NEW STRATEGY FOR HAMPSHIRE’S LIBRARIES As Hampshire’s Library Service continues to adapt for the future, changes to staffed opening hours will be put in place gradually over the next three months, following a county-wide consultation which indicated 72% of respondents would be content with the new hours at their local library, or that their needs would be met.

The County Council’s Executive Member for Recreation and Heritage, Councillor Seán Woodward, said: “Firstly, I would like to thank everyone who took the time to share their views with us – our aim is to provide the best possible Library Service within our means and so it’s really important we understand how we can meet the needs of all Hampshire residents. This is why our proposals for new staffed opening times have differed slightly for each library, to ensure that each branch is open at the most appropriate times for its local community; and indeed, why we have changed some proposals at certain libraries following feedback that local people wanted more library access for their children at after-school times.”

The consultation on staffed opening times, which began on 3 August and closed on 17 August, follows a recent decision on plans to transform the Library Service to meet the changing needs of its customers and to achieve savings of £1.76 million. These plans include: staffed hours of 40 libraries being reduced by an average of 20%; increasing available support for libraries to transition to independent community libraries; and the closure of eight libraries which account for only 5% of visits to all libraries in Hampshire.

Councillor Woodward continued: “The changes to hours will be largely completed

by January 2021, and each library will be updating customers through their normal branch communication channels as these are put in place. Customers will be aware that temporary hours have already been in place across our libraries as part of our response to COVID-19, and I am pleased to say most of our libraries have now redistributed their current hours to allow for them to be open on Saturdays, making it easier for families whose children have returned to school to access their local library during the weekend.”

WINSOR UNITED MINI’S

Background

Winsor United have been at the heart of the local community offering grassroots football for 50 years. One of the things that we are immensely proud of is our sole focus on individual player development and that we offer distinct pathways for all of our players irrespective of their age or ability. An example of this is our Saturday morning Winsor Mini’s sessions aimed at children aged from 2 to 6 years old. These sessions are completely free of charge and we are proud to offer these sessions for no cost at all. The sessions are run by current Winsor United Youth players aged 16 to 18, who the club have funded to undertake the FA level 1 coaching qualification and they are supported and mentored by more experienced Winsor United coaches who are FA level 2 qualified as a minimum.

The Winsor Mini’s are very popular with the local community and sessions are very well attended. It really is a shining example of the ‘family feel’ that Winsor United generates.

Our cabin is always open serving teas, coffees, hot chocolates as well as egg, bacon and sausage sandwiches on Saturday mornings at Abbotswood Junior School. The sessions themselves are designed by level 2 qualified coaches but delivered by the level 1 qualified Youth players. We have found that the young boys and girls respond very positively to being coached by the teenage players and relate to them completely differently than to older adult coaches.

Pathway We are immensely proud to offer a coaching pathway to our youth players when they turn 16 and to provide this to Winsor United players free of charge. If a Winsor United player expresses an interest in coaching then the club will not only give them opportunities to coach and be buddied up with an experienced level 2 qualified Winsor United coach, but will pay for them to have a Winsor United coaching kit and will pay for their coaching qualifications up to FA level 2.

This is a reward for their loyalty to the club as players but also offers teenage players a coaching pathway as well as playing

pathway. It can further lead to employment opportunities for these youth players by enhancing their CV’s and can give them opportunities to either forging a career out of football or sport or opportunities to develop valuable people skills.

As the autumn months begin to melt into the winter, our many woodlands and quintessential country landscapes are undergoing many customary seasonal changes and there surely could be nowhere better to enjoy the weather changes than in Hampshire. Here’s another five interesting facts from around the county, including an interesting look at the joys of an autumn in Hampshire.

With the weather becoming more and more as we might expect, Britons up and down the country have Hampshire to thank for the very useful invention of the umbrella. At first mocked by the fashion world of the day, the popularity of the umbrella can perhaps be attributed to Hampshire local Jonas Hanway who was said to have taken London by storm, quite literally, by his being the first male in London to carry an umbrella. Hanway who was born in Portsmouth and is best known for founding the Magdalen Hospital, would not be seen without his trusty accessory, despite facing much ridicule and raillery. Perhaps the weather was better then!

