CEO CORNER

This year marked an important milestone for CEE, defined by both achievement and transition. As I stepped into the CEO role after nearly two decades of Nan Morrison’s outstanding leadership, I was inspired not just by her legacy but by a team, board, and community deeply committed to growth. And growth is exactly what we are focused on. This past year reinforced the importance of our mission. As economic, cultural, and technological changes accelerate, the need for young people to understand their financial lives grows. With your support, we not only kept pace but also innovated, meeting students and teachers where they are and making relevant topics central to our teaching. Looking ahead, we will build on this momentum. We are expanding access, providing educators with fresh, relevant tools, and reaching more classrooms and communities nationwide. We approach these opportunities with excitement and humility. Our donors and partners make this progress possible. Your support not only sustains our work but also drives our future. Every student who gains financial confidence, every teacher who inspires curiosity, and every family that feels more prepared benefits from your commitment. It has been a genuine pleasure getting to know so many of you this year. I have been struck again and again by your wisdom, your generosity, and your belief in this mission. Thank you for welcoming me, and thank you for being part of this community. I hope you feel as energized as I do about the road ahead. CEE 2025 Accomplishments • CEE welcomed Steve Bumbaugh as our new CEO. • We published the third edition of the National Content Standards in K-12 Economics, updating this important reference work to include new standards in Technology and International Trade. • Our student competitions saw nearly 25% growth in 2025, reaching 28,000 students across the U.S., and received prominent coverage in the Wall Street Journal, Fox and Friends, Squawk Box, USA TODAY, and PBS. • Four more states added personal finance graduation requirements – Colorado, Delaware, Hawaii, and Texas– ensuring that the 450,000 annual graduates in these four states will have taken a personal finance course during their high school years. • Our digital platform of free teacher resources had over 341,400 unique visitors in 2025 – a year-over-year increase of almost 14%. • We continued to keep the digital platform up to date in 2025, adding or revising 120 lessons. Topics included: teen gambling, energy conservation, electricity costs, and supply and demand. • The Invest In Girls (IIG) program continued to grow, with 2,000 girls across 12 states participating in IIG programming in 2025. Our offerings expanded to include one-on-one mentorship, internship opportunities, and a pilot with the CFA Institute’s Investment Foundations Certificate program. • More than 43,000 teachers – and the 4,000,000 students they reached– benefitted from professional development provided by CEE and our nationwide network of affiliates. Those fortunate to attend our annual conference in New Orleans also had the opportunity to learn from well-known authors and educators Jacob Clifford and Tiffany “the Budgetnista” Aliche. • We initiated an exciting new partnership with the College Board to elevate personal finance and business learning through the new AP Business with Personal Finance course.

NOTE FROM THE BOARD CHAIR In many ways, 2025 was a year of contradictions. U.S. equity markets reached record highs, creating huge amounts of wealth for equity owners. At the same time, nearly half of Americans said they found groceries, utility bills, health care, housing, and transportation difficult to afford, according to a November Politico poll. Economic growth proved stronger than expected, but jobs were increasingly hard to find. Private and public sector leaders have struggled for years to meaningfully address what’s called the “K-shaped economy,” where there is a wide gap in financial wellbeing between different segments of the population. This past year saw a new initiative announced, in part, to help the bottom leg of the “K”: investment accounts for newborns that the government will seed with $1,000 per child. Philanthropists Michael and Susan Dell, along with Ray and Barbara Dalio, subsequently pledged significant funds to further the initiative. These initiatives to help Americans have financially healthier lives, in turn benefiting the broader economy, are welcome. But they are far from sufficient. In the case of starting an investment account for a child, a critically important, but too-often missing ingredient is economic and financial education. In this case, when funds can be tapped at age 18, will the new adults understand how to decide what they should spend versus save? There has never been a more important time for the Council for Economic Education (CEE). To see a smaller economic “K” going forward, we need more states to include economic and personal finance education in their curricula. We also need well-trained teachers. CEE, with more than 75 years of experience to build on, reaches 50,000 teachers a year through its professional development programs. We are thrilled to have our new CEO, Steve Bumbaugh, increase CEE’s impact and build on former CEO Nan Morrison’s 17 years of great work, ensuring that all K-12 students have the tools they need to build affordable, financially healthy lives.

2025 National Com Growth, Excellenc The 2025 National Personal Finance Challenge (NPFC) and the National Economics Challenge (NEC) season marked a pivotal year for CEE. Both Challenges saw participation fully rebounding to pre-COVID levels and exceeding growth benchmarks across multiple measures. Both national finals were hosted at Voya Financial’s headquarters in Atlanta, Georgia, on May 29 – June 2, 2025.

