depth of our experience among our staff and Board of Directors, many of whom were asked to serve on Mayor Mary Sheffield’s transition team.
We intensified our roles in the city’s major infrastructure projects: I-375 and I-75. We continue to advocate for a pedestrian-friendly boulevard to replace I-375 that allows for thoughtful development options and connects

(and reconnects) neighborhoods. We are working closely with the Michigan Department of Transportation and the City of Detroit to advance the I-75 Cap project. We encouraged community input and advanced a feasibility study that will be completed in the coming months.
In 2025, we took an active role in development, planning, and placemaking decisions all with an eye to increase the city’s economic and social prosperity and boost Downtown’s appeal to businesses, residents, and visitors. We completed the transformation of Capitol Park and made key infrastructure improvements to Campus Martius Park to enhance the visitor experience.
This was a year in which we made significant strides toward advancing our mission to cultivate social and economic impact in Detroit. DDP programs influence investment decisions, attract and support large-scale events, and improve our public spaces in ways no other organization in the region can. Our historical perspective and ability to provide data and consistency are unique to the DDP and valued by our stakeholders.
The pages that follow provide additional highlights from the past year and where we will build on our successes through 2026 and beyond.
On behalf of the DDP Board of Directors, thank you for reading our Impact Report and for your support throughout the year. We stand ready to work with all stakeholders to accelerate priorities that advance the city’s success and improve the lives of residents.

Eric B. Larson Chief Executive Officer Downtown Detroit Partnership

Another spectacular year in Detroit, and as we reflect on our successes and plans for the future, we extend our deepest thanks to DDP CEO Eric Larson and his team for their dedication, innovative ideas, and thoughtful planning that adds so much to our Downtown. They are extraordinarily talented, and their creativity and tireless efforts ensure that every initiative, from vibrant public spaces to community programs, truly enhances the life and energy of our city. Their work not only makes Downtown Detroit more dynamic, but it also strengthens the connections that make our city stronger for everyone.
To our Board of Directors and Executive Committee, thank you for your guidance and vision. Your leadership and commitment are what drive our progress and shape a thriving Downtown. Of course, our city wouldn’t be safe, clean, and inviting for residents and visitors without our BIZ Ambassadors. The work they do is crucial to keeping streets welcoming, supporting local businesses, and fostering a sense of community, and they do it every day with a kind word and a smile. Many thanks to each of them for their dedication.

Our public safety officers and first responders, led by Detroit Police Chief and DDP Board Member Todd Bettison, are held up as models across the country for what a police department should look like and how it should interact with a city’s residents and visitors. Our heartfelt thanks to each of them for continuing to keep our city and residents safe, allowing Downtown to thrive as a place where people feel secure and welcome.
The DDP’s work continues to operate with the notion that we are one neighborhood in Detroit, and the work that we do supports all neighborhoods across our city. We know that we are one piece of a larger puzzle that makes up our unique city, and every effort we make Downtown contributes to the vibrancy, pride, and opportunities in every corner of Detroit.
Together, we are creating a place where businesses flourish, residents feel proud, and visitors are welcomed. We remain dedicated to enhancing the Downtown experience for all who live, work, and visit here, and we are excited about the opportunities ahead as we continue to grow as one connected community.
Thank you for your continued support, your partnership, and your belief in the power of collaboration to make Detroit shine. Cheers to 2026 and beyond!
Best,

Cindy Pasky Board Chair, Downtown Detroit Partnership Founder, President and CEO Strategic Staffing Solutions

