International trade and investment plays a crucial role in Western Australia’s economic development. Japan and Western Australia have a strong and enduring relationship, with Japan being the State’s second largest trading partner. Japanese investment has played a pivotal role in helping to grow the industries that have driven Western Australia’s economic strength for the past 50 years. As we work together on the energy transition, our bilateral partnership will be more important than ever in the decades to come.
In addition to longstanding trade and investment ties, the Western Australian Government has maintained a presence in Japan for over 50 years. Our international offices in Tokyo, the oldest Australian state government office in Japan, and Kobe, the capital city of our sister-state, Hyogo Prefecture, enable us to service the key government and business relationships in the Japanese market.
To reinforce our commitment to Japan as a priority market, the Western Australian Government has joined the Australian Government as a Gold Partner of the Australia Pavilion at the World Expo 2025 in Osaka. Australia’s theme ‘Chasing the Sun’ provides an opportunity to promote Western Australiathe sunniest State in Australia - as a key investment and trade partner in an optimal business time zone.
As part of the key activations of Western Australia’s World Expo 2025 program, I am delighted to be attending Global New Energy and Decarbonisation, Water, Oceans, Climate and Natural Environment Week (Energy Week).
The global energy transition landscape is dynamic and highly competitive - but Western Australia offers the stability, resources and policy certainty that global partners can rely on for long-term trade and investment. Our domestic economy has been the strongest of the Australian states over the last five years, growing by 26.3 per cent, well above the national growth rate.
Going forward, Western Australia is strongly placed to make a significant contribution to global emissions reduction by providing clean energy to our key trading partners.
Joining me on this mission to Energy Week is a delegation of leading businesses and industry representatives across the energy sector, including liquified natural gas (LNG), critical minerals, hydrogen, carbon capture and storage, and green iron and steel.
Western Australia is internationally recognised for its world-leading resources and energy sector, highly skilled and experienced workforce, and technological expertise, which is highlighted by the calibre of the delegation accompanying me.

Ardea Resources Limited is an ASX-listed mining company in joint venture with Sumitomo Metal Mining and Mitsubishi Corporation to build and operate a +30,000tpa multi-decade nickel project in Western Australia (The Goongarrie Hub JV).
The Goongarrie Hub nickel resource is the largest in Australia, containing 4Mt of nickel and 250kt of cobalt. Ardea wholly owns a further 2.1Mt of nickel and 136kt of cobalt resources at its Kalpini Hub, located approximately 70km from the Goongarrie Hub.

deepC Store (dCS) is a Perth-headquartered carbon capture and storage (CCS) project developer and technology provider. Founded in 2021, dCS is delivering ‘CStore1 - the Asia-Pacific’s first transboundary floating CCS hub. CStore1 is designed to ship 3–5 Mtpa of liquefied CO2 captured from Japanese industrial emitters to offshore Western Australia, where it will be injected into deep geological formations via a Floating Storage and Injection (FSI) hub.
CStore1’s distinctive features:
1. Multi-user access: accepts CO₂ from multiple industrial sources
2. Minimal pipeline distance: ship delivery direct to the FSI hub, reducing seabed infrastructure
3. Capital flexibility: lowers residual value risk by enabling redeployment of ships and the FSI hub
4. Replicable and scalable: a standardised solution that can be deployed across Asia-Pacific and beyond.
Collaboration with Japan:
dCS has established formal engagements with J-POWER (joint study toward a strategic partnership to realise CStore1), Nippon Steel (joint study for up to 5 Mtpa of CO₂ offtake), and Mitsui O.S.K. Lines (LOI to provide CO₂ shipping services and to work with dCS on the FSI hub scope).

