Councillor’s Column

As the United Nations Climate Change Conference kicks off in Glasgow this month, it’s the perfect time to reflect on what we’ve been doing locally to tackle the climate and ecological emergency – and what we can continue to do to ensure we eliminate the council’s carbon footprint here in Test Valley. Having declared a climate emergency in 2019 and adopted our action plan in 2020 – I have recently created a brand-new Cabinet post with specific responsibility for the Climate Emergency and Countryside. Enabling Cllr Ali Johnston to focus on creating a greener vehicle fleet and harnessing new technology, as well as implementing our pledge to plant thousands of trees to help remove CO2 from the atmosphere. On that note, the Council is in the process of completing the purchase of land near Upper Clatford to create a wildlife-rich area of countryside for communities to enjoy in the future. The land, which is situated to the south of Bury Hill covers around 38-acres, which the council has been able to purchase from developer contributions specifically set aside to improve access to the countryside. Once the purchase is complete in January 2022, the council will begin work towards opening up the space for the public to enjoy, with the aim of having the site accessible and available for use in the autumn next year. The Covid-19 pandemic has highlighted just how important green space is to our communities. My hope is that generations to come can enjoy

this wonderful area of countryside – as they do in our other nature reserves at Rooksbury Mill and Anton Lakes in Andover and Fishlake Meadows in Romsey. This work comes hot on the heels of the work we have done this year to create more urban meadows in Test Valley, allowing grasses and plants to develop, providing valuable habitat for insects and birds. It’s our plan to continue to increase the amount of land that’s given over to nature – which is not only great for the environment but makes our parks, verges and the edges of our recreation spaces look even more attractive. We are also working closely with the County Council, which is in charge of waste disposal infrastructure, to give our residents more opportunities to recycle. It is now looking increasingly likely that from early 2023, we’ll be able to oﬀer residents the chance to recycle glass, thin plastics (pots, tubs and trays) and Tetra Pak-style cartons, in the same household recycling bin. As well as providing a weekly food waste service. Upping recycling rates. So, whilst COP26 will, quite rightly, be focusing on what can be done nationally and internationally including hopefully committing the biggest carbon emitters like China and the US to take greater action - it’s essential that we continue to make a diﬀerence locally.

New exhibition at Andover Chapel explores the potent mix of memory, trauma and the imagination. Jon Adams will be holding an interactive talk with Q & A on ‘Neurodivergence in Art’, broadcasted On Wednesday 20th October 2021 Chapel Arts Studios (CAS) opened its doors to its most ambitious exhibition yet. ‘Opening The Aviary’ takes the visitor on a multi-sensory journey of discovery, exploring the inner workings of the artist's mind as expressed externally in form and narrative. The exhibition and associated talk confront important issues of mental health and neurodivergence, exploring the art process as a way of expressing what lies deep within, both memory and imagination. Jon Adams, Kate MccGwire, Prudence Maltby and Rosa Beiroa are the four artists exhibiting at Chapel Arts Studios. The show will be a multimedia exhibition, inspired by a set of drawings created by Jon Adams over the COVID lockdown. His work as a neurodivergent artist, draws on internal dialogue, expressed in his breathtaking drawings of mythical bird-like creatures, his Covid Corvids. The work on display also features Kate MccGwire’s powerful visceral sculpture, equally subversive and seductive but thankfully, safely encased. Also Prudence Maltby, who’s drawings, inspired by deep memory, compliment the other artists' contributions thoughtfully. A short animation by Rosa Beiroa introduces us to all of the works on show, articulating the words of William Kentridge which make tangible the creative process for all. Susan Francis, curator at Chapel Arts Studios, said: ‘CAS is excited to bring together a group of artists whose output probes the workings of the artist's mind, giving form and expression to otherwise hidden or deeply subversive thoughts and imaginings. The 2022 All Saints’ Winter Lectures The annual All Saints Winter Lecture series will be held in the Upper Clatford Village Hall in January/February 2022. All funds raised will go to the All Saints Roof Refurbishment Fund which has a target of £125,000. So far, around £87,000 has been raised. 31 January 2022 Blick Mead: Exploring the First Place in the Stonehenge Landscape by Dr David Jacques Stonehenge can justly claim to be one of the most famous prehistoric sites in the world, but much about its origins remain a mystery. Although recent archaeological investigations have revealed stunning details of the monuments that sprang up during the 4th and 3rd millennia BC less is known of the area’s ‘back story’. Since 2005, David Jacques, Senior Research Fellow in Archaeology at University of Buckingham, Fellow of the Society of the Antiquaries, has led a dig exploring a site about a mile from Stonehenge beside an ancient spring known as Blick Mead. The discovery of a Mesolithic occupation area and surface at Blick Mead about 2.5 km from Stonehenge that has well preserved and substantial Mesolithic deposits, potentially transforms our understanding of the pre-Stonehenge landscape, and its later ritual landscape. Radiocarbon dating of the remains reveals that animals were being eaten at the site between 6650-4722 BC. David’s talk will outline the latest discoveries at Blick Mead from the 2021 dig, concluding with a

