Pulice Boosts Capacity On Texas Highway

The Texas Department of Transportation’s (TxDOT)

$606 million I-35 Capital Express North in Austin is one of two ongoing projects for the multi-billion dollar I-35 Capital Express Program that was design to help improve traffic flow in the growing city.

The massive construction project was awarded to Pulice Construction Inc. and is being funded by the Capital Area Metropolitan Planning Organization (CAMPO) and TxDOT. Work on the north project began last March.

The north project is adding one non-tolled highoccupancy vehicle managed lane in each direction along I-35 from SH 45 North to U.S. 290 East; recon-

Pulice Construction is pressing ahead on the north portion of the Capital Express Program, a $606 million I-35 highway reconstruction project in Austin.

Construction of the north portion of the program is being conducted in six phases. Crews began with Phase I, which includes installing a new center median barrier, constructing a new northbound I-35 frontage road bridge over Walnut Creek and reconstructing the Braker Lane bridge.

Who’s On OFCCP’s Audit Radar? Agency Begins Scrutinizing Federal Contractors for Compliance

Many of the infrastructure improvement projects that resulted from the mega bipartisan IIJA program will be under scrutiny this year by the Office of Federal Contract Compliance Programs (OFCCP).

The agency is increasing its focus on companies receiving those IIJA federal monies. That means contractors on those projects need to don their best audit gear.

The OFCCP released a list of 250 construction contractors and subcontractors that the agency has on the audit radar. Those contractors will be sent an offisee COMPLIANCE page 50

Shafer Equipment Company Celebrates 20th Anniversary

Shafer Equipment Company, Inc. is celebrating its 20th anniversary this year.

The family-owned company was founded in 2003 by Jay Shafer and has since grown to become a leading provider of Link-Belt Excavator equipment.

“Twenty years is a great accomplishment and worth celebrating,” Chris Wise, general manager of market development, said. “Jay and his team have a customer-comes-first attitude and they treat all their clients as friends. Among its many achievements, Shafer received the Triple Crown Award from LinkBelt Excavators in 2020. The Triple Crown Award recognizes Link-Belt dealers who demonstrate a “Customer First” approach while focusing on Market Share, Parts Sales, and Customer Service excellence within their area of responsibility.

That same year, Shafer placed the winning bid for Pink-Belt, benefiting $145,000 to Breast Cancer Awareness initiatives.

Shafer’s anniversary celebration was held

at the company’s Sparks, Nev., location in June, with more than 200 fellow colleagues, employees and family members in attendance.

“It was great to see old and new friends in the business,” said Shafer. “I’m proud of the growth we’ve accomplished over 20 years and look forward to seeing what the family will do in the future.”

Shafer is excited about the successes over the years, but even more enthusiastic about the future.

Jacobsen Names Its First Ever VP of Construction Innovation

Heather Soderquist was recently named Jacobsen Construction’s first ever vice-president of construction innovation, so it must follow that she’s pretty sharp about all the new technology transforming the industry. And it’s true, she is. But perhaps what Soderquist is even better at is good old-fashioned training.

“I lead all of our training, and what I’ve found is that you really can’t take technology or be innovative if you can’t bring your people along with you,” Soderquist said. “Training for me has been a real big focus. Construction continues to just get faster; it gets more complex and it really leaves a heavy strain on those people that are out there managing and building the projects.”

In her new role, Soderquist launched the addition of a comprehensive technology fair to Jacobsen’s quarterly operations training sessions. Leading-edge tech vendor partners and the firm’s own in-house tech experts attended the inaugural fair, demonstrating the latest jobsite uses of laser scanning, drones, virtual reality (VR), robotics and more and presenting their insights to Jacobsen project leaders. The tech fair is

expected to be a regular feature of Jacobsen workforce training sessions.

Soderquist started in the construction industry with an entry-level job in high school, then majored in college in construction management. She’s been with the Salt

Lake City-based Jacobsen for 18 years, most recently in the role of director of operations training and development. She also previously worked as a project manager, leading Jacobsen’s work on the Heber Valley Hospital campus reconfiguration, University of Utah College of Nursing, Fidelity Office Tower at The Gateway, Varex Imaging expansion, University of Utah Midvalley Health Center and several other major projects She’s also played a key leadership role in pioneering Jacobsen’s company-wide use of essential jobsite technologies such as building information modeling (BIM), laser scanning, Viewpoint, Bluebeam, Autodesk Build and others.

Her recent promotion comes with the responsibility of “elevating innovative practices as a core competitive differentiator for the firm.” Training the crews will be a crucial part of that, though it is one that is often overlooked, she said.

“What we're starting to really see a lot of is automation,” she said. “Technology that actually is going to be made to create value ... but then also freeing people up to do what they really are experts in doing. Once you put in this technology and create this automation, you really need to be supporting your teams, helping them understand and

trust it. A fundamental piece that a lot of people forget when we're talking about technology activation is employees adopting and trusting the automation.”

When employees have difficulty with new technology, Soderquist tries to overcome that challenge by asking for their feedback and then listening and responding to their responses — good or bad.

“We definitely recognize that with persistent labor shortages, our best defense is keeping those project teams focused on the present task and letting the right technology and automation, and handle the rest,” she said.

In the future, Soderquist believes projects will rely more and more on modeling, and if companies are going be competitive, they’ll need to continue advancing with the rapidly evolving world of technology. The best way to do that, she said, is by having a member who knows the business.

“Having someone like me with actual field experience and an interest in technology would go a long way toward selecting the right technology,” Soderquist said. “I think a lot of contractors are concerned about ‘Is this the right technology for us or are we going to waste our money?’ And I will say that getting a resource with field experience to help you navigate it will make a big difference.” 

Designing Your Own Custom Wraps for Heavy Equipment

Dirty Graphix, a company specializing in custom vinyl wraps for heavy equipment, provides companies with unique branding and equipment protection solutions. While the concept of wrapping equipment is certainly not new, the way in which Dirty Graphix operates, and the product and experience it provides customers, is an industry first, according to the company.

History of Dirty Graphix

Dirty Graphix was founded by Ty Ciolkosz, in 2021. After owning and operating a successful landscaping and concrete business for more than 20 years, his entrepreneurial spirit and passion for the industry pushed him in a new direction — custom heavy equipment wraps.

“I know firsthand the vital role branding plays in maintaining a successful business,” said Ciolkosz. “Where some might see this aspect of owning a business as a challenge, I saw an opportunity to take my company to the next level. I began wrapping my own equipment, and quickly realized the value it brought to my bottom line.”

Based in Minnesota, Ciolkosz has built a team to handle the day-to-day operations, graphic design, marketing, printing and worldwide shipping. While Dirty Graphix is relatively new to the heavy equipment industry, it is evolving. Dirty Graphix currently makes equipment wrap kits for skid steers, mini-excavators and mini-skids for a variety of makes and models.

What Sets Dirty Graphix Apart

Dirty Graphix sets itself apart in several ways. The material used for its wraps is four times thicker than average wrap material. Ciolkosz chose a material that is 16 millimeters thick and is designed to hold up in rugged conditions.

Dirty Graphix wraps are made to be installed by anyone. There is no need to have a wrap installed by a professional. Wrap kits come in pieces that are pre-cut to fit the customer’s exact machine, and with an installation guide. This allows customers to purchase wraps online and have them shipped to anywhere in the world.