The Minerals Research Institute of Western Australia (MRIWA) is Western Australia’s premier statutory body driving innovation in the minerals sector. The Murchison Green Hydrogen Project is a flagship initiative in Australia’s renewable energy landscape, and the most advanced large-scale green hydrogen and ammonia project in Australia. Developed by Copenhagen Infrastructure Partners (CIP), a global leader in energy infrastructure investment, the project is well positioned to play a pivotal role in the global energy transition.
Strategically located on Murchison House Station, in the Mid-West region of Western Australia, the project benefits from access to world class complementary wind and solar resources for renewable generation together with proximity to the coast and deep waters to support export logistics.
With a renewable generation capacity of 6GW, Murchison will include 3GW of electrolysis and 6x 1200tpd ammonia trains to produce ~1.9 million tonnes per annum of green ammonia. Due to its scale and offtake market maturity, the project will be developed in two stages, each stage comprising approximately half the total capacity. Under development for over three years, with feasibility and pre-FEED completed, the project is on track to reach FID in late 2026.
Recognised for its national significance, the Murchison Green Hydrogen Project has been granted Major Project Status by the Australian Government, Lead Agency Status by the Western Australian Government, and is the first successful recipient of $814 million in funding under the Australian Government’s Hydrogen Headstart program.

North West Shelf Gas is an agency established by the North West Shelf (NWS) Project to market liquefied natural gas (LNG) to major industrial customers around the world. NWS is owned by Woodside (50%), bp (16.6%), MIMI (16.6%) and Shell (16.6%).
Representing an investment of more than A$34 billion, the Woodside-operated NWS Project facilities constitute Australia’s largest oil and gas resource development.
36 years of LNG export.
In 1989 the first cargo of North West Shelf LNG left the Karratha Gas Plant onboard the Northwest Sanderling for delivery to Japan’s Sodegaura Terminal.
The NWS Project has delivered more than 6000 LNG cargoes since 1989 and established an international reputation for the safe and reliable delivery of LNG to customers in the Asia Pacific region and other parts of the world.
In 2024 the North West Shelf Project recognised 35 years of safe and reliable LNG exports to the Asia Pacific region.
Gas processing – from producer to processor
As spare capacity begins to emerge in the LNG trains at Karratha Gas Plant (KGP), the NWS Project is well placed to process third party gas.
The NWS Project participants have developed a comprehensive, end-to-end business model, from receipt of gas to offtake of products, that will provide third party gas owners with the confidence to make substantial investments in upstream facilities to deliver their gas to KGP.
This was demonstrated in 2020, when the NWS Project participants executed Gas Processing Agreements (GPAs) with a number of third party gas owners. These GPAs amounted to approximately 10.5 million tonnes of LNG and approximately 24.7 petajoules of domestic gas.

Pilbara Ports is a Western Australian Government trading enterprise responsible for operating the ports of Ashburton, Dampier, Port Hedland and Varanus Island.
The ports of Dampier and Port Hedland are among the world’s largest bulk export ports, responsible for about 81 per cent of Western Australia’s, and about 43 per cent of the world’s iron ore exports.
Other major export commodities include liquefied natural gas (LNG) and salt. In 2024-25 LNG throughput at the ports of Ashburton and Dampier was 27 million tonnes, which was about 34 per cent of Australia’s exports and six per cent of global LNG trade.
Pilbara Ports is responsible for managing the ports, including vessel traffic services, ship scheduling, berthing allocations for multi-user facilities and port communications. This includes pilot services, vessel movements, maintaining shipping channels, navigation aids and other port infrastructure.
Pilbara Ports plays a crucial role in facilitating trade and commerce for the economic benefit of Australia by supporting its customers and creating opportunities for growth. Its ports accounted for an estimated $153 billion in exports during financial year 2024–25.
The Port of Port Hedland and its supply chain support one in nine full-time jobs in Western Australia, reinforcing the region’s reputation as an economic powerhouse and the port as vital national infrastructure.

Victory is dedicated to the exploration and development of its flagship North Stanmore Heavy Rare Earth Elements (HREE), Scandium, Hafnium and Gallium Project located in the Cue Region of Western Australia. The company is committed to advancing this world-class project to unlock its significant potential.
In August 2025, Victory Metals announced a robust mineral resource estimate (MRE) for North Stanmore, totalling 320.6 million tonnes, with the majority of the resource, classified in the indicated category. This positions the North Stanmore Project as Australia’s largest indicated clay heavy rare earth resource, underscoring its pivotal role as a future supplier of critical materials for the future.
