March Test Valley Gazette community magazine. Stephen and I took over the Test Valley Gazette last September. It is a pleasure to bring you good news and great traders to your door. In fact, The Gazette is now delivered by Royal Mail every month so you can read all about local news that you may not see anywhere else. It is a vehicle to give small, local clubs, charities and societies a voice that they would otherwise not have. Please let them know about us. We would love to hear from you, the reader. What would you like to hear about? Is there any information that you would like to read on a monthly basis that you do not find any where else? Thank you for all of your legal questions over the last month. Our friendly team of experts randomly chose to answer the following questions: I had a meeting with my employer last week and understand that they are looking to make a few people redundant. They mentioned providing me with a Settlement Agreement but I don’t know what this is. Is it something you can help with? Yes, we can help with this. A Settlement Agreement is a legally binding contract which can be used to end an employment relationship on agreed terms. Usually, you accept a sum of money in return for agreeing not to bring certain legal claims against your employer. The agreement must be in writing, include some form of payment and may include an agreed reference. Your employer cannot force you to sign it.

As part of the Agreement, you must obtain legal advice as to the terms and effect of the document. We would be able to meet with you to go through the Agreement in detail and discuss any concerns you may have. Your employer will normally make a contribution towards your legal fees meaning you may not have to pay anything. Is there anything I can do? Although at some stage you may well have to see a solicitor, nowadays if direct discussion between you does not resolve the issue then you will be advised to approach a Mediation Agency. In fact, it is now compulsory that you at least approach a Mediation Agency before you can make an application to Court. Mediators are fully trained (some of them are qualified solicitors) and will try and assist parties to reach their own agreements in the best interests of the child. The Government and Court expect parents to make and reach their own decisions about their children. If direct discussion, or indeed mediation, does not solve the problem then an application may be made to the Court. In those circumstances you would be strongly urged to consult with a solicitor. “I’m so bored!” Everyone is familiar with hearing this from children during the school holidays Kids on Track was the brainchild of Kiki Godson, a local mother to 4 boys. Whilst working at the Andover Education Centre and chatting to pupils, she was concerned and surprised by the apparent lack of activities for young teens in the local area. Half terms and holidays were clearly problematic for some families with limited resources. Kids on Track provides free activity camps during the school holidays for children aged 10-12 from the Andover area. Based on successful schemes in London, our aim is to get children away from the X-Box and social media and get them outside having fun, trying new things and experiences and learning new life skills. The camps are non residential and include activities such as sport, art & craft, cookery, music and drama, together with specialist activities such as street dance, circus skills, woodland den building and nerf gun wars! Trips to the pantomime, bowling, Tree Runners and Go-Karting have also played an important part of our enrichment programme. Children are referred to us via several channels locally, including family support workers, the Crisis Centre and the women’s refuge. We have a constantly expanding team of superstar volunteers, and more than 50 children over the last 3 years have taken part in our camps. We are always thrilled to hear from new volunteers, so please do get in touch via our website if you would like to become part of the team. As the children get older, we continue to keep in contact through monthly activity clubs. For those in year 9 and above we are putting together bespoke support programmes to help the children reach their full potential. This might be through academic guidance, work experience, emotional support or simply a sympathetic ear. Our aim is to help and support these children through regular contact and interaction, hopefully giving them the skills they will need for adult life. We rely on the generosity of local people to ensure the charity has the funds to run successfully year after year. We also raise funds with a carol service at St Mary’s Church in Andover each December. Hampshire Quirky Facts by Mica Bale Renowned as the birthplace of great Victorian author Charles Dickens and the home of the glorious Tudor vessel the Mary Rose, Hampshire is a county enriched by its history as much as its beautiful surroundings. From Hampshire’s very own tortoise society to a special visit from the Beatles, here are a handful of quirky facts which celebrates Hampshire as the beloved county it is. 1) Did you know that Hampshire has its very own Tortoise Society? Joining together tortoise owners from across the county as well as the Isle of Wight and further afield, the Tortoise Society aims to help support fellow owners and to help with all elements of care for tortoises including helping to provide good homes for rescued tortoises among many other functions. 2) Were you aware that one of the very first gigs the Beatles performed before bursting onto the British Rock ‘n’ Roll scene and ensuing international success was in Aldershot at the Palais Ballroom? In the December of 1961, the band performed to a Hampshire crowd numbering just eighteen in an attempt to expose them to fame. Despite the small crowd, no doubt the Beatles enjoyed their visit to Hampshire and it is even rumoured that the four sampled some local chips! 3) Interestingly Hampshire is home to a rare example of a ‘Pest House’ which was built around 1622 and is one of only a few examples that survive today. Pest houses were designed to be used as basic quarantine facilities in which those suffering from contagious diseases could reside until their recovery or more often than not, their death. Hampshire’s Pest House is located in Odiham and is not only a fascinating and rare example but also gives an insight into the social history of Hampshire’s bygone past and is even open for the public to see. 4) New Forest Ponies are world renowned for their Hampshire connection and interestingly even William the Conqueror saw their worth after his historical victory in 1066 when he had an impressive two thousand of the local breed transported back home. As with so many native breeds however, the New Forest Pony has seen many declines in its history. In the 18th century however, an important Throughbred stallion who had already produced one of the most famous and successful racehorses in history, was introduced into the herds.