Dirty Graphix is the only wrap company for heavy equipment where customers can design their wrap online, according to the company. Customers select the make and model of equipment, choose one of the many fully customizable stock designs and use the Dirty Graphix online customizer to make it their own.

The online customizer allows customers to change all colors within the design; add and place logos and custom text; and upload personal logos and designate their placement. Additionally, customers have a variety

of coverage and finish options. All changes are seen in real time.

Once a customer places an order, they receive a mockup of their wrap. This gives the customer a chance to make any final adjustments. Customers will then receive their wrap within 10 to 14 business days of placing the order.

This gives equipment owners an opportunity to increase their brand visibility and attract new business. Being able to carry over branding right onto the piece of equipment is effective.

Troy Hunt of Excavate With Apex details the impact his wrap has had in just a few short months.

“I am shocked at the number of conversations the wrap has stirred up,” said Hunt. “I’ve had people stop at gas pumps, job sites, in traffic as out the window about the wrap and my machine. That has now led to conversations resulting in paid jobs. I am a big fan of modifying anything I possess, and this wrap has been the perfect product to separate me and showcase my individual style. It protects the factory paint while doubling as a moving advertisement.”

Overcoming Obstacles

When Ciolkosz first started Dirty Graphix, he knew there would be many challenges. He knew that the concepts

behind Dirty Graphix have not been tackled before because the process is far from simple. For insight, approximately 60 hours goes into each piece of equipment that Dirty Graphix makes a wrap kit for.

He receives calls asking for the templates he has created because others are not willing to put in the time needed to make them, or do not have the resources to do so. These templates are not for sale. This makes adding new makes and models a tedious task but doing so is always a top priority for Dirty Graphix.

Dirty Graphix has put its wraps to the test in many conditions and have performed specific durability tests to document how they hold up. Additionally, Dirty Graphix has countless testimonies attesting to durability and ease of installation.

Equip Expo Will Feature Tech for Outdoors, Landscapers

Smart lawns and landscape lighting? Autonomous mowers? Drone and artificial intelligence-aided landscaping designs? It’s all at Equip Expo, which is being held Oct. 17 to 20, 2023, at the Kentucky Exposition Center (KEC).

The blockbuster trade show is where landscapers and outdoor power equipment dealers can see new, industry technology, including business software, drones, irrigation and lighting technology, robotic and autonomous equipment, connected equipment systems using GPS, battery and electric innovations, and the latest engine technology.

“Equip Expo is where the industry’s manufacturers and technology providers debut the latest tech. There’s simply no better place to see it all. Not only that, you can test it,” said Kris Kiser, president and CEO of the Outdoor Power Equipment Institute (OPEI), which owns Equip Exposition.

Expo offers more than 675,000 sq. ft. of indoor exhibit space, in addition to a 30-acre Outdoor Demo Yard to “try before you buy” the latest tech and equipment as well as discuss new business ideas.

Equip Exposition will have more than 125 exhibitors with technology-related offerings.

“It has evolved immensely from an equipment show, to a show where you can get a ton of knowledge on different products,” said Gage Roberts, who exhibited with Aspire Software at the show last year.

“Equip Expo is where you can see and

experience new capabilities before they’re on the market and in the hands of your competitors,” Kiser added. “The Outdoor Demo Yard, The Drone Zone, the vendor exhibits — it’s all set up for the landscaper and dealer to get their hands on the latest tech before anyone else.”

That access is appreciated by attendees.

“It’s all a plus when you can have all that within one facility where you can talk to some people and get information,” said Eric Hannett of Mobile-1 Lawn Service who attended the show last year.

Attendees at the show gain access to the engineers and developers who created the technology and learn how it can benefit their businesses and business bottom lines.

Drone technology, for instance, is revolutionizing how landscaping is sold, designed and built. From creating 3D renderings and estimating, to documenting progress and showcasing products with fly-through videos, drones can give landscape contractors a competitive edge.

Registrants can even win a drone each day of the show to take home, and work toward their FAA remote pilot certification for drone operation at Expo. The Drone Zone in the West Wing will offer hands-on training right on the exhibit floor. Attendees can test their abilities in a flight simulator and then step into The Drone Zone to fly a drone with an expert trainer.

Record Earnings for Volvo Construction Equipment in Q2 2023

Volvo Construction Equipment (Volvo CE) proves it is performing today while transforming for tomorrow with record earnings for the second quarter 2023, alongside its continued investment into sustainable change.

Sales of machines and services rose across all markets except South America and Asia resulting in a 12 percent global increase for Q2, 2023. This is despite net order intake decreasing by 41 percent in global markets, reflecting a weaker market in China, restrictive order slotting in North America and cautiousness among customers and dealers in Europe.

Deliveries also decreased by 24 percent, primarily as a consequence of lower demand in China and a slowdown in Brazil.

While sales remain robust in Europe, North America and Africa, there are signs of demand weakening in other markets due to the overall economic development and rising interest rates, which is cooling down the activity especially with residential construction.

Strong profitability for Q2, 2023, is demonstrated by a record earnings increase

of 12 percent to SEK 28,999 M (SEK 25,814 M in Q2, 2022). Adjusted for currency movements net sales increased by 7 percent, of which sales of machines were up by 7 percent and service sales by 4 percent.

Compared with the same period last year, a higher operating income of SEK 5,353 M (SEK 3,568 M in Q2, 2022) is largely due to positive brand and product mix and price realization, partially offset by decreased volumes and lower production efficiency as well as higher R&D and selling expenses.

Volvo CE is maintaining solid growth during challenging economic times while continuing to lead the industry with investment into a more sustainable future. The second quarter saw the company not only announce the creation of a new dedicated business unit to boost growth across the full value chain of its range of compact solutions but also continue its global rollout of electric compact machines, with launch events in Singapore and Tokyo.

investments and strong commercial construction, and steady progress in Europe (4 percent year-to-date increase), where market growth has slightly flattened in line with a weaker macroeconomic outlook, elevated inflation and higher interest rates.

“The economic development may be having an effect on the overall construction equipment market but we are focused on leading a sustainable and profitable transformation for the benefit of our customers, our shareholders and society as a whole.”

In all, the development in major markets outside of China continued to be good in Q2, with a year-to-date growth of 9 percent in North America, due to large infrastructure

The Chinese market continued to have a significant negative correction (a 40 percent year-to-date drop) due to the prebuy effect related to the emissions regulations change at the end of last year, while in South America, investment levels remained low in Brazil due to weak business confidence among customers leading to an overall year-to-date drop of 24 percent.

Development in Asia outside China however was largely positive due to growth in India and the Middle East.

While Volvo CE has enjoyed strong results this quarter, it is expected that cost inflation and increased disturbances in the supply chain will see the industry continue to navigate a challenging economic outlook in the coming months.

Steel Erectors Association of America Names 2023 Project of Year Winners

The Steel Erectors Association of America (SEAA) announced the winners of its 2023 Projects of the Year. Entries could be submitted in two categories — Structural and Miscellaneous Metals. There are four classes by erection contract size in the Structural category and two classes in Miscellaneous Metals. This year, there were no entries for Structural Class II.

Projects that were topped out in 2021 or 2022 were eligible and must have been completed without significant accident or injury. Submissions are reviewed and winners are selected by an independent panel of judges from an engineering firm not affiliated with the association.

