Local arts and poetry talent on show 2016 has proved to be a bumper year for the Wimborne in Bloom Art and Poetry Competitions. The theme for the whole range of entries was “Wimborne - a Minster Town”. The many entries in both children’s and adult’s sections were of an exceptionally high standard and gave the judges a challenging task in choosing the winners. Wimborne in Bloom has been delighted with the continued, positive response from local schools. Entries were once again received from Wimborne First, St John’s, Pamphill, Allenbourn Middle and Queen Elizabeth’s. The Children’s Art Competition attracted the highest number of entries, which were received from pupils ranging from Reception Class up to Year 11. In all, the total number of entries exceeded 450. This competition was judged by the Town Mayor, Councillor Sue Cook, aided by her husband, Councillor Robin Cook. In addition to First, Second and Third prizes, they made a high number of “Highly Commended” awards. The Children’s and Adult’s Poetry Competitions again attracted some very creative and entertaining entries. Judges were impressed by their quality and thoroughly enjoyed reading them all. The Adult Art Competition attracted a wide variety of interpretations of the theme. Entrants employed a range of media and again judges found it difficult to select prize-winners from such an excellent array.

Prizes will be presented at the Wimborne in Bloom Prize-giving, to be held at Allenbourn Middle School, East Borough on the afternoon of Saturday 17th September 2016. This event will include prize presentations for the Wimborne in Bloom Annual Gardens Competition. The Wimborne in Bloom Committee wishes to thank all entrants for the high standard of their work and for supporting these competitions which, together with the support of sponsors, has made the competitions so successful in confirming the talent of Wimborne’s artists and poets.

Talking about Wildlife... Marine Giants in Dorset There is nothing more delightful than catching a glimpse of a dolphin family as they splash through the waves off our beautiful coastline. If you’re in luck, you may see either common or bottlenose dolphins, but how many people know that our local seas are also home to other large marine species such as white-beaked dolphins, basking and porbeagle sharks, sunfish and minke whales? Last summer, huge numbers of barrel jellyfish caused a stir, and this coincided with a very rare sighting of a leatherback turtle, eating one of the jellyfish, in Lyme Bay. Loggerhead turtles have also been spotted, as well as the critically endangered Kemp’s Ridley turtle. Turtles normally inhabit tropical seas but sometimes get caught in strong ocean currents, bringing them into colder waters that can kill them. Stranded turtles should never be returned to the sea. Any turtle sightings, dead or alive, should be reported immediately to Dorset Wildlife Trust by phone or social media. There is also disappointing news is that these amazing creatures are threatened

The Wildlife Trusts and other conservation organisations are calling on the government to act to create protected areas. Addis’s Almanac This month’s article takes a look at a specific almanac, published in 1935. It is one of the many almanacs produced by Thomas Joseph Addis. The almanac provides information about local organisations and establishments, for example, Wimborne Minster Parish Church, Queen Elizabeth’s Grammar School, Wimborne Minster Urban and Rural District Councils, the Post Office and details of the local Magistrates. Almanacs were produced annually and included key information for the coming year. T.J. Addis was the business owner of Addis’s, a pharmacy which was in the town from approximately 1899 to 1981. Records show that he was living in Wimborne from 1911 but was already operating his business by this time. The pharmacy was located on the corner of Deans Court Lane and King Street. It also operated as an optician, offering eye examinations and a variety of eyewear for customers. The almanac includes details of the range of pills, tonics, embrocations and tinctures available from the pharmacy. There are advertisements for Addis’s hair restorer, compound syrup of figs and PhosphoTonic, an invigorating tonic that improved appetite and digestion. Advertisements placed by other businesses include Charles F. Wesley, the hairdresser, and Wimborne Minster Gas Company. The latter advert has the words ‘Let it snow! Switch on the gas light! Turn up the gas fire!’.

