Doorways is a community-based nonprofit providing services, shelter, and supportive housing for survivors of domestic violence and sexual assault, as well as youth and families experiencing homelessness. Serving clients of all ages and genders, we tailor our trauma-informed programs and services to each individual's needs. By offering real options and multiple pathways to build brighter futures, Doorways empowers our clients to heal, achieve stability, and thrive.

Dear partners,

As we wrap up Doorways' 44th year of service to our community, I am excited and honored to be working alongside this incredible team of staff, board, volunteers, and supporters like you. Here at Doorways, I am reminded daily of the power of people coming together for a common purpose, with a shared mission. I hope this report grants you a moment of reflection on the impact of your support and energizes you for the path ahead.

This year, we embarked on a strategic planning process to shape Doorways' next chapter. A broad range of stakeholders contributed, including Doorways clients, volunteers, staff, and board. Together, through a six-month process, we developed Doorways' new strategic plan. Grounded in our vision, mission, and values, the plan builds on our foundation of decades of service to our community and aims to best meet the needs of our clients today.

Determining how to expand Doorways' safehousing solutions was a top priority in our planning. In fiscal year 2022, Doorways provided emergency shelter to a record number of survivors escaping life-threatening abuse. Our small, aged Safehouse, which has served us well for many years, is simply no longer adequate in meeting this need.

5-YEAR TREND OF INCREASING NEED FOR EMERGENCY SHELTER FOR SURVIVORS EXPERIENCING HOMELESSNESS

*FY23 Q1 represents the first 3 months of fiscal year 2023. Already this fiscal year, Doorways has sheltered more than half the total number of survivors sheltered in all of fiscal year 2022 (FY22).

As we consistently serve more clients than our current Safehouse facility can accommodate, the need for a sustainable alternative is paramount. So, in coordination with our Arlington County partners, we will transfer space in our Family Home to survivors and their families, and we will retire our Safehouse. Despite these shifts happening with our physical shelter spaces, Doorways will continue to serve the same number of clients as before, and likely more, in our facilities which are best suited to meeting survivors' needs, while also continuing our commitment towards non-congregate spaces.

We will also expand our efforts across our continuum of services before and after shelter: we are growing our HomeStart program to support more clients with complex needs after they leave shelter, and we are expanding our primary prevention programming to get ahead of abuse before it starts. See more about our strategic plan on page 33.

In 2023, Doorways will reach our 45th anniversary. Much has changed since our beginning, but as we move forward to our next chapter, the center of who we are remains the same: members of the community coming together to support our neighbors who have no safe place to call home, and who are healing after abuse. See a timeline spanning from 1978 to today on page 20.

I am deeply grateful for our team, including our day and evening, overnight, and weekend staff and volunteers, who keep Doorways operating 24/7 and ensure no call for help goes unanswered. I am honored to witness the amazing work that happens across our agency as we work together to make our mission a reality.

Nearly 45 years ago, members of our community found that when one of their neighbors was in crisis, they had no safe place to go. They came together to solve the problem, creating Arlington's first safehousing solution; at first, a night in a hotel, and soon thereafter, a brick-and-mortar shelter of our own. As Doorways (then called The Arlington Community Temporary Shelter, or TACTS) helped more people, we learned more about their unique needs and how we could improve our services.

Over the decades, we've kept learning and growing to best serve our clients. Today, we still offer Arlington's only safehousing solutions for survivors, plus an entire spectrum of responses to domestic and sexual violence and homelessness from primary prevention programming, aimed at stopping abuse before it begins, to community-based support for survivors, to emergency shelter, to supportive housing. As our community's only comprehensive domestic and sexual violence programs, we continue to ensure that our neighbors in crisis always have a safe place at Doorways.

HOW WE HELP

Doorways provides trauma-informed emergency shelter, comprehensive services, and supportive housing. Our scope of work spans the whole spectrum from preventing violence to responding to abuse and homelessness to support survivors.