“SEAA appreciates the time and expertise these volunteers contribute, which makes it possible to fairly judge these projects,” said Drew Heron, chairman of the awards committee.

“Several of the award-winning projects dealt with working during restricted hours, were challenged by limitations for crane placement, and exhibited creative use of tools and equipment to overcome those challenges,” said Bob Beckner, Project of the Year Awards Committee representative. In addition, each of these projects was completed safely while working in close proximity to the public.

Winners receive trophies, feature article coverage in Connector magazine, and the chance to participate in peer panel discussions at future SEAA Conventions and at AISC’s Steel Conference.

Structural Class IV (Over $2.5 Million) Colorado Convention Center Expansion

Derr & Gruenewald, Brighton, Colo., erected 9,000 tons of structural steel for a 200,000 sq. ft. expansion of the Colorado Convention Center. The expansion was on top of the northwest corner of the existing structure, which ultimately required an LR1300 crawler crane configured with optional derrick and suspended counterweight to be assembled and operated from the roof of the existing structure.

The existing structure consisted of joist and truss girders with 90 ft. wide bays supported by 36 in. diameter pipe columns. The columns were filled with concrete to support the new construction.

At each bay, the crawler crane was used to build a new floor above the existing roof, capable of supporting the crane itself. After completion of steel erection and slab placement of each bay in the crane path, the crane would roll onto the newly constructed bay and continue erecting adjacent bays.

Putting a crawler crane on the roof of the convention center wasn’t the only challenge the company faced. It also had very little room for unloading and shakeout. Located on the front range of Colorado, wind, snow and lightening were common causes for delay, plus work has to be scheduled around conventions that were being held in the adjacent space.

Miscellaneous Metals Class I (Contract Value Up to $500,000) Pergola Over Tulsa

Basden Steel Corp., Burleson, Texas, fabricated and erected a 100-ft.-long pergola on the second-floor terrace of a prominent downtown Tulsa building. The AESS Category 1 structure is made of white galvanized rolled 10-in. WF for the columns and arches, with 3-in. pipe infill and 10-in. HSS connecting the columns and bearing the center arches. Each arch is just over 18 ft. tall and 20 ft. wide. The AESS finish received a white paint over galvanized base and required multiple full pen welds.

The entire project was designed, fabricated and erected in less than four months. As the date for installation neared, the Basden team was faced with several surprises, including having to re-locate the crane and having restricted working hours requiring the crane to be removed every weekend.

“Mid-way through the second week, we got into a groove. Installation was complete in three weeks with an additional week for weld clean up, Bondo for AESS, and touch up painting,” said Austin Jones, contract administrator and field operations manager. 

Benefits of Ground Penetrating Radar Technology in Paving

When it comes to asphalt, measuring pavement density is key to building longerlasting roads.

Paving contractors must ensure that the pavement is compacted enough to ensure long-term asphalt health. In addition, identifying the percentage of air voids in the overall placed pavement mix is the accepted measure of evaluating this key factor to the integrity of the roads. The current industry standard for measuring compaction and air voids are point-by-point techniques such as coring or using a nuclear density gauge, but up-and-coming Ground Penetrating Radar (GPR) technology could provide a better alternative.

Trouble With Point-By-Point Techniques

Point-by-point technology is limited in terms of density testing. With these techniques, inspectors measure random sample locations of the pavement and extrapolate this data to the entire road. However, this technique does not cover a large area and could potentially miss problem areas.

As Kyle Hoegh of the Minnesota Department of Transportation explained, “You could be at a location that is well within passing density, then move just a few feet away on the pavement and observe a failing density, which does not make spot-check methods well-suited for getting a reliable

assessment.”

Coring currently is the golden standard for assessing pavement health, but it has further issues. This destructive method tests for air voids at the cost of pavement integrity. Sometimes additional resources and road closures are needed to fill in these cored areas.

Besides being destructive, this method also is lacking because it cannot provide real-time data, but rather requires a lengthy and costly process of sending out the cores to be analyzed. Nuclear gauge testing, another point-by-point method, requires certificates for safety and operation, which can be cumbersome.

Benefits of Ground Penetrating Radar

While coring is destructive, ground penetrating radar is a non-destructive method for analyzing pavement.

“The technique of using dielectric constant to relate to asphalt density has been around since at least the 1990s… but up until recently, the technology wasn’t precise enough to be able to use it for deployment on actual asphalt pavement projects,” Hoegh said.

MnDOT Studies Uphold Value of GPR in Paving

In 2020, MnDOT joined a group of states and the Federal Highway Administration in creating a pooled fund to experiment with GPR technology to improve asphalt pavement density. MnDOT became the leader of this national pooled fund, focused specifically on deploying continuous asphalt pavement compaction technology.

Through this project, MnDOT collaborates with researchers and on-the-ground workers such as foremen and contractors in a unique and iterative process.

Currently, MnDOT is familiarizing contractors with the technology so they understand the information it provides and how it can assist with construction practices. Contractors also provide valuable feedback in evaluating the protocols that are in development, with the ultimate goal of rolling out GPR as a quality assurance tool in

Minnesota or recommending it for quality assurance nationally.

MnDOT, provides density assessments throughout the project as a trial in creating protocols for future work.

“There are many contractors already doing everything they can to try to get consistently good density and are looking for any sort of information that can help them continue to improve. They’ve been very receptive to trial data collection on their projects, and we’ve even had multiple contractors using the information from the GPR technology to improve their compaction operations,” Hoegh said.

The process thus far demonstrates the effectiveness of GPR in paving.

For example, a MnDOT team recently tested the technology on a highway echelon paving project. Two asphalt pavers were simultaneously paving both lanes of a twolane highway, which allows for good compaction at the longitudinal joint, or the area between those two lanes, since the compaction occurs while both lanes were hot. However, the MnDOT team was able to use a density profiling system to identify that less than a foot away from the joint there was a problem.

They noted periodic lower densities along one side of the joint, for as long as 100 to 200 ft. stretches. The MnDOT team was then able to collaborate with the contractor in real time to brainstorm. The team identified what was causing the lower densities and made the necessary changes to ensure adequate pavement density.

GPR in Future of Paving

These MnDOT projects have demonstrated the potential of GPR technology. The advent of the use of intelligent construction technologies in day-to-day work is occurring at MnDOT and other partners. The continued expansion of these technologies could benefit other states and even countries as more and more information of the paving process becomes available.

Work to date shows that longer-lasting road integrity through improved density is on the horizon if this technology is adequately implemented. 

Wirtgen Presents Its Technologies for Sustainable Road Building, Solutions

At the joint John Deere and Wirtgen Group booth at ConExpo-Con/AGG 2023, Wirtgen presented a cross section of its extensive portfolio of premium products for cold milling, recycling, soil stabilization, and concrete paving.

Alongside nine exhibits from three different product sectors, this year’s presentation also focused on digital system solutions and assistance systems.

Wirtgen showed its high-performance, half-meter cold milling machine with rear loading, the W 50 Ri. This machine features a simple operating concept and a range of automated functions.

Another highlight at the show was the front loader W 120 Fi for working widths of up to 4 ft. 3 in. The John Deere engine of this F-series compact milling machine has been specially adapted to meet the particular requirements of cold milling applications.

The versatility of the company’s portfolio of cold milling machines also is underscored by the two F-Series large milling machines being exhibited at the show. The W 210 Fi is the ideal solution for a broad spectrum of applications, ranging from surface layer rehabilitation and complete pavement removal to fine milling work.