Inheritance T�

The government announced in the summer budget 2015 that by the year 2020, parents would be able to leave their children or grandchildren homes worth up to £1 million without them having to pay any Inheritance Tax. The new rules apply equally to a spouse or a civil partner. Under the current Inheritance Tax rules the threshold for an individual is £325,000 (this is known as the nilrate band). A Spouse can inherit an unused nil-rate band allowance when their husband or wife dies, thus doubling their own threshold to £650,000. Currently Inheritance Tax is paid at a rate of 40% on chargeable assets exceeding the nil-rate band. So for example an unmarried person whose estate was worth £425,000 at the date of death would be £100,000 over their nil-rate band allowance and would therefore be liable to pay £40,000 Inheritance Tax The current Nil-rate band will be frozen until 2020-2021. From 6th April 2017 an additional residence nil-rate band will apply when a residence passes to a direct descendant of the deceased. The new rules state that a direct descendants will be a child (including step-children, adopted children and foster children) of the deceased and their lineal descendants (grandchild, great-grandchild and on). If a person downsizes, or ceases to own a home after 8th July 2015 they will still be eligible for the residential nil-rate band. For example if they have to sell their home and move into residential care. The new main residence nil-rate band will be phased in gradually over five years so that in 2017-2018 it will be £100,000 per person rising to the maximum amount of £175,000 per person by 2020-2021. Once the maximum amount has been phased in, if you are a married couple, when the survivor of you dies, they can inherit their spouses nil-rate band allowance thus giving them a threshold of £650,000 (as per the existing rules). Then as long as the survivor owned a property which was used as a residence at some point during ownership, the new additional residence nil-rate band of £175,000 will apply. The residence could be a holiday home and you do not need to be living in it when you

die. Any unused nil rate band (the amount will be determined by the date of death) may be transferred to a surviving spouse which is how you get to the maximum figure of £1,000,000. Single parents will not receive the same inheritance tax benefit because they are only eligible for one nil-rate band and one additional residential nil-rate band instead of the two that married couples and civil partners will receive. So they are only able to leave a property of up to £500,000 free of inheritance tax. Properties exceeding £2 million will not get the same level of tax break. This is known as a taper threshold. For every £2 that the net value of an estate exceeds the taper threshold then £1 is withdrawn. The taper threshold is £2 million until 2020/21 after which it will increase with reference to the Consumer Prices Index.

The Dorset Publications Camper Van Now you all know that Nellie, the Dorset Publications Campervan, is getting on a bit. She has aches and pains from time to time and last month her “ticker” just wouldn’t get started. A new pace maker (alias battery), was called in, the surgeons got to work (otherwise known as Longham Motor Engineers) and Nellie is now able to take us out again. Thank goodness! Such a relief. Well, my Dad is 82 years old and still goes match fishing, lugging his gear up and down the banks, giving the younger men a good run for their money. Nellie is taking a leaf out of his book. In January this year Dad had his second knee operation - We now call him the Bionic Man. When I rang him all excited about us all going back to Santorini in Greece, you can imagine that he hesitated somewhat. My Mum was more than concerned. Taking after my Dad and not wanting to give

Santorini was a great holiday and one of the highlights was a trip to the live volcano. I never thought Dad would make it, but he did! This is what Dad wrote to his surgeon recently, who requested photos for his website... “On the 11th January 2016 I had a total knee replacement to my left leg which was carried out by Mr H Sharma. I was in hospital for 5 days. (My right knee was replaced some 7 or 8 years ago.) In late February I decided I was fit enough to go on the Family holiday due to commence on 2nd April 2016 to the Greek Island of Santorini. On the 2nd day of this holiday we booked a full day boat trip which would take us out to the various islands. Our first stop

was a Volcanic one which entailed a 1,500 meter ascent over black volcanic rock and cinders, about 2 hours there and back. The family did not expect me to attempt this, but I said if I have to turn back, I will. However, I made it to the summit and back, just some 81 days after the operation! And no after effects! To say how very grateful I am to Mr Sharma is an understatement!” Stan Outlaw.... Dad! So just like my Dad (who I am very proud of), Nellie will continue to take us out, overcoming whatever ailments. We hope she inspires you to do the same. Getting out and about in the fresh air is a great therapy. On that note, last month Nellie took us all the way to “The Reptile Centre” near Lyndhurst in the New Forest. Oh boy those snakes sent shivers down Nellie’s chassis and the burping toads certainly made her chuckle. At the centre you can discover more about British reptiles and amphibians and how they are being conserved in the New Forest. They have in fact the only collection of all the native lizards, snakes, frogs and toads, including