5) It would be hard to think of a traditional teatime favourite without mentioning fish fingers and interestingly Hampshire was the first to sample such treats. Although fish fingers were developed in Great Yarmouth by Birdseye, it was shoppers in Southampton who were first able to add the soon-to-be popular product to their weekly shopping and no doubt everyone was asking for seconds!

Wildlife Trust teams up with local artist for marine litter sculpture With more marine plastics washing up on our shores each day, Hampshire & Isle of Wight Wildlife Trust is pleased to announce a new environmental art initiative. As part of its project Secrets of the Solent, which is supported by the National Lottery Heritage Fund, the Trust is collaborating with local artist Trudi Lloyd Williams
to create a sculpture from plastic marine litter. The presence of plastics in the marine environment poses a threat to both people and wildlife. Animals can become entangled in litter or mistake it for food, and over time larger items break down into microplastics that affect smaller organisms. The full impact of these microplastics on the food chain, including species we catch for food, remains unknown. The planned sculpture will help to tackle this problem by removing some of the litter from our local area, as well as encouraging viewers to consider their own plastic use. Trudi has spent over a decade raising awareness about marine plastics through her sculptures and community engagement, making her an ideal collaborator for the Trust’s work on this issue. To ensure that the sculpture reflects the passion and creativity of our coastal residents, it will be made through a programme of community activities. Trudi has given this initiative the name Spiny Seahorses and Ripping Yarns, to evoke the amazing species found in our waters and the stories told by sailors past and present. Over the next few months Trudi and the Trust will hold activities in coastal locations across Hampshire and the Isle of Wight. Marine litter will be collected through dedicated beach cleans, and catalogued using citizen science methods. Trudi will then guide the creation of the sculpture in public workshops, before the finished piece is installed at Cumberland House

and meaningful as possible.”
Trudi Lloyd Williams said: “Spiny Seahorses and Ripping Yarns will unravel further secrets from the Solent: those hidden in the shallow depths of the seagrass meadows and from our seafaring past. Plastic marine pollution has been the focus of my work for many years and I am looking forward to collaborating with the Wildlife Trust, Portsmouth City Council and the wider community to create a memorable sculpture for participants and visitors. I hope they will both enjoy it and be provoked onto a journey about their own consumption and disposal of plastic.”
Christine Taylor, Natural History Curator at Portsmouth Museums, said: “We are really delighted to host the marine litter sculpture. The sea is on the doorstep of the museum and we hope visitors will make the very visual connection between the sculpture in front of them and where the plastics and other marine litter materials to create it have come from.”

Have your say on the future of Romsey A new green shopping space on Broadwater Road, opening up access to the Fishlake stream and a new location for the Aldi supermarket are just some of the proposals being considered as part of the plans to redevelop the area south of Romsey’s town centre. The first stage of the draft masterplan has now been published as the Romsey Future partnership, together with Test Valley Borough Council, today launch the second stage of the public consultation. The masterplan has been pulled together following feedback from the first consultation held in late 2018. Residents, businesses and other interested parties can have their say on the proposals through an online survey or pop along to a number of events to be held over the next six weeks. The masterplanners, Nexus and Perkins & Will are holding events at Romsey Town Hall and The Royal British Legion as well as attending the country market through a pop-up stall until March 20. The draft plans form a number of short, medium and long-term proposals covering the potential future of the area for the next ten years. The short-term goals include enhancing the passageways and access to green spaces, while the medium-term plans consist of a new green area along Broadwater Road that could would make more of the River Test and potentially house new shops. It would also improve the road layout and allow for more flexible transport options by forming a new bus station.

