DOST-CAR receives two awards

DOST-CAR was recognized as the Outstanding Regional Gender and Development Council (RGADC) Secretariat for the agency’s effective and efficient technical and administrative support to the CAR RGADC during the 2nd RGADC Summit at the Hive Hotel, Quezon City last September 25, 2018.

Meanwhile, DOST-CAR Information Officer, Sheila Marie Singa-Claver, SRS II, was placed 3rd for the Outstanding S&T Information Officer Award during the 1st Bantog Science For The People Media Awards last September 28, 2018 at the Philippine International Convention Center (PICC), Pasay, Metro Manila.

The Bantog Awards is a way for the DOST Science and Technology Information Institute (DOST STII) to give due recognition to media practitioners (print, radio, TV, and online), in government and private practice ,who made significant contributions in the promotion of science and technology.

CAR Finalists win in National Invention Contest

Representatives from CAR won in two (2) contested categories during the DOST’s 2018 National Invention Contest and Exhibits (NICE) at the Le Pavillon Metropolitan Park last August 14-16, 2018.

Engr. Rodrigo P. Duque of Baguio City won 1st place in the Utility Model Category with his entry, “Portable Unihoused Water Purification and Sterilization Apparatus”.

Meanwhile, students from the Saint Louis University namely Jireh Grace E. Pihoc, Jay-arr N. Urbano, John Carlo G. Marquez, Julienne Cristy D. Saliwan, Reina Joy H. Alip, Sydneyton Barri P. As-il, and Micah Joy A. Baldonado won 2nd place in the Sibol Award (College Category) for their entry, “Facade-Integrated Fog Collector: A Supplementary Residential Water Supply”.

The National Invention Contest and Exhibit recognizes the ingenuity and indispensability of Filipino inventors in the country, as well as their contribution

for national development under six categories, namely, Outstanding Inventions (Tuklas) Award, Outstanding Utility Model, Outstanding Industrial Design, Outstanding Creative Research (Likha) Award, and Oustanding Student Creative Research (Sibol) Award for high school and college students. This program is instituted under Republic Act No. 7459 otherwise known as the “Investors and Invention Incentives Act of the Philippines” established the provision of “incentives to Filipino Inventors and expanding the functions of the Technology Application and Promotion Institute appropriating funds therefor, and for other purposes.”

It can be recalled that entries from the region to the NICE were the winners during the 2017 Regional Inventions Contest and Exhibits (RICE) held on November 6-8, 2017 at the Baguio Convention Center, Baguio City.//smsc

Such activities are very relevant especially with the onslaught of TY Ompong on September 15-16, 2018 that has greatly affected the provinces of Benguet and Ifugao. Disaster risk reduction and mitigation plays an important role in such cases especially with the region being prone to landslides and in some areas, flooding.

Meanwhile, an initiative of the DOST-CAR in partnership with the Cordillera DRRM Council, Office of Civil Defense-CAR and DILG-CAR is the creation of the Cordillera DRRM Information System Project. Initiated in 2017, this information system seeks to provide hydromet data and records of landslide and flood incidents for provincial and municipal DRRMOs in disaster preparedness.

Likewise, hazard maps to include the generation and dissemination of hazard warning notifications are made available in the system.

To continually beef up the region’s DRRM activities, the DOST-CAR also plans to hold the 1st Cordillera Landslide Forum during the 4th quarter of the year.//smsc

news DOST and Benguet LGU conduct IEC and Flood Drill for a more Disaster Resilient Community

The standard operating procedures in the Emergency Operating Center such as monitoring, activiating, and coordinating the signals of water level monitoring system; dispatching of rescue teams; setting-up and operating of the evacuation center were performed during the drill.

There were also observers who attended the said activity composed of DOST-CAR representatives, Provincial DRRM Council members, DRRM officers/members of the other municipalities in the province of Benguet, as well as some barangay officials of the municipality of La Trinidad. They later shared their insights for the improvement of such activity for possible consideration especially during actual evacuation emergencies.

Said drill also served as basis for other Municipal DRRM Offices to follow.

The Department of Science and Technology Cordillera Administrative Region (DOST-CAR) in partnership with the Provincial Local Government of Benguet and Municipal Local Government of La Trinidad thru its Disaster Risk Reduction Management (DRRM) Offices conducted an Information Education Campaign (IEC) on the Deployment of Early Warning Systems (DEWS) Project and flood drill on August 23-24, 2018.

