HONORABLE KATHY M. SHEEHAN, MAYOR CITY OF ALBANY I’m pleased to be contributing to my first issue of the Downtown Digest as Albany’s new Mayor. As we start the New Year, we are entering a time of change in our city. I look forward to engaging with the Downtown BID and its members to ensure that, together, we help Downtown reach its full potential.

There is every reason to believe that 2014 will be a great year for Downtown Albany. Recently, Governor Andrew Cuomo announced a new Convention Center that will link with existing meeting spaces to create a dynamic destination for conventions Downtown. In addition, work is underway to transform “Wellington Row” and bring an upscale Renaissance by Marriott to the former DeWitt Clinton Hotel. Finally, the demand for Downtown living continues to grow and we have dozens of new residential units in the pipeline.

There is still much work to do, which is why I am pleased that the Downtown BID is a partner in “Impact Downtown” – a tactical plan being developed specifically for Downtown. This winter I hope to see you at one of our great restaurants, at a show at the Palace Theatre or Capital Repertory Theatre, or at an Albany Devils game at the Times Union Center. Downtown has it all!

Underutilized and vacant buildings and land are experiencing new life.

A new awakening is taking place in our historic buildings. And Albany’s newest neighborhood continues to grow by leaps and bounds. The new Capital Center, CNSE’s Smart Cities Technology Innovation Center (SCiTI), Renaissance by Marriott, and both large and small scale residential conversion projects are providing cutting edge technologies, jobs, visitor experiences and living spaces right in the heart of our Capital City. These projects translate into millions of dollars of investment, hundreds of construction and permanent jobs, and 24/7 residents that live, eat and shop locally.

These investments, along with the Impact Downtown study being conducted by Capitalize Albany Corporation in partnership with the BID and several private and non-profit organizations, will change the face of Downtown in new and exciting ways. The BID Board is committed to being more strategic than ever before to ensure these projects yield high returns for our stakeholders. We hope to see you at the numerous groundbreakings and ribbon cuttings throughout the year as we celebrate DAY Life, NIGHT Life, GOOD Life in Downtown.

The Downtown Albany Business Improvement District Staff

Strategic Planning Session In November 2013 the Downtown Albany Business Improvement District (BID) Board of Directors and staff participated in a half day strategic planning retreat. The session involved group discussions on organizational roles, board engagement, BID boundaries, events and high impact projects. Two themes to come out of the session included: 1) the Board and the staff needed to move towards a policy of advocacy with policies and projects for the betterment of our stakeholders and 2) needing to identify the brick and mortar projects and events the BID can implement that will have high impact, but not necessarily high time and cost.

Based on the outcomes of the strategic planning session the BID’s committee structure was changed. Committees now reflect the tagline for Downtown Albany – DAY Life, NIGHT Life, GOOD Life. Additionally, an advocacy committee was created, as well as a group looking at updating the 18-year-old District Plan and exploring the boundaries of the BID. Each committee was tasked with identifying one policy or project for advocacy and one to two high impact projects for implementation.

The Board also determined that in order to continue investment in Downtown, the BID would not increase its assessment tax, but hold it steady at last year’s rate. Not increasing the assessment will allow property owners the flexibility for additional investment in their buildings, staffing, marketing and more. The Board has also challenged the staff to be more strategic in projects, time, budget and impact. The charge was accepted with enthusiasm. Staff has been energized by the Board’s direction and engagement and looks forward to bringing the new committees’ strategic initiatives to fruition.

Marquita Rhodes Promoted to Assistant Director The Downtown Albany Business Improvement District (BID) is pleased to announce the promotion of Marquita Rhodes to Assistant Director. In this newly created position, she has taken a lead role in the day-to-day management of the organization and staff, assisted in the movement of the BID’s strategic plan and continues to elevate the BID’s marketing and communications efforts.

In May 2011, Marquita was hired as the Marketing Manager to drive the marketing and communication efforts of the BID. Her accomplishments include: elevating brand standards for the Organization and downtown Albany; driving communication and social media platforms forward; and conceptualizing and implementing new event programs such as the Jingle Elf Quest scavenger hunt, a world record event, Treasure Albany and Illuminate Downtown annual meetings, as well as multiple other event enhancements.

