Guyanese forced to pay millions in legal fees for GTE project - AFC
With over $350 million spentsofaronlegalfeesfor the Gas-to-Energy (GTE) project, the Alliance For Change (AFC) said the government’s failure to conductadequatestudieshas been costing Guyanese millions.
This was highlighted by former Minister of Public Infrastructure and party chairman, David Patterson during a recent press conference.
Responding to questions
from this newspaper regarding the legal fees paid so far by the state for the project, Patterson first expressed satisfaction that the information requested in the National Assembly was provided by the Prime Minister, Brigadier (Ret’d) Mark Phillips, who holds responsibility for the energy sector
He, however, pointed out, “It shows you the completelackofpreparation in the project. These legal fees are a direct result of a lack of studies (and) lack of proprietary work before the contractwassigned.”

Consequently, the MemberofParliament(MP) said when the contractor attempted to conduct activities at the location, it discovered that the site was “inadequate” Patterson believes that this led to the government losing the arbitration case with the contractor,Lindsayca/CH4.
“If the government had done what they said they wouldhavedone,donetheir studies, prepare for this project, it would not have endedupwhereitis,andwe would not have been paying thisalmostUS$1.6(million) and that’s only the first part because they are going back
again to arbitration which they will lose again and all thesecostsadduptoafailed project.”
Last month, Kaieteur News reported that a whopping US$1,786,322 has been paid to date to a battery of lawyers representing Guyana’s case intheGTEarbitration.
The sum includes a payment of US$22,181 to ‘Universal Court Reporting’ fortranscriptservicesforthe Dispute Avoidance and Adjudication Board (DAAB)hearings.
The document also reveals that US$3,748 was paid for travel expenses to a DAAB hearing for the local legaladvisor,RonaldBurchSmith.
Local legal advisors, Manoj Narayan and BurchSmith, were also paid
US$39,914 and US$30,410, respectively, for land acquisition matters relating totheproject.
Meanwhile, the foreign advisors/ experts include Jeremy Glover, Sean Gibbs, Andrew Ness, Neil Hart, Dalton Hale, Mohammad Yadollahi, Yendall Hunter Ltd. and Mark Grasso along with Universal Court Reporting The foreign experts were paid a total of US$1,516,246, while the local legal advisors have been paid the sum of US$270,076 to date since 2023.

Meanwhile, it was reported that the second claimmadebythecontractor relates to issues relating to the soil. Jagdeo said, “There have been some additional claims by CH4 and Lindsayca, particularly as they relate to the soil conditions, and those would have to go through the technical process to see whether they are justified or not.”

THE T&T ELECTION
Parliamentary Elections were held onApril 28, 2025 inTrinidadandTobago.
Prior to the election, the general expectation was that
l Congress (UNC) would unseat the ruling People's National Movement (PNM) byaslightmargin,however, whenthepreliminaryresults were announced just after midnight, many were surprisedbythewidemargin with which the (UNC) won theelections.
According to reports, many in the PNM claimed publicly that the Party lost because of voter apathy and disillusionment amongst its supporters in traditional strongholds and marginal (swing) constituencies Those subjective factors, among others, were responsibleforthelowvoter turnout of PNM supporters and high turnout of UNC supporters. The cross-over voters from the PNM to UNC helped build strong momentuminsupportofthe campaignslogan; 'WHEN UNC WINS EVERYBODYWINS! ' Post-election reports indicate that PNM supporters felt disrespected and disregarded by their Party's leadership; because they were not afforded the opportunity to participate in thedecision-makingprocess to select the replacement to be the party's prime ministerialcandidate.
B e c a u s e o f t h e widespread dissatisfaction among PNM members and supporters who felt disrespected and were not allowed to voice on the choice of Prime Ministerial candidate,theypunishedthe Party and its leadership by not coming out to vote in theirnumbers.
In Tobago, a similar situation existed, thus the result was not surprising. Thousands of PNM supportersstayedawayfrom thepollsinTobago,asforthe same reason as their countrymen did in Trinidad. The end result was that the PNM lost to the opposition ontheisland.

Commission (EBC) preliminary tabulation and verification of the results were from a total registered electorate of 1,153,850 across 41 electoral districts inTrinidadandTobago,with voter turnout recorded at approximately54%.

Preliminary findings of Younge’s autopsy with police
Minister of Health, Dr FrankAnthony, has directed all queries relating to the preliminary findings of the post mortem examination (PME) performed on the bodyof11-year-oldAdriana YoungetotheGuyanaPolice Force(GPF).
In a brief interview with Kaieteur News Monday, Dr Anthonydeclinedtoprovide anyinformationsurrounding the autopsy which was p e r f o r m e d a t t h e GeorgetownPublicHospital one week ago. He said the initial findings of the forensic examination have been handed over to the
police.
“That is for the police. I don’thaveone,”DrAnthony stated,whenaskedaboutthe report. He said further, that he is unaware if the family was given a copy of the findings.
“This is a police matter. All these things you got to talk to the police about.”
Pressedfurtherforclarityon the findings and whether it ruledoutforceddrowningas reported by President Irfaan Ali, Minister Anthony replied “what does it matter ifIseeitordidn’tseeit. Itis for the police to say, the police are the ones dealing
with this matter He, however,notedthatbasedon hisunderstanding,thefamily requested to have the whole processvideorecorded.
“The family had a videographer in the room from the beginning of the processrightdowntotheend and the police had a videographer in the room that took videos from the beginning right down to the end. So, these videos are there from the family and from the police,” Dr Anthonysaid.