The DDP delivers high-visibility experiences that drive foot traffic, elevate brand presence, and generate economic impact through its yearround public space programming and Signature Events. Convening diverse audiences, supporting small businesses, and attracting national attention all reinforce that Downtown Detroit is a premiere destination, and its parks and public spaces are world-class venues for activations and sponsorships.
The DDP is the nonprofit organization that administers the priorities and initiatives of the Downtown Detroit Business Improvement Zone (BIZ) – a public body led by a board of directors comprised of Downtown property owners. A provision in the Downtown Detroit BIZ legislation allows the DDP and BIZ to leverage BIZ services to Detroit neighborhoods outside of Downtown on a fee-for-service basis. This allows all neighborhoods and partners throughout the city to benefit from the professional efficiencies of the BIZ infrastructure, programs, and expertise.
Through service contracts administered and managed by the DDP, BIZ Ambassador services are used in several areas outside of Downtown, including Eastern Market, Midtown, Live6, and Jefferson Chalmers. Providing these services for a fee allows the BIZ to reduce overhead expenses, increase efficiency, and deliver a common standard of excellence. The general scope of the Ambassador team is to keep sidewalks and public spaces clear of debris, ensuring safe passage and improving the quality of life for families and individuals with disabilities. Additionally, Ambassadors are trained in hospitality, CPR, AED, and first-aid, situational awareness and de-escalation, crowd management, and mental health first-aid.
Ambassadors are often a person’s first point of contact when reaching their destination in Detroit. They are extremely knowledgeable and can help anyone with directions, restaurant recommendations, emergency support, and more. From long-time Detroiters to visitors from around the world, people often share how this team of professionals positively impacted their experience in the city as well as their overall perception of Detroit.
The following organizations, and many others, have contracted with the DDP to hire BIZ Ambassadors to care for their geographies and to support their events:
• Detroit Riverfront Conservancy
• Eastern Market Partnership (occasional)
• Jefferson East, Inc.
• Live6 Alliance
• Midtown Detroit, Inc.
• MotorCity Casino Hotel

The Downtown Detroit BIZ, established in 2014, is a special assessment district funded by Downtown property owners and led by a Board of Directors that contract with the DDP to manage its day-to-day operations. The Downtown BIZ is dedicated to supporting the overall appeal of Downtown Detroit through critical services, including safety, hospitality, cleaning, supplemental lighting, public space and landscape maintenance, urban planning, marketing and engagement, and data. As a public body, the BIZ operates transparently and with accountability in compliance with Michigan’s Uniform Budget and Accounting Act and Open Meetings Act. The DDP was called upon to provide technical leadership and guidance to Rivertown stakeholders who were working to establish a Rivertown Business Improvement Zone (Rivertown BIZ). Drawing upon more than a decade of experience managing the Downtown Detroit BIZ, DDP served as a trusted advisor to this community effort, alongside the Rivertown Detroit Association, Jefferson East, Inc., the Detroit Riverfront Conservancy, and many community leaders. The priorities for a clean, safe, and welcoming neighborhood, a special assessment for property owners to fund it, and the governance to manage it openly, transparently, and responsibly we set forth in the Zone Plan, which was approved by votes of City Council before the end of 2025.
In early 2026, Rivertown property owners approved the Rivertown BIZ, creating a district that will generate approximately $850,000 annually to support a cleaner, safer, and more welcoming neighborhood. The inaugural Rivertown BIZ Board of Directors Meeting was on Wednesday, April 1, which officially launched the Rivertown BIZ, and the contract with the DDP to administer and manage the Rivertown BIZ’s day-to-day operations. The success in establishing and launching the Rivertown BIZ reflects DDP’s role as a resource for best practices in urban place management and its commitment to creating programs in Downtown Detroit that are replicable in all Detroit neighborhoods with the goal of building strong and sustainable communities and business corridors.

