2“025 is well and truly under way!! We have had a great opportunity to celebrate 2024.

Puppy of the Year, Neuter of the Year and Dog of the Year was held by Dogs Queensland on 7 and 8 February, 2025. Congratulations to everybody who qualified for this prestigious event and to the winners.

On 16 February, 2025 we came together again to celebrate the success of our Dog Sport enthusiasts with their annual presentations. Congratulations to those involved in our sporting disciplines who gained the top awards during 2024.

None of these events can occur without an incredible amount of work and planning. Thank you to both committees for bringing these events together.

Our elections for Directors have now concluded. Thank you to those members who nominated and congratulations to the successful members who will now join the existing Directors for a four year term. I’d like to thank those Directors who will be leaving the Board. Their dedication and contributions to Dogs Queensland is greatly appreciated.

As we finalise 2024, I’d like to provide a follow up to our Annual General Meeting held on 27 March, 2024.

Firstly I'd like to thank all those members who attended and provided questions for the Board of Directors. I will endeavour to provide answers to those questions.

Most concerns raised by members related to the works with respect to the Durack ring area 1 – 10.

To explain in more detail, I will provide an historical outline of the renovation and restoration over the past few years.

In 2020, the previous Board decided to replace the shelters over rings 1 – 10. Quotes were obtained for two different alternatives. One for Umbrella shelters (similar to what was already there) for $119,672.18. The second was for the installation of metal shelter structures which have been built for $110,000.

I have mentioned in previous communication the shelters erected required further work to address a number of consequential issues. To deal with water runoff during rain, gutters and drains were added in February 2023.

Guttering was added at a cost of $28,000. It was essential to improve the drainage to remove the rain water.

It was also necessary to address power issues. Several solar lights which were trialled failed to supply adequate lighting under the shelters. Ultimately, the only option to provide suitable lighting under the shelters was to install standard power. The cost of the power instillation was $30,456.70.

Accordingly, to address the issues with the shelters which were installed in 2020 and to make them useable for day and night events, and to allow for wet weather, we needed to expend a further $58,456.70. These costs are in addition to the original cost of the shelters of $110,000.

It was then also important to address the damage to the area beneath the shelters as a result of the damage from the rain water falling and not having any guttering installed at the time the shelters were erected.

We examined the options as follows:-

1. Attempt to repair the grass areas under the shelters.

2. Install artificial grass under the shelters.

3. Install concrete under the shelters.

4. Refurbish the entire ring area and attempt to restore grass beneath the shelters.

With regards to the refurbishment of the ring 1 – 10 areas, several quotes were sourced for different options. One option was to repair the turf under the ring areas. The second option was to use artificial turf under the shelter areas although artificial turf had a number of drawbacks.

It was considered preferable to refurbish the entire area including an attempt to have grass growing under the shelters. Three quotes were sourced and were $29,800 + GST (which didn’t include as much work as the other quotations), and $44,495.55 and the quote which was accepted at $31,500 + GST. Given that we were wanting to make use of the best possible growing

time and minimise disruption to the use of the area and that this was the most economical and most extensive quote of the three provided, the Board approved this quote.

Whilst I’m happy to provide as much detail as I possibly can, I believe members need to understand the historical detail of how this situation has arisen and the extra expenses which have been incurred by Dogs Queensland following the original installation of the metal shelters.

The contractor for the refurbishment of the area, provided an invoice for partial completion of the work. On reviewing the invoice from the contractor for the work he completed, it was considered that he had invoiced for the work he did actually complete. Whilst the Board would prefer to be able to implement the request of members at the AGM, it was decided that based upon the prospects of success and cost involved, it would not be worthwhile to pursue this further by way of a legal claim and that this would not be in the best interests of the organisation.

Subsequently the Board approved concreting beneath the shelter areas. Quotes were sourced and were received for $44,110, $56,100 and $59,273.50. The quote of $44,110 was approved and this work has been completed. While turf was the preferred option, ultimately the concrete was viewed as the best long term solution under the current shelters.

As a Board, we have acted in good faith with due care and diligence and in the interests of the members.

We continue to work further on other maintenance issues with our grounds.

We have recently obtained advice from an arborist in relation to the trees at Durack. Removing trees is complicated and involves various approvals including from the Brisbane City Council.

This is an ongoing issue and we will continue to keep you updated.

We are also working on a solution to the toilet block closest to ring 11. This has been a complex issue to resolve due to the depth of the pipework and cost of the rectification works involved. The Board has explored various alternative options with a view to avoiding ongoing issues and obtained quotes for these. We are close to finalising this situation. Again, we will keep you updated with the progress.

This means that dogs born before 1 January 2025 can be shown, cropped, and/or docked after 1 January 2025 but it only applies to the 11 breeds listed below where the standards were revised 10 years ago.

DOGS AUSTRALIA: EXPRESSIONS OF INTEREST TO CONDUCT FCI CACIB SHOWS

Dogs Queensland has a number of Zone 1 CACIB Shows approved for 2025 to 2028.