As a rear loader with a mixing capacity of up to 800 t/h, the W 380 CRi is the ideal choice when it comes to the rehabilitation of wider roadways and can be used for both cold in-place (CIR) and full-depth reclamation (FDR) projects.

The WR-series recyclers with allwheel drive are used for both cold recycling and soil stabilization operations. With a working width of 7 ft. 10 in. and high milling and mixing performances, they also are ideal for use on challenging projects with high daily productivity requirements.

Wirtgen will be showing two extremely adaptable machines for concrete paving, the SP 94i and the SP 15i. The SP 15i enables flexible positioning of the slipform paving mold, which is an enormous advantage when producing monolithic profiles in the offset process.

The machine also features an extendable operator’s platform that provides a better overview of the working area and the paving results. The machine also can be remotely controlled with the specially developed

The SP 94i is a fully modular inset slipform paver in the 30 ft. class. The four-track paver with the TeleMold system, which enables fast and flexible variation of the paving width by up to 3 ft. on each side — i.e., a total of 6 ft. — will be exhibited at the show in Las Vegas.

Cold milling expert Tom Chastain from Wirtgen America will be providing more detailed insights into established milling and profiling practices and technologies in the course of the ConExpo Education Sessions on March 16, 2023, in West Hall 208 –210 in the Las Vegas Convention Center.

The satellite-based AutoTrac steering system for Wirtgen WR-series recyclers enables precise and efficient completion of each successive project task. It steers the machine with a precision measured in centimeters on the basis of a previously calculated reference strip and a specified overlap of adjacent strips and enables consistent utilization of the machine’s ideal working width. This results in greater process efficiency and the minimization of environmental impact.

The WR-series machines also are available with Wirtgen Performance

Tracker. The system registers all relevant location-specific working parameters to provide a comprehensive database for construction site analysis and documentation.

In the case of soil stabilizers, these include the working width and depth, the area and distance worked, the fuel consumption and numerous other parameters.

The Wirtgen AutoPilot 2.0 is a control system for stringless paving that provides an alternative to the conventional method of mechanically scanning a stringline. The system, which precisely controls both the machine’s height and steering, is available for all offset pavers and placer/spreaders.

A GNSS signal and, depending on the configuration, various local sensors — e.g., an ultrasonic sensor on the machine — serve as a reference. The need for a stringline is eliminated and the time and effort otherwise required for setting one up and removing it is no longer required. It also enables fast and precise paving of tight radii and complex geometries.

BOMAP Connect provides networked control and documentation of all rollers working at the job site. Capable of working with all brands of rollers, program installation is quick and intuitive.

All compaction data collected by BOMAP Connect is cloud-based, so compaction documentation can be quickly accessed from a computer or mobile device from anywhere an internet connection is available.

An operator simply activates the BOMAP app from an Android tablet or smartphone from a BOMAG roller, and the app connects with the machine’s interface and registers its parameters. All compaction passes are then automatically recorded.

If required by job specification, the interface can connect with BOMAG’s Joblink via Bluetooth, and in addition to roller passes, the system also records the Evib value, asphalt temperature, and vibration frequency and amplitude of the BOMAG rollers and adds the data to the documentation.

For other roller brands in the fleet connected to the networked job site, BOMAP Connect logs and transmits the number of passes, generating a pass map for the entire site. By equipping the rollers with an optional high-precision antenna, GPS reception is maximized to further increase documentation accuracy, especially helpful when working in urban areas or in poor weather conditions.

All rolling data collected from the site are combined in real time in the cloud application and displayed as a colored map in Google Maps. The colored areas indicate where compaction has already been achieved and where it is still necessary. Compaction visualization for the entire site allows roller operators to see which areas have already been compacted, the degree of compaction and position on the tracked section.

BOMAP Connect enables all roller operators to achieve optimum compaction in the minimum number of passes. This, in turn, reduces fuel consumption, lowers operating costs and increases roller efficiency.

Sakai America Achieves Record Asphalt, Soil Roller Production at Georgia Plant

Sakai America Inc. has just concluded its strongest-ever fiscal year despite the lingering supply chain challenges still affecting the equipment manufacturing industry as a whole.

LeeBoy Displays Its Largest Tracked Asphalt Paver Ever Developed: 8680

Weighing in at 28,000 lbs., LeeBoy’s 8680 asphalt paver runs on a 210 hp Kubota Tier IV Final engine and is the largest tracked asphalt paver the company has developed. The machine was designed to help meet the needs of contractors looking for a machine at the upper end of heavy commercial class pavers.

“There was a distinct gap in the market for an asphalt paver this size,” Chris Broome, senior product manager at LeeBoy, said. “This machine features higher production, higher horsepower and will be capable of doing more road paving projects and those larger production jobs we’re seeing more of in the heavy commercial class market.”

High End Commercial Class Benefits

As machine size increases, so do the benefits to contrac tors as additional highway class features make their way onto commercial machines. The LeeBoy 8680 asphalt paver features high speed smooth rubber tracks, a 4-speed drive system, power tunnel shields and height adjustable augers.

“These highway class features are going to give this commercial class machine great results,” Broome said. “Increased performance, efficiencies and consistency will all be seen with these features on the 8680 asphalt paver.”

The machine also features the proven performance of the HD Pro Screed featured on the 8530 and 8616D asphalt

Amanda Gammon Appointed LBX Co. Director of Operations, Administration

Amanda Gammon has been promoted to director of operations and administration after more than 16 years of commitment to LBX Company.

Pulice Construction Takes On North Portion of Capital Express Program

structing six bridges; adding a diverging diamond interchange at Wells Branch Parkway; building pedestrian and bicycle paths throughout the corridor; reconstructing entrance/exit ramps and adding intersection bypass lanes; and making additional safety and mobility improvements within the project limits.

Weather permitting, the project should be delivered in late 2028.

Construction is being conducted in six phases.

Phase I has crews installing a new center median barrier, constructing a new northbound I-35 frontage road bridge over Walnut Creek and reconstructing the Braker Lane bridge.

Phase II will widen northbound and southbound I-35 mainlanes, construct retaining walls and reconstruct entrance/exit ramps, and construct bypass lanes.

Phase III is reconstructing northbound and southbound I35 frontage roads, constructing shared-use paths and reconstructing driveways.

Phase IV will reconstruct bridges at Grand Avenue Parkway, Howard Lane and Rundberg Lane, while Phase V will construct a DDI at Wells Branch Parkway and reconstruct intersections and signals. Phase VI will perform final striping and paving.

The north project was designed by Volkert Inc.

“One design challenge included the integration of the north project with recently completed TxDOT projects like the I-35 from Rundberg Lane to U.S. 290 East, I-35 at Parmer Lane and I-35 at Grand Avenue Parkway projects,” said Matthew Kelly, TxDOT’s North Travis assistant area engineer. “The design team developed alignments for the mainlanes, frontage roads and ramps that minimized throwaway costs by incorporating the recently constructed work into the north project design.

This won’t be an easy project, considering the traffic in the corridor.