Under her direction, the BID’s website traffic increased by 47% in 2012 alone, while the BID’s social media presence was increased from three to six channels, developing each outlet to cultivate an engaged and local audience. The area’s original biannual Restaurant Week program has also increased in public participation, most recently by close to a thousand diners in one week. busy FALL in downtown JazzFest Competition 2013

The Downtown Albany Business Improvement District (BID) and the City of Albany proudly hosted the 3rd Annual Downtown Albany JazzFest Competition on Friday, September 6, 2013. The competition took place in 10 downtown Albany venues and featured selected regional and local bands, all competing for the prize of playing the 12th Annual Albany Riverfront Jazz Festival the following day. Jake Pinto Trio was named the winning act and performed the following day.

The winner was determined by a 50% popular vote, 50% judged vote provided by Darrin Kibbey, general manager of WVCR 88.3 “The Saint” and host of the Crossroads of Jazz Show.

On October 12, 2013, nearly 1,000 spectators gathered on North Pearl Street for the 3rd annual Downtown Albany Fall Car. Along with 100 show cars, guests enjoyed a festival like atmosphere complete with face painting, a balloon artist, food vendors, two live bands and a walking mummy.

Downtown Dining, Upscale Living The Fall 2013 Restaurant Week was held October 19 – 25, 2013. A record 18 restaurants participated (including four first-time venues). Diners, 13% more to be exact, visited Downtown to take advantage of the promotion. For the first time on Tuesday, October 22, 2013 Restaurant Week coincided with the Downtown Residential Open House which offered the public a chance to tour several residential properties and projects including the new Liberty Lofts and Beaver Street Apartments, before dining out.

With the upcoming year marking the 10th anniversary of downtown Albany’s restaurant week exciting programming is expected. Spring 2014 Restaurant Week is April 2-11, 2014. Mark your calendars!

Jingle Elf Quest The Downtown Jingle Elf Quest was held December 4 – 11, 2013 for the third time.

With 63 participating businesses, up 34% from the previous year, Questers set out each day for a chance to win daily prizes. Heather Carnes searched far and wide to be the first to earn 58 Elf Points crowning her the Grand Prize Winner of $500 in gift certificates to Downtown Albany BID businesses of her choice. New this year, Jingle Elf Quest-Capades Night on December 5, 2013, encouraged many Downtown businesses to stay open later and kept the fun going into the evening with a balloon artist, sax-o-claus, traveling elves and more. Over 100 Downtown employees visited the BID office in just 90 minutes for great giveaways.

The new marquee at State and Pearl in Downtown

Pioneers for Boutique Banking In November of 2013 Pioneer Bank relocated to 90 State Street and the new branch has much more than a different address.

The branch offers a “boutique banking” experience. Its big design within just 1,200 square feet is focused on staying local and connected. Kiernan Plaza

Downtown Albany Being Developed as Smart Cities Technology Hub One of downtown Albany’s biggest stories for 2013 was the announcement of SUNY College of Nanoscale Science and Engineering (CNSE) acquiring the historic landmark Kiernan Plaza, formerly The Union Station.

CSNE was awarded $4 million as part of Governor Cuomo’s Regional Council initiative to support the purchase of Kiernan Plaza and to create a Technology Innovation Center (SCiTI), a venue that is expected to eventually host close to 250 employees at full capacity. Three business will be moving into the beaux-arts building in 2014 including the leadership team of engineering firm CHA (40 employees), credit union SEFCU, with state of the art banking facilities (50 to 75 people initially) and networking firm Windstream Communications (25 workers).

Columbia Development Companies has recently obtained approval from the City of Albany Development and Planning, Zoning, and Historic Resource Commission to proceed with their plans to breathe new life into the deteriorating buildings known as Wellington Row. The five dormant buildings on State Street have been vacant for decades.

The 1920’s landmark DeWitt Clinton Hotel will find its success once again with the transformation into a full-service Renaissance

by Marriot. The DeWitt Clinton was originally built in 1927 and operated as a hotel until 1975. In August 2013, a $48 million dollar redevelopment project for the formerly vacant property was announced. The project is expected to create more than 200 jobs and will aid in attracting visitors and new investment to downtown Albany.