EOI’s are sought from Zone 2 and Zone 3 Clubs to apply for a CACIB Show via Dogs Queensland in the first instance.

Regulations Part 5 – Conformation Show, Section 9, Clause 9.3.1 which reads as follows:

9.3.1 Applications to hold a CACIB International Dog Show sanctioned by Dogs Australia and subsequently by the FCI, must be sent in the first instance to the Member Body of Dogs Australia where the show is planned to be held no later than 18 months prior to the intended show date and, if the application is supported by that Member Body, is then to be forwarded to Dogs Australia for consideration. If approved by Dogs Australia the application is then to be forwarded to the General Secretariat of the FCI no later than 12 months prior, and no earlier than four calendar years prior, to the proposed date of the show. Applications must be accompanied by the Application Fee. The application fee will be refunded if the application is not approved. (Clause 9.3.1 Amended 02/23, 5.11 – Effective 01/07/23)

Please ensure submissions include full details of the proposed show in terms of name of organiser, date, location, website (if applicable) and the official name of the event together with the fee of $200 per show as per the regulations. Dogs Queensland are requested to ensure the proposed date/s being applied for do not clash with a major show in another State or Territory.

All expressions of interest will be discussed and approved at the Dogs Australia October 2025 Board meeting. If approved, they will then be submitted to FCI for their approval. Please note Dogs Australia has no control over how long it takes FCI to process these approvals.

In 2024 the Board approved the Emergency Disaster Relief Policy which provides emergency disaster relief funding of up to $1,000 per household to assist members who have experienced financial hardship because of a natural disaster.

At the February 2025 Dogs Australia Special Board meeting, Directors resolved/considered the following:

It was RESOLVED that the following amendment to Regulations Part 2 – Judges, Section 3 passed at the October 2024 Board meeting be rescinded:

Therefore, effective from 1 July 2025 the regulation will revert back to the original wording prior to the October 2024 Board meeting – noted above.

It was RESOLVED that the National Code of Practice of Responsible Dog Ownership, Clause 14 be amended as follows:

14. A member shall not breed a bitch causing it to whelp more than five (5) times. (Effective 01/06/25)

A breach will result in all progeny of the litter being registered on the Limited Register and marked “never to be upgraded”.

This amendment is effective from 1 June 2025

3. Overseas Judges Register

It was RESOLVED that a permanent register be established on the Dogs Australia website of all overseas judges approved to judge in Australia

Once approved, the judge remains on the list until they retire or are suspended, i.e. a further application is not required when a judge returns for another assignment.

If the approved judge, has a change in qualifications, i.e. new breed/group, the judge’s listing should be appropriately updated by Dogs Australia.

This register will be effective from 1 July 2025.

XOLOITZCUINTLE

Xolos make great pets and are very loyal – they exhibit well in the show ring, obedience and agility arenas. They are easy to train due to their quick learning skills. They do however need a firm consistent routine and they can get bored easily.

The XOLOITZCUINTLE (that’s show low eats qweent lee) or Xolo (show low) for short, was otherwise known as the Mexican Hairless. However, many do not realise the breed comes in two – Hairless and Coated (short smooth and flat coat for showing) and three sizes, Miniature, Intermediate and Standard.

HISTORY

The Xoloitzcuintle is one of the most ancient breeds in the Western Hemisphere, it is estimated to have originated 3500 years ago in Mexico. By the 1950s the purebred Xolo was nearly extinct. In 1956 the Federacion Canofila Mexicana (FCM) initiated a breeding program and registration base for the Mexican Xoloitzcuintle, and a breed standard was developed. In turn the breed was recognised by the Federation Cynologique Internationale, however if not for members of the Federacion Canofila Mexicana (FCM) who began a registration and breeding program, they would most probably be extinct today. The team travelled to remote villages and collected specimens of Xolo for the program.

The FCM has used the Xoloitzcuintle on its logo since 1940 (FCI). The Xoloitzcuintle is the national dog of Mexico and treasured by the people.

Today it is estimated approx. 50,000 Xolos are registered worldwide – the exact number is not known as many Xolos remain unregistered and crossed therefore not true Xolos.

Amongst one of the oldest breeds known the Xolo was first registered in Mexico in 1956.

The first Xoloitzcuintle arrived in Australia in 2009 and was eligible for showing the following year. Three more followed from 2010 and the breed has gone from strength to strength with many breeders importing in the last few years. The Breed Standard changed in 2012 to allow the coated to be shown, prior to this it could only be bred (and the BSE reflected this). The standard has changed a few times over the years from the very first standard – originally there was only the one size. It was suspected it was the middle size or intermediate size, breeders bred the breed up to a standard and down to a miniature.

The first litter born in Australia was in 2014. The

journey has been an incredible one in Australia with many Xolos excelling in the show ring in early years, travelling around Australia to share the breed and winning some lovely awards and many hearts.

Xolos served the Aztecs and Mayans as healers, hunters, guards and bed warmers, as well as a food source and sacrificial token.