“The north project is a major highway reconstruction effort being performed along a highly urbanized and welltraveled corridor,” said Kelly. “On average, more than 165,000 cars travel between SH 45 North and U.S. 290 East daily. This means that a key challenge of the project is ensuring that crews minimize adverse impacts to the traveling public. Right of way and space are always a challenge, especially when you are competing with live traffic. There are a number of locations along the corridor that offer limited accessibility given the tight work zone. TxDOT and crews will take the necessary precautions to ensure the safety of crew members.

“Crews are implementing the use of thermoplastic pipe up to 36 inches for storm drain installation throughout the corridor,” he added. “This type of pipe reduces resistance to flow and are hydraulically more efficient than conventional pipe.”

TxDOT’s goal for the traffic management plan was to minimize impacts during construction.

“The plan for the north project calls for maintaining three mainlanes of traffic in each direction along I-35 at all times,” said Kelly. “Any closures of the mainlanes, that are not full closures, will be short duration impacts, such as overnight or on the weekends. Crews will construct the outer mainlanes first. Once complete, traffic will be switched to the new lanes

and construction will begin on the managed lanes, inner mainlanes and frontage road throughout the corridor.”

Earlier this year, TxDOT reduced the speed limit from 55 mph to 45 mph on the frontage roads to encourage drivers to slow down and stay alert while traveling through the project’s work zone.

“When work begins along the mainlanes, TxDOT will place additional barrier to ensure the safety of crew members and drivers during construction,” said Kelly. “TxDOT has established key locations along the corridor to allow for equipment and materials to be transported safely to the project site. This includes providing openings in the barrier at the overpasses for mainlane activities and placing low profile barrier at entrance and exit ramps for frontage road work.”

Project Background

The south project — a separate endeavor part of the larger program — is ongoing and planning for the central project, which cost several billion dollars, is pressing ahead.

“I-35 through Austin is one of the most congested highways in Texas,” states a project web site. “It serves as the backbone of the local, regional and national transportation network. Lack of mobility on I-35 threatens the economic livelihood of our community and our state. Improvements to this area are needed due to population and employment growth, which have caused increased congestion in the area.”

“By 2045, the population in the Austin region is expected to double, which means congestion will continue to worsen unless we do something about it,” said Kelly. “The I-35 Capital Express Central project was developed to increase mobility and safety on I-35 for the traveling public. TxDOT has been presenting to the community and receiving feedback on the I-35 Capital Express North project since 2019. In the past four years, we have held one open house and one public hearing, as well as hosted numerous property owner and stakeholder meetings, to ensure that the public was aware of the project and had an opportunity to provide feedback.”

Prior to the start of construction, more than 165,000 vehicles travel along I-35 between SH 45 North and U.S. 290 East daily.

“TxDOT provides regular maintenance for its roadways,” said Kelly. “The reconstructed roads and bridges will ensure that they meet future safety guidelines and the mobility needs of our community. The new roadway infrastructure will be able to support the projected traffic demands of the community, while ensuring that all users [vehicles, bicyclists and pedestrians] are safe.

“While the project is still in its beginning phases, crews have done a good job to remain on schedule,” said Kelly.

This is a team effort between TxDOT and Pulice, “Immediately upon the start of the North project, the TxDOT, Atkins and Pulice teams established a direct line of communications,” said Kelly. “With weekly progress calls and multiple daily touch points, both management teams continue to work well as the project picks up steam. TxDOT is in close coordination with Pulice regarding supply chain issues and labor shortages.”  CEG

Compliance Agency Focuses On Certain High-Dollar Projects

cial scheduling letter as advance notice of their respective audit, to ensure companies are in compliance before the audit.

Keeping an Eye On Audits

“The construction industry should monitor OFCCP’s regulatory requirements for construction contractors,” wrote Lisa Marsh, Jackson Lewis Law, which specializes in workplace law.

She said now is the time for contractors to review their company’s compliance program with an eye to making improvements where necessary.

“Noncompliant contractors may face technical or discrimination violations and, in extreme circumstances, contract cancelation and debarment,” said Marsh.

The OFCCP has a list of 16 mandatory affirmative action steps, contained in a guide published by the agency. Marsh points to five major categories included in OFCCP’s Construction Contractors Technical Assistance Guide. These categories are recruitment practices, training, implementation of EEO policy, analyzing personnel activity and solicitations/contracts with subcontractors.

Specifically, diversity recruitment is one of the most frequently cited OFCCP audit violations, said Marsh.

“Many contractors rely on unions to fill construction jobs, and many are unaware of their requirement to separately engage in diversity recruitment.”

She said in working closely with unions to engage diversity organizations, contractors can neglect their obligation to demonstrate compliance. These companies also must analyze their personnel activity to conform with Uniform Guidelines on Employee Selection Procedures.

The goal should be to ensure one race or gender is not adversely impacted by the contractor’s hiring practices.

“This requires the contractor to not only solicit and maintain the gender and race of its employees, but to also track its applicants, including demographic information,” said Marsh.

Other contractor requirements include posting notices in employee areas, and notifying OFCCP of certain subcontracts within 10 days, she said.

“Contractors with a $50,000 and $150,000 non-federally assisted contract must comply with OFCCP’s regulations related to individuals with disabilities and protected veterans.”

Mega Projects Under Microscope

The OFCCP also has certain high-dollar projects on its radar. The agency’s Mega Construction Project Program was launched

in March of this year.

The program includes 12 federally funded projects with a value of $35 million or more and a timeline of at least one year. After the spring announcement, OFCCP held a public information session to outline plans for working with contractors.

The agency intends to work throughout the project with the direct and subcontractors awarded these jobs.

“OFCCP will require the employer working on the selected Mega Projects to participate in EEO Committee meetings,” said Marsh. “The meetings will include relevant unions, diversity recruitment organizations, and, potentially, other relevant government enforcement agencies.”

The increased industry attention is part of a move by Director Jenny Yang, to reinvigorate OFCCP’s oversight of affirmative action compliance efforts. The agency plans to engage contractors and subs at the pre-bid and post-bid stages to provide ongoing compliance assistance.

OFCCP also will evaluate contractors’ efforts to recruit and utilize talent from underrepresented backgrounds.

“OFCCP touts these projects as examples of how involvement early and often can positively affect the community,” according to Jackson Lewis Law. “With the launch of this new program, construction contractors on Mega Projects can expect their chances of

being audited by OFCCP to spike.”

Dissecting Audit Process

In evaluating contractors, OFCCP looks at all federal, federally assisted and non-federal construction projects across all counties in a geographic area. Understanding the OFCCP’s requirements can help a contractor prepare for an audit and reduce the risk of costly settlements.

Human resources specialist Berkshire said OFCCP exists to ensure that the selected contractor is fulfilling contractual affirmative action program obligations. The agency wants to see regularly prepared plans, plan compliance with regulations, requisite data and complete annual data analyses.

“The OFCCP also reviews whether a contractor has engaged in any discriminatory hiring, promotion, termination or pay prac-

tices,” wrote Berkshire.

This is done by evaluating detailed personnel activity and compensation data about all employees covered by the affirmative action plan under review.

“The agency recovers money from the contractor at fault to repay applicants and employees for missing back pay and salary adjustments.”

The agency can require that contractors establish hiring goals as part of a resolution and can debar non-compliant contractors from federal contracting work.

Qualifying contractors are required to maintain up-to-date affirmative action plans and data regarding personnel decisions and other employment records. This data should be analyzed regularly to monitor for OFCCP compliance red flags, suggested Berkshire.

“Each employee must be included in the affirmative action program of the establishment at which he or she works.”