Columbia Development along with HCP Architects have designed a fitting and appealing street scape that unifies and enhances the buildings along State Street that includes 132 and 134, the Wellington Hotel, the Albany Lodge No. 49 and the Berkshire Hotel. The original facades have been artfully incorporated in the re-design and architectural details have been preserved in this exciting plan.

The four easterly buildings will be converted to office and retail space, while the old Berkshire Hotel will be converted into four high-end apartments over street level retail. Already committed to the space is Aeon Nexus, an IT consulting firm based in Glens Falls, which will occupy the Elks Lodge building.

To complete the package, Columbia Development will construct a multi-level parking structure on Howard Street, directly behind Wellington Row, providing 300 parking spaces.

Located on the corner of State and Eagle Streets the area’s first Renaissance by Marriott will have a boutique hotel feel that will include the building’s original lobby, intimate meeting space for private events, 204 guest rooms, a full-service public restaurant, a lounge and coffee shop.

The 15-story hotel will be owned by Columbia Development Companies and operated by sister-company BBL Hospitality.

Empire State Development, the State’s chief economic development agency, has also designated $4 million in funding to support the project.

100 More Residential Units Planned for Downtown

Albany Capital Center In June, the long-awaited construction of a convention center in New York’s Capital City will break ground. The 1.3 acre project, which is expected to bring 157 permanent jobs and 114 construction jobs into the Downtown arena, will be positioned at Eagle and Howard Streets.

The Albany Capital Center (ACC), which will create 82,000 sq ft of convention space, is also proposed to link via footbridge the soon-to-be redeveloped DeWitt Clinton Hotel (Renaissance by Marriott Hotel), the Empire State Plaza and the Times Union Center.

According to a statement by Governor Cuomo’s office, “In doing so, the proposal will almost double the meeting space offered solely in the Albany Capital Center, and will create a meeting space triple the size of any other convention center in Upstate New York.”

According to a recent article by the Albany Business Journal, the center designated for Albany is twice as big as a competing facility 90-miles away in Springfield, Massachusetts. The plan is also expected to create a three-story parking garage with 250 spaces.

Although the scale of the project is significantly smaller than the original concept, the price tag of the new plan at $66.5 million could be completely paid for by already allocated monies and possibly open as early as Summer 2016. Governor Cuomo believes the project will “generate $160 million in investment and create hundreds of new and much needed jobs to revitalize downtown Albany.”

Findings in the recent Convention Center Market Study completed in October 2013 indicate a projection of approximately 22,000 additional overnight stays in Downtown because of the enhanced ability and space provided by the ACC. Using an industry standard calculation that number of overnight stays translates into $6.61 million in spending at hotels, restaurants and pubs, retailers, gas stations, entertainment venues and more (p. 1-36, Convention Center Market Study).

With Downtown residential holding an impressive 97% occupancy rate for the past four years, it is exciting to see the momentum of Albany’s newest neighborhood gaining continued interest. Two additional mix-use projects on Broadway were recently approved by the Albany Industrial Development Agency (IDA) and are on track to begin construction in 2014, bringing roughly 100 residential units and 100,000 sq ft of mix-use retail and residential space back online in Downtown.

Arcade Building | 488 Broadway Future: Sitting adjacent to the newly re-named Jim DiNapoli Park, the Arcade is expected to renovate the former shopping site with 28 studio and 40 one-bedroom residential apartments, in addition to creating 12,000 sq ft of leasable retail space.

History: Popular in the early part of the 1900’s, the first shopping malls, called shopping arcades, were built connecting stores by a central interior hallway. The Arcade building built at 488 Broadway was originally constructed in 1928 and most recently housed retail entities such as Pioneer Bank and the Broadway Arts Center (BAC) until mid-2013.

Argus Building | 412 Broadway Future: Positioned in a growing residential location of Downtown, the project sits directly across from the D&H Building boasting 32 one and two bedroom residential apartments, as well as 6,400 sq ft of rentable commercial space.

History: Originally built in the 1830’s, the Argus is one of the only remaining examples of curved corners reminiscent of the Greek Revival buildings in Downtown. Argus, pulls its name from the City’s official democratic newspaper, published at the location from the mid 1800’s to 1921. In 1871, the newspaper company added the mansard roof and dormer windows. Ed Swyer speaks at the Jim DiNapoli Park Dedication

A Fitting Tribute Jim DiNapoli was a founding member of the Downtown Albany Business Improvement District and served as the Organization’s first Chairperson. His passion for the heart of our Capital Region and dedication to the business and property owners helped chart the course of revitalization that included over one billion dollars of investment in Downtown since the creation of the BID in 1996.