The gene that produces the absence of hair is dominant (Foxi3), however some Xolos are born with a coat. Xolos often have tusk like canine teeth and in hairless dogs the absence of some teeth.

The Xolo is considered a primitive dog in some behaviours and thought to be much closer to their canine roots than any other breed of dog. The Xolo can make a wonderful pet, however puppies need to be well socialised with a lot of experiences, noises and areas as soon as owners are able. Xolos

do not particularly want to be around other people but adore their family. They can come across as snobbish (or aloof) – all they do is for their master and the bond is remarkable. Xolos are credited with an intelligent and fast learning attitude which will require the owner to earn respect and utilise a consistent and structured training and home routine. The hairless Xolo is a very attractive dog characterised by a lack of hair and smooth and soft skin. The coated Xolo is fully coated and with the same proportions as the hairless variety.

Xolos come in three sizes:

• Miniature: 25 – 35cm

• Intermediate: 36 – 45cm

• Standard: 46 – 60cm (Tolerance of 2cm in top quality dogs)

The Xoloitzcuintle is an intelligent, loyal and extremely devoted companion, often known as a Velcro dog. They can develop separation anxiety, but this is generally down to poor preparation or limited training experience.

The Xolo is a calm dog, cheerful, and alert, yet reserved towards strangers. It is considered not only an excellent companion but an alert dog as

well, the Xolo will alert a person to an issue and generally leave the owner to deal with it.

Xolos have been used worldwide as therapy and assistance dogs – this is not a normal activity trait in the breed and there are much better breeds suited to these activities.

CARE

Xolos enjoy food, and are well known for their liking to chew on veggies and fruit. They are a good eater on the whole and no doubt this stems from years of scavenging what they could. They do equally well on a kibble diet and cooked meats as they do on a raw diet, it's up to each owner to feed what suits their own dog and lifestyle best.

During cooler months the hairless Xolo require a coat. During summer a sun coat can be used, some use sun screen but I believe less chemical and product on the skin the better.

Weekly bathing and skin care is advised to keep the skin clean and blemish free.

Basic health tests are:

• Hips and elbows scored by a professional (standards).

• Patellar checks (miniature, intermediate).

• Ophthalmologist eye tests checking for hereditary cataracts and any abnormalities. No eye issues have been reported in the breed as of yet.

LIFE EXPECTANCY

The Xolo is generally a long-lived breed, averaging 12 – 14 years old. It’s not uncommon for dogs to reach 16 years of age and a few years older in the miniature sizes. As with all breeds, dogs live as they are treated during life – in general the breed is healthy.

HOUSING REQUIREMENTS

Xolos can live in harmony with other dogs/ breeds – it’s best to keep the same sizes together as Xolos can be quite unruly and harsh in their play. The miniatures do not fare well with large dogs as they don't remember their actual size. Xolos tend to like free roam rather than be kennelled and being part of the family. They are mainly inside dogs, due to the extremes of temperature. Surprisingly the heat affects them worse than the cold, having no hair to help keep the sun at bay. They are known to fret when kennelled and especially when away from the family.

OWNERSHIP

Xolos can be unruly as youngsters and if you give them an inch they will take ten miles; a strict routine and regular training is a must. This coupled with social training (regular outings to high foot traffic areas) school drop off and pickups, sporting events and cinema closing times are all good areas to accustom the dogs to people and a bit of mayhem. First time dog owners can own the breed, however they need a strong bond with their breeder for advice and help, while experienced owners do well and just need a change in training ideas and the delivery. Xolos as stated are very fast learners and can lose interest very quickly so it's up to the owner to keep the games (i.e. training) fun and of benefit to both parties. Potential owners need to look at their lifestyle and if they have the time for a Xolo and the training. Another point of great importance is the social outings and the questions and instant curiosity and questions the breed brings from strangers. As a breed owner every owner has a job to help educate about the breed and a ten-minute walk often ends up an hour long walk answering questions from the general public. The breed is not suited to people who do not like liaising with strangers, but to those who are willing to interact, both for the sake of the dog,

training and the breed in general.

GROOMING

The coated Xolo is like any coated dog and is a wash and wear dog with the short, smooth, flat coat – a regular wash and brush is all that is needed.

The hairless require a bit more care and each dog will vary – some dogs can be washed daily, while some only need it weekly and some even less. It all depends on the environs of the dog and the skin of each dog, which also changes with age and certain lines in the breed. The hairless require a gentle moisture crème on the skin which can change with each dog. Of interest is certain colours may have a thicker hide as well – the Reds and Bronze colours can have a thicker hide than some of the other colours. The nails of the Xolo grow very fast and need clipping, and/or a Dremel weekly. Some are known to have twice weekly nail cutting and young pups nail care starts a few days after birth.

As with most primitive breeds a Xolo who doesn’t get adequate physical exercise and mental stimulation may become destructive or exhibit undesirable behaviours through boredom. They can get separation anxiety, however this all lies in the training and early exposure development you can put into the Xolo. Generally, a good breeder will start the exposure training from birth using various methods so readily available and the owners can carry on when the Xolo enters the new home.