The IEC was participated by Provincial and Municipal DRRM officers and DRRM Council members at the Strawberry Valley Hotel, Betag, La Trinidad, Benguet during the first day of the activity.

Engr. Hilario Ezperanza, Chief Meteorological Officer of the DOST-PAGASA Weather Station-Baguio City, discussed on Climate Change Projection for the Cordillera Administrative Region and Understanding Hydromet Hazards and Improved Warning System for Tropical Cyclone.

Meanwhile, Ms. Hansi G. Dinumla, SRS II of DOST-CAR, and DEWS project staff, Mr. Mark Jenesis E. Laory presented the Overview of the DEWS Project (i.e. Flood Warning System, Components, Instrumentation and Warning) and the Cordillera DRRM Information System Project.

On the second day, the flood drill activity pursued despite the continuous rain due to the low pressure area affecting the region. The weather set the mood to a near to actual scenario activity. This was participated by the different members of the La Trinidad-MDRRMC, Barangay Betag officials, and residents who are located in the flood prone areas of Barangay Betag.

Three (3) flood prone areas, specifically at the Bell Church area, Dangwa Square and SRT Cooperative-Swamp Area served as pick-up points for the evacuees, while the Operation Center and Evacuation Center were lodged at the La Trinidad Municipal Hall and Gym, respectively.

La Trinidad Mayor Hon. Romeo K. Salda stressed during his closing remarks that, “there is no perfect flood drill especially in real life scenarios but we are taking the observations for the improvement of our operations”. He also appreciated such activities, saying that, “continuous Information Education Campaigns must also be done for our constituents to participate very well in such cases.”//cgd

DOST-CAR hands relief goods during Ompong aftermath

The DOST-CAR as the regional arm of the Department in its role as vice chair for disaster prevention and mitigation, in partnership with the DOST Industrial Technology Development Institute (ITDI), coordinated with DSWD-CAR in giving out Readyto-Eat (RTE) and Emergency-Food Reserve (EFR) relief goods. This is to augment the current predicament on food security brought about by the onslaught of super typhoon Ompong in the Cordillera Administrative Region last September 15-16, 2018.

DOST-CAR DRRM Staff, namely, Engr. Angel L. Maguen, Ms. Hansi G. Dinumla, and Mr. Mark Jenessis E. Laory with Rx Box project staff, Mr. Santiago G. Pinos-an delivered a total of 82 boxes RTE Chicken Arroz Caldo, 118 boxes RTE Smoked Fish Rice Meal, 43 boxes RTE Cassava Light Syrup, 7 boxes RTE Sweet Potato and 1,400 packs Rice Mongo Instant Baby Food Blend (for children 6 to 23 months). Each box of Ready-to-Eat relief goods contains 24 packets.

RTE and EFR goods were specially designed by the DOSTITDI as a first response post-disaster product that would help alleviate hunger in calamity stricken communities.

These goods were delivered in two batches, the first of which was on September 21 in Loakan, Benguet while the second delivery was on September 22 in Itogon, Benguet.//dglc

BONTOC, Mountain Province – The Department of Science and Technology-Cordillera turned over 13 Science and Technology Academic and Research-Based Openly Operated Kiosk station (STARBOOKS) sets to the Department of Education-Mountain Province on July 10, 2018 as part of the Unity Gong Relay Kick-off activities spearheaded by RDC-CAR.

Khad Layag, chief supervisor of the Curriculum Implementation Division, expressed hope that the STARBOOKS will help the beneficiaries participate more in science investigatory and in science festivals.

Starbooks is one of DOST’s strategies in making S&T information accessible and available to citizens especially those in far-flung areas and is geared towards the needs of students, researchers.

It is a stand-alone has a built-in server on-site research and information kiosk that provides free access to information, and is highly appropriate for public libraries.//juliet b. saley

DOST Regional Director Nancy A. Bantog said the STARBOOKS is the first Philippine science digital library and DOST saw it as an opportunity to make S&T information accessible to the students especially those in the provinces.

The science digital library contains educational videos, library materials, DOST publications including the Philippine Science Journal, DOST technologies, interactive Science and Math course software, and other education-related materials.

Further, Dr. Bantog explained that STRABOOKS is a standalone information kiosk so such that information can be accessed even without internet connectivity.

She also encouraged other schools to avail of the program especially since the agency has limited budget and cannot give all schools complete STARBOOKS sets (hardware & software). The agency however can install the software free of charge to schools that have computer units meet set requirements.