To honor Jim, who we lost on the last day of 2012, we renamed our annual award, formerly the Compass Award, to the James M. DiNapoli Award. The inaugural award was given to Tracy Metzger of TL Metzger & Associates, a longtime mentee of Jim. The award was presented to Tracy for her exemplified spirit of partnership in shaping the direction of downtown Albany.

Through the efforts of prominent community leaders, friends and associates of Jim, a committee was formed and the renaming of Maiden Lane Park to Jim Dinapoli Park took shape. Maiden Lane Park is the quaint, beautiful little park at the end of historic Maiden Lane, facing Broadway that hosts our spring-fall farmer’s market.

On September 24, 2013, Honorable Gerald D. Jennings offered a City proclamation officially renaming the park. Family, friends and business associates gathered to celebrate the man and his passion for downtown Albany by unveiling a plaque in his honor.

Take a stroll through Jim DiNapoli Park on your lunch. Grab a seat and contemplate the history of our wonderful Downtown. We each can play a role in what happens to its future. Jim would like that.

African American Cultural Center of the Capital Region There has been a lot of activity over the last seventeen months in the former KeyBank Corp. building on the corner of South Pearl Street and Madison Avenue in Albany’s Historic South End Neighborhood. The 6,000 square foot, 4-story brick building, built in 1890, is the current home of the African American Cultural Center of the Capital Region (AACCR).

The idea for the Center was spearheaded by three local, community activists with a shared vision: to provide an organization that was committed to educating, enriching, and empowering residents of the Capital Region through a variety of educational and cultural programs and activities that will promote the rich and vibrant history, contribution, and culture of African Americans.

Dr. Alice Green, Founder of the Center for Law and Justice, Willie White, Executive Director of AVillage, Inc., and Mark BobbSemple, Founder and Artistic Director of Too Deep Entertainment – An Urban Arts Experience, rounded up a group of dedicated and talented volunteers, including former (now retired) Interim Executive Director of AACCCR, Nell Stokes-Holmes, to roll up their sleeves and make things happen.

First, the newly acquired building needed to be cleaned out, renovated, and redesigned. Numerous volunteers painstakingly removed bank furnishings, repaired walls and floors, and painted.

The Center now boasts high-ceilings, large windows and an open floor-plan, with only the vault remaining as a reminder of the building’s last occupant.

The next step was the Charter Membership Campaign with numerous fund raising events, including two galas, Friend of a Friend docu-play at Capital Repertory Theatre that celebrated the Underground Railroad Movement in the Capital District, and a screening of a locally produced documentary, Ballin’ at the Graveyard about pick-up basketball in Washington Park. The AACCCR currently has around 300 Charter Members.

Since the official opening of the African American Cultural Center of the Capital Region in December, 2012, the organization has already made an impact on the community by presenting a three-film series to celebrate Black History Month last February, installing a small library in the Center, and hosting its first art exhibit, Opposites Attract, curated by Black Dimensions in Art, Inc., which “brought together artists from diverse cultural and artistic backgrounds.”

According to Stokes-Holmes, long term plans include the construction of a new building on the vacant lot adjacent to the AACCCR that will expand the current space to include offices, a theater, library, meeting rooms, and community space. Immediate plans for the African American Cultural Center of the Capital Region include future art exhibits in conjunction with First Friday.

The award was given in the Best Classical Instrumental Solo category for John Corigliano’s Conjurer, a percussion concerto that Miller conducted during the 2010-11 season that featured Dame Evelyn Glennie as the soloist with the Albany Symphony.

Fresh ‘N’ Fly celebrated its one year anniversary in their new location at 13 S Pearl Street on September 20, 2013. The store’s original location opened in 2006 as a men’s clothing store in The Coliseum, an indoor mall on S Pearl Street. Soon after, owner Angelo Maddox expanded into the women’s clothing business.

The new location allowed for the combining of the two spaces and added to the amount and type of clothing, shoes and accessories available in Downtown, bringing life and vibrancy to the corner of South Pearl and Beaver Street.