Skin issues can develop if the skin is not clean and moisturised.

Xolos are active dogs that need daily exercise, such as walks and adventures each day and a large backyard.

They are wonderful dogs but are not for everyone. For anyone considering a Xolo as their next companion, it’s wise to ask lots of questions and please do lots of research on this breed!

Do you know... Rule 21: Obligation To Register

21.1 A member who breeds a litter of dogs, the parents of which are registered or eligible for registration with the CCCQ Ltd or other recognised canine controlling body must:

(1) Register such litter, including all of the living progeny in such litter at one (1) and the same time within eighteen (18) calendar months of the date of whelping or prior to sale or rehoming (see Rule 28). No litter will be registered after twelve (12) months of age without the approval of the CCCQ Ltd;

(2) Comply with CCCQ Ltd Rules and correctly complete all forms required by the CCCQ Ltd;

(3) Pay such fees as are determined from time to time by the CCCQ Ltd. A standard fee will be set for registrations received by the office on a date within four (4) months of the date of whelping and a higher fee for registrations received by the office on a date between four (4) and six (6) months or between six (6) and twelve (12) months of the date of whelping;

(4) Where the breeder wishes to register a puppy with the breeder’s name as part owner, an Agreement signed by the purchaser of the puppy is to be attached to the application to register the litter. Only official CCCQ Ltd Partnership Agreement forms are to be used;

(5) Where the breeder wishes to register a puppy on the Limited Register, an Official CCCQ Ltd Limited Register Agreement statement from the purchaser stating that the implications of the Limited Register are understood is to be attached to the application; and

(6) A breeder may, at time of registration on the General Register, endorse registration "Not to be exported".

HomeSafeID Closure

The Australian Veterinary Association has put out a media release on 12 February 2025 advising that HomeSafeID microchip registry is no longer licenced to provide an animal registry service and will be closing.

Here are some steps to ensure your dog’s details are safe:

1. Find your dog’s microchip number

• Check your pedigree or veterinary records

• Visit your vet, local council, animal shelter or Dogs Queensland head office where your dog can be scanned and microchip number provided

2. Identify your dog’s microchip registry

• Visit www.petaddress.com.au and enter your dog’s microchip number

• If your dog’s microchip is registered with a database, Pet Address will direct you to that registry for further action.

3. Transfer your dog’s registration

• If you have dogs registered under your name on HomeSafeID, you can transfer your dog’s registration to any national microchip registry.

Life Membership Nominations

Life Membership may be granted to any member of Dogs Queensland who has rendered outstanding or special services to Dogs Queensland. That person shall retain membership of Dogs Queensland for their life unless otherwise determined by virtue of any exercise of disciplinary proceedings under the CCC(Q) Ltd Rules.

Any Affiliated Kennel Club or Financial Member may nominate any member for Life Membership. That person will have a minimum of fifteen (15) years continuous full membership of Dogs Queensland and must have been a member of a Club or Clubs during that time. Such nominations are to include a citation, which provides the justification for the nomination. Citations for those Life Memberships awarded will be published in the Dog World magazine, and, where possible, presentations will be made at an appropriate function or event. The CCC(Q) Ltd Board of Directors will consider all nominations on their merit and with strict confidentiality.

The Board sees the grant of Life Membership as honouring a member who has been truly outstanding in his or her support of Canine Affairs, particularly beyond that of a single Club.

Dog Breeder Requirements In Queensland

Animal Welfare Standards and Guidelines for Breeding Dogs and Their Progeny every 12 hours. The food provided should be sufficient to maintain good health and meet the physiological needs of the animals, especially during pregnancy and lactation.

3. Water: Continuous access to clean drinking water must be provided to all breeding dogs and their puppies to meet their physiological needs.

4. Exercise and Enrichment: Breeding dogs and puppies should have access to areas for exercise and be provided with social interaction and enrichment activities to meet their behavioural, physical, and psychological needs.

5. Health Management: Regular health inspections are required, and veterinary care must be sought promptly if health issues are identified. Breeding practices should ensure that only physically mature, fit, and healthy dogs are used for breeding. Breeding with close relatives or dogs with known heritable conditions is prohibited unless approved by a veterinarian or relevant geneticist.

6. Record Keeping: Breeders are required to

maintain detailed records of each breeding dog and their progeny, including health records, breeding history, and outcomes.

It is important for dog breeders to follow the Animal Welfare Standards and Guidelines for Breeding Dogs and Their Progeny for several important reasons:

My journey with photography began at just 12 years old. Borrowing my mother’s camera to capture stunning landscapes earned me a few youth awards, sparking a lifelong love for photography. But everything shifted when Mozzie, my Australian Shepherd puppy, came into my life in 2022.

Looking back, I wished I had more cherished memories of my first Aussie, Miley. Determined to capture every special moment with Mozzie, my photography focus naturally turned to dog portraits. What began as casual snapshots soon blossomed into a passionate business venture: B&M Photography — short for “Bruna & Mozzie.”