In the longer-term, the plans consider the possibility for a new site for the Aldi supermarket and the relocation of a new large community facility, similar to the current Crosfield Hall, closer to Romsey Rapids and a smaller venue within the town centre. This would help to meet the growing needs of the town as well as cater for the provision of car parking and enable residents to park just outside of the town and walk in, using improved pathways and access routes. Along with the developments, a number of accessibility improvements have also been suggested. New access points to Broadwater Road from the bypass have been proposed, alongside better pedestrian access from the area towards Romsey Rapids. The first draft of the masterplan for the area has also taken into account the recommendations of the citizens’ assembly which was held late last year. Around 50 residents, selected to represent the demographic makeup of the town, spent two weekends listening to experts and casting their votes on how best to maximise the area including the bus station and Crosfield Hall. The main themes of the assembly included improving the night-time economy, creating more green spaces and better transport connections, both for vehicles and pedestrians. Chair of Romsey Future and deputy leader of Test Valley Borough Council, Nick Adams-King, said: “At the beginning of the first stage of this consultation, I

Now, although we’ve had a considerable amount of input from residents and members of the citizens’ assembly, we are still very keen to hear what the community thinks of the plans so far. “There were many suggestions in the first stage of the consultation but hopefully it will be clear why these participants’ proposals have been taken forward and for those that haven’t been included in the draft, hopefully they can see the current plans and see why. “With these proposed changes to
the area, I understand that parking and accessibility will be extremely important, and these plans provide plenty of flexibility for improving both of those aspects moving forward. I would encourage anyone who would like to have their say to take this opportunity to do just that. Residents can get involved by going along to one of the events or by completing an online survey through the Romsey Future website.” The consultation runs from February 7 until March 20 and residents can have their say at www.romseyfuture.org.uk/ consultation.

Test Valley Borough Council’s apprentices have been out and about across the borough in support of National Apprenticeship Week 2020 This week has seen the authority’s seven apprentices promoting campaigns, attending conferences and hosting stalls to help myth-bust about what they do day to day. Apprentices currently work in the countryside team to help protect and promote the borough’s green spaces and in the council’s estates team, looking after some of the most iconic buildings. The council also employ apprentices in the customer services team, environmental services and IT. Apprenticeships provide a great opportunity to gain valuable work experience while studying for a recognised qualification. The council provides apprentices with a supportive environment to develop key skills and experience ready for their future careers. Daisy Kennard, TVBC’s Countryside Apprentice said: “Apprenticeships introduce you into working life in a positive way, helping develop skills and knowledge on your chosen area as well as your own personal skills. Every day is different, there is rarely a time that I’m doing the same thing every day!” Apprenticeships provide a great opportunity to gain valuable work experience while studying for a recognised qualification. The council provides apprentices with a supportive environment to develop key skills and experience ready for their future careers. Test Valley Borough Council seeks to employ a number of apprentices each year in a range of departments. This year, TVBC have five apprentice roles available within customer service, business support and environmental service teams. Vacancies will start in September. Preparation is key and now is your last chance to get ready for the warm weather ahead but be aware of those last rogue frosts. Greenhouse - This is a great time to clean the greenhouse and keep it free of any lurking pests and diseases. Clean all the windows to allow more light in for plants to propagate and thrive inside ahead of the next growing season. Remember to keep doors and windows open on sunny days to allow water to evaporate and keep the greenhouse disease free.
Grass Cutting - All lawns need mowing; it is one of the most frequent and important tasks in maintaining a healthy lawn. At this time of year this is best done on dry days and make sure you get the cutting height right. Mowing frequency and using the correct mower can make a huge difference to the ongoing health of the lawn.
Compost the borders - This is a great opportunity to carefully rake out a good quality compost. I recommend a good organic homemade mix or well-rotted, grass, manure and/or mushroom compost. Remember to give your Roses a boost with wood ash from the fire or bagged potash from the garden centre. Feeding your acid loving plants such as Azalea with ericaceous feed or compost will be necessary especially if they are planted away from trees and other shrubs that are less acidic.
Pond maintenance - Clean out your pond, whether that means a full cleanout or just picking up a bit and rinsing things off. Check pond pumps to make sure that they’re clean and functioning correctly. Fix any leaks in your water feature. Remove algae, leaves and other debris left over from the season before.
Healthy branches - Cut out any branches showing signs of coral spot and clear away dead plant tissue where this disease can take hold. Dieback appearing on woody plants after the cold season should also be cut out, down to healthy growth.
Hedges - This is the cusp of nesting season and your last opportunity to get the hedge shape needed for the year ahead. We recommend cutting hedges and trees is generally avoided between March and August as this is the main breeding season for nesting birds. It is an offence under Section 1 of the Wildlife and Countryside Act of 1981 to intentionally take, damage or destroy the nest of any wild bird while it is in use or being built.

