COMMERCIAL OFFICE COMMERCIAL OFFICE LEASING The Pioneer Building at 41 Flatbush has announced several new office leases. Eprine Community Services, a healthcare agency that provides mental health and behavioral health services, has signed a 4,600 sq. ft. lease. In addition, social services agency, Safe Horizon, is opening a 20,000 sq. ft. branch in the building.

Pratt Institute signed a 62,570 sq. ft. lease at Dock 72 in the Brooklyn Navy Yard. Pratt will move its graduate facilities for fine arts and photography from the Pfizer Building at 630 Flushing Avenue in Bedford-Stuyvesant and plans to open the MFA studios in the fall. Pratt also recently opened a 20,000 sq. ft. research facility in Building 3 in the Brooklyn Navy Yard.

Mandel Dermatology has signed a 2,300 sq. ft. lease at 100 Livingston Street. Mandel will join two other medical tenants in the building: Park Avenue Trauma and New York Orthopedic and Rehabilitation Sports Medicine.

COMMERCIAL OFFICE VACANCY + RENTS In the fourth quarter of 2023, office asking rents in Downtown Brooklyn increased by 1.5% over the quarter to $56.49 per sq. ft. Overall vacancies, standing at 21.7%, decreased slightly over the past quarter, but rose by 2.3 percentage points year-over-year.

to the influx of new Class A office inventory in Downtown Brooklyn and a large amount of direct and sublet office space in Lower Manhattan, signaling a reduced competitive advantage for budget-conscious office users in Downtown Brooklyn.

The Lower Manhattan submarket continues to mirror Downtown Brooklyn in rent and vacancy trends, an emerging post-pandemic pattern. In 2019, Lower Manhattan office rents were on average $10 per sq. ft. more expensive than in Downtown Brooklyn. However, 2023 marked the first year in which the two submarkets averaged the same asking rents. This shift is attributed

Midtown and Midtown South submarkets in Manhattan experienced more significant fluctuations. Both saw rent hikes exceeding 2% quarterly and annually, with both averaging $78.20. Overall office vacancy rates also rose in the last quarter, with Midtown and Midtown South seeing overall vacancy rates at 22.3% and 23.7%, respectively.

TECHNOLOGY + INNOVATION New York City Economic Development Corporation (NYCEDC), in conjunction with the NYC Media Lab, announced the opening of NYC Game Design Future Lab, an incubator program focused on digital game design and development at the NYU Tandon School of Engineering. The new incubator will provide strategic mentorships for developers, industry-specific workshops, investor outreach and access to new technologies and network opportunities.

The City has announced that it will invest $100 million in a new Climate Innovation Hub at the Brooklyn Army Terminal. The plans, spearheaded by NYCEDC, will provide new space for startups and incubation for clean tech and manufacturing, including lab space, facilities, piloting space and business development services for climate innovation companies, as well as a workforce training program focused on green jobs. The project is part of the new Green Economy Action Plan, which was also announced during Mayor Adams’ State of the City address, that aims to bring 53,000 temporary and permanent new green jobs to New York City by 2025.

RETAIL NEW RETAIL LEASES ACROSS DOWNTOWN BROOKLYN Downtown Brooklyn saw 10 new retail openings and several new leasing announcements during the fourth quarter of 2023.

Highlights include: •

Lidl, the discount grocery store chain, announced it will open a 30,000 sq. ft. store on the second floor at 490 Fulton Street next year. The store will replace Raymour & Flanagan and Swarovski.

Numerous fast-casual restaurants are locating along Willoughby Street corridor. Quality Greens Kitchen, opened its first NYC location at 57 Willoughby Street this past October.

Silky Kitchen, a Chinese restaurant with locations in Union Square and Times Square, has debuted a new location at 56 Willoughby Street. Hot Peppers, a healthy Mexican eatery, is opening at 57 Willoughby Street later this year.

•

Raising Canes debuted at 447 Fulton Street and 7th Street Burger opened at 400 Jay Street. Chopt, is opening its first location in the outer boroughs at One Boerum Place, at the corner of Fulton Street. Taco Bell also announced its opening at 52 Court Street. German Doner Kabob, opened in the kiosk in Columbus Park along Joralemon Street.

Several new bubble tea establishments have opened in the neighborhood, including I’Milky at 105 Court Street and Chun Yang Tea at 402 Jay Street.

Martial arts school, Premier Martial Arts, opened on the ground floor of 75 Smith Street, in a former bail bonds shop.