review of the site and its wider signiﬁcance. 7 February 2022 A life of Service to Queen, comrades and country by Lieutenant General Sir Freddie Viggers KCB CMG MBE DL Lieutenant General Sir Freddie Viggers had a professional career in Germany, Northern Ireland, Bosnia-Herzegovina and was deployed to Baghdad in 2003 as the most senior British Oﬃcer on the ground following the fall of Iraq. His evidence at the Chilcott enquiry in 2009 was highly critical of the Government's strategic handling of the situation after the Regime collapsed. Sir Freddie was Adjutant General (2005-8) and often locked horns with the Ministry of Defence over resources to improve the lot of the Soldier and their families, appealing for improved accommodation, pay and conditions and better compensation for the wounded. He also oversaw the Court Martial of 7 soldiers charged with the murder of Baha Mousa in southern Iraq. After retiring in 2009, Freddie assumed the role of Black Rod. The very public role Black Rod plays in the Palace of Westminster is well known, but the ceremonial and security responsibilities may not. Freddie was forced to retire one year later after a life-changing stroke. Freddie's talk will draw out how his life’s lessons, across a fascinating career, prepared him for both the anticipated and unanticipated events in his life

An Appeal from Unity Reaps Rewards

An appeal to the community from Unity, the Test Valley based charity, once again reaped rewards when the organisation asked for donations to help the Afghan Evacuees. Recognising the need to provide even the most basic of items for individuals and families, Unity was swamped with donations following a social media campaign which local residents responded to in style. Within a week, Unity’s board room had been taken over by a mountain of donations which included a 32” ﬂat screen television, pushchairs, toys and hygiene products as well as clothing. As a result, the request for donations was closed a matter of days later. Supporting the Afghan families has also meant that Unity Transport has had a role to play too taking individuals to medical appointments, to the Mosque and making a bus 16

available for social activities. Terry Bishop, Unity Chief Executive said, “I am extremely thankful to the Test Valley residents who generously donated and to Unity’s staﬀ and volunteers who dropped everything to make this happen in a matter of days. A Design for Life… The Kevin McCloud Column Designer, writer and television presenter, Kevin McCloud leapt into our consciousness with his vastly successful Grand Designs show on Channel 4. This month, the affable architect discusses the importance of buildings in terms of who we are as people. I’ve always regarded buildings as living, breathing, evolving things, and while you can judge each and every one architecturally, sometimes the real fabric of a home, an office, a shop, a theatre – whatever it may be – is in the people and personalities who inhabit it. It’s always interesting with Grand Designs when we revisit buildings several years down the line to see how they have grown and merged into their environments. When a project is freshly completed there is always an element of buildings appearing clinical and, I guess, unhomely. I would even suggest that a scuffed skirting board or lightly scratched wooden floor adds personality to a space, so we should all be encouraged to enjoy our homes, to throw ourselves around in them, without fear of losing that show home chic. It’s funny, I remember one of the first projects we did, down in

Brighton. I went back after 12 or 13 years and discovered that the kids who were five or so were now these strapping 18-year-olds and heading off to university, while this ‘house’ was truly transformed into a home. In other projects we revisited, we had many people who had started projects effectively homeless, or as single parents,

a local councillor, or perhaps they are sitting on the board of a housing association, all giving back to the community. For me, that shows that in the right circumstances when you’re given the chance to build (which is an empowering process) and to experience living in great architecture, it leads to people’s lives changing for the better. It’s no coincidence and I see this all the time; and I love that because it vindicates so much of what I’d felt and believed about buildings for so long.