PREVENTION AND OUTREACH

To prevent domestic and sexual violence, Doorways works to create a culture that serves to prevent sexual and intimate partner violence with communities across Arlington by ensuring everyone has the tools to build healthy relationships that are respectful, safe, and equitable.

COMMUNITY-BASED SERVICES

As Arlington's sole service provider for persons impacted by abuse, Doorways offers a wide range of support for survivors and their families. Together, these programs offer immediate, life-changing help to adults, youth, and children striving to end abuse.

Along with emergency shelter and long-term housing, Doorways' dedicated staff provide and coordinate supportive services for every client, including children, within and beyond Doorways.

PREVENTION AND OUTREACH PROGRAM

Doorways' prevention programming was launched by the $300,000 Moak-Fiske Prevention Innovation and Investment Gift. Doorways is extremely grateful to Kevin Moak and Judy Fiske Moak for making this gift in honor of Kevin's mother, Evelyn Arnold Moak.

Doorways' Prevention and Outreach Program aims to create a culture that serves to prevent sexual and intimate partner violence with communities across Arlington by ensuring everyone has the tools to build healthy relationships that are respectful, safe, and equitable.

The Prevention Program facilitated 48 educational and training events in the Arlington area on topics that support the development of healthy relationships. The Prevention Program developed unique curriculums to meet the needs of the communities served, as well as an educational programming catalog describing them.

COMMUNITY-BASED SUPPORTIVE SERVICES

Doorways' 24-Hour Domestic and Sexual Violence Hotline (703-237-0881) answered 1,251 crisis calls, including 1,039 where Doorways advocates provided crisis and supportive counseling for adults and children experiencing domestic and/or sexual violence.

We provided 28 accompaniments for hospital forensic exams, including 22 accompaniments for sexual assault, 4 for domestic violence, and 2 for which the client had both exams.

Mobile Advocates assisted 36 adults in the community with safety planning and psychoeducation to increase their safety and improve their access to resources.

COURT ADVOCACY PROGRAM

Court Advocates assisted 292 adults and children with services to obtain legal protective orders, child support, custody petitions, and other court judgements.

97% of those served by Court Advocates reported feeling more confident during court proceedings because of Doorways' court advocacy services.

REVIVE DOMESTIC AND SEXUAL VIOLENCE COUNSELING

PROGRAM

Revive provided supportive counseling and safety planning for 153 adult survivors and 31 children and teens.

Counselors provided 1,712 individual therapy sessions and 61 virtual or in-person support group sessions.

Of clients surveyed, 100% reported increased understanding and knowledge of the impact of trauma and domestic violence/sexual assault, and 100% reported that they were helped to plan for their safety by Revive.

SAFEHOUSING

Doorways continues to break records, providing emergency shelter, called safehousing, to more survivors each year than the year before. Your support ensures every survivor who needs shelter is able to find safe harbor at Doorways.

107 adults and children escaped abuse to safe harbor in Doorways' Domestic Violence Safehouse and Safe Apartments, a record high throughout Doorways' history.

89% of those survivors broke the cycle of violence and did not return to abusive living situations post-shelter exit.

FAMILY HOME

46 adults, youth, and children experiencing homelessness found shelter and support at the Freddie Mac Foundation Family Home, where every member of each household parents and children were offered tailored services to help them build and maintain stability, and a solid path toward thriving.

93% households exiting shelter landed in safe housing.

80% were able to meet basic living expenses at exit by connecting with benefits and/or by securing or maintaining employment thanks to successfully engaging in the services provided by Doorways staff at the Family Home.

HOMESTART SUPPORTIVE HOUSING PROGRAM HOUSING

126 people received long-term support in HomeStart, which helps survivors, youth, and families who need assistance to leave shelter and obtain and sustain safe housing of their own.

97% of families in HomeStart maintained their housing at program exit or at the end of the year. Additionally, 93% of households usually demonstrated good tenancy practices and paid their share of the rent on time.