Over the years, I’ve embraced photographing dogs in natural settings, capturing their playful moments and the beautiful bond they share with their humans. Mozzie was also the dog that introduced me to the dog world. In 2024, I had the incredible opportunity to photograph the Toowoomba Royal Dog Show. Standing there in the pouring rain during general specials sparked a new passion for ringside photography — capturing the dynamic connection between dogs and handlers in those quick, meaningful moments.

The encouragement and support from exhibitors have made this an exciting new journey. Each specialty and all-breed show I've photographed has been a joy, and I always look forward to the days I get to sit ringside.

Inside the Constitution and Rules Committee

The Constitution and Rules Committee (the Committee) works quietly in the background and plays a critical role as an advisory committee to the Board of Directors and is responsible for maintaining the Dogs Queensland Rules (the Rules) and has administrative oversight of the Canine Control Council (Queensland) Ltd Constitution. The Committee membership includes representatives from a range of professional backgrounds who participate in a range of activities in the dog world.

Maintaining the Rules forms the bulk of the Committee’s work. Rule reviews are triggered at the request of the Board or other Dogs Queensland committees, and requests from the Dogs Queensland office, clubs or individuals for rule interpretation or it has been identified that amending the rule would improve clarity. What often occurs is an amendment to one rule, will require amendments to several others; rule amendments aren’t considering in isolation.

As part of the rule review process, appropriate feedback and input is sought and considered from other Directors, Dogs Queensland Committees or key stakeholders, where necessary. The Board is responsible for approving rule changes.

Significant rule changes in the past two years include improvements to section 71 – Incidents at sanctioned events, the Show Dates Policy (soon to be published), the Disaster Relief Policy, the Dogs Queensland Financial Delegation Framework and the implementation of the Dogs Queensland Model Rules of Association for Incorporated Affiliates.

Some current projects on the Committee’s agenda include a comprehensive review of the Canine Control Council (Queensland) Ltd Constitution, development of a contemporary Club Administration Manual, review of Appendix 22 - Photography Policy and Guidelines, review of Appendix 11 - Heat and Extreme Weather Policy, and development of webpage with resources to support event managers. One of the most interesting and rewarding areas of work is engaging with affiliated clubs regarding club administration and governance. Since the launch of the Dogs Queensland Model Rules for Incorporated Affiliates in 2023, the Committee has supported over 25 clubs to adopt the Model Rules, and five clubs to become incorporated associations.

Related to club governance, the Rules also include provisions for affiliated clubs, this includes annual reporting requirements listed under section 7 Obligations of an Affiliate of the Rules. These requirements apply to all affiliates including social clubs, except for affiliated Agricultural Societies. The following information expands on the President’s message in Paw Prints on 31 January 2025.

CLUB ANNUAL REPORTS

Clubs are required to submit an annual report to Dogs Queensland within one month of their annual general meeting (AGM). This report demonstrates the club’s sustainability and that it is well managed. Another key element is updating to club contacts.

Clubs incorporated under the Associations Incorporation Act 1981 (the Act) will have additional reporting requirements as defined by the Office of Fair Trading.

THE ANNUAL GENERAL MEETING

All clubs must hold an AGM within six months of the end of the club’s financial year, or as defined in the club's constitution/rules of association. The financial year will be defined in the club’s constitution/rules of association. The club’s constitution/rules of association will also detail what business must occur at the AGM, how notice is given to members, and the process for the election of the management committee and officer bearers.

The first point of reference on governance matters is always the club’s constitution/rules of association. The club constitution/rules of association form a contract between the members and club and describes how the management committee shall run the club on behalf of its members. Similarly, it details members’ rights and obligations.

All members of the management committee must be familiar with the club’s constitution/rules of association. The President and Secretary should have a high level of understanding.

Many clubs are operating under constitutions/rules of association that date back as far as 1994. Clubs are recommended to adopt the Dogs Queensland Model Rules of Association to bring the club in alignment with contemporary club governance and for incorporated clubs to comply with new obligations under the Act. Dogs Queensland are available to assist clubs to adopt the Dogs Queensland Model Rules of Association.

Tip: It is good practice to review the club’s constitution/rules of association at least every five years, and update if necessary.

THE MANAGEMENT COMMITTEE

All clubs must have a management committee which is responsible for running the club on behalf of, and in the best interests of, its members. The size and membership of the committee is defined in club’s constitution/rules of association.

Tip: The Act defines the roles of President, Secretary and Treasurer as three distinct roles, therefore these roles should not be shared, you need three different people to fill these roles.

AUDIT REQUIREMENTS

The Board of Directors recognises the risks related to financial management of club affairs, and the importance of good financial management at club level. To reduce this risk, DQ has imposed a lower threshold for financial audit requirements (as defined in Appendix 2 of the Rules). These requirements apply to all clubs whether unincorporated or incorporated.

Total revenue is the total income during the last financial year before any expenses are deducted.