Key Highlights Participation: • NPFC: 18,430 students participated nationally in 2025, up 25% from 2024 and exceeding the 2019 pre-COVID benchmark. • NEC: 9,915 students participated, up 31% from 2024 and returning to 2019 participation levels. • NEC China: Added an additional 9,000 students in 2025 compared to 2024. Reach: • More than 37,000 students participated globally across both competitions in 2025. Equity & Access: • 24% of NPFC participants identified as Black and Hispanic, and 48% identified as students of color, reflecting continued progress in expanding access to high-quality personal finance education. Volunteer-powered learning gains: Through the NPFC’s Access Zone Program and volunteer instruction model: • Nearly 800 students received direct instruction from corporate volunteers.

• Nearly 1,400 students completed pre- and post-assessments, the results of which demonstrated average learning gains of more than 11%. • Student engagement increased by 160% in classrooms supported by volunteers.

We also offer our sincere gratitude to the Georgia Council on Economic Education for its exceptional leadership both in supporting students who achieved a thirdplace finish in the Adam Smith Division and in its invaluable partnership in hosting the highly successful National Finals in Atlanta.

Invest in Girls Invest in Girls (IIG) wrapped up a busy 2025 with the re-launch of its Mentorship Program and the release of a new IIG Club Guide, expanding the program to schools in more than five new states.

Key Highlights: • Reached 2,000 students across 36 states, including 500 students served through CEE Affiliate programs. • Provided approximately 425 students with career exploration and development experiences, including our IIG summer fellowship program with Brown Advisory, multiday Exploring Finance events held in partnership with our partners at Wellington Management and NOIP, and trips to Citizens Private Bank in Boston, the Federal Reserve Bank of New York, and 6

the Securities and Exchange Commission. • Taught 23 online courses on personal finance, investing, and career skills. • Engaged 60+ students and mentors in our Fall Mentorship Cohort, where participants built strong, supportive relationships and a safe space to ask questions about finance, career skills, and collaboration, all while exploring personal strengths, goals, and definitions of success. • Supported more than 40 teams competing in the National Personal

Finance Challenge, including NY State Personal Finance Challenge’s 4th-place team. • Worked with 10+ affiliates to deliver local programs, including in-person cohorts, which will launch this Spring. Special recognition goes to the Arizona Council on Economic Education, the Maryland Council on Economic Education, North Arizona University’s Economic Policy Institute, the North Carolina Council on Economic Education, and the Oklahoma Council for Economic Education.


In the States Advocacy In both the spring and fall of 2025, CEE’s affiliate, the Arizona Council on Economic Education, hosted two Invest in Girls Exploring Finance programs, welcoming nearly 50 high school students from Title I schools across the state. These programs are designed to give students a strong foundation in financial literacy while opening doors to exciting career opportunities in finance. Through interactive sessions led by industry experts, participants gained valuable insights into the world of finance, learned practical skills to strengthen their résumés, and began developing professional networks that will serve them well in the future. In partnership with Dress for Success, each student received a professional outfit.

Citizens Spotlight

Less than 30% of women feel empowered to take action to improve their personal finances, and only 10% of senior managers in the finance industry are women of color. These disparities highlight the urgent need for programs that both build financial confidence and create access to careers in finance. CEE is proud to count Citizens as a major partner in advancing this work through our Invest in Girls program. By combining foundational personal finance education with career exploration and mentorship, Invest in Girls helps young women build the knowledge, skills, and confidence they need to navigate their financial

lives and imagine themselves in finance-related fields. “The Invest in Girls program consistently demonstrates how meaningful access to financial education can reshape a young person’s future,” said Susan McDermott deTray, Executive Vice President and Head of Private Bank for Citizens and a CEE Board Member. “Its purpose aligns perfectly with Citizens’ commitment to empowering individuals through financial education and expanding pathways into finance for the next generation. The young women I’ve met through this program are impressive, resilient, and ready to lead — and supporting their journeys is a privilege.”

This year, Citizens expanded its investment in the Invest in Girls program, with colleagues across the bank dedicating their time and expertise to bring the curriculum to life. Their support comes at a critical moment, as more states now require personal finance education for high school graduation. In response, CEE is scaling our programming to meet this growing demand nationwide — and Invest in Girls is a key pillar of that effort. Thank you, Citizens.