The Detroit-Windsor/Essex relationship is an important and longstanding one that the DDP plays a key role in advancing. As a steward of Downtown Detroit’s growth, DDP collaborates with partners on both sides of the border to strengthen this binational connection and region. In 2025, the RIVER Collaborative, co-chaired by the Consulate General of Canada in Detroit with the cities of Windsor and Detroit, named the DDP as its trusted fiduciary and long-term partner in convening stakeholders, fostering dialogue, and ensuring cross-border vitality and success. With RIVER Collaborative partners, the work of Windsor artists has been featured on DDP’s digital kiosks, and Campus Martius Park has become a screening location of the Windsor International Film Festival.
With major infrastructure investments like the Gordie Howe International Bridge on the horizon, DDP continues to champion a collaborative, forward-looking approach to strengthen our binational region. The DDP worked closely with leaders in Windsor/Essex to publish a special Binational Edition of the 2025 Downtown Community and Development Update, which was released at Fall Forum: Special Edition in partnership with Michigan Central and the RIVER Collaborative. The DDP’s expansive data program helps inform investment decisions and BIZ operations; supports local businesses, property owners, government officials, and other stakeholders; and provides contextual information on real estate, business climate, demographics, quality of life, environment, and more.
The Downtown Datascape, DDP’s interactive, public-facing online resource, allows users to access data and analysis through a variety of tools, including the Downtown Detroit Dashboard, 3D Interactive Map, Downtown Detroit Perceptions Survey, Stakeholder Insights, and Metrics on Downtown Detroit. The DDP curates original data and purchases and packages data from reputable sources.
In 2025, the DDP launched two key initiatives, the Downtown Detroit Profile and the 3D Mapping Tool. The profile includes key data such as population and demographics, costs for rentals and other spending, visitor numbers, real estate projects, and so much more. The 3D Mapping Tool is a fully interactive program showing recent, current, and upcoming real estate projects in Downtown Detroit in a dynamic 3D format.
The DDP and the City of Detroit co-lead the Detroit Data Coalition, a group of local data professionals that meet regularly to share information and best practices, review emerging data trends and tools, and leverage resources.

We curate data from myriad third-party resources and select key statistics to help stakeholders understand the context of Downtown Detroit.

Small businesses are the heartbeat of our city and contribute significantly to Detroit’s economic success. This is why DDP strengthened its Small Business Program in 2025 to engage with businesses and ensure its initiatives supported this crucial piece of Detroit’s ecosystem and the vital role businesses play in creating a vibrant, innovative, and thriving community.
In 2025, DDP focused on implementing successful campaigns to promote the district, increase foot traffic, elevate communication and engagement with businesses, and rebranded The Detroit Card.
With the goal of strengthening and growing the small business ecosystem, DDP engaged the Downtown business community through resource-rich monthly newsletters, strategic marketing across DDP’s social media platforms, and regular in-person outreach. Consistent communication ensures businesses stay informed and connected to valuable opportunities.
In 2025, DDP led several Small Business Series sessions that offered resources and guidance on safety, event logistics, and financial education planning. The sessions addressed key topics identified directly from the business community.

Over 700 direct purchases were generated through sticker redemptions during the 25-day campaign.
The most active businesses (42.5%) experienced a 17.4% year-overyear growth rate, demonstrating a strong correlation between business engagement and foot traffic gains
Nearly half of participating campaign businesses outperformed overall Downtown visitation trends.
Nationally, downtown retail traffic declined approximately 5% in Dec. 2025.
17.4% 1.5% 47.5%
In partnership with the Detroit Month of Design, DDP brought energy and foot traffic to the Capitol Park corridor through a series of creative small business activations for Shop Downtown in September. With support from Diversified Members Credit Union and in collaboration with Bedrock and Design Core Detroit, the DDP worked with Downtown businesses to showcase unique experiences that included a limited-run coffee giveaway at Dessert Oasis Coffee Roasters, an exclusive DDP x Detroit City Football Club t-shirt, and live street-side music at Bastille Bar. The campaign highlighted the power of collaboration in driving visibility, engagement, and support for Downtown small businesses – the heartbeat of our city.
During the holiday season, DDP, together with the small business community and generous funders, held its inaugural “25 Days of December,” a creative, crossplatform program that drove traffic, sparked discovery, and highlighted everything that makes Downtown Detroit shine. Using creative and engaging marketing and promotional materials, the goal was to encourage visitors and locals to Shop, Dine, and Discover Downtown Detroit.
However, 25 Days of December campaign participants saw a 1.5% increase in visitor activity.
Through digital, social, and media relations efforts:
The 25 Days of December campaign was made possible by support from the Diversified Members Credit Union, Community Foundation for Southeast Michigan, and Hudson-Webber Foundation. Additionally, GW Home generously supported the campaign by providing the grand prize, with second and third place prizes provided by the following businesses:
• American Coney Island
• Atheneum Hotel
• Cambria Hotel
• Cibo Detroit
• Detroit City Football Club
• ELIA Group
• Fanatic U Detroit

The role of DDP in Urban Innovation is to coordinate with public, private, and philanthropic stakeholders on projects that will support the city’s long-term future. The impact of this work can only be achieved with strong collaboration and communication. DDP’s Urban Innovation initiatives directly impact infrastructure, public spaces, mobility, sustainability, housing, and economic development.

