ON THE COVER

A new documentary from AMERICAN EXPERIENCE Films looks at the 1968 Kerner Commission report.

The Power of Documentary Storytelling

At GBH, our mission is to tell stories that matter, whether they are documentaries, news stories, content that inspires children, or dramatic period pieces to help audiences take a breather from the complexity of our day-to-day lives.

Today, I wanted to highlight some of our documentary work, which reveals important information about the state of the world, our communities, and about ourselves. At a time when facts are questioned and news deserts are springing up across the country, GBH’s role as a trusted provider of news and information locally, nationally, and internationally is profoundly important. No matter the platform or subject, GBH tells stories that make a difference to our audiences and, ideally, help make the world a better place. This month we are premiering documentary films that do just that by revealing the truth about history while deepening our understanding about the present.

When Black neighborhoods in scores of American cities erupted in violence during the summer of 1967, President Lyndon Johnson appointed the National Advisory Commission on Civil Disorders—informally known as the Kerner Commission—to answer three questions: What happened? Why did it happen? And what could be done to prevent it from happening again? AMERICAN EXPERIENCE’s new documentary, The Riot Report (see page 13), takes us back to 1968, when the Commission released its findings—a shockingly unvarnished assessment that pinned the blame for the unrest on systemic racism in American society. It was a verdict so politically explosive that Johnson refused to acknowledge the report publicly or

even thank the commis sioners for their service.

This film explores a pivotal moment in our nation’s history and the fraught social dynamics that simultaneously spurred the commission’s investigation and doomed its findings to oblivion. “This is history we need to reckon with,” says the film’s director, Michelle Ferrari. “As much as we think that we are making progress, there’s quite a lot more to be done.”

This month we also honor Asian American, Native Hawaiian, and Pacific Islander Heritage Month with more stories that reveal the truth about history that informs the present. For 50 years, photographer Corky Lee documented the lives of New York City’s Asian American community. His work presented struggles— including civil rights protests, discriminatory immigration legislation, and violence against Sikhs and Muslims of Asian descent following 9/11—but also documented celebration and success. The feature-length film, Photographic Justice: The Corky Lee Story (see page 4), explores Lee’s quest to ensure that the rich tapestry of Asian American life be preserved and shared.

Many Americans watched in horror as violence erupted in cities such as Detroit and Newark in the mid-to-late 1960s. President Lyndon B. Johnson, who had continued President John F.Kennedy’s push for civil rights, recognized the threat to his policy initiatives. He assembled the National Advisory Commission on Civil Disorders (also known as the Kerner Commission after its chair, Illinois Governor Otto Kerner, Jr.) to assess the situation and ways to prevent future rioting. The bipartisan group was composed of eleven politicians— nine White and two Black—all of whom had shown their support for Johnson’s previous Great Society initiatives.

AMERICAN EXPERIENCE’s The Riot Report presents the story of the commission and the first-of-its-kind 1968 government report that identified systemic racism as the cause of massive civil unrest in Black communities. But the results of the report were quickly buried by an administration afraid of potential political fallout.

Writer/producer/ director Michelle Ferrari said that following the events of May 2020, “I started to feel like [this] report had something really vital to say to the present that we didn’t actually hear at the time…or did, but ignored.” Ferrari may be best known for her work on AMERICAN EXPERIENCE’s Peabody Award–nominated film, The Vote, and on the Emmy-winning film, Seabiscuit.

New Yorker staff writer and Columbia University Journalism School dean Jelani Cobb is co-writer and co-producer. Cobb issued an excerpted version of the commission’s report, The Essential Kerner Commission Report, in 2021. He previously earned a Peabody Award for FRONTLINE’s Whose Vote Counts.

President Johnson hoped that the commission could help galvanize support for his

anti-poverty and civil rights work by proving that external forces were causing the unrest. Instead, the commission unanimously approved a report that pointed the finger not at outside agitators but at racist institutional systems. It was one of the first times that a government group specifically stated that its own systems were perpetuating discrimination and called for significant overhauls of law enforcement, the media, housing policy, and more. Johnson saw this as political dynamite and did all he could to bury the findings. He never formally accepted the report.

Ferrari and Cobb used archival film footage, interviews with commission staff members, and conversations with the sole surviving commissioner, Senator Fred Harris, to tell the story. “We wanted the film to be built around these voices,” said Ferrari, “and to be augmented by academics, historians, and writers who could help us unpack the social milieu at the time and the really fraught social dynamics.”

AMERICAN EXPERIENCE Executive Producer Cameo George said, “The Kerner Commission’s unanimous and blistering report put a spotlight on what was at the heart of structural racism and inequality in America. The findings of this dedicated and bipartisan group remain relevant in today’s America, and we hope our film adds some much-needed context to the ongoing national conversation.”

In the end, Ferrari was struck by the impossible position Johnson found himself in. “Johnson did a lot of good for the country and the fact that he essentially buried the report came as something of a shock...I hope we did the ‘rock and a hard place’ justice in the film, but it is one of those disappointments of history that I think we need to reckon with.”

Unpacking the Cost of College with “College Uncovered”

A college education is part of the American dream, but is it worth the price? GBH News and The Hechinger Report are back with a second season of “College Uncovered”—a podcast that aims to detangle the complexities of the higher education system. Hosted by GBH News Managing Editor and Higher Education Reporter Kirk Carapezza and Hechinger Report Higher Education Editor Jon Marcus, Season Two will help listeners navigate the maze of college financial information—and lack thereof.

The first season, released last year, pulled back the ivy on the pitfalls of American higher education and the business of college admissions. This year, it’s all about the tough questions people are asking about the cost and value of a college education.

“Americans are losing faith in college. They’re worried about the cost, of course, and uncertain job prospects,” said Carapezza. “We’re going back to school to explore the business of higher ed, and we hope that each episode gives listeners the information they need to make informed decisions.”

Season Two of “College Uncovered” is now available on all major podcast platforms, including Apple, Spotify, Google, and at gbhnews.org

Meet Phillip Martin

P hillip Martin, senior investigative reporter for the GBH News Center for Investigative Reporting, will be inducted into the Massachusetts Broadcasters Hall of Fame in June. He has been recognized throughout his career for in-depth and thought-provoking reports on inequities and social justice. He earned a master’s degree from the Fletcher School of Law and Diplomacy at Tufts University and studied at Harvard Law School and the University of California at Berkeley.

fin and mottled gray and white skin.

“We know what a gray whale is supposed to look like,” O’Brien told CAI’s Eve Zuckoff, “and you’re looking at it and you’re like, ‘I know this is a gray whale, but there’s no way that this could be a gray whale, right? Because they just don’t live in the Atlantic.‘”

Gray whales are regularly seen in the Pacific Ocean, especially off the coasts of California and Alaska. O’Brien speculated that the whale traveled north around Alaska and then east, making its way through the Northwest Passage.

“As waters have warmed and the Arctic has less ice in it—or not 100% coverage everywhere—it means that passages have opened up where an animal could actually swim all the way through,” O’Brien said. In the last 15 years, researchers have seen gray whales in the Atlantic and Mediterranean five times. These sightings may indicate how quickly marine species respond to climate change.