SUPPORTIVE SERVICES SHELTER AND HOUSING-BASED

Doorways strongly believes that our clients need and deserve more than a temporary solution. While a safe roof overhead is vital, shelter and housing alone do not resolve the challenges our clients face following the trauma of violence and/or homelessness. Our support services, which we tailor to each individual and family, are the cornerstone of our approach to addressing our clients' complex and varied needs.

CHILDREN'S SERVICES

Children's Services supported kids in Doorways' safehousing, Family Home, and HomeStart to:

receive basic health care, attend and thrive in school or daycare, get connected with additional resources to address educational and developmental challenges as needed, and develop skills to heal after the trauma and adversity they had experienced in their young lives.

THE VIRGINIA MCCAFFREY FUND FOR CHILDREN AT DOORWAYS

In 2022, friends and loved ones of the late Dr. Virginia McCaffrey, who dedicated her life and career to protecting the most vulnerable in her community, founded the Virginia McCaffrey Fund for Children at Doorways to honor and continue her legacy. The fund helps support Doorways' Children's Services. Many children and young adults have witnessed or experienced significant trauma, including domestic violence and abuse, and some have endured life-long instability. The Virginia McCaffrey Fund helps provide support for the unique needs of these individuals. Dedicated counselors work one-on-one with children and young adults residing in Doorways' shelters and supportive housing program, providing services and support including art and play therapy, as well as access to medical care and immunizations. "The Virginia McCaffrey Fund for Children at Doorways was founded to honor the work and life of Dr. Virginia 'Vee' McCaffrey, an Arlington, Virginia and Washington, D.C. anesthesiologist who dedicated her life and career to protecting the most vulnerable in whatever community she was in. A champion of the underserved, especially children and young girls, she was giving of her time, money, and spirit.

Your gift to the Virginia McCaffrey Fund for Children helps support Doorways' Children's Services, including art and play therapy, access to medical care and immunizations, and additional support. An amateur painter, Dr. McCaffrey would be so proud to support these programs.

WHAT'S NEXT FOR DOORWAYS?

From 1978 to today, who we serve and how we help is always evolving to better serve our clients and our community. Every service and shelter night Doorways provides is a testament to this community's commitment to safe harbor, healing, and hope.

As we approach Doorways' 45th anniversary in 2023, our response is evolving yet again in response to an ever-increasing need for emergency shelter for survivors of intimate partner violence. For many years, Doorways' Safehouse has lacked adequate capacity to serve all of the survivors who need Doorways' safe harbor; even with the addition of Safe Apartments, we simply don't have enough space in our domestic and sexual violence program to meet the growing need.

So, what's next? The following timeline takes you through highlights of our nearly 45-year history, and an overview of Doorways' strategic direction today, including our plan to address the growing need for safehousing in our community.

45 Celebrating 45 years of service

1978

We served our first clients by providing motel rooms for those experiencing homelessness and domestic violence.

1979

Recognizing that a night in a hotel could only provide a quick fix, our founders opened our original shelter in 1979, and we would become known as The Arlington Community Temporary Shelter, or TACTS. In a house donated by St. George's Church, clients could stay for a maximum of 7 days for $10 per day, per person. A few years later, we increased the maximum length of stay to 14 days and ended the fee for service.

1982

We purchased our first permanent shelter a single family home in Arlington to serve as an emergency, temporary home for survivors of domestic violence fleeing imminent danger. That home still stands today as Doorways' Domestic Violence Safehouse, the only domestic violence shelter in Arlington.

1989

We purchased our second shelter to serve families who were homeless for a variety of reasons. That 16-bed home later became the Freddie Mac Foundation Family Home after being torn down and rebuilt to accommodate more families.

1996

Recognizing the need for women and families to have a safe and stable option beyond emergency shelter, we created our HomeStart Supportive Housing Program in 1996. Starting with just 5 families transitioning from our Family Home and Domestic Violence Safehouse, this program has grown and expanded to become an industry leader, today housing about 50 families per year.