Continuing in 2025, DDP remained active in two of the city’s largest infrastructure projects in recent history: I-75 Cap and I-375.
In early 2025, DDP completed the I-75 Cap Vision and Alternatives Analysis, bringing forward a community preferred concept design from a series of visioning sessions.
In August, DDP, MDOT, and the City of Detroit kicked-off the I-75 Cap Feasibility Study, funded by a $2 million planning grant from the U.S. Department of Transportation Neighborhood Access and Equity (NAE) Program. Taking the concept design from the Vision and Alternatives Analysis, this feasibility study represents a critical next step in realizing the community-led vision to reconnect neighborhoods divided by I-75 through the creation of new public park spaces above the freeway. The study will focus on: Community Engagement, Public Space Design, and Transportation Engineering. A robust, meaningful community engagement process will refine the vision and identification of a preferred path forward for the project.
The DDP was awarded a $2 million planning grant from the U.S. Department of Transportation Neighborhood Access and Equity (NAE) Program to lead the I-75 Cap Feasibility Study.
Throughout 2025, the DDP remained engaged with project partners – MDOT, City of Detroit, and the Kresge Foundation – to elevate community voices and uplift the Peer Review. DDP’s recommendations from the Kresge Foundationfunded Peer Review underscore the importance of the role and work our team has in the longterm vision of Downtown. We firmly believe the Peer Review can serve as a project blueprint for enhanced community engagement, urban design, and opportunities for large-scale projects in the city
While there are still competing visions for the project, DDP’s Urban Innovation team is working to ensure the outcome of I-375 will ultimately be in the city’s best interest and better prepare us for future investments.
In November, DDP affirmed their partnership and commitment to the project with the following joint statement:
“The pause in the I-375 project allows us to strengthen the foundation that will make this project truly transformative. MDOT, the City of Detroit, Downtown Detroit Partnership, and The Kresge Foundation have deepened our collaboration to recognize this is not just rebuilding a roadway but that doing the necessary work in rebuilding trust and creating a model for how major infrastructure projects can advance community priorities. Our joint commitment ensures the community will help determine what gets built and how it serves their needs.”
Michigan Department of Transportation (MDOT), City of Detroit, The Kresge Foundation, Downtown Detroit Partnership

In 2025, DDP continued to lead a $13.7 million grant initiative that supports a portfolio of nine placemaking and development projects designed to strengthen connectivity, accessibility, small business opportunity, and overall economic vitality across Downtown Detroit. As a convener and steward of the RAP Grant, DDP brought together public, private, and philanthropic partners around a shared vision – to align public space improvements and real estate investments for residents, workers, businesses, and visitors to have an elevated experience in Downtown Detroit.
A major DDP project milestone in 2025 was completing the renovation and subsequent reopening of Capitol Park. This project is one in the RAP Grant portfolio related to public spaces. The revitalized Capitol Park offers a welcoming gathering place while also reinforcing Capitol Park’s role as a vibrant must-visit neighborhood destination.
The DDP continues to guide the planning and coordination across the full RAP Grant portfolio to ensure each project delivers a more connected and accessible Downtown.

DDP, in partnership with the City of Detroit, continues to expand and enhance a citywide system of digital information kiosks. 30 kiosks have been installed on busy commercial corridors, with at least one in every City Council district. The use of kiosks has exceeded expectations, with more than 125,000 uses in 2025. Another 10 units are on track to be installed by early summer 2026.
The kiosks are highly visible and a user-friendly system connecting the community with important information including neighborhood-specific content, real-time transit information, local business directory, emergency call buttons, free wi-fi and more.
Proactively engage business leaders, community stakeholders, and partners to advance a shared vision for a more connected Downtown.
Foster a strong ecosystem through intentional communication tools, platforms, and research that deliver real-time, actionable information to stakeholders.
Coordinate and support strategies that focus on long-term economic and community benefits from transformative projects.
Collaborate to offer best practices on mobility, wayfinding, infrastructure, and public space planning with broader economic vision.

