Why did Dogs SA Council decide to rejectthe assertion of the EO Positionas the accepted

succession protocol by the membership when the position was to become vacant? Response:

What was the assertion of the EO positionand what was the accepted succession protocol by the membership.

Ifyou are implying why did Council not engage Cheryl directly. It was put to Council by Wolfgang and myself at at the Council meeting conducted 16 June 2020. This was rejected by Council as it did not demonstrate transparency to the members.

Council considered this at length at its meeting and discussed the following points: • Acknowledged that Section 13(a)(i) of the Constitution allows for Council to 'Employ' a person to the position of Executive officer however it does not describe or bind

Council to a process.

• To undertake a merit based process to demonstrate openess and transparency to

the members by making the positionavailable to all members and the general public

• Conduct a process that was in line with National employment principles and state based awards

• Avoid perceived personal conflicts of interest

Prevent any potential for discriminatory actions against all staff in the SA Office Make decisions in the best interest of the association and members Opportunity to look at the future direction of Dogssa

• Attract suitably qualified and experienced encumbant in the areas of stategic and business expertise, policy development and stakeholder engagement

The majority voted to proceed with an open recruitment process as the way forward and to advertise the position and engage a recruitment agency to conduct the process. 2.

Clarification of the events that transpired to when this did not occur

Listed below isthe chronological events from when Wolfgang resigned to when the position

was filled

16 Jun 2020 -

Wolfgang presented his resignation to Council effective 31 July 2020.

As the current Assistant Executive Officer (Ann Farndell) did not wish to fillthe position Cheryl was asked ifshe would like the experience.

Council accepted Cheryl to commence shadowing Wolfgang from Monday 22 June 2020 until

his resignation, to learn the job. Cheryl agreed to continue to Act as the executive officer for a period of 3 months as was the anticipated recruitment period.

To ensure transparency Council elected to engage the services of an independent recruiting company and Wolfgang was to obtain quotes from various agencies.