Tip: Many clubs have more than one bank account; an operating account and a savings/ investment account. Transfers between two bank accounts is not an income or expense and should not appear on the profit and loss statement. Instead, it is recorded on the balance sheet. For detailed information contact the club’s auditor or accountant.

Current assets are any assets easily converted into cash, such as:

• cash, including in bank accounts

• shares

• accounts receivable

• short-term investments.

Property or any depreciable assets, for example, a car or machinery, aren’t included in current assets.

Tip: Start planning and preparing for the club audit at least one month prior to the end of the financial year.

LEVEL 1 – LARGE CLUBS

The club has current assets or total revenue equal to or greater than $100,000 in the reportable financial year. The club must have an audit completed by a certified accountant or a registered auditor. The audit report must be tabled at the AGM.

Example: A club with $125,000 in the bank (including all bank accounts) and revenue of $35,000 is a level 1 large club and requires a full audit.

LEVEL 2 – MEDIUM CLUBS

The club has current assets or total revenue exceeding $20,000, but less than $100,000 in the reportable financial year. The club must have an audit or verification statement completed by an accountant or a qualified auditor. The audit report or verification statement must be tabled at the AGM.

An example verification statement from an auditor or account is:

I have examined the club’s/association’s financial records and state that the club’s/association’s financial records show the club/association has adequate bookkeeping processes in place to correctly record and explain transactions to enable a true and fair financial statement to be prepared.

Example: A club with a bank balance of $23,000 and revenue of $12,000 is a medium sized club. Or, if the figures were reversed, a bank balance of $12,000 and revenue of $23,000 is also a level 2 medium sized club.

LEVEL 3 - SMALL CLUBS

A small club is defined as a club with current assets and total revenue less than $20,000 in the reportable financial year. To be a small club, both criteria must be met. The club’s financial statements must be verified by the association’s President or Treasurer. The president or treasurer will need to verify your

financial statements and provide this signed written statement:

The club’s/association’s financial records show the club/association keeps adequate financial records that correctly record and explain transactions and enable a true and fair financial statement to be prepared.

Example: If the club has a bank balance of $15,000 and revenue of $19,000, the club is a level 1 small club.

SELECTING A PERSON TO COMPLETE THE AUDIT OR VERIFICATION STATEMENT

For Level 1 and Level 2 clubs where an audit or verification statement is required, the following considerations apply when appointing an auditor or verifier.

A registered auditor can audit or verify the clubs’ financial records if they hold a valid registration with the Australian Securities and Investments Commission (ASIC) as a company auditor under the Corporations Act 2001

A certified accountant must be a certified member of one of the following organisations to be eligible to audit the club’s financial records:

• CPA Australia—they will use the letters CPA or FCPA after their name

• Chartered Accountants Australia and New Zealand—using the letters CA or FCA

• the Institute of Public Accountants—using the letters MIPA or FIPA

Level 2 and level 3 sized clubs who are incorporated associations can apply to the Office of Fair Trading to have their financial reports audited/verified by a person who is not a registered auditor or certified accountant. Be mindful that the approval process could delay the audit/verification process. Your auditor or verifier can’t be:

• the secretary or a member of the club’s management committee

• an employee of the club

• a business partner, employer or employee of a committee member

• a spouse, relative or dependent of any of the above.

Dogs Queensland Annual Report Submission

The following reports must be submitted to DQ within one month after the AGM.

Annual report cover sheet. Complete and sign the annual report cover sheet. Ensure you include dates and attendance for management committee meetings and general meetings. Ensure the report is signed as required.

Minutes of the AGM. A copy of the minutes from the AGM, signed by the President.

Presidents report. A copy of the Present’s report as tabled at the AGM.

Audit report or verification statement. A copy of the signed audit report or verification statement which was tabled at the AGM.

Balance Sheet. The audited balance sheet tabled at the AGM which details the club’s assets and liabilities at the close of the financial year. Continued on page 30.

Income and expenditure statement. Also referred to as a profit and loss statement. The statement must clearly break down income and expenses, for example (not an exclusive list), membership fees, entry fees, donations, canteen, raffles, judges travel, Dogs Queensland levies.

Exhibition income and expenditure statement. Also referred to as a profit and loss statement. The statement should clearly break down income and expenses related to club exhibitions (shows and trials). This is an important tool which can be used by clubs to identify fundraising needs to ensure exhibitions are sustainable.

Register of members. A register of all members which shows names and addresses as at the date of the end of the club’s financial year. The register must be signed by the President and Secretary verifying it is accurate.

Office bearer details. Details of the members of the club’s management committee as elected at the AGM. The list must also include contact details of the Show and/or Trial Secretary, if these positions are not on the management committee. Add an additional sheet if necessary.

Other reports. Copies of any other reports tabled at the AGM.

A note on incorporation under the Associations Incorporation Act 1981

Dogs Queensland encourages clubs to become incorporated under the Act. Incorporation provides several key benefits, offering legal recognition and structure that enhances stability and good governance.