Supports - Now is the time to do it! Left later fresh plant growth can make this task difficult and the end result often looks less attractive. Paths - This is another task best tackled now. Before the edges of your herbaceous borders start to cover them. Simply hoeing, power washing hard surfaces, weedkilling (on dry, sunny days) and resurfacing gravel will provide an attractive less slippery and weed free surface as the garden comes to life. Redesign the borders - There are generally three things to consider when redesigning the layout. Firstly touch, plants that may have certain feel to them such as such as Lambs Ear or Ornamental Grasses. Taste is a great addition. There are many edible plants and herbs that can be mixed amongst the borders such as Nepita, Salvia and Rosemary that provide a great scent as you brush past them. Sound is also needed in the garden whether it be from a wind chime or running water from a water fall or fountain.

Bronchiectasis Bronchiectasis is a long-term condition where the airways of the lungs become abnormally widened, leading to a buildup of excess mucus that can make the lungs more vulnerable to infection. The most common symptoms of bronchiectasis include: • a persistent cough that usually brings up phlegm (sputum) • breathlessness The severity of symptoms can vary widely. Some people have only a few symptoms that don’t appear often, while others have wide-ranging daily symptoms. The symptoms tend to get worse if you develop an infection in your lungs. When to see your GP You should see your GP if you develop a persistent cough. While this may not be caused by bronchiectasis, it requires further investigation. If your GP suspects you may have bronchiectasis, they’ll refer you to a specialist in treating lung conditions (a respiratory consultant) for further tests. How the lungs are affected The lungs are full of tiny branching airways known as bronchi. Oxygen travels through these airways, ends up in tiny sacs called alveoli, and from there is absorbed into the bloodstream. The inside walls of the bronchi are coated with sticky mucus, which protects against damage from particles moving down into the lungs. In bronchiectasis, one or more of the bronchi are abnormally widened. This means more mucus than usual gathers there, which makes the bronchi more

vulnerable to infection. If an infection does develop, the bronchi may be damaged again, so even more mucus gathers in them and the risk of infection increases further. Over time, this cycle can cause gradually worsening damage to the lungs. Why it happens Bronchiectasis can develop if the tissue and muscles that surround the bronchi are damaged or destroyed. There are many reasons why this may happen. The 3 most common causes in the UK are: • having had a lung infection in the past, such as pneumonia or whooping cough, that damages the bronchi • underlying problems with the immune system (the body’s defence against infection) that make the bronchi more vulnerable to damage from an infection • allergic bronchopulmonary aspergillosis (ABPA) – an allergy to a certain type of fungi that can cause the bronchi to become inflamed if spores from the fungi are inhaled But in many cases, no obvious cause for the condition can be found. This is known as idiopathic bronchiectasis. Who is affected Bronchiectasis is thought to be uncommon. It’s estimated around 5 in every 1,000 adults in the UK have the condition. It can affect anyone at any age, but symptoms don’t usually develop until middle age. @mlggazettesnews

Living with bronchiectasis can be stressful and frustrating, but most people with the condition have a normal life expectancy. For people with very severe symptoms, however, bronchiectasis can be fatal if the lungs stop working properly.

What are they? A veneer is a very thin sheet of porcelain that covers the front of your tooth and can change the shape, colour and size of your tooth. It is very similar to how a false fingernail fits over the front of a nail, except that a small portion of it wraps round the back to help strengthen it.