2004

Beginning in 2004, we put in place our comprehensive services model, starting with the Financial Independence Track (FIT). Our specially trained financial counselors empower clients to manage their daily finances, gain control over their debt and create a financial safety plan.

2005

In 2005, with the support of our community, we launched our dedicated Children's Services to provide therapeutic and developmental care for the significant portion of Doorways' clients who were under the age of 18.

Doorways' also launched our Court Advocacy program to assist survivors of domestic violence with obtaining immediate and long-term legal protections.

2006

Project PEACE (Partnering to End Abuse in the Community for Everyone), a county-wide effort to prevent, identify and respond to domestic and sexual violence, was formed in 2006 by Senator Barbara Favola. Doorways served and continues to serve today as a key leader and catalyst of this coordinated community response.

2007

Through the Campaign To Do More, Doorways successfully raised $7.2 million to construct a new shelter and support its family homelessness, domestic violence, and community outreach programs for three years. Replacing the aged 16-bed shelter, the new Freddie Mac Foundation Family Home is a 7,200-square-foot, 2-story home that welcomes 21 individuals in a family-friendly and therapeutic environment. The Family Home enabled Doorways to provide a lifesaving continuum of care, hope and safety for up to 21 individuals from 2007 onward.

2008 marked Doorways' 30th anniversary: "For 30 years, Doorways for Women and Families embraced and fulfilled the vision and dreams of a few committed individuals who saw a community need and took action. In the 30 years since, thousands of lives have been changed, families have been preserved and doors to a brighter future have repeatedly been opened for one family after another,” said Linda Dunphy, MSW, who was Doorways’ Executive Director at the time. "Doorways' current staff and Board of Directors are honored to continue this legacy and lead the agency into the future. Building a stronger and more vital foundation for the next 30 years is our tribute to those community activists and supporters who kept Doorways evolving and responding to the need."

Arlington's 10 Year Plan to End Homelessness was launched in 2008 with a consortium of more than 100 stakeholders from public, private and faith-based community organizations, including Doorways. The plan's primary goal was that no individual or family would lack access to decent, affordable housing.

In May 2009, Doorways became the only shelter in Virginia, and one of nine in the country, to offer safe shelter for survivors and their pets fleeing violence. The all-weather kennel, which has heat, air conditioning, and indoor/outdoor areas, can house dogs, cats and other small animals like hamsters and turtles.

2009

Through a path-breaking partnership with the Arlington Partnership for Affordable Housing (APAH), Doorways launched a new model for the creation of affordable supportive housing. Families often face significant barriers to finding and securing permanent housing after leaving shelter programs. To address this concern, Doorways partnered with APAH to make five apartments available to formerly homeless families.

The innovative model involved the sale of a portion of an APAH property, made possible through a grant from Arlington County, to a partnership composed of APAH and Doorways, called Cameron Commons, LLC. This partnership made available five apartments for graduates of the Doorways shelter program at rates that are scaled to 30% of the area median income.

2013

With the renewed support of our partners HomeAid and Sagatov Associates Inc., we were able to invest in a much-needed renovation of our Domestic Violence Safehouse, which had not been redone since it was purchased in 1982. This effort enhanced the confidentiality of the home, strengthened its safety, and increased the home's comfort and efficiency for our clients.

"It was only with the support of many generous members of our community that we were able to take on this significant project while still staying open and responsive to those in need of safe shelter," said Caroline Jones, MSW, who was then Doorways' Executive Director. "We are incredibly grateful for those who partnered with us to make this renovation possible, and to all of you who partner with us every day. Perhaps there will come a day when we no longer need emergency shelters it's a beautiful thought. But until that day comes, we ensure that those seeking refuge in our shelters have a safe, comfortable and dignified place to live until they are able to move beyond."

The Arlington Landlord Partnership (ALP) was created in early 2014 by the Housing Committee of the 10-Year Plan to End Homelessness in Arlington. ALP members, consisting of landlords and homeless service providers, discussed reasons why homeless individuals and families were unable to secure housing. Reasons identified included poor credit, poor rental history and criminal backgrounds.