QUIRKY FACTS by Mica Bale As the nights have drawn in and autumn is on the cusp of being retired in favour of the winter weather, what could be better than enjoying a delve into Hampshire’s quirky facts from the comfort of your own armchair? From an interesting zoological connection to Queen Victoria herself, here’s another handful of quirky facts!

Although the notion of English sparkling wines is hardly a new one, Cottonworth Vineyard has been established since 2005, with origins on the farm dating back several generations of the Liddell family. Alongside Cottonworth Vineyard is Hattingley Valley, another well-respected English wine producer. Historically France has always had the upper hand as regards to wine production however in recent years, English wines, especially those grown in Hampshire, are not only being recognised for their taste but are also making waves to the point of being not only renowned but respected.

The Adventures of Daichi

The Modern Magazines Camper Van The Jurassic era, an age of reptiles. A time of abundant dinosaurs and the advent of birds and mammals. It all started approximately 200 million years ago and ended around 145 million years ago with widespread volcanic eruptions and the release of so much CO2 that the oceans became acidic, and the global warming killed off 76 percent of marine and terrestrial life on Earth. Many plants however survived including the ferns we see today, horsetails, cypress, pines and many other species of our beloved greenery we so enjoy. Daichi is a big fan of our British Jurassic Coast. He loves to wind around those country lanes and end up at the sea looking out into the far distance. This month he took us to a real Dorset beauty spot. Ringstead Bay off the small village of Ringstead. The beach here is very different to the majestic

sandy, warm beach in Weymouth just 8 miles away. This is a covelike beach, more like you find in Devon or Cornwall. It is pebbly and has painted wooden rowing boats waiting patiently in their upsidedown position near the wall. I love sandy beaches, but this was pretty special, and the water was crystal clear and inviting. Daichi had found this glorious, secluded place by chance in fact, as we were just exploring, following roads we thought looked interesting. Daichi likes to do this. On a warmer day, it would have been ideal for a picnic and a swim. It is such a sheltered, cozy bay. Today it was enough to take in the view and relax. The Isle of Portland, looking very grand, is in clear sight. There is a café with seating outside and a parking area which is really convenient so I am sure in the height of summer it is buzzing with excitement and

activity. The day we arrived it was quiet and peaceful. Ideal for gazing out to sea and breathing in the fresh, cooler autumn air. Perfect. After a little exploration Daichi took us onto Osmington Mills just five miles from the town of Weymouth. Here there is a ‘chocolate box’ thatched pub and restaurant, The Smugglers Inn. Beautiful. The views from the cliff top here are both exhilarating and extremely calming at the same time. That first, incredible, panoramic scene over the sea, the cliffs, the bay, the rocks and huge ocean liners bobbing around (a reminder of our trials and tribulations of today), took Daichi’s breath away. Can you imagine being a massive dinosaur lugging that heavy body and long neck across this land and swinging your neck out to sea where there are huge fish swirling around in the waters below. This area sparks that imagination, that long-gone sight of yesteryears. The walks around the whole coastline look inspiring and the next time we go there we will be wearing hiking boots and will be

taking a stroll for sure. The beaches are dog friendly too, so for anyone with a four-legged, active friend, they can take the stroll with you. This whole 96-mile Jurassic coastline, which stretches from Exmouth in East Devon to Studland Bay in Dorset is just gorgeous. There is so much to explore. Thousands and thousands of years of history. Changing climates, reptiles now extinct, fish are much smaller, and humans have taken over. What a different planet it is today. Somehow for Daichi it puts the problems of now, into a different perspective. Maybe we should take some of those problems less seriously, throw caution to the wind a bit more, argue a little less and laugh much more. Daichi certainly likes to make us smile and I have to say he does a great job! Where will he take us next, I wonder…?

As the days are getting shorter and the temperatures are falling it is time to consider how to keep our pets happy in the cold. We all know how to look after ourselves and keep warm, but what do we need to consider for our dogs and cats to be healthy during the winter season? Dogs • Consider investing in a warm, waterproof and reflective coat for your dog, especially if they are short coated such as whippets and greyhounds, which are very susceptible to the cold and damp. Reflective details are particularly handy if you walk in the dark. • Reflective collars or lights which can be attached to a collar are also a good idea when walking down dark roads in the evening. • Rinse your dogs’ feet after walking especially if the roads have been gritted, as the salt can cause local irritation to the skin, but also potentially can be toxic if licked off the feet in large quantities. • Ice burn can occur on soft footpads, so consider protective boots if doing lots of walking on icy ground.