Two state-licensed cannabis shops have been announced: Happy Munkey at 453 Fulton Street and The Travel Agency at 120 Flatbush Avenue. This is in addition to the state-licensed medical marijuana facility, Cannabist at 44 Court Street.

RETAIL NEW RETAIL LEASES AT CITY POINT City Point is debuting several new retail and dining offerings: •

Sephora announced a new location at City Point adjacent to the main entrance on Albee Square West. This will be the third Sephora in Downtown Brooklyn and anticipates a summer 2024 opening.

•

Alamo Drafthouse is undergoing renovation and expansion, including five new auditoriums, new recliner seats, upgraded projection, and additional restrooms. This expansion will increase the screen count to 12 and add 256 new seats, bringing the total to 978 seats. The project anticipates a spring 2024 completion.

•

Dekalb Market Hall has several new vendors including Alidoro, an Italian sandwich shop, and specialty tea shop, Tea Makers. The Escape Game plans a late winter opening.

Other retailers opening this spring include: One Medical, Good Vets, Wright & Goebel Wine & Spirits, and Fogo de Chao Brazilian steakhouse.

CULTURAL OPENINGS Renovations are underway at the historic Brooklyn Paramount at the corner of Flatbush and DeKalb Avenues with the first concert will be on March 27. The venue, operated by Live Nation, will have a flexible seating configuration to accommodate general admission events up to 2,000 people.

The L10 Arts and Cultural Center at 300 Ashland Place is completing interior construction. The 50,000 sq. ft. cultural center will have three cinemas and other spaces for the Brooklyn Academy of Music; a gallery and performance space for the Museum of Contemporary African Diasporan Arts (MoCADA); a new branch for the Brooklyn Public Library; and studios and performance space for 651 ARTS.

RESIDENTIAL RESIDENTIAL RENTS The average residential rent in Downtown Brooklyn was $4,574 in December 2023, slightly down 0.4% year-overyear. This decline in rents was driven by two-bedrooms, which saw a 4.7% decline since last year. Conversely, studio’s and one-bedrooms saw rent increases by 5.3% and 1.3%, respectively. Overall rents have increased 22.4% since 2019.

Neighborhoods surrounding Downtown Brooklyn with the largest year-over-year increases were Cobble Hill (9.5%), and DUMBO (3.5%). While Downtown Brooklyn saw a slight decline, several surrounding neighborhoods experienced steeper declines including Boerum Hill (-8%), Fort Greene (-3.1%), and Brooklyn Heights (-2.6%).

RESIDENTIAL RESIDENTIAL SALES The median sales price in Downtown Brooklyn for new condominiums was $1.99 million in Q4 2023, the same as the previous quarter, but a 32% increase year-over-year.

The median price per square foot rose to $1,741 per sq. ft. — a 5.6% increase over the previous quarter and 2% year-over-year. In total, 21 new condo units sold in the neighborhood, 43% of which were two-bedroom units.

The units sold in Downtown Brooklyn accounted for nearly 9% of Brooklyn-wide sponsor sales volume, the fifth most active submarket in the borough. Across Brooklyn, the median price per square foot decreased by 10% year-over-year, from $1,429 to $1,287. Brooklyn’s overall new condo median sales decreased by 1.7% over the past year from $1,220,950 to $1,200,000.

TRANSPORTATION PEDESTRIAN + COMMUTER ACTIVITY In the fourth quarter, foot traffic throughout the neighborhood was up a significant 21% compared to the same time last year, equating to 12,000 more daily pedestrians. In comparison, Q3 2023 saw only a 5% increase year-over-year. The neighborhood has recovered 62% of pre-pandemic foot traffic, falling short of recovery levels seen in Q1, Q2 and Q3; seeing a 65%, 75% and 67% recovery, respectively.

All locations experienced yearly increases, but Court Street (at State Street) experienced the smallest, with a 2% increase compared to this time last year. The loss of Barnes & Noble can be attributed to the lagging foot traffic.

Holiday foot traffic on Fulton Street saw a 16% increase year-over-year with 30,300 daily pedestrians in December, over 4,000 more than in December 2022.

Despite the uptick, Fulton Street holiday foot traffic has only recovered 57% of pre-pandemic foot traffic, equating to 23,000 fewer daily pedestrians.

Throughout the district, weekends had a greater recovery than weekdays with a 28% increase year-overyear, compared to 20% during weekdays, suggesting a greater rebound for non-work related activities. Despite this, the average weekday sees over 20,000 more daily pedestrians compared to weekends.