After 37 years of providing Arlington residents with a 24-hour hotline and emergency response for domestic violence, Doorways expanded to offer these services to survivors of sexual assault in our community.

Doorways with the Arlington County Police Department, the Arlington Commonwealth’s Attorney's Office, the Sheriff's Office and Department of Human Services. The services provided included hospital accompaniment during forensic exams for victims through a partnership with the Inova Ewing Forensic Assessment and Consultation Teams (FACT department).

"We're pleased to partner with Doorways for Women and Families on this important resource for our community," then County Board Chair Mary Hynes said in a press release. "Doorways’ track record with the domestic violence hotline has been outstanding, providing victims with expert advice and linkages to needed services. By expanding hotline services to include sexual assault, we will again tap into Doorways' expertise and knowledge to quickly and effectively link people to vital community services and resources."

Doorways also expanded our shelter capacity for survivors of domestic violence through a unique partnership with a local affordable housing provider. This partnership allowed Doorways to lease a two-bedroom apartment. This scattered-site shelter, our first Safe Apartment, provided emergency temporary shelter for up to four survivors at a time. This location not only expanded our capacity to serve more people, but also enhanced our ability to serve survivors with special needs.

In 2015, Project PEACE further expanded its scope to include services for youth victims of dating and sexual violence. The Arlington Healthy Relationships Task Force (Arlington HRT) is a group of students from Arlington high schools who raise awareness about sexual assault and healthy relationships.

2017

Doorways launched the Campaign for Brighter Futures, part of Doorways' strategic plan that addressed the increasing demand for safety, the growing complexity of the needs of survivors and families seeking self-sufficiency, and the uncertain, restrictive funding climate that threatens our ability to deliver lasting change in our clients' well-being. Through this three-year, multi-million dollar comprehensive fundraising campaign, Doorways engaged our community, seeking increased private, philanthropic investment in the areas of safety, stability and sustainability.

With a coordinated plan for Doorways to receive new support from Arlington County, Doorways launched the Revive Domestic and Sexual Violence Counseling Program. Through the launch of Revive, Doorways broadened our scope of services to include not only adult survivors of domestic violence, sexual assault and stalking, but also youth survivors of dating violence or assault and children exposed to domestic violence or other abuse.

Doorways developed the Pathways for Youth service model to target programming for the increasing number of young people, including young families, that we serve. This model provides trauma-informed care and developmentally targeted services to address life-skills development and complex trauma needs. Doorways' staff work intensively with young families to mentor life-skills development and build connections with young parents to help them better engage in available services for themselves and their children and successfully secure safe and permanent housing.

In summer 2017, Doorways began partnering with A-SPAN to offer Permanent Supportive Housing programming and rental assistance for single youth exiting homelessness. The program provides the flexible, non-time limited services critical to supporting young adults to exit homelessness and achieve stability.

"2018 marked an incredible moment in our history," said then President and CEO Caroline Jones. "As Doorways celebrated our 40th year of service and successfully concluded the Campaign for Brighter Futures, survivors bravely pushed through stigma to seek help. Here we stand in a moment where people are talking about issues that for so long were shrouded in silence."

During the three years of the campaign, we experienced a tremendous increase in need for all of our programs, and we learned of new areas where our service was needed. Thanks to your support, Doorways was able to reach populations who have been traditionally underserved, including youth, male survivors, and LGBTQIA+ people.

Throughout the duration of the campaign, we opened new programs and expanded our services and impact:

We expanded Doorways' mission and our 24-hour hotline to include sexual assault response, and we trained advocates to accompany survivors seeking medical attention after an assault.

We increased our capacity by opening Safe Apartments to supplement our Domestic Violence Safehouse.

We expanded our services to reach community members who previously had nowhere to go, especially teens and young adults.

These opportunities to grow brought new members to our team 9 new staff positions in all and many new clients through our doorways.