Feature Shaquil Food Products: Innovation and Determination in the Fruit Wine Industry

An OFW returnee, Ms. Brienda A. Gup-ad is the proprietor of the Shaquil Food Products, a wine making firm based in Tabuk City, Kalinga. Encouraged by her family to venture in the wine making industry, she learned the craft of producing table wine through the traditional method from her mother who used to sell vinegar and wine from fermented bugnay juice. When her only child, Shaquil turned two, Ms. Gup-ad started assisting her mother in processing where mere estimates were done in the production process.

Fortunately, she acquired the necessary skill on the importance of proper measurements when she worked in a chocolate processing company. According to Ms. Gup-ad, from the company, “I was taught about product development where consistency of system in the processing is given much importance to maintain quality.” Eager to learn more, she joined a food processing training conducted by the City Government of Tabuk, Kalinga where part of the training was on wine and vinegar making. From 2007-2008 their home became her laboratory on fruit wine making. She experimented on various formulations to determine the taste, smell and clarity of the wine where she learned that accurate measurement and ripeness of bugnay berries play an important role in acquiring the right taste, clarity and character of the wine. Seeing the potential of the business, but with no capital at hand, she went abroad in 2009 and came back in 2012 and stayed home for good. She started processing wine still using the brand name “Tabuk Wine”, which is also used by other members of the organization that she belongs.

In 2014, Ms. Gup-ad decided to establish her own brand.

She started by registering her business name Shaquil Food Products with the Department of Trade and Industry (DTI). This decision proved her right because she feels she invested much not only in her processing equipment but likewise her production process which was a result of years of calculated trials and errors. Among other things, she was able to improve her way of processing fruit wine from the traditional ways her mother taught her. These include careful selection of ripe berries and following the specific formulation depending upon source and ripeness of raw materials which she established. She likewise discovered that fully ripe berries produce stronger flavor and darker color and when stored for a longer period would produce refined and seasoned wine. Her continued effort in improving the process of wine production is her competitive advantage over other wine producers in the province.

With only PhP70,000 to start her business, she was able to produce 360 bottles each of bugnay and guyabano wines per month. Packaged in recycled bottles at 750 ml/bottle, Ms. Gupad marketed her products in Tabuk City, selling at PhP120/bottle.

Because she is determined to make it in the wine making industry, she attended organized trade fairs and festivals not only in the province of Kalinga but also in regional and national events. Her perseverance paid off when the Shaquil Food Products started to become a household name in Kalinga, the Cordillera region and even in nearby regions.

To improve the firm’s production process, Ms. Gupad sought the assistance of the Department of Science and Technology- CAR through the Provincial S&T Center Kalinga in 2014.

Her application for the Small Enterprise Technology Upgrading Program (SETUP) was approved, amounting to PhP107,500.00 for the upgrading of processing equipment and improvement of packaging materials. After completing 85% of her repayment for SETUP, she applied for a 2nd phase of assistance, this time to further improve the firm’s product quality and increase productivity and competitiveness. Various processing equipment were provided to improve the firm’s product quality while the provision of appropriate packaging materials ensured that her products are bought by discerning customers. Substantial upgrading of facilities/ equipment with the use of fruit wine fermentation kits that are food grade was done during the second phase of the SETUP.

Meanwhile, technology trainings were provided such as cGMP/Food Safety and Labeling and Product Quality Improvement as well as technical consultancy services through the Manufacturing Productivity Enhancement (MPEX) program to ensure a holistic S&T intervention. The DOST-CAR likewise assisted the firm through product production in the OneSTore platform as well as in the S&T fairs, both national and regional.

Health Consortium hosts 12th PNHRS Week

Together with her husband, a former tricycle driver, Ms. Gup-ad proved that determination and hard work will come a long way to make a business work. The firm was able to produce additional fruit wine variants such as mango, pineapple, yacon, rambutan, passion fruit, guava and rice aside from bugnay and guyabano. The additional product lines ensured that production is year-round, as some fruits are seasonal. Innovations were likewise applied to fruit wines such as the production of ginger with honey and coffee wine.

Through the DOST’s intervention as well as the support from other government agencies, the quality of wines of Shaquil Food Products greatly improved in terms of product appearance and packaging and labeling. Ms. Gup-ad now sells her quality fruit wines in new (virgin) bottles with appropriate labels and packaging.