By becoming an incorporated association, the club becomes a separate legal identity, meaning it can enter contracts, own property, and be liable for its debts independently of its members. This separation protects members and officeholders from personal liability, safeguarding their personal assets from potential financial risks associated with the club’s operations. Additionally, incorporation provides a clear framework for management, including requirements for financial reporting, dispute resolution, and decision-making, which promotes accountability and transparency. As a legally recognised entity, the club can also access grants, funding opportunities, and other resources that are often unavailable to unincorporated groups.

Dogs Queensland is available to assist clubs transition to incorporation.

The Constitution and Rules Committee is also available to provide advice on rule interpretation and support to clubs regarding administrative and governance matters. The Committee can be contacted via the Dogs Queensland office.

DOGS QUEENSLAND POTY, NOTY & DOTY

Well done Dogs Queensland members on an exceptional two nights of thrilling nail biting suspenseful action at our annual DOTY events showcasing our 2024 top K9’s!

Friday 7 and Saturday 8 2025 saw us conduct our 2024 Top Dog Competitions. This year, not only was Dog of the Year held for Queensland member’s BIS winners with 71 entries, but the return of the Puppy of the Year event with 91 entries after some five years in recess due to Covid and scheduling restrictions.

After last year’s successful DOTY, the DQ PR and Marketing Committee polled members and attendees to gain information on the level of support for a Neuter of the Year competition, which had never been held in Queensland. With a resounding wish to have the Neuter competition supported, this year saw the inaugural NOTY competition conducted with great success of 34 NBIS winners entering the event.

Each competition section not only saw exhibits going head to head right from round one in an exciting elimination process, but also having exhibits being redrawn to see who they compete against before the next round. This certainly created an electric atmosphere and excitement to see “who drew who” in each stage right through to the final two dogs.

Judges selected their winners by placing a coloured ball into a hat based on our Valentine theme for 2024 of red and white so they did not know what each other selected. The balls were “revealed” to heighten the crowd experience and certainly got the cheers and screams of excitement from everyone around and in the ring too!

The judges this year were a combination of highly respected and successful exhibitor judges from Australia, Maree Patten (NSW) and Aramis (Joy) Lim (SA), together with All Rounder and Toy/Miniature Poodle Specialist, Aidy Wang from China.

I am very honoured to participate in such a special and exciting event.

This dog show left a deep impression on me, with top-notch dogs and everyone enjoying the process happily.

This dog show reflects the efforts and sacrifices of all the contestants over the past year.

No matter what breed of dog it is, it presents itself to us in its best condition.

Unlike other dog shows, the work of this show is more difficult because we have to choose from the best dogs. Each dog is so excellent that it is truly unforgettable.

Not only did the judges thoroughly enjoy their secret assignment, but they certainly got into the prestigious nature of the event and the fun around ring side, thoroughly enjoying selecting superb exhibits as their winners.

To Dogs Qld, the committee of DOTY POTY and NOTY my sincere thank you for inviting me to judge at these amazing two nights that were nothing short of spectacular.

The quality of the dogs that kept coming into the ring was such a joy to judge, it made for very difficult decisions as both were worthy winners.

I will start with 'Puppy'. What an exciting future these youngsters have. The depth of quality was outstanding.

To the 'Neuter' exhibits, congratulations outstanding examples of their breed, such a pleasure to judge so many worthy winners.

Show 'Dog' of the year, wow just wow! The quality of the exhibits, the superb condition of these dogs made it at times an impossible choice. On so many occasions I wanted to put the red and white ball in the hat.

To the exhibitors and spectators you need to take a bow, your sportsmanship and obvious love of what we do was electric, you could feel the excitement over both nights.

As a Judge it was an honour and a privilege to be invited, your system is world class, the ball in the hat is genius as no one knew the winner until the big reveal. I loved the excitement, this created a brilliant system.

Special mention to the “party tent” as your excitement for all the exhibits was super.

I know a lot of work goes into organising and running these large events so again to the committee and the workers a huge well done to make it seamless and appear so easy to pull together.

Welcome back to a year full of great shows and dog sports across our vast Zone 2.

Already we have held some fantastic events across the area with some local and visiting top dogs taking home some well deserved wins – congrats clubs and exhibitors to a great start to this year!

And on that note, well done to our many Zone 2 representatives at the recent Dog, Puppy and Neuter of the Year events held last month … it was great to see you all do so well and enjoy the fabulous showcase of our top K9’s across Queensland.

By now, we will all know who the new Board of Directors are that have been elected in the recent voting. I am looking forward to working closely with them to assist our Zone to reduce clashes in the show calendar between Zone 1 and lower Zone 2 shows, develop opportunities for our locals to be facilitated more easily at Durack when travelling to events there and camping on the grounds, and how to showcase our events to greater Queensland in 2025.

Breeder Alert –Puppy Scam Websites

Dogs Queensland has become increasingly aware of Puppy Scam Websites using legitimate Dogs Queensland Registration and Queensland Breeder Identification (BIN) Numbers to sell puppies. Dogs Queensland Registration Numbers are obtained from legitimate websites such as Dogs Queensland or DogzOnline, where they are displayed as required by the Queensland Government.