Britain’s only venomous snake - the adder - and rarest lizard - the sand lizard. It is a great place for adults and children to wander around, observe and learn and even take a picnic on the forest trail. Nellie, with her ‘new ticker’ thoroughly enjoyed driving there, through our wonderful terrain of fields and trees surrounded by gorgeous horses and ponies. Hayden loved taking photographs en route as we slowly motored along. Oh those lazy sunny days, don’t we just love ‘em! The coffee on arrival from Nellie’s whistling kettle was just what I needed. So yes, Nellie has had a busy month. There are lots of activities in July and August so we will not be bored and Nellie will have no time to rest, that is for sure! Where will she take us next…? Tell me all about it! Local celebrity of the month... Just a few weeks ago Steph Wyatt won the title of Miss Dorset! Steph was born and bred in Poole and at the young age of 17, this is quite an achievement. I met up with Steph last week to talk to her about being a ‘celebrity’. I asked if she had always wanted to be a beauty Queen and she told me, “It is every girl’s dream to be in a pageant and I feel very lucky to be able to enter the competition.” Steph has always been very close to her Dad and she told me on her first Cat Walk, her Dad had very proud tears pouring down his face. “Seeing him made my lips quiver” she told me, “making it difficult to smile!” “He has always been there for me and I have always been with him.” Steph continued, smiling. Being a beauty star is not as easy as it looks as there are many rounds that each girl goes through to eventually end with just one winner. In her next pageant for Miss England, which Steph is really looking forward to, she will need to pass a “Popularity Round”, a “Sports Woman” round where each girl takes part in a boot camp, a “Beach Beauty” round and even an “Eco” round where Steph will have to make her own dress from recycled materials! Steph’s ultimate goal is to travel the world helping others with projects. She feels she can be “a voice for others” and by doing that she can change things for the better. Right now Steph

Miss Dorset 2016, Steph Wyatt has also started a Law Degree, so she is going to be more than busy! There were 22 girls who entered The Miss Dorset competition, but in her next pageant for Miss England, being held in Southport, there will have been 22,000 girls all gunning for the prestigious title. Down to 50 girls in the final, Steph would like to be in the top 15. I believe she has every chance of that. As Miss Dorset, Steph is looking for sponsorship to help with her ambitions. Are you married or in a civil partnership? If so, is one of you a non-taxpayer, and the other paying basic 20% tax? If you’ve just answered yes, then you’re one of 4.1million couples due a free £212 a year, but the likelihood is you’re in the 80% who haven’t claimed it, so I’m going to tell you how. This is all about marriage tax allowance, a tax-break introduced in April 2015. I was stunned to ﬁnd out how few people know about it, and am starting to make a breakthrough. To inspire you, here’s just a few of the scores of recent tweets I’ve got on it. TingTing: @MartinSLewis THANK YOU! Just signed up for marriage allowance, £212 in our pocket. DO IT PEEPS ... it’s quick and simple to do! Matty: @MartinSLewis Thank you for letting us know about the Marriage Tax Allowance. Only took 2 minutes to complete and £212 saved per year. Q. Who can get it? You must be married or civil partners. If you’ve lived together for 20 years and have four kids and a dog, you are not eligible. This is a bit of social engineering by the government to have a reward for marriage in the tax system. One of you must be a non-taxpayer, i.e., usually earning less than £10,600, and the other needs to pay tax at the basic 20% rate, which is currently for those who earn under £42,385. You both must be under 80 (then there’s another tax break). Don’t overcomplicate this. Many people ask if they count as a non-taxpayer as “I’m a volunteer”, “I only work part time”, “I don’t work”. Stop it. Are you a UK resident who doesn’t pay income tax? If you are, you count – simple as that. Q. How does it work? The non-taxpayer can transfer £1,060 of their personal allowance – that’s the amount you can earn tax-free – to their partner. Imagine Tyrone earns £10,000 at a garage, and is a non-taxpayer. He can arrange for £1,060 of his taxfree allowance to be transferred to his wife Fizz. So that’s £1,060 of earnings she would’ve paid tax on at 20% that’s now tax free. As 20% of £1,060 is £212, that’s your gain.