INFRASTRUCTURE UPDATES The New York City Department of Transportation (NYC DOT) announced the completion of the bus lane redesign on Livingston Street in Downtown Brooklyn, covering the stretch from Boerum Place to Flatbush Avenue. The project involves the implementation of approximately a mile of reconfigured bus-only lanes, with a focus on physical protection, and seven redesigned intersections to enhance bus service for 50,000 daily riders.

The redesign aims to improve traffic safety, especially in a Vision Zero Priority Area, by addressing issues like illegal parking and enhancing pedestrian safety at intersections. Additionally, the project includes loading regulations to manage deliveries and improve parking availability.

TRANSPORTATION SUBWAY RIDERSHIP In December, average daily subway ridership across all Downtown Brooklyn stations saw a notable 23% increase year-over-year, on par with foot traffic and Citi Bike increases over the same period. On average, there were about 20,000 more daily subway riders in December 2023 than in December 2022. Currently, average daily ridership has recovered 78% of 2019 levels across all Downtown Brooklyn stations. All stations achieved year-over-year increases above 15%, marking a noticeable path to full recovery since the pandemic.

Nevins St (2,3,4,5) experienced the largest growth with a 35% increase in ridership year-over-year. This station has recovered 84% of pre-pandemic ridership. Hoyt St (2,3) experienced a 27% increase year-over-year, which is 86% of pre-pandemic ridership.

Factors that may be contributing to increased activity at these stations include the recent completion of several new residential towers in the vicinity, including The Paxton at 540 Fulton Street and the Brooklyn Tower, adding over a thousand new residential units to the area. Additionally, in late September 2023, the MTA opened a new accessible entrance serving the southbound platform at the Hoyt Street station. The entrance was constructed and paid for

by Macy’s.

Additionally, the Jay St/Metrotech station (A,C,F,R) station ridership has increased 26% since the prior year.

However, its recovery rate is the slowest recovery of prepandemic ridership, standing at 74%. This indicates that although the office and academic-centric station was heavily affected by the pandemic, it is still making steady progress in its recovery.

CITI BIKE RIDERSHIP Over 106,000 Citi Bike riders utilized one of Downtown Brooklyn’s 18 Citi Bike stations in October 2023, a 21% increase from the previous year. The significant boost in ridership correlates with the rise in pedestrian activity year-over-year, which is partially due to unusually low activity seen in October 2022.

Since 2019, Citi Bike usage has increased 58% in Downtown Brooklyn, a trend that is seen throughout the city as more New Yorkers adopt city bike usage into their travel habits. In addition, over the past several years, bike infrastructure has improved, such as added bike lanes on Schermerhorn Street, and the protected bike lanes on the Brooklyn Bridge.

RESIDENTIAL ONGOING CONSTRUCTION RENTS •

505 State Street, The Alloy Block: Alloy Development’s 44-story building will include 440 rental units, including 45 units of affordable housing, and 14,000 sq. ft. of ground retail spaces along Flatbush. Leasing has launched, with anticipated move-ins starting in April 2024. The two schools, PS 456 and Khalil Gibran, will be operational by fall 2024.

DOT also added a signalized crosswalk on Flatbush Avenue at State Street. Phase two at 80 Flatbush Avenue will include a second, larger tower and will include residential, office space and a cultural center.

9 Chapel Street: Tankhouse Development is wrapping up construction on its 13-story building that will include 27 market-rate condo units. Residents are expected to begin moving in early summer 2024.

240 Street: Adjacent to The Brooklyn 595Willoughby and 615 Dean Street Hospital Center campus, Rabsky Group’s 30-story, 300-unit building at 240 Willoughby Street is undergoing interior fit out. The tower, fronting Fort Greene Park, will include 147 affordable units. Rabsky is also renovating the existing 21-story, 189-rentalunit tower at the site. The new tower is slated for completion in late 2024.

625 Fulton Street: Facade work is underwork at Rabsky Group’s 35-story residential building.

The building will have 1,044 rental units, with 313 affordable units, and a 250-car parking garage.

The tower will have 46,000 sq. ft. of retail space, including a 26,000 sq. ft. grocery store. Anticipated completion in 2025.

15 Hanover Place: Construction progresses towards completion at Lonicera Partners’ 34-story tower on the corner of Hanover + Livingston. The project will include 314 rental units, 95 of which are affordable, and 9,000 sq. ft. of retail space. Completion is estimated in fall 2024.