Please see the Queensland Dog Breeder Fact Sheets for regulations and guidelines for Queensland Dog Breeders.

An example of a typical scam is:

• A Dogs Queensland Membership number is lifted from current advertising on the internet.

• The scammer researches and obtains personal details of the breeder including name, suburb, prefix.

• A domain name similar to the Kennel prefix is registered on an offshore registry.

• Once the breeder has ceased advertising the litter of puppies a new website is published.

• No physical address or phone numbers are advertised on the website.

• The seller avoids permitting you to physically see the cyber puppy and only sends non genuine pictures.

• The seller insists on only accepting payment by a crypto currency or a funds transfer.

As a breeder what can you do to avoid being an unknowing victim of a Puppy Scam:

• Regularly Google search the internet for websites using a similar Domain Name as your Prefix.

• Put a warning notification in your online advertising to alert buyers to check any website they are looking at is legitimate.

• Encourage puppy buyers to verify breeder information with Dogs Queensland and make direct in-person contact with you.

• Ensure puppy buyers check communications are made with verified contact details.

• Encourage puppy buyers to meet the puppy and breeder before handing over payments.

Dog Sports Presentation Luncheon

Our Annual Dog Sports Presentation Luncheon was held on Sunday 16 February 2025, to wrap up our 2024 Sporting Achievements.

It started with a fabulous lunch prepared by Wagz Cafe, and all enjoyed socialising with friends and colleagues without their dogs.

Barbara Murfet opened the event and gave

special thanks to each sporting committee on their growth throughout the year. She also gave thanks to the judges that volunteered their time judging these sports and to all the clubs for providing stewards and helpers to put on the sporting events.

There was a lot this year, with the introduction of Grand Champion Tracking Dog. It seems that everyone brought out their old retired dogs to do another couple of tracks to obtain their Grand Champion award. A miniature Schnauzer TS.GCh. T.CH. Jabba Wokki Rocket CD. RN. owned by Mr B & Mrs T. Berry was one of these dogs, and considering the last competition this dog competed in was 7 years ago, which made this come back a highlight for owners and obtain its Grand Champion is just sheer brilliance.

Dr Lucas graduated from the University of Queensland. His specialisation journey took him around Australia and to the UK and USA. He became a specialist in small animal surgery in 2015. He is a director and surgeon at Queensland Veterinary Specialists. He teaches domestically and internationally in the field of small animal orthopaedics. He serves on the AOVET Technical Board, a global non-for-profit orthopaedic education organisation. He has a passion for hip disease and co-runs Australia’s busiest hip replacement service for dogs.

RVT BAppSc(VT), Cert IV V PennHIP (Certified Technician)

Rebecca graduated from the University of Queensland in 2015. She spent several years in general practice before joining Queensland Veterinary Specialists in 2020 as a surgery and anaesthesia technician. As a clinical educator, she delivers training and workshops for veterinary nurses and technicians, both internally and externally. Rebecca has a strong professional interest in anaesthesia, analgesia, and radiography. She is a PennHIP Certified Technician, coordinating hip and elbow scoring at QVS Stafford and acting as a scrub technician for Total Hip Replacement procedures.

Breeder Alert –Puppy Scam Websites

Dogs Queensland has become increasingly aware of Puppy Scam Websites using legitimate Dogs Queensland Registration and Queensland Breeder Identification (BIN) Numbers to sell puppies. Dogs Queensland Registration Numbers are obtained from legitimate websites such as Dogs Queensland or DogzOnline, where they are displayed as required by the Queensland Government.

An example of a typical scam is:

• A Dogs Queensland Membership number is lifted from current advertising on the internet.

• The scammer researches and obtains personal details of the breeder including name, suburb, prefix.

• A domain name similar to the Kennel prefix is registered on an offshore registry.

• Once the breeder has ceased advertising the litter of puppies a new website is published.

• No physical address or phone numbers are advertised on the website.

• The seller avoids permitting you to physically see the cyber puppy and only sends non genuine pictures.

• The seller insists on only accepting payment by a crypto currency or a funds transfer.

As a breeder what can you do to avoid being an unknowing victim of a Puppy Scam:

• Regularly Google search the internet for websites using a similar Domain Name as your Prefix.

• Put a warning notification in your online advertising to alert buyers to check any website they are looking at is legitimate.

• Encourage puppy buyers to verify breeder information with Dogs Queensland and make direct inperson contact with you.

• Ensure puppy buyers check communications are made with verified contact details.

• Encourage puppy buyers to meet the puppy and breeder before handing over payments.

As a buyer what can you do to avoid being a victim of a Puppy Scam:

• Verify breeder information with Dogs Queensland.

• Ensure communications are made to verified contact details.

• Meet the puppy and breeder before handing over payments.

• If paying online, use a credit card or PayPal where you have a degree of buyer protection.

• Check website is an established site with a website security certificate.

• Avoid websites without physical address or phone numbers.

• A sk for proof, including ANKC registration papers and veterinary health records for any puppy.