• You may need to reduce your dogs’ food if they are getting less exercise during the cold weather in order to avoid unnecessary weight gain. Cats • Antifreeze is extremely tasty to cats but sadly also highly toxic, so be careful using it and clean up any spills immediately, and make sure it is stored securely. • If your cat normally wears a collar, try a reﬂective one to make them more visible in the darker evenings. • Provide a litter tray in case they don’t want to go outside in the snow. It is recommended in households with multiple cats that you provide at least one clean tray per cat (plus an extra one for luck!) in diﬀerent locations. • If they do want to go outside make sure they have a warm area to shelter in if they can’t get back inside. • Many cats like to drink from natural water sources outside, however if these are frozen over they will need fresh water daily to be provided at home.

• Dogs love to play in the snow, but be aware that snow can form large clumps of ice in the fur of long coated dogs, especially between the toes and on the underside of the dog. As well as being heavy and uncomfortable prolonged contact with the skin can cause ice burn. • Keep dogs on leads close to frozen rivers, lakes and ponds to reduce the risk of them falling through thin ice should they run on to it. This is also for your safety as you would be putting yourself at risk if trying to rescue a stuck dog. 40

Tear ‘n’ Share Sweet Bread Introduction

Although not a traditional festive-themed bake, sweetbreads do tend to come into the ascendancy during the winter months, and this tear ‘n’ share loaf will not only offer a soft, lightly sweetened and buttery bread treat – delicious as toast or as a bigger accompaniment to an evening meal – it’s also sociable and fun. Top it with some butter, jam or even icing, and serve.

Ingredients

(serves four)

1 cup warm milk 2 tsp active dried yeast 3 cups all-purpose ﬂour 1/3 cup granulated sugar 4 egg yolks 2 tbsp sour cream 1 tbsp vanilla extract 3 oz unsalted butter, softened, room temperature 1/4 tsp kosher salt Egg wash (whisk together) 1 egg yolk 1 tbsp water 3 to 4 tbsp sesame seeds (optional)

Method 1. Check yeast by dissolving 2tsp of active dried yeast with 1/2 cup milk and 1tsp of sugar from the overall amount and leave in a warm location until frothy, about 10-15mins. If the mixture does not froth up and rise, discard and start again. 2. Into a bowl sift three cups of

Greenfingers… the Alan Titchmarsh column He’s a brilliant presenter, accomplished gardener, talented novelist and all-round horticultural inspiration. This month, Alan Titchmarsh talks about getting our youngsters involved in gardening projects. I started gardening when I was nine or ten. I made a little greenhouse, tidied edges, mowed the lawn and sowed seeds, which then came up. When I had that little bit of success, it emboldened me to take cuttings and do more, and it all went on from there. To be honest I was obsessed with all things nature - frogs, toads, insects… and the garden is the nearest bit of natural history to us, so I always felt comfortable there and I still do, although I’m not sure the young generation have quite the same connection with the outdoors. In recent years I’ve worked with the Royal Horticultural Society in campaigns for school gardening, and we’ve had over 30,000 schools involved. Particularly at primary level if we can, literally, sow the seed when children are young, get them connected with the earth rather than disconnected and fearful, it will mean we are investing in the future custodians of the landscape. To me, it’s vitally important we

pass on our joy and knowledge. When I was a boy, Percy Thrower presented a programme called Gardening Club on a Friday night – this was way before Gardener’s World. He, along with a junior schoolteacher of mine, Harry Rhodes – who used to sell cacti at the church bazaar – were great inspirations. Indeed, my ﬁrst plants came from Harry. Before he died, he saw me building a career, and one of life’s great delights was knowing that Harry witnessed this little lad he had encouraged to garden getting on, and doing alright. It was an unusual thing for a small boy to be interested in, therefore when you see a young gardener showing a keen interest, you always want to fan the ﬂame. I’m now doing what Percy and Mr Rhodes did.

Of course as you get older, the way you use a garden changes. Just as when I was a boy it was a place of discovery and play, now it’s more a thing of art, beauty and quiet contemplation. What undoubtedly links my present self with that nine-yearold version of me, is stimulation, and that has never changed in all the years I’ve spent outdoors planting this, trimming that. And that’s what’s there for the younger generation. That’s why I feel we should do our utmost to engage young people in the glory of our gardens and outside spaces. With all the other distractions they have nowadays, it feels more important than ever.