Covered contractors have detailed recordkeeping obligations and must perform annual analyses of their personnel activity, according to Berkshire. That includes applicant, hiring, promotions, terminations and compensation systems. And contractors must evaluate workforce representation against expected availability to determine if annual placement goals should be established.

Experts Give Preventative Maintenance Tips for Backhoes

Preventive maintenance “is a very broad term,” said George MacIntyre, product manager at ConExpo-Con/AGG exhibitor Case Construction Equipment.

“It can be as formal as the critical practice of performing regular service, as prescribed by the manufacturer of the machine, throughout the machine’s life. Or it can be as simple as the daily walkaround you do of the machine at the beginning and end of each day to identify any potential issues that may impede safe and efficient operation.”

Preventive maintenance is routine/scheduled maintenance of machines done “to keep them running reliably to prevent premature costly unplanned downtime,” David Young, product application specialist, Caterpillar, added.

Regardless of the type of preventive maintenance program or machine, the desired result is improved safety and less downtime, plus the prevention of unnecessary costs, said Ryan Anderson, product manager, New Holland Construction.

“To keep your equipment performing at peak levels, it is critical that maintenance is prioritized accordingly,” said Justin Steger, solutions marketing manager, John Deere Construction & Forestry.

“While it is essential to understand how to operate your machine, it is equally, if not more important, to understand how to maintain each machine to extend the lifespan of the equipment and improve its resale value. Sticking to the OEM maintenance schedule allows contractors to predict owning and operating costs more accurately and fix maintenance costs. Ignoring machine maintenance will increase the operating cost.”

When to Schedule Preventive Maintenance

It is imperative to have preventive maintenance schedules for backhoes to keep them well-maintained. When parts are checked regularly, issues can be identified and scheduled to be corrected before they result in unexpected repairs, downtime and costs.

Types of Preventative Maintenance

Backhoe preventive maintenance can be based on many parameters, such as the calendar, runtime and predictive.

• Calendar-based would include things on the “daily” or “weekly” checklist, Caterpillar’s Young, noted. Some of these items can be managed by an hours-based approach also. Like “daily or every 10 hours” and “weekly or every 50 hours.” Examples of this would include joint greasing, air filter checking, fluid level checks, tire pressure, water-in-fuel bowl drain, etc.

• Runtime-based maintenance usually is more than simply checking and doing a quick job if needed, he explained. This would include more involved service work like engine oil and filter change, transmission oil and filter change, fuel filter replacement and hydraulic system oil and filter change. It also includes oil sampling from critical components like the engine, transmissions and hydraulic systems. Runtime-based preventive maintenance should be followed as presented in the operator’s manual of the machine, Case’s MacIntyre advised. “Since each machine and manufacturer are different, it should never be assumed that it is apples-to-apples from machine-to-machine. Then, based on the job, there are some forms of maintenance that are not merely prescribed based on time.

• Predictive maintenance is all about sticking to an oil sampling routine with the backhoe’s OEM dealer, Young added. Do this as required to establish a trend on how parts

within a major component are wearing.

“If a particular element is jumping up high in the particle count it could very well indicate that a certain part inside a large component is wearing out and that can be fixed before a major failure that could damage more parts within a component or destroy the entire component itself.”

Make Recordkeeping a Top Maintenance Priority

Good recordkeeping and proper documentation are essential aspects of backhoe maintenance, a philosophy shared by each backhoe OEM.

“This helps ensure that all preventive maintenance activities are done in the timeframe they are meant to be done and that the machine will continue to work as intended,” said MacIntyre of Case. “Telematics makes that easier than ever, alerting fleet managers to when service intervals are approaching and helping simplify recordkeeping and proof that preventive maintenance activities were performed as intended and on schedule.”

What’s more, added Caterpillar’s Young, recordkeeping and documentation “ensure preventive maintenance is done on time, which is especially important for critical systems like the engine, transmission and hydraulics. It also assists with predicting machine issues that are developing. For example, when oil samples are done as required, it can help determine if a problem is coming with a component.”

Recordkeeping and documentation can help support warranty-related repairs; he pointed out. It also is very valuable when it comes time to sell or trade in a machine, as it adds value.

Read Manual, Stickers, Warning Labels

Backhoe manufacturers recommend that maintenance personnel always refer to the backhoe owner’s manual to familiarize themselves with all the manufacturer-recommended maintenance procedures and intervals.

“All of the information to properly perform maintenance is located in the manual,” said Deere’s Steger. Anderson of New Holland added: “Manufacturers have

designed and engineered these machines to perform and be serviced. The owner’s manual provides a basic checklist and identifies the location of the service points on the machine.”

It Starts With Backhoe Operator

The backhoe manufacturers agree that good preventive maintenance starts with the backhoe operator performing an inspection of the entire machine before putting it to work.

“The operator should know that particular machine fully to understand what to check, and more importantly, be able to identify when something doesn’t look right or might need attention based on the inspection,” said Young of Caterpillar. “Also, it is about having and understanding the maintenance interval schedule for their machine and following that schedule as closely as possible. Cat dealers can help by providing documents that help track and understand the maintenance items.

Case’s MacIntyre said the inspection is so important, that the company has done entire educational sessions on the topic.

Telematics is another place — besides the machine — that will inform the owners and operators about error codes or about sensor readings that are outside of the normal range, noted MacIntyre. Access to telematics data also can be shared with dealers and manufacturers to provide a second set of eyes on equipment performance.

Do Not Skip Daily Walkarounds

Every time an inspection is done, the operator should start in the same spot and complete the inspection around the machine ending where they started. This routine makes it easier to spot what is normal vs. abnormal and makes sure nothing gets missed.

When performing the walk-around, visually inspect the machine’s appearance and look for damage, check fluid levels and look for leaks, and take a close look at worn items that could prevent the machine from efficiently doing its job, advised Steger. Key inspection points will vary between machine forms, but the concept is the same.

New Holland’s Anderson provided the below checklist for the typical backhoe walk-around inspection:

• Check all tire pressures.

• Check all fluid levels including engine oil, hydraulic oil, fuel and coolant.

• Check all filters including air intake and cab filter.

• Inspect all structural components such as loader arms for any stress fractures or weldment failures.

• Ensure cab doors and seatbelt are in good working order. In addition, it is important that all operators verify the backhoe’s safety features are working prior to operation and that all the controls are clearly labeled.

End of Workday Tasks

It is crucial for backhoe operators to perform a walkaround at the end of the workday as well,” emphasized Anderson of New Holland, “because machine condition at the beginning of the day is usually not the same as at the end of the day. Machine damage may have occurred, fluid levels may have changed and other parts of the machine may have additional wear and fatigue.

“At the end of the day, operators should also make sure that the work tool, such as bucket teeth, are intact and not dull,” added John Deere’s Steger. “For auxiliary attachments, make sure that pressures and flows are set correctly to avoid damage to the attachment or machine.” 

The Dynamic Dynahoe!

Keith Haddock Traces the History of the Dynahoe, One of the Largest Loader-Backhoes Ever Built.

The loader-backhoe is still one of the most popular and visible of all types of construction machines. It reigned as the mainstay of mechanized utility work over some twoand-a-half decades after first finding popularity in the 1950s. With the advent of miniexcavators, increased popularity of skid steer loaders, and an abundance of companies making compact-sized machines, the loaderbackhoe still survives. It possesses multitask capabilities not found in the competition, and often able to complete all tasks on small jobs with just the one machine. It’s able to do the excavating, loading, lifting, backfilling and cleanup, and when finished can take off by road to a nearby job without waiting for lowboy or trailer.