From Henry VIII to Lord Horatio Nelson, Hampshire has long played an important role in the navy.

In fact, the village of Buckler’s Hard by the Beaulieu River, was responsible for building many of Nelson’s fleet from PHOTO BY BUCKLER’S HARD MARITIME MUSEUM

trees in the New Forest. Today the Buckler’s Hard Maritime Museum offers a fine insight into the heritage of the Hampshire village and how this almost hidden gem helped to create the fleet which ultimately aided the victory at Trafalgar. Among the great ships that were built at Buckler’s Hard were the much loved, Agamemnon as well as the Euryalus and Swiftsure.

Did you know that the site of the Wykeham Arms in Winchester has been home to a pub since as early as 1755 and interestingly, there is a rumour that naval hero Lord Nelson himself once stayed at the inn? Of course many inns and pubs up and down the country laid claim to a visit from Lord Nelson however it is highly probable that the Wykeham Arms did indeed welcome the national hero, especially considering Nelson’s connection to Buckler’s Hard. Certainly the pub is steeped in history, located in Hampshire’s historic city of Winchester and is a wonderfully atmospheric place to stay, just as Nelson himself did.

Interestingly the village of Hambledon-le-Rice once played an interesting and, many could say, a vital role in the war when it was home to a special aviation school in which pilots would be trained to fly all manner of British wartime aircraft from Lancasters to Spitfires. The Hampshire village also saw several hundred aircraft built at Hambledon-le-Rice. Sadly, for a variety of reasons including local development, the site of the former flying school is no longer accessible. However Hampshire's history will forever remember the time when the county's skies became the playground of many novice war pilots.

Although the seasonal changes of autumn do tend to bring out polar reactions in different individuals, several visitors to the county who do enjoy the weather are the several migratory bird breeds that come to the UK for the winter and have been spotted in Hampshire over the years. Although there are many birds to enjoy from the comfort and warmth of the great indoors, several of the breeds which may well be making an appearance in Hampshire skies include redwings,waxwings, bewick swans and the majestic short eared owl.

Pigs: It’s Pannage Time!

During the autumn months, it’s not an uncommon sight to see pigs roaming the forest floor. The reason for this is one of pannage!

Pannage is the practice of releasing domestic pigs into a forest (also known as ‘Common of mast’), and goes all the way back to the time of William the Conqueror, who founded The New Forest in 1079.

The pigs are released onto the forest to eat fallen acorns, beechmast, chestnuts and other nuts; green acorns in particular are poisonous to the New Forest ponies and cattle which roam the forest the majority of the year.

Up to 600 pigs and piglets will work their way through the forest eating the acorns and nuts from the forest floor. It is the only time of year that the pigs are allowed to ‘roam’ the open forest, the rest of the time they are kept in their smallholdings by the commoners. In the 19th century the number of pigs released for pannage was as high as 6,000.

Pannage is no longer carried out in many areas of the country but can still be observed every year here in the New Forest National Park. Pannage lasts for a minimum of 60 days and is vital because acorns are poisonous in large quantities to cattle and ponies and can lead to cholic. Pigs however are believed to spit out the toxic skins and enjoy eating the acorns.

You can usually find the pigs roaming the forest floors from around the third week in September, or whenever the acorns begin to drop from the beautiful oak and beech trees.

The exact Pannage dates are decided by the New Forest Verderers and the Forestry Commission based on seasonal variations. This years Pannage is due to take place from 14th September 2020 for a minimum of two months. During times of exceptional acorn falls, the pannage season is usually extended by the Verderers.

New Forest pigs must also be fitted with a ring through their nose which still enables them to forage through leaf litter and surface vegetation but stops them from rooting into the ground with their snouts causing damage to the Forest.

Some of the different breeds of pig that you can find out on the New Forest include: Tamworth, Gloucestershire Old Spot, the British Saddleback and the Wessex Saddleback. There isn’t a specific breed of New Forest pig.

During the pannage season also keep a look out for the local artisan bakeries, farm shops and shops that sell piggy-shaped biscuits to celebrate this most ancient of New Forest practices.