Q. How do you claim it? It’s a really simple process. The non-taxpayer should just go to www.gov.uk/ marriage-allowance or call 0300 200 3300. You’ll need your national insurance numbers and some basic ID. Let me stress again though, it’s the NON TAXPAYER who must sign up – people do it the other way round and then wonder why they’re rejected. Q. Do I get it every year? Yes, it’s done via a change in your tax code that remains, so it’s £212 a year gain every year and once you’ve applied it’s done automatically. If your circumstances change, you need to call up and tell them. Q. Can I backdate the claim? Yes, you can backdate for four years, but it only started on 6 April 2015 so of course you can’t go back further than that. Q. What if either or both of us are self-employed? It doesn’t matter. As long as you fulfil the eligibility criteria above, you can apply. The only difference is if the recipient partner is in self-assessment, it will reduce their self-assessment bill. Q. What if I’m a non-taxpayer who doesn’t have £1,060 to pass across? It still works, it’s just a bit more complex if the non-taxpayer is earning just under the £10,600 threshold. This is because you have to transfer £1,060 of your allowance to take advantage – nothing more, nothing less. So let’s do another example. Suppose Fred is a basic rate taxpayer married to Wilma who earns £10,000 a year, so she’s only got £600 left of her tax free allowance. She can still move £1,060 to Fred, so he gains £212 on that amount. That lowers her allowance to £9,540, but she earns £10,000 so she’ll pay basic 20% tax on the £440 – meaning she is £88 worse off. Overall, though they’re still up over £100. If you don’t get the maths, don’t worry, you’re always collectively up by doing this, so if you’re a non-taxpayer, even close to the limit it’s still worth applying. @MoneySavingExpert

I was an incredibly picky eater as a child. I remember wanting to like tomatoes because they were such a lovely bright colour but still I wouldn’t eat them! It was only after my mother started growing them at home that I finally plucked one straight from the plant and popped it, warm from the sun, into my mouth - delicious!

Make last sowings of carrots and French beans. Keep harvesting those beans, peas and courgettes. Sow Spring cabbage. Lift onions (and garlic if it’s still in) and dry for storing over the winter. Plait and hang (or store in a string bag). • Remember to feed your tomatoes. • As crops go over use the free space for quick growing salad leaves or radishes. • Peg down some of the runners from your strawberries to root into new plants. Remove the remainder. Would you like to see your youngsters spending more time outdoors and get them eating healthy foods too? Then what better idea than to involve the kids in growing their own? While we’d all love a string of willing, young, helpers on the vegetable plot you do have to be realistic. Children can have short attention spans, will only want to do the jobs that appeal to them, and usually expect quick results. Us adults on the other hand tend to be stuck in our ways, place great importance in doing things slowly and methodically and don’t usually take well to sudden changes of plan! So how can you encourage your little ones, without boring them out of the garden, or having them dig up your row of prize leeks? If it is at all possible give children a space that is completely their own on the plot. Get hold of some good quality child size tools and encourage their attempts even if it isn’t quite what you’d have done - if digging holes and making mud pies is more in their line than neat rows of seedlings perhaps they could create a wildlife area? A shallow dish sunk into

the ground can be used by birds, frogs, toads and hedgehogs, and a log pile will be home to all sorts of insects plus providing a possible hedgehog home. Giant sunflowers are great fun, especially if you have a growing competition, and wild flower seeds can just be scattered and will, in time, encourage useful insects and birds - natural pest control! Keen young growers can browse seed packets or catalogues to see what takes their fancy. Quick growing crops are a good suggestion - radishes and salad leaves pop up in no time at all and should give them almost instant satisfaction! Sweet young carrots are likely to tempt even picky eaters, as are those lovely little cherry tomatoes. Popping peas out of their pods is very appealing and how about growing their own hideaway in the form of a lush green wigwam of peas or beans? They may not be keen on eating greens, but there is certainly a much better chance that they’ll be tempted to try something they’ve grown themselves. Fruit, such as strawberries and raspberries is usually popular, and if you haven’t got any of your own planted yet you can always get them enthusiastic by having an afternoon out at the pick your own farm. Ready grown plug plants can be good for helping them to set up an ‘instant’ plot - take a trip out to the garden centre to see what is on offer. If you already have seedlings started, then they could have the choice of some for their own plot (and you can see whose grows best!). Finally, don’t forget ‘indoor’ growing activities too - clean out the bottom half of a boiled egg and draw a face on it. Fill it with cotton wool soaked in water and sprinkle on some cress seeds - in just a few days the egg man will be growing hair and not only can they cut his hair but they can eat it too.