He said since the body was handed over to the family after the autopsy, he could not speak to its security or whether it was compromised. He said the integrity of the second autopsy would then be questionable since the body was outside the custody of police officers. Dr Anthony noted,“SinceMondayatthe completion of the autopsy, thebodywashandedoverto thefamilyandwasnolonger inpolicecustody This,then, if another autopsy is being done,itwillbedone,butwe don’t know since this body was not secured, we don’t knowwhatwouldhappento the body from Monday to whenever that autopsy would be done. Also, we don’t know what would be the medical legal effect of thatsecondautopsy.”

turned herself in, acompanied by her lawyers, lateMondayafternoonatthe Criminal Investigation Department(CID).

Tothisend,theGPFina statement that accompanied the wanted bulletin explained, “An immediate investigation was launched
in relation to a voice note purportedly made by Tiana Serena Lewis-King, a nursingassistant...whereshe falsely stated that she was present during the post mortem examination of AdrianaYounge.Shefurther statedthatshewassentthere bytheMinisterofHealth.”
Police said the health minister when contacted not only denied this claim but also knowledge of LewisKing Additionally, Wade and Dr Celeb McCloggan who were both present during the autopsy also confirmed to police that she wasnotpresentforthePME ofAdrianaYounge.
Moreover,theGPFsaida review of the autopsy video record further served to verify that the nursing assistant was never present in the room. Additionally, police noted, “at no time whatsoever did the three q u a l i f i e d f o r e i g n pathologists who were present ask any nurse assistants for their opinions; and at no time was anyone presentrequestedorrequired towritetheirnamesdownon paper” To this end, the Guyana Police Force concludedthattherecording is clearly intended to create public mischief, pervert and obstructthecourseofjustice, among other criminal offices.

statement, the Minister of Health said he understands that the nursing assistant is employedbytheMinistryof Health and currently works at the Georgetown Public Hospital Corporation Dr Anthony said the person is not known to him, and was neversentonhisbehalf.“As far as I am aware, I do not know this person. I have never met this person, and have never spoken to this person.Therefore, assuming shewaspresent,shewasnot thereuponmyinstructionsor on my behalf,” the minister explained.
He added that he is presently in consultation with his lawyers, regarding legal action he may pursue against the medical staff for attempting to maliciously tarnish his professional, public and personal reputationandstanding.
Canadian mining firm G Mining Ventures Corp (GMIN) has officially started the process to secure a mining licence for its Oko West gold project in Region Seven(Cuyuni-Mazaruni),a development expected to unlock4.3millionouncesof goldreserves.

The company noted that its permitting process is being guided by proactive e n g a g e m e n t w i t h stakeholders and strict adherence to international environmental and social performancestandards.
A s p a r t o f i t s environmental compliance efforts, GMIN submitted its Environmental Impact
Assessment (EIA) to Guyana’s Environmental Protection Agency (EPA) in lateDecember2024.
GMIN said too that the EIA remains under review, with key permits covering theconstructionofthemine, processing plant, port facilities, heavy fuel oil (HFO) power generation, andaccessroadstobeissued afterregulatoryclearance.
In mid-December 2024,
the EPA granted GMIN an Interim Environmental Permit, allowing early-stage constructionworkstobegin. The company has since advanced infrastructure development, including water and sewage treatment systems, camp facilities, access roads, and a logistics wharfarea.
Notably, the company said that it conducted public consultations were held between January and February 2025 in nearby communities GMIN said that with the feedback helping to shape GMIN’s environmental and social programmes in line with regionalsustainabilitygoals.
Further,GMINsaidtooit is currently finalizing responses to all requests for c l a r i f i c a t i o n a n d supplementary information, which are expected to be submitted to the EPAby the endofApril.
The company expects final environmental a p p r o v a l a n d t h e construction permit in the secondquarterof2025.
In the feasibility study results it was revealed that the Oko West project is projected to recover 4 3 million ounces of gold over 12.3 years. GMIN said the all-insustainingcost(AISC) isestimatedatUS$1,123per ounce, placing the operation among the sector’s lowercost producers. At a gold priceofUS$2,500perounce, the project’s after-tax net present value (NPV) stands at $2.2 billion, with an internal rate of return (IRR) of27%andapaybackperiod of2.9years.Thatvaluerises toUS$3.2billionanda35% IRR if gold prices reach US$3,000 per ounce, accordingtoGMining.
The Oko West Project is currently considered an
“advanced-stageexploration project”, and is expected to produce 353,000 ounces of gold annually from both open pit and underground mining.
The project’s initial capital cost is pegged at US$972 million, with US$650 million in sustaining capital required overthelifeofthemine.
GMIN has been advancing works with a focus on extending the mine life and assessing underground mining potentialfortheproject.
Kaieteur News had reported that Louis-Pierre Gignac, President & Chief ExecutiveOfficerhadstated that GMIN’s next phase of growthwillbedrivenbythe “world-class” Oko West goldproject.
During the company’s end-of-year earnings call, Gignac stated that in 2024 GMIN was able to successfully execute all phases of its build, operate strategy One of the highlights of 2024 includes GMIN acquiring the Oko West project in July 2024 through a business combination with another Canadian mining company, ReunionGold.