What is a Deputyship?

A loved one losing the capacity to manage their property and affairs is a distressing time when you will not only have to adapt to a new way of living, but also perhaps step in to assist in the running of their lives. If they don’t have a Lasting Power of Attorney you will have to begin the potentially complex and difficult process of applying to be a Deputy.

Many people will have heard of a LPA. It is a document you can make to appoint individuals to make decisions on your behalf in relation to either your Property and Finances or Health and Welfare. A lesser known term is that of Deputyship.

This appointment is similar, in that a Deputy can make decisions and manage the affairs of another person when they have lost mental capacity. A Deputy is appointed by the Court of Protection after a person has lost their mental capacity (or in cases where a person has never had mental capacity).

With dementia cases in the UK rising sharply, the chances of needing someone to make decisions on your behalf is increasing, so it is important to understand your options.

Although the roles of Attorney and Deputy are similar in nature, there are some key administrative differences: To make a LPA, you must have mental capacity at the time you make the document. You need to understand the concept of allowing someone to administer your affairs on your behalf although it would be under your supervision so long as you have mental capacity. With a LPA you decide who will be your attorney and make the arrangements yourself.

An application for Deputyship is made by the proposed Deputy to the Court of Protection. A Deputyship order can only be made on behalf of another person if they already lack mental capacity.

You cannot make an application for Deputyship in advance of someone losing their mental capacity. The person for whom the Deputyship order is being made does not need to consent to the application, but they do need to be notified as part of the legal process.

The Deputy, when appointed then has to report annually to the Court of Protection.

The key difference is timing. Attorneys are appointed in an LPA before mental capacity is lost. A Deputy is appointed by the courts after mental capacity has been lost.

The Adventures of Daichi By Debbie Corney Daichi, the Dashing Dude, is our playful campervan who loves to take us out and dash us away to new and familiar places to have some family fun. Last month he did not disappoint. Many of us had holidays abroad cancelled, so what a great excuse to make the most of our wonderful English South Coast.

Daichi was delighted to dash us to Devon for a week, away from it all. I love driving along the coast to Devon, taking in some amazing views along the top around Bridport and then having a stop and something to eat on the beach at Charmouth. Fossil finding at its best. I really know I am on holiday when we stop and look out to sea here. I can relax, unwind and start to leave the stresses behind.

Bovisand Beach was where we were heading.

We had never been before but as the holiday in Tenerife was cancelled by the flight company just a month prior, I had looked on Airbnb to find this gorgeous view of the sea from the small cottage at the top of the cliff. That was the one. It is all about the view for me. On arriving at Bovisand Beach, which is a stone's throw away from Plymouth, I was not at all disappointed. It was incredible. You could see for miles. A Navy ship was anchored off the shore, there were swimmers, kayaks, stand up paddle boarders, sailing boats, motorboats and small ferries taking passengers to the idyllic looking villages of Cawsand and Kingsand opposite, across the bay. Truly delightful. In fact, when you sat down in the cottage and the tide

Watching the boats go by...

was in it felt like we were on a boat in the middle of the sea - that is all we could see! We were lucky with the weather too. The previous week had been wet and windy, but this week looked much better, and it was!

As a youngster, brought up in the North, rock pooling was a major delight. Dad and I used to pick winkles by the bucket load, literally, boil them and have them for tea. “Yum”, I say…

“Ugh”, I can hear you say! It is a personal taste.

This area had great rock pools and some caves too - when the tide was out. The first day on the beach was great. Hayden was able to get his race board out and practise his run into the sea at great speed (teenage boys…) while I lounged on the beach drinking coffee… one of my favourite occupations! Stephen put on his wetsuit and was off splashing about too. The sea rolled slowly, or not so slowly, back into the small bay and started to fill those rock pools with swishing (I love that sound) seawater and seaweed. There was rather a lot of seaweed due to the previous week's storms, but that did not put us off. What we did not anticipate was the speed with which the sea crept in… we nearly had to swim our way back to the steps!