The DDP/BIZ Safety Program facilitates the implementation of a comprehensive safety strategy in collaboration with Downtown public and private safety professionals, social service providers, property owners, businesses, and other stakeholders. Detroit Police Chief Todd Bettison is a strong partner and current DDP Board Member, and we congratulate the Mayor, City Council, and Chief Bettison and his team on the remarkable reduction in crime the city has witnessed.

Project Lighthouse® is the DDP’s innovative safety program, nationally recognized by the U.S. Department of Homeland Security, that connects Downtown patrons to a coordinated network of partners ready to assist them 24/7/365. It also connects Downtown’s public and private safety professionals with one another. Partners provide the public or visitors shelter from inclement weather, a safe place for friends and family to meet, a place to request police assistance, or get directions.
There are currently 18 Project Lighthouse® locations throughout Downtown identifiable through banners and window clings.
Additionally, a map of Project Lighthouse® locations can be found on the digital information Kiosks positioned throughout the city and on the DDP’s website.
As the Downtown’s “eyes and ears,” BIZ Ambassadors are equipped to quickly report issues of concern to the Detroit Police Department (DPD), 9-1-1 (emergencies), Neighborhood Police Officers (non-emergencies), or other organizations as needed.
Detroit Safety Committee members share timely, pertinent information on crime patterns, best practices, and industry innovations. Shared resources include a radio network, email communications, coordinated training and emergency preparedness exercises, and data sharing. The success of this public-private partnership cannot be overstated, as evidenced by the number of incident-free, large-scale events held throughout the year, and impressively low crime rates that continue to decline.
Cities, place management organizations and professionals, chambers of commerce, and others look to Detroit, the Detroit Police Department, and the DDP as leaders in Downtown safety initiatives and collaboration strategies. DDP is greatly appreciative of the strong leadership of the Detroit Police Department; the top-notch team of Downtown Neighborhood Police Officers who often know business owners, employees, residents, and unsheltered Downtown patrons by name; the Detroit Police Department’s Mental Health Co-Response team; and the concerted efforts around community policing and other innovative strategies.

The DDP now offers walk-through magnetometers as well as hand-held security wands for rent. These weapon detection equipment rentals support safe, welcoming events, and our safety team will work with you to determine the appropriate setup based on your event size, layout, and anticipated attendance. Magnetometers are a proven and effective tool for detecting concealed weapons and dangerous items, significantly reducing the risk of weaponrelated violence and active shooter incidents.
Thanks to our partners at Wayne County for providing a funding grant that allowed the DDP to purchase the magnetometers.

The historic park reopened after a ribbon cutting on July 23, alongside partners from the MEDC, the DEGC/ DDA, and members of the community, including local businesses and residents. This project is the result of a public-private partnership that builds on the communityled masterplan created in 2017.
In late 2024, DDP completed a traffic pilot to move forward an initial phase of the Grand Circus Park (GCP) Master Plan. The western scope along Woodward is currently underway and will begin to create a gateway to Downtown that unifies the two sides of the park. These efforts are partially a result of the MEDC Revitalization and Placemaking Program (RAP) grants awarded to the DDP to support eight projects in Downtown Detroit.

Every year, Detroit welcomes visitors from around the world to experience racing in our city, and the DDP is proud to create a vibrant Downtown and provide critical support for this dynamic weekend.

The Detroit Grand Prix is a 501c3 and a subsidiary of the DDP. After the success of Super Bowl XL in 2006, Roger Penske, then DDP chair, joined forces with the DDP to execute his vision of a national sporting event in Detroit. The Detroit Grand Prix was brought back to Belle Isle, and then back to the streets of Downtown Detroit.
The three-day Chevrolet Detroit Grand Prix presented by Lear impacts virtually every segment of the city. It engages and supports small businesses, students, and community groups. Beyond the thrill for attendees each year, it provides national and international exposure and a year-over-year economic impact exceeding $100 million. The 2025 event attracted more than 150,000 visitors and the final day had a viewing audience of more than one million.