The Hy-Dynamic Company of Lake Bluff, Ill., was one of many companies entering the loader-backhoe market in the 1950s. In 1959 it introduced its first machine, the famous Dynahoe loader-backhoe, a machine quite different from anything else on the market. Competitive loaderbackhoes had originated as agricultural wheel tractors and were generally much smaller in capacity and lightly built. But the unique Dynahoe was heavily built from the ground up as an excavating machine, and the largest of its type on the market. The average loader-backhoe in the early 1970s had a digging depth from 14 to 17 ft., an 80-hp engine, and weighed 10 tons. In contrast, the largest Dynahoe boasted a digging depth of 20 ft., carried a 155-hp engine, and weighed 16 tons.

One of the first Dynahoe models was the Model A, which came equipped with a Continental F-244 gasoline engine developing 65 hp. The Model AD was also offered with 65-hp Continental HD-277 diesel engine. Maximum digging depth was 13 ft. and backhoe loading height 12 ft. Operating weight was just over 6 tons.

Hy-Dynamic certainly set out to produce something superior to anything else available. Even this early design from 1959 sported a neat efficient backhoe linkage, integrated design and massive frame. Of course this concept and philosophy resulted in a relatively high purchase price, and consequently the Dynahoe never sold in huge quantities throughout its production life. But it served a niche market for the contractor who wanted extra capacity, production and mobility.

In 1966 Hy-Dynamic upgraded its Dynahoe models and launched a new range of machines with a 3-digit nomenclature, the first two digits indicating digging depth in feet. Models A and AD were replaced by the model 140, and other models in the new lineup included the short-lived 120 and 130 (discontinued by 1968), and the larger 160.

In 1968 the 190 and 200-4 models were added, the latter being a heavy 4-wheel drive model with four large equal-sized wheels, and a 20-ft. digging depth.

In 1971 Bucyrus-Erie Company acquired the Hy-Dynamic Corporation. The loader backhoes were continued as Bucyrus-Erie products and the well-respected Dynahoe name was retained. This acquisition came at a time when Bucyrus-Erie’s Construction Equipment Division was at the height of its activity, and demonstrated the company’s desire to capture all segments of that market. The acquisition provided BucyrusErie with a solid line of loaderbackhoe models 140, 160, 190 and 200-4. It also provided a line of rough-terrain, wheelmounted hydraulic cranes up to 18 tons capacity, introduced by Hy-Dynamic in 1966.

Soon after Bucyrus-Erie acquired the Dynahoe machines it upgraded the range to the B-series. Now all machines were equipped with GM Detroit diesel engines and featured advanced hydraulics and increased operating weights. The 140B was powered by a 90-hp, 3-cylinder Detroit 3-53 diesel engine with torque converter. The backhoe reached to 22 ft. at ground level and the loader bucket held 1 ¼ cu. yds. Machine weight was 14,800 lbs. This intermediatesized 160B carried the same 90-hp GM engine as the 140B but with digging depth increased to 16 ft. by interchanging the boom foot pivot and boom hoist cylinder pivot positions. The lower boom position achieved greater digging depth but reduced loading height by some 3 ft. Machine weight increased to 15,800 lbs. The larger 190B came with the same Detroit 3-53 diesel as in the 160-B, but rated higher at 95 hp. It was basically the same machine as the 160B but with deeper backhoe digging depth to 19 ft. and increased loading height to 12 ft. 9 in. Front loader capacity for both machines was 1 ½ cu. yds.

About the same time as the Bucyrus-Erie acquisition, the model 190-4, a 4-wheeldrive version of the 190, was introduced. Boasting four equal-sized wheels, it was powered by a 4-cylinder Detroit 4-53 diesel of 126 hp. As with the larger 4-wheel drive 200-4, steering on the 190-4 was provided to the rear wheels only and the front axle was free to oscillate. The Dynahoe 200-4 became the 200-4B under the Bucyrus-Erie banner. With an operating weight of 32,300 lbs. including ROPS cab it was the largest Dynahoe model. After purchasing the Dynahoe line in 1985, Northwest Engineering/BCP continued to build the 190 and 190-4 until new models were introduced in 1987 under Terex. These were the 290 (109 hp and 20,700 lbs. weight) and the 490 (127 hp and 24,850 lbs weight). The new 290 and 490 were basically upgraded versions of the former 190 and 190-4 models, possessing similar specifications, Detroit engine, torque converter, and digging depth to 19 ft.

In the late 1980s Terex Corporation shuffled its various divisions and BCP became an affiliate of Koehring Cranes & Excavators, another Terex division. In 1990, as a final grasp for market share, BCP upgraded its two Dynahoe models to the 290K and 490K. These were almost identical to the previous models except that John Deere engines of 110 and 121 hp provided power. Unfortunately sales continued to dwindle and the last Dynahoe was shipped from the factory in 1993.

In 1973 Bucyrus-Erie closed the Lake Bluff, Ill., plant and transferred Dynahoe manufacture to existing B-E plants at Evansville, Erie and South Milwaukee. Although not selling in huge quantities like the smaller competitive machines, the Dynahoe continued to serve a niche market and garnered sufficient customers to keep the machines in Bucyrus-Erie’s product line until the company decided to dismantle and sell its entire Construction Equipment Division in 1985.

From 1974 the popular 4-wheel-drive Dynahoe 190-4 loader-backhoe was sold in the United Kingdom by Ruston-Bucyrus Ltd. of Lincoln. Sold as an R-B machine, its specification was identical to the American model except for a Ford 2715E diesel engine developing 108 hp replacing the Detroit engine. However, sales were discontinued in 1979, likely as a result of stiff competition from lower-priced, home-built machines and the onslaught of competition from smaller hydraulic excavators.

In 1985 manufacturing rights and designs of the Dynahoe were sold to Northwest Engineering Co. of Green Bay, Wis., and a group of former company employees established a new company, Bucyrus Construction Products (BCP) in Erie, Pa.

Hyundai Launches New Team Focused On Compact Equipment

Following the introduction of skid steer and compact track loaders, along with updates across its compact excavator lineup earlier this year at ConExpo-Con/AGG, HD Hyundai Construction Equipment North America has announced the formation of a new team dedicated to Hyundai compact equipment sales and support.

Hyundai has hired Jeff Pate as vice president of compact equipment sales, reporting to Mike Ross, senior VP of HD Hyundai CE North America.

“Jeff is a proven, dynamic and passionate leader, with 20-plus years in dealer and channel development, market intelligence, and strategic planning, including more than 10 years’ experience in the compact equipment sector,” Ross said.

Reporting directly to Pate are four new team members, each of whom will be responsible for sales and dealer development in distinct regions covering the United States and Canada.

Dale McLemore, an industry veteran with 35 years’ experience in compact equipment, is joining the company as senior dealer development and national accounts manager

for compact equipment covering the southeastern region. Brian Slavinski brings 12 years of experience to his role as district manager for the northeastern United States and eastern Canada, including extensive knowledge of the equipment industry from both the retail and manufacturing side.