All good fun. Us Brits do like to be dramatic at times! Back at the cottage we soaked in the sun on the decking overlooking the incredible bay below us. Where we had been sitting was now full of water. Thought provoking… but I am a bit like that. An hour later, back to the other beach, where there was still some sand to sit on. waves and the glittering sea with another coffee in hand was a great way to end our first day.

Another day on the 'other beach' was decided and this time I did spend time in the rock pools which had small shoals of speedy fish and dancing seaweed. I could not find a crab! Not one. I was quite perturbed about that, so it gave me something to worry about! I think we must like problems, as we always seem to create them for ourselves. How funny. Three wonderful days on the beach. We were fully 'unwound'.

Now Hayden is a teenager, going into the sixth form, so uniform is no longer a requirement.

Primark. He wanted to go to Primark.

Wednesday was due to have some rain, so we planned our trip to Drake Circus, the shopping Centre in Plymouth, which of course has a Primark. Daichi, who had been keeping guard all week, was happy to take us shopping.

However, I would not recommend a van in Plymouth. It is very difficult to park! The headroom in the multi storeys is not quite enough… and there is little parking for more than an hour anywhere else. Another problem – really!? Have to laugh. Finally, we managed to find a space for a maximum three hours.

Primark was fun! I could not believe it. Literally within half an hour all three of us had found what we were looking for… and more… and all at a great price. Since you cannot try anything

on at this odd time we are living in, you either like it or you don't, you buy it, or you don't.

Simple. The times I have spent trying clothes on, for hours, to come away with one item if I am lucky. This time, no choice, take it or leave it.

There may be some advantages to some of the restrictions which have at the moment! Not only that, I am now trendy Mum! Leggings, 'Converse' looking shoes (I used to call them sandshoes, but that is not cool these days…) and a gorgeous cardigan that looks hand knitted and reminds me of one my Grandma made me a long time ago! Hayden got his red shoes to match his shirt and more skinny jeans too. Stephen even bought shoes and a pair of trousers. Success – we were all smiles!

The National Marine Aquarium was another really enjoyable day. What fish, wow! We also went on the Merry-Go-Round, Mary Poppins style, by the sea wall. It just had to be done. A meal out, just passed the Plymouth Lido, which had reopened for the summer, in a restaurant with almost 360 degree views of the sea. What more could we want?

The whole week was a hit. Simple fun on our British Isle. Daichi loves to take us away, recharge those batteries and then back to reality, still smiling. It took us over ten hours to travel home as we kept stopping enroute to take in all the different places. Lyme Regis is another family favourite, so we ended our holiday there on the beach, with another meal watching the sun setting before finally driving home. Where will Daichi take us next, I wonder?

Gardening Tips

On Your Plot Benefits of Garlic

Time spent on clearing and preparing your beds now will pay dividends next year. Make the most of the autumn sunshine to get compost dug into bare beds and you’ll have saved yourself hours of work on those chilly Spring days.

Jobs for October :-

• Make sure that plenty of sun can get to your pumpkins in order to get them ripe in time for Halloween.

• Plant garlic, shallots and Japanese onions.

• Leaving dead seed heads etc. on your flower borders will provide valuable food and shelter for garden wildlife over winter, as will leaving an undisturbed log or two. Build a rough shelter in a quiet corner and you might get a hedgehog move in!

• If you get lots of fallen leaves on your plot don’t waste them. Make a bin from chicken wire attached to 4 posts. Fill this with the leaves and they will rot down to give you sweet-smelling black leaf mould in one to two years tim.

As the days get shorter and the weather gets cooler the focus on your vegetable plot starts to turn from growing and harvesting, into clearing and tidying.

October is a good month for taking stock of how things have gone this year and starting to make plans for what you will grow in the future.

Removing spent crops exposes slugs and other such pests to birds and other garden friendly wildlife. It also gives you the chance to look after your soil and assess how the space will be used next. Crop rotation is important so if the space is to remain bare over winter it may be wise to make notes about what grew where this season.

Add matter from your compost heap to newly cleared areas, either digging it in, or leaving a layer on the top where the worms will gradually incorporate it into the deeper soil over winter. If the soil is heavy leaving it bare will enable frosts to help break it up. Our soil is lighter and benefits from being covered over - we use flattened cardboard boxes which protect from the rain (and we’ve all had enough of that lately!), and

also help keep the weeds at bay.