News from Westminster As we head towards the summer many people start to think about their holidays. We are incredibly lucky here in Dorset that we are able to enjoy the beach throughout the year, whatever the weather. Please do ensure you follow the guidance of the lifeguards when on the beach, and take any litter home so we can all safely appreciate our beautiful coastline.

I am a Vice Chairman of the All Party Parliamentary Group on Bees, and there is a planned visit to Kew Gardens to see their multi award winning “Hive” exhibit. This is a multisensory exhibit which was inspired by scientific research into the health of honeybees. Bees and other pollinators play a vital role in in the security of our food supply and the quality of our natural environment. This is especially important in areas such as Dorset. I will continue to both work with our farmers, and support ways in which our bees are protected, to ensure a balanced approach to farming.

As I write this, the result of the referendum is not yet known. I hope that those of you who came to my information meetings found them useful. Whatever the outcome, there is no doubt that we are a great nation and that we will survive whether we remain or leave. We have risen to face great challenges in the past and will certainly do so again in the future.

I recently held a Dementia Friends training session at our office for my staff and local councillors. We are keen to challenge stereotypes and stigma surrounding dementia. One in three adults over 65 will develop some form of dementia, and as a community we need to be aware and willing to support sufferers and their carers in any way we can. There are a number of groups and events open to those with dementia, including special dementia-friendly film showings at the cinema, dancing, gardening and singing clubs, and memory cafes. Top Five must see attractions at the 2016 Show The 2016 New Forest and Hampshire County Show is taking place on 26th, 27th and 28th July at New Park Brockenhurst. Main Ring Attractions In addition to the fantastic Metropolitan Mounted Police, we have a timetable brimming with popular main ring attractions including the sixteen pairs of heavy horses who will be taking part in the World Famous Heavy Horse Musical Drive. International Show jumping will be taking place in the Hoburne East Ring which will see top riders from across the country compete in the International Trail and International Stairway. The Tractor Tug of War and The Grand Parade of Livestock will also be entertaining the crowds each day.

BARBECUED LAMB RECIPE

As summer approaches, you may find yourself wishing to utilise the outdoor barbecue. This recipe offers you the option to either use this for a BBQ or to cook inside and serve with your choice of vegetables.

Ingredients 1 lemon (juice and zest) 2tbsp soft light brown sugar 125ml olive oil 8tbsp balsamic vinegar 2 garlic cloves (crushed) 4tbsp mint (chopped) 400g half boneless leg of lamb

Equipment: Barbecue or griddle pan Method: To make the marinade mix together the lemon juice and zest with the sugar, olive oil and balsamic vinegar and add seasoning. Stir until the sugar has dissolved and then mix in the mint and garlic. Lay the meat in a deep tray. Pour in half the marinade over the top of the meat and turn it over to coat it on both sides. Put the rest of the marinade to one side to use as dressing later. Then, cover with cling film and choose to leave it for 1 hour or alternatively overnight in the fridge. After, remove the lamb from the fridge, shake off any excess marinade back into the tray before inserting a skewer that goes from one corner to the opposite. Do this again with another skewer but in the opposite direction. You can either cook the lamb on a barbecue or a griddle pan and cook on a medium heat. Cook for between 15-20 minutes. Make sure to turn the lamb frequently until pink or cook for longer depending on your preference. Once you have finished, let the lamb rest for 10 minutes and remove the skewers. Serve with your choice of vegetables and pour over the rest of the marinade.