How do they work? The dentist will take impressions of your teeth as they are and a lab technician will make up some wax veneers on a model of your teeth so you can see what they would look like before you have anything done. If you like the look of these, a very thin layer of your tooth is removed, this is the preparation needed to fit the veneer over the top of your teeth so it doesn’t stick out and ensure it looks natural. You will be fitted with some temporary veneers that are made from a similar material to the porcelain and they use the shape of the wax ones to make them. Two weeks later the lab will have made you the permanent ones and they will be fixed to your teeth with a tooth friendly, permanent cement. You may need some local anaesthetic to make sure that is comfortable but sometimes it is not required. The colour of the veneer will be agreed with you before the treatment to make sure that it is the colour that you want, it can either be made to match your existing teeth or made lighter if you want a whiter smile. MONTHLY WALK by Malcolm Price
Walking beside Southampton Water Photo 2
This month’s walk is a first of it’s kind, in that it involves and entirely ‘out and back’ route, which if done fully would cover approximately 5.5 miles. The terrain is gentle, mostly through woodlands, with tree roots and loose gravel being the greatest hazards. By following the described route the regular walker should be back home in about 2 hours, provided distractions do not create too much delay. Photo 1
The suggested parking is beside The Anchor Inn, Eling Lane, Totton, SO40 9GD (photo 1), where you overlook Eling Wharf and you are only a smidgeon away from Eling Tide Mill (photo 2), which is very well worth a visit if time allows. This location also marks the Southern end of the Test Way, a 48 mile route up to the top of Hampshire. Meanwhile if a visit to the Mill is the plan, it would be best advised to check on opening times.
high tide times before starting. Also, as there are great views across the water (still the River Test), then binoculars would be a bonus. It is possible to catch up with bird life of several varieties, including gulls, little egrets, curlieu, oystercatchers, red and green shank along with the occasional heron out fishing. Once leaving the car (at last), we head directly back to the Tide Mill and walk left over the Toll Bridge (free to walkers), with the Mill holding pond over to the right and an expansive view down towards Southampton Docks on the left. Clearing this bridge we immediately turn left again and follow the defined path around the shingle edge of the foreshore. The first landmark here is the open grassy field, always popular with dog walkers and family groups; beyond that we drop down to follow the coast path on the left, with the estuary water lapping at our feet. Far away to our left we get a full view of the workings at Southampton Container Port, the 2nd largest in the Britain; with giant cranes and container forklifts shuttling along the quayside (photo 3). In about 300 metres we meet a woodland as the fence line drops back to the right. At this point we must climb the short bank and continue the journey in the dry, continuing to follow the coast side path all the time, tracing the outlets and inlets of this tidal estuary.

The return journey may seem uneventful, but with the vital right hand turn opposite the Sewage Works (see photo 4 again) and no waymark arrows, it is a challenge to maintain the correct trail. It is intriguing how everything looks different when viewed in reverse. This path weaves, wiggles and twists under the trees for around 1.5 miles (2.5 km) as the scene across the water to the left continues to alter, it will be easy to halt and count the plethora of birdlife, especially at lower tides. Then eventually the path meets a T junction, when a metal fence surrounding Marchwood Sewage Works, comes into view. We must turn left here, but make a very good note of the location (photo 4) as this will be an important turning point on the return journey. Photo 5
We now embark on the final leg, towards the outer edge of residential Marchwood, passing a jetty (photo 5) then eventually reaching a concrete walkway in front of Maritime Avenue and leading to the Esplanade (photo 6). Conveniently enough there is a bench to rest a short while before turning for home again and a chance to catch up with a fresh flock of sea birds down stream.
Once out of the woods and dropping down onto the soft, even boggy, finale, we can see Eling Wharf in the distance as it comes back into view. With the very final stretch swinging right over the Toll Bridge and right again beside the Mill and along the Wharf to the waiting car. Needless to say, a warm welcome awaits the weary traveller within the Anchor Inn, so feel free to gain refreshment before starting for home. It’s always good to be prepared. Here’s some tips for your walk… • Remember high visibility clothing, vest or sash are ideal. Be seen at all times. • Robust footwear, walking boots, good sturdy trainers – normal house shoes not recommended. • A torch (for gloomy days), mobile phone and a whistle (personal protection and safety). • Make sure you take your rubbish home to keep our countryside clean and help the environment. • Dog walkers – take a supply of poop scoop bags and for hot days water & portable bowl. • Be ‘Tick Aware’ when enjoying the countryside. Sadly many of the problems we see in pet rabbits stem from their diet – often these are the results of long-term issues and so are almost impossible to correct. Fortunately, it does mean that these problems are preventable! In particular, dental disease and gut stasis are commonly associated with dietary issues. Even fly strike risk is increased by poor diet resulting in failure to remove the edible faeces from round the back end. A recent study performed by Edinburgh University confirmed these findings. Different groups of rabbits were fed diets ranging from all fibre (especially hay) to all muesli concentrate diet. Unsurprisingly, those in the all-fibre group had the healthiest teeth and the healthiest guts. They were also in best overall shape. Sadly some of those in the all-muesli group had to be removed from the trial as they began developing severe dental disease even in a few months: many of these rabbits also became clinically obese. Of the rabbits in the mixed diet group, there were signs of dental disease developing and they were fatter than those having just fibre. Are we surprised? Not really – rabbits evolved to eat fibre (i.e. grass and hay) so it makes sense that they are happiest and healthiest when eating these. Concentrate and muesli rations were basically developed for feeding production rabbits (i.e. those destined for food and fur) and are not designed for longevity. They have become popular amongst pet rabbit owners as they are so easy to feed.