In March 2020, Doorways joined people across the country in going into lockdown due to COVID-19. As many business shuttered their doors, Doorways remained open, continuing to provide emergency shelter and hotline response 24/7, and remained operational throughout the COVID crisis. Many of Doorways clients helped keep local resources running as essential workers.

Alongside our clients and our community, Doorways experienced an unprecedented time, causing us to adapt and adjust our work in unprecedented ways. The COVID-19 pandemic affected every aspect of our daily and societal norm and functioning, not to mention the health and wellbeing of our clients, staff, volunteers, and neighbors. The pandemic issued social isolation and distancing, which led to a decision for schools in the state of Virginia to close their doors to our students for the rest of the academic year. Parents had to choose between work and childcare, worried about their income and their bills accumulating while also being anxious about their kids' wellbeing and health.

Survivors suffered increasingly frequent and lethal violence at home, largely in isolation, afraid or unable to access help like medical care and emergency shelter. As lockdowns lifted, calls to Doorways' 24-Hour Domestic and Sexual Violence Hotline increased, along with requests for emergency shelter. As the pandemic persisted, survivors seeking support continued to ebb and flow as COVID numbers surged and decreased.

Our incredible staff met challenges with creativity, compassion, and collaboration, ensuring clients continued to receive critical support during the ongoing crisis. As a result, Doorways provided shelter utilizing hotels as needed to enable us to provide non-congregate living environments that allowed social distancing not possible in our Safehouse supportive housing, and services including counseling, thanks to telehealth technology, every day.

In September 2020, Doorways welcomed our first prevention staff, Scotney Young, MSW, AASECT Certified Sex Educator. Scotney began designing and implementing educational programming virtually at first, due to COVID, to promote a community culture of safe and healthy relationships so that sexual

Doorways' Prevention and Outreach Program is designed to shift attitudes, behaviors, and social norms to change the conditions that directly contribute to and perpetuate violence. Program offerings include workshops, community activities like trivia and film viewings, and campaigns to promote healthy relationships and non-violent communication. Programming focuses on using an anti-oppression lens to help young people further develop protective factors, understand body autonomy, and live a life free of violence.

In the summer of 2021, after many years of planning and coordination with our state, county, and community partners, Doorways' 24-hour hotline launched the Lethality Assessment Protocol (LAP) in partnership with the Arlington County Police Department.

LAP is a two-pronged intervention process that uses a specialized lethality assessment instrument and accompanying protocol. Trained police officers on the scene of a domestic violence call assess a survivor's risk for serious injury or death using the Lethality Assessment Screen. When a survivor is found to be in high danger, officers immediately link them with Doorways through our 24-hour hotline.

LAP enables police officers and the advocates at Doorways to work together as equal partners to engage survivors who may otherwise be unlikely to seek support from domestic violence services.

In 2021, 80 adults and children escaped abuse to safe harbor in our Domestic Violence Safehouse and Safe Apartments, a record high for Doorways.

"During the pandemic, our doors stayed open, and while others went home, our shelters operated up to and above 120% capacity throughout the longest year," said Diana Ortiz, M.Ed., LPC, Doorways' President and CEO. "Our team is exhausted. They have been serving on the frontlines of two crises simultaneously: COVID and increasing, more severe and lethal domestic and sexual violence."

In November 2021, Doorways was selected to receive a $2.5 million grant from the Bezos Day 1 Families Fund—the largest private grant in Doorways' history. Launched in 2018 by Amazon founder and executive chair Jeff Bezos, the Day 1 Families Fund issues annual leadership awards to organizations and civic groups doing compassionate, needle-moving work to provide shelter and hunger support to address the immediate needs of young families.

"Thanks to the Day 1 Families Fund, Doorways is ready to launch our next chapter by implementing innovative and cutting-edge practices, from shelter to housing stability. We are especially committed to continuing our efforts to remove barriers that prevent historically marginalized communities of color, immigrants and people with disabilities from accessing services and getting housed quickly," said Diana Ortiz, President and CEO of Doorways. "By increasing our capacity and adding more doorways into housing and our comprehensive wraparound services, our youngest clients and their parents will overcome the trauma of family homelessness and gender-based violence."