Moreover, market has expanded from Tabuk City, Kalinga to include the whole province, Cagayan, Manila, Isabela, Baguio City, Apayao, Tagaytay City, Pampanga, Pangasinan, Zambales, Nueva Viscaya, Ifugao, Mountain Province, Batangas as well as in private individual retailers in the country.

With an income of PhP93,000.00/year, the firm now has a gross income of PhP2,400,000.00 per year after the DOST intervention. This 2,840% increase in her gross income is credited to Ms. Gup-ad and her family’s resolve to succeed in the wine making industry as well as the support of the DOST SETUP. The firm also adheres to food safety requirements while improving her production facility to meet the growing demand for her products.

In 2015, she used her savings to acquire an 80-square meter land to extend her fermenting area. To ensure cleanliness, she also fenced the area to keep out from stray animals. She successfully constructed her stock and bottling rooms and the production area passed the FDA standards, enabling them to acquire their FDA LTO No. CFRR-CARFM-257 in 2016.

It is not surprising then that the Shaquil Food Products has grown from micro to a small industry firm that produces high quality products that are now showcased not only in the province of Kalinga but in the Cordillera region. To give back to the community, the firm serves as a benchmarking venue for those interested to venture in the wine making industry. Likewise, Ms. Gup-ad is one of the accredited mentors of the Go Negosyo program of DTI, serving as resource speaker on various trainings sponsored by the DOST as well as other agencies.

In 2017, the Shaquil Food Products was the DOST-CAR’s Regional Best SETUP Adoptor and is also a finalist for the Best National SETUP Award.

This is on top of all the recognitions and awards received by the firm from other award giving bodies both regional and national.

As stated by Ms. Gup-ad, “sa mga kagaya ko na nag-uumpisa sa maliit na puhunan, huwag kayong matakot na magpatuloy mangarap na mag-improve sa inyong mga negosyo dahil nandiyan ang DOST na handang umalalay at gumabay thru their SETUP.” Indeed, the Shaquil Food Products is one living proof that anyone can succeed in business if innovation, determination and hard work are fully harnessed.//smsc

The Philippine Council for Health Research and Development (PCHRD) with the DOST-CAR through the Cordillera Regional Health Research and Development Consortium (CRHRDC), hosted the 12th Philippine National Health Research System (PNHRS) Week last August 6-9, 2018 at the CAP John Hay Trade and Cultural Center, Baguio City.

This is annual conference started in 2007, as declared by former President Gloria Macapagal-Arroyo, to be celebrated every second week of August as per Proclamation No. 1309. It aims to serve as a platform for participants to discuss current situations, challenges, and advancements related to improving health and equity through reinforced health research and innovation in the regions and local communities.

For this year, the PNHRS Week focused on the theme, “Research and Innovation for Equity in Health”, giving emphasis on translating research into policy and benchmarking best practices in health program implementation towards addressing universal healthcare and inequity of health-care provisions in the country.

During his keynote speech, National Scientist Dr. Ernesto Domingo stated that, “The single most important health problem in the world is not disease but the problem of inequity within nations and among nations”.

He further shared three qualities of a good researcher: first, a good researcher has genuine interest to find answers; second, behind a good researcher is a good mentor; and third, readiness to do hard work is the final key into becoming a successful researcher. He further reiterated the important role of research and researchers in addressing issues pertaining to equity in health.

The DOST-CAR as the lead in the implementation and coordination of disaster prevention and mitigation projects in the region is continuously partnering with DRRM offices to efficiently conduct activities for safer communities.

In Mountain Province, the DOST installed three (3) Flood Warning Devices in Bontoc, Mountain Province specifically in Eyeb, Poblacion, Lanao, Bontoc Ili and Karayan, Samoki. Familiarization of these devices are much needed for the LGU and the affected communities.

In order for the Local Government Unit and the affected communities to be familiarized with these devices, the DOST conducted an IEC on Community Based Flood Early Warning System and Flood Drill on July 9-10, 2018. The following topics were discussed during the 1st day: Understanding Hydromet Hazards, Overview of the DEWS (Deployment of Early Warning System) Project, Flood Early Warning System, Components, Instrumentation and Warning and EWS Concepts and Presentation of the Cordillera DRRM Information System Project. After the topics were discussed, a fruitful open forum followed. A briefing on the flood drill activity for the second day followed after the lectures.

The two-day activity had a total of 91 participants from the Provincial and Municipal DRRM Council members, Municipal DRRM 3rd Place Joyce Marie H.