55 Willoughby Street: Foundation work continues for Lonicera Partners’ 38-story, 295-rental unit residential tower, with plans to begin rising in winter 2024. The building will include 89 affordable units and 3,500 sq. ft. of retail space. Nearly 107,000 sq. ft. of air rights were transferred from 57 Willoughby Street.

111 Willoughby Street: The superstructure of Triangle Equities/The Michaels Organization’s project is progressing. The 40-story tower will bring 227 rental units, including 69 affordable units. There will also be a 20,000 sq. ft. ministry center for the neighboring Oratory Church of St. Boniface. The site also includes 16,000 sq. ft. of air rights transferred from 115 Willoughby Street. The development is slated for completion in Spring 2025.

98 DeKalb Avenue: Rockrose’s 49-story residential tower is quickly ascending and anticipates topping out by this summer. Located along Ashland Place across from The Brooklyn Hospital Center, the tower will yield 569 rental units, 171 of which will be affordable. Completion is expected in fall 2025.

The Brook at 565 Fulton Street: Witkoff and Apollo’s 51-story residential tower is taking shape, with construction progressing steadily. The superstructure located at the corner of Fulton and Flatbush will have 591 rental units,

including 178 affordable units. The project also includes 25,000 sq. ft. of retail space at the base of the tower and a 14,000 sq. ft. jewel-box retail site next to Albee Square.

RESIDENTIAL RECENTLY STARTED RENTSCONSTRUCTION •

89 DeKalb Avenue: Foundation work is underway at RXR’s 30-story, 324-unit tower (98 units will be affordable). Approximately 55,000 sq. ft. of academic and office space will be used by Long Island University at the base. The tower will be fully electric powered. A late 2025 completion is expected.

71 Prince Street/202 Tillary Street: Madd Equities’ 31-story residential complex is rising. The tower will yield 465 rental units, including 118 affordable units, 4,000 sq. ft. of retail space, and 40-50 enclosed parking spaces. The building is expected to be completed by March 2025.

101 Fleet Place: The Jay Group’s 21-story mixed-use tower has begun its ascent at the former brownfield site. The tower will have 294 rental units, including 74 affordable units, and 4,500 sq. ft. of commercial space.

362-370 Livingston Street: Developing NY State continues demolition work on the existing 8-story building to make way for two proposed 22-story buildings, totaling 249 units according to DOB records.

570 Fulton Street: Developing NY State began excavation for a 23-story, 163-rental unit residential tower (including 33 units of affordable housing), according to DOB records. The building will also have 5,200 sq. ft. of commercial space. The vacant site was sold for $24 million by Davis Companies to Developing NY State in early 2023.

19 Rockwell Place: Foundation work is underway at Brookstone Developers’ 27-story building with 174 rental units, including 7 affordable units.

•

150 Lawrence Street: Twin Group Associates started excavation and foundation work on the 25-story, 101-condo unit residential building. The tower will have 8,200 sq. ft. of retail space.

236 Gold Street: Joel Schwartz has plans filed for a 5-story, 13-unit residential building. The site was most recently a parking lot.

RESIDENTIAL NEWLY ANNOUNCED RENTS DEVELOPMENTS •

95 Rockwell Place: Charney Companies announced plans to build a 38-story, 158-condo unit tower.

The building will also include 33,000 sq. ft. of commercial space. The site includes over 47,000 sq. ft. of air rights from Mark Morris Dance Group.

The site was originally planned for a stalled 200-key Marriott hotel. Demolition permits for the existing five-story building were recently filed.

240 Nassau Street: Alloy Development acquired the former Madison Square Boys & Girls Club at 240 Nassau Street for $15 million and donated $2 million to reinstate after-school and community services.

Alloy plans to engage with nearby residents to gather input on the site’s future development, including discussions about a permanent community facility.

540 Atlantic Avenue: JCS Realty filed plans for an 8-story, 154-unit tower. The residential building will include 39 parking spaces. Demolition permits for the existing five-story building were recently filed.

155 South Elliott Place: Borough Developers recently filed plans for a 9-story structure with 101 condo units and 51 parking spaces at 155 South Elliot Place. The long-time vacant site is located one block from Atlantic Center.

RESIDENTIAL DEVELOPMENT RESIDENTIAL RENTS PROPERTY SALES Hilton Brooklyn purchased by Ohana: California-based firm, Ohana Real Estate, bought the 196-key Hilton and three retail condos at 140 Schermerhorn Street for $110 million from Tidal Real Estate.