You may think that it’s all too late in the year to be planting, but there are some crops that definitely need to be thought of now, and others that, given an early start now, will benefit next Spring.

If you’ve not grown garlic before, then do try it - it’s easy to grow, can help protect other crops from pests, and with just a small amount of space you can grow enough to see you through the whole year! Now is definitely the time to order your garlic bulbs and they can be planted anytime between now and Christmas, but preferably not when the soil is too wet. Rather than planting all the garlic together it may pay to spread it around the plot as the strong smell can be an aid in keeping pests such as the carrot root fly away from other crops.

Each garlic bulb should be separated into individual cloves and the cloves are planted with the pointed end uppermost, just below the surface, leaving about 4 inches between each one. They like well drained soil and you’ll be pleasantly surprised in the long winter days to see their green tips creeping upwards. Each clove matures into a whole new bulb. The traditional time for harvesting garlic is in June, on the longest day of the year and if properly dried and stored it will keep right through the winter.

Would you like some fresh, tender, young, peas early in the Spring next year? Look out for hardy varieties that can be planted now. They can be overwintered and are able to withstand the frosts, though protection with a cloche will be appreciated. We will be starting ours in pots to keep in the polytunnel over winter ready for early planting next season.

MARWELL HELPS RETURN OF RARE LIZARD

Exceptional breeding year at Marwell A major effort is underway to boost numbers of the UK’s rarest lizard after a huge forest fire in Dorset this summer devastated one of the country’s remaining sand lizard habitats.

Conservation charity Marwell Wildlife has teamed up with Amphibian and Reptile Conservation (ARC) and Forestry England in Dorset to release more than 200 young sand lizards back into the wild at Puddletown Forest following an exceptional breeding year at the zoo.

Dorset is a stronghold for this protected species but a recent wildfire at Wareham Forest, which burned for more than two weeks, destroyed over 220 hectares of vital wildlife habitat. A team of volunteers were able to rescue and relocate some reptiles in the days after the fire but hundreds of sand lizards were impacted. The fire, which was thought to be caused by a disposable barbecue or camp fire, burned for more than two weeks and took four million litres of water to extinguish.

Sand lizards, once more widespread in England, declined rapidly in the eighteenth and nineteenth centuries owing to large-scale habitat loss and fragmentation. The species was lost from 12 counties in England and Wales and native populations now only remain in Merseyside, Surrey, and Dorset. Even here, losses of 97 per cent, 95 per cent and 90 per cent have occurred respectively. Reintroduction efforts over the last 50 years have worked to return populations to suitable sites and counties from which they had disappeared.

Last year the charity refreshed and increased the size of its captive breeding facility, to increase capacity for young lizards and expand research opportunities in order understand more about this rare reptile and safeguard its fragile populations.

Rachel Gardner, Ecologist at Marwell Wildlife, said: “This summer has seen an exceptional number of sand lizards hatch at Marwell Zoo, enabling a great boost to the numbers being released in Dorset. As well as contributing young lizards to the wider reintroduction program, Marwell Wildlife has also focused on research into this incredibly cryptic species. It is hoped that improving our understanding of sand lizard ecology and behaviour, as well as movement and survival following release, will help inform reintroduction protocol for this species going forward.”

Sand lizards are dependent on dry, sandy lowland heathland or coastal sand dunes. They are poor dispersers and are unable to traverse unsuitable habitats in order to reach areas which could support them. They are regarded as a flagship rare species, as their existence indicates the health of a specific environment, that will also attract other key flora and fauna, which is why their reintroductions are such a vital part of habitat conservation.

Marwell Wildlife, dedicated to the conservation of species and habitats locally and globally, has been home to a captive breeding population of sand lizards at Marwell Zoo for over thirty years, supporting efforts to reintroduce this species to restored former strongholds.

Working in partnership with the Amphibian and Reptile Conservation and with support from Natural England, Marwell Wildlife has contributed more than 2000 young lizards to