This one-time grant will allow Doorways to increase its capacity to provide high-quality, low-barrier shelter to families and double the number of families they transition to housing. This grant coincides with Doorways' strategic priority to determine the ideal model for sheltering families with complex needs, including survivors of domestic violence. This grant will help Doorways bring this vision to life.

Although the $2.5 million Day 1 Families Fund award is multi-year grant, the entire amount is accounted for as income in fiscal year 2022 under Private Grants. For Doorways' complete financial statement, please see the inside back cover (page 60).

Charting the way forward

In April 2022, Doorways embarked upon a six-month strategic planning process to shape our strategic plan for fiscal years 2023 to 2025. Our goal was to build on the strong foundation Doorways established over the first 40+ years and to shape the organization moving forward.

A broad range of stakeholders contributed to Doorways' strategic plan. Results reaffirmed Doorways' vision, mission, and core values, and solidified our direction for upcoming years.

Doorways' strategic plan is grounded in 5 Pillars – Programs and Services, Workforce and Culture, Training and Processes, Funding and Communications, and Technology and Infrastructure.

Our three-year strategic plan focuses efforts to:

Year One: Heal, Celebrate, and Sustain – As Doorways and the rest of the world slowly emerge from COVID-19 crisis, we recognize the tremendous challenges the organization, our people, and our clients have faced during this time. We are focusing on strengthening our culture, hiring and retaining staff, instilling trauma-informed practices via enhanced training, and expanding the reach and impact of our prevention services.

Year Two: Strengthen and Maintain – We will focus on strengthening domestic violence and sexual violence programs and services, fueling high performing teams, relocating the administrative offices (due to current space being slated for demolition in 2024), and improving operational resilience.

Year Three: Build and Grow – We will focus on expanding the Safe House, building our Homestart services, elevating our brand, solidifying our financial strength, and evaluating our capacity to expand domestic violence and sexual violence programs and services.

In fiscal year 2022, 107 adults and children escaped abuse to safe harbor in Doorways' Domestic Violence Safehouse and Safe Apartments, another record high throughout Doorways' history. Doorways' Safehouse lacks adequate capacity to meet the growing need for emergency shelter for survivors experiencing homelessness in our community.

Looking ahead

We are on track to break records yet again this year: Doorways' Safehouse operated at more than 200% capacity during the first quarter of fiscal year 2023, sheltering 61 survivors experiencing homelessness more than half of the total number sheltered all of last fiscal year (107 survivors). This ongoing trend reinforces the direction of our strategic plan, which includes the goal of establishing sustainable safehousing (emergency shelter) solutions that meet the needs of the increasing number of survivors experiencing homelessness in our community. As Arlington's only provider of emergency shelter for survivors and their families who are experiencing homelessness, Doorways must expand its capacity to provide safehousing.

We must also relocate our administrative offices and Revive counseling program space (due to the current space being slated for demolition) by December 2023. We are exploring options to rent or purchase a new space in the interim while developing a longer-term solution, which could include developing a new facility or "campus" that would co-locate administrative offices and our external services.

Doorways will continue exploring best practices and noncongregate safehousing solutions in the coming years to ensure we can sustain our response to the growing number of survivors and their families experiencing homelessness. We are also working to grow HomeStart to enable us to serve more survivors and families through the best practice of housing first.

Our first step will be to transfer Family Home shelter space to our safehousing program for survivors experiencing homelessness. Doorways plans to maintain the same total number of shelter beds, transferring our current shelter capacity to the area where we are facing the highest demand year over year: survivors and their families experiencing homelessness.

Doorways is partnering with Arlington County and our Continuum of Care partners to prepare for and make this shift to meet community needs, including determining the timeline to ensure survivors and families in need of emergency shelter always have uninterrupted access to safe harbor.