New Roles Serve Expanding Network

Darren Wallace, district manager OF the central region of the United States and Canada, also brings a wealth of knowledge to the team, with 20 years of industry experience in sales and dealer development. And finally, Mike Dahs joins the team as district manager for the western region of the United States and Canada. Dahs has spent the last two years on the OEM side of the business, following nine years of retail experience working for a successful multi-line construction equipment dealer.

LiuGong Enters Second Half of 2023 With Momentum

As the second half of 2023 begins, LiuGong continues to build upon its status as one of the fastest growing construction brands in North America.

The first half of this year has produced strong results, due to a successful ConExpoCon/AGG show in March in Las Vegas and the sustained growth in its material handling division alongside its construction equipment products.

Business Highlights

LiuGong reported $3.932 billion in construction equipment (CE) sales in 2022, per the 2023 KHL Yellow Table released by International Construction in its May-June 2023 issue. This number is quite close with its 2021 sales numbers of $4.055 billion and continues the trend of LiuGong sales growth over the last several years.

“I think we have uniquely been a beneficiary of some of the supply chain challenges in our industry over the last two to three years,” said Andrew Ryan, president, LiuGong North America.

“When we were in times of tight supply, and whether it was a dealer organization or an end customer needed to find equipment to get the job done, we stood up with availability and we stood up with quality machines. Once the customer or the dealer gave them a chance, they came back really impressed.”

The exponential growth over the time since the 2020 ConExpo-Con/AGG show has been staggering, Ryan said.

“From 2020 to 2021, our business grew by 90 percent,” Ryan said. “From 2021 to ’22, our business grew by 75 percent, and we expect our business will grow at least by 50 percent this year and more likely by 75 percent as we continue to add more dealer partners and get more of those repeat purchases from our customers.”

LiuGong placing significant investment towards the material handling side of the business also is paying dividends.

“LiuGong as a corporation made big investments and commitment to be in the forklift in material handling business,” Ryan said. “We invested more than $100 million in factory automation in our plant in China, and commensurately we’ve invested to build a team to help grow the business in North America.

“With our new leadership group for the material handling business, we’ve grown the business more than 10 times. We’re very excited about the growth of that business, and we expect long term that it’s going to be between 40 and 50 percent of the total business that we do in North America.”

New Leaders

The second half of the year also sees LiuGong enhance its leadership team to

keep up with that growth.

Mike Zhou, product manager, wheel loaders, will transition into a newly established position as product manager, battery electric vehicles. The battery electric 856H-E MAX Wheel Loader debuted to the North American market at the 2023 ConExpoCon/AGG show with the first machine sold to the Los Angeles County Sanitation Districts, and more to follow.

Andrew Dargatz joins the LiuGong team as Zhou’s replacement as product manager, wheel loaders. Dargatz has an extensive resume within the construction equipment industry with more than 15 years of experience.

Both Zhou and Dargatz officially began in their new roles on July 1 and report to Chris Saucedo, senior vice president, strategy and customer solutions, LiuGong North America.

The LiuGong marketing team is strengthened with the addition of Stephanie Gonzales as channel marketing manager. Gonzales has a deep marketing and brand management background, including a decade working with a major automotive OEM.

Upcoming Opportunities

LiuGong has several either expanded or new growth opportunities the second half of 2023 and is looking ahead to 2024 as one of the industry-leading battery electric vehicle manufacturers.

LiuGong recently was awarded a Sourcewell contract in the “Heavy Construction Equipment” category. This multi-year contract allows government and education entities in the United States and Canada to procure equipment and services.

The company is set to expand its range of battery electric vehicle models, with more wheel loader models anticipated in the North American market. Beyond wheel loaders, LiuGong has developed electric excavators, forklifts and other products for different markets with the intent to bring more to North

America. These two may go together as emissions footprints are being closely scrutinized and opening the window for a range of new products to enter fleets, Ryan explained.

“We’re seeing demand from a couple of very important segments,” Ryan said. “First

and foremost, our friends in the cement and quarrying aggregates industry are facing a lot of pressure from both shareholders and senior managers and social organizations to reduce their emissions footprint.

“The cement industry is documented to account for about 15 percent of global emissions. So their urgency to make their operation zero emissions is quite high, and they’re looking to LiuGong to be a partner in that effort and help them achieve those goals.

“Secondarily, governments around the world are changing regulations and offering lots of incentives to encourage investment in electric machinery.

“It will be some time before the industry adopts this technology completely and at a scale level. But we’re very well-positioned at LiuGong for the segment of customers that needs these products and wants these products.”

Another question asks if a contractor is meeting all participation goals for minorities and women, can it assume it’s not engaging in any discrimination. DOL’s answer is “not necessarily.” Participation goals are an important aspect of recruiting and developing a more diverse workforce, according to the agency.

“Contractors that meet these goals still need to assess their practices for possible employment discrimination,” wrote the agency.

In determining whether employment discrimination has taken place, OFCCP examines how each minority group is affected by a contractor’s practices.

“Executive Order 11246 prohibits discrimination on sexual orientation, gender identity, religion and on inquiring about, discussing and disclosing pay,” said the agency.

If employees or applicants experience discrimination in association with a federal construction contractor, what are potential scenarios for the contractor?

According to DOL, employees or applicants can file a complaint with OFCCP, EEOC or a state or local civil rights agency with jurisdiction. Additionally, if they are enrolled in a registered apprenticeship program, they can file a complaint with the apprenticeship registration agency.

What if a contractor fails to meet participation goals — is it in violation? “Not necessarily,” is DOL’s FAQ response. “Contractors must engage in outreach and other good-faith efforts to broaden the pool of qualified candidates to include minorities and women.”

Good-faith efforts include monitoring the effectiveness of outreach and recruitment strategies in attracting diverse applicants.

SCRAP EXPO - A Live Demonstration Event!

The industry’s first live demonstration event, Scrap Expo, is BACK, returning to Louisville, Kentucky! Taking place September 12 – 13, 2023, this one-of-a-kind event officially has opened registration. Register today and take advantage of super early bird registration rates! Scrap Expo is a unique event designed especially for scrap metal dealers and processors, auto dismantlers and others handling and preparing ferrous and nonferrous scrap.

Linking with different or additional referral sources in the event that recruitment efforts fail to produce a diverse pipeline of applicants is another positive move.

“The participation goals are not quotas, and no sanctions are imposed solely for failure to meet them,” said DOL. “A contractor’s compliance is measured by whether it has made good faith efforts to expand employment opportunities and break down barriers to employment for minorities and women.”

Something else to think about: Accommodation request records required by contractors to maintain. Contractors are required to maintain records of requests related to pregnancy, childbirth, related medical conditions and religious practices and observances. In addition, direct federal contractors are required to maintain records of requests related to disabilities, including those from disabled veterans.

“Specifically, contractors should maintain documentation on requests made, relevant meetings and discussions held and final dispositions. OFCCP regulations require contractors to grant reasonable accommodation requests unless they can demonstrate that doing so would impose an ‘undue hardship’ on the operation of its business.”  CEG

You will also be able to explore our indoor exhibit hall and outdoor demo area, where you will be able to test-drive, move, cut, and prepare scrap in real time!

See live demonstrations of baling, logging, and shearing equipment. Our educational program includes sessions that will provide insights you need to understand what scrap buyers want.

The event also will include technical training sessions covering machine maintenance and operation as well as informative sessions on scrap identification and markets.