However, it is becoming obvious that something must change. One major pet store now no longer stocks muesli-type diets, and as rabbit owners we need to be looking to give a much more natural diet. If possible, this should be all-fibre – unlimited hay and grass should be the basis of all rabbit diets from as young an age as possible. Contrary to some advice, rabbits do not get diarrhoea if fed grass, unless they are suddenly given large amounts of fresh wet grass when they have never seen grass before. To avoid this? If your rabbit is unused to grass, then introduce it gradually over 5-7 days! Greens should be added for interest – dandelions and garden herbs are excellent, but a range of dark green leaves and brassicas can be given. To avoid dietary overload, used mixed greens each day. Carrots are not a staple of the rabbit diet (apart from Bugs Bunny, of course!) but can be given in small amounts along with apple or pear as treats. There are some situations where concentrate food is desirable – e.g. growing rabbits; pregnancy/nursing; and in the coldest parts of winter. In these cases, use one of the high fibre nuggets or a top brand pellet and do not exceed a level of 25g/kg bodyweight per day. Muesli diets encourage selective feeding as well as causing the problems described earlier, so should be avoided completely. It would be wonderful if we could prevent dental disease in rabbits. While genetics do play some part, improved nutrition would make the biggest difference. @mlggazettesnews

Breakdown Advice – Part 1 Breaking down on the road can be a frustrating, unpleasant, and sometimes dangerous and scary experience. Every year, people are killed or seriously injured while stopped on the roadside, but many drivers don’t know how to keep safe in the event of a breakdown. Motorway breakdowns In a breakdown situation, the most important thing for drivers to consider is the safety of themselves and other road users, particularly on high speed roads like motorways. Hard shoulders are extremely dangerous places – one in 11 motorway deaths involve a vehicle on, entering or leaving the hard shoulder. If your vehicle develops a problem on the motorway: • if your car develops a fault but you can continue driving, leave the motorway at the next available exit and stop at the service area; • if the problem requires you to stop immediately, pull onto the hard shoulder and stop as far away from the traffic as you can, with the wheels turned to the left, if possible next to an emergency phone; • never use a warning triangle on the hard shoulder of the motorway, as walking along the hard shoulder to place a warning triangle puts you at risk of being hit; • never sit in your vehicle on the hard shoulder, even if the weather is bad. This is dangerous as you are at risk of being struck from behind at high speed;

• put on your hazard lights and get out on the left hand side, and wait on the verge, well away from traffic; • anybody who is unable to leave the vehicle, for example someone with mobility issues, should wait inside the vehicle with their seatbelt securely fastened. • never be tempted to try and fix your vehicle on the hard shoulder yourself – this is dangerous. Call for help instead, using an emergency phone if one is accessible without walking along the hard shoulder. These connect directly to the police control centre, and are numbered so that you can easily be located. Blue and white marker posts show the direction to the nearest phone. Using the hard shoulder is legally permitted in only three instances: in a breakdown, an emergency, or if being pulled over by the police. Making a phone call, taking a toilet break or reading a map are not acceptable reasons to stop on the hard shoulder.
